Aloha, I am Dr. Art Medeiros, Program Manager for the Auwahi Forest Restoration Project that manages

watershed tracts on southern Haleakala. I want to lend my heartfelt support for Maui County's Department of

Water Supply and specifically for their efforts, long praised and now modeled elsewhere, to promote healthy

status for our watersheds, our sole source for agricultural and drinking water. Watersheds are one of the

most crucial and irreplaceable natural capitol resources of any region. Their importance is made even more

crucial here on Maui with our highly isolated location, and hence, need for greater resource independence, as

well as, crucially, the coming times of climate change. The Auwahi Forest Restoration Project (Auwahi project) began with experimental exclosures on private

'Ulupalakua Ranch lands dedicated to watershed conservation. In 1997, working with regional scientists,

conservationists, and volunteers, began evaluating and developing technologies for restoration of non-native

pastoral lands back to the native watershed forest. Since, the Auwahi project has planted more than 125,000

native trees primarily with the efforts of supervised volunteers from the community, more than any other

project on Maui and comparable only to Hakalau National Wildlife Refuge on Hawai'i island statewide.

Enthusiastic volunteers numbering in the thousands has planted trees in Maui's watershed at Auwahi forest

and through this, often develop a personal powerful connection to watershed lands and their stewardship. The Auwahi project has come to emblemize the potential for successful watershed restoration in the Hawaiian

Islands possible with effective choreographed restoration techniques. The proximity of restored forest stands to unrestored pasture land has also provided a critically important and near unique study site to quantify the differences between the two sites and the hydrological changes that

reforestation has triggered. Over the past few years, we have published several peer-reviewed scientific publications (reprints available upon request) that document that the conversion of grasslands to forest at

Auwahi has significantly and positively increased components of aquifer recharge. Such quantitative

information can be a crucial component for planners to help guide Maui and similar areas in watershed

management. In addition, Auwahi has served as a powerful and unique demonstration site for many government officials, including the assistant Secretary of the Department of the Interior and other decision

makers, enabling them to see first hand the potential for successful watershed management and restoration.

Through the collaborative efforts of a cattle ranch, regional scientists, the volunteering public, and private and

public agencies, watershed forest restoration techniques developed at Auwahi are now considered important

management options and used throughout the State by multiple land-managing agencies.

Maui County's Department of Water Supply has been a decade long partner of the Auwahi reforestation

project and is highly regarded statewide as a progressive leader and 'role model' for thoughtful management

of our crucial watershed resources. As such, I want to thank you for your time and efforts as council people to

KYC is an integral part of our community and provides invaluable services to our keiki. The staff is highly skilled and experienced. And, most importantly, they are deeply committed to caring and supporting our kids and making sure they have a safe and stable place to go when they're not in school.

I have been privileged to meet a number of KYC's youth members over the years and I can't tell you how impressive they are and the impact that KYC has made on their lives.

There is no more important and effective place to put our money than in Kihei Youth Center.

In my view the residents of Maui, at least in Upcountry, are seriously underserved by the county government. Our roads are in serious disrepair, the parks are in poor shape, garbage pickup is erratic, speed limits on local roads are not enforced. Clearly, more money is needed and taxes should be raised.

It is not clear to me that the current government structure is working. I strongly support a change to a County Manager system, eliminating the Mayor.

Lãna'i Cat Sanctuary

Läna'i Animal Rescue Center was established in 2008, as a 501(c)(3) nonprofit organization. We recently changed our name to LAna'i Cat Sanctuary. Our new name is a better reflection of our goal to reduce the population of feral cats on Lana' i by spaying/neutering the cats and relocating and caring for them in our outdoor sanctuary, a facility surrounded by cat-proof fencing. Our team's tireless efforts are paying off, as there are noticeably fewer roaming cats on the island today compared to the "old days." By removing cats from the landscape, we also are helping to protect Lãna'i's native birds and improving the quality of life for the island's residents disturbed by roaming cats.

We are grateful for previous funding received from the County of Maui. We were funded as a separate line item in FY20 14, and met all the requirements for doing so. In FY20 16, although we requested funding as a separate line item, the grant was awarded to Maui Humane Society to manage and disburse to our organization.

For FY20 17, we are requesting $20,000 (which is less than 5% of our overall budget) for our humane program to reduce and manage Lanai's feral cat population. Our grant application provides details about our standards of care, as well as medical and demographic tracking systems to determine housing needs now and in the future. Solely through private donations, we recently finished expanding our facility that allows us to take in at least 125 more cats throughout the island. On April 2nd, we invited the Lãna'i community to come out and see our improved facility in which nearly 200 people came to help us celebrate. Within the last couple of years, our sanctuary has noticed an increase in public interest and participation in the work that we do to not only reduce the overall feral cat population, but also improving the quality of life for the island's residents.

If our grant is awarded, we respectfully urge this Committee to do so as a separate line item. The rationale for this is multifold:

• We have a successful track record of being awarded a separate line-item in FY20 14. • We are an independent non-profit organization.

We are the only animal welfare organization on LAna'i. We have great respect and admiration for Maui Humane Society. However, we believe that asking MHS to manage our Lana' i-based grant would place an undue burden on MHS, and this opinion is echoed by MHS' CEO, Jerleen Bryant, who has asked that I speak for us both. MHS already has enormous responsibilities dealing with animal issues on the island of Maui.

Thank you for your past support, and for funding consideration as a separate line item in FY2017.

I was listening to the Department of Environmental Management's presentation of their budget this past Wednesday

and wanted to provide clarification on an item discussed. I have attached p.197 of their budget where Ka Lima is listed

for additional funds of $23,000. Ka Lima 0 Maui's 2017 request for our contract with Environmental Management represented an increase of $6,550 per year, not $23,000. I have asked the Department for clarification on the $23,000

and I was told that it was a "budget correction" on their part since they did not have the correct amount in their budget.

