Much has been written about NetCom Information Technology success. While innovative product, an improved cost base, greater development efficiencies and a better-defined brand have all been factors, the strongest element in our success has been our people.

Fiscal �006 was a year of immense growth and we are now pushing ahead with an ambitious business plan for the next five years. As COO, my priority is to keep a close watch on the company’s performance to ensure that we deliver our commitments both profit-driven and customer-focused. Our industry is very competitive, our customers more demanding than ever and we have no time to rest and congratulate ourselves. There is no doubt that we have the strong leadership and management teams capable of sustaining the high level of performance required to reach these goals.

What we learned during the peak of the “dot-com era” and the stabilization that followed in the early �000s, now guides us how we will manage the company in the future. We call it the NetCom management way. It is both a philosophy and set of disciplines that guide us at all levels of the organization putting emphasis on a free exchange of ideas from all levels in the organization and a swift execution of the ones that fit our business and growth plans. These cross-departmental flows of ideas have helped create an organization of singular focus and culture. In this organization, employees are actively encouraged to work together to maximize profits and to avoid a ‘silo’ mentality that is only focused on their immediate group.

It was this environment that produced the idea for a computer training magazine where our readers can get the latest industry news and ways to bring their skills up-to-date through training. Our combined readership is over 500,000 every two months. That includes 1�0,000 print copies with a pass-along ratio 1-� per reader and 150,000 opt-in digital circulation to our client base in the form of an email campaign. During the last decade, technology has been the catalyst for incredible change. Ten years ago, the PC was just beginning to achieve broad acceptance. Today, the PC, the Internet, and

mobile phones and mobile devices have all reached critical mass, creating fantastic opportunities for hundreds of millions of people and hundreds of thousands of companies around the globe.

In many ways, it was the launch of Windows 95 and Office 95 eleven years ago that signaled the start of this transformation. Together, these two products helped revolutionize the way people create and use in-formation, opening the door to new forms of communication and col-laboration that transcend the old limits of time and distance. The free flow of information, goods, and services that resulted has given rise to an era of unprecedented productivity and innovation that has had a profound impact on the global economy. As The Economist magazine recently noted, “the first decade of the �1st century could see the fast-est growth in average world income in the whole of history.”

But while we like to think that the digital revolution has already hap-pened, we’ve barely scratched the surface. We still rely too much on paper documents to share ideas and paper forms to conduct business. That’s about to change. During the next decade, the world’s informa-tion will be digitized. So will the world’s commerce, communications, and entertainment.

New versions of Windows and Office will play a central role in this ongoing transformation. Today, for the first time in 11 years, we are re-leasing our flagship products simultaneously. With the PC an everyday tool at work and at home for nearly a billion people around the globe, the joint launch of Windows Vista, the �007 Microsoft Office system, and Microsoft Exchange Server �007 will open the door to an era of even greater productivity and innovation.

Transforming IT from an Expense into a Strategic AssetWindows 95 and Office 95 were big, bold bets for Microsoft. The fruit of �0 years of innovation at Microsoft, they embodied our belief in the power of software to change the world. That’s a belief I hold more strongly than ever. In fact, I think the innovation we’ll see during the next decade-both on the desktop and as a result of the emergence of Internet-based software services-will transform the world of business more profoundly than the changes we’ve witnessed so far. The changes are dramatic. And with significant change comes more than a little risk. After all, these are some of the best-known and most-used products on the planet. We worked hand-in-hand with tens of thousands of customers who allowed us to watch them use Windows, Office, and Exchange in more than 1 billion work ses-sions to help us understand how they use these products and how new technologies can help them work more effectively. As we moved toward launch, our customers and partners downloaded more than 5 million beta versions of the three products. Their valuable suggestions and feedback helped us assess the quality of our work and the value of the new features and capabilities we’ve built in. No software products have ever been through a more thorough software design and testing process.

No software products have ever created such broad-ranging business opportunities for the computer industry, either. Across the globe, more than 500,000 partner companies, including consulting firms, independent software developers, and systems integrators are poised to help businesses deploy and run Windows Vista, the �007 Office sys-tem, and Exchange Server �007. Industry analysts expect that in �007 alone, these products will generate more than $�50 billion in revenue for our partners.

The launch of Windows Vista, the �007 Office system, and Exchange Server �007 kicks off the most important 1� months in Microsoft his-tory. During the coming year, we’ll introduce new innovations such as unified communications including voice over Internet protocol (VoIP) and performance management utilizing cutting edge analytics and business intelligence that will enable businesses to achieve new levels of value from their information technology investments. -CTm

Five years after the birth of Windows XP, Microsoft has gestated Win-dows Vista, and it’s being delivered in the U.S. as a set of quintuplets. Three of these — Windows Vista Business, Windows Vista Enterprise, and Windows Vista Ultimate —are aimed at businesses, succeeding Windows XP Professional and incorporating the hardware support of Tablet Edition. Microsoft is enticing customers with a number of improvements, but many have their price. Vista can be thought of as a house; there’s the cosmetic landscaping, the helpful amenities, and the critical foundation:

A new look. What would a major new operating system release be without a cosmetic makeover? With the right hardware support, windows have a glassy appearance, subtlety fading onto and off of the desktop. Borders on these windows are also translucent, so you can make out what lies beneath them. Vista’s fanciest user interface trick is called Flip�D — holding down the Windows key by tapping Tab provides an isometric perspective of all open windows, as shown in Figure 1.

While Flip�D is visually impressive, though, the functionality equates to the Alt-Tab keyboard combination that’s been with us for years. The price? Heavy �D capability. Without recent integrated or discrete graphics capability (which are relatively rare on notebook computers),

you won’t get to leverage the sleek new appearance and Vista won’t look much different than Windows XP.

