Many thanks for all your comments and
suggestions after reading the first edition. The plan
for the next few weeks is to have, wait for dramatic
announcement, no paid advertising.
So when you see what looks like an advert, it is a
promotional piece of artwork or design for a local
event, or good cause organisation. It is included asuseful community info and we have received no
money.
However if you are a local Fleetwood market stall
holder or small shopkeeper, and want to offer our
readers a very special offer. Then we will include
details next week, we will ask them to tell you they
claim the deal after reading about it in FY7 Weekly. There will be no fee, we just want you
to trust us, we know you are very sceptical of slick high commission advertising salespeople. We do not and will not employ any of them.
Ex prisoners Fleetwood residents deserve the facts
and their permission.
t is good that ex-prisoners are getting help to return to the real world. Langley House Trust
seem to be one of the best organisations available to help ex-prisoners.
However Fleetwood residents deserve answers to these important questions. Why do Wyre
Borough Councillors, Lancashire County Councillors, and Fleetwood Town Councillors all
have no influence over permissions to place twenty ex prisoners in four domestic houses in
Fleetwood?
Do you home ex-prisoners in Thornton Cleveleys, Poulton Norbreck or Garstang? If not
why not?
How many of your current "clients" have strong
inks in the past to Fleetwood or Blackpool?
Fleetwood Town Council Chairman Cllr Terry
Rogers has invited The Langley House Trust to
address their next meeting. It is in the North Euston
Hotel on Tuesday 26th April at 7pm.
At the time of writing this they have not responded
to the invitation.
There are at present no rules or permissions
required to house ex offenders. However there is a
new potential option to prevent what is called a

"saturation" of these types of properties in an area.
Parts of Blackpool do have a major issue with the conversion of former guest houses and
small hotels. Some had a few years as care homes then
many became bail hostels, children's homes for difficult
children, half-way houses, rehab centres, and some low
quality accommodation for people with a range of problems
often linked to drugs or alcohol.
Councillors in Bispham are starting, what has been described
as a three year process. It will lead to a "community
referendum" that can change planning policy to stop further
change of use, when a certain number had already been
reached. Perhaps Fleetwood Councillors could investigate
this option?
Join in with the Queen's 90th birthday celebrations
On Thursday 21 April 2016 Wyre will celebrate Her Majesty the Queen’s 90th birthday with
the lighting of beacon at the Mount in Fleetwood.
This is just one of hundreds of
beacons to be lit all over the
Uni ted K ingdom, Channelslands, Isle of Man and UK
overseas territories. The Queen
herself will light the principal
beacon at Windsor Castle, with
over 200 communities following
country wide. The event will start
at 6pm at the Mount Pavilion in
Fleetwood.

tradition of marking Royal
ubilees, weddings, coronations
and special birthdays for hundreds of years in this way and I’m delighted that we’re able to

“There’s something very special about being part of this national celebration and it would
be great to have as many people along as possible to join in this wonderful occasion”.

Throughout the event school children will be
performing songs followed by a speech from
The Mayor of Wyre, Councillor Tom I Balmain
at 7:20pm and the lighting of the beacon at
7:30pm. The event will come to a close at 8pm.
The celebration, organised by Wyre Council, is
an open free event and residents areencouraged to come along and join in the
celebration. The Mount is located on the
esplanade in Fleetwood. Parking will be
available at Marine Hall and along the
esplanade.
The last major beacon celebration was Her Majesty The Queen’s Diamond Jubilee on 4
June 2012 and there is an expectation of the same excitement and community spirit for this
special celebration.
Here is something to put in your diary. Pop in to the
fantastic cafe at Fleetwood Museum about 1pm on
Thursday April 28th. Your purchase of a snack and
drink will help to keep the important Museum
viable.
You will need the refreshment, because at 1.30pm
you will set off for a 2 mile Heritage Walk. Forabout 90 mins Fleetwood's leading historian Dick
Gillingham, will walk and talk on Fleetwood,s early
history. Dick will explain why Sir Peter Hesketh
developed Fleetwood. Why he paid for the railway
ine to be built from Preston to Fleetwood.
There is no official fee for joining the Heritage Walk, but a donation to the Fleetwood
Museum Trust will be warmly welcomed.
£100 an hour to splash!Are Fleetwood residents allowed to question why it will cost £28,500 to run Marine Splash?
Are public liability insurance boss's in control of how many staff must be present?
s it true that when Fleetwood campaigners objected to the filling in of the much loved
paddling pool, they were told it cost £12,000 a year to clean out and keep safe? Did WyreCouncil say a splash pad would be a lower cost alternative?
Did Wyre Council do any research on the costs and health implications of the water, that
would be used? Did Wyre Council know it would cost twice as much to provide the service?

