Equipment for T-Fiber for Telangana Fiber Grid Project” contains brief information about the Project and

qualification process for short listing of OEMs for T-Fiber. The purpose of the document is to provide the

applicants with information to assist the formulation of their EoI application or response to EoI Document

(“the Application”).

3. About the EoI Document

This EoI document is in addition to the EoI process already concluded as on November 17, 2017 and

subsequent corrigendum document for aforesaid EoI document.

Considering the large scope of project and to promote local manufacturing of Optical Fiber Cable and

GPON equipment in order to develop domestic entrepreneurs and local employment potential,the following

are considered in pre-qualification criteria in the EoI dated November 17, 2017:

• Government of Telangana encourages OFC and GPON manufacturers to setup manufacturing unit

in the state of Telangana in order to develop domestic entrepreneurs and local employment

potential which was part of the earlier EoI process as well as the right to shortlist more OEMs under

these categories was reserved through RFP and subsequent corrigenda/addenda/Errata

• Domestically Manufactured Electronic Products (DMEP) manufacturers shall be treated at par with

original equipment manufacturers (OEMs) in line with the policy notification no. 33(3)/2013-IPHW

dt.23-12-2013 and further guidelines dt. 16-11-2015 of Ministry of Communications and Information

Technology, Department of Electronics and Information Technology, New Delhi.

Furthermore, the document carries all the necessary information regarding Telangana Fiber Grid project

and serves the purpose of an indicative guide to the holistic approach for the implementation of the project

in the state of Telangana.

• The document begins with control sheet and subsequently describes the intent for the EoI for

shortlisting of OEMs who will be further invited to submitted technical proposal for supply of OFC

and GPON Equipment for Telangana Fiber Grid Project in the State.

• The document provides a brief on the project background which talks about the vision and the

critical factors pertaining to the successful implementation of the project. It summarizes the whole

project so as to enable the participants to know about the project

• The document clearly defines the intent for which the document is released. The

categories/domains for OEMs are defined under which the participants can apply and the

procedure is enlisted for the selection under these categories

• Stakeholders are clearly defined in the document for the various aspects of the process and

procedure. Various important key dates, venue details, contact information for inquiries etc. are

listed under the control sheet

• The scope of the project comprises of the planning, implementation, operations, maintenance and

geographical scope. The details of various other government initiatives that T-Fiber project intends

to undertake are also provided as part of the document

• The pre-qualification criteria for respective categories/domains are part of EoI document and shall

be evaluated independently.

4. Intent

The Government of Telangana intends to setup an Optical Fiber Network from the State Head Quarters to

Zones (10 Zones, covering 31 Districts), Zones to Mandals, Mandals to Gram Panchayats and Gram

Panchayats up to every Household across the State. The ITE&C Department invites Applicants to submit

their Expression of Interest (EoI) to set-up and operate the project.

The ITE&C Department desires to shortlist qualified applicants for each category of service and who will be

responsible for Implementation, Operations and Maintenance of Active and Passive Infrastructure for

Telangana Fiber Grid Project in the State. The project would involve design, supply, installation, testing,

commissioning, 24/7 operational support for a period of 7 years of a robust, reliable and state-of-art network

infrastructure for the entire State of Telangana in totality after implementation period of 1 year for the entire

fiber network. Applicant shall integrate with existing infrastructure systems such as State Wide Area

Network, State Data Centre, NOFN, National Knowledge Network and other networks related to Central

and State Government Initiatives.

The interested participants are thereby invited to submit their responses in accordance to the terms and

conditions mentioned in the EoI document.

The Key Objectives of the Project will be:

• Create a scalable, robust, resilient, secure and long-lasting digital infrastructure (to deliver various

services, applications, content from govt. and service providers)

• Provide high speed broadband connectivity to over 3.5 Cr. people and institutions in Telangana by

connecting 10 zones (31 Districts), 584Mandals, 8778 Gram Panchayats and 10,128 Villages

• Install the entire digital infrastructure starting from state headquarters all the way to the households,

government and private institutions

• Establish Optical Fiber Cable (OFC) network from State HQ to District to Mandal to Gram

Panchayats forming a ring architecture wherever possible and viable and further connectivity up

to the households shall be on a linear architecture

• Deployment of Optical Fiber Cable will predominantly be underground (approximately 85%).

