The 83rd Convention of Texas State Chapter
was held May 1-3, 2014 in the city of Palms—
McAllen, Texas! Hostess chapters, representing
the Rio Grande Valley welcomed P.E.O.s, BILs
and guests from across the state, as we gathered
to conduct the business of Texas State Chapter.
I love my Texas P.E.O. family and it was an
honor and privilege to serve as the presiding
officer. Attendees were inspired by our history and encouraged to con-
tinue to grow and prepare for the future of our great Sisterhood in Tex-
as.

The World’s Fair was held in New York; the First lung trans-
plant was performed; Pop Tarts and Lucky Charms were intro-
duced! The top TV shows were Bonanza, Bewitched, Gomer
Pyle, U.S.M.C., The Andy Griffith Show. The Best Picture was
“My Fair Lady”. The IX Winter Olympic Games were held in
Innsbruck, Austria — US Wins 1 Gold, 2 Silver and 3 Bronze for
a total of 6 medals and 7th place out of 15 countries to win any
medals, with the USSR leading the pack with a total of 24 med-
als. The 2 teams in the Cotton Bowl were Texas 28-Navy 6. As
a side note, that Navy quarterback was Roger Staubach!!

ADMISSION
1. Delegates and visitors must register before attending convention business
meetings. No one will be admitted during the Report of the Guards.
2. Admission to convention will be by password or the official convention
badge.
3. In the event a Delegate must leave convention, the Alternate must register
and be approved by the Credentials Committee before taking her seat as
Delegate.
GENERAL
4. Members are requested to be in their seats for the Call to Order.
5. Remain at your seat for the processional and the recessional.
6. Use of cameras or camera phones is prohibited during the business meet-
ings.
7. No electronic devices may be used during the business meetings. Turn
off cell phones or place on silent mode. Emailing or texting is not permit-
ted while in session.
8. Convention pages and guards will distribute necessary communications
except during speeches.
9. Inability to hear shall be signified by raising the hand.
10. A committee, appointed by the president, has the responsibility to read
and approve the minutes of convention.
11. Addresses, remarks and answers to questions given by the representative
of International Chapter or by the organizer, shall not be taped, duplicated
or distributed.
SPEAKING AND VOTING
12. The president will announce the method of voting for each item of busi-
ness.
13. A representative of the entity that proposed the amendment has the right
to speak first.
14. Debate on the amendments or resolution will have alternating PRO and
CON speakers.
15. When speaking to an amendment, no member shall speak more than once
or for more than two minutes without consent of convention.
16. A member addressing the presiding officer shall give her name and chap-
ter letter(s) and town before being recognized.
17. Only members of convention shall be seated in the voting sections.
18. Only members of convention are entitled to make a motion, debate and
vote.

FIRST MEETING
FRIDAY MORNING, MAY 2, 2014 The 83rd Annual Convention of Texas State Chapter of the P.E.O. Sister-
hood convened at 8:30 a.m. on Friday, May 2, 2014, at the McAllen
Convention Center in McAllen. Due to transportation issues the conven-
tion was in recess until 8:54 a.m. when a quorum was present. Chapters
BU and EV, Brownsville; DM, Edinburg; T,BY,CT, and FY, Harlingen;
F, CE, DS, GH, and BV, McAllen; EY, Mission; AQ, Raymondville; L
and CW, San Benito; BW and EN, Weslaco, served as hostesses.
“Strike Up the Band” was played during the processional for the execu-
tive board, Representative of International Chapter, members of honor,
guests of honor, regional membership representatives, state committee
chairmen, past state presidents, appointees and platform pages.
After a quorum was met the meeting was called to order by President
Barbara Schlueter, DZ, Odessa at 8:54 a.m.
Martha Lee Bean, IH, Allen, Past President Texas State Chapter, deliv-
ered the invocation.
Sara Donalson, BW, Weslaco, led the Pledge of Allegiance, and Martha
Hipke, BO, Tyler, past president of Texas State Chapter, led the singing
of “O Canada” and the “Star Spangled Banner”, accompanied by Music
Director, Phyllis Vittatoe, FY, Harlingen.
The president welcomed all on behalf of the Executive Board of Texas
State Chapter.
The president introduced Head Guard, Joan Reiff, BY, Harlingen and
Assistant Head Guard, Margaret Kroll, BY, Harlingen and their advisers,
Francille Moore, AX-ED, Houston and Pam Walker, FI, Sherman, past
presidents of Texas State Chapter. Head Guard, Joan Reiff, BY, Harl-
ingen gave the report of the guards.

Roberta Lindly, JE, Kingwood led the singing of the Opening Ode, fol-
lowed by the reciting of the Objects and Aims led by D’Alice Belanger,
DZ, Odessa.
Betty Thomas, Chapter FD, Houston and nominee for treasurer of Tex-
as State Chapter, gave the devotion entitled “Home Sweet Home”.
The first credentials report was given by Chairman Shirley Groneman,
AI, Columbus, Georgia, past president of Texas State Chapter.
Chairman Shirley Groneman first called attention to the members of
convention listed on pages 24 to 29 in the printed program, announcing
that changes in the delegation would not be read but would be posted on
a bulletin board near Convention Hall. Delegates were asked to view
the bulletin board and make necessary changes in their printed program.
Shirley Groneman then reported 268 members of convention were enti-
tled to vote. On behalf of the committee, Shirley moved the report be
adopted. There being a majority in the affirmative the report was
adopted. (Reports, p.____)A quorum being present, the president de-
clared the 83rd Annual Convention of Texas State Chapter opened in
due form and ready for the transaction of business.
Lois Cartwright, secretary, moved that the rules of convention, as print-
ed on pages 15 and 16 in the program, be adopted. The motion was se-
conded and adopted.
Lois Cartwright, secretary, moved the adoption of the printed program
with necessary changes. The motion was seconded and adopted.
The members of the Committee to Approve the Minutes of Convention,
Elizabeth McFarland, FV, Plano, past president of Texas State Chapter;
Janett Frentress, DZ, Odessa; and Jennifer Davenport, EY, Mission
were introduced and thanked for assisting the secretary with the
minutes.
President Barbara Schlueter introduced and welcomed Brenda Atchison
as the Representative of International Chapter. Brenda Atchison is a
member of Chapter QS, Antioch, and past president of California State
Chapter and currently serves as organizer of International Chapter.
The president announced that Mary Dunn Short, BR, San Antonio, a
Professional Registered Parliamentarian who serves in that capacity for
International Chapter would serve as convention parliamentarian.

The president introduced the members of the executive board: Susan
Penrod, FP, San Antonio, vice president, Barbie Earthman, HT, New
Braunfels, organizer, Karen Brooks, HJ, The Woodlands, treasurer, and
Lois Cartwright, JE, Kingwood, secretary.
The president introduced the executive assistants: Janice Williams, A,
Whitesboro, executive secretary of Texas State Chapter; and Amy
Dillavou, AC, Houston, executive treasurer of Texas State Chapter.
The president introduced Janice Williams, A, Whitesboro as webmaster
for Texas State Chapter.
By general consent, the president omitted the reading of the names of the
guards, tellers, convention pages, convention committees and advisers;
as they were printed in the program and will appear in the official pro-
ceedings of this convention. (See page ___) The president then thanked
them for their willingness to serve the convention.
The president introduced her platform pages, Melissa Cooper, DZ, Odes-
sa and Meagan Skelton, DZ, Odessa.
The president introduced the 18 chapters hosting the convention; chap-
ters from Brownsville, Edinburg, Harlingen, McAllen, Mission, Ray-
mondville, San Benito, and Weslaco.
The president introduced Barbara Riley, CE, McAllen, convention chair-
man.
Barbara Riley, convention chairman, extended the official convention
welcome; Lois Cartwright, secretary, gave the response to the welcome
on behalf of the executive board.
President, Barbara Schlueter introduced member of honor Susan Reese
Sellers, ES, Houston, past president of International Chapter. She an-
nounced that Susan Sellers is now serving on the Sesquicentennial Com-
mittee for International Chapter.
By authorization of the executive board, the secretary moved to grant
disbandment to Chapter DV, Irving. The vote was favorable and the dis-
bandment was granted, effective May 2, 2014.

By general consent, the membership report of disbanded chapters found
on page 64 of the printed program was not read, as it will be included in
the proceedings of this convention. (Reports, p. ___)
President Barbara Schlueter recognized organizer Barbie Earthman and
members of Chapter JG, Big Spring organized on February 8th, 2014.
Barbie Earthman moved that a charter be granted to Chapter JG, Big
Spring. There was a second and the motion was adopted.
Barbie Earthman presented the charter and Brenda Atchison brought
greetings from International Chapter. Stacy Barr, JG, Big Spring pre-
sented brief remarks on behalf of Chapter JG. The new delegate was
escorted to her seat in convention.
Lois Cartwright, secretary, read a letter from Maria T. Baseggio, Presi-
dent of International Chapter of the P.E.O. Sisterhood. Lois Cartwright
moved that convention greetings be sent to Maria T. Baseggio. It was
seconded and the motion was adopted.
President Barbara Schlueter gave a Power Point presentation reviewing
the accomplishments of Texas State Chapter for the year. Chapters who
added members to their “band” were recognized.
The president introduced Barbie Earthman, organizer who gave a period
of instruction on Pre-acceptance, P.E.O. Counsel for Membership. She
was assisted by Nancy Easterly, FD, Houston, Kris Dewees, FD, Hou-
ston and Linda Kelley, EJ, Austin.
Following the introduction by President Barbara Schlueter, the Repre-
sentative of International Chapter, Brenda Atchison, presented the key-
note address entitled “Your String of Pearls”. The president thanked her
for her inspiring message.
President Barbara Schlueter recognized members of state standing com-
mittees and the Texas Star Oaks Fund, Inc. Board of Directors, as well as
special committees.
By general consent, the annual reports of the state officers, the executive
assistants, standing committees, the state project chairmen, and the board
of directors were not read as they were included in the convention pro-
gram. The reports were filed with the secretary to be included in the pro-
ceedings of this convention. (Reports, p. ___)

The president introduced Tina Hatch, M, El Paso, chairman of Texas
Star Oaks Fund, Inc. who presented a brief overview of the life changing
work this committee does.
The president introduced Mary Ann Wilson, BC, Dallas, past president
of Texas State Chapter who presented the final report of the Special
Committee – Convention Planning and Advisory Committee. (Reports,
p. ___)
The president introduced Jane Minkley-Baker, AK, Lubbock, chairman
who presented the final report of the Special Committee to Publish a
Second Texas State Chapter History Book. (Reports, p. ___) In recogni-
tion of her work to this project the president announced a donation had
been made in her honor to the Archival Fund.
President Barbara Schlueter requested that all members of convention
refer to page 82 of the convention program for selections to read pertain-
ing to the election of the Executive Board of Texas State Chapter.
Announcements were made by convention chairman, Barbara Riley.
Golden Girls attending convention were recognized by the president who
stated that Texas State Chapter will be making a monetary gift in their
honor to the spotlighted project this year – Texas Star Oaks Fund, Inc.
The guards escorted the Golden Girls to lunch to the music of “Ascot
Gavotte” from My Fair Lady.
The president declared convention in recess until 1:45 p.m.

