Anotherfineissueathand,thankyou.Iam,however,concernedthatnoonehastakenupthechallengeasyourto-besuccessor.

As usual, I had little difficulty in findingsomething in this issue to attract myinterest.Inparticular,Iwasdrawntotheobservations byMalcolmGroom from thePostalHistorySeminarheldatTaipei2005(quitesometimeago,Isee).Theobservationsor“thoughtsofthemeeting”werearrangedas bullet lists under the headings of thejudgingcriteria.IamdriventorespondasI findmyself in sharp disagreement withsomeofthepointsmade.Iwouldofferthefollowingobservations.

Presentation

• Matting (single or double) is at theexhibitor’soptionbutitalwaysrequiresgreatattentiontoneatness,inparticularevenness of the created border(s).Complete concurrence.

• Thenext point goes to “highlighting.”There are numerous ways to achievehighlighting and the point is wellmade that “the choice of items shouldbecarefullyconsidered.”Thenweseethat “the focus should be on the rareitems...”Perhaps.Someconsiderationshouldbegiventotheroleofthepiecein the exhibit. If it is a key in thepresentationofthesubject,ofessentialimportancetoacomprehensiveshowingand representative of a major pointin the exhibit “story” (development),it may very well merit highlightingregardless of “rarity.” Rarity is nottheonlyconsiderationindecidingwhatshould or should not be highlighted.Think of “importance” as the primaryconsiderationratherthan“rarity.”Thatsaid; realise that great discretion is

eachoftheBureaux.ThegeneralCongresswillneedtoreturntotheproposedchangesto the Statueswhichwould formalise therole of the Continental Associations suchasFEPA,FIAFandFIAPaswellasfinalisethe SREV for the Open and One-frameExperimentalClasses.

in order, as each “highlighted” piecereduces the perceived “importance”of all highlighted pieces. Too muchhighlighting and the effect is totallylost.

• Mattingcolourisalsoanoptionoftheexhibitor. Complimentary is good, asnoted. A colour chosen to “minimizedefects”soundslikeitmaydrawawayfromtheoriginalintentofsetting-offtheitem on the page. It might be bettertothinkof it intermsofacolourthatdoes not “emphasize” defects.

• Photocopiesshouldonlybeusedtoshowessentialaspectsoftheitemthatcannotbeshownusingtheoriginal.Notetheemphasisontheaddedword“essential,”atougherstandard.Showingsomethingjust because it exists is not a reason;it must have an essential role in theexhibit, e.g., proving a pointmade inthe text. All toooften,photocopiesofreversesorbackstampsareshownwhencompletelyunnecessary.Iftheprimarypoint to be shown is on the reverse,show the reverse of the original.

• A l l o t h e r p o i n t s m a d e u n d e r“Presentation” are well stated and tothe point.

treatment and imPortance

• The remarks on page headings andsub-headingsareonpoint. Iamabituncertainastothemeaningof“linkedbacktothetitlepage.”Thetitlepageis a problem areawithmost exhibits.Ratherthanextendinganinvitationtotheviewertolookattheexhibit,italltoooften is jammedwith intimidatingtext and complicated outlines thatare seldom, if ever, actually read.Anythingbeyondasimplestatementofthe organization and a broad generaloutline of the primary sections is toomuch. The detailed organization and

development of the exhibit will beunfoldedwithintheexhibititself.Oneshould not be forcing the viewer backto the title page as a reference point.So, if “linkedback”means “in concertwith,” that would be good.

• Postal rates need to have a place oftheirowninthe layoutscheme. Theyshouldnotbe “buried” inaparagraphof text. “Highlighted” may be thewrongwordtousebutitwoulddependon the instant point beingmadewiththe item displayed.

• “All markings on a cover should bementioned . . .” Not. The emphasiswith any item is the role it plays inthe exhibit development where it isplaced. Departure from this “focalpoint” is fraught with hazards. Ifone wants to confuse the viewer andleave them puzzled, departure fromthe primary line of development todiscuss multiple markings that maybe present but have no relationshipat all to the story is a way to do it.This isnot to say that suchmarkingsmay not be interesting, but they arenot the exhibit subject at that pointand therefore merit no place in theprimary write-up. Let them speaksilently,adding interestanddepthbytheir presence but without fanfare.

• While on that point, bear in mindthatto“mention”something issimplyto cite it, without getting into itspurpose and meaning which wouldbe “analysis.” Mentioning somethingacknowledges observed presence butsays nothing about any knowledge ofintent, purpose, effect or reason. Itis task enough to provide a clear andcomprehensive development of thechosen subject without wandering offinto other irrelevant aspects of itemsdisplayed.Suchdeparturesonlyacttodilute the primary story and confusethe viewer.

• Excellent last point re; title pages.

Knowledge and research

• References should not be quoted onthe title page, but rather included inthesynopsis(aboutwhichnothingwassaid so perhaps this stepwas not yetreached?). Howmanyreferences? Nomore than three and two is better.

• Quoting references throughout theexhibit in support of the write-up isuncalledfor.Arewediscussingabook,aresearcharticleoraphilatelicexhibit?Such“internal”referencinghasaplaceintheformertwobutgenerallynotinthe latter. The exceptions would be

briefcitationstodirectly(andbriefly)quotepostalbulletins,correspondenceand the like.

• Originalresearchshouldbehighlightedin the synopsis. No synopsis? Thenby all means, draw attention to it onthe title page as it will surely go un-notedandunrewardedotherwise.Butbe brief if forced touse the title pagefor this purpose.

Thenexttwopoints...• Materialshouldbedescribedinrelation

to postal history aspects and not thestamps on the covers, and

• Exhibitors should review how muchinformation they are presenting andensure that (the write-up) is not toolong or too brief, but are spot righton.