However, at places where underground deployment is not feasible or where incremental fiber is

required for ring formation, aerial implementation of Optical Fiber Cable to be done (Approximately

15%)

• The rings at zonal (cluster of districts) level &Mandal level shall be based on MPLS technology and

the connectivity from the gram panchayat up to the households & institutions shall be based on

GPON

• Horizontal connectivity to be provided to all government Institutions and other public & private

service institutions

• Connectivity shall be provided to cellular towers operated by various Telecom operators

• Bandwidth to be provisioned for TSPs/ISPs, Govt. & other private & public service Institutions. The

network should be capable of delivering 16-20Mbps bandwidth to each households and 100Mbps

bandwidth to each institutions and enterprises

In view of the project goals and objectives and with the aim to promote local manufacturing, the

ITE&C department would shortlist additional OEMs of OFC and GPON, based on defined pre-

qualification criteria as mentioned in this EoI document.

6. Project Background

BharatNet is a project initiated by the

Government of India and funded by the

Universal Service Obligation Fund with an

aim to provide broadband connectivity to

over two lac fifty thousand (250,000) Gram

Panchayats of India. The project aims to

provide internet access using existing

optical fiber and extending it to the Gram

panchayats. The project is intended to

enable the Government of India to provide

e-services and e-applications nationally.

Providing universal and affordable access

through broadband to every citizen of India

is one of the most critical and important

action item for Digital India. Digital India is

an exciting and visionary program that

through various specific projects linked to

financial inclusion, e-governance and

citizen services, can truly transform India.

With almost a billion mobile phones assuring unprecedented reach, the telecommunication revolution and

Aadhaar provide the means to implement many of these services. However, underlying this has to be the

network – the very foundation – which provides the required connectivity. It is this basic infrastructure that

BharatNet aims to provide.

BharatNet project will form the basic platform for the provision of a number of services like e-governance,

e-health, e-commerce, e-banking, video on demand, etc. Universal access to the internet is a must to

empower our citizens. It will not only enable them to connect with their friends, family and communities, but

also use the online tools and information to help find jobs, start businesses, access healthcare, education

and financial services. Citizens of Telangana State will be able to effectively participate in the digital

economy.

Government of Telangana has decided to follow the ‘State Led Implementation Model’ for the layout of

optical fiber in the state. As the first step towards implementation of BharatNet, a detailed planning exercise

leading to preparation of a Detailed Project Report (DPR) had been undertaken, along with formation of

Special Purpose Vehicles (SPV), i.e. T-FIBER has been initiated to implement, operate and maintain the

project, as well as rollout of e-services across the state. Under the State led model, T-FIBER shall be

formulated for deployment of fiber infrastructure across the state and will own the end-to-end infrastructure.

T-Fiber shall provide high speed broadband connectivity to over 3.5 Cr. people and institutions in Telangana

by connecting the 10 Zones (31 Districts), 584 Mandals, 8778 Gram Panchayats, 10,128 Villages. The

objective is to create a scalable, robust, resilient, secure and long-lasting digital infrastructure to deliver

various services, applications, content from govt. and service providers. In consideration to the same, it is

essential to maintain the network infrastructure of this scale efficiently and effectively.

T-FIBER SPV shall be the primary body for the implementation of Telangana Fiber Grid project. It shall

provide end-to-end connectivity till the household level in the state of Telangana. The network shall be

capable of delivering 16-20Mbps to every household and on-demand 100 Mbps to institutions and

enterprises. In order to ensure accomplishment of objectives of T-FIBER, a layered topology for T-FIBER

network architecture has been planned. Optical Fiber Cable (OFC) network from State HQ to District to

Block to Gram Panchayats forming a ring architecture wherever possible and viable and further connectivity

up to the households shall be on a linear architecture.

It is planned to have a 100G MPLS ring connecting districts, a 40G MPLS ring is planned for Mandal level

and 10G MPLS ring for GP level. Every household shall be further connected to the network over GPON

that would involve extending of Optical Fiber Cable up to every household and installation of CPE for each

house for delivery of G2G, G2C & telecom services. The approach for fiber estimation, adopted herein,

relies primarily on the use of GIS maps. Based on the target connectivity requirement and proposed network

topology, the GIS mapping has been done to identify the fiber required to connect the Zones, Mandals and

GPs in ring/linear architecture while ensuring that maximum locations are connected with underground fiber

along the RWS&S routes.