Better tools. Windows Explorer has a host of new capabilities that go beyond skin depth. Those who have endured system sluggishness to reap the benefits of third-party desktop search will embrace the light-ning-fast indexed search. Vista also includes a sidebar, a set of small utilities similar to Apple’s widgets that are always available and can be dragged on to the desktop. Then there are the revamped media management tools, noTably Media Player 11 and the photo gallery.

Some of Vista’s more interesting productivity aids extend beyond the PC itself. Local screen sharing addresses an age-old problem of show-ing a PowerPoint file to those in the room while SideShow can display snippets of data on a second screen on your notebook PC or even on a Wi-Fi connected digital photo frame. Of course, you’ll need upgraded hardware to make that happen.

Improved security. Finally, deep in its architecture, Vista’s security model includes a better-protected kernel and a new account system that allows restricted users to run applications more reliably. Vista also plugs holes in what’s been a notorious insecure door for malware through Internet Explorer. While Internet Explorer 7 still supports Ac-tiveX, IE can now run in protected mode, which isolates spyware, and includes anti-phishing technology.

However, to maintain this protection, Vista prompts you to approve practically any change in its configuration or network access. Such nagging will be familiar to anyone who’s installed third party anti-vi-rus software. And if Vista crashes, it now has a quick-restart mode to get you back to business quickly, as well as improved disk imaging to help with backup and restore.

Unless your organization has jumped over to the Mac, thin clients, or some flavor of desktop Linux, migrating to Windows Vista is more of a question of when than if. Vista’s improvements may have their rough edges and come at a price, but overall they contribute to an impressive and holistic upgrade to the world’s most popular desktop operating system.

Women have played a critical role in the development of Information Technology (IT) since the first all-electronic

computer, the ENIAC, was released in 19�5. At that time, six women were given the task of developing software for complex ballistics equations. These “Computers” as the women were referred to, were the first software engineers. By all accounts they thoroughly enjoyed their work, as did thousands of other women who through the mid 1980s entered the field of computer science in impressive numbers totaling �5.8% of the IT workforce by 198�. With this trend looking so promising, few people paid attention to women’s participation in the IT workforce until recently. Unfortunately, by �00� the numbers of women graduating with computer science degrees had dropped to 17%. This in turn has led to a steady decline in women’s participation in the labor market, so that today only �9% are women – a percentage comparable with the �7.5% participation last seen in 1979.

And yet it is not just percentages that are declining. Too many students across the U.S. still have the false impression that there are no jobs in IT, leading to a national drop of �6 % in new enrollments in computer science departments since �001. According to data released by the National Center for Women and IT, a national alliance of organizations working to address the shortage of women in IT, the number of computer and related information jobs expected to be added by �01� is one million. But if current trends continue, colleges and universities will graduate only 50% of the qualified applicants needed for those jobs. The U.S. National Academies of Science and Engineering and the Institute of Medicine recently released a report entitled “Rising above the Gathering Storm” with a strong and clear message — take action now to address the challenges of a growing global competitiveness or be prepared for the consequences to which a shrinking science and technology talent pool will lead.

In Maryland, the concern is even greater with its large federal employ-ment sector, the massive job growth due to base relocation, and the already tight labor market. In a recently released report of the legislatively created Maryland Taskforce on Women and IT, entitled “In the Center of the Storm: Addressing the Challenges of Maryland’s Tightening IT Labor Market,” the Taskforce stated, “Maryland cannot wait for recommendations and federal actions, but instead must today investigate strategies and develop a plan for implementation of the strategies to address the challenges that will better meet the state’s workforce demands in all career areas where technology is used. Current research indicates that increasing women’s participation in IT and related technologies is the fastest and potentially most effective method for addressing the looming workforce shortages as women increase their participation in the labor market and their enrollment and graduation in colleges and universities around the US and in Maryland.” In addition, the Task Force concluded its two years of work by noting that focusing on the needs of women would also address the issues affecting the lack of participation of all groups from second-ary education through workforce participation to leadership levels. The Center for Women and Information Technology, established in

1998 at the University of Maryland Baltimore County (UMBC) as a research center focusing on identifying and disseminating effective practices, began by developing an understanding the causes of the decline in women’s participation. In fact, there is not one cause, but many, beginning from the subtle but powerful messages sent to daughters by their teachers, parents and media that technology is the domain of boys and men. From male-oriented computer games to messages from parents to their daughters that it is “okay to be tech-nologically incompetent,” girls learn early on that technology fields are for geeky boys, a role they (and many boys) shy away from early on. These stereotyped roles play out again and again. For example, research shows young women in computer science classes often get relegated to the note-taking role while the young men are tasked with the more challenging programming. Interestingly, this role assignment is not an international phenomenon, with countries like Korea and Turkey enrolling and graduating women in numbers equal to their male colleagues. But the Center is not just focused on the why, it is also deeply concerned with the question of how do we reverse these trends? To that end it has taken on a series of projects focused on different parts of the pipeline. Computer Mania Day is an annual day of free, hands-on, high-tech, fun activities to get girls interested in technology and computing careers while helping parents and teachers learn about their own roles in their child’s career decisions. While boys are welcome and represent �0% of the participants, the focus is on girls because of their continuing under-representation in IT and engineering.

At the event, participants can enroll in a summer program called Camp ESTEEM (Enhancing Science and Technology Education and Exploration Mentoring) or participate in an after-school program in one of six middle schools in the area. ESTEEM focuses on building up girls’ (and boys’) interest in math, science, and technology with a special focus on information technology. This motivates the students to take technology-related classes in the future, and encourages them to consider careers in IT or engineering fields. To begin challenging old stereotypes, one must begin by reaching out to middle school students or even earlier, but it cannot end there. CWIT provides programming to high school students, scholarships and program support to university students, and networking and programmatic support to women in the workforce. At each step, evaluation of effectiveness is critical. We know these programs work to engage the interest of girls, reverse behaviors that would create barriers to entry in the future IT workforce, and revise the behavior of parents and teachers to ensure they are encouraging every student to consider careers in high-tech fields. The challenge now is to broaden the reach of these and other effective programs. But this can be very cost prohibitive. Is all this effort really worthwhile? The answer is clearly yes, and is first illustrated by an example from another CWIT program.

