65th ANNUAL REPORT

The Northern India Regional Council (NIRC) of the Institute of Chartered Accountants of India (ICAI)has immense pleasure in presenting its 65th Annual Report for the year ended 31st March, 2017.

At the outset, the Regional Council welcomes and congratulates those who have joined the professionrecently after passing CA Final Examinations and also welcomes to those students who have entered in CACourse after passing CPT Examinations during the year.

The Regional Council expresses its sincere gratitude to the Members who are at the helm of affairsand appreciates the merit holders of CA examinations of the Institute.

The Northern India Regional Council is a constituent body of the Institute of Chartered Accountantsof India. The NIRC was set up on 1st April, 1952 [then known as Delhi Regional Council and comprising thethen States of Delhi, Punjab, Ajmer, Himachal Pradesh, Patiala and East Punjab States Union] presentlyrepresents its over 53413 Chartered Accountants Members and 149878 Students spread across the States ofHaryana, Himachal Pradesh, Jammu & Kashmir, NCT of Delhi, Punjab, Union Territory of Chandigarh.Members are either in practice or holding eminent positions in various Industries as well as in GovernmentOrganisations.

The functions of the NIRC of the ICAI are managed through the Regional Council and its variousCommittees. The Regional Council consists of 13 Elected Members, all elected Central Council Members ofNorthern Region and Central Council Members nominated by the Central Govt. of India whose addressesbelong to northern region. The Regional Council Headquarters is at New Delhi (ICAI Bhawan, 4th & 5th Floors,Annexe Building, I.P. Marg, New Delhi – 110 002). The NIRC of ICAI has 24 Branches, 45 CPE Study Circlesand 6 CPE Chapters and Reading Rooms-cum-Libraries spread over the Region.

The NIRC of the ICAI plays a lead role in holding of talks, refresher courses, organizing variousseminars, workshops, lecture meetings covering diverse areas of professional interest for the benefit of themembers and students. It also organizes various programmes for the benefit of the public at large. It alsoorganizes Regular Classes, Revisionary Classes, General Management and Communication Skills Course,Elocution & Quiz Contests, Seminars/Conferences, Mock Tests and sports activities for the Students pursuingCA course from the region. Various cultural and social events are also organized by the NIRC of ICAI. Theseevents are being organized across the region on various occasions.

The NIRC of ICAI conducts its Annual Award/Prize Distribution Function on yearly basis with a view toappreciate and encourage the services rendered by its eminent, stalwart and distinguished members andpave the way for further co-operation with various wings of the NIRC of ICAI. In the said award function, themeritorious students of CA Course from northern region are invited for conferring them Awards/Prizes for

their outstanding and exemplary performance in the Examinations of the Institute. The Awards are alsogiven to Branches, CPE Study Circles, CPE Chapter, Research Group, Guest Speakers and CommendableContribution in Activities of the profession.

The NIRC of ICAI also publishes a E- Newsletter for the benefit of its members and students. In thisNewsletter all information related to the Forthcoming Programmes, Activities organized by NIRC of ICAI, LawUpdates etc. and other important information related to Members and Students are published regularly. Italso includes write ups/articles on various subject matters like Companies Act, IFRS, International Taxation,Transfer Pricing, Corporate Laws, Direct and Indirect Taxes, emerging trends in Accounting, GST, ForensicAccounting, and other allied laws. The website of NIRC www.nirc-icai.org is being regularly updated withvarious useful information, which includes the background materials of various seminars, workshops, lecturemeetings for the benefit of the members and students.

The NIRC of ICAI was adjudged four times as the `Best Regional Council’ by the Institute. [in theperiod of CA. Kapil Gupta – 1996-97, CA. Madhu Sudan Goyal – 2003-04, CA. Sudhir Kumar Agarwal – 2008-09 and CA. Atul Kumar Gupta - 2010-11].

The NIRC of ICAI was adjudged two times as the `Certificate of Appreciation’ by the Institute [ in theperiod of CA. Radhey Shyam Bansal – 2014-15 and CA. Raj Chawla – 2015-16 ].

Besides, the audited annual accounts of the NIRC of the ICAI for the year 2016-2017, the RegionalCouncil also takes this opportunity to cover in this Report major initiatives, important events, statistical profilerelating to members, students, details of seminars, conferences, workshops and training progammesorganized during the period upto 31st March, 2017.

1. THE NORTHERN INDIA REGIONAL COUNCIL

The Elections to the 22nd Northern India Regional Council was held in December, 2015 for electing its13 Members for a period of 3 years (2016-2017, 2017-2018, 2018-2019). (i) CA DAY Celebrations

CA DAY Celebrations was organised on 30th June and 1st July, 2016 and following activities wereconducted:-

- Flag Hoisting Ceremony was organized on 1st July, 2016 in ICAI Bhawan, Vishwas Nagar, Shahdara,Delhi.