The implementation of Telangana Fiber Grid project shall be done by the MSI on-boarded by the SPV. The

scope of work for the MSIshall include rolling out fiber from SHQ to DHQ, DHQ to BHQ, BHQ to GPs, GPs

to Households and installing active infrastructure for provision of high speed broadband connectivity.

Once BharatNet project is rolled out across the State, the perceived benefits shall include - improved public

services through e-services for governance, agriculture, health, etc. across the state. This initiative shall

enable the government to deliver services and provide access to information to the public using electronic

means, at Gram Panchayat level. The initiative shall also provide opportunity to integrate Government

schemes towards achieving common goals for social upliftment through enhanced government outreach.

6.1 Current NOFN Status

As per NOFN Guidelines, BharatNet was

conceptualized as a project for connecting DHQ to

BHQ and BHQ to GPs using existing fiber of

CPSU’s – BSNL and PGCIL and also laying

incremental fiber up to the GP to bridge the

connectivity gap.

Out of the total 8778 GPs in the state, the NOFN

Phase – I target was to connect 2097 GPs across

03 districts. Out of this, till date the fiber cable has

been laid upto 1641 GPs

In NOFN Phase – I, BBNL had adopted Linear

Topology for designing the fiber rollout. As per

BBNL records, a total of 3579 Km (approx.) out of

the projected 4602 km (approx.) across the 03 district Phase – I Districts has been accomplished. 24 core

cable has been used as an incremental fiber from BHQ to Gram Panchayats (GP’s)

6.2 Current Project Status

This sections provides brief information regarding the current status of the project. The ITE&C department

is committed to the success of the project and the same needs to be realised.

The Government of Telangana has initiated the implementation of the project, ongoing two major activities

are as under:

6.2.1 Mission Bhagiratha

In accordance to the project objective, The HDPE duct is currently being laid along freshwater pipelines to

each household in Rural Telangana as part of Mission Bhagiratha. The current status of the duct laid by

Mission Bhagiratha agencies is shown below for your reference:

6.2.2 Duct Integration Testing RFP

In order to ensure health & continuity of duct being laid ITE&C department in collaboration with TSTS, has

finalised the vendor for duct integration testing for the existing HDPE PLB duct.

7. Geographical Scope

Telangana is a diverse state in terms of its geography, demography and population spread. The

Geographical area of Telangana State is 1,14,840 Sq. Km. Out of this approx. 23.89% of the total landmass

is under forest cover.

Earlier, while the state of Telangana was carved out on the map, there were 10 districts including

Hyderabad as a capital. In 2016, the TS government had decided to form 21 new districts for the

development of the state. Smaller districts can be managed effectively in terms of resource distribution and

administration services. The state currently has 31 districts, 584 mandals, 8778 GPs, 10,128 villages and

47, 18,909 households in the rural area.

For this project, the ITE&C department has segregated these newly formed 30 districts into 9 Zones for the

convenience of the network design.The following table represents the high level zone considerations:

8. Technology Solution Architecture for T-FIBER

8.1 Key guiding principles for T-FIBER implementation

T-FIBER project has been conceived with the ambitious vision of providing connectivity to the yet unreached

in rural Telangana and entails massive investment on the infrastructure creation across the state which

would serve as the information highway for decades to come. The choices made today with respect to

network design and technology specifications shall not only have implications with respect to the immediate

quality and robustness of the network infrastructure but also determine the future possibilities and potential

of the T-FIBER project. Therefore, it is imperative to identify the key priorities which shall determine the

technology architecture of the network infrastructure in the context of state of Telangana.