• “Importanceneedstobedemonstratedin a positive manner stating howmany exist or are recorded.” Soundslike “rarity,” not importance. It isimportantnottogetthesetwocriteriaconfused.Thisstatementismisleadingat best.

• “Provenance was considered relevantto important items . . .” Actually,provenance has no place whatsoeverin an exhibit. Itmay be a nice bit ofpromotionalinformationinanauctionlot description but it clearly has norelevance to any exhibit subject. It isbest left out.

condition and rarity

• Excellent point on modern postalhistory.

• The point on damaged items soundslikeapromotionfordeception.Striveto show the best quality (condition)available. If the item is important tothe exhibit but severely damaged, itmay be time to consider professionalrepair.Thisisanallowableoptionbutrequires that it be described as such,notanonerousrequirementas itdoesnot require that it be prominent (itshould not be). Optical illusions andhidden defects are deceptions.

It is pleasure to comment on the exhibitof reply cards byMilan Cernik. FirstlybecausehewasoneoftheCzechphilatelistsresponsible for establishing the onlineExponetwhichmakesavailable exhibits toaworldwidephilatelicaudienceandhehasvolunteered his own display for comment.Secondlybecausethis isthefirsttimethatNAPE has provided critiques of this kindbasedonmaterialavailableelectronically-aninnovationthathaspotentialforexpansion.The exhibit discussed can be viewed onwww.japhila.cz.Weprintedthe128pagesoftheexhibitinblack&white,asitisalmostimpossibletojudgeonthescreen–youcan’tgetanoverview,anditisquitetrickytojumpfrom one page to another (thewebmastermightaddaframeandpagenumbertoeachpage, and a jumpmechanism that allowsgettingtoaselectedpagerapidly).

Thematerial in the display is restrictedto “double cards” forwhich themoreusualEnglish term is “reply cards”. Althoughmanyofthesearerelativelyeasytoobtaininmintconditionitisverydifficulttoacquirethereplyhalvespostallyused.Indeedthosejudging postal stationery always hastento check if correctly used reply halves areincluded. ThedisplayofCzechreplycardscontainsaverylargenumberofusedreplyhalves.Toaddtotherarityfactorformostissuesthesenotonlydemonstratecommercialusebutmanyoftheexampleshaveadditionaladhesivesthatpayforreturnbyregisteredor express post. Further the locations towhich the cardswere sent indicate a verywiderangeofunusualdestinations;examplesincludeSiberia,Eritrea,MemelandFrenchIndo-China!Inallcasesthedescriptionsthataccompanythecardsshowsawideknowledgeoftheratesandpostmarks.

In summary, thematerial is excellent andthe assemblage of such a wide range ofcommerciallyusedreplycardsisoutstandingasistheinformationonratesandpostmarks.Howeveroncloserinspectionitbecomesclearthat there are problems in evaluating thisexhibitusingFIPcriteriaandprocedures.

Themajor problem iswhether the exhibitistobejudgedaspostalhistoryoraspostalstationery.Whicheverclassischosentherearedifficultiesinassessingtheexhibit.Ihavechosen to evaluate the eight frames usingPostalStationerycriteria;theaccompanyingcritique focuses onHans’ assessment as aPostalHistoryexhibit.

dingle smith MaPAlthough I have been able to devotemuchmore time to examining the exhibit thanwouldbethecaseasajurymemberworkingundernormalshowconditionsImustmakeitclearthatmyknowledgeofcentralEuropeanpostal stationery is limited and I do nothave access to theCzech Postal Stationery Catalogue (1998)towhichreferenceismadeontheexhibit’stitlepage.

TheexhibitisfortheperiodfromCzechoslovakIndependence in 1918 to the Germanoccupation in 1939, during this time therewere six changes in thepostage rates thatapplied to the use of reply cards. Foreach period the postal rates are given fordomesticandforforeignuseandadditionalinformation provided for the rates forregistered and “special” delivery. For thefifthandsixthperiodslowerratesappliedto“closelyneighbouringcountries”althoughnoindicationisgivenastowhichcountriesareincluded in this category. The postal rateinformationissuccinctlygivenintableformonthetitlepageandeachsheetintheexhibithasaheadingwhichindicateswhichofthesixperiodsofpostalrateapplies.(Fig1)

Usuallythefocusonpostalratestoprovidethe main story line of an exhibit is anindication that it is intendedasa study ofpostalhistory,i.e.thefocusisupontheratesandtheroutestakenbythemail.CuriouslytheRateTabledoesnotincludetheAirMailratesapplicable.

In this exhibit the postal historyapproach is reinforced as very littlemintmaterial

is included and nospecif ic detail isgiven as to releasedates (or earliestknowndates)forthereplycardsthatareshown.Iftheexhibitis to be judged aspostal stationerymintcardsmustbeincludedanddatesoffirstusediscussed.

It would however,be possible to re-design the exhibitso that i t meetstheFIP criteria forpostal stationery.Oneapproachwouldbetoincludeonthetitle page not onlythepostalratesbutalso the types ofreplycardsthatwereavailable and theirdates of issue andwhere appropriatetheir withdrawal.Thusat the timeofachangeofratethedisplaywould showexamplesofthenewrate by includingcardsthathavethevalueadjustedbytheadditionofadhesivepostagestamps.Foreachrate,redesignedorsurchargedcardswould be shown,ideally postmarked

The first replyc a r d s t h a ti n c o r p o r a t e d“Czechoslovakia”inthedesigndidnot appear until16Feb1919andareshownon3/5(frame number/ sheet number)(Fig2).Howeveri n d i v i d u a lexamples of thenew design firstappear on 2/4and 3/2 (Fig 3)although theseare postmarkedaftertheexampleshown on 3/5.This does not help to develop a postalstationerystorylinethatiseasytofollow.Itisfurthercomplicatedbecausetheissueofthenewcardswasshortlybeforethepostalratesofthe“1stRatePeriod”wereincreased.