I just wanted to make sure that this committee understands that our request for increase was for $6,550. It might have

been assumed that the $23,000 was Ka Lima's request, but in fact it's a correction on the department's side.

Dear Chair Hokama,

I was fairly appalled when I read about the Mayor's proposed 2017 budget. It feels like there must be a huge

disconnect between his perception of life on Maui and what is happening in the real world of Maui working

families. A lot of us are feeling like we are just making it. To think that increasing fees enough to cover a

14.6% budget increase is sustainable without causing real economic harm to Maui families is just not realistic.

All of the increases are harmful, but to increase fuel taxes is particularly brutal. We already have the highest

fuel prices in the islands. When you add all of these proposed fee increases to the increase in property taxes

due to higher valuations it is obvious that Maui working families are really being taken advantage of.

Sometimes we are too busy making a living to get involved in government, except to vote. We do expect the

people we elect to have our best interests at heart. These increases definitely make me feel like the impact

they will have on Maui working families is not even being considered by the Mayor.

The Maui County Government needs to learn to be leaner. If anybody in the private sector tried to raise their

fees enough to cover a 14.6% budget increase they would lose customers and soon be out of business. The

Government needs to act more like a business and understand that you really can kill your customer base,

figuratively speaking.

It feels like we are just coming out of some pretty dire times for working families. How about letting Maui

families get ahead for a while before taking so much of our limited disposable income.

I am Sebastian J. "Bash" Nola and a resident, along with my wife, Iris of Up Country Maui. I am

representing myself and appreciate this opportunity to testify in support of Maui Economic

Development Board, Inc.'s (MEDB) line item grant from the Office of Economic Development (OED) in

the FY2017 County Budget.

In my capacity as an energy consultant on Maui with over 50 years of experience in the energy industry,

I have had the opportunity to work with MEDB as a member of the Maui Energy Conference Program

Committee. MEDB, in collaboration with the County, presents one of the premier energy conferences in

the State of Hawaii and, in my estimation, the entire country. The conference has garnered national

attention and has attracted energy leaders in the U.S. This year's conference featured keynotes from

the former Governor of Colorado, William "Bill" Ritter - a leader in renewable energy- and Jon

Wellinghoff - former chair of the Federal Energy Regulatory Commission.

The Maui Energy Conference coalesces discussions that have national implications as viewed through

the lens of statewide and local issues. To achieve this outcome, MEDB brings to bear its expertise in

convening stakeholders on community issues and its extensive knowledge of event logistics to provide

the platform for this type of activity to occur.

The economic benefits for the energy conference are evident by the fact that more than 60% of those

attending the 2016 conference were from outside Maui County. Many of the participants enjoyed

vacation on Maui after the conference ended. The extensive networking that occurred during the

conference offered opportunities for local companies to make important contacts that promote

business activity.

MEDB pays multiples on the investment that the county puts into the organization. Therefore I ask you

to support their proposed line grant from OED in the FY2017 County Budget.

Due to work travels, I'm unable to attend any of the budget hearings.

I've contacted the Mayor's office and Council Member Couch's office numerous times about this over the past few years. I can't find anywhere in the 600+ page budget listings of specific roads slated for repaving. Council Member Couch had indicated he would try to get Kaiwahine St. repaving added to the Budget. Mahalo, Don! Perhaps it's there and I just don't know where to look.

My 3 minutes testimony would only take a minute or so. I have lived on Kaiwahine St. for it's entire 30 years. It has never been repaved. The less travelled Kaiolohia going mauka/makai recently has. Kaiwahine is a wider and more travelled street, and is in bad shape. It needs to be repaved now.

I would like to submit my testimony of why Feed My Sheep needs continued financial assistance while you are going through our budget plan. I was born and raised on Maui and am the eldest of 7 children. As a child I grew up homeless. Moving from beach to beach in various locations around the island until I was 11. The only resource for food was living off of what we could catch at the beach and what we could get from The 700 club. At that time there was no such thing as The Maui Food Bank or Feed My Sheep. I am now a nurse employed at Kaiser working with the quest population and worked at the Community of Maui aka Malama I Ke Ola Health Center for 12 years prior to that. I've volunteered helping distribute food with Feed My Sheep and have seen many of the same patients I work with benefit from receiving food from them. Some of these people are homeless. Some of them are the working poor. Making too much to qualify for state assistance. Working, but still unable to make ends meet. Being that we live on an island news spreads fast by word of mouth and with HC&S and Makena hotel closing this year I believe that the service Feed My Sheep has to offer will be spread and the amount of people that will need Feed My Sheep's help will only increase. I ask you to please continue supporting such a much needed service for our community.

MNBG staff and Board work very hard maintaining important Hawaiian plants and sharing these resources throughout the state. They take a traditional approach to conservation, where people play a central role in conservation. We, the people are part of the environment with clear responsibilities to nurture the land in a reciprocal and sustainable manner. MNBG is an organization that strives to educate people in this manner about conservation, natural history and cultural uses of Hawaiian plants.

I have had to pleasure to attend various venues and events at The Gardens from workshops to fundraisers. It is a beautiful setting. I hope to continue to attend these venues in the future as well.

item request of $750,000. to establish a US Army Corps of Engineers partnership with Maui County under the

Continuing Authorities Program that will bring assistance for all of the Kahana Bay in the county of Maui. We

are concerned about the impacts of proposed shoreline armoring within Kahana Bay, including the potential acceleration of erosion along neighboring properties.

The Kihei Youth Center has helped me with the after school program and during non-school days. I would not be able to get my children from school after work as I have a set schedule.

If it wasn't for the programs, I would be in a difficult situation finding someone to take care of my children. I do not have any family or any other type of support system. I really appreciate the efforts the staff has given. They are friendly supportive and give the children structure. I feel safe with my children going there. They have fed my children and have encouraged them to do their school work and have had great presence in their activities there.