Some of the key considerations to be used for designing network infrastructure are detailed as under:

8.3 Network Design

The overall network is designed considering the critical network design parameters i.e., capacity, resiliency,

scalability, manageability, reliability, interoperability and security requirements. Considering these factors

and to have an end to end service oriented network delivery, a MPLS based Service delivery network to be

deployed for T-FIBER project up to the Gram Panchayat. Following key considerations taken into account

for designing the network architecture for the state of Telangana

Mission Bhagiratha Smart Water Grid- A mammoth 1.26 lakh km stretch of pipelines would be laid to

quench the thirst of Telangana towns and villages apart from providing water for the people needs. This

project aims to provide water to about 25000 rural habitations and 67 urban habitations. The main trunk

pipelines of this project would run about 5000 KM, and the secondary pipelines running a length of about

50000 KM would be used to fill service tanks in habitations. From here the village-level pipeline network of

about 75,000 KM would be used to provide clean drinking water to households. T–Fiber has proposed to

lay fiber along Rural Water Grid (Mission Bhagiratha) routes wherever possible.

• Network connectivity till last mile – T-FIBER envisages availability of network connection for every

Gram panchayat and rural household in the state. Implementing agencies to develop a hybrid

solution which can make use of different mediums of connectivity, such as OFC, radio, satellite,

and different topologies, such as ring, mesh, linear – depending on the ground realities

• Vision of a robust and failure tolerant network – It is abundantly clear that while the linear topology

entails lesser financial burden on state and central government, the benefits of ring topology, in

terms of network redundancy and minimization of points of failure, makes it operationally more

prudent and preferable to adopt for connecting the State, Districts, Mandals and the Gram

panchayats. New OFC infrastructure will encourage private participation, as assured SLAs will

enable private/public players to develop profitable business models. In order to give a certain

degree of confidence to private and public players who are expected to ride their services on this

infrastructure, it is necessary that fault tolerant capabilities are built into the system

• Cost vs Scalability considerations – While the argument in the favor of creating excess capacity

within the system - to cater to the future requirements - is certainly an important consideration,

there has to be a judicious mix of cost efficient and scalable network components to ensure that

cost considerations are taken care of while not compromising on the scalability potential of the

network

• Active components, can be scaled up dynamically and therefore estimates should be more realistic

and in-line with the immediate needs of the end-users. These components add up substantial cost

to the overall infrastructure and careful planning shall ensure efficient use and optimum utilization

of the network while not impacting the scalability whenever required

• Enabling competition and inter-operability - The network shall be open to the private players to

provide their services and therefore the technology component should be inter-operable with a wide

spectrum of technology solutions so that they are not unfavorably biased towards a particular type

of service providers

• Catering to multiplicity of services riding on the network – The network shall serve as the backbone

on which a wide variety of services ranging from e-Governance services to education and health

related online services would ride. Network configurations should thus be capable of providing

different kind of services with different quality of service parameters. Therefore due considerations

have to be given to these factors while deciding the network architecture and technology

• Monitored network with capability to localize faults and enable better maintainability - The central

network operations center (NOC) shall have capabilities to identify and localize faults in the system.

This shall help minimize the time and cost of repair and maintenance

• Security considerations – As this shall be a pan state network which shall serve as the backbone

of the entire state broadband infrastructure, it is imperative that security considerations – including

data security, data integrity – to be addressed adequately

8.4 High level network architecture for state of Telangana

Based on the considerations identified above and to ensure accomplishment of objectives of T-FIBER, a

layered topology for T-Fiber network architecture should be adopted.

8.4.1 Network Topology

The indicative network architecture is divided into following layers:

• Core backbone – SHQ to Zone (District)

• Mandal layer – Zone to Mandal

• Gram Panchayat layer – Mandal to Gram Panchayats

• Access layer – Last mile connectivity on GPON to every household

8.4.2 Network Architecture

As depicted in the network architecture diagram shown below it is planned to have a 100G MPLS ring

connecting all Zones, however the actual bandwidth calculations may differ at the time of network

implementation. A 40G ring is planned for Mandal level and 10G for GP level. It is planned that GP level

ring shall include at least 50% gram panchayats in redundancy depending on feasibility and user density.

Alternate mediums such as wireless connectivity shall be planned where fiber connectivity is not feasible.

9. Project Plan, Implementation Schedule & Timelines

MSI will prepare and submit a detailed project plan for the entire project duration. The project plan should

clearly cover entire scope along with project milestones &responsibility matrix.

MSI will prepare a communication & escalation plan with complete schedule and mode of communication.

Escalation plan will represent complete hierarchy till the leadership of the organisation. This plan is of

immense importance given the significance of stakes of the project from the government of Telangana.