Littleattentionorexamplesarepaidtosmalldifferences in design between issued replycards that feature the same stamp design.

ThiscanbeillustratedbythesheetsdevotedtotheChainBreakerreplycards.Thefirstexamplesaregivenonsheet6/4andareforthecardscataloguedasCDV29(Fig4).Thereis no clear indication of the date of issuealthoughtheheadingnotesitsvalidityendson 28Feb 1928. The next sheet has replycardCDV25andnotestheissuedateas1922andatthelowercardonthatsheetreturnstoCDV29andgivestheissuedateas1924.

Such confus ioncould perhaps beavoidedbythetitleoneachsheetgivingthepostalrateplusadescriptionofthecard?Ifcataloguenumbers are usedto do this, it isimportant thatdifferencesbetweencardswithchangeswere shown inc h r o n o l o g i c a lsequence.

The Seal stampsrepresent a newissueofreplycardsand although thes t amp and i t svalue remainedc ons tan t the reare variations informatwhichhavedistinct cataloguenumbers. Againthe presentationcouldbeimproved.For example thefirst of the Sealcards is on sheet7/10withtheissuedategivenas1927but without therelevantcatalogue

number(Fig7).Itwouldalsobeofinteresttoknowwhythisnewdesignofcardwasissued.Sheet7/11showsthetwostylesofSealreplycardwithcataloguenumbersofCDV38andCDV50(Fig8).Therearedifferencesinthebordersandformofnumberingbutthesearenot described other than by the use of thecataloguenumber.OtherSealreplycardssuchasCDV43on7/16alsoarenotaccompaniedby

worldwide postal network by showingresponses to foreign double cards from theCzechoslovakRepublicbearingCzechoslovakpostmarks”. Howeverinmyopinion,it isamistaketoincludesuchcardsastheydonotfitwiththetitleorthedominantstorylinefortheexhibit.Againsuchcardsareundoubtedlydifficulttoobtainandit ispossibletoothatacompletelyseparatedisplaycouldbemadeof these but not by using a small selectioninsertedintoaCzechoslovakpostalstationeryexhibit!

summary

Theexhibitcomprisesanexcellentcollectionof used Czechoslovak reply cards used ina variety ofways and showing a variety ofrates. Many of the overseas addresses areto unusual destinations and for local andforeignexamplesmanyofthepostmarksarealsodifficulttoobtainandtheirexplanationisexcellent.

The problem is how to assess the exhibitusing the FIP regulations and guidelinesand specifically how to better present the

materialifitintendedasaPostalStationeryexhibit. Aspresented it isamixofpostalstationery and of postal history. For fullacceptance as Postal Stationery it requiresthe addition of completemint examples ofthereplycardsthatillustrateallofthelistedcataloguetypes.Itisalsoimportantthatthedescriptiondoesnotrelysolelyonacataloguenotation (CDV 43, etc) but illustrates andcommentsbrieflyonthedifferencesbetweenthedifferentcataloguednumbers.Aftertheinitial description of each type itwould bepermissibletousethecataloguenumbersasaformofshorthandnotation.

The exhibitwould also be easier to followif it took a chronological approach so thatthedifferentcataloguedstylesofreplycardwereshowninatimesequence.Onewaytoapproachthiswouldbetoretainthesixrateperiodsbuttocombinethemwitheachissuedstyle of card (Fig9). Thus in theheadingstherewouldtherateperiodandthetypeofcard. Then if it took the easiest approachwould be to show, for each style of card,the varying types of usage perhaps in thesequenceofdomestic,registeredandspecialfollowed by foreign registered and specialdelivery followedwhere appropriate with

examplesofincorrectuseorpayment,additionofadhesivestocoverairmailetc.Itwouldalsobenecessaryfortherateperiodsfiveandsixto give information onwhich countries areconsideredas“closelyneighbouringcountries”towhichotherratesapplied.

Itwouldalsohelptheviewerifaconsistentapproachwastakentopresentingthepostaluseinformation.

There are other aspects that could also beconsidered if the exhibit is to be judgedas Postal Stationery. Iwonder if archivalmaterial such as proofs of any of the replycards exists and whether or not UPU orother “specimen” cardswere produced anddistributed.Itwouldbeusefultocommentbrieflyonthismatteronthetitlepageevenifexamplesofsuchmaterialareunknown.Thissavesthejudgeshavingtodecidewhetherthelackof suchmaterial isbecause itdoesnotexist,isonlyknowninarchivesorwhetheritexistsmorewidelybuttheexhibitorhasnotcommentedbecausenoexamplesareownedbytheexhibitor!ThisisaproblemcommontomanyexhibitsinarangeofFIPClasses.

Whether the display is exhibited as PostalStationery orPostalHistory I do not thinkthat listing “themost interesting items” indetailonthetitlepageisagoodapproach.Ifitisdecidedtohighlightparticularkeyorrare

itemsIpreferthistobedonebyusingdifferentcolour backing paper or perhaps by addingdoublebordersaroundsuchitems.Ifthisisdone it isnecessary tomention themethodusedonthetitlepage.Iftheitemsarelisted,asintheexhibitdiscussedhere,itisessential thatreferenceisgiventotheframeandsheetonwhichtheycanbeseen(Fig10).