Please continue to fund this program as I know that it does help a lot of working families in the Kihei area.

I have been a Maui resident since 2004 and owner of A504 at Hololani condominium since 1993.

Additionally, I had been coming to Hololani as a tourist since it was built in 1974. During that time beach erosion has claimed at least 30 or more feet of property and integrity of the two Hololani buildings are in dire danger of being compromised.

In the last couple of severe storms over the last several weeks I have watched, with great apprehension, an angry sea chewing away at the temporary solutions which are no longer working. Twice in the past few months more sea bags were put in place at great expense to our homeowners. In addition to the bags, the sea is constantly beating up the gabion bags as well.

Hololani's AOAO has an application pending before the Maui County Planning Commission and the Planning Department staff for final permits necessary to construct a permanent solution to the erosion problem. The proposal was developed by engineers engaged by the AOAO at great expense over the last 6 years. It has already been approved by the state Department of Land & Natural Resources (and the state Land Board which oversees DLNR). Now is the time to get approval from the County and we are asking for your help so that construction can begin.

The existing temporary sandbag structure is just that: temporary. It will not stay in place forever and each year we have to spend more of our money maintaining in the hope that our property will be protected for one more winter. We desperately want this past winter to be the last one where we are in that predicament.

AOAO's proposal will also protect the County's road along the north property of the Hololani - at the expense of the AOAO. This is one reason given by the director of the County Department of Public Works when he supported the AOAOs proposal at a meeting of the state board that oversees DLNR. If the Hololani proposal is not approved by the Planning Commission, the County itself will have to

step in and do its own shoreline hardening to protect Lower Honoapiilani Road as it has done elsewhere on Maui.

Our AOAO has spent hundreds of thousands of dollars to protect itself over the past 9 years, including over $600,000 on erecting, maintaining and repairing the sandbag structure. There is a demonstrable emergency at this time that warrants special attention from Maui County Planning Department and the Planning Commission. All of this money has been raised directly from Hololani owners who have been assessing themselves approximately $500/month each for years now in order to have the funds available for the protection of the buildings.

Aloha Members of the Maui County Council Budget and Finance Committee,

My name is Anne Rillero and I am a Kula resident. My husband and I have lived on Maui for

more than 15 years. I am here to testify on behalf of funding for the West Maui Greenway in the

2017 budget.

The West Maui Greenway would be a 5.5 mile paved freestanding path, which will allow bicycles

and pedestrians to travel safely from Olowalu to Lahaina, away from cars and traffic. We all

know how Honoapiilani Highway is frequently subject to traffic jams due to too many cars. The

freestanding path would make bicycle commuting between Lahaina and Kahului safer and

therefore more appealing to more people and would help to mitigate the traffic problem.

In addition, the West Maui Greenway would provide a place for people of all ages to walk, run

and bike. It will be a place where parents can safely walk babies in strollers and where young

children can ride their bikes safely. This greenway will support fitness and health in our

community, and be a fun recreational option for visitors and residents.

Maui Bicycling League recently held a design charette workshop with state and county leaders,

County Public Works staff, landowners and bicyclists. The workshop was held with the support

of a grant from National Parks which the Maui Bicycling League had applied for and secured.

The people from Maui Bicycling League who are working on this project are extremely focused

and hard working. They have demonstrated the drive and capability to make this project happen

-to find funding and support, to bring together all of the stakeholders, to bring about this vision

for our island community.

I ask you to support the $1.5 million in the Mayor's budget for the West Maui Greenway in

2017.

Aloha Chair Hokama:

Hui No'cau Visual Arts Center is a 501(c)(3) nonprofit arts education organization dedicated to sharing the benefits of the visual arts with the entire community. The Hui's Youth Programs present children with meaningful skills, positive adult role models and instill the core values of arts, which in turn help students achieve greater success in other areas of their schooling and lives.

With the help of funding from the County of Maui, currently in the proposed budget at S50,000, the Hui intends to incorporate Inspiration STEAM as a new facet of the Hui's Youth Programs. STEM education, is an acronym for the fields of study in the categories of science, technology, engineering, and mathematics. The "A" in STEAM represents the integration of the Arts into learning each of these other fields of study.

Inspiration STEAM will provide Maui County youth and educators with unparalleled learning opportunities through a collection of on- and off-site classes, camps, workshops, and outreach efforts based in the visual arts and highlighting lessons of science, math, engineering, and technology. When fully funded, collaborations with community organizations and schools will help the Hui reach 1,050 Maui County youth ages 2.5-18 years and 41 educators in FYI 7. The County's funding will help the Hui reach its goal.

Last year the Hui No'eau hosted 17,000 artists, educators, visitors, and community members at its beautiful and historic 25-acre campus in Makawao; in 2017, the Hui's main building will be 100 years old. The programs we offer are for individuals of all ages but especially for Maui youth. The Hui works actively to collaborate with other Community organizations, such as Baldwin High School, King Kekaulike High School, Kamehameha School, Seabury, Waldorf High School, East Maui Watershed and Maui Youth and Family Services. We are able to showcases Maui artists and products through our exhibitions and gift shop, which has received outstanding reviews in statewide publications. As a non-

profit, we have to raise the money to accomplish all that we do. Earlier this year, for our outstanding operation of the Hui, we were awarded the Mayor's Non-Profit Business Award.

Dear members of the Budget and Finance Committee,

I am writing to support funding for the Maui Invasive Species Committee (MISC) to combat the invasion of coqui frogs. I have lived on the edge of Maliko Gulch for 6 years and experience the piercingly loud noise of the coqui frogs nightly. In the last year the noise has increased 800%. If not dealt with soon this will be an irreversible problem for all of Maui. The staff at MISC has been working diligently to keep the frogs restrained to the Maliko gulch area, but the frogs are getting out of hand and moving further into Haiku and other areas of Maui. Only recently has MISC had enough funding to hire more staff to fight the frogs. They have a solid plan and with

continuous funding they believe they will be able to eradicate the frogs in the next couple of years. But in order to do this they need to have consistent staffing, especially during the summer/fall months when the frogs are most active. MISC needs funding in FY17 to prevent a gap in funding between expiration of current funding in March 2017 and Dec 2017. Partial funding in FY17 would help to close this gap during the months when the coqui frogs are most active.