Claudia Morrell is the executive director of the Center for Women and Information Technology (CWIT) at the University of Maryland, Baltimore County (UMBC). Under her leadership, the Center’s programs and resources have expanded dramatically, including the development of a CWIT Scholars program which retains 9�% of its students; increased funding of $8 million in scholarships, research, and program funding to support girls’ and women’s participation and advancement in science, technology, engineering, and mathematics (STEM) careers in education and industry.

Nationally, women make up 50.6% of management professionals, but only 15.7% of the next level of corporate officers. By comparison, in technology companies, women make up only 11% of corporate officers. Is this a lack of interest on women’s part or is there an even thicker glass ceiling for women in IT and related technologies? With this question in mind, in �00�, CWIT, in partnership with three other offices at UMBC, launched a program called ACTiVATE (Achieving the Commercialization of Technology in Ventures through Applied Training for Entrepreneurs) that brings together new technologies de-veloped out of Maryland’s many federal labs and universities together with mid career women interested in becoming technology entrepre-neurs. In two years, the program has increased the number of new high-tech start ups in Maryland by 50% and exceeded every goal set by National Science Foundation grant that provided the seed funding for starting this innovative effort. These new start-ups are new en-gines for economic development and prosperity in the state and will lead to increased employment and tax revenue for Maryland.

A second example of the economic benefit of investing in women is best illustrated by an international comparison. Since �00�, the Center has worked at the international level and has recently become the secretariat of a newly formed International Taskforce on Women and ICTs (Information and Communication Technology) and recog-nized by a United Nations agency as the Community for Expertise for this area. Internationally, IT and related technology businesses are recognizing the value of both women as consumers and as workers for building their capacity to grow and operate. Businesses like HP, Cisco, Microsoft, Dell, and AT&T work closely with CWIT to develop education pathways that ensure girls and women are prepared for their growing employment needs around the world, as well as at home. Shirley Collier, CEO of Optemax, a high-tech company, says it best. “For any country to be competitive, they must utilize technol-

ogy to continue making advances in medicine, politics, education, business, agriculture, national defense etc. They need their smartest minds to be focused on technology – including women. Having a limited labor pool hurts the economy and national security and limits our shared ability to advance our society.” Today many US and multi-national companies report they are challenged to grow because they cannot find the qualified high-tech employees they need, including IT workers. The Global Competitiveness Report �006-�007, recently released by the World Economic Forum identified the United States as having the most pronounced drop in global competitiveness, falling from first to sixth. The top counties attribute their success to several factors including a world class education system and a focus on high technology. In addition, several nations are now focusing on women to increase their participation in IT and related fields. For instance, in the United Kingdom, millions of pounds have been invested to create the UK Resource Centre, a national effort to encourage women to par-ticipate in science, engineering, and technology fields entering from many different education pathways. Is it okay to be sixth? Or fall even further behind? Are we comfortable allowing women, who make up 56% of the professional workforce to not participate in IT in the US? And what about developing countries where the digital divide is best explained by the gender divide? Is it okay that in developing countries women have limited access to IT, and consequently the information society, compared to their male colleagues? For our part, CWIT is doing everything it can to ensure girls and women understand the opportunities an IT career offers, that barriers to participation are removed, and that government, educa-tors, businesses, and nonprofits understand what is at stake if we fail to address this issue for women and their families, for our respective countries, and for worldwide development. -CTm

The design pattern covered here is the Singleton pattern, useful in situations where only a single instance of a class is needed. Most technologies provide only one way to create a Singleton pattern, but PHP has multiple ways of implementing this design pattern. I will explain two that I use quite often and think are the most valuable.

The basic definition of an object that uses the Singleton pattern is that it cannot be in-stantiated more than once. It is useful for any situation where a single, global instance of a class is needed, so that you can access the same information from that object anywhere in an application. For instance, you may want to create an object that tracks history. We all know that history is something that cannot be changed and in the case of a Web application, something that we would not want to change. If the history object were a Singleton, we could store items in the history and trust that the data is current regardless of the object that is accessing it.

Those of you who are familiar with writing classes will recognize from Listing 1 that the Singleton object is different from the start because it has a private constructor function. The private constructor function is to ensure that the Singleton object cannot be instantiated by an outside object, only by itself. This creates a pattern of control that allows us to

preserve the single instance of the object and the data that it contains.The second solution is an actual class named Singleton. This object will have one function, which is to create and return a single object instance based on the object name that is passed to it. For instance, in-stead of writing the Instance method for each Singleton object in our application, we will create an object called Singleton and one method called GetInstance. Imagine getting an email from accounts@banka.com asking you to click on a link to verify some of your account details. These details

include your credit card number and PIN. The email goes on to explain that they have detected some fraudulent activity on the account and will freeze the account if you don’t react. You take a second look at the sender’s address, and visit the linked website and it looks exactly like Bank A’s site. What would you do? Chances are high you have gotten an email similar to this recently. To be exact, according to a recently published report 61.5% (1 in every 1.6� emails) of all malicious emails intercepted by MessageLabs was an email similar to the one described earlier. These emails are all examples of phishing, an attempt to get users to reveal personal/sensitive infor-mation with hopes of committing financial fraud. The term comes from online vandals “fishing” for financial information on the Internet. According to the Anti-Phishing Working Group (APWG) nine out of ten phishing emails target financial services organizations even though other industries are not immune to such attacks. Phishing attacks are increasing month after month with no silver bullet technology fix. Since phishers are relying on tricking the user the real solution is a matter of user education. In this article we will cover helpful hints to spot such attempts and protect yourself from being a victim. No single hint is foolproof, but when you put it all together you will feel more confident going about your Internet business. In the beginning phishing emails were mostly riddled with spelling and grammar mistakes and easy for my grandmother to spot (or decipher because of the bad grammar). Since then, online phishing scams are becoming more complex and harder to identify. Let’s start with a very simple guideline - never (yes, I used never) give out personal informa-tion over email. No legitimate organization (interpret as “worth doing business with”) will ask you to disclose personal information in an unsolicited email.

