One contract will be awarded for all divisions of this project. The proposed work consists of 383 feet of 24” tile; up to 1,975 feet of 12” tile; 50 feet of 34” jack and bore steel casing; 110 feet of 24” jack and bore steel casing; up to 2,223 feet of tile removal; 73 feet of tile abandonment; private tile connections; concrete collars; intakes; 1,060 feet of CCTV inspection; removals; seeding; and other associated work. All bids must be filed with the Coun- ty Auditor on or before the time herein stated. All bids shall be made on forms furnished by the Owner’s Engineer and contained in the specifications and must be enclosed in a separate sealed enve- lope and plainly identified. Each proposal shall be accompanied by deposit of cash, bid bond, cashier’s or certified check, or a credit union certified share draft, in a sep- arate sealed envelope in a amount equal to five percent (5%) of the total amount of the bid. The certified or cashier’s check, if used, shall be drawn on a bank in Iowa or a bank chartered under the laws of the United States or said certified share draft should be drawn on a credit union in Iowa or chartered under the laws of the United States; and such check or share draft shall be made payable to the Hardin County Auditor as security that if awarded a contract by resolution of said Supervi- sors, the Bidder will enter into a contract at the prices bid and furnish the required performance and payment bond and cer- tificate of insurance. The deposit of cash shall be retained, certified or cashier’s check or certified share draft may be cashed, or the bid bond redeemed, if the Contractor fails to enter into a contract, or fails to provide a certificate of insurance within ten (10) days after the acceptance of his proposal by resolution of the Coun- ty Supervisors. No bidder may withdraw a bid within sixty (60) days after the date set for opening bids. If awarded, one (1) contract will be awarded to the lowest, re- sponsive bidder of the Main 25 Division bid, Lateral 3 Division Base or Alternate bid, Lateral 3 Division Additional Base or Alternate bid, and Main 1 Division bid combined. The successful bidder shall be re- quired to execute a performance and payment bond, with sureties approved by the County Auditor in favor of the Drain- age Districts for the use and benefit of the Drainage Districts and to all persons entitled to liens for labor or material, in an amount not less than one hundred percent (100%) of the contract price of the work to be done, conditioned for the timely, efficient, and complete perfor- mance of his contracts, and the payment, as they become due, of all just claims for labor performed and material used in car- rying out the contract. When the contract is executed and the performance bond approved, the certified check, share draft, cash deposited, or bid bond provided with the bid shall be returned to the bidder. The performance bond shall be provided at the time the contract for work is signed. Payment to the Contractor will be made in monthly estimates of ninety percent (90%) of the work completed during the period as provided in Section 468.100, Code of Iowa. Pursuant to Sec- tions 468.101 through 468.103, the bal- ance will be paid not less than 30 days after acceptance of the work by the Coun- ty Supervisors acting as Trustees of the Drainage District. All payments to the Contractor shall be made by the Coun- ty Treasurer by check. No payments shall be made by drainage warrants. The work under the proposed contract shall begin within 15 days of the Notice to Proceed. All work is to be completed by December 30, 2019 including seed- ing and finishing work. The Contractor shall pay the said District Five Hundred ($500.00) per day as liquidated damages for each calendar day the work remains uncompleted after the completion date stated above. Notice is hereby given that sealed bids will be received by the County Audi-tor of Hardin County, Iowa, at their of-fice in the Hardin County Courthouse, 1215 Edgington Ave., Suite 1, Eldora, Iowa 50627, until 1:00 p.m. on February 13, 2019 for repairs to Main tile and Lat-eral 3 tile of Drainage District 25, Hardin County, Iowa and Main tile of Drainage District 1, Hardin County, Iowa. Plans, specifications and form of contract are on file at the office of the County Auditor and describe the work involved and the condi-tions under which it is to be performed. Bids will be opened by the Engineer and the Board of Supervisors of Hardin County (acting District Trustees) at a meeting to be held in the Courthouse of Hardin County at 1:00 p.m. on February 13, 2019. Said bids will be acted on at a time and date to be determined at said bid opening. Plans and specifications gov-erning the construction of the proposed repairs have been prepared by CGA, 739 Park Avenue, Ackley Iowa; phone 641-847-3273. Contractors, sub-contractors, and suppliers may obtain one (1) paper set of the plans, specifications, and con-tract documents from the engineer at the address stated above upon deposit of $100.00. A full refund will be made for each set of documents returned to the Engineer’s office within 14 calendar days after the award of the project providing the documents are complete, undamaged, and in reusable condition. If the contract documents are not returned within four-teen days and/or are not in a reusable condition, the full deposit will be forfeited. Contractors, sub-contractors, and sup-pliers may obtain one (1) emailed set of plans, specifications, and contract docu-ments from the Engineer at the address stated above upon deposit of $0.00. The proposed work is located in Sec-tions 27, 34, and 35, Township 86 North,

