Dear Colleague, I have the pleasure to inform you that on the invitation of the Government of Karnataka, the 78th Annual Session of the Indian Roads Congress will be held at Bengaluru (Karnataka) from 3rd to 6th November, 2017. On behalf of the Indian Roads Congress, I extend a very warm invitation to you and your colleagues for participation in the Session. You are requested to kindly renew your membership, if not already done, well in advance of the Session as it is open only to the Members of the Indian Roads Congress who are up-to-date in their membership subscription, i.e., upto the year 2017-2018. Membership forms are available on IRC website: www.irc.nic.in. It is advisable to become member of IRC well in advance, so that the relevant materials including Papers for discussion could be sent to you in time. The Invitation booklet contains the necessary information and details for the forthcoming Session including the programme details, travel options, etc. Please feel free to contact the IRC Secretariat and the Karnataka State Orga-nizing Committee for any further information/clarifications. 1. YOUR HOST

The Government of Karnataka is the host for the 78th Annual Session of Indian Roads

Congress to be held at Bengaluru. Public Works, Ports & Inland Water Transport Department

(PWP&IWT Dept) is the Nodal Department for the arrangements.

Shri M. Lakshminarayana, IAS., Additional Chief Secretary to Government of Karna-

taka, is the Chairman of the Steering Committee of 78th Annual Session. The Local Organising

Secretary for the Session is Shri K.Mohan, Superintending Engineer (Designs), PWP&IWT

Dept Bengaluru.

2. WELCOME TO BENGALURU (KARNATAKA)

Bengaluru is the third largest city and fifth-largest metropolitan in India and that every-

one is awe-inspired by its pleasant climate and beauty which are well known facts.

There is much more Bangalore than this. Though now Termed as Bengaluru means ‘The

City of Guards’. Another story originates from Hoysala king Veera Ballala, who when being fed

boiled beans called the place ‘Benda-Kaal-Uru (land of boiled beans). And then there comes a

place which embraces one and all, the expats, migrants and people from other cities.

Bangalore is situated at the height of over 3,000 feet (914.4 m) above sea level, even and

the city enjoys pleasant climate throughout the year.

In 1906, Bangalore became one of the first cities in India to have electricity from hydro

power.

Everyone knows that Bangalore is known as the Silicon Valley of India, but many of

them don’t know that the city houses nearly 212 software companies in its heart. India’s largest

software companies Infosys and Wipro, are headquartered in Bangalore.

We may have seen it raining with Hailstone, but in Bangalore you will see it raining en-

gineers. Bangalore has highest percentage of engineers in the world, with more than a million IT

professionals making the city their home. Bangalore contributed to 33% of India’s INR1442

billion IT exports in 2006–07. Except for the Gulf Region, Bangalore sends highest number of

professionals abroad, all over the world.

Bangalore is the base for nearly 47% of the 265 biotechnology companies in India, in-

cluding Biocon, India’s largest biotechnology company. So, it is not only about IT companies. It

is about multisectoral professional city.

Bangalore has a rich history of housing many of India’s brave soldiers in some of the

country’s oldest regiments. The Madras Engineering Group in Ulsoor has been in existence since

the 1770s and the ASC College and Corps in Agara dates back to the 1860s. Other regiments that

have faded away in modern times include the once-famous cavalry units – the Imperial Service

Lancers and the Mysore Lancers, who were formed in 1892 as part of the Imperial Service

Troops, and played an active role in the First World War. There is a War Memorial dedicated to

the martyrs in Jayamahal, near R T Nagar, that dates back to 1918.

Can you believe an explosive that is named after Bangalore!? The torpedo called the

‘Bangalore Torpedo’ was ideated and manufactured in the city itself. The torpedo was first

devised by Captain McClintock, of the British Indian Army unit, the Madras Sappers and Miners

at Bangalore in 1912. He invented it as a means of exploding booby traps and barricades left

over from the Boer and Russo-Japanese Wars.