Personalized emails The first hint to determining legitimacy is to look for personalization in the email. Personalization includes such things as “Dear Mr. Hayre”, “Dear [username]”, “Your Account Number Ending in: 1���5”, “Customer Number: XXXXXXX1��”. These are all hints that the sender already has some personal information on you. This tip alone will disqualify a large chunk of the phishing emails most of us get even though a motivated thief might actually embrace this practice in his own phishing email as some of this information isn’t impossible to obtain (think of your user-name at your online banking site and your various email addresses).

Ignore urgency of action The more urgent the email, the less urgent you should be. It’s that simple. Most phishers will try to excite or scare the user into taking some action in order to prevent something horrible like a deactivated credit card. Common tactics include cancelling your account, charging you a fee, negatively impacting your credit history. If you are really feel like something might be wrong with your account pick up the phone

and call the organization (don’t get the customer support phone num-ber from the email!)

Don't follow links from questionable emails Many phishing emails provide you links back to phony Internet sites which look exactly like the organization in question. Just because the link text in the email says “citibank.com” doesn’t mean the link actually goes to citibank.com. It’s not good enough to just verify that the newly opened window is directed at the same domain as the link text because scammers have also taken the path of registering domain names which are very similar to the company they are trying to impersonate. Newer browsers like Internet Explorer 7 and Firefox � have made progress in helping users identify phishing sites. Internet Explorer 7 has included a phishing toolbar which checks the website address against a list of phishing sites on Microsoft servers. To complicate things further, scammers frequently use security vulnerabilities in browsers to put one address in the address bar but show a separate malicious website in the browser. Generally speaking, always open a brand new browser win-dow and manually type the Internet address you know to be legitimate to navigate to the site.

Don't judge a book by it's cover Don’t trust a website just because it looks like it’s supposed to. All major companies invest large amounts of money in building brand recogni-tion but this can land you in trouble on the web. You should know and understand that anyone can create a website which looks exactly like Citibank, Chase or PayPal. Online sites are not like US currency, it’s a fact that websites can be duplicated very easily. So, don’t trust just the logos and the pretty text.

Always opt for the “secure” website You should never enter sensitive information on a non- SSL site. SSL is a technology which was designed to prevent eavesdropping, tampering and forging of traffic as it moves across the Internet. You can verify if the site is using SSL by looking at the address bar for “https://” before the website address and you should also see a closed lock at the bottom of the browser window. You can double-click on the lock to check that the company name matches the site. If you only see “http://” the site isn’t utilizing SSL and you should steer clear. Every online bank I’ve ever used forces you to login through the SSL aware site and if your band doesn’t you should consider switching.

Phishy attachments No legitimate organization will send you emails asking you to download and run mail attachments. This is a dead give away you are dealing with a malicious party and that you should delete the email immediately. You might have gotten a sense that all the tips are asking you to be very skeptical online and that is the general idea. The Internet is full of scam-mers looking to make a quick buck and the problem of phishing isn’t going to go away very soon. If you follow the above rules you will be doing your part in protecting your online identity.

I’m constantly amazed at the lethargic pace with which large compa-nies move toward new technologies. In fact, I’ve had discussions with a couple of big companies in the last month who want to begin their investigation and architectural planning for implementing their new development platform based on the Microsoft .NET Framework. When asked why they’ve waited so long, the answer invariably boils down to one key issue: They haven’t been convinced that they need it yet.

They’re not looking for technical evidence. They want to know the business value of moving away from an existing, functioning, and, most important, already purchased systems investment to a new tech-nology. Until chief executives and key business leaders believe that the .NET Framework offers benefits and advantages over their current infrastructure, they’re not likely to adopt it. A complete business value analysis would require many hours and a lot more space than I have in this column. But I can offer some general guidance about where you should focus your efforts when trying to help customers recognize potential business reasons for moving to the .NET Framework.

Lowering Total Operations CostThe .NET Framework helps companies develop and deploy applica-tions with higher reliability and security and lower overall manage-ment and operations costs. The .NET Framework was designed to protect developers from common reliability problems such as buffer overruns and type mismatches. With code access security, develop-ers can help to prevent hackers or unscrupulous developers from using the code in ways which it wasn’t intended. Prove ItBefore starting a discussion about business value, make sure you’ve armed yourself with data from one of three sources. First, use your own evidence. This may be from projects that you’ve done internally or for other customers. If you don’t have a mechanism to collect evi-dence for your engagements, put it in place now and try to reproduce whatever statistics you can for prior engagements. The computing industry is on the verge of the biggest fundamen-tal change in computing since the original mainframe. Some

would argue that both client/server systems and Web applications represented fundamental computing changes. But they were really just the evolution of a tightly coupled system from a single machine to a tightly coupled system on multiple physical machines.

Although they used new technology, client/server systems and Web applications based on application servers still use the same funda-mental approach to system building. In this article we’ll look at how “Service Orientation” fundamentally changes the way companies will look at systems and the business value gained by adopting service orientation. We’ll also point you to some resources that will help you begin learning about Microsoft products and services that enable Service Orientation.

Three Fundamental LayersThe process-oriented systems developed on mainframes and software systems are composed of three fundamental layers: user interfaces, business processes, data services.

The difference between these systems has been the physical distri-bution of the work between the layers. For example, the mainframe basically housed all three functions in a single machine, while Internet applications divide this functionality between browsers, application servers, and database servers.