Finally, despite the excellentmaterial, thepresentationisnotas“userfriendly”asitcouldbe. It is necessary that in any competitiveexhibit that there is a clear story line andthat this ispresented inawaythat iseasyfor the viewer to follow. The style of theheadingsoneachsheetisoneimportantwaytoassistthepresentationofagoodstoryline.For each rate change the response of thepostalauthoritiesshouldbeillustrated,wasit by uprating existing cardswith adhesivepostagestamps,overprintingthemwiththenewvaluesorwerenewcardswithchangedvaluesordesignsissued,ifsoatwhatdate?Howwerethecardsmodifiedwhenregisteredorsent“express”?

totheotherclassandhaveitjudgedbythecorresponding team. If it then does better(getsmorepoints)inthatclass,thetransferismadepermanent for thisExhibition,andthe exhibitor gets the higher award. Thecritiquewould comment on the decision totransfer, and the exhibitor is expected totakesomeactiontoaddressthereasons forthetransfer.

One thing needs saying up front: at anexhibition, the jurywould spendmaybe 15minutes viewing and assessing an exhibit.Dingle and I spent many hours poringover it, hence our critique is detailed andpossiblemuchmore severe than it wouldbewhenjudgedbyanormal jurywithtimeconstraints.

MyreasonforrequestingatransfertoPHisthatthereishardlyanymentionofthecards,theirissuedatesnortheiravailability.Scantregard is paid to themany variations thatexist in thereplycards,e.g. IandIIat thetop or bottom of the cards, etc. TheRatesarehowever covered thoroughly, asare thepostmarks–hencemyfeelingthattheexhibitwouldfarebetterinthePHclass.

The overall impression of the exhibit isof overcrowding. The exhibitor does notmake good use of the space available onhis sheets: reducing allmargins by one oreven 2 centimetreswouldhelp enormously.Also contributing to this impression is theverywordytext,toomanywordsareusedtodescribe the philatelic details, and there isnovariationintheappearanceofthetexttomake it easy to identify the story-line fromthephilatelicdata.

Thebiggestproblemappears tobe the lackof a coherent “Story-Line”. There isplentyofPHinformation,butitisn’torganisedinawayIfindeasytounderstandorfollow.Thepagesdon’tseemtofollowapattern,andtheStory-Line(usuallytheheadingplusthefirstparagraph below it) doesn’t helpmuch. Abitoforganisationmayhelp,e.g.drawingonpage1/2and1/4Imadeupadifferentlayout,toshowhowtheexhibitcouldbemade lesscrowded(Fig9).

TheRegisteredcardwouldcomelater,withotherregisteredcards.

This is just one example of bringing someorderthatisapparenttotheviewerintotheexhibit.Ifthereisalogictotheorderastheexhibitis,itisnotreadilyvisibletotheviewer.

Hence the judgesmaymiss it too and yourexhibitwouldnotreceivethemarkswarrantedbythematerial.Iamsuretheexhibitorcanexplaintheorderhehasadopted,butthatisn’tthepoint–theexhibithastobeself-evidenttobeappreciated.

Mindyou,theaboveisjustanexample,andthe exhibitormay well prefer a differentapproach, but whatever order he decidesmustmakeimmediatesensetotheviewer,orfurtherexaminationisdiscouraged.

In PH exhibits, the Story-Line is mostimportant.Itshouldbepresentinallclasses,but evenmore so in PH because “History”includes“Story”,andsoanattemptattellingthe story of the items in your exhibit isparamount.TheStory-Line,usuallythefirstparagraphbelow theheading,mustexplainwhythispageispartoftheexhibit,whytheitems are integral to the story orwhy youhaveincludedthem;i.e.inwhichwaydotheitemssupportthestoryyouaretryingtotellwiththisexhibit. Ithelps iftheStory-Linecarries through from one page to the next,frombeginningtoend.Ifyoucan’tthinkofanythingtosayaboutaparticularpage,youshouldworrywhyyouareincludingit:isthepagejustarepeatoftheprecedingpage(hence“padding”)?Ifnottheremustbeareasonforthepageandall youhave todo isput thatreasonintowords.

Becarefulwiththetitlepage.AlthoughtheTitlePagementionstheuseofforeigncards,the viewer can’t escape the idea that thesearejustthereaspadding.TheyarenotCSRcards,andhowtheywerehandledisduetoUPU,notCSRregulations. If foreigncardsare an important part of the story, theyshould occur throughout the exhibit and beintegratedwith it, not concentrated at theend,likeanafterthought.Thetableofratesshouldbebalancedbya listof the16replycardsissuedbytheCzechoslovakiawithsomebriefsummaryoftheprovisionalcardsusedbeforeCzechcardswere issued. The listof“mostinterestingitems”shouldbeomitted,orifitisretainedtheyshouldbereferencedtospecificframesandsheetswithintheexhibit(Fig11).Bettertoreplaceitwithadifferentsystemofhighlightingthekey itemsonthesheets, if this is done a key to themethodshouldbegivenonthetitlepage.

Many comments could bemade on the useof English, but since it is infinitely betterthanmyknowledgeofCzechIdon’tthinkit

influencedthemarkingsatall.Somethingsare just inconsistent: yourefer toEmperorFrancisandEmperorKarl:thatoughttobeeitherFranz&KarlorFrancis&Charles.IwillsenddetailsoftheEnglishcorrectionstotheexhibitor.

ian McMahonThis exhibit seeks todemonstrate thepostaluse of all official reply postcards used inCzechoslovakiaintheperiod1918-1939includingAustro-Hungarianforerunners.Itisorganisedbypostalrateperiodratherthanbythepostcardsthemselves(eitherchronologicallyorbydesign)andincludesmuchinterestinginformationonpostcardusagesandregulations.

