I. Introduction

1. Atitsfourteenthmeeting,theBoardrequestedtheSecretariattodeveloparequestforproposals(RFP)forREDD-plusresults-basedpayments(RBPs),includingguidanceconsistentwiththeWarsawFrameworkforREDD-plusandotherREDD-plusdecisionsundertheUnitedNationsFrameworkConventiononClimateChange(UNFCCC).12. TheobjectiveoftheRFPpilotprogrammeforREDD-plusRBPsistooperationalizeREDD-plusresults-basedpaymentsandgatherexperiencetofurtherimprovetheproceduralandtechnicalelementsofRBPsusingGCFresourcesinthelearningstage.3. ThepilotprogrammewillrunfromthelaunchoftheRFPinOctober2017untilthelastmeetingoftheBoardin2022.Aminimumof3ConceptNotesfrom3differentcountriesneedtobesubmittedtoinitiatetheRFPevaluationprocess.TheassessmentoftheconceptnoteswilloccurintheorderinwhichtheywerereceivedbytheSecretariat.4. TheRFPwillencompasstwostages:inthefirststage,ConceptNotesarereceivedbytheGCFonarollingbasisafterthelaunchoftheRFP,allowinganyinterestedcountriestoapply.Inthesecondstage,countriesthatarenotifiedoftheireligibility(accordingtothescoringinsection1below)areinvitedtosubmitaFundingProposaltotheGCF.5. AcountrycansubmitmorethanoneproposalprovidedthatthetotalamountofGCFpayablevolumeofERswillnotexceedmorethan30%ofthesizeofthetotalenvelope(seesection3.4fordetails).

II. Eligibilitycriteria

6. Proposalsmustmeetthefollowingcriteria:(a) BythetimeofsubmissionofaConceptNote,thefollowinginformationrelatedto

UNFCCCrequirements,includingtheelementsreflectedindecision1/CP.16paragraph71,shouldbeinplaceandmadepubliclyavailable(e.g.ontheUNFCCCREDD-pluswebplatform):(i) TheNationalREDD-plusStrategyorActionPlan;(ii) FREL/FRLthatisappliedtotheresultsperiodforwhichpaymentsarerequested

hasbeensubmittedtotheUNFCCCandhasundergonetheConvention’sTechnicalAssessment2ofFREL/FRL;

(iii) NationalForestMonitoringSystem(i.e.descriptionprovidedintheBURAnnex);(iv) Asafeguardsinformationsystem(SIS)toinformhowthesafeguardsare

addressedandrespected,andasummaryofinformationonhowalltheCancunREDD-plussafeguardswereaddressedandrespectedduringtheperiodforwhichpaymentforresultsisbeingrequested.3

(b) TheREDD-plusresults,forwhichpaymentsarerequested,havebeenincludedintheTechnicalAnnexofthecountry’sBURsubmittedtotheUNFCCCbythetimeofsubmissionoftheRBPConceptNote;inaddition,theTechnicalAnalysis4shouldbecompletedandthereportmadeavailableontheUNFCCCwebsitebythetimeofsubmittingthecompleteRBPFundingProposal.

III. Modalityandscope

3.1 Accessmodality

7. ThesubmissionofREDD-plusRBPFundingProposalsshouldbethroughexistingAEstotheGCF,incoordinationwiththeREDD-plusnationalentity/focalpointtotheUNFCCC,andfollowingtheproceduresdefinedbytheircorrespondingNationalDesignatedAuthority(NDA).InaccordancewiththeBoard’sinitialno-objectionprocedure,approvedbydecisionB.08/10,ano-objectionletterfromtheNDA/focalpointisrequiredforallREDD-plusRBPFundingProposals.Inaddition,writtenconsentfromtheREDD-plusnationalentity/focalpointtotheUNFCCCsecretariat,wherenominatedbythecountry,mustbeprovided.

3.2 Financialvaluationofresults

8. AfixedvalueofUSD5pertonneofcarbondioxide(CO2)equivalentofreducedemissionsorenhancedremovals,fullymeasured,reportedandverified,consistentwithUNFCCCmethodologicalguidanceandGCFrequirements,willapplyforthepilotprogramme.ThefinalamounttobepaidbytheGCFpercountrywillbedeterminedbasedonacombinationoffactorsincludingthescorecardresultsandavailablefinanceforthepilotprogrammeandissubjecttoBoardapproval.