Thomas L. Friedman’s much acclaimed book ‘The World is Flat’ describes Bangalore

and it’s starts with a description of the golf turf in Bangalore and then goes on to describe the

world class setup of Infosys. Even Steven Levy’s book ‘In the Plex’ begins with the mention of

Bangalore.

2.1. PLACES OF INTEREST

Vidhana Soudha:

The Vidhana Soudha located in Bengaluru

(Bangalore), is the seat of the state legislature of

Karnataka. It is an imposing building, con-

structed in a style sometimes described as

Mysore Neo-Dravidian, and incorporates ele-

ments of Indo-Saracenic and Dravidian styles.

The construction was completed in 1956.

Lalbhag Botanical Garden

At the heart of the city is Lalbagh, which covers

an area of 240-acre. Apart from more than 1000

species of flora and fauna, Lalbagh is home to

The Lal Bagh Rock, one of the oldest rock

formations on earth, dating back to 3,000 million

years and many trees that are more than a century

old. It was commissioned by Hyder Ali in 1760

and completed by Tipu Sultan, with a spread of

240 acres. The garden features rare plants of French, Persian and Afghani origin and has

attained status of a Government Botanical Garden. The Lal Bagh Rock which is over 3000

million years old is found here and is a major tourist attraction

.

Bengaluru Palace:

A hub of posh boutiques, enterprising micro-

breweries and sprawling tech parks, Bangalore is

also a city with many personalities, shaped over

time due to its multi-layered history. Folks who

seek to experience the classic royal charm of

Bangalore can head over to one of its older

landmarks, the sprawling Tudor-inspired estate

of Bangalore Palace. The palace was built in the year 1887 by King Chamaraja Wadiyar and is

today open to the public who come to witness the lavish and elegant splendour of one of South India’s most enduring dynasties.

Bannerghatta National Park:

Housing the country's first butterfly park, this

park has a huge variety of fauna, making it one

of the most enjoyable tourist attractions in the

city. Tourists can also opt for Safari rides

through the park. One can spot Lions, Tigers,

Crocodiles amongst numerous others in the park.

Cubbon Park:

This park is a major sightseeing attraction, with

300 acres of green foliage. Having been laid

down by Lord Cubbon, it is an ideal place for

nature lovers an those seeking a calm atmos-

phere. It features a bandstand that hosts con-

certs. The Bangalore Aquarium is also situated

in this park, and is a must visit area in Bengalu-

ru, being the second largest aquarium in India.

Jawaharlal Nehru Planetarium:

The primary objective of BASE, which is aims to achieve

through the activities planned all year around at the

Planetarium, is to impart quality science education at all

levels that identify and nurture creative talents in science

students to enable them to pursue career in research and

teaching. Educational programmes are conducted by non-

formal methods, aimed at all the students from class III to

graduate level. The Planetarium aims at "Science Popula-

rization", which it seeks through various interacting

activities for students and visitors at its Sky Theatre,

Exhibition Hall or the Science Park.

Tippu Sulthan’s Palace:

This monument is located inside the Tipu

Sultan Fort. Built between 1781 and 1791, the

Emperor referred to it as the 'Rash-e-Jannat'

which means the abode of happiness and envy

of heaven.The structure was built entirely teak

and stands adorned with pillars, arches and

balconies. It is believed that Tipu Sultan used to

conduct his durbar (court) from the eastern and

western balconies of the upper floor. The site

also holds a painting of grand throne visualized by Tipu Sultan himself. Coated with gold

sheets and stuck with precious emerald stones, Tipu had vowed never to use it until he com-

pletely defeated the English Army. After Tipu Sultan's death, the British dismantled the throne

and auctioned its parts as it was too expensive

for a single person to buy whole.

Tata Institute of Fundamental Research:

Pre-independence India's scientific achievements

were far ahead of its industrial successes. This

was unusual for any country at that time, but

there remained the need to improve India's

scientific temper and strengthen the newly free

nation's science infrastructure. These were the

objectives that drove Homi J Bhabha and JRD

Tata to pursue their vision of establishing the Tata Institute of Fundamental Research (TIFR)

back in 1945.