New sea defences at Rossall pass halfway mark
Construction of new sea defences at Rossall has reached a major milestone as installation
of the stepped revetment begins and the project passes the halfway mark.
Two kilometres of defences from Rossall Hospital to Rossall Point are being replaced in a
£63m coastal defence scheme that will protect 7,500 properties from the risk of flooding.
325,000 tonnes of rock armour are being used to create the base of the defences, to
weather the harsh conditions on this exposed part of the coastline and allow the beach to
build up in the area.
Between the rock revetment and the
promenade, specially manufactured
precast concrete is being used to form
a stepped revetment to break thewaves. Each unit, of which there are
over 1000 in total, is the weight of
around two double decker buses and is
placed in position by a vacuum lifter
from a crane.
Councillor Roger Berry, Cabinet
member with responsibility for sea
defences at Wyre Council, said: "Thenstallation of the first precast concrete stepped revetment units marks significant progress
n the construction of the defences.
"Much of the work for the first two years has been focussed on the importation and
placement of rock armour to the lower revetment but now we can see the rest of the
defences starting to take shape.
"This work is absolutely vital to reduce the risk of coastal flooding to homes in this
community. Local residents have been very supportive of the building work and logisticsnvolved and the necessary closure of the promenade.
"The good news is that the project is progressing extremely well and on track to be finished
by the end of next year."
Of the 2km being replaced, 850m of lower rock revetment and 1185 metres of steel piles
are in place, five of eighteen groynes are complete with seven more partly constructed and
over 210,000 tonnes of rock have been imported. The promenade will look similar in design
to Cleveleys.
Simon Barker, Project Director at Balfour Beatty, main contractor for the sea defences,
said: "The rock armour in the lower defences is progressing well and importation of rock is

ahead of schedule. This now enables us to commence the upper revetment structure with
nstallation of the precast concrete units.
"It's great to see the hard work of Wyre Council, the Environment Agency and Balfour
Beatty coming together resulting in a world class coastal defence scheme."

The Fylde Peninsula Coastal
Programme (FPCP) is a partnership
between Wyre Council, Blackpool
Council, Fylde Council and the
Env i ronment Agency . FPCPsuccessfully secured £86m from the Department for Environment, Food and Rural Affairs to
fund improvements to sea defences at Rossall and Anchorsholme. The sea defences at
Rossall protect 7500 very low lying properties and have been recognised nationally as one
of the highest risk and most important areas for improvement in England. The area is
subjected to some of the highest waves and currents on the Fylde Coast.

Marine Hall chalet investment?We can all decide if we like the look of the ten new beach chalets in the next few weeks.
The colonnade next to the Marine Hall has not exactly been over used in recent years.
So it may be that having ten extra families, using the chalets as often as possible, may give
a boost to the area. All money spent by Councils comes from us in one form or another in
tax.
Wyre Council has spent
£150,000 of that tax
construct ing the ten
chalets. They say all ten
are now let to Fleetwood
families. Each paying
£1,500 a year rent. If there
s no vandalism and no
maintenance costs, they
will get the investment
back in ten years.
n the real world, it may be better to estimate it will take 15 years. What is your opinion of
this?
Lancashire schools are top of the class
According to recent government figures, 90% of schools in Lancashire are rated as good or
outstanding. Based on Ofsted ratings, Lancashire – which has more schools than any other
ocal authority – is in the top quarter in the country.
Figures to February 2016 showed that 24% of Lancashire schools were outstanding, and
66% were good, compared to 20% and 65% respectively for England as a whole.

Lancashire's figure for 'requires
mprovement' is 4% lower than the rest
of the country at 9%, and 1% are judged
inadequate', which matches England
figures.
Lancashire County Council's head of
School Improvement, Jonathan Hewitt,said: "It's very satisfying indeed to see
that the latest statistics from the DfE
back up what we already know – that
the quality of schools in Lancashire
compares very well with the rest of the country.
"To have 4% more 'outstanding' schools than the
England average is not easy, as outstanding ratings
are very difficult to achieve. I'm genuinely proud ofour schools here in Lancashire. These figures clearly
demonstrate the high quality of headteachers, their
staff and governors and the commitment of pupils
and families.
"Together, we are working hard to fulfil our ambition
that all our pupils attend a school which is rated as
good or better, and we have an excellent track
record in helping schools achieve this.
"The vast majority of schools choose to receive their
support and advisory services from the county council
and I think this continued success is a tribute to the
strong partnership we have with Lancashire schools.
We are also pleased to see that many schools from
outside Lancashire are also choosing to buy in our
school improvement services."
Marton Mere a trip out idea
As tourists begin to flock to our area for their summer holidays, hundreds of regular visitors
are set to benefit from a newly revamped hotel built just for them. These particular tourists,
who are set to fly in from West Africa this month, are not your regular seaside visitors
however but a group of sand martin birds.
So far fifty sand martins have been spotted at the reserve this week with officers and nature
watchers hoping for more to arrive and start nesting throughout the season. The birds
return to Marton Mere Nature Reserve every spring to feed but a brand new nesting bank
has been created over the winter to encourage them to breed there as well.