Range 22 West and Sections 24 and 25, Township 88 North, Range 20 West in Hardin County, Iowa and consists of the furnishing of all materials, labor, and equipment to complete the approximate quantities of work, all as described in the plans and specifications and as listed as below. One contract will be awarded for all divisions of this project. The proposed work consists of 383 feet of 24” tile; up to 1,975 feet of 12” tile; 50 feet of 34” jack and bore steel casing; 110 feet of 24” jack and bore steel casing; up to 2,223 feet of tile removal; 73 feet of tile abandonment; private tile connections; concrete collars; intakes; 1,060 feet of CCTV inspection; removals; seeding; and other associated work. All bids must be filed with the Coun-ty Auditor on or before the time herein stated. All bids shall be made on forms furnished by the Owner’s Engineer and contained in the specifications and must be enclosed in a separate sealed enve-lope and plainly identified. Each proposal shall be accompanied by deposit of cash, bid bond, cashier’s or certified check, or a credit union certified share draft, in a sep-arate sealed envelope in a amount equal to five percent (5%) of the total amount of the bid. The certified or cashier’s check, if used, shall be drawn on a bank in Iowa or a bank chartered under the laws of the United States or said certified share draft should be drawn on a credit union in Iowa or chartered under the laws of the United States; and such check or share draft shall be made payable to the Hardin County Auditor as security that if awarded a contract by resolution of said Supervi-sors, the Bidder will enter into a contract at the prices bid and furnish the required performance and payment bond and cer-tificate of insurance. The deposit of cash shall be retained, certified or cashier’s check or certified share draft may be cashed, or the bid bond redeemed, if the Contractor fails to enter into a contract, or fails to provide a certificate of insurance within ten (10) days after the acceptance of his proposal by resolution of the Coun-ty Supervisors. No bidder may withdraw a bid within sixty (60) days after the date set for opening bids. If awarded, one (1) contract will be awarded to the lowest, re-

sponsive bidder of the Main 25 Division bid, Lateral 3 Division Base or Alternate bid, Lateral 3 Division Additional Base or Alternate bid, and Main 1 Division bid combined. The successful bidder shall be re-quired to execute a performance and payment bond, with sureties approved by the County Auditor in favor of the Drain-age Districts for the use and benefit of the Drainage Districts and to all persons entitled to liens for labor or material, in an amount not less than one hundred percent (100%) of the contract price of the work to be done, conditioned for the timely, efficient, and complete perfor-mance of his contracts, and the payment, as they become due, of all just claims for labor performed and material used in car-rying out the contract. When the contract is executed and the performance bond approved, the certified check, share draft, cash deposited, or bid bond provided with the bid shall be returned to the bidder. The performance bond shall be provided at the time the contract for work is signed. Payment to the Contractor will be made in monthly estimates of ninety percent (90%) of the work completed during the period as provided in Section 468.100, Code of Iowa. Pursuant to Sec-tions 468.101 through 468.103, the bal-ance will be paid not less than 30 days after acceptance of the work by the Coun-ty Supervisors acting as Trustees of the Drainage District. All payments to the Contractor shall be made by the Coun-ty Treasurer by check. No payments shall be made by drainage warrants. The work under the proposed contract shall begin within 15 days of the Notice to Proceed. All work is to be completed by December 30, 2019 including seed-ing and finishing work. The Contractor shall pay the said District Five Hundred ($500.00) per day as liquidated damages for each calendar day the work remains uncompleted after the completion date stated above. Present were Mayor Marvin Veld and the following Councilmembers: Eric Nielsen, Carol Williams, Kevin Piet-ers. Absent were Adam Blackburn & Cory Schurman. NEw PROVIDENCE CITY COUNCILREGULAR SESSION

MONDAY, JANUARY 14, 2019 The New Providence City Council met in regular session on Monday, Janu-ary 14, 2019 at 7:00 p.m. at Providence Township Hall- W. Main St. Council mem-bers present were Blake Richie, Terry Beare, Chris Renihan, Janine Allbee and Jim Martin. Larry Balvanz was also pres-ent. Mayor Ron Reece called the regular meeting to order at 7:00pm. AGENDA-Richie made motion to approve agenda. Renihan second. MC Unanimously. MINUTES- Richie made motion to approve December meeting minutes; second Allbee. MC Unanimously. CITIZEN’S CONCERNS- City at-torney was present to discuss several nuisances. The first nuisance discussed was a dog issue and Beare made motion to have attorney proceed with municipal infraction for dog running at large and dog will need to be constrained at all times, Richie second. MC Unanimously. Clerk will send out another letter to property owner to finish project before April 15th. Council advised clerk to compile another nuisance abatement for garbage/trash. Attorney reviewed newly acquired prop-erty and process for public hearing on property. Citizen present to discuss pos-sible new business in the future and in-quiring on obtaining a permanent license approval. FINANCIAL REPORTS-Richie made motion to approve current month finan-cial reports; Renihan second. MC Unani-mously. Council discussed the new drop

box for city utility payments and city will look into a higher quality box for the fu-ture and discuss again next month. The council reviewed the FY 19-20 budget and Beare made motion to give each city employee a 2.5% raise; Martin second. MC Roll Call Vote: Ayes: Richie, Renihan, Allbee, Martin and Beare. Nays: None Absent: None. Clerk presented council with note in water payment and no action taken. VETS MEMORIAL-Nothing to report. NP PRIDE & PROGRESS-Nothing to report. Grundy Center has been help-ing with paperwork. Our providence fire department has 2 new firemen and one jr. fireman.