Innovative Film City:

Take a day trip to this theme park, just a

little away from the main city, which

keeps the promise in its name. Spend a

day here enjoying the countless sections

such as the Wild Wild West, Miniature

City, Cartoon City, Water rides, Wan-

nado City, Fashion Cafe and more.

Dwadasha Jyotirlinga Temple:

Sri Dwadasha Jyotirlinga Temple consists of 12

small Shiva temples. It represents other Jyotirlin-

ga Temples across India. Dwadasha Jyotirlinga

Temple is situated at Omkar Hills in Rajarajesh-

wari Nagar Bengaluru.

Bull Temple:

This temple is one of the oldest in Bengaluru,

and is dedicated to Nandi, the bull who is the

wagon of Lord Shiva.

Iskon Temple:

Apart from a religious temple, ISKCON is a

cultural complex accommodating dedicated

deities of Sri Sri Radha Krishnachandra, Sri Sri

Krishna Balarama, Sri Sri Nitai Gauranga, Sri

Srinivasa Govinda and Sri Prahlada Narasimha.

2.1.1 DIVINE DESTINATIONS

SHIVA TEMPLE:

Lord Shiva is a favourite god for many Hindus. It

is believed that he is also a generous god. Kemp-

fort Shiva Temple Kempfort Shiva Temple is one

of the landmarks of Bangalore. It is known for

the 65ft Shiva Statue. The temple also has a big

Ganesha idol and models of other forms of

Shiva. It is one of the must visit temples located

in Old Airport Road, Bengaluru.

St. Mary's Basilica Church:

St. Mary's Basilica is the oldest church in

Bangalore and is the only church in the state that

has been elevated to the status of a minor basili-

ca. It is famous for the festivities it holds during

the St. Mary's Feast, in the month of September

each year, an event which attracts a large number

of devotees from in and around Bangalore. St.

Mary's Basilica had a humble beginning, when a

thatched hut was constructed in the 17th century

by Tamil Christian migrants from Gingee. Now,

it is a marvelous sight to behold.

2.2. Venue of Session

The 78th IRC Session Venue is “Gayathri Vihar Palace Ground” Bengaluru. The venue is si-

tuated on Bellary Road , Guide Map of Bengaluru is given in Appendix-2. All activities relating

to the Session will be, as per Tentative Programme in Appendix-4.

2.3. Access

Bengaluru is well connected by

(i) Rail:

Bengaluru City railway station, officially known as Krantivira Sangolli Rayanna railway

station,[2] is the main railway station serving the city of Bengaluru, Karnataka and is within 5

km of the main venue.

(ii) Road:

The Bengaluru is well connected by roads from all the directions Viz. by

NH 4 –Connects from Chennai & Pune

NH 7 – Connects from Tamilnadu and Northen States

NH 209- Connects from Tamilnadu

NH 212 – Connects from Kerala

(iii) Air:

The nearest major airport to Bengaluru, is Kempegowda International Airport Li-

mited, Bengaluru which is 34 km from the Venue.

3. TENTATIVE SCHEDULE OF EVENTS

Programme of the Session includes Registration of Delegates, Discussion of Technical

Papers, Discussion on Innovative work done by States, Presentation by Research Scholars,

Discussion on General Report on the Road Research Work Done in the Country during 2016-17,

Talk by Experts, Technical and Research Presentations, Panel Discussion, Meetings of the

Council, Highway Research Board, General Body and Secretaries/E-in-Cs/Chief Engineer’s

Meeting etc. Technical Exhibition will also be held during the Annual Session. Tentative Pro-

gramme of the Session is given in Appendix-4.

4. PAPERS FOR 78th ANNUAL SESSION

The Papers published in IRC Journal Volume 1, 2, 3 & 4 and Papers published in High-

way Research Record No. ------ pertaining to General Report on Road Research Work done in

the country during 2016-17 will be discussed. These publications are sent free of cost to mem-

bers who are up-to-date in their membership subscription and members are expected to receive

the above publications in October 2017. Papers to be discussed are listed in Appendix-5. Mem-

bers attending the Session are requested to bring these publications with them.

