1. Executive summary

245 Hammersmith Road is a new commercial property by Legal & General and Mitsubishi Estate. Completion is expected Summer 2019.

Hoare Lea Intelligent Buildings Group have been appointed to review and design efficient incoming Telcom connectivity. This document details works to be completed including:

• Installation of BT Open Reach ONT pre-wire connectivity for Retail Spaces. • Installation of new Cat 3 cabling to tenant spaces to provide copper services as required. • Installation of a blown fibre installation system, a preconnected method of allowing tenants to provide

fibre services to their floor from 2 separate intake rooms and the ability to connect 3 or Telco providers.

This Blow Fibre Installation system enables tenants to install their Telco Provider’s equipment within the Telco’s which controls any future wayleave to only being required from the intake room to the Telco’s and not as traditionally directly on the tenant floor.

Additional advantages of this system include, allowing tenants to in a timely manner install connectivity as internal connectivity is already provided and limited disruption to current tenants as infrastructure is already installed.

BT Open Reach have been appointed to complete a detail duct, exchange and connectivity survey, including diverse routes.

Colt are completing a free of charge survey with intent to install pre-connectivity into the Telco Rooms to ensure tenants can easily procure Colt connectivity when required.

Virgin Media have confirmed that connectivity is available within the area but will only install connectivity to the property if a confirmed order is received.

This Performance Report will be updated in February when results from Surveys are available.

2. Introduction

Property Address: 245 Hammersmith Road, London, W6 8PW

Legal and General are constructing 245 Hammersmith Road, which is due for completion Summer 2019.

Hoare Lea have been appointed to review the Internet Service Provide connectivity to the building and design appropriate solutions.

Key Milestones of the project include:

• Review and engage with Telco Providers that are available to service the property. • Work with the project management team to transfer the Telco providers contacts and preparation

works to enable pre-installation of Telco equipment to the intake rooms. • Design appropriate connectivity for the Retail Units, to ensure pre-wired connectivity is available within

the shell and core Retail Units. • Design appropriate flexible connectivity for tenants to connect their fibre telco circuits from the

Intakes to their tenant floor. • Key design principle is to manage the requirement and scope of Wayleave agreements within 245

Hammersmith Road, as discussed with Legal and General in December 2018.

3.1 Engagement with Telco’s

Hoare Lea have engaged with a number of Telco’s to consider whether they would be interested in providing infrastructure connectivity to the Telco’s.

A key feature of providing connectivity is to ensure the tenants have choice of a number of Telco’s they can choose.

3.1.1 BT Open Reach

BT Open Reach can service 245 Hammersmith, providing, copper connectivity, Fibre ONT connectivity and Fibre high grade solutions.

BT Open Reach have been commissioned to produce a survey the property to confirm final availability, location of ducts, exchanges and with a focus upon diverse connectivity.

BT Open Reach contacts would be transferred to the project management team onsite to coordinate installation.

3.1.2 Colt

Colt can service 245 Hammersmith, providing Fibre high grade solutions. Colt are currently completing a survey free of charge to confirm final availability, location of ducts, exchanges and with a focus upon diverse connectivity.

3.1.3 Virgin Media

Virgin Media can service 245 Hammersmith, providing high grade solutions. Unfortunately, Virgin Media will only provide connectivity and or infrastructure to the building with a confirmed order, which would mean Legal and General signing up to a service that they may not require.

At this stage conversations with Virgin Media have not progressed, to be discussed further with Legal and General.

4.1 Retail Units – BT Open Reach ONT

Scope: To Install BT Open Reach ONT Pre Connect Structured cabling to Retail Shell and Core

• Engage with BT Open Reach to install ONT Pre Connect. • Connectivity Via Telco Room 1 with fibre splitter to be house within Telco Room 1 • Utilising Riser 1, Riser 2 and Riser 3 as appropriate to access the Retail spaces. • Terminate the ONT equipment within the riser of the tenant space. • Ensure all Fibre cabling is within secure conduit when exposed outside of the Telco Room.

Features – Solution to provide BT Open Reach Fibre Connectivity to Tenants, allowing tenants to purchase services

from BT Open Reach providers. – Fibre is installed within the risers of the building utilising Fibre splitters to separate Fibres for individual

tenant’s demise. – Copper Connectivity from the Cabinets connects to the tenant’s demise. – Connectivity provided via BT Open Reach Connection (ONT) Active Equipment. – Tenant required to order connection from BT Open Reach provider. – 100% BT Open Reach Risk on Service. – Speed currently limited to sub 100mb due to BT Open Reach, Fibre backbone has the potential for faster

speeds in future.

• Telco Room 1 will support Floors 1 – 11 via both riser 1 and 2. • Telco Room 2 will support Floors 1 – 11 via both riser 2 and 3.

Scope: To install Blown Fibre cabling from within Telco Room 1 from Intake 1 to Cabinet 1.