Please do not let the funding for fighting coqui frogs lapse between budget periods. This could reverse all the hard work that MISC is doing. If they cannot keep the pressure on the frog population then all of Maui will be finding out what is like to be kept awake at night by a tiny frog.

Aloha Budget and Finance Committee Chair Hokama, Vice Chair White and Budget and Finance Committee Members.

I respectfully ask for your support for the Office of Economic Development Grant to the Maui Economic Development Board (MEDB).

The many programs MEDB offers such as STEM, MPower, High Tech Maui, Women in Technology, Ka Alahele Education Fund, Island Energy Inquiry and Focus Maui Nui are just a few of the shining examples of their work to help develop a diversified economy and workforce for Maui.

MEDB was invaluable in assisting to once again organize and coordinate the 3rd Annual Maui Energy Conference. This event continues to help shape the discussion on the ever changing energy field and the impacts it will have for all of Maui.

In relation to that, please support any funding request by the Office of Economic Development to hold a Fourth Annual Maui Energy Conference in the next fiscal year. As a professional in the energy field in Maui County for more than 16 years, these past three conferences have helped frame and move the discussion forward on many important energy related issues. The amount of energy, utility and regulatory expertise that attended this past 2016 conference was exceptional and a follow up conference should be held to continue to address the energy related issues facing not only County of Maui, but the State of Hawaii and beyond.

I have had the honor and privilege of working with MEDB staff on various endeavors over the years and their passion and enthusiasm continues to be a source of inspiration for me. I ask that you please support this worthwhile and important non-profit entity in your upcoming budget deliberations.

The West Maui Greenway Pilot Project (WMG) is this year's focus of the Maui Bicycling Leagues effort to implement these networks. Mayor Arakawa has put in his budget 1.5 million dollars for the planning and construction of the WMG in year 2017.

Although the Mayor was gracious enough to propose the funding there is the challenge of getting The County Council Budget and Finance (MCBF) Committee's approval. This is a significant challenge as (MCBF) Committee has many funding requests and proposals this year and must make difficult decisions on what items can and can't be funded. Only through your show of support can the WMG succeed in being a funding priority.

We've worked extremely hard to create the West Maui Greenway. We recently held a design charrette workshop with state and county leaders, County Public Works staff, landowners and bicyclists. (View the report in link here.) The shared vision is amazing!

Dear Budget Chair and Council members,

My name is _Lee Chamberlain_ and I am here in support of CBS 3240 The West Maui Greenway Pilot Project allocation for 1.5 Million dollars in year 2017.

The project is a very worthwhile project that will be beneficial to the community for Safety by saving lives from risk of death and injury, reducing risk of County liability, while increasing Economic Growth and providing a safe and fun alternative activity for tourists and residents alike that is healthy to the environment and person.

This WMG pilot project encompassing a Public/Private partnership of the abandoned Lower Cane Haul Road from Olowalu to the Sugar Mill Smoke Stack in Lahaina is exclusive to any other place on Maui and has become known as a hidden gem among the many that have seen and experienced it.

This concept has been included in the Hawaii Bike plan the Maui Island plan and the West Maui Community plan beginning back in the mid 1990's but has never been implemented.

There is wide community support and importantly is supported by key landowners in addition to many West Maui unified organizations such as the West Maui Tax Payers Association and the West Maui Rotary Organizations as examples.

Honorable Chair and Council members,

I am Saman Dias Chair of Maui Bicycling Legue. I thank you for the opportunity to provide testimony in support of West Maui Green Way project.

I am here to ask Council to support in approving design and construction of Phase I of the West Maui Greenway Project CBS 3240 1.5 Million dollars for year 2017.

In the past, Maui hasn't shined in the bicycle and pedestrian friendly categories because

the island has a limited number of designated multi-use pathways. West Maui, in particular, has the fewest alternative routes for cyclists and pedestrians to reasonably avoid riding or walking along the area's main artery, the Honoapi'ilani Highway.

An alternative transportation path is badly needed on Maui where roads are not designed for multiple uses and shared by a high volume of local residents and tourists. The visitors are often unfamiliar with the roads and their rental vehicle creating even more of a very dangerous situation. West Maui, in particular, provides the fewest alternative routes for bicyclists and pedestrians. I believe more needs to be done to ensure a better experience for everyone.

There is lot of history around the back drop of the mountains along the West Maui Green way. We will be able to preserve the history and share those stories with our children, local community and visitors. West Maui Children will have a way to use the path by walking or biking to commute to school activities. We can also Use West Mau green way as emergency route. When there are major accidents and rode are closed.

West Maui residents, visitors, and the local economy would benefit from designating multi-use trails for walking and cycling in the community. Offering this type of recreation has health benefits to trail users, but would also help increase property values and enhance the safety of

those riding a bicycle and walking. West Maui has the advantage of being able to make these types of multi-use trails immediately available by opening up, designating, and linking existing cane haul roads as car-free pathways.

We have applied for different type of grants and already have received a grant from National Park Services. This project seems to have gotten attention b/c of the location, history, private, community and county partnership. Approval of this budget will show county commitment and will help getting federal and other funding to complete the 25-mile vision.

Again, I ask your support to approve West Maui Greenway design and construction budget allocated for 2017 to make this hidden gem a reality.