5. RECEPTION OF DELEGATES

The Government of Karnataka has extended courtesy to receive the delegates at Bengaluru.

Delegates will be received by the volunteers at Kempegowda International Airport ,

Bengaluru City Railway Station and Inter State Bus Terminus, Bengaluru. Reception Coun-

ters will be opened at these places. Delegates will be provided with the initial transport to take

them to their respective places of lodging arranged by the local organisers. Enquiry offices will

be opened from _______________ at the Venue and at the office of the Local Organising

Secretary & Superintending Engineer, (Designs), PWP&IWT Dept Bengaluru, Complete infor-

mation about the arrangements and programme of the 78th Annual Session will be available in

these offices.

6. REGISTRATION

6.1. Registration Fee

Registration of the delegates will be done at the Venue, viz, Gayathri Vihar Palace

Ground, Bengaluru. Details of Registration fee payable by the respective delegates are given

hereunder:

Note : Members who are retired from service and age above 60 are entitled for 25% rebate on above rates of registration fee. This rebate will not be admissible to the spouse of the retired Member. Spouse of the delegates will also have to be registered on payment of the requisite registration fee.

The arrangements for accommodation, transport and tours, etc. will be made only for the

delegates and their spouses who are registered and have sent their intimation by the cut-off dates.

As accommodation, transport and other facilities are limited, the delegates are advised strongly

not to bring their children with them as it will not be possible to provide accommodation

for them.

Non-Members (whether official or non-official) will not be registered. Delegates are,

therefore, advised to become Member of Indian Roads Congress well in advance. Membership

Form for this may be obtained by writing to the Secretary General, IRC or downloaded from IRC

website: www.irc.nic.in. Generally, Graduate Engineers are eligible for membership of IRC.

6.2. Last Date for Registration and Payment

Members desiring registration should fill-in the Registration Form, Appendix-9, and send

to The Deputy Secretary (i/c), Indian Roads Congress, Kama Koti Marg, Sector-6, R.K.

Puram, New Delhi-110 022, so as to reach him along with the requisite Registration fee by 25th

October 2017 at the latest. The enclosed printed envelope may be used for mailing the same. For

on-line payment, visit IRC website: www.irc.nic.in. Request for registration, received without

Registration fee, will not be accepted.

Registration is valid only after remittance of Registration fee. Official delegates are,

therefore, advised to ensure that the Registration fee on their behalf is sent by their

Governments/Organizations within the stipulated time. But, if there is any likelihood of delay in

payment by their respective Governments/Organizations, they should themselves remit the

Registration fee so as to reach the IRC office at New Delhi upto the 25th October, 2017 to

ensure registration in time. The amount so received will be refunded to them in full, on receipt of

the Registration fee on their behalf from their Department. Delegates may kindly note that it will

not be possible to register any delegate unless his/her registration fee has been received in

advance. Demand Draft should be drawn in favour of the Secretary General, Indian Roads

Congress and made payable at New Delhi. Outstation Cheques will not be accepted. Delegates

coming from foreign countries may, however, make remittance of registration fee at the time of

Registration by cash.

6.3. Cancellation of Registration

In case of request for cancellation of registration from individual delegates is received in

IRC office at New Delhi upto the 25th October, 2017, 50 per cent of registration fee will be

refunded. But no such refund will be admissible if the request for cancellation is received after

this date.

In case of official and local delegates, no refund of the registration fee will be admissible

irrespective of the date of cancellation. However, as regard to official delegates, the

Governments/ Organizations concerned can substitute the names in place of those whose

nominations are cancelled.