The bank, which has been created as part of the £737,000 project to upgrade the nature
reserve, has over 100 holes stuffed with sand to create the ideal love nest for the birds.
Artificial nesting banks such as this new one are proving successful across the UK in
ncreasing the birds’ population, as their natural banks are prone to erosion and collapsing.
Work to build the banks was made possible thanks to The Veolia Environmental Trust,
which awarded a grant of £38,800 through the Landfill Communities Fund, and also
ncluded a brand new bird hide which gives nature lovers a panoramic view across themere.

ts home at MartonMere. Cllr Graham Cain
said: “The renovations at
the Mere are not only
good for visitors but also

We are hoping that they stay and use the nesting bank to start a new breeding colony here.“We have looked at other successful artificial nesting banks across the country and have
hopefully created a perfect new habitat for them to stay in. “Spending an afternoon at the
mere is the perfect retreat and we have lots of events taking place throughout the spring for
all members of the family.”
The reserve is open all year round to the public with dogs also welcome when on a lead.
The new visitor centre, which is located near the Marton Mere caravan site is open Monday
to Friday between 12pm and 3pm.

Will they DNA test all dogs in Wyre?
t is not something many people do, but if you were to ask a local Councillor what they getmost complaints about, they would often reply "dog poo on the pavements".
Your editor recently counted 25 deposits on a short walk to the newsagents. Thousands of
people do not bother to complain formally to Wyre Council, as they know nothing will be
done about it.
Last year there were 432 official
complaint about dog fouling. But only
nine fines were handed out, for failingto pick up. However Wyre Council are
seriously investigating DNA testing.
They are talking about £75 fines,
which is OK by me and al l
responsible dog owners. I should
perhaps let you know that I have
been taking our dog Amber to theLarkholme Dog Training Club for over
seven years.
Why is she not trained by now you are asking.Truth is my wife Linda helps train the puppies
at the 6.30pm class. Then I take Amber for the final 9pm class, I go for the cake really as

the senior doggy members often bring
some.

they bring a cake. Beryl does not need
any publicity as the puppy class is oftenfull. However for the record the
Larkholme Dog Training Club meet at the
St Davids church hall on Larkholme Road
Fleetwood most Wed evenings.
Back to the point, what will it cost to DNA
test all the dogs in Wyre? Who will pay? Will it be compulsory? Responsible dog owners
would probably be willing to do it. But the irresponsible ones would go to great lengths to
not let anyone, be able totrace their dog poo back to
their address.
Then there is the small
mater of Blackpool dogs
being walked on Fleetwood
prom, and there are lots.
Another reason to merge Wyre, Blackpool and Fylde councils. Or for them to work very
closely together. It would be totally impossible for Wyre Council to go it alone with DNAtesting of dogs.
t would have to be done to all puppies at the time of micro chipping and those essential
treatments that vets do in the first few months. Would the government give authority for the
councils to organise and fund such a massive project?
Wave Bar Nightclub to become Sports Direct
They are controversial because most of their
staff are on part time zero hours contracts.
They are the largest sporting retailer in the
UK with 670 stores. They have 19,000
people working for them.
Sports Direct are expected to get Wyre
Council planning approval to take over the
empty Marina Building at Freeport. The
ground floor was a shoe store for a few years and upstairs was the Wave Bar Nightclub.
The public can object to the change of use planning application, but this is not expected.
The twenty jobs that will be created, even if the hours offered are uncertain, seem like a
much needed good news story for Fleetwood.

Fish Park latest and waste to power updateYour editor first became interested in trying to use the political system to get positive things
done in Fleetwood in 1981. I remember showing former education minister Shirley Williams
around Fleetwood just before she made a speech in the Marine Hall.
She asked what ideas I had to replace some of the business activity lost with the decline of
the fishing industry. I suggested something being promoted by the former Foreign
Secretary David Owen. It was a combined heat and power station, to the replace the old ICIpower station which was then becoming out of date.
Dozens of these were being built in Denmark and Sweden, they have been a great
success. Well all these years later one is ready for final approval on land near to the
Harbour Village in Fleetwood.
Security plans will have to be
tightened up, because of the
recent vandal caused fire. But that
should not put us off the £20
million proposal. In the same week
Reform Energy announce the next
stage of their plans, one of their
buildings gets destroyed in a fire.
t seems a local 16 year old boy
started the fire, which has costReform Energy about £300,000.
Waste that would go to landfill, will be
converted to heat and electricity. The
company Reform Energy have made
small changes and improvements to the
plans. The fish park is an important part
of the plan. It is also the part that may
create the most jobs.
Here are some questions and answers
that may explain the facility.
What is clean energy recovery?
t is the process for generating electricity
and usable heat from waste materials
that would normally go to landfill.
How much energy will be generated by
the Fleetwood plant?
The electrical power generated will be
10 MWe, along with up to 25MW of