In my own life, it serves as a place to go for information I need about particular plants and their uses, for practical cultural aspects of the plants we live with, and for just hanging. It is a marvelous oasis in a world of hard-sell tourist traps and gee-gaws. It is also, I think, uniquely Maui... mostly because of the people who are involved in it so wholeheartedly.

I have been writing for years and attending meetings and met with the mayor and I still do not see that the sidewalk between Haiku School and Haiku town will be repaired any time in the near future. It is a safety hazard and so many people of all ages use it daily to walk to and from school, to get exercise.. .1 know you had put aside money last year for the Safe Sidewalks to School for Paia. Can you please do this for Haiku this year? This is really the only sidewalk in Haiku to walk and not get muddy and actually be off the road (except on the parts that are falling apart and you have to step into the street. I testified at your last meeting in Haiku regarding repairing the sidewalk from Haiku Community Center School to Haiku Road. My Name is Allison Borell and I am the part-time Community Outreach and Education Liaison

for the East Maui Watershed Partnership who I wish to support today.

EMWP has a field staff of 4 people and an office staff of 3 including me. All together we work

to help manage the 120,000acres East Maui Watershed along with 6 other partners, a big job

for not many people. We have been doing this for 25 years. As the first watershed partnership

in the State, our partnership of public and private land owners led to the formation of 10 other

partnerships throughout the islands. We have demonstrated that partnerships can work and

we have effectively proved that through time, but we could not do it without the support of the

County of Maui. The East Maui Watershed is Hawaii's largest intact native Hawaiian forest and

supplies Maui with over 60 billion gal. of water yearly. The list of those who enjoy this in

esthetic value to monetary is endless. It affects us all. This is why we have a part time program

that works to involve the community, with a focus on youth. EMWP has had the longest

running dedicated educational outreach program among all the watershed partnerships. We

educate about Maui's water supply and how to conserve water for our future, native and

invasive species, and unique adaptations of plants and animal that can only be found in Hawai'i.

We provide access for people to view and learn about the native forests since the majority of

the area where people live is non-native and disturbed. Many times this is the very FIRST

experience for students to experience the outdoors on a hike. In 2015 our worked directly

impacted almost 5,000 students, tour guides, artists and people of Maui through 19

presentations, 14 hikes, and 18 events. I ask today for your continued support of the East

Maui Watershed Partnership through the County of Maui Department of Water Supply Water

Source Protection Plan.

On another topic of a personal nature is that I am often disappointed in the state our County

Parks. Particularly the the beach parks around Maui County and Päpalaua Wayside Park in

which a fee is collected to camp there. I have personally seen people pouring feces from their

personal camp bathroom on a tree not 5ft. from tents. I also often notice the lack of bathroom

facilities and upkeep. I feel with Maui being summer year round, our parks should exemplify

the beauty of our island. At minimum should supply working grills, more picnic tables, clean

bathrooms that have toilet paper stocked, and well-manicured areas to play in that are free

from trash and human excrement. For example at Launiupoko Beach Park there are

permanently covered recycling bins. This is confusing for tourists and locals to why they are

event there. Because of this, piles of recycling are made on the ground for other random

people to come around and collect it to get the Hi-5, or.... it goes in the trash. On a trip this last

weekend there was no toilet paper in the bathroom with a feminine wrapper on the sink where

you would wash your hands and no soap. The act of just taking out these unused items and

putting in actual recycling bins and keeping bathrooms stocked and clean would be a small step

to help the beautification of our parks.

At the urging of my fellow swimmers, I attended my first ever budget meeting last night at the Tavares community center in Pukalani. They were a lot of testimony for support of various projects/programs such as the skate park, MEO transportation, robotics program, side walks, and many more. All of the testifiers stated the various reasons as to why County should support them and their interest.

All of my life, I have been part of the silent majority with the understanding that our elected officials would always do whatever is best for all. Some of the times, I get overwhelm with so much data that I can overlook things that I should not have. For this reason, I am stating the benefits of having and maintaining good pools. Many years ago, I was having problems with my knee and my doctor prescribe swimming. It was tough at first but the knee problem was solved. I enjoyed swimming and joined the Maui Masters Swim Club. I then realized that many of the members was broken like me and was swimming to alleviate what was ailing them or just to befit. Swimming is great because it is low impact, strengthen muscle, and have cardio benefits.

Aloha Esteemed Council Members and Council Chair;

I am here today to urge you to add $1.5 Million in the FY15/16 budget to complete Phase II of the

Lahaina Harbor Front Improvement Project. First phase construction is scheduled to be complete

by September. Funding of Phase II is crucial to realize the full improvements: traffic flow,

reverence for the historic and cultural sites, better public facilities and a clean, safe harbor area that

everyone can be proud of.

It is important to note that all the major environmental permits for Phase II are completed.

Therefore, we could begin design on Phase II immediately and construction shortly after the final

design is done.

Two million pairs of feet cause a lot of wear and tear every year. This is the hub of Lahaina Town.

Improving walkways and landscaping in the harbor area is a good investment in one of Maui's key

visitor attractions and the hefty revenues it brings to Maui.

Lahaina Restoration Foundation is a robust organization with the skills to oversee this project, and

an exemplary 54-year track record of working closely with the County of Maui. We would work

on this project with same energy and ethics we apply to renovating and maintaining the many

museums and historic sites under our management.

Please vote to add 1.5 million to fund Phase II of the Lahaina Harbor Front Improvement Project in

this coming fiscal year budget.

Committee Members-

I'm Jim Fahnestock, Past President of the Rotary Club of Lahaina Sunset. I'm here to thank the Council for funding the Third Saturday Recycling program at Lahaina Cannery Mall, to report the year-to-date results of this program, and to request continued funding for fiscal year 2017.

Last year Council Member Elle Cochran and Council Chair Mike White recommended adding funds to the county budget to enable this monthly recycling program. Without the Council's support, there would have been no Third Saturday Recycling in West Maui.

