PUBLIC PRIVATE PARTNERSHIPS AND INTER-AGENCY CONVERGENCES (PPPIAC) of NEA, TESDA and PHILRECAIn the Development of Skilled Line Workers in the Countryside(Linemen/Electrician)By: R.B. Garcia

OBJECTIVES:

*The NEA and TESDA are mandated and committed to facilitate a continuing program and development for skilled workers in order to meet the objective of ASEAN Community by 2015 which is Moving Forward in Unity to A Peaceful and Prosperous Community;

*TESDA as a leading and matching institution shall develop and implement a certification and accreditation program in which other government agency and private industry group and trade associations are accredited to conduct approved and promulgated trade test according to standards set by the authority;

*NEA as a Government Owned and Controlled Corporation together with the Philippine Rural Electric Cooperatives Association, shall organize and implement the conduct of a competency based curriculum for both linemen and electricians on either local or regional level;

*NEA, in coordination with the Regional Association of Electric Cooperatives and TESDA will come-up with an Industry-based Linemen and Electrician programs for Apprentice, Trainers and Assessors per region;

*NEA with supervisory functions to all electric cooperatives nationwide shall coordinate with TESDA main Office for a possible approval of financial appropriation for this purpose subject to TESDA Provincial and Regional Training Scholarship Allocation;

*NEA will request for a design and approval of several industry-based newTrades such as the Basic Course on House Wiring Installation and Maintenance and other relevant trades in the electric distribution industry;*TESDA will provide certification to those who meet the competency standards. This ensures the productivity, quality and global competitiveness of the middle-level workers especially in the countryside.DESCRIPTION OF THE PROJECT:

TITLE:NATIONAL TECHNICAL SKILLS TRAINING PROGRAMS

HOW DID THE PROJECT MATERIALIZE? :

The recent occurrence of natural calamities in the country has caused tremendous suffering, loss of life and destruction of property and infrastructure. These events have also highlighted the lack of human resources, preventive measures and emergency plan for disaster response and rehabilitation, most especially in the electric distribution industry.The National Electrification Administration-EC Task Forces are readily available at a moments notice to rebuild the electric distribution infrastructure after every disaster. However, power cannot be restored immediately in most areas due to lack of capable linemen and electricians responsible for power restoration from line to household level.The NEA recognizes the need to strengthen the Disaster Management Team handling the restoration of electric distribution services and infrastructure. Thus, we are geared towards the skills and training development for both power distribution line construction and maintenance linemen and house wiring and installation electrician at local or regional level that can be a source of manpower during calamities and other restoration activities.

The NEA would like to institutionalize these two competency areas through an inter-agency partnership with TESDA that will lead to group competency qualification, competency requirements, training standards up to national assessment and certification arrangements.PARTNERS PROFILE:

NATIONAL ELECTRIFICATION ADMINISTRATION :

Created on August 4, 1969 through RA 6038 which later became a corporation under PD 269 on August 6, 1973. For almost 45 years, NEA has undertaken the task of improving the socio-economic status of the people in the countryside through total electrification. NEA has provided financial, institutional, and technical (FITs) assistance to the Electric Cooperatives (ECs) which in turn undertake power distribution on an area coverage basis.While, Section 58 of Electric Power Industry Reform Act (EPIRA) of 2001 (RA 9136), mandates the NEA to strengthen the technical capability, financial viability of rural electric cooperatives as electric utilities and to prepare said ECs to operate and compete in the deregulated electricity market, specifically in an environment of open access and retail wheeling.The NEA will be represented by the following officials/employees:Chairman: Secretary Carlos Jericho L. (PHILRECA) is the organization of 119 electric cooperatives (ECs) operating across the archipelago.Was organized on July 01, 1979 as a non-stock, non-profit, and non-political organization governed by a Board of Directors composed of fifteen (15) Regional Association Presidents and the General Manager as an Ex-Officio member. FUNDING/SCHEDULE :

The Technical Skills Training Project under the partnership of TESDA and NEA together with all Electric Cooperatives as represented by PHILRECA will start with three (3) basic skills program that will answer the training needs of linemen and electrician nationwide.TECHNICAL SKILLS TRAINING PROGRAMSA. Power Distribution Line Construction and Maintenance (NC Level II) (30days)

1. Pilot School: NELECA through CAGELCO II (host EC)

Target Date: September 23 October 22, 2014Target Number of Participants:35-45 per school

2. Estimated cost per person for the entire duration of the program (30days)

Cost of Food and Accommodation (line-in)a. @500/day/person = Php 15,000 cost of food & accom. for 30daysNote: payable to the host cooperative

Cost of Tuition for 30 days programb. @2,000-2,500/person = cost of tuition per person for 30days program Note: payable to the host cooperative

B. Trainers Methodology Course for Linemen and Electrician Assessor/Trainer Competency Program (Training Methodology I) (30days)

1. Pilot School: Luzon, Visayas and Mindanao (Location: can be through Regional TESDA)

Target Date: For Coordination with TESDA Training CentersTarget Number of Participants:30-40 per school

2. Estimated cost per person for the entire duration of the program (30days)

Administrative Cost (Food, Handouts & Kit) (live-out participants)

Cost of Tuition for 30 days programa. @8,500-9,500/person = cost of tuition per person for 30days program Note: payable to TESDA Accredited Training Institution

Now, any Electric Cooperative can handle their own Linemen Training and Electrician Courses if these trainers are able to undergo the required trainings for an Assessor/ Trainer responsibility:

QUALIFICATION OF ASSESSOR/TRAINERS (Building Wiring Installation & Maintenance):The instructor/trainer who will handle this course must possess the following qualification: Have undergone training on Training Methodology I (TM I) Be a holder of at least National Certificate Level II, Building Wiring Installation or its equivalent Be of good moral character Be a holder of CSC Professional eligibility (for government position) or appropriate professional license issued by the PRC Be computer literate Be physically and mentally fit *Has 1 year relevant industry experience and/or teaching experience

QUALIFICATION OF ASSESSOR/TRAINERS (Power Distribution Line Construction & Maintenance (NC Level II):The assessor/trainer who will handle this course must possess the following qualification: Have undergone training on Training Methodology I (TM I) Be a holder of at least National Certificate Level II, Power Distribution Line Construction and Maintenance (NC Level II) or its equivalent Be of good moral character Be a graduate of a 4-yr. Degree course or its equivalent, preferably with electrical technology background or its equivalent Be computer literate Be physically and mentally fit *Has 1 year relevant industry experience and/or teaching experience