President Barbara Schlueter called the second meeting of the 83rd Con-
vention of Texas State Chapter to order at 2:05 p.m.
Cathy Moss, E, Kentucky, president of the past president’s group, an-
nounced a donation would be made to the Archival Fund in honor of
Jane Minkley-Baker, chairman of the Special Committee to Publish a

The president introduced the Members of Honor; all are past presidents
of Texas State Chapter: Linda Davidson, BO, Tyler, serving as Chair-
man of the Board of Trustees of the P.E.O. Scholar Awards, and Eliza-
beth McFarland, FV, Plano serving on the Nominating Committee.
The president then introduced Cathy Moss, E, Kentucky and Ellen Knox,
JC, Abilene who currently serve as Regional Membership Representa-
tives and Georgann Douglas, DE, Fort Worth who was appointed to the
P.E.O. Advisory Committee for Cottey Recruitment.
Barbara Schlueter, president welcomed the following past presidents
from other state chapters:

The report of the guards was given.
President, Barbara Schlueter, thanked Lois Cartwright, secretary for the
beautiful Time of Remembrance tribute on Thursday afternoon.
The president expressed gratitude to Susan Penrod, vice president, for
the wonderful Projects Luncheon and for the Orientation and the
Amendments Workshop on Thursday afternoon.
Barbie Earthman, organizer was thanked for the period of instruction
conducted earlier and for the period of instruction yet to come.
The president thanked Cindy Wylie, CL, Houston and Allison Alford,
HJ, The Woodlands for coordinating the Tech-Sis Scavenger Hunt and
Geo-Cache activity on Thursday evening.
The Membership Committee was thanked for coordinating the Under 40
gathering.
Shirley Groneman gave the second credentials report. 269 members of
convention were reported. On motion of the chairman, the second re-
port was adopted.
The tellers entered to the P.E.O. March. President, Barbara Schlueter,
introduced and thanked the Head Teller, Sue Jackson, DZ, Odessa and
the tellers group.
The report of the Amendments and Recommendations Committee was
given by the chairman, Mary Ann Morton, HC, Temple, who first intro-
duced the other members of the committee; Aileen Gauntt, DE, Fort
Worth, past president of Texas State Chapter, Karen Martin, CN, Irving
and Susan Penrod, Texas State Chapter adviser as well as Susan Hol-
man, International Chapter Study and Research Committee adviser.
In preparation for the presentation of amendments to the Bylaws and
Standing Rules of Texas Chapter, the president asked any visitors sitting
in the front section to move to the visitor’s section during voting. She
instructed the convention in the procedure for presentations of amend-
ments and voting. A&R Chairman Mary Ann Morton presented the
2014 proposed amendments to the Bylaws of Texas State Chapter. Page

numbers refer to the 2013 Bylaws and Standing Rules. By general con-
sent, the chairman read only the explanation for each proposed amend-
ment.
PROPOSED AMENDMENTS TO THE BYLAWS AND
STANDING RULES OF TEXAS STATE CHAPTER
1. It was determined that amendment number 1 proposed to the Bylaws
of Texas State Chapter was not required therefore it was withdrawn.
2. Submitted by the Executive Board of Texas State Chapter
(page B-14) Amend Article XII, Section 2, by striking out sentence 1 and in
sentence 2, by inserting the word “dire” following the word “in” so that if
adopted the section would read:
Section 2. PURPOSE. The Texas Star Oaks Fund, Inc. shall be used
for United States citizens residing in Texas who are in dire financial need.
3. Submitted by the Executive Board of Texas State Chapter
(page B-15) Amend Article XII by adding a new Section 9 as follows:
Section 9. DONATIONS, The Texas Star Oaks Fund, Inc., shall consist of all
monies received from the sale of the Texas P.E.O. Home and its remaining
assets and all monies received for the fund by gift, devise, honoraria, memori-
als, bequests, dividends, interest and bills receivable. These funds are sent to
the Texas Star Oaks Fund, Inc. with checks made payable per instructions on
the current designated Project Donations Form.
Five thousand dollars ($5,000.00) shall be provided annually from the general
fund of Texas State Chapter for grants.
It was moved and seconded to refer amendments #2 and #3 back to the
Amendments and Recommendations Committee for further review to
be brought back to the next convention. The motion was adopted.
4. Amendment #4 was withdrawn.
5. Amendment #5 was withdrawn.
6. Amendment #6 was withdrawn.
The following two amendments were considered seriatim.
7. Submitted by the Executive Board of Texas State Chapter
(page B-19) Amend the bylaws by adding a new Article XVII as follows:
ARTICLE XVII
CONVENTION PLANNING AND ADVISORY COMMITTEE
Section 1. COMMITTEE. The Convention Planning and Advisory
Committee shall assist the executive board and the convention hostess chapters

with state convention planning and execution. A Convention Planning and
Advisory Committee shall consist of five (5) members, each of whom shall
serve five (5) years. One member shall be appointed annually by the president
at the beginning of her term, with approval of the executive board. At least
one members shall be a past president of Texas State Chapter, and if possible,
two members should be a past convention chairman, treasurer or other mem-
ber with convention experience. The senior member shall be chairman. In
case of appointment of an entirely new committee, the president shall desig-
nate terms of members and chairmanship of the committee.
Section 2. DUTIES. The Convention Planning and Advisory shall
maintain a file of hotel contracts for conventions and review them annually;
negotiate contracts and submit recommendations on convention hotels to the
executive board for approval; consult and advise on the planning of conven-
tion with the executive board and hostess chapters per established guidelines;
review the Convention Handbook for Hostess Chapters annually and revise as
needed upon agreement of the executive board. The committee shall perform
any other convention function as requested by the executive board.
8. Submitted by the Executive Board of Texas State Chapter
(page B-7) Amend Article VI, Section 2, by inserting a new paragraph 4, so
that if adopted the section would read:
Section 2. PRESIDENT,
The duties of the president shall be: to appoint, with the approval of the execu-
tive board, members to special committees and the following standing commit-
tees:

A written ballot was taken and the amendments were defeated by a
count of 162 affirmative and 99 negative.

At the direction of the A & R Committee, the A & R Chairman moved
the adoption of the following resolution:
Resolved, That the 2014-2015 Executive Board of Texas State Chapter
be authorized to correct article and section designations, punctuation,
and cross-references, and to make such other technical and conforming
changes as may be necessary to reflect the intent of Texas State Chap-
ter.
The vote was in the affirmative and the resolution was adopted.
The A&R chairman read the following addendum item:
ADDENDUM
At the direction of International Chapter, Texas State Chapter will
make the following change in the bylaws. This change requires no ac-
tion by convention.
For credentialing purposes, a resident past president of International
Chapter shall be listed specifically as a member of convention of the
state chapter.
(page B-1) Article II, Section 1 will now read as follows:
Section 1. MEMBERS. Convention of Texas State Chapter
shall consist of the following active members when present and
registered:
Executive Board
Resident Past President of International Chapter
Past Presidents of Texas State Chapter
Chairmen of all standing committees of Texas State Chapter
(see Article VI, Section 2)
Chairman of the Board of Directors, Texas Star
Oaks Fund, Inc.
One delegate from each local chapter
The president announced the rest of the Addendum is a result of action
taken at Convention of International Chapter and would not be read, but
would be included in the minutes of the proceedings.
The following changes are to be made to the Bylaws and Standing
Rules of Texas State Chapter in order to conform to the Constitution,
Bylaws, and Standing Rules of the P.E.O. Sisterhood, as amended at the

2013 Convention of International Chapter. These changes require no
action by convention.
In the year of Convention of International Chapter each local chap-
ter so notified shall nominate at the annual election a delegate and
an alternate, whose names shall be submitted as required by Inter-
national Chapter.
1. (page B-2) Article III, Section 2, sentence 2 will now read as fol-
lows:
Each chapter entitled to such representation shall nominate a
delegate and an alternate to Convention of International Chapter and
shall submit their names as required by International Chapter.
If local chapter bylaws have been amended during the fiscal year,
the recording secretary shall send a copy as instructed by the state
executive board in March for review.
2. (page B-10) Article VIII, Section 3, sentence 1 will now read as fol-
lows:
To send as instructed by the state executive board, between
March 1 and March 10, a copy of the local chapter bylaws and stand-
ing rules.
Each reciprocity group shall submit the report of election immedi-
ately after election as required by International Chapter.
3. (page B-13) Article X, Section 3, paragraph 1 will now read as fol-
lows:
REPORTS. The report of election shall be submitted as re-
quired by International Chapter immediately following election. The
outgoing president of a P.E.O. Council shall submit annual report forms
to include information on the unaffiliate chairman and Cottey College
chairman; a list of chapters in the council; a copy of the bylaws and
standing rules; and a report of activities to the vice president of Texas
State Chapter or designated paid assistant by April 1.
Each P.E.O. Group shall submit the report of election immediately
after election as required by International Chapter.
4. (page B-13) Article XI, Section 6, paragraph 1 will now read as fol-
lows:
REPORTS. The report of election shall be submitted as re-
quired by International Chapter immediately following election. The

outgoing president of a P.E.O. Group shall submit annual report forms
to include a copy of the bylaws and standing rules; a roster of members
(yearbook), and a report of activities to the vice president of Texas State
Chapter or designated paid assistant by April 1.
Chapter and council spotlights were given by Betty Stutz, IB, Freder-
icksburg, Lisa Reed, HH, Houston and Mary Kadlec, IY, Frisco while
amendment ballots were being counted.
Bonnie Brown, AQ, Raymondville, Nominating Committee chairman,
introduced her committee, Martha Lee Bean, IH, Allen, past president
of Texas State Chapter and Jamie Malloy, AA, Lubbock and gave the
report of the Nominating Committee. (Reports, p. ____) The president
thanked the committee for its work.
The next order of business was election of officers.