While the treatment is interestingandmanyofthecardsandusagesarerare,thetreatmentoftheexhibitismoresuitedtothetreatmentofapostalhistoryexhibitratherthanapostal

stationery exhibit. The exhibitor, therefore,needs todecide inwhich classhe intends toexhibitandtomodifytheexhibitaccordingly.

Asapostal stationeryexhibit, the treatmentsuffersseverelyfromthefocusonpostageratesandusage,ratherthanonthecardsthemselves.Tochangethetreatmenttoapostalstationerytreatmentrequiresthattheexhibit:

• emphasises the postcards themselvesincluding details of dates of issue,printingmethods,printingquantities,varietiesandcardtypes.

I intend this to be the first of a series ofarticles on the techniques of Exhibiting.I will try and discuss various aspects ofexhibiting–andIwilltrytobeprovocativeinthehopethatthismightprovokeresponsefromourreaders.

IfIdigressintothetrivialortheobvious,pleasebearwithme–Iintendtoreachthenoviceaswellastheseasonedexhibitors.LikemostpeopleIhavemyownmethods,which include plenty of prejudicial ones,so don’t expect tohear all the things youagreewith.Makeupyourownmindaboutwhatyouthinkisworthadopting,whatyouneedtoadapttoyourownwayofworkingandwhat is just rubbish, in your opinionanyway.

Where to start? At the beginning? Notreally,becausethatwaswhenyoudecidedwhat youwant to collect. That basicallydecidesyourchoiceswhetheryourcollectionmightmakeagoodsubjectforanexhibit.Butmaybeweshouldlookatthatfirst,andthen it may pan out that your collectionshouldstayhidden.

what to exhiBit

But before you can decide if it is worthexhibiting your collection you shouldconsiderwhyyouwanttoexhibitanyway:1.It really is the best collection of 14

2.Your uncle left you a set of stampsworth $200,000 and it is about timethey were exhibited;

3.You want to set yourself a target soyou actually do something about allyour plans for your collection;

4.You want to see if you can do betterthan the other exhibits you haveseen;

5.You want to get a comprehensivecollection of medals.

6.Youaren’t telling,butyou’vedecidedanyway.

Reason5 isn’tareallygoodreason. Inmyopinion,anexhibitorshouldnotreallybetooconcernedaboutthemedal(representingtheresult), because the process ismuchmoreimportant. If every time you exhibit youfeelyourselfsatisfiedthatthiswasthebesteffortsofar,anditwasanimprovementonthepreviousresult,themedalisjusttheicingonthecake.Medalhuntingisn’tconsideredterribly“proper”byyourfellowexhibitors.

Alltheotherscanmakeacceptablereasons,andmany others besides. But since youdon’tneedtosaywhyyouareexhibiting,itdoesn’treallymatter.Whatisimportantisthatyoucanfityourcollectioninoneofthemany categories for Exhibiting. The keyconsiderationforexhibitingisthatonceyoudecidetoexhibit,youcommityourselftoobey(mostof)therulesthatapplytoexhibiting.They are set out, category by category, intheHandbook for the Australian Exhibitor,published by NAPE in 2004. It is stillavailablefromourSecretaryat$20post-paid.Someofitisalittleout-of-datenow,butitisagoodenoughguideonwhichtobaseyourselectionofthecategoryorClassthatsuitsyourcollectionandyourinclination.

Thereareafewbasictypesofexhibits:1.For a newcomer , the One- f rame

Class could be a good way of gettingstarted.

2.If your collection consists mainly ofstamps, try the Traditional Class.

3.If your collection consists mainly ofcovers,stampedornot,thenthePostalHistory Classmay suit.

4.IfyoufancytheStationeryItemsissuedby the Post Office then try the PostalStationery Class.

5.If your collection concentrates on AirMail stamps and covers, consider theAerophilately Class.

6.If your collection is based on a hobbyormaybeyourprofession,considertheThematic Class.

7.Ifnoneofthosefitthebill, lookattheother classes – one is bound to suit.Lately theOpenClass is gettingmoreexposure,andalmostanythingwill fitinto this class.

Whatever Class you select, your firstconcernshouldbeyourknowledgeofyourcollection, whichmeans not only of whatyouhavebutwhatismissing,andwhatiswithinyourreachandwithinyourbudget.Exhibitingisprincipallyaboutexplaining,toothersbuttoyourselfinthefirstplace,why each of the items in your collectionexists.Maybe,inthelastfewdecadesthatgot a bit blurred:many items these daysexist only because theproducer (thePostOffice)couldmakemoneyoutofit.Butinearliertimesstampswereproducedtofulfilaneedandtoprovideaservice.Toturnacollectionintoanexhibityouneedtomakethatpurposeintoastorysothatthewholeexhibitmoreorlessreadslikeabook.ThebestanalogyisaComicBook,withmostlypicturesandfewwords.Ifyoulosesightofthatstoryyouarenotlikelytodowell.

what not to exhiBit

There is really nothing in the realm ofstampsorphilatelythatyoucannotexhibit.However some things are not likely todo verywell. For instance, if youhaveasuperbpre-printedalbumwithacompletecollectionofVaticanstamps,includingalltherareandexpensiveones,youareNOTlikelytodoverywell.Itisagoodcollection,but not a good exhibit, since it lacks anypersonal involvement in the way of thestoryoftheVaticanissues,noristhereanyevidenceofresearch.Toturnthisintoanexhibityouneedtogooutsidetheconfinesof the pre-printed album,withmultiples,usage,variations,etc.