The monolithic design of the systems hasn’t changed. You still can-not cost-effectively integrate any two systems beyond what can be accomplished at the data, wire, or interface level. Although you may gain some efficiency by moving applications to a different platform, real integration between the applications and the ability to reuse corporate assets — as promised by object-oriented programming and component-based development proponents — is still nowhere to be found. Interoperability between systems based on different technolo-gies is just plain hard to do.

Service Orientation Means Real Interoperability Organizations can reap the benefits of reusing and enhancing their existing technologies instead of simply upgrading existing systems or building new ones from scratch. One way to accomplish this is to adopt modern development architectures centered on the notion of Service Orientation.

A service-oriented architecture (SOA) exposes business or technical functions through a services interface. These services interact with each other to enable business processes. By interacting with Web services, SOAP, and XML, services spanning multiple platforms and implemented using development technologies from multiple vendors can be integrated into comprehensive, connected applications.

Those partners who bet early and heavy on SOA will be the key re-sources for enterprises as they move to this new paradigm.

SOA implemented across systems, as opposed to distributed object systems or process-oriented systems that are bound to an individual technology platform, provides real business value by:

Lowering implementation costs Since the services within an SOA can reside on any machine and on any technology platform, the competition will drive down the overall computing costs. In other words, if an enterprise can do the same job on a less expensive, standard platform, they will take advantage of it.

Leveraging training investments Since using services is similar to how programmers use compo-nents today, developers can use terms and concepts that they have been using in their development activities for years to compose new systems. Service orientation is a new way of devel-oping systems, but it leverages many of the same programming techniques that have been around for years.

Accelerating development of new systems Having composite applications composed of autonomous services allows several teams to develop their services indepen-dently at the same time. Of course, this means there has to be more emphasis on a complete architecture and design phase. But the ability to code independently and interoperate in a standard way solves many of the current delivery problems with enter-prise-scale application development by eliminating dependen-cies between systems.

Increasing user productivity Users are more productive because the client application can be matched to the needs, capabilities, and resources of the user. Applications can be composed and customized from available services. Office users can benefit from a robust Windows forms interface while a company’s customers and remote employees can use the same services but with user interfaces based on Web protocols. The heterogeneous nature of the services will make it simpler and more cost effective to create any client application on any platform.

Providing tighter security The addition of a service interface layer provides another level (the message level) at which security can be applied. In addition, standard security mechanisms that flow across technology platforms means that the industry will be committed to fixing security holes quickly instead of relying on a single vendor’s patches.

Find Business Value in Service-Oriented ArchitectureEnabling business agility Once adopted, Service Orientation means that new systems will be built by combining existing systems rather than developed by writing more code. This will make it possible for businesses to react to customer demands by reconfiguring their systems rather than having to move at the glacial pace normally required of enterprise development.

Getting Started with SOA Enterprises are looking for help in adopting SOA practices. Partners need to begin figuring out what SOA-based products and services they will provide by doing some research now. You should begin your research of SOA by spending time on MSDN. Searching on simple phrases such as “Service Orientation” or “SOA” will point you to several useful articles on SOA technologies and practices for the

The New Collaborative Web PlatformWith the introduction of Windows SharePoint Services �.0 , Microsoft has combined the flexibility of the .NET Framework �.0; the ease of site creation and sharing in SharePoint Services; and the ability to support new security scenarios by leveraging Internet Information Services (IIS), Microsoft Windows Server, and Microsoft Active Directory. To give you a sense of the new capabilities, let’s look at the advantages of de-veloping a customer extranet site using the new Windows SharePoint Services.

Consider an extranet scenario where your customer wants to col-laborate with specific customers, or one where partners provide more advanced line-of-business functions between their organization and another organization. If you build a solution from scratch, you’ll have to accommodate the maintenance of external accounts, deal with browser issues and other client software requirements, and man-age issues of data protection and privacy. But Windows SharePoint Services has built in capabilities that provide these services as part of the platform, instead of requiring you to build and maintain them yourself. These capabilities include:

More flexible authentication options. Windows SharePoint Services �.0 supports both Active Directory Federation Services (ADFS) and the .NET Framework’s Provider model for authentica-tion. In a recent blog posting, S. Somasegar, a vice president in the Mi-crosoft Developer Division, announced the availability of Microsoft

Visual Studio �005 Service Pack 1 Beta on Microsoft Connect. But the part of the announcement that attracted the most attention was not about Visual Studio �005 at all; it was Somasegar’s revelation that Mi-crosoft won’t support the Visual Studio .NET �00� or Visual Studio .NET �00� development environments in the final release of Windows Vista.Before you address the ramifications of this announcement with your customers, I thought it might be helpful to look at the overall state of Windows Vista development. It will also help to discuss these issues in the proper context — that is, what development environments are supported versus Vista support for applications developed on the .NET Framework.

.NET Applications on VistaOne important point to keep in mind from a customer perspective is that Windows Vista will support running .NET applications built on any version of the Microsoft .NET Framework. In fact, Microsoft announced last year that it would even continue to support Visual Basic 6 applica-tions on Windows Vista.

A key customer message is that applications we write today will continue to run on Windows Vista well into the future. But for partners who are slow to move to the current version of the development en-vironment, creating applications on Windows Vista will present chal-lenges. In an ideal world, developers would have a “Convert” button that would move all of their current applications to the new develop-ment environment.

The problem with conversion, however, is that although the application might run, it won’t take advantage of the new features that the platform offers.

With all the new platform capabilities afforded by the Visual Studio �005 development environment — .NET Framework �.0, Windows Vista, and the �007 Office system — it makes perfect sense to look at starting new development projects on the platform. At this point, however, many partners and customers have active �00� projects and thousands of lines of code written using 1.x versions of the .NET Framework and Visual Studio �00�. Let’s keep this challenge in per-spective.