The president announced the installation of new officers would take

The president thanked the tellers, and recognized Tracy Fiers, FS, Car-
rollton and Lois Marie Coats, HO, Flower Mound, both past presidents
of Texas State Chapter, who served as advisers to the Tellers.
The president announced that seminars will be held following the close
of the afternoon meeting and noted these are required for all delegates.
The seminar at 4:00 p.m. was presented by the TSOFI Board of Direc-
tors and the seminar at 4:30 p.m. was presented by the Cottey College
Committee with extra personnel including Connie Medrano, BR, San

Chapter to order at 8:30 a.m.
The devotion entitled, Team Spirit was given by Courtney Townsend, IK
McKinney, past president of Texas State Chapter.
Head Guard, Joan Reiff, BY, Harlingen gave the report of the guards.
The president thanked the guards and their advisers Francille Moore, AX
-ED, Houston and Pam Walker, FI, Sherman both past state presidents
of Texas State Chapter.
Shirley Groneman, AI, Georgia, past president of Texas State Chapter
and Chairman of the Credentials Committee introduced her committee;
Kelley Cooper-Cameron, I, Canadian and Janice Williams, A, Whitesbo-
ro. She then gave the final report of the Credentials Committee and re-
ported 269 members of convention entitled to vote. (Reports, p. ___)
The president thanked Shirley Groneman, past state president and her
committee for their work during convention.
Chairman of Visitor Registration, Carol Hudsonpiller, DM, Edinburg,
gave the report of visitor registration. Carol Hudsonpiller reported 306
P.E.O. visitors, and 86 BIL’s were in attendance for a total of 392.
President Barbara Schlueter expressed her thanks to Carol Hudsonpiller,
chairman of Visitor Registration and Karen Brooks, treasurer of Texas
State Chapter and board adviser, as well as the registration committee

for having kept very good records during the registration process.
The president introduced Barbie Earthman, organizer who gave a period
of instruction on Post Initiation Counseling. She was assisted by Nancy
Easterly, FD, Houston, Kris Dewees, FD, Houston, Jill Tatum, EB, Clear
Lake, and Cindy Wylie, DL, Houston.
Gloria Hall, DX, Dallas, past president of Texas State Chapter and chair-
man of Special Work gave a report of Special Work given by delegates
to convention.
The president thanked Gloria Hall and all the past presidents who served
as listeners.
A&R Chairman Mary Ann Morton presented the 2014 proposed amend-
ment to Part II of the Constitution of the P.E.O. Sisterhood.

ed person, of the state chapter all books and supplies, Initiatory Emblem,
and other items of historical value. The state chapter shall send the sup-
plies required to the returned to International Chapter to the executive
director of the P.E.O. Sisterhood.
A counted standing vote was taken and the amendment was not ap-
proved for presentation at Convention of International Chapter by a
count of 129 affirmative and 103 negative.
The president thanked Mary Ann Morton and her committee for their
diligence and hard work on the proposed amendments and also thanked
Judy Tartt, DZ, Odessa, who served as the official timer during debate.
President Barbara Schlueter called attention to the copy of the budget

or, FA, Plano, who introduced other members of her committee: Cheri

urer; Fredda Harmon, IO, Granbury, Texas Cottey College Scholarship
Funds treasurer; Elizabeth Arnott, FH, Arlington, Texas Star Oaks
Fund, Inc., treasurer; and Karen Brooks, HJ, treasurer Texas State
Chapter. The chairman presented corrections to the budget and then
presented the committee’s report, including information regarding re-
view of accounts, study of audit, and preparation of budget and recom-
mendation for surplus funds.
The chairman moved the adoption of the report. By general consent,
the vote was divided into separate parts and a majority voted in favor of
each of the following:

The president stated that the adoption of the report approved the
report of the treasurer of Texas State Chapter.
The president thanked the members of the Finance Committee for
watching our finances during the year and making recommendations as
needed. She announced the report of the Finance Committee will be
filed with the secretary for inclusion in the proceedings of this conven-

of International Chapter and Barbie Earthman, organizer answered
questions previously submitted regarding P.E.O. policies and proce-

Georgann Douglas, DE, Fort Worth, past president of Texas State
Chapter and Chairman of the 2013 Convention of International Chapter,
gave a final report of the convention held at the Anatole Hotel in Dallas,
Texas on September 26 – 28, 2013. Martha Lee Bean, IH, Allen, past
president of Texas State Chapter, gave the final financial report of Con-
vention of International Chapter.
The president thanked Georgann Douglas, DE, Fort Worth, past
president of Texas State Chapter and her committee for all their hard
work. She then announced a project donation would be made in honor
of Georgann Douglas and the committee.
Gloria Hall, DX, Dallas, chairman of the Susan Sellers Fund and co-
chairman, Francille Moore, AX-ED, Houston, past presidents of Texas
State Chapter, gave the final report of the Susan Sellers Fund.

Texas State Chapter President Susan Penrod gave her incoming re-
marks and announced her theme: Bold Dreams Boundless Love. The
president announced two special committees: Special Committee on
Technology and the Convention Planning and Advisory Committee.
The special guests of convention who were present for the Ceremony
of Installation were introduced before being escorted out of the conven-
tion hall by the guards.
The 2014- 2015 Chapter Challenge Handout and the Cottey College
referral information sheets were distributed to the members of conven-
tion..
The president was presented with flowers and gifts from Chapter FP,
San Antonio, and the San Antonio Area P.E.O. Council.
By general consent, convention rule #6 was suspended to allow photos
during the next item of business. An invitation to the 2015 Convention
of Texas State Chapter to be held in Houston, on April 30th to May 2nd,
2015 was presented.
President Susan Penrod accepted the invitation to the eighty-fourth
Convention of Texas State Chapter on behalf of Texas State Chapter.
The president announced that Rule #6 was back in effect and photo-
graphs were not allowed.
The president announced that three (3) handouts had been placed on the
delegates’ chairs: contact information for the 2014 – 2015 Executive
Board and Executive Assistants; a list of the State Committee Appoint-
ments, which had been approved by the newly elected executive board;
and a list of the Special Committees and Appointments.
The president explained that the three lists would be posted on the state
website and may be updated periodically throughout the year. The del-
egates were asked to make copies of the lists for their chapter yearbook
chairman and corresponding secretary, as the handouts contain infor-
mation needed for preparing yearbooks and for sending copies to the
state in the fall.

Report of the President
The 83rd President of Texas State Chapter considered it a privilege and
honor to work with Texas P.E.O.s and chapters this past year. To the
best of her ability, this officer has completed the following duties:
Completed all duties as required by the P.E.O. Constitution, the
Bylaws and Standing Rules of Texas State Chapter, and in the
IOSC and guidelines for this office.
Appointed all members of standing and special committees, board
of directors, special appointments and other appointments, with
approval of the executive board.
Planned and presided over conference calls and four regular board
meetings, including housing arrangements and meeting agendas.
Along with the vice president, led the delegation to the 2013 Con-
vention of International Chapter in Dallas, Texas.
Granted permission to organize a chapter in Austin and Fort Worth
Composed fall and spring letter to local chapter presidents.
Approved & contributed to the monthly enewsletter, The TEXAN.
Sent congratulatory letters to members celebrating their 50th and
75th years of membership in P.E.O. and to chapters celebrating their
25th, 50th and 75th anniversaries.
Tracked progress of the Chapter Challenge.
Approved all disbursements and signed all warrants.
Acknowledged all large individual donations by phone or letter.
Read and acknowledged all president’s letters received and

Attended the Lubbock Area Founder’s Day Luncheon.

the Proceedings of the 2014 Convention of Texas State Chapter.
This president feels blessed to have served her Texas P.E.O. family for
five and one-half years and appreciates the support of the members of
the executive board, past presidents, councils, chapters and numerous
P.E.O.s. Special thanks to members of Chapter DZ, Odessa, for march-
ing through this journey with her, and to Michael, for his love, guid-
ance, wisdom, and support. Texas State Chapter continues to grow –
both in membership and in support of our P.E.O. projects, and will con-
tinue to do so, due to strong leaders and great chapters!

This officer is thankful for the privilege of serving as organizer for Tex-
as State Chapter during this past year. It has been a joy-filled learning
experience working with chapters and membership issues; and partici-
pating in the organization of new chapters in our state. The following
duties and responsibilities have been carried out:
Completed post-convention duties of the outgoing TSC treasur-er: distributed delegate kits and arrange for state convention reports to the eight (8) chapters who did not send a delegate to the 2013 state convention; completed the bank signature card change process for all bank accounts held by Texas State Chap-ter and TCCSF; assisted in the completion and website posting of the 2013 Convention Donation List; and completed payment of all monies owed by Texas State Chapter to the 2013 Conven-tion Hostess Chapters.
Attended executive board meetings and conference calls of Texas State Chapter as able.
Attended the Regional Membership Summit in Denver, CO in June, 2013.
Attended the P.E.O. Heritage Tour and LEAD Conference for presidents and organizers in Des Moines, IA in July, 2013.
Attended the 2013 Convention of International Chapter as a volunteer; and assisted with the Texas Dinner.
Served as adviser to the state Membership Committee.
Served as adviser to the state Unaffiliate Coordinator.
Received and forwarded all Notice of Member Moving and In-troduction of a Woman Who is Not a P.E.O. forms received to the state unaffiliate coordinator, and to councils and/or local chapters, as appropriate.
Prepared visitation materials and conducted the visitation train-ing workshop, training all proxies to the organizer making offi-cial visits to 58 chapters in Section III of the four-year visita-tion rotation schedule and first-year follow-up visits to newly-organized chapters JC, JD, JE and JF.

thank the area council unaffiliate chairmen for their invaluable work in
finding new P.E.O. homes for our unaffiliate sisters; to express grati-
tude to Nancy Easterly, FD, and members of the state membership com-
mittee, who provided resources and guidance on membership issues to
chapters within the state; to Stacy Barr, who served as acting president
of Chapter JG, Big Spring; to the women currently involved with the
development of new chapters in Texas; to Jane Hooper, AV, Marilynn
Yankee, AV, Debbie Chapman, EO, and Sandy Garrison, EO who serve
as enthusiastic mentors for a chapter currently in reorganization; and to
Elizabeth McFarland for her work as a chapter mentor. It has been a
joy and a privilege to work closely with each of these women who
made significant contributions to Texas State Chapter this year. This

Created updated Bluebook B files for the executive board.
Worked on updating the Convention Handbook.
Carried out all arrangements for Spring Workshops held in Lub-
bock, Corpus Christi, Houston, The Woodlands, Golden Triangle,
Bryan and College Station.
Collected dues from members of TX disbanded chapters and mailed
membership cards.
Directed registration at the 2014 Convention of TSC.

Report of the Secretary
This officer has been honored to serve Texas State Chapter this year
as secretary having been appointed in September. The following du-
ties and responsibilities have been carried out:
Attended all meetings after September of the executive board of
Texas State Chapter.
Recorded and filed minutes for all executive board meetings and
conference calls as instructed.
Maintained a record of all correspondence sent and received.
Prepared consent agenda packets for the January and preconven-
tion board meetings.
Sent correspondence as directed by the president.
Worked jointly with the executive secretary and president to pub-
lish a monthly TEXAN newsletter.
Attended and served as Head Guard at the organization of Chap-
ter JG, Big Spring.
Reviewed 248 chapter yearbooks; tracked findings; and sent indi-
vidual reports to each chapter.
Received and recorded 2014 chapter bylaws for Texas local chap-
ters and sent individual reports to each chapter.
Served as proxy for the organizer for (2) “shadowing” visitations in
Waco and 5 official visits in Waco, San Benito, Brownsville and
Raymondville.
Served as adviser to the Texas chairman of the Cottey College, In-
ternational Peace Scholarship, and P.E.O. Scholar Awards commit-
tees.
Worked with Cottey College committee to promote Cottey College
Travel Fund.
Coordinated the planning of the 2013 Time of Remembrance with
chairman of Time of Remembrance committee in McAllen and will
preside at the memorial service.
Will take and file minutes for this convention.
Will assist with preparation of the proceedings for this convention.

