TTI Status in Romania
In Romania there is no centralized information regarding the traffic and roads infrastructure status. Different information exists at different Infrastructure Administrators or Authorities

Objective: to inform the public of Emergency Situations using text messages send to the radio RDS displays.The messages could be generated by:
•Motorways and National Roads Control Centre
•Road Police Headquarters
Traffic Information Centre•Emergency Situations
National Centre
Broadcasting areas (RDS Encoders) are selectable depending on the message relevance

Test conclusions:
• From technical point of view the tests were succesful
• The FM transmitters have a good coverage of the selected areas
Drawbacks:
• The system does not have a major impact on users because:• the information is broadcasted to a relatively large area, only
major emergency messages should be broadcasted • the messages are actually received by a small number of users
The user must be tuned to the selected FM station and only a small percentage of users are actually “aware” of the message because the message is only displayed on the RDS text display without any audio notification
• Problem with the operational arrangements.All the parties involved agreed with the implementation and testing of this system, but there no final protocol agreed yet between them for operating the system.
Due to these aspects the system is not operational and remained in the test phase

Results:
• Tests were successful
• Information dissemination: A demonstration of capabilities and benefits of RDS-TMC was made to Public Authorities
Future steps:
• Continue the tests - reception tests on different navigator equipments
• Asses the better strategy for choosing the TMC Locations for Romania

• MCTI - Ministry of Communications and Information Technology – the Beneficiary and promoter of the project
• STS – The Special Telecommunications Service – This is the Governmental telecommunication service provider
• SNR – The Romanian National Broadcasting Company – The body in charge with broadcasting network of the Romanian National News Stations.

Conclusions
• The test Infrastructure System is very useful in evaluating the quality of the traffic information provided by these three sources. Based on these results the primary information gathering procedures could be improved.
• The RDS-TMC System test was very useful for promoting a future RDS-TMC implementation in Romania and acknowledging the actual deployment challenges.
• The institutional agreements should be further developed and improved for a future functional TTI system.