The approved county funds were directed to Malama Maui Nui, a non-profit organization, to pay the costs of hauling recycling bins to and from the Cannery Mall. The Rotary Club of Lahaina Sunset became a co-sponsor to develop and fund the marketing program and to provide volunteers for the events.

The monthly events began in July 2015. After nine months, I'm pleased to report the following remarkable results of the Third Saturday Recycling program at Lahaina Cannery Mall...

• 55,020 pounds of scrap metal • 499 major appliances including refrigerators, stoves, washers and dryers • 1,271 electronic devices including televisions, computers, stereos and radios • 177 vehicle tires • 3,362 household and vehicle batteries • And 19,460 pounds of glass, plastic, aluminum, paper and cardboard

These results clearly demonstrate the strong community response. An average of 150 West Maui residents have delivered recyclable materials to the four-hour events each month -- one drop-off every 96 seconds. Often there is a line of vehicles at the registration point.

Without this program, these recyclables would have ended up in the county landfill or, as some residents have told us, in the county's back roads.

The Third Saturday Recycling program is an excellent example of a partnership to meet community needs. In addition to the previously mentioned partners, we've had the important support of 5A Rent-A-Space, the other West Maui Rotary clubs, and Lahaina Cannery Mall.

To continue the Third Saturday Recycling program next budget year, Malama Maui Nui has requested county funds under its Keep Maui Beautiful Program. The Rotary Club of Lahaina Sunset urges the Council to support this request and provide the needed funds to Malama Maui Nui.

In closing, I would also like to offer the Rotary Club of Lahaina Sunset's strong endorsement of the proposed West Maui Greenway. We believe the proposed greenway will be a West Maui gem for both recreation and transportation. We urge the Council to approve funds to begin development of the greenway.

The Purpose of my Testimony is to represent the WMTA board's comments on the proposed 2017 Budget. The WMTA Board of Directors STRONGLY SUPPORTS THE PROPOSED BUDGET FOR:

Health and Safety, Affordable Housing, and Transportation have always been the top three Priorities for the for the WMTA since it's beginning 37 years ago. We understand and appreciate the recognition of West Maui's significant financial contributions to the overall funding these past 37 years being nearly 50% of the Annual Total County Budget income in Property Taxes and this budget proposed making necessary provisions to address the areas listed above.

Property Tax revenues to the County will continue to increase when planned permitted development in West Maui gets underway with the necessary approvals from the County Council. Projects containing a reasonable percentage of affordable housing need to be allowed exemptions from existing long term water County Water access until wells are developed which will address these long term needs as soon as possible in this regard. Adding workforce housing in West Maui will take thousands of cars off the two lane roadway between the Lahaina and Maalea. Thousands of cars are on the road from workforce working in West Maui and residing in Central or South Maui due to lack of available housing in West Maui.

We respectfully request the County Budget committee to consider the fact of the lowest possible interest rates for Bond funding long term CIP projects and taking advantage of this unique opportunity before it's too late.

Kahana Bay Beach Erosion budget Testimony

Aloha Ahiahi Chair Hokama and Budget & Finance Committee Council Members.

My name is Jim Foster and I am a resident of Lahaina. I am the principal broker of Chase `N Rainbows Real Estate, Inc

and have actively represented sellers and buyers of properties in the Kahana Bay area for many years.

Many of the owners of the various Kahana Bay condominiums use the condos as their primary residence and have

retired here and many are used as second homes and vacation rentals. All of the complexes in the Kahana Bay area

generate millions in general excise tax, transient accommodations tax, real estate property tax, Maui county transfer tax

when sold, HARPTA tax when sold (assuming a gain) and many other taxes that are a source of income for Maui County,

the State of Hawaii and the federal government. The condominiums used as second homes and vacation rental

(including time shares) produce additional tax revenues in the millions as a result of the monies spend by the tourists

who stay in these condos and continue returning year after year. If the erosion problem is not mitigated or resolved

these tax'revenues will evaporate.

I have observed the continuous erosion of the beach and shoreline of Kahana Bay for many years. I have friends from

Seattle that have returned to the Kahana Reef condominium complex since they were married on the beach at Kahana

Reef 40 years ago but now there is no beach but there is a sea wall. The erosion process has occurred from Kahana

Village all the way down to the Kahana Bay Beach Resort.

The owners of Hololani condominiums have spent thousands of dollars over the last seven years trying to coordinate

with Maui County, DLNR and the US Army Corp of Engineers to obtain permits to build a revetment system to control

further erosion which is dangerously close to the structure but have a temporary revetment system in place that has to

be repaired annually at substantial cost to the owners. The owners have seen this uncertainty substantially impact the

value and ability to sell their property and will continue to have a negative impact on all of the ocean side complexes

unless the county, state and federal agencies can agree to a joint solution and proceed to implement it. Time is of the

essence relative to the current situation.

I'm here tonight in support of the Planning Department budget item request of $750,000 to establish a US Army Corps of Engineers partnership with Maui County under the Continuing Authorities Program that will bring assistance for Kahana Bay, Maui. We are concerned about the impacts of proposed shoreline armoring within Kahana Bay, including acceleration of erosion along neighboring properties. As an alternative to armoring, we continue to support the concept of regional beach restoration for all of Kahana Bay.

The information provided by the Maui County Planning Department is as follows:

• The one time funding will match the same dollar amount from the Federal Government to cut in half the

required various environmental studies that need to be completed to plan, design, and implement a Regional

Beach Nourishment project for 9 condominium complex properties along Kahana Bay, which is undergoing

chronic erosion. The County Council match also leverages potentially up to $5,000,000 of federal funds under

the Continuing Authorities Program to implement the project for Kahana Bay. • USGS data suggests that rising sea levels are going to continue to lead to further beach erosion

• Overall, a Kahana Bay beach erosion mitigation is needed because continued wave action (rising sea temperatures causing more High Surf events) will lead to more beach armoring.