Report of the Executive Secretary
Greetings, Texas State Chapter. The duties of the Executive Secretary
have been consistent with previous years, with a few changes as de-
scribed herein.
Throughout the year, fielded telephone and email inquiries from
chapter members, committee persons and state officers. Assisted
each using present knowledge and resources available.
Formatted the monthly TEXAN e-newsletter, using submitted arti-
cles, for distribution to state members using Microsoft Publisher
and Constant Contact internet platforms.
Utilizing Constant Contact, sent urgent, single-issue, memos to lo-
cal chapter presidents and technology contacts, as needed, through-
out the year.
Reviewed bounced emails monthly; modified the Texas database
using the chapter yearbooks to ascertain the correct information for
chapter Presidents and Technology Contacts. Submitted officer up-
dates, address and email updates to international database, when
appropriate, for consistency in member records.
Through September, electronically distributed quarterly news, via
Constant Contact, from the Committee for the 2013 Convention of
International Chapter.
This officer greatly appreciates the complete support, love and encour-
agement received from the executive board, executive secretary, execu-
tive treasurer and many past state presidents during this first year. She
also wishes to thank the tireless efforts of the Texas chairman Cindy
Williams, Cottey College; Debby Matthews, IPS; and Bonnie Mather,
PSA. This officer also extends deepest gratitude for the never-ending
love and support of her BIL, Skeets and Chapter JE. Their uncondi-
tional support makes her board service a journey of love.

Participated in several on-site and telephone training sessions with
retiring peotexas.org webmaster, Cheri Donels, to learn the proce-
dures for maintaining and updating the state’s website. Since No-
vember, have acquired a basic understanding of Adobe Dream-
weaver design software and have performed the duties of webmas-
ter.
Prepared and mailed letters of congratulations, each month, for all
Golden Girl members, celebrating their 50th anniversaries in P.E.O.,
as well as, 50 and 75 year chapter anniversaries.
Participated in conference call with representative of International
Membership Committee member and state Unaffiliate Chairman to
optimize the functionality of the Membership Portal in assigned
duties.
Developed competency in the new Membership Portal International
P.E.O. database program to obtain needed reports, including
monthly transaction logs, chapter increase and decrease reports,
chapter challenge analysis, Golden Girl lists, unaffiliate lists.
Assisted in transition of the TSC Secretary, working closely with
the mid-term replacement to help her execute assigned duties.
Sent a series of follow up emails to obtain all chapter yearbooks for
TSC officers.
As needed, prepared and submitted change in membership forms
throughout the year for reinstatements, address or email changes, or
notice of death for disbanded chapters or local chapters who found
it difficult to access the internet.
As needed, sourced facts and information from the archive of TSC
convention proceedings for use by the State History Book Special
Committee.
Prepared state-wide mailings of TSC President’s fall and spring
letters to chapter presidents, past state presidents, and state commit-
tee chairmen.
Prepared a mass mailing to all newly inactive members in Texas.
Worked in advance and onsite with the chairmen of the Convention
of Texas State Chapter, providing support to executive board mem-
bers, delegates and visitors. Communicated with hotel personnel
and transported materials.

Copied informational material, collated, labeled and filled folders
for approximately 300 members of the 2014 Convention of Texas
State Chapter.
Traveled to McAllen to preview the TSC convention facilities and
confer with the convention and registration chairs.
Assisted hostess chapter volunteers during convention in executing
registration and credentials.
Successfully configured the Cvent online registration platform for
2014 Convention of TSC, incorporating Pay-Pal credit card func-
tionality and suggestions from 2013 convention feedback. Con-
ducted an online, remote-share demonstration for convention chair-
man prior to an on-time launch of registration.
Prepared and sent 2013 post-convention survey, formatted results
for ease in reading and distributed to convention chairs and execu-
tive board members.
Although responsibility for annual reports was transferred to Exec-
utive Treasurer for 2014, Executive Secretary facilitated the transi-
tion by collaborating to review all required forms, providing in-
structions for navigating the process and fielding occasional ques-
tions for troubleshooting and clarification.
Participated in a formal review of job performance and renewed
commitment to serve.

The TSC Cottey College Committee chairman is very grateful for the
dedicated and enthusiastic “march” performed by her committee mem-
bers, area council chairmen, chapter Cottey Chairmen, local chapter
presidents, and sisters who have kept “in step” to the “beat” of Cottey.
This chairman and committee members, Cindy Wylie and Mikel Jones
have fulfilled the duties of this standing committee to the best of their
abilities.
Cottey College Committee activities for 2013 – 2014 included:
Attended Cottey College committee transition meeting.
Developed with TSC board, the Cottey College Travel Fund forms.
Recruitment:
Distributed TACRAO college fair schedules and invitation to coun-
cils and chapters not-in-councils.
Participated in numerous college fairs throughout the state.
Distributed Cottey College inquiry lists from interested students to
all councils and chapters not- in-councils as were received from
Cottey College. Currently there are 124 students for fall 2014 and
118 for fall 2015 on this list.
Received application list from Cottey College and distributed to all
councils and chapters not-in-councils. Currently there are 35 girls
on the application list for 2014.
Answered questions from Cottey chapter chairmen, council repre-
sentatives, P.E.O. sisters regarding Cottey College as well as stu-
dents interested in attending.
Adopt-A-Student Program:
57 Texas and International students participated in this program.
238 Texas chapters adopted a student with several adopting more
than one student.
Distributed Adopt-A-Student information to all participating chap-
ters.
TSC Cottey College Travel Fund:
Developed guidelines for processing forms.
As of March 1, 2014, 5 girls have qualified for a total reimburse-
ment of $1,338.49.

January TSC board meeting report
This chairman wishes to give a special “note” of thanks to our two
drum majorettes, Marilyn Jackson and Lois Cartwright, TSC board ad-
visors under whose batons the tempo was set for this committee. This
chairman wishes to express a special word of thanks to Jill Tatum
whose help emphasized the rhythm of sisterhood. The harmony which
resonated throughout this chairman’s service on the committee reached
a crescendo this year as her two committee members, Cindy (2) and
Mikel willingly orchestrated all tasks needed to “Strike Up The Band”
for Cottey and P.E.O.

Chairman
Educational Loan Fund (ELF), established in 1907, makes loans
available to qualified women who desire higher education and are in
need of financial assistance. An applicant must be recommended by a
local chapter of the P.E.O. Sisterhood and be within two years of com-
pleting her course of study. The current maximum loan is$12,000 for
all programs of study except for doctorate degrees. The maximum loan
for doctorate degrees is $20,000. The interest rate on all loans is 3%
and the loan must be repaid six years from the date of issue. Following
the graduation date originally stated on the application, interest will
begin accruing and will be billed on an annual basis. Interest accruals
and payments will not be deferred if the student continues with further
study.

International Statistics During the 106 years the P.E.O. Educational Loan Fund has
been in operation, loans totaling $ 145,109,759.00 have been
approved to 43,885 women.
Cumulative for the period of 1907 through 2013: Texas recipients approved total 985, for loan approvals
equaling $ 3,872,610.00. Texas ELF contributions and bequests total $ 850,275.00.

Report of the P.E.O. International Peace Scholarship
Chairman
The International Peace Scholarship, established in 1949, provides
scholarships for selected women from other countries to pursue gradu-
ate degrees in the United States and Canada. The following duties were
carried out by this chairman:
During the spring and summer of 2013 responses were sent in an-
swer to emails regarding where to find “Moments of Peace”
and “Take a Minute for IPS” on the website. Responses were
made to emails regarding how to order IPS flyers and how to
contact Universities about IPS. An article was written for the
August issue of The TEXAN P.E.O. eNews.
In September many emails were received regarding Partners in
Peace students. Some needed clarification on addresses and on
what type of gifts they could send, and others were from chap-
ters who did not have a PIP student but wanted the names of all
students in Texas so they could communicate with them. Re-
quests by chapters were also answered and clarification provid-
ed of IPS eligibility requirements. In October 2013 this chair-
man began trying to contact a former IPS recipient from Japan.
She had been an IPS student 45 years ago. She made con-
tact with P.E.O. after having visited her University last
year and met some of the current P.E.O. members in El Paso.
This chairman requested that she send a speech in video format
to perhaps be used for a future Projects Luncheon convention
speech.
November 2013 more responses to emails were answered regard-
ing the “Moments for Peace” and the “Take A Minute for IPS”
reports that are available for chapter meetings.
An article was written for the December 2013 issue of The TEXAN
P.E.O. eNews.
In January 2014 an article was placed in the TEXAN to remind

chapters not to place IPS student photos on any social media
sites. All chapters were reminded to protect the identities of
IPS students.
Congratulatory letters have been sent to all of the new Texas PEO
chapters and they have been encouraged to consider a Partner in
Peace student.

The P.E.O. Program for Continuing Education (PCE) provides need-
based grants to women in the United States and Canada whose educa-
tion has been interrupted and find it necessary to return to school to
learn new skills and information, making it possible for them to better
support themselves and/or their families. The maximum one time grant
amount is $3000, although lesser amounts may be awarded.
In the 2012-2013 fiscal year PCE awarded 1,361 grants for a total
amount of $2,115,500. Texas had 48 recipients totaling
$71,250 awarded.
In the 2012-2013 fiscal year PCE received $1,652,933 in total chap-
ter contributions. Texas chapters contributed $83,604, averag-
ing $7.92 per active member.
Texas recipients had a variety of majors, the vast majority being in
health related fields.
Instructions for the online recommendation process and eligibility
guidelines are posted on the PCE portion of the P.E.O. Interna-
tional website.

It has been my privilege to work with sponsoring chapters and PCE
Project Supervisor, Marla Garity this year. Our heartfelt best wishes go
to all the women awarded grants to continue their education and bright-

The fifth project of the P.E.O. Sisterhood, P.E.O. Scholar
Awards, was approved in 1991. In the 24th class of Scholars re-
ceiving the P.E.O. Scholar Awards eight were nominated by Tex-
as P.E.O. Chapters. Those chapters include IB, AC (2), BC, CR,
HA, R and FT.