- CA UTSAV 2016 was organized on 30th June, 2016 in Talkatora Indoor Stadium, New Delhi- Motivational Talk for GMCS Scholars was organized on 30th June, 2016.- Health Checkup Camp was organized on 1st July, 2016- Blood Donation Camp was organized on 1st July, 2016 in ICAI Bhawan, Vishwas Nagar, Shahdara,

Delhi.- Saplings were planted on 1st July, 2016 in ICAI Bhawan, Vishwas Nagar, Shahdara, Delhi.- Food/Books/Clothes, distribution to under privileged and old age home on 1st July, 2016.

(ii) Branch Orientation Programme:-

Branch Orientation Programme was organized on 29th and 30th April, 2016 in Karnal in whichguidance to the Managing Committee Members of Branches were given with regard to Members and Studentsrelated grants, how to tackle their problems as per regulatory requirements of ICAI. They were also guidedwith regard to functions of the branches as per revised directions of ICAI.

The Managing Committee members of the Branches were also assisted on all front on variousoccasions with regard to functions of the Branches and timely submission of accounts, coaching classes. Theprogrammes were also organized with some of the Branches to provide quality programmes.

Almost all the Branches were visited by Members of NIRC of ICAI. Some of the Branches were alsovisited alongwith Hon’ble President, Hon’ble Vice-President, ICAI and Central Council Members, ICAI.

(iii) CPE Seminars with the Committees of ICAI:-

With the aim to enhance the capacity of the profession and wider attention towards effectively andefficiently working with the Committees of the ICAI, more and more CPE Seminars/Conferences/Workshopswere hosted by the NIRC of ICAI organized by some Committees of ICAI namely, Committee for Cooperatives& NPO Sector of ICAI, Indirect Taxes Committee of ICAI, Committee on Corporate Laws & CorporateGovernance of ICAI, Auditing & Assurance Standards Board and Professional Development Committee.

A plan was finalized for growth, brand image of the profession and nation building of the Profession.

(iv) Planning for growth in profession while maintaining quality :-

With the objective for growth in Profession while maintaining quality, the following activities wereundertaken :

- All the forthcoming programmes related to Members and Students were hosted on the website well inadvance.

- The Power Point Presentations given by the faculty in the CPE Seminars were regularly uploaded on thewebsite to facilitate those who did not attend the Seminars.

- Online Payment System for remittance of Fee for Seminars related to members and students.

- The details relating to Seminars/ Workshops/Conferences etc. conducted by NIRC of ICAI are uploadedimmediately on the website.

- Website of NIRC of ICAI is being regularly updated for information of the members and students.

- Important Links, Quick Links, Latest News, Useful Links with the Institute’s website, Programmes ofBranches, Programmes of CPE Study Circles, Programmes related to Members and Students, variousnotifications and Announcements and NIRC Newsletters have also been hosted on the NIRC Website.The same are updated regularly for the use of Members and Students.

(v) Redressal of Grievances:-

To redress the grievances of the Students & Members, Dy. Director has been deputed. Complaintboxes have also been installed at various places.

(vi) Meetings of Team NIRC with the faculty

With the objective to provide quality education, Team NIRC organized meetings at regular intervalswith the faculty of Revisionary & Regular Classes and GMCS. The feedback were also taken from all thefaculty to understand the problems being faced by them and the need of the hours of the students

(vii) Post Qualification Course & Certificate Courses of ICAI at NIRC Level

The Post Qualification Course on DISA and Certificate Courses of ICAI on (i) Concurrent Audit ofBanks and (ii) Forensic Accounting & Fraud Prevention (FAFP) were being regularly hosted and all thearrangements of organising the said courses were made by the NIRC of ICAI. Members of Delhi/New Delhihad a chance to attend these courses in Delhi instead of going to other places.

(viii) To assist Women Members

To assist women members, National Women Conference for Women Chartered Accountants wasorganized on 25th February, 2017 in New Delhi on various topics of the profession.

(ix) Strengthening educational and other services to students

With the objective of strengthening educational and other services to students, various efforts weremade by the NIRC of ICAI. The attention was made to provide more facilities and to give more opportunity toshare knowledge and interact among Students. More focus was given by the NIRC of ICAI for Studentsrelated activities. The same are as under :

National Convention for CA Students held in July, 2016 was made available to CA Students.5 Arrangements were made for augmenting facilities for students in ICAI Bhawan, Vishwas Nagar,

Shahdara, Delhi for enquiry, submission of application forms, fans were installed, sitting benches,Chairs were repaired in the auditorium of Vishwas Nagar Office and other Reading Rooms/libraries.

