Gabriela D’Souza joined CEDA as Senior Economist in 2018 with eight years
of experience in public policy. She has worked at some of Australia's most
well-known and respected public policy think tanks and economics research
centres.
Gabriela has conducted research on a wide range of public policy issues
including education, immigration, multidimensional disadvantage, and area-
based measures of exclusion.
She has a master’s degree in economics from Monash University and is an
affiliate of Monash University’s Department of Business Statistics and
Econometrics.

Justin is the Practice Leader of Fragomen’s Perth office and Director of the
Asia Pacific region's Government Relations practice. He is responsible for
leading a team that assists clients across a range of sectors, including the oil
and gas industry, in transactional and strategic immigration matters.
With widespread immigration policy reforms underway in Australia and the
broader region, Justin also works with government decision-makers to
increase their understanding of the impact of policies on business and
corporate interests.
Justin has nearly 20 years of experience in Australian immigration, including
as in-house counsel at the Department of Immigration and Border Protection
and three overseas postings in Moscow, Russia; Guangzhou, China; and
most recently, Singapore. In Singapore, Justin led the Immigration and Visa
Section of the Australian High Commission.

Chris Kent is State Director of Hays in Western Australia, with full day-to-day
operational responsibility of all Hays business units. In addition, he holds the
position of National Director of Hays Resources & Mining.
Chris joined Hays in 2002 and has held a variety of roles, including key
leadership positions in Victoria, South Australia and Western Australia.
He is passionate about working with and supporting small business and
recently led a strategic team focusing on the SME market in Australia and New
Zealand for Hays.
In 2015, Chris completed Leadership WA’s Signature Leadership Program.
He gives back to his community via several Western Australian institutions,
including as an inaugural Board member of his local primary school and of a
small not-for-profit organisation that promotes disability awareness in schools.
Chris currently sits on the Board of both Awards WA and Leadership WA.

Paul Young is WA President of the Institute of Engineers Australia and has
over 30 years industry experience in Project Management, Civil Engineering
and Engineering Leadership predominantly in WA’s mining and civil
engineering sector. His experience includes Land Development, mine site
operations, Brownfields sustaining capital projects and large complex
greenfields and brownfields projects.
He has worked in all phases of projects including concept study, prefeasibility,
definitive feasibility study, execution, detail design, commissioning and
handover to operations. Paul is well known in Perth’s engineering and mining
community providing a weekly LinkedIn blog on current trends, events and

Jennifer Hoffman runs strategic projects in the Deputy Vice Chancellor
(Research and Innovation) office at Murdoch University. Jennifer’s
background, prior to joining Murdoch University in 2018, is in strategic and
coordinated public policy.
Over the last 15 years, she has carried out executive policy roles in the
Victorian Government and Western Australian Government. In 2008 – 2009,
Jennifer undertook a career-defining role in the Vice Chancellor’s office at The
University of Melbourne, assisting with the establishment of the Grattan

Research and policy
