be provided. Note: In case helicopter deck isn’t fitted then bidder is required to install same prior handing over the vessel.(Only Reputed OEM Manufactured )

28 Deck Strengthening Special

Requirement

Deck strengthening of 10T/m2 in main deck aft region

from Transom till 21m forward of Transom (For the

21m x 16m LxB clear space).

If less than 10T/m2 then the necessary strengthening

to be carried out by the Bidder before handing over.

29 i) Dynamic Positioning DP 2 or higher (Only Reputed OEM Manufactured

)

DP 2 system should maintain position with +/- 5 meter

in Sea State 3.

DP system is to be used as per requirement of field in

FIFI & SAR mode. The DP system should have at

least two DGPS as reference system. Two DGPS with

signals for differential corrections from two

independent sources will be considered as two

reference systems. Details to be indicated.

ii) Sea Keeping Sea State 6 or Greater. Documentary evidence from

Class for sea keeping capability in SS6 for offshore

operation to be furnished.

iii) Joy Stick Controls Details to be indicated

30 i) Stabilization system Roll reduction tanks are Required. Details to be indicated.

ii) Pitch & roll up to sea state 6 in Sailing and Stationary conditions

Bidders shall submit Sea keeping performance calculations from the vessel’s designer for Pitch and

31 i) Navigation And Communication Equipment

Vessel should have all navigational & communicational equipment of reputed make, Conforming to Indian Administration / IMO Guidelines/SOLAS requirement. Radio installation according to GMDSS requirement for sea area A1, A2 & A3 to be provided. (Equipment details to be listed)

ii) Float free type VDR.

Required in addition to fixed VDR as per Indian Administration requirement float free VDR to be

provided. Details to be indicated. Note: In case float free type VDR is not part of standard design offered, then Bidder should confirm fitment of same prior handing over the vessel

iii) Fleet broad band. Type: FBB – FB 500 with dedicated computer. Details to be indicated. Note: In case fleet broadband is not part of standard design offered, then, offers should confirm fitment of

same prior handing over the vessel

iv) ECDIS Dual ECDIS shall be preferred. Details to be

indicated.

v) Gyro Compass Interfacing Provision for Additional interfacing to be provided with a junction box with min. 3 ports.

vi) MRU Interfacing Provision for Additional interfacing with junction box/ splitter to be provided

vii) BNWAS Details to be indicated

viii) Moon Pool/ Hipap Details to be indicated

ix) S-VDR

Vessel Should be equipped with S-VDR on the

Bridge if it is not equipped with Full Specification

VDR.

The minimum Specs are as follows –

(A) Simplified-Voyage Data Recorder (S-VDR):

S-VDR should be equipped to at-least record the

following parameters:

1) Date and time

2) Ship’s position

3) Speed and heading

4) Bridge audio

5) Communication audio (radio)

6) Radar data, post-display selection

7) AIS Data

The time for which all stored data items are retained

should be at least 30 days on the long-term recording

medium and at least 12hours on the fixed and float-

free recording media

Note: In case the ship’s emergency source of electrical

power supply fails, the S-VDR should continue to

record Bridge Audio from a dedicated reserve source

of power for a period of 2 hours

32 Life Saving Appliances (LSA) Life rafts as per SOLAS.

The vessels to be fitted with LSA / equipment of

reputed make, as per the SOLAS, LSA Code & all

latest applicable regulations. 110% of carrying

capacity

In addition to above, following Boats are required

as follows –

2 Nos. Totally Enclosed Life boats with davits

of at least 30 persons capacity each complying

with SOLAS & LSA code including life boat

hooks arrangement. Life boats and Davits to be

certified by Class and tested on board.

One Fast Rescue Craft of 15 Pax capacity with

Inboard Diesel engine. To be provided with A-

Frame Davit meeting with Speed requirement

during Recovery & Emergency operation as per

ERRV Guidelines.

One Inflatable rescue craft approx. 4.5m (Soft

Hull)

Deck strengthening to be approved by Class.

Safety plan shall be modified and approved by

vessel’s current Flag with lifeboat/ life cum rescue

boat on board.

All LSA items to be serviced and certified before

delivery of the vessel. Note: In case any of the above is not part of standard design offered, then, Bidder should confirm fitment of same prior handing over the vessel as stated above. Details to be indicated.

33 Fire Fighting Appliances (FFA) The vessels to be fitted with FFA / equipment of reputed make as per the SOLAS, FSS code and all latest applicable regulations. Details to be indicated. Loose FFA and CO2 bottles to be weighed/service, pressure tested and certified prior to delivery.