There are Visual Studio add-ons that allow .NET Framework �.0 devel-opment for Windows Communication Foundation, Windows Workflow Foundation, or Windows Presentation Foundation. But these are available only for Visual Studio �005-so it’s unlikely that developers

will want to use Visual Studio �00� for future development anyway. And even if they do, the Visual Studio �00� environment will continue to be supported on Windows XP and Windows Server �00� for many years to come.

Furthermore, companies that want to have a single Windows Vista desktop for their developers can run the Visual Studio �00� develop-ment environment on a virtual machine either locally using Virtual PC �007 or remotely using Virtual Server �005. In fact, most of my clients (and all of my internal development team) do all of their development and testing work using virtual machines. We’re much more produc-tive using a predictable, reproducible, customized environment for each of our development projects than we were when we fought with multiple projects installed on a single developer machine.

The Double-edged SwordIf you look at the bulk of Vista criticism, you’ll find that it’s a direct result of steps Microsoft has taken to address its (and our) customers’ most critical issues — reliability and security. To make an operating system more reliable and secure, Microsoft developers must change the way it works. Ultimately, that means that applications running on Vista — and the development environments that build those applica-tions — will be affected.

In his announcement, Somasegar also revealed that an additional set of fixes for Visual Studio �005 will ship following the release of Vista. These fixes are designed to synchronize the Visual Studio �005 SP1 release with the final Windows Vista shipping code. I’ve been using the currently shipping Visual Studio �005 release to develop both .NET Framework �.0 and .NET Framework �.0 pre-release applica-tions. I’ve experienced some minor inconveniences — many of which will be fixed by the Service Pack 1 Beta — so I welcome Somasegar’s announcement. I’d prefer that Microsoft invest its resources in get-ting the most out of the current development platform (�005) and optimizing the next-generation platform (Visual Studio Code Name “Orcas”) rather than spend a lot of time porting prior versions of the development environment. This is an especially important point to consider when relatively simple mechanisms — such as Virtual Ma-chine technology — will allow developers to continue using the �00� environment even if their desktops are running Windows Vista.

A computer hard drive containing unencrypted names, addresses and Social Security numbers of nearly all of the ��0,000 members of the American Institute of Certified Public Accountants is lost after it is sent to an outside service company for repair, in violation of the organi-zation’s policies. An employee of an insurance company wrongfully accesses confidential information on foreclosure properties she was interested in buying, including names, Social Security numbers, birth dates and property addresses.

The consistent theme in each of these scenarios? In each instance, hu-man error was a critical contributing factor to the security breakdown.

Most organizations have done a good job with securing their data and network perimeter from external threats. A sophisticated security infrastructure has emerged over the past several years to deal with the ever-changing landscape of information security. Many seem to believe that fully automated solutions alone are able to turn back all – or nearly all – attacks. This has lulled some organizations into a sense of complacency about information security; complacency that, unless countered, leaves them open to significant vulnerabilities.

In fact, this complacency appears to be keeping many organizations from addressing the single biggest threat to their information security and technology infrastructure; a threat that resides within the four walls of the organization. The person behind the PC is at the root of most information security breaches. The fact remains that no software solution or automated response can match the security offered by training and mass awareness of security issues in the workplace.

For the past four years the CompTIA has undertaken a major study on information security threats and responses. In this year’s study we found that human error was responsible for nearly 60 percent of information security breaches experienced by organizations over the last year, according to the fourth annual CompTIA study on informa-tion security and the workforce. That figure is significantly higher than one year ago, when �7 percent of security breaches were blamed on human error alone. Yet despite the prominent role that human behav-ior plays in information security breaches, just �9 percent of the 57� organizations that participated in the survey said that security training is a requirement at their company. Only �6 percent of organizations offer end-user security awareness training.

The fact remains that for technology solutions to be truly effective, they must be accompanied by training and mass awareness of infor-mation security issues in the workplace. Furthermore, this education must be pervasive throughout the organization – from the top-floor boardroom to the ground-floor mailroom – to be truly effective.

To get to the next level where information security becomes every-one’s responsibility, it has to be taken out of the IT arena. It’s time for us to look at information security not as an IT issue but as a business issue. Information security is no longer just the CIO’s job; it must become the CEO’s job, too. Information security awareness and action needs to be institutionalized at the highest level of the organization. If it’s seen as a corporate issue we would see it as a higher priority. But today, there is a clear disconnect between talking the security talk and walking the security walk.

Ironically, the lack of strategic vision on the importance of education and training is most acutely felt at the highest levels of the corporate hierarchy. Executives often have the least training into the security re-lated issues and problems that their companies encounter. As a result, they often underestimate the impact that security breaches have on their organizations.

The security administrators and director-level managers who do have a greater degree of insight into the day-to-day impact of these issues often lack the analytical tools needed to monetize the security issues they face; and to fully explain the benefits of cross-platform training and certification to their superiors.

Increasing awareness at the executive level is most easily achieved by quantifying problems and creating business cases for solving them. One approach is to demonstrate in real dollars that the financial im-pact of security breaches can be very significant.

This is vividly illustrated by the dollar values offered by respondents to the CompTIA survey when they were asked to monetize the impact of the last security breach, as well as the impact of breaches over the last 1� months. The most common response for both of these issues was that there was no monetary impact at all. But the mean values were over $11,000 for the last security breach and just under $�5,000 for breaches over the last year. Some reported financial impact above $50,000 for security breaches. So while a “garden variety” breach may be little more than an inconvenience, the potential for serious harm is always present.

With the abundance of technological solutions available in today’s market to address security concerns, there is a temptation to rely solely on them to ensure security. Antivirus software and firewalls may seem sufficient until a security failure that equates to a massive finan-cial loss occurs. For larger revenue generating companies, the financial links are clearer, but need to be better exposed among the non-inves-tor minority. There are still a significant amount of companies and organizations that have not recognized the massive potential for loss due to a security failure.