heat.
How is the waste converted to energy?
Each plant will incorporate high efficiency boiler combustion technology with a steam
generator and turbine.
How do we know it works?
Combined heat and power (CHP) technology of this type is used extensively to recover the
energy from waste with more than 170 operational reference sites worldwide.
Will there be emissions or nasty smells?
The plant’s high temperature combustion and the use of advanced filter systems virtually
eliminates emissions. The waste transfer station is enclosed with a conveyor feed to the
energy generation plant, eliminating nuisance smells in the area of the plant?
What kind of waste is processed?
The primary waste source is commercial waste residue that remains after separation of
recyclable elements – most of the material that would otherwise go to landfill.
Will it increase traffic bringing waste into the area of the plant?
No. The plant is designed to utilise the existing local waste stream and is located as an
ntegrated facility with the waste transfer station. The plant will reduce vehicle traffic
because material being sent to landfill will be substantially reduced.
s the plant an incinerator?
Yes the plant incinerates the processed waste to recover the energy using combustion
technology, but comparing the clean energy recovery plant to a conventional wastencinerator is like comparing a modern multi-fuel boiler with a garden bonfire.
Local Lifeboat crews to be on BBC TV
Support for Fleetwood Lifeboat volunteers has always been
high. There are 230 lifeboat stations across the UK, with 4,700
RNLI volunteers. Last year they rescued almost 8,000 people,
and saved 348 lives. Over 20,000 people volunteered their timeto raise funds for the RNLI. Blackpool volunteers are to be
featured on a BBC TV series called Saving Lives at Sea.
The Fleetwood Sea Cadet Old Boys Band is having a 30th year
Celebration Night. It is on Sat 23rd April at Fleetwood Cons.
Tickets are £10 for which you get a hot and cold buffet, a
comedian, a singer and Dave Scrivs DISCO.
£30 Garden Waste fee starts in May
Fleetwood residents with a garden, that want hedge and grass cuttings to be collected,
must pay a £30 fee in May. The reason is cuts to services passed down to residents.

Take a deep breath, here is our understanding of how this came about. The Blair
government wanted the UK to catch up with countries like Denmark and Sweden, that have
always done more recycling of waste.
Also the tips are full, do you remember when Fleetwood tip was a below hight tide level
hole? It is now a hill, and keeps getting higher. Waste paper, cardboard and especially
metal had quite a value ift could be sorted out.
Even plastic was thought
to have some value, but
was very difficult to sort all
the different types.
The part that created the
most jobs, the part that
Lancashire has spentmany £millions on, has
been a complete failure.
That is collecting, sorting
and composting food waste and garden waste.
A couple of years ago scrap metal was so valuable, that thieves were stealing manhole
covers from roads, to sell to dodgy dealers, and the metal was sent all the way to China.
Total insanity you say and I would agree.
Anyway the government has cut funding to Lancs County, and £Millions have to be saved.
So they cut £980,000 from what Wyre Council gets, and it is Wyre that actually collects the
waste.
What would you advise gardeners to do? Pay the £30 fee or perhaps do what your grandad
would. That is build your own compost heap, and turn it in to useful compost.

Tourists to pay more for a tram ride to Fleetwood.
The headlines say a 20% increase to use the bus and trams controlled by BlackpoolCouncil in May. Which seems ridicules when inflation generally is almost nothing. When
petrol and diesel cost are lower in recent
years..
When you read the small print we discover
regular local users that buy saver tickets, will
pay no increase at all. Also there has been no
ncrease in standard single fares for six years.
So this increase works out at 3.5% a year.
Also Lancashire County Council has reduced
their funding contribution by £500,000. Then
there is the "unconnected" fact that Blackpool Transport has just ordered ten new buses at
a total cost of £2Million.
Safe Havens at risk
For 25 years Fylde Victims Support provided safe haven refuge accommodation, for
women getting away from domestic abuse. About ten years ago the Blair government,
switched funding to Lancs County Council.
Fleetwood County Councillor Lorraine Beavers has asked us to
point out the initial funding was £40 million. The coalition
government reduced this to £20million. The new Conservative
government has now reduced this to £3 million.
For obvious reasons it is not public where these homes are. It
is expected that two or three are in Fleetwood. Fylde Coast
Womens Aid runs the four units in Wyre. How much of the
£900,000 funding they got this year, will be available next April

It seems they have been available in sweet shops for
years. But no parents have noticed or complained. In
recent days social media have featured a local mother
shocked that they were being sold to young children.
What do you think?
There have been so many quite big Fleetwood stories this week, that there was not enough