MSI will submit detailed Implementation schedule and timelines for the entire project scope. The final project

plan, implementation schedule & timelines will be approved by the ITE&C department which will govern the

overall framework in terms of strategy& timelines of implementation of complete scope.

Integration with NOFN

The active infrastructure will be required to be integrated with NOFN infrastructure in three Zones covered

under NOFN. Detailed implementation plan shall be submitted by the MSI as part of the planning step.

MSI will have to assess the current state of NOFN Phase-I and take cognizance of inventory available and

include the same in the main network diagram. The MSI will also be responsible to validate and to ensure

the compatibility of the existing infrastructure, in order to mitigate any non-compliance and performance

issues at a later stage.

MSI is also expected to establish NOC and provide required connectivity as per details provided during

RFP stage.

10. Instruction to Participants

10.1 Issue of EoI document

10.1.1 EoI document can be downloaded from the website www.tsts.telangana.gov.in .

The EOI Proposals are to be submitted in sealed covers on or before submission closing date &

time to the tendering agency. However, the RFP document shall be released on eProcurement

portal.

10.2 Bidder participation

10.2.1 Public limited company, private limited company or limited liability Partnership entities can submit

their proposals to the EoI.

The term ‘Bidder / Applicant’ used hereinafter would therefore apply to Applicant.

10.3 EoI preparation cost

10.3.1 The Applicant shall bear all costs associated with the preparation and submission of the response

to the EoI. Neither ITE&C department, GoT or TSTS nor its advisors will in any case be responsible

and liable for sub-costs, regardless of the conduct or outcome of the EoI process

10.3.2 All papers / documents submitted with the EoI are neither returnable nor claimable

10.4 Number of EoI submission

10.4.1 Each Applicant, should submit only one (1) EoI response for the respective category.

10.5 Right to accept and reject any or all the EoI

10.5.1 Notwithstanding anything contained in this EoI Document, TSTS or ITE&C department, GoT

reserves the right to accept or reject any EoI response and to annul the qualification process and

reject all the EoIs, at any time without any liability or any obligation for such acceptance, rejection

or annulment, without assigning any reason.

10.5.2 TSTS reserves the right to reject any EoI if:

• At any time it is found that a material misrepresentation is made by the applicant, or

• The applicant does not respond promptly and satisfactorily to the requests for supplementary

information required for the evaluation of the EoI.

10.5.3 The misrepresentation/ improper response may lead to the disqualification of the Applicant.

11. Preparation and submission of EoI document

11.1 Language

11.1.1 All information in the EoI must be in English. Information in any other language, if not accompanied

by an authenticated translation in English, shall not be considered. In the event of any discrepancy

between the offer in a language other than English and its English translation, the English

translation shall prevail.

11.2 Clarifications on EoI documents

11.2.1 ITE&C department reserves the right not to respond to any question or provide any clarification, in

its sole discretion, and nothing in this Clause shall be taken or read as compelling or requiring the

Authority to respond to any question or to provide any clarification.

11.2.2 The ITE&C department may also on its own motion, if deemed necessary, issue interpretations and

clarifications to all Applicants. All clarifications and interpretations issued by the ITE&C department

shall be deemed to be part of the EoI. Verbal clarifications and information given by ITE&C

department or its employees or representatives shall not in any way or manner be binding on the

ITE&C department.

11.3 Amendment of EoI document

11.3.1 Before the deadline for submission of EoI, the EoI document may be modified by the ITE&C

department by issue of Addendum / Corrigendum.

11.3.2 Any Addendum / Corrigendum issued shall be part of the EoI Document and it will be publicized

through the TSTS and ITE&C Dept website.

11.3.3 To give prospective Applicants reasonable time in which to take the Addendum/ Corrigendum into

account in preparing their EoI, extension of the deadline for submission of EoIs may be given as

considered necessary by the ITE&C department.

11.4 Alternative EoI documents by the Applicants

11.4.1 The applicants shall submit the responses which comply strictly with the requirements of the EoI

document. Alternatives or any modifications shall render the response invalid.

11.5 Submission of EoI DOCUMENT

11.5.1 Bidders shall submit a signed and complete response to EoI document comprising the documents

and forms in accordance with guidelines specified in this document. The submission can be done

manually as per the procedures specified in the document.