6.4. Nomination of Official Delegates

Indian Roads Congress, have addressed the State Governments/Union Territories;

Director General of Works, CPWD; Engineer-in-Chief, A.H.Q.; Council of Scientific and

Industrial Research; Director General, Border Roads; Director, CRRI; Ministries of Rural

Development, Agriculture and Water Resources, Central Water Commission, RITES, IAHE,

NHAI, etc. to nominate Senior and Junior Delegates. It is suggested that in addition to Engineer

Officers from among Members of IRC whom Governments/Organizations may like to nominate

to attend the Session, the official delegation should include:

i. Members of the Council (Appendix-6) and Technical Committees of the IRC (Personnel

of Technical Committees is published ___________________ of the Journal of the IRC),

ii. Authors of Papers published under Discussion Section of Volume

_____________________ of Journal of the IRC.

iii. Officers working in Central and State Road Research Laboratories, who have helped

towards compilation of Road Research Reports and are in a position to make useful

contribution in the Discussion of General Report on Road Research for the Year

2016-17 published as Highway Research Record No.________

In the event of delay in finalizing names of the delegates, Governments/Organizations

should send information of the total number of delegates of each category being nominated for

the Session. Members nominated as official delegates by the respective Central and State

Governments or such delegates as may be deputed by District Boards, Zilla Parishads,

Municipalities, Improvement Trusts, Development Authorities, Cantonments, Educational

Institutes, etc. will, in accordance with previous practice, draw their travelling and halting

allowances from the Administration/Organization concerned. These

Administrations/Organizations will also pay the Registration fee to the Indian Roads Congress at

the rates mentioned in para 6.1.

6.5. Special Casual Leave to Attend Session

As a General Rule, Government of India encourages participation in IRC Sessions.

Members may avail Special Casual Leave as per Government Rules for attending IRC Session.

7. ACCOMMODATION

Government of Karnataka will make arrangements to allot the accommodation for

delegates who have requested, in advance, along with advance payment, in Government Guest

Houses, Hotels, etc. Details will be available on the website (www.irc78bengaluru.in) and will

also be communicated to them at Reception Counters. For those desiring accommodation of their

own choice and at their own cost, the list of Hotels and their current tariff is given in

Appendix-7.

Accommodation for all delegates shall be arranged from the afternoon of the 2nd

November 2017 to the forenoon of the 6th November, 2017. It will not be possible to provide

accommodation for period less than that mentioned above and charges for the period will have to

be paid in advance.

In case, the delegates do not remit the charges in advance, it will not be possible to

reserve any accommodation for them. This may kindly be noted carefully to avoid inconvenience

on arrival.

For those delegates who want to avail tour, accommodation could be arranged upto one

more day provided requirement is intimated by the stipulated date along with charges on pro-rata

basis, in advance.

Delegates who desire that lodging arrangements be made for them may fill their

requirements in the form at Appendix-10 and return the same to the Local Organizing Secretary

together with lodging charges as the case may be (in one of the enclosed Envelope with the

To avoid inconvenience on arrival, the delegates are advised to intimate their

October, 2017. Requests received after this date will not be entertained due to restricted

Because of acute scarcity of accommodation, double bed room will have to be shared by

two persons. In view of limited accommodation available, it may not be possible to arrange

family accommodation for Members who do not intimate their requirement well in advance.

No refund of accommodation charges will be made unless cancellation is done at least 10

days (22nd October 2017) in advance of the Session. The charges will be payable in advance and

no refund for shorter stay will be permissible. For stay beyond the official period, full hotel

charges will have to be borne by the delegates through direct arrangement with the management

of Hotels/Rest Houses. However, LOS can provide assistance in this regard, if requested in

advance. Delegates requiring accommodation in Hotels mentioned in Appendix-7 may send their

firm requirements along with hotel charges in advance to the Local Organizing Secretary, so that

reservation arrangements can be made on their behalf.

Breakfast will be arranged at the places of lodging by the respective Hotels/Guest Houses

on payment by the delegates. Lunch/Dinner will be served at the earmarked Place at the Venue.

8. TRANSPORT FACILITIES

Transport facility will be provided from the 2nd November, 2017 (forenoon) to 6th

November 2017 (afternoon) at the time of arrival and departure of the delegates, from Airport,

Railway Station and Bus Terminal. Transport will also be provided every day from the places of

lodging to the Venue in the mo rning and back to their respective places of lodging after the

Dinner/end of day’s programme.

