Procedure for On-line Submission of Tender Document

The Tender for the above works are invited online. The following procedure will be adopted for online opening of the price bids.

DEPOSITING THE BIDS:

The bids will be submitted through on-line mode of www.mpeproc.gov.in. However, certain documents would be required to be submitted physically to our office. Details are as follows:-

(A) On-line Submission on website www.mpeproc.gov.in:

1. Covering letter of the participating firms

2. Certificate for acceptance of terms and conditions of tender enquiry on firms letterhead.

3. Check list properly filled-in (Annexure-I).

4. Original equipment manufacturer (OEM) certificate or authorized dealership/distributorship certificate as applicable.

5. Detailed technical write-up highlighting the model Name/Number, features of the equipment offered and / or Technical literature/manuals.

6. Company profile along with detailed printed literature of each item or sub item quoted in the tender.

7. Compliance Certificate. Certificate of clause by clause compliance of specifications as mentioned in tender.

8. Client list/ List of users - List of Institutes / Organizations where same minimum one such work has been executed. Copy of the work order & completion certificate duly signed by the competent authority of the institute be enclosed.

9. Last 3 (three) years income tax return

STEP – II

Commercial/Price bid packet (on-line) will consist of following:

(a) Commercial/Price bid (as per format Annexure-III given in tender document).

(b) “Additional Charges / Discounts” containing details of items with financial implications on the bid. The format of the same is attached.

Technical Bid envelope-A will be opened before a committee constituted for the purpose. After verification, scrutiny and due recommendation of the committee, the financial bid of the eligible tenderer who have offered their rates in the price bid shall be opened on-line.

GENERAL TERMS AND CONDITIONS:

1. Only the manufactures and their authorized distributors/sole agents need to submit their tender. The authorized dealers should furnish a certificate from the manufacturer for their dealership.

2. No person or firm shall submit more than one Tender for the same item. No offer should have more than one model quoted; in case of more than one alternate offer only the first option will only be considered.

3. Broad-based specifications of equipment/items/systems/works etc. are given in Annexure II. The tender should also take note of the remarks, if any, given there in.

4. Submission of Tender Document

a. Tender must be submitted in a separate sealed cover envelope, addressed to the Director Extension Services, Jawaharlal Nehru Krishi Vishwa Vidyalaya, Adhartal, Jabalpur (M.P.) 482004 by Registered Post /Speed Post so as to reach on or before 05.05.2016 up to 5.00 pm (The last date for submission of the mandatory papers). The technical bid will be opened on 06.05.2016 at 3.00 pm (off-line) and financial bid will be opened on 13.05.2016 at 10.00 pm (on-line).

The Technical bid should be send seprately in sealed envelopes (Sealed envelope marked A: for Technical Bid and sealed. The financial bid will be opened on-line, after the verification of envelp “A”.

Sealed envelope marked A: "Technical Bid" will be opened first in the presence of committee.

The on-line Financial bid will be opened after due satisfaction of the committee. On line price bid shall be open only if the Firm fulfils and submnit the required document as requires on thetechnical bid.

5. a. Last date for submission of e-Tender on-line is 30-04-2016 up to 11:55 PM on www.mpeproc.gov.in.

b. Tender must be submitted in sealed cover to the Director Extension Services, JNKVV, Jabalpur 482004 by Registered / Speed Post, Courier or delivered personally so as to reach on or before dt. 05.05.2016 (5:00 PM).

c. Belated tender due to postal or any other delay will be rejected.

d. The tender for each item should be sent separately. The duly sealed envelope should super scribe

TENDER FOR THE ITEM №___________ (NAME OF THE EQUIPMENT) DUE on 05.05.2016.

e. If offers for more than one item are clubbed together, tender will be rejected.

f. The tender offers should have a validity of 180 days or more from the due date.

g. J.N. Krishi Vishwa Vidyalaya (JNKVV) reserves the right to extend the opening due date and or the date of opening the tenders.

h. All the leaflets in the offer should be marked with signature and seal of authorized person on all the leaflets.