Each of these Scholars received $15,000. A total for the 85 recipients
from thirty states, three provinces and one district was $1,275,000 for
the 2013-14 academic year.
In addition to nominating candidates for a Scholar Award chapters are
encouraged to become a PSA Laureate Chapter. This program is de-
signed to encourage local chapters to promote and support the Scholar
Awards project. Because Laureate means "worthy of the greatest honor
or distinction" it is a fitting descriptor for the participating chapters.
Chapters receiving Laureate status this past year will be recognized at
the state convention.
Though the many applicants for the P.E.O. Scholar Awards reflect a
diverse group of women they all possess the quality of excellence. The
P.E.O. Scholar Award promotes the goal of “Supporting Women -
Changing the World".

The P.E.O. STAR Scholarship, established in 2009, has presented
$2.7 million to a grand total of 1,064 deserving young women.
In 2013-2014 Texas chapters sponsored 91 candidates for this

This past year, in addition to Convention activities, news articles for

submitted. Questions via internet and telephone from various
STAR committee chairmen in different P.E.O. chapters in Tex-
as were answered. The most frequent inquiries related to the
new online submission requirements and the deadlines. Reports
were sent to the State Officers for Board Meetings.
The true spirit of P.E.O. sisterhood was exhibited with the support
received from the Texas State Officers following the unex-
pected death of this Chairman’s husband in June. A special
thanks goes to Susan Penrod for her patience and support.

Report of the Texas Cottey College Scholarship Funds
Chairman
Established in 1940, the Texas Cottey College Scholarship Fund was
created to award merit-based scholarships to Texas young women who
qualify academically, to aid them in attending Cottey College. TCCSF
scholarships are available to 1st, 2nd, 3rd, and 4th year Cottey students,
transfer students, and/or returning students, whether first enrolling in
the fall or spring semester.

Texas Star Oaks Fund, Inc. has been helping Texans in dire need
through the awarding of grants. The Board of Directors of TSOFI are
extremely pleased to report what has been accomplished this past year:
Reviewed a total of 36 applications through February 2014
20 applications were approved for a total of $81,045
Funding for TSOFI comes from earnings investment at the P.E.O.
Foundation ($47,568) and through gifts, honorariums and me-
morials from chapters and individuals ($72, 521) This year
was extraordinary due to a bequest from an estate of a P.E.O.
sister for $51,256.
The biannual meetings for the TSOFI Board of Directors were
held during the Convention of Texas State Chapter and in No-
vember 2013. Communication between the board is done by
email and phone calls.
Continue to update web documents to streamline the application
process
Provided training to the chapters during the business meeting of
TSC convention
Some examples of successful applications:
Provided funds for a neck surgery to a family of four with
no insurance.
A second time grant recipient struggling with cancer
A woman with colorectal cancer with no insurance
Help a STAR scholarship recipient with college tuition
Help a family with living expenses while the mom took
off from work to care for a sick newborn
2013-14 has been a very rewarding and productive year for the Board
of TSOFI. Each board member takes her responsibility seriously to
consider prayerfully and thoughtfully each application in order to dis-
burse the funds so generously provided for this project. I wish to thank
each board member for their time and talent. A special thanks to Vice
President Susan Penrod who served as the TSC board liaison. TSOFI

makes a difference, not only in the lives of the recipients, but to each
sponsoring chapter and to the board.

In accordance with the duties defined in the P.E.O. Constitution and
the Bylaws and Standing Rules of Texas State Chapter, the Finance
Committee submits the following report:
Reports of state chapter officers, trustees, and committees containing
accounts of receipts and expenditures of state chapter funds have been
examined. Audit of the books of the treasurer, the executive treasurer
of Texas State Chapter, and the treasurer of Texas Cottey College
Scholarship Funds, and audit of Texas Star Oaks Fund, Inc. have been
studied by this committee and found in agreement with reports of the
respective officers. The financial reports of the 2013 Convention of
International Chapter have been examined.
The budget for the current P.E.O. year 2014-2015, retroactive to April
1, has been prepared after careful study of the receipts and expendi-
tures for the past year and is submitted to the convention for adoption.
The committee recommends that the amount of surplus from the 2013-
2014 fiscal year be transferred to the General Fund Savings account.
The following proposed appropriations have been received and
reviewed, and are recommended for adoption:

The Finance Committee further recommends that the appropriation of

The Membership Committee has completed the following tasks during
the 2013-2014 year:

Hot Spot, “Tools-of-the-Month” from the Membership Toolbox
supporting the Membership Corner articles in The TEXAN, and
information on International membership initiatives
Submitted monthly Membership Corner articles for The TEXAN
Sent letters to unaffiliated sisters whose names have been on the

Chairman
Chapter Grouping oversees and maintains two groupings of Texas
chapters; one for Texas State Conventions, the other for Conventions of
International Chapter. Both groupings are geographical. This committee
reviews the groupings every year, adding new chapters as organized
and deleting chapters if disbanded, and reorganizing the groupings as
necessary.
On March 1, 2014, Texas State Chapter had a total of 247 chapters.
During the year, one new chapter was organized, JG of Big Spring.
Chapter JG will be part of the West Texas Area group for Texas State
Convention in 2016, and will be eligible to send a delegate to Interna-
tional Convention in 2023.
This brings the total of Texas State Chapters to 248 and maintains the
number of delegates for International at 35.
For the purpose of assigning delegates to Convention of International
Chapter, the state of Texas is divided into 25 geographical groups. The
state is eligible to send one delegate for every seven chapters. This for-
mula is applied to each grouping as well. The total chapter count of
248 allows Texas to send 35 delegates to International.

The Chapter Grouping Committee Guidelines were reviewed March 1,
2013 and adjustments made to the section on State Convention Hostess
Grouping to accommodate the changes recommended by The Special
Committee on State Convention Funding at last convention.

ing on this committee with me.

This Unaffiliate Coordinator was honored to serve the Executive Board
of Texas State Chapter, as well as all of the P.E.O. chapters and coun-
cils in Texas. The following duties and responsibilities have been car-
ried out to the best of her ability:
Continued to learn and improve performance as it relates to the re-
sponsibilities of the Unaffiliate Coordinator position.
Updated the Unaffiliate Coordinator guidelines with considerable
restructuring of the document and detailed writing on all compo-
nents of the role; including step-by-step instructions for working in
Excel to create and disseminate reports, transition and computer
requirements and the various uses of the membership portal. Processed Notice of Member Moving and Introduction of a Woman
Who is Not a P.E.O. forms regularly throughout the year by adding
them to the appropriate master list.
Received and processed information from the monthly Transaction
Log report, which shows changes in membership status, by remov-
ing names of unaffiliates and introductees, as appropriate.
Sent monthly Texas Unaffiliate List and Introduction of a Woman
Who is Not a P.E.O. List throughout the fiscal year to the Area
Council Unaffiliate Chairs, to assist the chapters in contacting local
unaffiliates and introductees. The information is used by chapters
to contact unaffiliates looking for a new chapter home, and identify
non-members for consideration to become P.E.O. members.

placement on the TSC website.
Sent up-to-date Texas Unaffiliate List – Notice of Members Moving

Sent master lists quarterly to the executive board, and in July to the

Membership Chair.
Coordinated with Area Council Unaffiliate Chairs to gather and

Council Chairs to achieve this.

This coordinator was privileged and pleased to work with so many ded-
icated sisters during the year. Barbie Earthman, organizer, provided
advice and guidance to this position that ensured continuity for the pro-
gram and expertise to help this relatively new sister learn a great deal.
Her acceptance of ideas for a new approach for writing and updating
the guidelines and her advocacy in helping this sister introduce change,
has proven inspiring and invaluable. This has truly been a team effort,
building on the previous work of sisters enthusiastic about continuously
improving the guidelines to make efficiencies for this position possible.
This coordinator is very grateful to Barbara Schlueter, president, for
supporting the changes and pleased to have worked with her this year.

Report of the Nominating Committee
The duties of the Nominating Committee are set forth in the Bylaws of
Texas State Chapter, Article V, Sections 1-4, and in the Guidelines for
the Nominating Committee, Texas State Chapter.
• All letters, forms, and other materials used or published by the
committee were reviewed.
• Following the approval of the executive board, letters were e-
mailed to each local chapter in August 2013 outlining the proce-
dures for submitting the names of qualified candidates for the of-
fice of Secretary of Texas State Chapter. Appropriate forms and
additional information were sent to each chapter submitting a can-
didate’s name, with a request for return by February 1, 2014. A
summary of the required procedures for submitting names of candi-
dates to be considered for the Executive Board of Texas State
Chapter was published in The Texan as well since letters to chap-

were e-mailed (instead of being mailed via USPS) this year.
Current members of the executive board were sent e-mail letters in
January 2014 asking them to accept nomination for the next office
in the rotation. All accepted their nominations except for Organizer
Barbie Earthman.
Nominees’ applications and the required forms and letters from
their chapters were sent to each committee member via e-mail fol-
lowing the February 1 deadline. Members independently evaluated
the files and conducted telephone interviews with each candidate.
The committee then met via phone conference to discuss the candi-
dates and to reach a unanimous decision on the selection of the
nominees for secretary and treasurer. Once the selected candidates
had accepted their nominations, letters regarding the selection were
e-mailed to each candidate and to each chapter submitting the name
of a candidate.
A summary introducing the nominees for secretary and treasurer
was submitted to the TSC President prior to March 15 for inclusion
in the April issue of The Texan.
The proposed slate of officers for the executive board, including a
biography and resume of the nominees for secretary and treasurer,
was prepared for inclusion in the delegate’s kit at the 2014 Conven-
tion of Texas State Chapter.

Report of the Special Committee to Publish a New
History Book
Our journey as a Special Committee to Publish a History of
P.E.O. in Texas began in May 2011 with the creation of our committee
by Shirley Groneman. Fortunately for me, Shirley had already identi-
fied Neva Pinkston, Chapter A, and Mary Jo Melby, Chapter AJ, as
women who needed to be on the committee. Neva is the keeper of

Chapter A history and Mary Jo is the great-granddaughter of our
“Mother of P.E.O. in Texas,” Mary Florence Cowell. Word went out in
the TEXAN that we were forming a special committee and volunteers
began calling in. Also fortunate for me, five Texas State Chapter past
presidents volunteered to be on the committee and along with them nine
dedicated P.E.O.s who were willing to commit for a three year assign-
ment.
The committee has worked hard performing many varied jobs
but this production has been the result of efforts by hundreds of people
beginning with the individual P.E.Os in each chapter who wrote their
own chapter stories. There is not time to recap every detail of our jour-
ney but you remember being contacted multiple times about your chap-
ter stories. I have two past presidents who claim to be the “chief nag-
gers” of our committee.
During the first year, 2011-12, we determined that a reprint of
the first published history P.E.O. in Texas, 1902 – 1994, would be
worthwhile because our new volume would be a companion to that
book and people might want a complete set. This volume that we now
call Volume 1 was scanned, edited and a new cover designed. We print-
ed 250 copies of Volume 1.
The new Volume 2, P.E.O. in Texas 1902 – 2013, is a celebra-
tion of 85 years of Texas State Chapter and also a celebration of the
high honor of having Susan Reese Sellers as President of International
Chapter presiding in 2013. The book is organized by decades beginning
with our first Chapter A in 1902. Your chapter stories are found in the
decade of your organization. Also included are histories of the for-
mation of Texas State Chapter, Texas P.E.O. Councils and Groups,
Texas P.E.O.s during WWII, and our state projects. The section on Tex-
as State Chapter has biographies on presidents serving from 1995
through 2013 and a history of our past presidents’ group. We printed
625 copies of Volume 2.
Volume 2 is dedicated to all the past presidents of Texas State
Chapter. These women have all served well past their terms of office
organizing the past presidents’ group as early as 1940. They continue to

provide the leadership for Texas P.E.O. It has been an honor
and a blessing for me to work with six of these past presidents on my
committee.