11.6 Authority to Sign

11.6.1 An authorized representative of the bidder organisation shall sign the submission letters in the

required format for the response to EoI. The authorization shall be in the form of a written power of

attorney attached with the response.

11.7 Items to be kept in mind while furnishing details

11.7.1 While filling in the Information, following should be kept in mind

• There shall be no additions or alterations except those to comply with the instructions issued by

the ITE&C department or as necessary to correct errors, if any, made by the Applicants.

• Conditional EoI will be rejected

11.8 Confidentiality

11.8.1 All documents issued and information given to the Applicant shall be listed as Confidential

11.8.2 Information relating to the examination, clarification, evaluation and recommendation for the short-

listed Applicants shall not be disclosed to any person not officially concerned with the process.

11.9 EoI due date

11.9.1 EoI response must be submitted by the applicant at the time and date as mentioned in the control

sheet.

11.9.2 The ITE&C department may extend the deadline for submission of EoI response by issuing an

amendment in writing/notification in which case all rights and obligations of the ITE&C department

and the Applicant previously subject to the original deadline will be subject to new deadline.

11.10 Late/ Delayed EoI response

11.10.1 Any response submission after the specified date and time of receipt will not be allowed.

11.11 Modification/ Substitution/ Withdrawal of response

11.11.1 The Applicant will not be allowed to modify, substitute or withdraw its response to EoI after expiry

of the deadline for receipt of the EoI response.

11.12 Evaluation of the Proposals

11.12.1 The evaluation of the received Proposals shall be undertaken by the Techno-Financial Committee

(TFC) established through G.O Rt No 413 Dt 23.08.2014

11.12.2 For short listing process, the Committee will determine whether each EoI DOCUMENT is

responsive to the requirements of the EoI Document. The EoI response shall be considered

responsive if it contains all the information, documents in formats specified in this EoI Document

as per appended annexures.

11.12.3 ITE&C department reserves the right to reject any EoI response which is non-responsive and no

request for alteration, modification, substitution or withdrawal shall be entertained by the Committee

in respect of such EoI response and such decision of the Committee in this regard shall be binding

on all applicants.

11.12.4 Proposals meeting all the respective Pre-qualification criteria as stipulated in this EoI document

shall be evaluated and successful bidders will be considered as ‘Qualified’ for receiving the RFP

document and further participate in procurement process.

11.12.5 The Committee shall pursue and finalise the Technical Solution required for the project for which

the qualified bidders from EOI stage shall be requested to indicate their Technical and Commercial

Proposal through RFP document.

11.12.6 ITE&C department will notify the shortlisted applicants for interaction with MSIs and implementation

process of the project.

11.13 Clarifications on the Proposals

11.13.1 To assist in the process of evaluation of EoI response, the Committee may, at its sole discretion,

ask any Applicant for clarification on its EoI response. The request for clarification and the response

shall be in writing over email. No change in the substance of the EoIwould be permitted by way of

such clarifications.

• The financial turnover will be taken as given under the head “Income” in audited Profit and Loss

Account and excluding non-recurring income, income from other sources and stock. It is clarified

that Financial Turnover means relevant revenue as recorded in the Income Side of Profit and Loss

Account. It does not mean Profit.

• Foreign currency Turnover will be converted into Indian Rupees based on RBI reference rate

applicable as on the date of opening of proposals without assigning any weightage factor.

• Closing stocks in whatsoever manner should not form part of turnover.

• The financial year for global firms, wherein the start and end date of the financial year is different

from 1st April to 31st March, are eligible to submit documentary proof against pre-qualification criteria

as per their financial year.

• In case of foreign currency conversion to INR for reports, as on the date of financial closure the

respective conversion rate of RBI for INR shall be considered.

• All participating MSI’s/MSP’s/OEM’s have to submit copy of the registration certificate along with

details of participating entity.

• A single bidding entity participating in more than one categories shall only submit the EoI document

fee of Rs30,000/- only as per control sheet.

3 Technical Criteria

The bidder should be the official manufacturer of the equipment for GPON and the equipment should not be white labelled.

The bidder should have an after sales service centre / Spare equipment depot in India
