Thaggali Hosahalli Village
1. Introduction:
Unnat Bharat Abhiyan (UBA) is inspired by the vision of transformational change in rural
development processes by leveraging knowledge institutions to help build the architecture of
an Inclusive India. The Mission of Unnat Bharat Abhiyan is to enable higher educational
institutions to work with the people of rural India in identifying development challenges and
evolving appropriate solutions for accelerating sustainable growth. It also aims to create a
virtuous cycle between society and an inclusive academic system by providing knowledge
and practices for emerging professions and to upgrade the capabilities of both the public and
the private sectors in responding to the development needs of rural India. CHRIST (Deemed
to be University) had conducted a socio demographic survey to understand the condition of
the village in order to develop action plans to address the key issues existing in the village in
collaboration with various stakeholders such as Panchayath, govt. line departments,
community members and other players interested in the development of the village. Key
issues emerging from the survey and the plan of action to address the issues are furnished
below.
2. Village background
Thaggali Hosahalli is one among the six villages which were selected for the development of
the rural Karnataka under the UBA scheme. Thaggali Hosahalli is located in the Bengaluru
rural district, Hoskote Taluk, Orohalli Gram Panchayath and Located 36 KM away from
District headquarters and 8 KM away from Taluk headquarters. Thaggali Hosahalli has a
population of 680 with 141 households, where sex ratio is 971 females per 1000 males.
Thaggali Hosahalli has 344 male and 334 female populations. Majority of the families in this
village falls under the BPL sector. The literacy rate of the village is 71.03. The major
agriculture produce is ragi. Most of the villagers are daily wage workers and also animal
husbandry is very much prevalent in this village.

3. Objectives
Based on the baseline survey of the households, village survey and Gram Sabha and
preliminary discussion with Panchayath and block administration, the objectives of the work
to be carried out by the CHRIST ( Deemed to be University) in this village was defined as
follows:
To effectively participate in the holistic development of the Thaggali Hosahalli
village by preparing an integrated development plan for the village by using local
resources and eco-friendly sustainable technologies to improve the people’s standard
of living.
To support the district administration and Panchayath raj institutions by providing
technologies inputs and supporting in developmental activities
4. Methodology
To achieve the objectives of the village development plan the team of CHRIST (Deemed to
be University) followed and will be following the below steps
Initial discussion with community based organization and civil society organizations
about the UBA objectives at the village level (Discussed with CHETANA cooperative
society and member self-help groups).
Meeting with Grama Panchayath development officers and Grama Panchayath
members.
Conducted Household survey by using the Unnat Bharat Abhiyan ‘Household survey’
questionnaire.
Conducted Village survey by using the Unnat Bharat Abhiyan ‘Village survey’
questionnaire.
Data analysis of the household survey and village survey completed and based on the
results and problems identified through the survey, the team developed ‘village
development plan’
Organized Grama Sabha in the villages to provide information about the UBA
objectives and to identify the community needs and to involve the community in
developmental activities.

Discussed about the UBA Programme with Deputy Commissioner and district
magistrate of Bengaluru rural District and received the consent letter from District
magistrate on June 1st June 2017.
Organized the meeting with various government departments and discussed about the
UBA objectives and receiving support from the government departments
The team started implementing the programmes based on the village development
plan with support of the CHRIST (Deemed to be University) Faculty and students,
government departments and CHETANA cooperative society.
The University team will explore the possible collaboration and support from the local
NGOs and CSR companies like ITC, MYRADA, SVYM and SAHAS to implement
the planned activities based on Village Development Plan
5. Issues Emerging/Identified:
Various issues and community needs identified through the household survey1, village survey
and Grama Sabha are:
1. Poverty: Poverty alleviation programmes have to be planned, because as per the data out
of 139 out of 141 families come are below poverty line. Schemes that support families in
increasing their income should be introduced. Individual household assessment has to be
conducted to have clarity on why such a large number of families in the village fall under
the BPL category. Helping the families to improve their family income through all the
available sources will boost the per capita income and fight the evil of poverty.
2. Poor Aadhaar and Bank Coverage: Aadhaar and Bank coverage have become an
important component in taping the resources from the government agencies. Though
most of the villagers
have the Aadhaar with
them, there are 46
individuals without this
facility. With regard to

680 individuals are without bank accounts. People in the village should be provided
awareness about the need and importance of holding bank account and should have a
zero-balance account for every individual. This will help people to tap the resources from
the government schemes as the benefits of all the schemes can only be availed by
individuals with these facilities.
3. Lack of Awareness on various schemes: People lack awareness on various facilities
and benefits. Agriculture, employment, income generation, health care, etc, can be
improved by the increased awareness among the people of the village on the various
government schemes and programmes. Government schemes are not satisfactorily
utilized in this village. People are aware about only few schemes. The statistics on the
awareness level of individuals and households following these schemes are very poor.
4. Medium Literacy level: The village has the primary schooling facility. The total literacy
rate in this village is 71.03% which is lesser than the average literacy rate of Karnataka
state 75.60%.

that Adult Literacy was not a priority.
5. Lack of Education: According to the data the enrollment of children in schools is good
enough. However the data is indicating that more emphasis should be given to the high
school and higher education and no girl child seemed to be attending college from the
village. However, when cross verified with the people, CWMS, school teachers and
SHG members through discussions, this is not an issue.

6. Poor Heath Care Facility: Health care facility has to be improved in the village.
Making people aware and conscious about the health requirements is an important
component. No primary health centers are noticed in this village through the survey.
Advocacy for improving the reach of PHC and sub centres in the villages can also
improve the health conditions of the people in the village.
7. Scarcity of Drinking Water: Drinking water facility has to be improved in the village.
About 141 households in this village depend on other resources for drinking water which
could be the water supply from the Panchayat (community tap) or any other sources. The
source of this water supply is rarely understood. Piped water and hand pumps are used by
less number of people. They depend more on the community tap which can cause health
related issues. Regulating and monitoring proper water supply through the different
schemes by state/central schemes can improve the drinking water facility. Drinking water
facility at households with proper water purification can help children and families to be
free from waterborne diseases.
8. Poor Sanitation and Drainage Connectivity: In continuation to the contribution to the
health care programmes, there is an urgent need to improve the sanitation and drainage
facility in the village.

Drainage linked to the
households is open in 63 households out of 141 households. It was understood that 116
out of 141 households have compost pit and the community people can be trained to put
this to proper use as it becomes organic manure after sometime. There are 8 households
that do not have the toilet facility.

9. Under Utilization of Agriculture and Livestock: Better agricultural method with
proper irrigation facility can actually improve the per capita income of the people in
the village. People here live
mainly relying on the
agriculture and livestock.
Since the village has got
97.24 acres of agricultural
land, better farming
techniques, and multiple
cropping systems, better
seeds and use of organic
manures and fertilizers can
strengthen the agricultural base of the village. People should be made aware to tap
livestock insurance and knowhow and services from the veterinary department for
increasing the milk production. Helping villagers to find market for their own produce
is very important to sustain them in the same occupation. They can be helped to tap
loans for livestock from the Milk Diary in village, veterinary department and
Karnataka Milk Federation etc.
10. Alternate Energy: According to the data solar power can be introduced in the village
since there are no solar power generators in the village.

6. Action Plan
To address the above-mentioned issues, the following actions are proposed which will be implemented according to the time line.