• Continued erosion runs the risk of more terrestrial pollution caused by undermining of the coastline. Water quality testing at Pohaku park area is also showing higher than acceptable bacteria levels.

Road resurfacing seems to be a major issue on Maui these days. After reading a series of

newspaper articles regarding the success you and David Goode had with "Pu'ukoli'l Road" in

West Maui — Congratulations!

Hopefully, not every project takes 10 years to resolve? But the adjective of " Long, Bumpy

Road" applies to other roadways that have been long overlooked on the west side. I represent

the Hale Malia Homeowner's Association in Napili. Our community entry is accessed from the

Lower Honoapiilani Road between Napili Hau (at Napili Plaza) and Hui Rd. E

yet this section of the Lower Honoapiilani Road has not been resurfaced in the last 20 years.

The population that lives on this section of road is totally a part of Maui County, please come

drive on our part of the Lower Honoapii;ani Road and see how you enjoy your "Bumpy" drive.

We know how hard you work for the people you represent. Hence, we are those people and

we need a voice to address this issue with Maui County Services. Ellie, if your not sure of our

location; ask Angus McKelvey, it's the neighborhood he grew up in. Again, we need your

consideration to work with David Goode to repave our 1 mile section of road and to stop filling

pot holes with patch that wash's out in the rain.

URGENT REPAVING REQUEST: Lower Honoapiilani Road between Napilihau Road and Hui Rd. E.

This section of road in Maui County has been passed over time and again for road resurfacing.

To the north towards Kapalua the road was re-surfaced in the last 5 years, to the south towards

Kahana the road has also been redone.

We are the Hale Malia Homeowner's Association, we enter & exit our community by way of

the Lower Honoapiilani Road. Better known as the "Bumpty Bump" road. We have watched the

asphalt patch crews fill pot holes after storms for the last 10 years. But it is time for the road to

be elevated to current road requirements.

We have been patient Tax Payer's; Now it's time to fix thing's correctly. You are currently

repairing a drainage channel on this IA mile section of road by Kahana Sunset, please complete

the task and re-surface this section of road up to Napilihau Road. We have elderly citizens who

live in these communities, the bone jarring road is a safety danger to the control of automobiles

traveling over the uneven road surfaces. It's common sense that this frequently traveled Lower

Honoapiilani Road should be repaved to handle the current traffic load accident free. Vehicle

control is hampered by the washing board road requiring vehicle correction.

We have talked to our neighboring communities at ALAELOA and KAHANA SUNSET. They too

strongly support the repaving of this% mile section of road. Do we have to petition the Mayor's

Office, the County Council, Representative Angus McKelvey or the Maui News to get immediate

Kahana Bay Beach Erosion budget Testimony

Aloha Ahiahi Chair Hokama and Budget & Finance Committee Council Members.

My name is Terry Schroeder. My wife Marie and I are owners & fulltime residents at the Sands of Kahana located along

the Kahana Bay shoreline. We have owned since 2002 and have lived there since July, 2011. As residents we observe

daily the chronic shoreline erosion that is occurring along the Kahana Bay. In 2002 we were able to walk Kahana beach

from Pohaku (S-turns) park all the way to the Pohailani, which is to north of the Hololani. A few years ago we could only

walk to Royal Kahana and now we can only walk to the Valley Isle condo.

I'm here tonight to offer testimony in support of the Planning Department budget item request of $750,000 to establish a US Army Corps of Engineers partnership with Maui County under the Continuing Authorities Program that will bring assistance for Kahana Bay, Maui. We are concerned about the impacts of proposed shoreline armoring within Kahana Bay, including acceleration of erosion along neighboring properties. As an alternative to armoring, we continue to support the concept of regional beach restoration for all of Kahana Bay.

Additional info in support of my testimony:

• We understand this one time funding will match the same dollar amount from the Federal Government to cut in

half the required various environmental studies that need to be completed to plan, design, and implement a

Regional Beach Nourishment project for 9 condominium complex properties along Kahana Bay, which is

undergoing chronic erosion. The County Council match also leverages potentially up to $5,000,000 of federal

funds under the Continuing Authorities Program to implement the project for Kahana Bay. • USGS data suggests that rising sea levels are going to continue to lead to further beach erosion • Overall, a Kahana Bay beach erosion mitigation is needed because continued wave action (rising sea temperatures causing more High Surf events) will lead to more beach armoring. • Continued erosion runs the risk of more terrestrial pollution caused by undermining of the coastline. Water quality testing at Pohaku park area is showing higher than acceptable bacteria levels.

Last but not least: • Beach/Shoreline protection is in the best interest for all Maui/Hawaii residents because:

o Beaches provide safe access for ocean recreation. Pohaku (S-turns) park is frequented by residents and visitors for ocean recreation, such as surfing. o The beach supports the habitat for many marine and terrestrial organisms, including Coral Reefs, Reef Fish and Honu. There is a large group of Green Sea Turtles that reside in the Coral Reef that is adjacent to Pohaku park. o If the beaches go, then the Tourists will go elsewhere and spend their vacation dollars. They will spread the word on social media about the lack of beaches. o Real Estate values will go down and tax revenues will decline. Budget revenues sources lists Real Estate taxes representing approximately 38% of total.

Aloha Chair Hokama:

Hui No'eau Visual Arts Center is a 501(c)(3) nonprofit arts education organization dedicated to sharing the benefits of the visual arts with the entire community. The Hui's Youth Programs present children with meaningful skills, positive adult role models and instill the core values of arts, which in turn help students achieve greater success in other areas of their schooling and lives.

With the help of funding from the County of Maui, currently in the proposed budget at $50,000, the Hui intends to incorporate Inspiration STEAM as a new facet of the Hui's Youth Programs. STEM education, is an acronym for the fields of study in the categories of science, technology, engineering, and mathematics. The "A" in STEAM represents the integration of the Arts into learning each of these other fields of study.

