• Getting to grips with the technical aspects
– The 4 areas and the corresponding requirements

LESSONS LEARNED : ACQUISITION OF DATA
• ONE SIZE DOES NOT FIT ALL !!!
• Area 1
– Terrain data generally available from civil / military national geodetic agencies
– Obstacle data (> 100m above ground) : start from existing data (AIP ENR 5.4 - Air Navigation Obstacles)
• Area 4
– Mostly available with aerodrome authorities and used for PATC
• Area 2
– Collect existing data (Take-off flight path area Obstacle Identification Surfaces; and aerodrome Obstacle Limitation Surfaces)
– Generally require new surveys
• Area 3
– Generally only applied together with Aerodrome Mapping Data acquisition (AMDB)

LESSONS LEARNED : DATA, DATA, DATA !!!
• General
– Data originators may not be familiar with complex data models
– The right attributes and metadata ensure further checks (verification / validation), queries (selection, display, extraction).
– Data quality assumes minimal re-entries or actions on originated data
• Data model importance
– It is the Foundation of the data sets
– It ensures consistency if there are various originators / acquisition campaigns
– It must be interoperable and adapted to local needs

RECOMMENDATIONS – PROJECT MGMT
• Set Project Team and agree on key-points
– Involve regulator and main stakeholders (aerodromes, ANSP, users, national agencies), assign roles and responsibilities
– Get resources (financial + technical competencies – eg data-related)
– Set a program with priorities
• Plan for 3 phases
– Planning, organizing, coordinating, tendering
– Data acquisition, reception and management : a lot more than you can imagine
– Data provision : policy and access rights, technical means
• But don’t forget maintenance
– To be organized as from the beginning
– Use multiple means (local surveillance of obstacles, new data available, scrutiny of regions with major developments)

RECOMMENDATIONS – DATA MANAGEMENT
• Verification and validation
– To be planned at the very beginning (and included in formal arrangements)
– Time-consuming phase
– Implies multiple coordination with originators
– Consider automation (as much as possible)
• Data post-processing
– Filter the data according to themes (areas, height, etc.)
– Consider tailored data provision
• Data publication / provision
– Set the main principles (policy, access rights) – potentially per type (Terrain / Obstacle) and per Area
– Consider technical means and their relationship with AIM core systems

CONSIDERATIONS ABOUT UPDATES
• Detect and track changes
– Use all existing channels (e.g. authorization by CAA for new obstacles)
– Liaise with local air navigation services,
– Use obstacle information from NOTAMs
• Use other data
– Satellite images
– Windmill databases
– Other administrations
• Set the update rate
– Depends on evolution in the area
• Ongoing test in France based on change
detection

OTHER POTENTIAL SHOW-STOPPERS
• Costs – Incremental approach
– Split / share the costs between stakeholders per area of responsibility
– Competitive procurement process and negotiation
• Assignment of responsibilities – CAA to provoke discussions, incentives
being the regional monitoring of progress (workshop, questionnaire) and the expression of user needs
– Specific Task Force between regulators to address this point

CONCLUSIONS • TOD calls for a global approach
– involving all stakeholders, especially regulator, ANSP and aerodromes
– calling for multiple expertise (managerial, legal, technical)
– where all phases (acquisition, data management, data provision) need to be assessed early in the project
• We are learning many lessons from mistakes
– Too much focus on technical aspects
– Data management importance under-estimated
• TOD is a good example of “Going Digital”
– Transition from existing various product-based processes
– Paragdim change: think DATA, not publication