• Please reference Appendix 7.14 and 7.15. • Blown Fibre Tubing Product: 3 x Blolite 17-Way 3/2.1 mm Indoor Micro Duct - BL17IN0321 • From the location where Telco’s will install their equipment within Telco Room 1, install Blown Fibre

Tubing within secure conduit to Cabinet 1. • Terminate the tubing within Cabinet 1 as shown in Appendix 7.14 and 7.15, providing 3 penetrations

to the Cabinet 1 for 3 x Blown Fibre Tubing from 3 possible Telco providers.

Scope: To install Cabinet 1 within Telco Room 1 to allow transition and connection from incoming fibre to appropriate compartment within ICT Racks.

• Product: RS Pro Steel Wall Box, IP 66, 200mm x 500mm x 400mm. • Please review Appendix 7.14 and 7.15. • 24 x 20mm Flexible Steel Conduit to be connected from Cabinet 1 to 3 x 42U Racks compartment

intake location. • Install Blolight 4 Way Blown Fibre Tubing – BL04N0321 with each of the 16 x 20mm Flexible Steel

Conduit ensuring 0.5m of additional length is available.

Scope: To install 3 x 42U Racks within Telco Room 1 to allow location of Tenant Active Telco Provider equipment.

• 3 x 42U Rack Product: U-Systems – 42U, 600w x 800d. • Rack to have the following features:

o 8 Lockable compartments. o No. 2 x 20mm Flexible Steel Conduit connecting each lockable compartment, No. 1 to Cabinet

1 as defined above, and No. 1 to Cabinet 2 as defined below. o No 2. APC Power Bars providing A and B power feed, with 16 Amp UPS backed supplies, or

similar design ensuring each compartment has access to an A and B feed.

Scope: To install Cabinet 2 within Telco Room 1 to allow transition and connection from compartments within ICT Racks to the internal blown fibre to each tenant space.

• Please review Appendix 7.14 and 7.15. • 24 x 20mm Flexible Steel Conduit to be connected from 3 x 42U Racks compartments to Cabinet 2. • Install Blolight 4 Way Blown Fibre Tubing – BL04N0321 with each of the 16 x 20mm Flexible Steel

Telco Room 2

Scope: To install Blown Fibre cabling from within Telco Room 2 from Intake 1 to Cabinet 1.

1 as defined above, and No. 1 to Cabinet 2 as defined below. o No 2. APC Power Bars providing A and B power feed, with 16 Amp UPS backed supplies, or

similar design ensuring each compartment has access to an A and B feed.

Scope: To install Cabinet 2 within Telco Room 2 to allow transition and connection from compartments within ICT Racks to the internal blown fibre to each tenant space.

5. Method of Operation

5.1 Retail Spaces available on Ground and 1st

BT Open Reach provided ONT Socket is available within each demise. This socket allows tenants to order from 500 + Providers the services they require. Currently this service can provide up to 300mb of connectivity. The BT Open Reach ONT Socket is prewired connectivity only.

5.2 Tenants Located on Floors 1st – 11th

Tenants can connect to the following services:

It is anticipated that tenants will install either a dedicated communications room on their floor plate or at a minimum a small rack that will host their equipment.

5.2.1 Copper Services

• 100 Pair Cat 3 Copper Cable is available on the 2nd Floor, with an additional 50 Pair Cat 3 Copper Cable continuing to the 7th Floor, allowing for an estimated 10 Pair per tenant, which enables the tenant to install internal cabling to terminate the PSTN circuit to a required location.

• Connectivity for BT Open Reach is within the Telco Room 1, allowing them to cross connect between Test Jack Frame and the Crone Box Main Distribution Frame to provide connectivity to the relevant floor and copper pair.

5.2.2 Fibre Services

• Fibre Services as shown above reside within both intake 1 and intake 2. • Internal Blown Fibre Tubing is available from intake 1 and intake 2 for Telco Providers to blow their

external fibre from the intake rooms to the Telco Rooms. • Within the Telco Rooms, Cabinet 1 is provided to allow the Telco Provider to install a blown fibre air

tight micro duct connector, selecting which free compartment the service is terminated within as agreed and allocated by the landlord.

• There are 3 racks containing a total of 24 compartments available per Telco Room providing a total of 48 compartments for the tenants requiring fibre connectivity, which is a healthy provision.

• The Telco Provider initially connects the Blown Fibre Tubing from the intake room, via Cabinet 1, to the appropriate compartment within the compartment. The Telco Provider can terminate their services head end equipment using provided rack space and power, the service is commissioned by the provider.

• Tenant via an ICT contactor as part of their Cat B or tenant fitout, connect the relevant micro ducts within Cabinet 2, to select free micro ducts connecting to the relevant tenant floor. Finally, fibre is blown between the compartment within the rack via Cabinet 2 reaching the tenant floor.

• 3 Risers are available, Telco Room 1 servicing Riser 1 and 2, Telco Room 2 servicing Riser 2 and 3, which ensures connectivity from the 1st Floor to the 11th Floor providing Blown Fibre Connectivity to all tenants.

• Blown fibre micro ducts can be extended using the same process on the tenant’s floor from the riser to the required location within the demise.

• Termination of the tenant blown fibre can be completed, both within the rack cabinet within the relevant Telco Room and on the tenant’s floor.