6 With the aim of ambiance, welfare, recognition and growth of CA Students, Seminars on varioustopics in accordance with CA Syllabus alongwith special counseling programmes – How to Face CAExaminations, Mock Tests, Lecture on Motivational Talks, School Level Debate Competition and toimprove Communication Skills Elocution & Quiz Contests were organized.

7. NEWSLETTER OF NORTHERN INDIA REGIONAL COUNCIL

The NIRC of ICAI relese a monthly E-Newsletter for the benefit of its members, students and otherstakeholder. The contents are approved by the Editorial Committee of NIRC of the ICAI. Specialattention/emphasis was given on the quality of NIRC Newsletter. Newsletter is being published with lawupdates and activities of Branches and CPE Study Circles. Encouraging research initiatives, articles on variouscurrent and contemporary issues related to profession are published regularly in the Newsletter of NIRC ofICAI. In this newsletter all information related to the forthcoming programmes, activities organized by NIRCof ICAI, write ups/articles on various subject matters like Companies Act, IFRS, VAT, International Taxation,Transfer Pricing, Corporate Laws, Service Tax, Income Tax etc. are published. The other importantinformation related to Members and Students are also published regularly. The Newsletter of NIRC of ICAI isalso being sent by e-mail to Members. The Newsletter is also uploaded on the website of NIRC of ICAI.

8. REGULAR/REVISIONRY CLASSES FOR STUDENTS OF CPT/IPCC/FINAL CA COURSES AREBEING REGULARLY ORGANIZED

The Revisionary Classes for CPT, IPCC and Final CA Students are also conducted regularly in variouscentres of Delhi/New Delhi. Some new young Members were invited to act as Faculty for these classes.Renowned and well trained faculty were also engaged for Revisionary and Regular coaching classes of thestudents. It is pertinent to mention that the NIRC is organising these classes at a nominal fee as compare tothe private coaching centers for the benefit of CA students and who have come Delhi from far flung areas ofthe country. In these revisionary classes, the background material are also provided to the Students for theirday-to-day reference and benefit. The feedback from the students are taken and the same are reviewed bythe Team NIRC and NICASA Team with a view to provide efficient and good faculty.

9. COURSE ON GENERAL MANAGEMENT AND COMMUNICATION SKILLS

During the year total 52 batches (from 01.04.2016 to 31.03.2017) of GMCS (15 days) Course wereconducted by the Regional Council in which 2445 students completed their GMCS successfully. Theregistration of the said course is made by the students through on-line.

10. COURSE ON GENERAL MANAGEMENT AND COMMUNICATION SKILLS – 1 (GMCS - 1)

During the year total 18 Batches (from 01.04.2016 to 31.10.2016) of GMCS 1 (15 days) Courseswere conducted by the Regional Council in which 617 students successfully completed their GMCS 1. Theregistration of the said course is also made by the students through on-line. The GMCS-I was discontinued bythe ICAI during the year.

11. MEMBERS’ LOUNGE-CUM-LIBRARY

The Regional Council has a well-stacked Library in the Income Tax Office at Central Revenue Building,I. P. Marg, New Delhi, known as G-19 Bar Room and at G-7 Bar Room (E-1 Block, Dr. S.P.M. Civic Centre,Minto Road, Near Ramlila Ground, New Delhi) for members. The books in the library covered a wide range ofvarious subjects including Direct Taxes, Indirect Taxes, Company Law, Service Tax, VAT, IFRS, CompaniesAct etc. Several new books useful to the members were also added during the year.

The Regional Council subscribed for important Journals and magazines including the dailyNewspapers etc. for the benefit of the visiting members. The facilities of computers, printers, telephones,fax, tea-coffee multi mobile charger, shoe polish machine etc. have also been extended for the benefit of themembers visiting the said Bar Rooms.

12. STUDENTS’ READING ROOMS-CUM-LIBRARY & READING ROOMS

A library for CA students is in the premises of the ICAI Bhawan, 52, 53, 54, Institutional Area,Vishwas Nagar, Shahdara, Delhi – 110 032. In addition, five reading rooms are also being run by the NIRC ofICAI. (i) F-6, 2nd Floor, Vijay Chowk, Laxmi Nagar, Delhi (ii) E-52, 53 Prashant Vihar, Delhi – 110084 (iii) U-37, 38, Mother Diary Road, Shakarpur, Delhi – 110094 (iv) 383/10 B, East Azad Nagar, Delhi and (v) F-6, 3rd

Floor, Vijay Chowk, Laxmi Nagar, Delhi are also being used by CA Students.

13. FREE PROFESSIONAL SERVICE

The members continued to assist and render tax advisory services free of charge to small tax payersvisiting the Bar Rooms of the Regional Council at G-19, Central Revenue Building, New Delhi and G-7, BarRoom, Civic Centre, New Delhi.