Report of the Special Committee-Convention Advisory
and Planning
It is a pleasure to make the final report of the Special Convention Plan-
ning and Advisory Committee. This committee was intended to con-
tinue some of the work done by the Special Committee on Convention
Funding. Last year, at this time, recommendations were made by that
committee, which consisted of past convention chairmen and past pres-
idents of TSC.

One of those recommendations was to reduce convention locations to
fewer cities in an effort to contain and reduce convention costs. That
was done.
A recommendation was made to raise the convention housing fee, the
convention registration fee and the past presidents’ registration fee.
That was done.
Another recommendation, one that was considered very important, was
to create a standing committee that would be comprised of P.E.O.s with
good convention experience, to assist with convention planning and
hotel contract negotiations. This committee could be an excellent re-
source, assisting hostess chapters, their advisers and the executive
board, with convention planning through completion, always endeavor-
ing to make everyone’s job easier, more efficient and more pleasant.
Perhaps one member of the committee could be assigned to a hostess
chapter group to provide assistance throughout the planning of their
convention, which would allow for continuity. If requested, this com-
mittee member could be called upon to suggest ways to contain conven-
tion costs while still creating the atmosphere the hostess chapters de-
sire. Every convention has its own flavor and the committee knows
you want it to stay that way. This committee will not be involved in the
day-to-day planning of convention, nor will it be approving hostess
chapter decisions. Rather it will be acting as a liaison between the host-
ess chapters and the executive board. If there are questions, a commit-
tee member will be there to offer assistance.
The new committee could continue to perfect our RFP (Request for
Proposal) for use in enlisting proposals from hotels or hotel chains.
The committee designee would negotiate multi year hotel contracts
when possible, in an effort to reduce or contain costs. These two things
were a charge to the current committee and have been accomplished.
Hotel contracts have been signed for the years 2018, 2020 and 2023.
The guaranteed room rate for 2018 was only $4.00 more than in 2007.
This is less than a 3% increase. The room rate will remain the same for
2020. In 2023, it will increase by $4.00, which is also less than a 3%
increase. Based on past contracts, this is a proven savings for the host-

ess chapters. The hotel granted requested concessions, even to suggest-
ed meal prices. We are very excited about these contracts.
We are in conversation with Audio Visual companies and feel good
about prices at this time.
Another charge to this year’s committee was to assist the board in a
revision of the convention handbook that will make it easier to use and
to understand. Your state president and treasurer gave two long days
to this when this process was started. Two committee members were
unable to participate in person but made suggestions by email. Fortu-
nately, one of our past presidents, Courtney Townsend, IK, who had
served on the Convention Funding Committee, lived in the area and
was able to assist. She has continued to work with me and with the
board to make the handbook current and “user friendly”. We cannot
thank her enough.
You, the chapters in Texas, responded to a survey regarding conven-
tion. The committee listened and made recommendations, many of
which have already been put in place. The committee this year has
consulted with convention chairmen, reviewed their hotel contracts
and negotiated the three new ones. Money is being saved and the work
of the committee chairman is being made easier and more fun.
We are excited! We hope you are as well.

Let us pray ...
Kind and loving Father, at this the beginning of the 83rd Con-
vention of Texas State Chapter, we thank Thee for thy tender care that
has surrounded us and ours since last we met.
We thank you for this beautiful day that you have given us, for
its blessings, its opportunities, and its challenges. Please guide us in
our service this weekend and throughout the coming year as we –
thoughtfully and with careful consideration – go about the work of our
P.E.O.
Please bless each of the women who are here today because of
their love for our glorious Sisterhood.
And bless those women around the world who are touched by
our works so that they, too, can have the joy of a fulfilling life. Please
bless our leaders – Barbara, Susan, Barbie, Karen, and Lois – as well as
our sisters who are serving P.E.O. on the international level. We thank
each of them for their devotion, the endless hours each of them has giv-
en for the betterment of our Sisterhood, and for their many talents, wis-
dom and laughter through the years.
And we thank you, dear Lord, for our hostess chapters. Their
excitement and dedication is evident in everything we see around us
today.
And now borrowing from Psalm 149, verse 3 – We praise you,
dear Lord, in dance and in song. Ours toes are tapping with excitement
and a song is blossoming in our hearts. Let us strike up the band and

FRIDAY MORNING DEVOTION
Home, Sweet Home Betty Thomas, nominee for Treasure of Texas State Chapter
My husband and I are in the midst of an adventure which I’m sure
many of you have experienced – we are having a new home built. The
construction began in March and we hope to move into our new home
in July. Through the ups and downs, we already love the new house
and can’t wait to move in and really make it our own.

Proverbs 24: 3-4 says: “3 By wisdom a house is built, and through un-
derstanding it is established; 4 through knowledge its rooms are filled
with rare and beautiful treasures.”
In addition to the house my husband and I are having built, I think of
P.E.O. as a house, with our seven founders as the original crew, build-
ing and establishing P.E.O. with wisdom and understanding. Those
young women laid a firm foundation for us, didn’t they? The P.E.O.
Sisterhood was built on a solid foundation of ideals and principles
which are just as relevant today as they were 145 years ago.
Much has been built upon that foundation. Room by room, additions
have been made: one room for the Educational Loan Fund, another for
the International Peace Scholarship. More rooms still for the Program
for Continuing Education, the Scholar Awards, the STAR Scholarship –
and a whole wing for Cottey College. I like to think that every state,
district and province has its own room in this house we are visualizing.
And with our Texas Cottey College Scholarship Funds, our Texas Star
Oaks Fund, Inc., and our other special funds, it seems to me that Texas
would have a mighty large room in that house.
So here we all are, living together in this house which dates back to
1869. Like any family, we love our home dearly and work hard to
maintain it to ensure that it will last. We patch some holes, caulk some
leaks, we repaint and we redecorate.
That’s sort of what we’re doing here, when we conduct the business of
our Sisterhood. And even though our architectural tastes may vary, and
even though some of us swear by one decorating style while others love
a completely different style, we all share a common goal: to maintain
and enhance this place we love, our Sisterhood, so that the next genera-
tion will find that is has been lovingly cared for and in top-notch condi-
tion.
As we get started with our annual Convention of Texas State Chapter,
as we walk in to this place, imagine with me, if you would, that we are
walking into that lovingly cared for home. And there, beautifully
arched over the front door, we see the words, “Faith, Love, Purity, Jus-
tice, and Truth”. There is no better Welcome sign for our Home Sweet
P.E.O. Home.

Girls, Can you believe that we just received our charter; it has
been a long journey to get to this moment. I was asked to join
Chapter Q, New Mexico in 1997 and loved everything about
P.E.O. My husband rocked my world one day when he walked in
the door and asked me what I thought about moving back to his
hometown of Big Spring, Texas. After a while, I knew it was all
in God’s plan that we were supposed to be in Big Spring. I joined
a local women’s group and enjoyed it, but it wasn’t P.E.O. I con-
tacted Texas State officers a couple of times about starting a
chapter and chickened out every time because there were no other
P.E.O.’s in town. Then one day my friend, Ann McClarty, was at
my house and my P.E.O. record was lying on the table. She said,
“Are you a P.E.O.?? My mother was a P.E.O.” Then my mind
starting whirring and turning, I thought to myself what a great
P.E.O. Ann would be and then more of my friends just keep pop-
ping in my mind, oh Debbie would be great, and Barbara, Ann
Duncan would be great and before I knew it, I was having my
first meeting. Could I do this thing all by myself?? I sooooo re-
member that night and Susan Penrod told me, just tell them about
how special P.E.O. is. I thought I can do that……until 30 of my
friends were sitting in my living room looking back at me and I
flipped my lid. I hadn’t been a resident member of my chapter for
10 years. What was I thinking!?!?!?!?! Now for you girls that
don’t know me, I am a little scatter-brained blonde and there is a
lot to P.E.O. and I came from a very long standing more formal
chapter. Things had been changing in P.E.O. and I really didn’t
know it. I thought had had really gotten in over my head this

time. Then I was told to call Ellen Knox and what a breath of
fresh air she was!! She told me that things had changed and eve-
rything is going to be ok. She advised that our chapter could fit
the girls that were doing to be in it. We did not have to be formal,
that their chapter brown bag lunch…..AT P.E.O???? I felt like the
world was lifted off my shoulders. Then I got Barbie Earthman
as our organizer! I just love her and couldn’t have done it without
her. She kept me straight and on task. She really got the whip af-
ter me, but there were times she needed to, believe me. Remem-
ber I am scatterbrained. Then I got an email there was another
P.E.O. in BIG SPRING!!! I was so excited, someone to help me
figure out what I was supposed to do. I called Susan Holstedt and
we talked on the phone in May. We had already set our meetings
time for the third Tuesday of the month. She told me she had a
commitment on the same day for her church until the end of the
year at the same time. Well durn. So we didn’t even meet her un-
til January, but trust me she fits right in!!! Then, God and the
spirit of P.E.O. took over and before we knew it, we were really
going to be a real chapter. Then we had our wonderful and beau-
tiful organization and what a special day it was. We are so blessed
to have each other as friends, but more so now because we are
sisters.

Texas State Chapter gave more money to projects than ever be-
fore –over $838,000. That is a lot of pecans, butter braids,
scarves, gently used purses, junk, oops I mean, treasures at a gar-
age sale, note cards, ornaments, t-shirts, emblem holders and
many other ways and means ideas. Think of the women whose
lives can and will be changed by these donations!!! Hallelujah!!!!
And all y’all met the state
wide challenge to reduce
the number of new inac-
tives – down 40!!! To me,
that means there are 40
P.E.O.s that were loved and
nurtured by you so that
they would continue mem-
bership in our great organi-
zation! Hallelujah!!!
The board has added our active members of disbanded chapters to
our TEXAN distribution list as possible. And since “we” are their
chapter officers, birthday cards are being sent. We are trying to
cultivate a relationship with these dear sisters so they can still feel
connected.