The Nature of Attacks, Their Targets and Response StrategiesTwo distinct groups emerged in the CompTIA study as reporting

the most severe security breaches: organizations with 7,000 or more employees, and educational institutions. The former group seems to be cognizant of the kind of impact that these attacks can have. Among other measures, they are more likely to have a written information security policy than smaller organizations. Additionally, this group is more likely than others to have some degree of penetration for secu-rity training generally.

Educational institutions, however, seems to be at least collectively more lax about the problem. They are less likely than other groups to have a written information security policy; and much less likely than others to have some security training penetration. More than half of respondents from the education sector indicated that none of their employees have been trained regarding security issues.Among all respondents, just �9% of the 57� organizations surveyed indicated that security training is a requirement at their company. Organizations are more likely to have a dedicated security administra-tor (57 percent) than to require this training.

End-user security awareness training, as distinct from specialized security training and certification, is obviously an important part of the security continuum, but it still has not been implemented by a major-ity of organizations.

Currently, just �6% of those surveyed indicated that their organization has this kind of training in place; and while �9 % indicated that their organization will implement it at some point in the future, fully �5 % of organizations said they have no plans to do so.

When organizations that do not have plans to implement this kind of training were asked why, the most frequent responses were that it is not a departmental or business priority for them at this time; or that there is no top management support for this kind of initiative.

Yet among those organizations that rely on staff security training, fully 8�% said that end-user security awareness training has resulted in a reduced number of major security breaches since implementation.Consistent with the results found last year, more than eight in ten respondents (81%) indicate that that security training has improved their security – usually through increased awareness, giving staff the tools to better identify security risks, improved security measures gen-erally, and improving the response time of staff to problems.

End-user security awareness training is typically mandatory for all employees and end users; and covers email use and security, along with password protection and internet security/browser use areas. It is also usually just a cursory training – 11 percent of organizations said that it runs for less than half an hour, while �6 percent indicated it runs between �0 and 60 minutes. The median cost for this kind of training, where it exists, is $5,000, which is also the median stated return-on-in-vestment for it as well.

Still, there are limitations. The small amounts of time and money in-vested in this kind of training may suggest to end users that it is not an organizational priority. Greater awareness levels of the real benefits of

this training, and risks associated with not having it, are needed at the highest end of the corporate hierarchy to overcome this.Organizational spending on information security solutions, whether products or training, has remained fairly consistent over the four years of the CompTIA study. Though there is still a substantial portion of those who indicate that their organization spends nothing on comput-er security (10 percent), spending levels are at 5 percent of the total technology budget at just under �0 percent of organizations. It continues to be the case that companies generating smaller revenue will have a greater challenge rationalizing the security investment needed over other priorities they currently face.

Convergence of Information and Physical SecurityAnother growing trend over the last few years is the convergence of physical security and information security. This convergence is essential today because, with the rise in the number and virulence of threats, neither one is effective without the other. Organizations used to be able to secure its data by securing its build-ing. Two forms of dissimilar identification were typically sufficient to meet security requirements; for example: “Are you allowed in the building?” and “Do you have access to a keyboard?”

But as remote computing grew, “Where are you?” became less impor-tant from a security perspective; and “Who are you?” and “What do you know?” became more important.

Today, information security and physical security are reliant on each other for backup. A good security program employs a series of checks and balances. There is never just one person or one department who holds all the power. New viruses, worms, phishing, vishing, and spear phishing threats emerge almost daily. The threats extend to emerg-ing technologies as well, as voice-over-IP networks, radio frequency identification deployments and municipal Wi-Fi systems create the potential for increased vulnerabilities and new avenues of attack.

To be truly effective in preventing and combating these threats, orga-nizations need to take further steps by spreading security awareness and knowledge from a select group of IT staff to larger portions of their employee base. Decision-makers and executive level staff must become better informed about the real costs of security breaches; and the real return on investment (ROI) available with both security training and certification. The best security technology in the world won’t work without appropriate human intervention, the skills of implementers and the vision of managers to properly deploy and apply it. -CTm

Wireless communications offer cost savings and flexibility benefits that small businesses cannot afford to ignore. For

businesses that send workers on the road, wireless connectivity lets employees obtain valuable in-field support, or handle answer calls from customers even while they’re out of the office. Businesses with mobile workers also benefit from unified messaging, where telephone calls and e-mails are all routed to a single, wireless device – even if they were originally received at the office.

The types of small businesses that benefit most from wireless include:

Service businesses that can realize savings in terms of repair and technician time. With wireless technology, service personnel can access real-time information on mobile devices—and pull up the schematics of a machine they are repairing at a customer site.Home-based businesses whose owners have installed wireless networks. This allows greater flexibility for working in multiple parts of the house, and avoid rewiring their homes to boot.Public service organizations, such as police departments, that can use wireless and mobile technology to input and receive freed-back on license plate data, driver’s license numbers, and other personal identification.

Of course, using wireless technology also has its drawbacks. Most of us have experienced “dead spots” and fragmented communications when we have communicated from our cell phones. Such poor telephone sound quality is unprofessional at best in a business environment.

Small businesses also have lean budgets or limited staff that can place them at a disadvantage when it comes to providing internal technical support for their wireless communications. For many small businesses, training can offer a fast track to empowering office personnel are who called upon to provide support for the firm’s Wi-Fi communications.

If you are considering expanding the use of wireless communications for your small business, here are several recommendations:

Think about your core business needs and about your security be-fore you implement wireless technology. You will likely realize lower costs with wireless technology over time, but the key is being able to take advantage of mobile applications that will help your business—such as a salesperson in the field being able to pull up a price list and a product presentation in the field when he is at a customer site. Security also goes hand in hand with access, especially with wireless. How will you ensure the security of wireless communications with your office servers? What if a wireless device is lost that has valuable data on it?