6. Earnest Money

The tender must be accompanied by Earnest Money in the form of DD/FDR/TDR of any Nationalized Bank and should be in favour of "Director Extension Services, JNKVV, Jabalpur" payable at Jabalpur". Tender without the earnest money in the above form, will not be entertained. It must be kept in envelope marked 'A'.

7. Period of Validity

The rates quoted should be valid up to 180 days or more

8. Rates quoted

The rate could be quoted for any one item and sub group wise.

The price offered for individual sub group should be in Indian currency only.

The rates quoted should be satisfactory installation at HQ, Jabalpur, Madhya Pradesh and its constituent units located within the State of Madhya Pradesh.

Excise duty, VAT, sales tax (with and without concession certificate) and other levies, if any should be shown separately and the total price of each item should be worked out incorporating the same. Payment to tenderer will made after deducting Taxes as per Govt. norms at source and for which necessary certificate will be issued.

The tenderer shall have to give an undertaking that the terms and conditions of the tender are acceptable to the tenderer.

The rates quoted should be inclusive of packing and forwarding charges / loading /unloading / handling charges / freight / full risk coverage insurance, etc. In case of imported goods all the expenses towards custom duty, clearing charges and transportation with insurance will be borne by the firm / tenderer and they must quote the rates FOR, JNKVV, Jabalpur Jabalpur or its constituent units as given in tender document.

The institute will provide the custom duty exemption certificate if necessary for the imported instrument.

Any other charges, such as technical service charges, cost of training, installation charges, TA / DA of tender’s staff etc. if any, should be shown separately for each item and each sub-item and the total price of each item should be worked out incorporating the same.

9. The tenderers must provide guarantee / warranty on manufacturers’ letter head of satisfactory functioning of the equipment / system and free service including free replacement of parts for a period of at least 1 year from the successful and satisfactory installation of the equipment/system. Original to be deposited by the successful bidder at the time of supply.

10. For subsequent years, the facility of comprehensive annual maintenance contract should be available.

11. The order may be placed in a phased manner and the payment will be made only after successful completion of the ordered and after due verification by the committee. In any case, advance or part payment will not be made.

12. No negotiations will be made regarding tender specifications of the major and sub group.

13 a. The tenderer shall have to enter into an agreement with the V.V. before award of the work.

b. Any deviation, variation of non-compliance of the terms and conditions by the tenderer shall be considered as a breach of contract and JNKVV reserves the right to forfeit the amount of earnest money and/or security deposit in part or in full and take action as per legal arrangement.

14. In case of any quality, functioning of items and for any type of support, the supplied Tenderer/ service representative should provide support at the respective location without any cost during the warranty period.

15. Should there arise any dispute, the Director Extension Services, JNKVV, Jabalpur shall be the sole Arbitrator whose decision in the matter shall be final and binding.

16. Vishwa Vidyalaya reserves the right to accept or reject any or all offers in full or in part without assigning any reason(s) thereof. It also reserves the right to place and order wholly or in part with one or more than one tenderer as may be convenient.

17. If insufficient offers (less than 3 for each item for first call and less than 2 for each item for second call) received during First/Second Call of Tender, the offers will not be opened and procedure will be adopted for second /third call, as the case may be. All tenderers need to apply afresh for second/third call. Their offers submitted during first/second call will not be considered for second/third call and they have to apply afresh.

18. The tenderer shall have to give an undertaking that the terms and conditions of the tender are acceptable to the tenderer.

19. List of institutes / organization executed similar type of work: Vendor/Bidder who have executed or served ICAR Institutes / Central Agricultural Universities / State Agricultural Universities would be an added advantage.

20. Installation / Erection

The tenderer should install at all specified locations i.e., JNKVV, Jabalpur and its constituent Units at their own cost and risk.

The tenderer should arrange to provide training to the staff/users at all locations where the systems get installed. They should obtain the proper installation and training certificate for submission to HQ for arranging payment.

21. Payment

The payment will be made after successful erection / installation of ordered items group / sub group at all locations

The tenderer should submit the installation certificates from all locations to the DES, JNKVV, Jabalpur for processing of payment.

Payment will be made after deducting Taxes as applicable for which necessary certificate will be issued by the Office.

22. Agreement Bond

Agreement Bond have to be filled by the tenderer on Rs. 100/- (Rupees One Hundred only) Non-judicial Stamp Paper, Whose rates V.V.