• The tenant fibre is connected to the Telco Providers equipment and then to the tenants Active Equipment on their floor plate to complete the connection.

• Security cabinets 1 and 2 should be controlled by on site building Facilities Management Teams as these chambers are communal.

• 3 x Racks and Compartments per Telco, once allocated during the installation of a circuit, the locks of these compartments become the tenant’s responsibility as it holds tenant and specific to the tenants Telco Provider equipment, spare keys can be controlled by the Facilities Management Team.

• Instructions and features highlighted above should be included within tenant and site manuals and Facilities Management Teams should be briefed.

• In the unlikely event that a tenant requires for security or regulatory reasons their Telco Provider equipment within their demise on their floor, the micro ducts can be connected within the rack compartments in similar manner to Cabinet 1 and 2 allowing the Telco Provider to blow fibre directly from the intake to the tenant floor. This should not be encouraged as the Telco Provider then requires an extended Wayleave including the riser and tenant demise.

5.3 Landlord Connectivity and Facilities Management Team

Within the following section – Proposed Installation of Additional Services, an outline of the type of connectivity which may be required for the Facilities Management Team and Tenants within the communal areas.

The Structured Cabling System and Active Network would enable Wi Fi Connectivity and connectivity to the Facilities Management Team.

5.4 Wayleaves – Blown Fibre System for Tenants Floors 1st – 11th

A feature of the Blown Fibre Installation System is to manage future wayleaves. This Blown Fibre Installation System due to the Telco Providers equipment being within the Telco Rooms controls the scope of wayleaves.

The following Wayleaves will be required:

Virgin Fibre – Blown Fibre Tubing Wayleave only required from Intake to Racks 1 – 3 within Telco’s 1 and 2.

Fibres which are installed vertically within the risers are tenant fibres and their internal networks not in scope of the Telco Providers, as their responsibility finishes within the racks in the Telco Rooms.

5.5 Wayleaves – BT Open Reach ONT for Retail Space Floors Ground and 1st

A BT Open Reach ONT system has been included within the building, which would provide infrastructure connectivity to Ground and 1st Floors for the retail spaces.

A Wayleave would be required to be signed by the Landlord for the installation of the BT Open Reach ONT system, and by future Tenants.

5.6 Wayleaves – Cat 3 – Copper System

A Cat 3 – Copper System has been included within the building, which features 100 pairs of copper extending up the risers to floor 2 and 50 pairs of copper extending up the risers to floor 7.

At initial installation the Copper system is not connected within Telco Room 1, which means it is not subject to Wayleave requirements and the Landlord would own the internal copper cabling.

If a tenant requires BT Open Reach Copper services, a Wayleave would be required that would extend to include the final master socket that provides the service, which is likely to be installed within the tenant demise.

6. Proposed Installation of Additional Services

6.1 Structured Cabling Connectivity

Consideration for the installation of structured cabling throughout the common areas should be considered.

Areas requiring connectivity include:

• Ground Floor: o Entrance Area o Lobby Area

• Basement o Telco Rooms o Plantroom

6.2 Purpose of Structured Cabling

Structured cabling (cat 6a) would provide connectivity for:

• Tenant Communal Wi Fi – Ground Floor, Entrance Way and Lobby • Facilities Management staff Wi Fi connectivity – Ground Floor and Basement Back of House areas e.g.

Plant Room • IT Connectivity for Facilities Management staff • CCTV and Access Control Solutions • BMS and System Monitoring • External connectivity for support of specialised onsite systems

Structured Cabling to be terminated within a separate wall mounted cabinet within the Telco Room’s or a suitable location such as managers office. Cabinet to enable mounting of required Active Equipment including Telco Provider connectivity, Firewall, Access Layer Switch.

6.3 Wi Fi Common Areas

Install appropriate Wi Fi coverage within the Ground Floor, Entrance Way and Lobby.

• Complete desktop study to review location and requirements for Wi Fi Access Points and required coverage.

• Inform Structured Cabling package with Wi Fi Access Point locations.

Consider the following elements within the Wi Fi Network Design:

• Multiple SSID’s, VLAN’s and Security for following stakeholders: o Guest – Tenants, simple Splash screen to provide connectivity. o Facilities Management Team Administration– Secure connectivity to allow connectivity to

required facilities equipment. o Facilities Management Team Technical - Secure connectivity to allow connectivity to required

technical equipment.

6.4 CCTV and Access Control Common Areas

Install appropriate CCTV and Access Control within:

• Basement • Ground Floor - Entrance Way Lobby • Stair Areas and common areas per floor

Inform Structured Cabling package with CCTV and Access Control equipment locations.

6.5 Internet Connection

An internet connection via the Blown Fibre Tubing system would need to be provided for the Landlord ICT Rack within the Telco Room’s or a suitable location such as managers office to provide appropriate connectivity to the IP enabled devices on the structured cabling system, including Reception and Facilities Management Team connectivity.

6.6 Additional Services

The additional services that have been outlined above are not included within the original scope of Hoare Lea’s IBG appointment but have been included to ensure all connectivity requirements within 245 Hammersmith Road have been captured.
