Tempers fray as Sandy recovery continues (ABC Online)

Frustration with continuing power outages, travel chaos and long lines for fuel grew as residents of Long Island, hit hard by Superstorm Sandy, planned to a protest outside the headquarters of the local utility company. There are still more than 400,000 customers without power nearly two weeks after the storm and more than 170,000 are on Long Island.

New Yorkers faced their second day of petrol rationing. Under the system, which was introduced in New Jersey last week, cars with odd and even-numbered license plates can fill up only on alternate days. In one area on Saturday morning, more than 500 people lined up with empty fuel cans.

Word had spread through the hard-hit seaside community that a tanker truck carrying 30, 300 litres of free petrol was to arrive around 10am, thanks to an anonymous donor. "The guy didn't want his name used, but he wanted to get gas to these people," a New York Police Department captain said. "Pretty decent thing to do... these people need it bad." More than a quarter of gas stations in the New York metropolitan area did not have fuel available for sale on Friday, the same number as on Thursday, the US Energy Information Administration said.

The Philippines has signed a framework peace plan with the country's largest Muslim rebel group, the Moro Islamic Liberation Front (MILF). The deal follows lengthy negotiations aimed at ending a 40-year conflict that has cost an estimated 120,000 lives. The agreement was reached in early October after talks in Malaysia.

It provides for a new autonomous region in part of the south where Muslims are a majority in a mainly Catholic nation.

The two leaders met and exchanged gifts ahead of the signing. Murad Ebrahim, said to be in his 60s, is the first MILF leader to visit the palace. ''This is the sound of peace,'' he said, banging on a traditional Muslim gong that he presented to Mr Aquino. Malaysian Prime Minister Najib Razak, who had helped to broker the deal, was also present.

"We are men and leaders who want to make a difference and we have decided that the time has come for us to choose the moral high ground," he said. "After four decades, peace is within reach."

The new autonomous region would be named Bangsamoro, after the Moros - or Moors, which was how the Spanish used to refer to the followers of Islam - living there.

The Danish government has said it intends to abolish a tax on foods which are high in saturated fats. The measure, introduced a little over a year ago, was believed to be the world's first so-called "fat tax".

Foods containing more than 2.3% saturated fat - including dairy produce, meat and processed foods - were subject to the surcharge. But authorities said the tax had inflated food prices and put Danish jobs at risk. The Danish tax ministry said it was also cancelling its plans to introduce a tax on sugar, the AFP news agency reports.

The ministry said one of the effects of the fat tax was that some Danes had begun crossing the border into Germany to stock up on food there. According to the Danish National Health and Medicines Authority, 47% of Danes are overweight and 13% are obese. The tax was introduced in October 2011, in an attempt to limit the population's intake of fatty foods.

It’s true that a recent report by three U.N. agencies said nearly 239 million in Africa are hungry, a figure some 20 million higher than four years ago.

But the Africa Progress Panel and many others believe that Africa has the potential not only to feed itself, but also to become a major food supplier for the rest of the world

And on the land that is being used, outdated technologies and techniques mean productivity is low. African cereal yields, for example, are just over one-third of the developing world average and have barely increased in 30 years. One major issue is that as much as 80 percent of Africa’s agriculture still depends on rain not irrigation.

So what should be done to increase agricultural productivity in Africa? First, African and donor agricultural policies must focus on the smallholder farmers. Governments must invest in infrastructure that gives these smallholders better access to markets, including storage facilities to keep produce in good quality, and new and better roads. Governments must also invest in research and development to help smallholder farmers access new techniques and technologies such as drought resistant seeds.

World-first study tests diet, depression link (Health - ABC News)Victorian researchers are conducting what is believed be the world's first clinical study of whether an improved diet can help people suffering from major depression. Associate Professor Felice Jaka says the researchers will look at whether a Mediterranean and red meat diet can alleviate depressive symptoms. "Diet quality seems to be related to the risk of depression and anxiety," she said.

"But of course a different question is if you're already depressed, does improving your diet actually help? "The Mediterranean diet is very healthy and that's one that has lots of plant foods and vegetables and fruits, whole grains and fish but our research has indicated that red meat may also be important.“

However, Associate Professor Jaka says it is unlikely a change of diet would form the primary treatment of depression. "Anti-depression medications are very helpful to many people and very important to take but for some people they're not effective so we certainly wouldn't see this as an either-or," she said. "We would see this very much as supporting any other sort of therapy that people may be on but for some people it actually may be enough in and of itself.1.What is the purpose of the study conducted by Victorian researchers?2.What is a Mediterranean diet?