Inspiration STEAM will provide Maui County youth and educators with unparalleled learning opportunities through a collection of on- and off-site classes, camps, workshops, and outreach efforts based in the visual arts and highlighting lessons of science, math, engineering, and technology. When fully funded, collaborations with community organizations and schools will help the Hui reach 1,050 Maui County youth ages 2,5-18 years and 41 educators in FYI 7. The County's funding will help the Hui reach its goal.

Last year the Hui No'eau hosted 17,000 artists, educators, visitors, and community members at its beautiful and historic 25-acre campus in Makawao; in 2017, the Hui's main building will be 100 years old. The programs we offer are for individuals of all ages but especially for Maui youth. The Hui works actively to collaborate with other Community organizations, such as Baldwin High School, King Kekaulike High School, Kamehameha School, Seabury, Waldorf High School, East Maui Watershed and Maui Youth and Family Services.

Earlier this year, we were awarded the Mayor's Non-Profic Business Award for outstanding operation of the Hui.

Dear County Council, I support the building of a bike path in Lahaina. It is something both locals and tourists will enjoy and use. We live near the Paia bike path that goes from Kanaha to Paia. The path is in constant use. Besides bikes, the path is used by joggers, families with strollers, and dog walkers. The bike path is a good way to get exercise, enjoy Maui's sunshine and get to and from Kahului without driving a car. Bike paths in a community sow that the community is forward thinking and that it can provide healthy recreation for its citizens and visitors. I encourage you will keep the bike path in the budget. Aloha Councilmembers, I'm writing in regards to our Ocean Safety Program which falls under the

Department of Fire and Public Safety in this years budget. For many years our front line staff who man the towers at our county's designated beach parks have been short staffed (it has been very bad since the time when furloughs were ongoing). They have had to do their best to watch not only our designated beach parks but also through a pilot program (which began in July of 2002, was never funded, nor a goal in the budget) respond to all 911 ocean rescue while on duty, almost always with 2-3 guards covering entire coastlines of 8+ miles. At DI Fleming, in order to adapt to both responsibilities, no swim zones in rip current areas were created and the general policy is to not let anyone without fins or good ocean knowledge swim in rip current areas. This has cut down significantly on even the chance that someone could get in trouble, but there are those who don't listen, don't pay attention and/or can't resist the pull of the rip current in to a no swim zone/rip current - in general the enhanced public address and the creation of no swim areas at DT Flemings has allowed us to juggle both responsibilities. I have worked in the field of Ocean Safety for over 15 years and the general trend is our beaches are getting more crowded, new ocean activities have been created and popularized (Stand up paddling, kitesurfing, one-man paddling, etc) and our weather is becoming more extreme and yet the Maui Visitors Bureau continues to ask for more funds to bring in ever more visitors. These visitors often try activities such as snorkeling or Stand up paddling for the first time and so the reality is we need more resources to watch over and safeguard these additional folks who come to visit Maui often with no idea of the inherent dangers of ocean recreation - the safety video put out never even shows what dangerous conditions look like, it's more of an advertisement to come recreate in our oceans than anything else.

Lifeguard towers with jet ski should have a minimum standard of 2 operators and 2 tower guards so Ocean Safety Officers aren't forced to choose between providing high quality lifeguard service at their designated beach or providing high quality 911 response. Ocean Safety Officers are trained to give CPR as a team, do spinal management as a team, retrieve injured/unconscious/deceased victims as a team (with a jet ski operator and grabber). Ocean Safety has suffered from poor management and not having a Department where we belong for many years and is not being given the resources needed to do a high quality job. Many Officers get injured, need to take earned leave and so it would make a tremendous positive difference that in addition to the 7 front line expansion positions to include either 7 half time workers who could bump up to full time hours as needed or an additional 7 contract workers to work on an on-call basis when we are short staffed or get busy. We all realize the strain of increased visitors during spring break, winter break and

during summer when our kids are out of school we are running junior lifeguard programs in the districts of North Shore, South Shore, West Side, Hana, Molokai and Lanai. All other jurisdictions, including Maui's own swimming pools contract seasonal or on-call hires and it's time for Maui County's Ocean Safety to be able to be fully staffed during our most busy times of the year if we want to call our services high quality. This would be a more efficient use of taxpayer funds than paying overtime when there isn't the manpower to take lunch breaks (which happens a lot) or calling back captains on their days off (some captains regularly work 6 day weeks making a killing on overtime).

I also want to emphasize the $143,080 for operator pay per unit 14 binding arbitration - the differential for certified operators is $3.50/hr for 2 operators for 7 jet ski, 365 days a year. This is a great deal for the county especially considering Maui has gotten the service for free for fourteen years when other jurisdictions have been paying for it. It is also a good deal because instead of creating a 'jet ski operator" position it is an assignment or differential meaning if the operator is on vacation, comp time or sick, they won't get the pay and overtime costs also do not apply. Two operators are needed to cover training and lunch breaks daily as well as the cases where a grabber is needed, the grabber would be the second operator in case anything should happen to the primary operator, the grabber can then step up and operate. Please note that we go out in all types of strong wind and high surf conditions with no hazard pay.

In closing I would like to share some statistics from DT Flemings for March 2016. 23 - Victims were brought to shore with jet ski (this is outside of our designated beach park - our area of coverage runs from Pohaku (S-turns) park to Kahakuloa village) 4 - 911 calls were cancelled due to victims making it to shore prior to our arrival 2 - Disabled boats assisted 4 - Rip current rescues at DT Flemings 3 - Miscellaneous injury (dislocated shoulder, head injury, leg injury) 1 - Police assistance 1 - Brown Water Advisory 5 - Days with only two guards (No lunch break) 2 - Times when both beaches in the West District had simultaneous 911 ocean rescues