Convention Spotlight
It was three and a half years ago that I received a phone call ask-
ing if I would be willing to serve on a state committee. I was
honored and not the least bit scared. Having been initiated in the
fall of 2005, I had attended only one state convention. What did I
know about serving at the State Level?
Fortunately, time of service for TSOFI is three years so I was able
to work and learn from the sisters who had been serving and the
rotating TSC Executive Board Liaisons have been a treasure to
work with as well.
During the last three years, the monthly application process has
been both joyful and heartbreaking. The purpose of TSOFI is to
help those in dire need. We pray over them, and we ask clarify-
ing questions. While all of the applications are submitted with
the purest intention, some of them don’t qualify for various rea-
sons. As a board, we have a fiduciary responsibility to the sisters
of Texas to manage the funds according to the mission. When we
make the decision as to whether or not to fund an applicant, we
hurt for those we don’t help as much as we find joy in being able
to award a grant to another.
One heartwarming story that I would to share with you is the sto-
ry of Little Marley.
She was a three year old child who had been diagnosed at six
weeks with a very rare and terminal form of dwarfism. While
Marley’s development was delayed, she looked and acted more
like a two year old, she had advanced further than expected. And
unlike most children with this disease, she was able to walk, talk
and dance.
The family did have insurance, but there were so many things that
insurance didn’t cover. Marley had two older sisters and their
mom, Crystal, was initially a stay at home mom and the dad had
his own business. When Marley was a year old, they opened a
yogurt shop called Sweet Marley’s in order to raise awareness
and money for this rare disease. The family didn’t live in denial
or in pity. They rejoiced in everything and everyone.

The need for Marley at the time of the application was for a con-
tinuous glucose monitoring system. She suffered so severely
from hypoglycemia that there were often trips to the hospital in
order to rouse her in the mornings. Insurance denied the need for
the machine. The need was specific and dire and we were able to
provide the funds to buy the machine and the replacement sensors
for several months. Marley’s story is just one of many that have
warmed my heart over the last three years.
The story of Juan touched my heart. He was diagnosed with
Stage IV metastatic bronchogenic carcinoma. He had a very
small Social Security income and no insurance. His wife is the
proprietor of a clothing store. They had no insurance and were
paying for everything out of pocket. Juan asked for a grant to
cover the cost of a port a cath and 12 treatments for the lung tu-
mors. We were able to provide him this money. At the beginning of the year, the sponsoring chapter received a
letter of thanks for their role in sponsoring him for this grant. It
read, in part:
During this time of need, the member of the Texas Star Oaks
Fund, Inc., have been my angels. Each of them have given me
not only the comfort of know that my medication will be availa-
ble but, most importantly, it has reaffirmed my belief in the gen-
erosity of organizations such as yours. It is my sincere wish for
blessings to each member.
Juan passed away the middle of February.
While we don’t know how all of our applicants have fared after
they receive the grant, knowing that we have made a difference in
their lives is truly gratifying.
Agreeing to serve on the Texas Star Oaks Fund, Inc. was one of
the best things I have ever done and I am truly grateful for having
had this opportunity. Thank you!

TEAM SPIRIT—Courtney Townsend, PSP of TSC
We have a fun convention theme this year. “Strike Up the
Band” takes me back in time to my high school days when participation
in band was one of my chosen activities. Marching band was a favor-
ite.
Even though this was a long time ago, the memories are still
quite fresh. Every week in the fall members of the band looked for-
ward to performing a new show. Teamwork was necessary with every
player required to be in the right place at the right time. Each person
had to be responsible for their part, whether it was playing the right
notes or being on the correct yard line at a certain place in the music.
We also had to know our instruments. Some produced the loud sound
needed for outdoors, while other instruments were more melodious.
We learned that both of these musical qualities were necessary to
achieve the overall effect.
In concert band I played the oboe, but during marching season
the cymbals became my instrument. Unlike the oboe, the cymbals re-
quired very little preparation—no memorization, no written music to
follow, and no practicing. But I was contributing, and the sound of the
cymbals was important. Can you imagine a marching band without
cymbals?
After one season and a lot of hard work, my goal of becoming a
drum majorette was achieved. When that happened, another player in
the band stepped forward and picked up those cymbals. The entire ex-
perience in the band involved many individuals who came together and
worked as a team in order to be the best. Each person had an important
role to play, no matter the difficulty.
It takes many individuals to make up the team “the band” just
as it takes many individuals to make up our P.E.O. team “the chapter.”
Dedicated and talented P.E.O.s coming together make great things hap-
pen, and we have seen evidence of this at our convention.
Vesta Kelly wrote, “Snowflakes are one of nature’s most frag-
ile things, but just look at what they can do when they stick together.”
Our chapters are made up of many sisters, each bringing their own
strengths and weaknesses. Some discover that achieving goals is easy;
but for most of us it takes hard work, determination, and commitment.

Once success is accomplished, everyone reaps the reward.
For those who think that they cannot lead the team, there is a
Broom Hilda cartoon in which one of her friends, the naïve, innocent,
furry little troll named Irwin, puts on a formal, long-tailed tuxedo jack-
et, picks up a conductor’s baton, and walks into the woods alone. Ir-
win steps up on a fallen tree trunk and begins to wave his arms as if to
conduct. There are no musicians, only rocks, trees, and flowers. But
soon musical notes poured from these same rocks, trees, and flowers.
Finally Irwin turns and confidently says to the reader, “It’s all in there.
You just have to work at getting it out.”
In all of us there has been that uncertainty, the unknown, the
self doubt. Many times we were not sure what was “in there” and had
to work at finding it. But when that little spark was found, what was
once considered weakness became strength; and that is called growth.
Like Irwin, when you found what was “in there” and were successful
at getting it out, weren’t you proud of yourself?
Those who have served as chapter president have often said
that it was a life-changing experience. A wealth of knowledge is
gained that builds confidence and results in a wonderful feeling of ac-
complishment. As president you found your strength and grew, prov-
ing that you could be a team leader, and a good one at that!
Our first team started with seven amazing young women who
kept the spirit alive through the warmth and strength of their friend-
ship. Today our P.E.O. sisters continue the work through a network of
many teams working together with the same team spirit. We cherish
our friendships; we support any faults or failings; we rejoice in every
success; and we give freely of our talents so that, together, we will
achieve the goals of our sisterhood.
Each one of you is a team player. Without your participation
here, this convention would not be possible. As a member of the team,
you now have an important role. Take the messages from this conven-
tion back to your chapters with pride and with renewed confidence.
Be enthusiastic! Remind your members that it takes all of us. Togeth-
er, let us do the work of P.E.O.
Helen Keller said it best, “Alone we can do so little; together
we can do so much.”

REPORT OF THE EXECUTIVE COMMITTEE – 2013
2013 Convention of International Chapter
The 71st Convention of International Chapter was successfully held
September 26-28, 2013 at the Dallas Hilton Anatole Hotel. More than
3000 P.E.O.s and BILs were in attendance. P.E.O.s from across Texas
were eager to share their love of P.E.O., history and the unique culture
of Texas. Texas was loud, proud and in abundance during this conven-
tion. Our STAR shines bright!
YOU are the reason this convention was successful! YOU gave of
your time, talent and yes, you dug Deep In The Heart to do all you
could to make this convention one to remember!
Over 1000 volunteers turned out to help put on this convention. It
started with a Texas size welcome at both DFW and Love Field air-
ports and continued with our Texas Flag waving Hotel Greeters. From
the smiling faces at Information/Lost and Found, the fast paced effi-
cient Registration to the welcoming smell of fresh coffee in Hospitality
YOU were there. The history and culture lovingly shared in the Texas
Room and the beautifully merchandised items for sale in Rodeo Drive
had every attendee trying to decide where to go first!
This convention had a few first! The first time there was a Question of
the Day at the Badge Board, the first Longhorn to get up close and per-
sonal with, a serenading Mariachi Band and our web site Trivia Chal-
lenge! Why even International got in on the fun with a planned scav-
enger hunt among the treasures of art work in the Anatole.
The committees working under the Art Director gave a look and feel of
cowboy chic to Attire, western themed table decorations and a stage
banner that left no doubt you were in Texas! The crisp salute of the
Dallas County Sherriff Department didn’t hurt either!
The music and entertainment not only got your feet tapping and hands
clapping it was inspirational, upbeat and truly Texas. Not bad landing
a nationally known talent for the closing entertainment! The Texas
Tenors were so well received they said it was the longest fan meet and

greet they EVER participated in!!!!
We had Guards that led us off each day with a smile and some pep in
their step. Ushers that assisted delegations and members with seating
and did double duty with Celebration of Life. We had Tellers that lov-
ingly handed out voting pads as we handled the business of our Sister-
hood.
I must thank our Volunteer Coordinator, Joan Robison, CV, Amarillo.
She single handedly entered every Interest Sheet and kept lists updated
so our committee chairmen could build their committees. There were
over 1000 volunteers but many, many more members filled out Interest
Sheets. Joan, thank you. Joan also had charge of the Floater Volunteers
that were so very helpful to many of our committees during convention.
Another small but mighty committee was our web site. Thank you to
Cheri Pierson, EF, PSP for not only creating our web site but also our
online store. Remember we are only the second International Conven-
tion to have an online store. Cheri dug in and taught herself much of
what she needed to know to accomplish this task. Cheri, thank you.
The 2013 executive committee members that worked on this for six
years, with long hours and who drove many miles you have become
dear friends. Thank you.
We had a great staff to work with in Des Moines and a very special In-
ternational President. Susan you were a joy to work with, thank you!
The chairmen, co chairmen and volunteers of Texas State Chapter,
thank you. The members of Texas State Chapter that supported the vol-
unteers, donated funds, purchased merchandise and searched for spon-
sors, thank you. The members on this stage and in the front row, thank
you. Texas, you did it and did it well!
Now everyone raise their right hand! Reach way back and pat yourself
on the back for a job well done

CLOSING REMARKS
One more musical journey!! To quote Bob Hope, “Thanks for the
memories!” And what amazing memories there are – new chapter or-
ganizations, watching a struggling chapter revitalize itself, and of
course, participating in the Convention of International Chapter in our
own state with our own Susan Reese Sellers! Moving onto another
great entertainer, Carol Burnett! “I’m so glad we’ve had this time to-
gether”. I surely had no idea how my life would change that Saturday
afternoon when Martha Lee Bean called and asked if I would serve on
the executive board! There may be several in the audience this morning
thinking, “I wonder if I would like to serve on the board? Do I have the
skills, discipline and determination to do this job?” I would certainly
hope if given the opportunity you would say emphatically, “YES”!!!!!!
To parody the old MasterCard commercials: roundtrip ticket to
McAllen, Texas - $326.43; Grand Finale Banquet ticket - $49;
the chance to have an experience of a lifetime? – PRICELESS!!!! As
you know by now, music has been an integral part of my life. It was my
job, my hobby and a passion. And my all-time favorite movie is a mu-
sical entitled “White Christmas”. If there was any way that I could have
made that a theme for this convention, I would have!!! I just couldn’t
quite make it work!!!! However, that movie does have that song about
sisters – you know, “Sisters, sisters, there were never such devoted sis-
ters”. And then there is another song that Bing Crosby and Rosemary
Clooney sing that has taken on new meaning in the past several months
for me. It goes like this, “If you’re worried and you can’t sleep, just
count your blessings instead of sheep, and you’ll fall asleep, counting
your blessings.” I will admit that I have counted my P.E.O. blessings
many nights over the past several months; starting with the wonderful
women on this platform, my Melissa and Meagan, the past presidents’
who are so eager to help at a moment’s notice, to all of the fabulous
P.E.O.s throughout the state of Texas, United States and Canada. I can
tell you that I fall asleep LONG before I finish the list! And finally, my
all-time favorite musical is Wicked! There is a wonderful song in this
show that talks about friendship and this sums up my journey, “I don’t
know if I’ve been changed for the better, but I have been changed for
GOOD! Thank you so much for the honor and privilege to serve you
and the Sisterhood.