PicturePostcardsarenotlikelytodoverywell as a Philatelic Exhibit – they havetheirownPostcardClass,whichisn’tpartofphilately,althoughitmaybeofferedatPhilatelicExhibitions.TheproblemisthatthePicturesideistheinterestingside,butthephilatelyisnormallyontheotherside.MaximumCardsarespecialtypesofpicturepostcards,butarenotforthefaint-heartedorfirst-timeexhibitors.

You great-great-grandfather ’s letters(without the envelopes) are probably a

boring subject for otherphilatelists. Theenvelopesmight be another story, unlesstheyareallsentfromthesamelocationanyshowlittleornovariation.

YourfantasticcollectionofMatchboxLabels,or the complete Camel Cigarette cardswouldnotbeappreciatedatanyphilatelicexhibition. A collection of RegistrationLabels is not likely to meet with muchacclaim either, but an exhibit explainingthedevelopmentoftheRegistrationSystemin an area, using Registration Labels onand off cover would stand amuch betterchance.

So, on every page of your exhibit thereshouldbeoneormoreitems,andthepageshouldmakeitclearwhyyouselectedthoseitemsandwhattheycontributetothestoryyouare telling. Youcouldstartbyorganisingyourcollectioninto “pages”, (to fit onto a single displaypage),andmakenotesoneachoftheWhat,Why,Who,Where andWhen for each ofthosepages.Thensortthemintosomesortof order based onwhich of those 5 basicsmake the most sense for your collectionandyouwillseeanExhibitstartingtotakeshape. Thistechniquewillalsoshowyouwheretherearegapsinyourstructureandthushelpyou in searching for items thatbridgethegaps.

Pages and Frames

Now you need to take into account a fewExhibitingBasics. What isapage? HowmanypagesdoIneed,andwhatelsedoIneedtoworryabout?

For a start, your pages will be handledby many people , in transport , when

unpacking your exhibit, duringmountingof your exhibit, during demounting, andwhen repacking for return. To avoidany possibility of loss or damage everyExhibitionwilldemandthatyourpagesareenclosedintransparentenvelopesclosedonthreesides.Youneedtoconsiderthebestwayofdoing this. Since thewidth is thenarrowerofthesides,thebetterprotectiveenvelopesarethosewithonlythetopopen.Oneopensidefitstherules,butisnotasgood,asthepagesaremountedupright,andit ispossible for itemsto falloutthesidemuchmoreeasilythatfallingoutthetop.Theotherconsiderationisthestiffnessofyourpage,includingitsenvelope.Ifyourpageswillnotstanduprightonitsownata5°angleoffthevertical,youriskdamagetoyouritemsduringmountingordismountingofyourpages.

Thinkaboutit:youspendmaybehundredsof dollars on your collection – it doesn’tmake sense to use inferior materials tohouseit.

ThesizeofpagesisproscribedinExhibitionsaround theworld, but unfortunately it isnotuniform–thereisnoconsensusaboutthesizeofpages. Butsincewhenwearetalkingaboutaspecificlocationtherewillbeasizethatfitsyourarea.Forinstance,inAustraliathemaximumsizeofanexhibitpagemustnotexceed285mminheightand240mminwidth.Thatisanawkwardsizethathasitsoriginsinpre-printedalbums.ThemostnoteworthypartofthisrestrictionisthatyouCANNOTusestandardA4paper(whichis297mmhigh)–youhavetocutatleast12mmofftheheight.Whyisthissoimportant?Everyexhibitionhastohaveameansofdisplaying thepages inawaythat protects you treasures from greasyor sticky fingers of the people who willbe looking at your pages. These displayframes variously hold your pages in 4rowsof4 (most commonly) or5 rowsof3(occasionally). These frames have stripsintowhichyourpagessit,andifyourpagesaretootall,thetoprowwillgetmangledinthemetalframethatlocksthehardplasticcoveroverthetopofyourexhibit.

If you do not follow the size restrictionsthenyouleaveyourselfopentoactionsyoumaynotappreciate: I’veseenone IndianCommissioner take a big pair of scissorsandcutaninchoffthetopofeverypageofoneexhibit.

Aframethereforecontainsusually16pages(andsometimes15pages). Youwillneedto fit your exhibit into a multiple of 16pages.Thesmallestis16pages;thelargestmost Exhibitions accept is 8 x 16 pages,and commonly only 5 x 16 pages. So thefirstthingyouneedtoconsiderisworkingouthowmanyframesyouneedtofityourcollection.Maybeyoustartwith3frames?SomeExhibitionorganiserswillnotacceptexhibitsof2frames.

Youwillneedtothinkabouthowyoubreakupyourexhibitinto“chapters”aswetalkedaboutearlier.Keepinyourmindthatthereisalwaysan“ideal”wayofdoingthisandthen there is the practical way becauseof the limitations of your subject or yourcollection. Ideally the easiest way foranyonelookingatyouexhibitintheframesis tohaveone chapterper frame. If thatmakes the chapters too big, then ideallybreak themupby rows, e.g. each chapteroccupiesoneormorerows. Ideallyanewchapter should not start in themiddle ofarow.

Thissaid,youcannotalwaysachievethis– but always keep it inmind and try toorganiseyourchapterstofitintomultiplesof 4, better still 8, or thebest 16. If youneverachievethisideal,keepstrivingforit;youmaygetthereeventually.

the title Page

ThemostimportantpageofallisyourTitlePage – without it your exhibit stands nochancewhatever.Itshouldbeconsideredfirstandlast,firstbecauseitisastatementof the intent of your exhibit, and lastbecause itmust be totally in accordwithwhat your exhibit actually shows. Whenyou entered your exhibit you supplied ashort description of it to the organisers,typicallyabout50words. Makethemostof those 50 words, and use them as thestartingpointforyourtitlepage.