Going wireless is not an overnight proposition. Most likely, you will need a consultant or your IT staff to define a technical communica-tions strategy for you that uses both wireless and wired communica-tions in your business. This “hybrid” communications strategy assures excellent voice quality while it takes advantage of the individual strengths of both wireless and wired technologies. In many cases, the strategy also allows you to continue using telephony assets you have already paid for.

Implement sound policies and operating procedures for your wire-less networks and equipment. These policies and procedures should address deployment, security, administration, monitoring of technol-ogy, employee use and quite possibly regulatory requirements. Your IT and office staffs should be thoroughly familiar with these policies and procedures. In many cases, they will be responsible for defining and implementing them.

No one starts out knowing what all of the “best practice” policies and procedures are for wireless—but network administration and security courses and certifications are an easy way for your employees get up to speed quickly.-CTm

for employees. IT managers are assured that staff members’ skills are at a high level at a time when more is being asked of them. Human resources managers are relieved of responsibilities for internal training when classes that lead to certification can be attended. Technicians themselves benefit from enhanced skills and knowledge that become part of the the daily skill set they use on the job.However, determining which certifications add value involves careful needs assessment and training analysis. Corporate trainers and IT managers should initially meet to identify the key technologies that comprise the IT architecture, the levels of skills needed to support those technologies, and the specific areas of IT infrastructure—and IT staff—where certifications can help. The critical certification areas that most organizations identify today include:

Network technologies (hardware and software);Client and server technologies;Web-based technologies;Specific database, application software and/or application development methodologies that the business uses;Critical skill sets like corporate security and project management.

Establishing skill levelsThrough their formal certification programs, many industry vendors can help IT departments determine what skills their junior technicians will require to be effective and productive in their particular fast-paced enterprise environments—and what more senior staffers need to continue in their knowledge growth. Companies like Novell, Microsoft, Cisco, Citrix, Oracle and others all have beginning, intermediate and advanced levels of certifications for network, client, server, database and application technologies. Their A+ entry-level certifications for junior technicians and for more experienced personnel who do not have formal certification and want to earn one—are still actively used in company training programs since they were first introduced over 15 years ago.

Certification for Web technologies Like networks, clients and servers, Web-based skills grew up in a very informal environment. The CIW (Certified Internet Webmaster) certi-fication is vendor-neutral, which means it does not promote any par-ticular vendor’s products over another. Today, CIW certifications help employers ensure that their IT staffs have the requisite skills to support the Web-based strategies that are so critical to corporate IT success. CIW certifications cover job roles in network administration, security, application development, programming, Website design and e-com-merce. The knowledge range of these certifications begins with the CIW Associate, which is a basic knowledge base for Internet technolo-

gies. There are also more advanced certifications in Web site design, security, server administration, applications and data base manage-ment. Finally, a Master CIW Designer certification covers the artistic aspects of Web site design.

Application development and project managementContemporary application development languages like Java/J�EE are supported by certification programs from vendlors like Sun, IBM, and Oracle, while Microsoft certifies .NET developers. At the same time, corporate IT and non-IT managers have recognized the importance of strong project management skills so that technology projects are delivered in time and within budget.

The Project Management Institute offers a Project Management Pro-fessional certification that focuses on project management skills and tools. It’s a great certification for IT staff members who have shown promise in leading group projects and who have strong communica-tions and people skills. Security Security is a highly visible, mission-critical initiative for corporate IT departments, so it is unsurprising that some of the greatest growth in certifications is in the security area. Certifications that are especially in demand from companies seeking staff training are CISSP, CISA and the SANS Institute’s GIAC certifications. There is also demand for security certification in wireless networking, and in vendor-specific technologies like Cisco, CheckPoint and Microsoft.

In broad strokes, certifications are a great way for companies to build IT skill levels, and a strong motivator for IT staff—but there are several steps companies should proactively take to ensure that certifications are optimally effective:

Assess the needs of the IT infrastructure and the skills, strengths, and weaknesses of the IT staff. Any gaps between the two should help IT management determine what certifications will best solve the deficiencies of both the staff and the infrastructure.Sit down with staff who will be taking certifications to develop a set of results you expect to see from the training investments made. Some companies have tuition programs where the em-ployee initially funds all or part of the certification, and is then reimbursed by the company pending successful completion of the program.Always continue to scout for talent among your staff. For ex-ample, not every IT staffer will be a good project manager—but those with solid technology knowledge and strong motivational, people and communications skills most likely will be. -CTm

Fundamentally, Ruby and Ruby on Rails have evolved out of the belief that programmer tools should be simple and effective, but most of all, stay out of the way. What is ITIL?ITIL is one of the most widely utilized sets of best practices for the IT community. It was originally developed in the late 1980s by Britain’s Central Computer and Telecommunica-tions Agency (CCTA), now known as the Office of Government Commerce (OGC). At that time, the CCTA worked with both government IT staff and outside consultants to develop a framework for IT best practices. Although it has its roots in the British government’s efforts to improve its own service levels and cut costs, ITIL has also found widespread adoption in the private sector.

Rather than a rigid set of rules, ITIL provides a framework that companies can adapt to meet their own needs. Organizations may not implement every process, just those that make sense and fit into the way the organization wants to do business in the future. Some processes may be abandoned later when post-implementation reviews show limited value, while others may be implemented as gaps are uncovered or needs change.

ITIL breaks down IT functions into discrete, full-function components that span the enter-prise, called services. Best practices for the delivery of the service are identified and they are addressed at three different levels:

• Strategic — Long term goals of the particular service and high level activities needed to accomplish them.

• Tactical — Specific processes that guide the tasks and activities needed to perform and provision the service.

• Operational — Actual execution of the processes to provide the service to the customer and end users. Successful completion of the Operational tasks means that Strategic goals are accomplished within the expected time frames.