9. MEDICAL FACILITIES

First-Aid Facilities will be available at the Venue.

10. SOCIAL AND LADIES PROGRAMME

Cultural Programme will be arranged in the evening on certain days. The programme

details shall be made available to delegates at the time of Registration. Special arrangements will

be made by the Ladies Programme Committee for taking the ladies accompanying the delegates

to some of the places of interest in and around the city.

11. CONDUCTED TOUR FOR THE DELEGATES ON ____________ November 2017

(POST SESSION PROGRAMME)

Post-Session tours have been arranged for the delegates subject to response of individual

delegates and will be on first-come-first-served basis. The tour details are given in Appendix-3.

12. ATTENDANCE

The presence of the delegates at all the Technical Discussions and Presentations is

essential. Delegates are requested to sign the Attendance Sheets, which will be presented for the

purpose at the places of events. Co-operation of the Secretaries/Engineers-in-Chiefs/Chief

Engineers/Heads of Departments is solicited to ensure that the nominated delegates from their

State Departments attend the scheduled Technical Sessions/Meetings and participate actively in

the deliberations.

13. DISPERSAL

Delegates other than Council Members, Secretaries/Engineers-in-Chiefs and Chief

Engineers may disperse in the morning of the 6th November 2017. The Secretaries/Engineers-in-

Chiefs and Chief Engineers and Council Members can do the same in the afternoon of the 6th

November 2017. For delegates availing the Post-Session Tours, dispersal will be at tour places

after completion of the respective Post-Session Tour, as indicated.

14. TRAVEL AND RESERVATIO N

Current timings of Air, Rail and Bus Services to and fro Bengaluru are given in

Appendix-8. These timings are, however, subject to change. Members are, therefore, requested to

ascertain the correct timings before starting their journey.

Members who have intimated their intention to attend the Session and who have supplied their

correct addresse/Email IDs for such communication. Members are requested to keep visiting

17. IRC CAMP OFFICE

Camp Office of the IRC will start functioning at Bengaluru from 1st November, 2017

which will be located at the main Venue “Gayathri Vihar Palace Ground”, Bengaluru. Any

communication relating to the Session after this date should be addressed to the Secretary

General, Indian Roads Congress at the Camp Office. Communications through E-mail are

requested for prompt action.

18. ELECTION OF COUNCIL MEMBERS

18.1. Election under Different Rules

At the 78th Business Meeting of the IRC to be held on the 5th November, 2017 the

following 28 members are to be elected to the New Council of the IRC from amongst those

who are present at the Meeting. They will have a tenure extending to the next Annual General

Meeting. Rules under which election will be held are reproduced below:

Rule 9k (i) Six representatives to be elected annually at the time of the Annual General Meeting

by a “Board” consisting of nominees of Associate Members from Private Sector

elected under Rule 5-g and present at the meeting from amongst themselves.

Rule 9k (ii) Three representatives to be elected annually at the time of the Annual General

Meeting by the ”Board” consisting of nominees of Associate Members from

Government and Public Sector Undertakings elected under Rule 5-g and present at

the meeting from amongst themselves.

Provided that in the event any dispute as to the composition of the Board, the dispute

shall be referred to the President of the Society for decision and his decision shall be

final.

Rule 9l One representative to be elected annually at the time of the Annual General Meeting

by the nominees of such Associate Members elected under Rule 5-g which are

institutions primarily engaged in roads and road transport research (whether in

Private or Public Sectors) from amongst all such nominees present at the Meeting.

Rule 9m One representative to be elected annually at the time of the Annual General Meeting

by the nominees of Engineering Universities/IITs, Engineering Colleges/Training

Institutes, who are Associate Members elected under Rule 5-g from amongst the

nominees present at the meeting.

Rule 9n One representative to be elected annually at the time of the Annual General Meeting

by a “Board” of Engineers from Zilla Parishads, District Boards, Panchayat Samities,

Panchayati Raj Departments, Rural Development Departments, Rural Works

Departments and Rural Engineering Organisations who are Members of the Society,

but are not under the administrative control of the P.W.D. Chief Engineer of the

territory in which they are serving, and present at the meeting from amongst

themselves.