One main aim of the Title Page is toattractattention.Thisisoftendonewithanattractiveitem,apictureorsomethingsimilar. It does not have to be an itemacceptable in the class, but it should beabsolutely relevant. Sometimes a mapmaybeappropriate,butreallyonlyifyourexhibit dealswith an obscure part of theworld or an unfamiliar region of a well-knownarea.Don’ttrytobetooclever–the

EveryExhibitionClasshasseveralcriteriathatithasincommonwiththeotherclasses:Importance,Treatment,Condition,Rarity,Knowledge,ResearchandPresentation.InprincipleeachofthoseshouldbecoveredontheTitlePage:Presentationmustsetthestandardfortherestoftheexhibit,KnowledgeandResearchshouldbeshownintheReferences,and the others should eachhavea separateparagraphaddressingthemspecifically,evenifunderdifferentheadings.Iwilldealwitheachofthemspecificallyinlaterarticles.

WhatyoushouldnotdoisspendmuchtimeonHistoryunless it relatesdirectly to thePostal

Throughall theexchangeof informationandideas,fromnumeroussources,Charleswasabletogain incontrovertiblesupportingevidencefortheremarkableprocessesofevolution.Yethestillhesitatedtopublicisehisfindings.ItwasonlywhenhereceivedastartlingletterfromAlfredRussellWallaceintheEastIndies,containingthatscientist’stheoryofnaturalselectionandthedevelopmentofnewspecies,

thatDarwinwassufficientlymotivatedtopublishhisownseminalwork,TheOriginofSpecies.Tohiscredithefeltashamedofhis“trumpery”feelingsofdisappointmentthathis“priority”ofdiscoverywascompromised.Fortunately,CharleswastoovercomehisunderstandableemotionsandtoagreewithcolleaguesthattherevelationofthetheoryshouldappearinareviewwhichcreditedbothDarwinandWallace.Whentheyeventuallymet,thetwomenbecamefriendsandwerefullyabletorespecteachother’scontributionstothetheoryofevolution.

I t be came apparent a t theclosing date for Applicationsthatalotofpeoplehadnotdonethe necessary paperwork. TheCommonwealthElectoralOfficeinAdelaide (and very probablythose in other capital cities)were sent a (double) telegram(Fig 3) tomake sure that theyadvertised that applicationscouldstillbemadeat the localPost Office. A pencilled notesaysthattheadvertisementwasdulyinsertedon26/3/42.Atthesame time Postmasters (andPostmistresses!!) were issuedwithinstructionstoensurethiswascarriedout(Fig4).

From an early date there werep r ob l ems i n ma in ta in ing t h eregister of ID Cards. At the endof July theDept of the Interior inCanberra sent a memorandum toall Electoral Officers expressingconcerns that people were notnotifying changes of address to beappliedtotheirIDCard.ThefirsthalfoftheletterisshowninFig5(therestofthelettergivesdetailedinstructions on maintaining theregister). Attached was a copy ofForm3(AcknowledgmentofReceiptofClaimforEnrolment)(Fig6)witha hand-written sticker attached,detailed inFig7. Ihavenot seenany of these Form 3 cards withthe actual sticker attached; thesewere sent to voters who changetheir electoral district and shouldthereforeexistinprivatehands.Ifanyonehasoneofthose,pleaseletmeknow.

This series of articles has been writtenprimarilyforexhibitsintheFirstDayCover(FDC) class. the text

The text should explain the materialdisplayedonthesheetandshouldbekeptasbriefaspracticable.Thistextcanbestandalone inoneormoreparts,orstandalonepluscaptionsfortheitemsofmaterial.

Themethodsusedforthetextcanvaryfromsheettosheettobestpresentthematerial.Themethods usedmay also vary to allowthematerialtosuitablyfitontothesheet.Variation can quite often be achieved bydifferentpositioningofthecaptionstosuittheavailablespace.

Variouselementsofthetext,orkeywords,canbehighlightedeitherusingboldordifferentfonts. Different fonts are also useful foridentifyingvarioustypesofinformation,i.e.,generalandspecific.SuchauseshouldbeexplainedintheTitlePage.

Thetext(includingtheheading)shouldnotcontainanyreferencetocataloguenumbersforthedisplayeditems.

the layout

Eachpageshouldbe individually laidout.The key to layout is to show thematerialtoitsbesteffect,andthetextisusedtofilluptheblankspaces.However,ifthetextisshowninmorethanonepart,itmustappearinalogicalsequence.

Each page should appear balanced, or asbalancedaspossible. Itsattractiveness isimperative. Similarly, each rowwithin aframe should be balanced. If the exhibithasbeenplannedindetail,youwillknowinadvancethepositionofeachsheetwithintheframe,sobalancingarowispossible.

Basically, there should be two covers,or items, on each page. If these itemsare different sizes, then you will need toexperimentwiththelayouttogetthebesteffect (seeFigure1). If the itemsare thesame size, they can be placed one abovethe other, either centred (see Figure 2),or slightly offset to the left or right (seeFigures3and4).Ifyouhavemanyitemsallofthesamesize,varythecoverplacementto prevent the overall appearance frombecomingboring. Thiscanbeachievedbyhaving some of the sheets centred,mixedwith both left and right offsetting. So, ifthereisaleftoffsetsheetatthestartofthe

row,thesheetattheendofthatrowshouldberightoffset,andtherowisbalanced.