3.3 Eligibilityperiodforresults

9. Underthepilotprogramme,theGCFwillacceptforconsiderationtheresultsfromacountry’sBURREDD-plusannexthathavebeentechnicallyassessedthoughtheUNFCCCprocessstarting31December2013(timeofadoptionoftheWarsawFrameworkforREDD+)until31December2018.

3.4 Sizeoffundingandallocationofpayments

10. TheREDD-pluspilotprogrammewillbelimitedtoamaximumamountofUSD500million.11. ConsideringavaluationofUSD5/tCO2eq,theGCFwouldbeabletopayforupto100milliontCO2eqemissionreductions(ERs).Themaximumamountofpaymentspercountrywouldbesetat30%ofthetotalpayablevolume(30MtCO2eq)duringtheentirelengthofthepilot.

12. Proposalswillbeapprovedonarollingbasis.Onceacountrysubmitsresultsforanyyear,theywillbeexpectedtopresentasignificant7,indicativevolumeofresultsforeachsubsequentyearfortheremainderoftheeligibilityperiod.ResultsachievedandtheestimateofresultsthatareofferedtotheGCFforeachyearoftheentireeligibilityperiodwillbeusedforportfolioplanning,withoutbindingimplications,andrespectingthe30%countrycapontotalvolumeofresults.ThisestimationofresultstobeofferedtotheGCFwillbeusedtodetermineanindicativecountry-specificallocationoffunding,subjecttoavailableresources.13. Thepaymentswillbeprovidedfollowingthestepsbelow:

• Step1:AEsproposeavolumeofachievedERstobeconsideredforthepilotprogramme

• Step2:ThevolumeofERsofferedistranslatedintoGCFvolumeofERsapplyingtheequationbelow,basedonthescoresofsectionsa)andb)oftheStageIIScorecardelements(seeAnnexIII).TheresultingGCFvolumeofERswillnotexceed30%ofthemaximumpayablevolumeofERspercountryintheentireperiodofeligibleresults:8

3.5 Useofproceeds

14. CountriesreceivingREDD-plusRBPthroughtheAEsmustreinvesttheproceedsinactivitiesinlinewiththeircurrentornextNationallyDeterminedContributions(NDCs)asestablishedundertheUNFCCCParisAgreement,theirREDD-plusstrategies,orlow-carbondevelopmentplans.TheseactivitiesmustalsobeconsistentwiththeobjectivesoftheGCF.Countriesmustprovideadescriptionoftheanticipateduseofproceeds,includingthemainactivitiestobeconducted,theagenciesorrelevantstakeholdersinvolved,thetimeframeforimplementation,andtheassessmentprocessforGCFsafeguards,consistentwithGCFpolicies.CompliancewithGCFpolicieswillberequiredaswellassimplifiedreportingontheproposedactivities.

3.6 Ownershipandlegaltitle

15. OwnershipoftheemissionsreductionspaidforbytheGCFwillnotbetransferredtotheGCF.PaymentsshouldberecordedintheUNFCCCwebportalandrecipientcountries’nationalcounterpart,andcorrespondingresultswillnolongerbeeligibleforRBPsundertheGCForinanyotherarrangement.Countriescanconsider,attheirowndiscretion,tousetheemission 7Forexample,annualindicativevolumeofresultsshouldbeproportionaltotheoveralllevelofresultsachievedintherelevantyears.

3.7 Scaleoftheproposal

16. PerUNFCCCguidanceforREDD-plus,theproposalsmustrepresenttonnesofemissionsreductionsorenhancedremovalsatanationalor,onaninterimbasissubnationallevel.Anysubnationalprogramproposalshouldbeofsignificantscale,onepoliticalorecosystemleveldownfromnationalscaleanddefinedbyeachcountry,demonstratingthatanaggregationofsuchsubnationalscalescanconstitutethenationallevel(e.g.states,provinces,biomes,etc.).Subnationallevelproposalshouldalsodemonstrateambitiontoscaleuptonationallevelandshoulddemonstrateacontributiontonationalambitionforemissionsreductions,forexample,theNDCand/ortheimplementationofthenationalREDD-plusstrategy.

3.8 Forestreferenceemissionlevels/forestreferencelevels(FREL/FRL)andresults

17. TheFREL/FRLandREDD-plusresultsreportedontheUNFCCCREDD-pluswebplatformwillbeconsideredusingtherelevantcriteriadefinedinthescorecard(seeAnnexIII),buildingontheUNFCCCTechnicalAssessmentoftheFREL/FRLandTechnicalAnalysisoftheBURTechnicalAnnex.