34 Breathing Apparatus Min 18 Nos. for rescue operation for 15 minutes durations with audio & visual indications as per latest rules. Details to be indicated.

35 Oil Pollution certificate Required to comply with MARPOL regulation.

36 FO Cargo Tanks as per MARPOL To comply with DGS (Indian Flag) engineering

Circular No. 4 of 2013. Copy of the circulars enclosed

38 i) In case power Supply is

440/415 V, 3 phase, 50 Hz

• Un-interrupted power supply of 500 kVA (400 kW)

has to be made available from two separate bus bars

when cargo related consumers are not in use. Two

feeders from the bus bars having motorized breakers

complete with all necessary protections and

appropriate ratings are to be arranged up to main deck

(P&S) and connected to the distribution board, If the

voltage rating is 440V the feeders are to be connected

to the distribution board through two nos.

440V/415V three phase transformers.

• Voltage fluctuation shall not deviate by +/- 10 %.

• Vessel’s PMS system to be modified to have

uninterrupted & full flexibility from 500 kVA supply

source till distribution board.

ii) In case of power supply is

440/415 V, 3 phase, 60 Hz

Additional to above requirement in 38) i) Two nos. IP

56 Enclosure type Frequency Converters of 500

KVA each, 415 V , 3 phase, 50Hz (tolerance +/- 2 Hz)

having pure sinusoidal output with auto change over

switch and standby/ parallel operation so arranged to

have uninterrupted power supply to the distribution

board and to be installed on the main deck at a suitable

location acceptable to buyer. The frequency converters

are to be stored in a proper steel enclosed cabin with

air conditioning/ventilation and lighting arrangements.

The rated capacity of frequency converters to be such

as to take 500 KVA instantaneous or steady state load

with overload capabilities as standard feature. Over

current, over voltage, under voltage, short circuit etc

protection should be provided. Voltage fluctuation

shall not deviate by +/- 10 %. Class certification is to

be included. Harmonics to be less than 3% in all

loading conditions.

iii) One Distribution board with 7

Nos. feeders

The distribution board of IP Grade 56 with over

current, overload, over voltage, under voltage, short

circuit protections, etc. is to be installed in a steel

enclosure and connected to two incoming feeders from

bus bar or frequency converters with two nos. suitable

core cable for 415V, 3 phase, 500 KVA power having

EPR/XLPE insulation, armored, and additional PVC

covering. Cables are to be class approved type. Class

certificate to be included. EDB to be from reputed

manufacturer.

iv) Circuit breaker and feeder ratings

(7 nos.)

Circuit breakers of suitable ratings and having over

voltage and short circuit protection is to be arranged

for feeders with following ratings :

160 kVA x 2nos. 75 kVA x 2nos., 50 kVA x 1 no., 45

kVA x 1 no., 15kVA x1.

v) 230V Section, 50 Hz, 5 kVA

with step down transformer

The above distribution board to be provided with a

230V section for 5 kVA and using three phase step

down transformer complete with incoming/outgoing

vi) Switchgear All the switchgear is to be from reputed makers like

Schneider, ABB, Terasaki, Siemens etc. No licensee

shall be considered for the above makes.

39 Spares & Tools List of spares & tools onboard delivered to the vessel originally and current ROB to be furnished. Critical spares parts as per Class & Maker’s recommendations and consumables of major equipment for six months to be available on board at the time of delivery. Any shortage of Class and Maker’s recommendation spares to be supplemented at the time of delivery. (Spare & Tools details to be submitted)

40 Statutory Survey and certification All statutory certificates and class survey falling due in next 6 months after the delivery to be completed before handing over the vessel.

41. Latest 3 PSC Inspection reports and latest class listings.

To be provided. Vessel shall not have any COCs/PSC/FSC recommendations.

42 FREE BOARD Freeboard at Ballast draft, Lightship draft, Operating

draft to be indicated

43. POWER SUPPLY FOR

EMERGENCY AT BOAT DECK

Bidder to make arrangement for installation of

emergency cables for 415V, 50 Hz, 3 Phase and power

output of 30 kW at boat deck. Same to be accessible

from Port & Starboard side.

44. CAMBER/ SHEER No Camber/ Sheer

45. SECURITY CAMERA Cameras with Low light visibility. At least 4 cameras.

46 PORTABLE FENDERS 4 Nos Miniature Yokohoma Fenders to be provided by

49 Other Capabilities: Not withstanding what may have been stated elsewhere, documents/certificates should also be enclosed with the un–priced bids so as to allow us to assess the capabilities of the offered PSV.