What an honor to serve as your president for
the coming year. Thank you so much for this privilege.
“Every great dream begins with a dreamer”, wrote Harriet
Tubman. “Always remember, you have within you the strength,
the patience, and the passion to reach for the stars to change the
world,”
Harriet boldly followed her dream as she guided over 300
people through the Underground Railroad to freedom. This was a
time when our nation was undergoing seismic changes and seven
young women in a small town in Iowa felt it. They dreamed a
bold dream and took a bold step by creating a society of their own
where they could express their generosity of spirit. We are here
today to celebrate the spread of their boundless love.
Alice Bird wrote, If there is any virtue in the founding of
P.E.O. it is not on account of the founders, for we were all
ordinary girls, but on account of the time of founding. It was
the age of vision, reconstruction not only along national lines,
but reconstruction of thought, minds, souls.
I would like to have a conversation with Alice about her
description of the seven founders as “ordinary girls”. I would
like her to know that she and her six friends were extraordinary
and their vision epic. The moment was right for the birth of
The Sisterhood and they seized it. That bold dream and inspired
vision enabled the sisterhood to not only survive and but to thrive.
Quoting from Out of the Heart, the story of our Sisterhood, “It was
the dreamers who envisioned greatness for P.E.O., who dared to
dream of extending its boundaries and of carrying the beautiful
idea of P.E.O. to other states, perhaps even to the farthest corners
of this great land. Our seven founders must have been guided by this
thought; whatever you can do, or dream you can, so begin it.
Boldness has genius, power, and magic in it.

Bold Dreams: Boundless Love is our theme for 2015. I
consider these ideas to be at the very heart of P.E.O. Over the
next year, I am asking you to focus on courageous, bodacious,
bold, dreams for your chapter as well as to carry out acts of love,
both small and large.
Night time dreaming holds a great fascination for me. I
believe my dreams have unlocked ideas and led to new under-
standings. So you might understand why I look forward to a long
night sleep filled with vivid and fascinating images rolling around
in my head. Experts suggest that one way to remember dreams is
to tell someone about them within 15 minutes of waking. That
works for me. In fact my family expects a side dish of dreams for
breakfast to go along with a bowl of oatmeal and blueberries.
We know that dreams are not restricted to sleep. Dreams
inspire us, guide us and propel us toward action. Bold Dreams
find their way into the heart of project recipients. You might
have heard Toni’s story during International Convention. Toni
dreamed of freedom from a life on the street and addiction and
found national distinction as an educator. Everce Nyamahunge,

Uganda. She discovered our girls’ college tucked in the foothills
of Missouri and now dreams of a four year degree from Cottey
College in Environmental Studies then law school. Everce be-
lieves that education will help her fight corruption in Uganda. She
dreams of giving voice to the women and children who have none
in her home land.
It has been said that a dream is in the mind of the believer
and in the hands of the doer. Our sisterhood has powered the
dreams of over 90,400 recipients to the tune of $235 million.
Could there be a more concrete example of boundless love? Eve-
ry dollar you raise for projects, year in and year out, fuels the en-
gine for change and the catalyst for hope.
Love of God, humanity, a world in need; are at the heart
of P.E.O. Small expressions of kindness and affection between
sisters infuse chapter life; larger expressions of compassion occur
when a crisis descends. As sisters we have proven time and again
that love has no limit and no boundaries.
For the next 12 months, I invite you to accept three chal-
lenges.

REACH OUT TO OTHERS
ADD STARS
The first challenge is to encourage dreams by increasing the
number of project recipients from Texas. This involves all
chapters working together. The more applications our 247
chapters submit, the greater possibility we have to increase
the number of recipients from Texas. You have been so
generous in your donations, and this year is no exception.
You and I know, though, that collecting funds is half the
equation; the other half is finding recipients. Last year,
Texas State Chapter had 156 project recipients. Just out-
standing! Let’s build on this success and let’s share our
strategies. Yesterday we heard one chapter’s approach to
finding candidates by visiting with high school counselors
and talking to the financial aid officer at community col-
leges.
Keep your eyes open for those who might be good project can-
didates or prospective Cottey College students.
When you visit with someone, ask the question, “Do
you know a woman in search of an educational
loan?
Are you thinking about going back to school to finish a
degree?
Do you know of a family in dire financial need?
Become familiar with our projects and nominate someone.
Tell us about it so we can thank you for spreading boundless love.
Together we can foster Texas sized dreams.
The second challenge is to reach out to others. As you plan
your 15 meetings for the coming year, schedule an additional
event to celebrate P.E.O. Plan a:
brunch
wine and cheese gathering
style show luncheon or maybe a
movie night
Reach out to others by inviting inactives and calling non-
participating members and including guests, so together you can
simply enjoy the gift of P.E.O. and the Boundless Love we cherish
between sisters. When you hold this event, please take a picture

and email it to me. All of us want to share the fun, so photos will
be posted on the Texas State Chapter website. I am looking for-
ward to seeing what your chapter can dream up!
The third challenge is to add to our membership – increase the
stars in the Sisterhood. It wasn’t until 1987 that I received my
star, though my mother had been a member for more than 30 years
by then. My sister Carol and I knew how much our mother loved
her P.E.O. sisters and the joy she felt being with them. We both
were very pleased when we were invited to join because we saw
how much fun she had working together with her sisters to accom-
plish wonderful things and we wanted to be a part of that.
I invite you now to think for a moment about the person
who invited you to become a P.E.O. It might have been your
mother or your aunt or a close friend. Each and every one of us
was invited to become a P.E.O. and now it is your turn to invite
someone. This year resolve to add a star.
Really, adding members is a privilege you and I have and it
is just as critical to the viability of our Sisterhood as it has ever
been. This year we will take a holistic look at membership to fig-
ure gains with losses. The challenge is to achieve +1, +2, or may-
be +3 chapter growth. Being a +1 chapter would mean a chapter
with one net gain in membership. Imagine if each chapter
achieves +1 status. Texas State Chapter would grow by 247 mem-
bers. If each chapter achieved +2, we would grow 494! This is a
bold dream but one that can be achieved. After all, we are simply
reawakening the courage, devotion, and enthusiasm of the mem-
bers in the first dozen chapters; members who enjoyed working
together to accomplish bold deeds as they loved and worked for
P.E.O. and cherished its ideals in their hearts.
You are invited to use the postcard, which you will receive
in a few minutes, to send me your chapter’s bold dreams and ex-
amples of boundless love. We want to shine some starlight on
your achievements so what you send will be posted on the website
and included in The Texan. Your good work and your ideas may
well spark a bold dream for another chapter.
Since I believe that technology can help us accomplish our
dreams, I am pleased to announce the appointment of a Special
Committee on Technology consisting of technologically savvy sis-

ters; Alyson Alford, Tracy Fiers and Belinda Hargrove. They
will investigate ways to increase Texas State Chapter’s use of
technology and enhance communication among our 10,629
members. There is no doubt that Texas State Chapter must
catch up with the way the world makes use of technology.
Your answers to the technology survey will guide this team in
making recommendations to Texas State Chapter. We’ll see
where their creative minds take us.
I am pleased to announce the appointment of a special
committee, the Convention Planning and Advisory Committee.
Members will be Mary Ann Wilson, BC, psp; Barbara Riley,
CE; Virginia Reid, IR; Heather McIntosh, IB; and Linda Miller,
HU. This committee will be tasked to negotiate contracts and
submit recommendations on convention hotels to the executive
board for approval; assist and advise hostess chapters as re-
quested; and review the Texas State Chapter convention hand-
book following convention and recommend any modification to
the executive board.
I look forward eagerly to what lies ahead for P.E.O. in
our great state of Texas. Again, thank you for this marvelous
opportunity to serve as your president. To Barbara, our drum
major, who marched us forward toward our goals this year,
thank you for your delightful leadership. We tuned our instru-
ments, kept in step and it was great fun! And to these dedicated
board sisters who give lavishly of their time and talent, what a
privilege it is to serve with each one of you. To those who
mentored me along the way now seated on the front row, I am
profoundly grateful.
This year let’s dream bold dreams and act out our
boundless love and let’s do it together.

The P.E.O. Educational Loan Fund (ELF), established in 1907,
makes loans available to qualified women who desire higher edu-
cation and are in need of financial assistance. The maximum loan
is $12,000 for all programs of study except doctoral degrees,
which is $20,000. The current interest rate on ELF loans is 3%.
P.E.O. International Peace Scholarship Fund (IPS) was estab-
lished in 1949 to provide scholarships for International women
students to pursue graduate study in the United States and Canada.
IPS recipients are all top students from their countries who will
leave the U.S. and Canada with advanced degrees to help improve
the lives of people around the world.
P.E.O. Program for Continuing Education (PCE) was estab-
lished in 1973 to provide need based grants to women in the Unit-
ed States and Canada whose education has been interrupted and
who find it necessary to return to school to support themselves
and/or their families. The maximum one time grant amount is
$3000 though lesser amounts may be awarded according to avail-
able funds and financial need.
P.E.O. Scholar Awards (PSA) was established in 1991 to pro-
vide substantial merit–based awards for women of the United
States and Canada who are pursuing a doctoral level degree at an
accredited college or university.
The P.E.O. STAR Scholarship was established in 2009 to pro-
vide non-renewable $2,500 scholarships to exceptional high
school graduating women to attend accredited post secondary ed-
ucational institutions in the United States and Canada in the next
academic year.
Cottey College is a fully accredited, private liberal arts and sci-
ences college for women with two-year and selected four-year
programs. Located in Nevada, Missouri, the College has been
owned and supported by the P.E.O. Sisterhood since 1927.