3.9 CompliancewithrelevantGCFpoliciesandprocedures

18. Fortheactivitiesundertakeninthepast.Thefundingproposalwillbeaccompaniedwithduediligencereport(s)describingtheextenttowhichtheactivitiesundertakeninthepastleadingtotheresultsforwhichtheRBPisrequestedhavebeenimplementedinamannerconsistentwiththefollowingGCFpolicies:EnvironmentalandSocialSafeguardstandards(ESSStandards),GenderPolicyandInterimPolicyonProhibitedPractices.TheduediligencereportswillbeassessedagainstthescorecardprovidedinAnnexIII11.(a) InterimPolicyonProhibitedPractices:Therelevantaccreditedentityshoulddeliver

anappropriateduediligencereportsubmittedalongsidethefundingproposal,todemonstratethatnoprohibitedpracticesoccurredduringtheimplementationoftheactivitiesthatleadtotheREDD+results.TheAEshouldgivearepresentationintherelatedFAAtothiseffect;

(b) Genderpolicy:TheAEshouldprovideanassessmentdescribingtheextenttowhichthemeasuresundertakencompliedwiththeGCFgenderpolicy.TheGCFhastherightintherelevantFAAtoundertakeinvestigationsinrelationtocomplaintsandgrievancesraisedbyaffectedstakeholdersandexerciseappropriateremediesduringtheimplementationperiod;

(c) Environmentalandsocialsafeguards:12

(i) Duediligence:theAE,incollaborationwiththeHostCountry(ies),willprepareanenvironmentalandsocialassessment(ESA)reportdescribingtheextenttowhichthemeasuresundertakentoidentify,assess,andmanageenvironmentalandsocialrisksandimpacts,inthecontextoftheREDD+proposal,wereconsistentwiththerequirementsoftheapplicableGCFESSstandards.TheSecretariat,initssecond-levelduediligence,willtakesuchassessmentintoaccountaspartofitsoverallconsiderationofthefundingproposalagainstthescorecard.This,alongwiththecountry’sownassessmentofhowtheCancunsafeguardswereaddressedandrespectedduringtheREDD+activities,willprovidethebasisforrecommendingtheproposaltotheBoardforapproval.

(ii) Stakeholderengagement:DescriptionofstakeholderengagementwillformpartoftheinformationprovidedbythecountriesthroughtheUNFCCCsummaryofinformationaswellastheESApreparedbytheAEs.TheassessmentbytheAEdescribedinsection(i)shallincludeadescriptionofhowthestakeholderswereidentified,informed,andconsultedandhowtheyhaveparticipatedintheactivities.ThedescriptionbytheAEshallalsoincludesummariesofconsultationshighlightingtheconcernsandissuesthatwereputforwardbythestakeholdersandhowthesewererespondedto.

(iii) Grievanceredress:TheESAwillincludeadescriptionofthegrievanceredressmechanisms,oranalogoussystemwhetherestablishedaspartoftheREDD-plusactivitiesorasintegraltothesystemofthecountry.TheESAwillalsospecifyhowthemechanismswereaccessed,thecomplaintsthatwerereceived,andhowthesewereresolved.

19. FortheuseofRBPproceeds.Thefundingproposalwillprovide,inrespectoftheactivitiesproposedtobefinancedbytheREDD+RBP:(a) GenderPolicy:TheAEshalldescribeinthefundingproposalhowitwillundertake

activity-levelgenderassessmentandactionplanoncethedetailsoftheactivitiesbecomeknown.

(b) IndigenousPeoples’Policy:WithrespecttotheprospectiveIndigenousPeoplespolicy,theAE,aspartofitsduediligencereportandfundingproposal,shalldescribehowtheactivitieswillmeettherequirementsofthepolicyandguidedbytheprevailingrelevantnationallawsand/orobligationsofthecountriesdirectlyapplicabletotheactivitiesunderrelevantinternationaltreatiesandagreements.

(c) InterimPolicyonProhibitedPractices:TheAEshallprovideinformationthatassuresthattheactivitieswiththeuseofproceedswillfollowtheinterimpolicyonprohibitedpractices,suchas:undisclosedprohibitedpractices,includingmoneylaunderingandthefinancingofterrorism;impropersubsequentuseofGCFproceedsintheprohibitedpractices;anddoublepaymentorfinancingforthesameresultsachieved,etc.