23. Tenderer Eligibility Criteria

Tenderes must meet the following eligibility requirements supporting documents are to be submitted. Proposals of non-compliant applicant will not be technically evaluated.

Tenderer should be registered and in operation for at least five years of Institutions/SAUs.

The tenderer must have Service Tax registration and a PAN/TIN No. Copy of these is to be submitted along with the tender.

The tenderer should have experience of working in Government /institute /Universities / State Agricultural Universities of repute. (Provide copy of purchase order for similar implementation and satisfactory performance reports).

24. Memorandum of Understanding

Amendment if any shall be seen on the Website not in the News Paper.

25. The offer must mention make, model all the specifications of the item clearly. The company must enclose printed literature/ catalogue/ manufacturer’s web-site showing detailed technical specifications required. A folder showing many instruments without detailed technical specification, or tailor made literature mentioning “yes” or “as per your specifications” for the specifications asked for, will not be considered. Specifications given in the offer must match to the website and/or printed technical literature otherwise the offers shall be rejected.

26. Firm must provide a compliance statement vis-à-vis specifications in a following “tabular form” clearly stating the compliance, supported by technical literature with clear reference. This statement must be signed, with the company seal, by the Tenderer for its authenticity and acceptance that any incorrect or ambiguous information found submitted will result in disqualification of the offer.

27. Each and every judiciary transaction shall be subjected to Jabalpur only.

28. This tender is being issued with no financial commitment and the Buyer reserves the right to change or vary any part thereof at any stage. Buyer also reserves the right to withdraw the tender, should it become necessary at any stage.

29. If firm wishes, they can send their representatives, duly authorized in writing, to attend the Technical Evaluation and clarification regarding bids which is scheduled at 06.05.2016 at 3.00pm.

Item No.8: Bio gas plant- floating type

1. Family Size HDPE makes pre fabricated biogas plant with central guide pipe, spring mechanism, inlet pipe connections, outlet pipe, outlet connections, gas pipe and biogas double burner.

2. Size of Bio gas plant shall be 3 m3 - 4 m3 having Dia 1600-1700 mm with height of 3200-3500 mm

3. The material of construction of biogas digester and gasholder shall be such that it does not impart any colour, odour nor any toxic effect and it shall not contaminate biogas slurry.

4. Polyethylene resin to be used for the manufacturing of biogas digester and biogas holder should be rotational moulding grade.

5. The material to be used for prefabrication / construction of such biogas plants to be guaranteed by the manufacturers to have minimum useful life of 10years.

6. The digester shall be made of minimum 4.50 mm to 5.50 mm average wall and bottom thickness for digester, gasholder, inlet and outlet pipe.

7. There will be all provisions of partition wall for biogas plants. 8. Biogas holder shall be made of 4.40 mm average minimum thickness with provision

for outlet connection. It must have arrangements to contact ½” (12.7mm) gas outlet connection.

9. Biogas plant shall have central guide pipe made of Stainless steel with minimum thickness of 2.0mm and shall be made in such a way that hold spider and also that allow to move vertically up/down smoothly.

10. Spring spider mechanism shall be provided with black corrosion resistant pant and with proper spring index which exerts sufficient pressure to displace biogas at 100-150 mm water column. Spider made of SMC material with the provision to connect with central guide pipe. It shall fit on to the biogas holder in such way that makes biogas holders up/down movement freely and smoothly.

11. Inlet pipe shall be minimum 4” (100mm) UPVC / PVC. Inlet connection shall be of 4” (100mm) UPVC / PVC with adequate gaskets and check nut.

12. Outlet connection shall be moulded and shall be an integral part of biogas digester it shall be compatible with 4” (100mm) flexible UPVC/ PVC pipe and joint may be finished in such a way that no leakage of biogas plant slurry take place during the life span of plant.

13. Gas outlet valve shall be of minimum ½” (12.7mm) with inside threaded connection and leaving no chance of gas leakage at the base of joint with gasholder.

14. Gas outlet connection shall be ½” (12.7mm) PVC/ UPVC connection with adequate gasket and check.

15. Gas outlet pipe shall be HDPE 16-20mm