14. Elections of the Northern India Chartered Accountants Students’ Association (NICASA)

The Northern India Chartered Accountants Students’ Association (NICASA) is the Students’Association of Northern India Regional Council of ICAI. The Managing Committee of the Association consistsof (i) 12 Persons elected by the members of the Association from amongst the members of the Associaton;and (ii) 3 members of the NIRC of ICAI are nominated by the NIRC of ICAI of which one is nominated bysuch Regional Council to be the Chairman of the Students’ Association Managing Committee. The Students’Association shall, at all times, function subject to the control, supervision and direction of the Central Councilof ICAI exercised through the Regional Council. It provides an opportunity to CA Students to gain knowledgewhich are of great relevance in today’s changing paradigm and thus orient themselves towards pursuing theircareer in various subject matters of CA Syllabus. To enhance the working skills, sharpen the communicationand presentation skills and with intent to provide a platform for academic excellence to CA Students, certainfunctions are performed by the NICASA as per the Chartered Accountants Students’ Association Rules.

The voting for the Managing Committee of NICASA (2016-17) was scheduled were not conducted on10th December, 2016 was not hold because only 5 (five) Nominations were received against the 12 (twelve)seats. Further steps for filling up remaining vacancies was not taken by the Regional Council.

Devaraja Reddy in the presence of NIRCChairman, CA Deepak Garg, and Regional Council Members. The Auditorium has state of art modern facilitieswith the seating capacity of about 235 seats.

Branch Website:-The Branch, in a step to improve its workings and curtailing the use of paper to minimum is using Website andother electronic media to update the members on different activities and issues from time to time.

Media Coverage:-The Branch from time to time had done media coverage of its important activities through leading local newspapers and local FM radio.Information regarding CA DAY celebration programme, Conduct of CPT, IPCC and final Mock Test,Representation to Income Tax Authorities on Tax Audit Issues, and Seminars were some of the events widelycovered by the Local print media. Lot of appreciation and coverage was the media on the adoption of traditionof using digital banners and presenting saplings in replacement to printed banners and bouquets during thebranch programmes as a welcome gesture in preservation of nature and ecology.

The Branch under the instructions from Public Relation Committee of the Institute celebrated CA DAY whereindifferent programmes consisting of Flag hoisting at ICAI Bhawan, Cultural Programmes by Students, TreePlantation by Silver jubilee Members completing 25 years of their Practice at Branch Building. The Branch hasdistributed school bags and stationery kits to the underprivileged students of National Child Labour School,Mustafabad, Distt. Taran Taran.

National Yoga Day Celebration:-The Branch celebrated National Yoga Day on 21st June, 2016 at Chinmaya Ashram at Ranjit Avenue, Amritsar.In the programme Trained Yoga Instructor gave Yoga related instructions to the Members and their FamilyMembers.Teachers Day Celebration:-The Branch celebrated Teachers Day on 05th September, 2016 at ICAI Bhawan, Amritsar. In the programmevarious Article Trainees along with their Principals exchanged their views on the importance and strengtheningof 3 years Practical Training in the CA curriculum.

International Commerce Day Celebration:-The Branch under the aegis and instructions from the Career Counselling committee of ICAI celebratedInternational Commerce Day on 10th November, 2016 at Shaheed Bhagat Singh International School, Warpal,Amritsar attended by 168 students. In the programme, the Branch Executives explained the students about theimportance of Commerce Education and various Courses and Career opportunities in this stream.

Certificate Course on Forensic Accounting & Fraud DetectionDuring the year in the month of November, the Branch organized Certificate Course on Forensic Audit & FraudDetection under the aegis of IT Committee of ICAI. The course was attended by 45 Members.

National Convention for CA Students:-The Branch hosted National Convention for CA Students under the aegis of the Board of Studies where in 316students participated. The convention hosted 16 paper presenters from all over the country who presentedtheir Papers on 5 different Technical Sessions on Topics of CA curriculum. CA CJS Nanda, CCM was the ChiefGuest at the Convention. The convention was also addressed by Motivational Speakers of repute from all overthe country. The students of Amritsar also presented spell-bound cultural activities during both the days of theConvention.

19. ANNUAL AWARD/PRIZE DISTRIBUTION FUNCTION

An Annual Award/Prize Distribution Function of the NIRC was held on 18th February, 2017 inthe Hotel Lalit, Barakhamba Avenue, Connaught Place, New Delhi. The Chief Guest distributed theawards to the meritorious students of CA Exams who belonged to the Northern Region. In order todevelop professional acumen and foster professional fellowship, the awards/prizes were alsoconferred to Branches, Award for Guest Speakers and Award for Commendable Contribution inActivities of the Profession. The programme was attended by near about 300 delegates belong to CAprofession.