Rule 9o One representative to be elected annually at the time of the Annual General Meeting

by a “Board” of Municipal, Improvement Trusts, Development Authorities and

Cantonment Engineers who are Members of the Society and are present at the

meeting from amongst themselves.

Rule 9p (i) Ten representatives who shall all have been Members of the Society for at least five

years to be elected annually at the time of the Annual General Meeting by all present

and voting; provided that the number of elected Members from each State/Union

Territory under this Rule should be limited to one.

Rule 9p (ii) Two representatives who shall be below 35 years of age on the date of Business

Meeting and all have been Members of the Society for at least five years to be elected

annually at the time of the Annual General Meeting by all present and voting;

provided that the number of elected Members from each State/Union Territory under

this Rule should be limited to one.

It was decided that separate nomination for rule 9-p(i) and 9-p(ii) will be obtained

and election under the two sub-rule will be independent of each other. The

representatives below 35 years of age may be from the same state as for the rule 9-

p(i).

Rule 9q One representative of Mechanical Engineers having at least five years standing

membership to be elected annually at the time of the Annual General Meeting from

amongst the Mechanical Engineers who are Members of the Society and are present

at the time of meeting.

Rule 9s Two representatives of lady Members of the Society having at least five years

standing membership to be elected annually at the time of the Annual General

Meeting from amongst lady Members of the Society who are present at the meeting.

Note: A Member will be allowed to seek election against only one Rule of his choice at

anyone time.

Members who are eligible to elect Members under any of the above Rules are requested

to indicate the Rule(s) in the Registration form Appendix-9 in the column provided for the same.

18.2. Nomination Form

Nomination form along with 78th Business Meeting Agenda would be given along with

Registration material. Additional nomination form, if required, can be obtained from the IRC

Registration Counter on any day after the start of the Session and upto 11.00 hours on the 4th

November, 2017.

18.3. Last Date and Time for Filing Nominations

Nomination forms, duly completed, may be deposited with IRC Secretariat latest by

12:00 hours on the 4th November, 2017 at Registration Counters. The list of the candidates

eligible for election as Members of the Council will be displayed at the Registration Counter at

15:00 hours on the same day. The nomination can be withdrawn through a written request

addressed to the Secretary General, IRC before 16:00 hours on the 4th November, 2017. All

candidates are required to attend the meeting at 17:00 hours on the 4th November, 2017. The

final list of candidates will be displayed at the Registration Counter at 19:00 hours on the on the

4th November, 2017 and only those candidates whose names figure in the list will be eligible to

contest. The election schedule, in brief, would be as follows:

a. Obtaining nomination forms 3rd November, 2017 (1100 hours)

b. Last Date and time of filing nominations 4th November, 2017 (1200 hours)

c. List of eligible candidates for election 4th November, 2017 (1500 hours)

d. Last date and time for withdrawal 4th November, 2017 (1600 hours)

e. Meeting of candidates under Rule 4th November, 2017 (1700 hours)

Groups electing Members by consensus may submit the nomination signed by all parties

electing the consensus candidates.

18.4. Procedure of Election

Voting will be open from 1100 hrs to 1600 h rs on 5th November, 2017. For casting

their votes, Members would have to produce the Badge Card for entry to the Hall and for

online voting Members would use their Roll No. For ready use, Roll No. would be printed

on the Badge Card.

19. TECHNICAL EXHIBITION

Technical Exhibition with special emphasis on Highway Engineering, Bridge

Engineering, Road Safety will be organized at the “Gayathri Vihar Palace Ground Bengaluru”.

A number of Government Departments, Government Undertakings and Engineering Firms are

likely to participate in this Exhibition. Delegates are invited to visit the Exhibition as this is

being organized for their benefit. There will be no entrance fee for the delegates. The Exhibition

being educative and informative, the delegates should spare some time to visit it.