(d) MonitoringandAccountabilityFramework(MAF):AsimplifiedreportingregimeshallbeestablishedinplaceofthatsetoutintheMAFfortheuseofRBPswhichshouldincludeinformationontheactivitiesundertakenwithGCFfundingandreportingcompliancewiththeabovementionedGCFpolicies.Thereportingperiodwouldbe

(e) Environmentalandsocialsafeguards:13(i) Duediligence:TheAEshouldprovideanenvironmentalandsocial

managementframework(ESMF)thatwilldescribehowenvironmentalandsocialrisksandimpactswillbeidentified,assessedandmanagedinamannerconsistentwiththeGCF’sESSstandards,includingthedeterminationoftherelevantenvironmentalandsocialriskcategoryoftheproposedactivities.

(ii) Riskcategory:BasedontheinformationprovidedintheFundingProposalandtheESMF,theproposalwillbecategorizedanddisclosureperiodwillbedetermined.

(iii) Stakeholderengagement:InformationonconsultationsundertakenwithaffectedandpotentiallyaffectedcommunitiesduringdesignandduediligencetheactivitiestobesupportedbytheRBPproceeds;andthestakeholderengagementplandescribingtheactionstoensureeffectiveconsultationandparticipationforperiodofimplementationoftheuseofproceeds.

(iv) Grievanceredress:Informationonrelevantgrievanceredressmechanismtobeappliedforthefutureactivities.

IV. ProposalapprovalprocessfortheREDD-plusresults-basedpaymentpilotprogramme

20. TheRFPwillencompasstwostages:inthefirststage,conceptnotesmaybesubmittedtotheGCFonarollingbasisthroughalltheperiodoftheRFPandbeforethelastdisbursementatthelastBoardmeetingin2022,allowingallinterestedcountriesthatfulfilledtheUNFCCCrequirements14torequestREDD-plusresults-basedpayments.Inasecondstage,eligiblecountries(perscoringoftheConceptNote)areinvitedtosubmitaresults-basedpayment(RBP)FundingProposaltotheGCF.TheBoardwillconsiderRBPFundingProposalsbasedontheSecretariats’assessmentandtherecommendationsfromtheIndependentTechnicalAdvisoryPanel(ITAP).21. Theproposalapprovalprocesswillfollowthesequenceprovidedinfigure2below:

4.1 Stage1:Submissionofresults-basedpaymentConceptNotes:

22. TheConceptNoteshouldbesubmittedbytheAE.Itwillbesubjecttotheeligibilitycriteriaasdefinedinsection1ofthescorecardcontainedinAnnexIII,andshouldfollowthetemplatedevelopedbytheGCFSecretariatforRBPConceptNotes.Itshouldinclude:(a) ReferencestorelevantinformationintheUNFCCCREDD-pluswebplatformandother

publicdocumentationasrequiredintheUNFCCCdecisions,including:(i) TheFREL/FRLthatisappliedtotheeligibleresultsperiodforwhichpayments

arebeingrequested,submittedtotheUNFCCC,andconfirmationthattheTechnicalAssessmentofaFREL/FRLhasbeenfinalizedandthereportisavailableontheUNFCCCREDD+webplatform;

(ii) EvidencethattheBURTechnicalAnnexcontainingtheREDD+resultsforwhichpaymentsarebeingrequested,hasbeensubmittedtotheUNFCCCandeitherevidenceofthecompletedTechnicalAnalysisoranindicationofwhentheTechnicalAnalysiswillbecompleted;

4.5 Legalarrangementsanddisbursement:

34. TheGCFwilltransferfundsthroughtheaccreditedentitytotherecipientdefinedinthefundingproposalinasingledisbursementafterapprovalbytheBoard.ThefeeswillbenegotiatedbetweentheGCFandtheaccreditedentitybasedonthedelegatedauthoritytotheExecutiveDirectoroftheGCFtodecideafeestructureforRBPs.FurtherdetailsonthelegalarrangementswillbedevelopedforthepurposeoftheREDD-plusRBPandreflectedinthefundedactivityagreement(FAA).35. TheFundwillhavetherightstoconductadhocchecks,evaluationsand/orinvestigationsinrespectofthepastactivitiesthatledtotheREDD+resultsforwhichtheRBPshavebeenmadebasedontheinformation,duediligencereportsandtechnicalreportsprovidedintheFundingProposal.36.
