TheBasin cannot absorb large amounts of pollutant emissions without exceeding health-based air quality standards. when applied to this area coherence Technoldgy canreduca the measured levels oi the significant pollutants to federally set levelJforhuman health and below within a short period of 2-4 weeks and cbn maintain thiseffect over.time. currently during the demonstration period of August 1990 thepollutant oJ greatest concern is ozone. ozone is genbrated by thd interaction ofsunlight with high concentrations of pollutants. This level isexceededl3sdaysoutofthe year in the South Coast Air Basin.statistically speaking, during the month of August the san Bernardino and Riversideareas have the highest levels of ozone. on August 3rd, 1990 the technology.was introduced to the south coast Air Basin. Upuntil Aug. 12th the usual pattem ot high ozone was obvious in the reports. Then onAug. 1zth the ozone levels fell and have been right at or below fedeial standards sincethal time. up until August_30th there have been no first stage alerts such as the oneswhich are common in the Riverside and san Bernardino ar6as during this time of year.Table 1 shows the average winter and summer concentrations of oione which isihemost serious pollutant measured during this time of year. o.1oo ppm is the federalclean air standard.

Because t ,his data was not, suff lc ient to calculate t ,heprecise value coherence was adding to the air qual i ty thefol lowing report uses data from the telephone report ing that comes24 hours a day frorn the scagnd.Using this data vre have calcul-atedthat coherence is inproving the dai ly predict ,ed air gual icy by43* .

Each day the scaqmd makes predictions regarding air guality thattake into considerat ion the current weather patterns, the previousdays activity, and compute! generated values or averalJes fromprevious years when the neather and air quallty conditions $reresi tni lar .The accuracy of the predicted values versus the actualvalues of ozone which are neasured probably var ies frorn 5-?t.

The value of coherenceA six day per iod f lom Septetnber 5th through 11th 1990 wasevaluated for the predicted versus actual readings of ozone.Duling this time coherence was being resourced for the scaqmd in arninimal s j . tuat ion for applying the technology at a st length 2.5tof i t .s potent ia l . At.2.5t strength of the technology t ,he value ofcoherence for the actual values of ozone has shown a 43* overal linprovement of the predicted air qual i ty.

Three l ines were establ i .shed, the L00 psil ine which is the federal standard for unhealthful air condit ions,the 150 psi Line which is the mid range for vely unhealthful aircondit ions, and t .he 200 psi l ine which is for f i rst stage alertsr.rhere school children are advised not to do outdoor act,i-vitiesl ike footbal l pract ice dur ing the alert . In doing the f iguresdai ly the 43t rnean expressed i tsel f the f l rst day through to the6th day.The fol lowing graph shows how each day contr ibuted a goodpiece of the pie tolrards establ ishing the mean value of coherence.

In the second report on the benefits of coherence for air quality in thescaqmd the hypothesis was fornrulated to show a correlation between a2.5% level of Coherence Technology and a 43Vo improvement in predictedversus actual air quality. In this report the same parameters are beingused as were in the previous report and these data show an updatedaverage improvement of 59Vo.

During.the time period of this demonstration of Coherence Technologyil thepredominant weather pattern was a stagnant high pressure system whichis common and predictable for this time of year. The question remarns asto the significance of these predicted versus actual event results largelybecause the results were not obtained with the as$istance of scaqmd andt"_"q_Tg, has reported a 27Vo improvcment in air quality sigce the beginningof 1990. Whether scaqmd has adjusted its predictions for-thisimprovement is not known, and the average of their prediction rate error

On August 3rd, 1990 our research and development $oup fromcoherence Industries in La Jolla, california began dernonstratioi of a newtechnology for the improvement of air quality in the south coast Air Basin.Enclosed please find our reports for the demonstration which cover fromAugust l2-2O and. from September 6-12, 1990. Although rhese reponsare far from being conclusive the results suggest that under cootroil"dparameters the technolo gy may be of service towards improving airquality in the SCAQMD.