To achieve sheet symmetry, the headingandtoplineofthematerial/textshouldbeaconsistentdistancefromthetopofthepage.Onmysheets,theheadingis5mmfromthetopandthetopofthematerial/textis30mm.Igenerallyhavenothingbelow10mmfromthebottom.Ifthereisonlyoneitemforthepage,stillmaintainthestartingpoints,andcentre thematerial in theavailable space-seeFigure5.

To getmy sheet layout correct, I use cut-outs of the text and material items tojuggle the positioning to ensure that it ismostadvantageous.Foraconsistentsizedmaterial, some early experimenting willproduce a patternwhich can be faithfullyfollowedtogoodeffect.Byusingcut-outsIcanovercometherestrictionsofmyprinter,andthusIamnotlimitedtoA4sheets.Itisalittleextrawork,butgivesafarmoreflexibleandpleasingresult.

Duringthelayoutprocessdon’toverlookthepossibilityofusingdifferentsizedsheets.Iusetwosheetsizesineachofmyexhibits,223x284mmand238x284mm.Thebiggersheetisnotonlyforthelargercovers,butalsoallowsextraspacetoavoidoverlappingodd-shaped covers, orwhere a little extratextisessential.

Avoidmountinglargecoversverticalornearvertical on the sheet. Try experimentingwithmounting these covers on landscape

sheets. Whilst thismay detract from theoverall appearance of the frame, at leastthecoversareshownhorizontally,whichisa“plus”.Youalsohavetheoptionofdoublesizesheets.

Don’tbeafraidtoexperiment.Presentationis everything. Nothing looks worse thanlarge covers mounted on A4 sheets with

virtually no space at either end of thecover, especially if you are usingmats oroutlines.

Experimentationisessentialinthelearningprocess of exhibiting. It is often quiteinterestingtalkingtoexperiencedexhibitorsabout the number of times that theirpresentation has changed over the life ofthe exhibit, and the reasons why thesechanges weremade. Remember, the aimof the exhibit is to achieve anaward thatyoubelieveisappropriatetothequalityofthematerial,theresearchundertakenandtheoverallpresentation. Youwillusuallycontinue to make changes until you aresatisfiedthatthislevelhasbeenreached.

ArecentlypublishedbookbyH.Ebererle,Letters to Hitler - A People Writes to its Leader describeshowthefuturedictatorreceivedmanythousandsof letters fromsympathisersatthestartofhispoliticalcareer. The lettersusedforthebasisofthe book were kept in files in Hitler’sReichChancellor’s office inBerlin; theywereacquiredbytheRedArmyandtakentoMoscowattheendofWorldWarII.

AlthoughtheletterswerewrittenearlyinHitler’s career, shortly after his releasefrom prison in 1923, they show that hewasalreadybeingdelugedwithfanmail.It seems that Hitler seldom set eyes onanyofthelettersthemselvesbuthadhisdeputy,RudolfHess,readandrepliedtothem.

As to be expected, the contents of theletters were universal ly obsequious ,

p l edg ing , f o r example , “unal t e rab l e allegiance and unshakeable faith in our leader, Adolph Hitler”,and“We don’t want anyone else in government, we want only Adolph Hitler... We National Socialists want the prohibition of all newspapers that have spread poison about our leader, and the expulsion of all Jews.”

An intriguingphilatelic questionarises:were the covers, as well as the letterspreserved? If so, are they still in thehistoricalarchivesinMoscow?Doesanycollector of German postal history haveenvelopes addressed to Hitler in theirpossession?AnddidHerrHesscontinueanswering the Fuhrer’s fan mail rightup to the timewhenhe parachuted intoScotlandonthenightofMay10th1941?

FEATUREd PAgES: MILLENNIUM MOVERS ANd SHAKERS

Charles and stephanie BromserCharlesandStephaniehaveeclecticintereststhat include philately, travel, wine andfood, bridge and theatre. They are bothmembersofanumberofstampclubs.Theirjoint collections include an Astrophilatelyexhibit, “RocketMail”, a thematic exhibit“The Copernican Revolution - a Historyof Cosmology” and Postal Stationery fromUSSR.

Charles is a Bureau Member o f theAstrophilately section of the InternationalFederationofPhilatelyandthesecretaryoftheAustralianPhilatelicFederation.

“MillenniumMovers and Shakers” is theirfirst attempt at a Social Philately exhibit.Itwasconceivedin1999andinspiredbythemanyarticlestryingtoidentifythe“Personof theMillennium”. Social Philately is a

relativelynewclasswhereitemsotherthanpurephilatelymustbeincluded.Itisprovingtobeverypopularwithboththeexhibitorsandtheviewers.

“Movers and Shakers” was first exhibitedin 2001 in Brisbane where it received aLarge Vermeilmedal and a prize for themost innovative exhibit. Wherever it isshownpeoplewanttodebatetheinclusions,exclusions and their relative importance.Stephanie andCharles say they had greatfun picking the people, finding relevantphilatelyandaccumulatingsocialephemeraforthisexhibit.Theyarenowaccumulatingthematerialfortoexpandtheexhibitto150people. (ED: Since the FIP adoptedOpenClassasanexperimentalClass,Movers and Shakers isexhibitedintheOpenClass)

Position VacantNAPE needs an Editor

Our present Editor resigns in Feb 2008. The position is open to anyone with good access to a computer, with good knowledge of Email and Text Documents, and competent

in English.The Editor needs to have reasonable knowledge of and

contacts in Philately to enable filling the quarterly Journal with articles related to Exhibiting.

This is a volunteer job, as there is no remuneration, ex-penses are refunded.

The NAPE journal is distributed in Feb, May, Aug and Nov each year, and has 64 pages devoted to Philatelic Exhibiting.

The actual production of the Journal is done by a compositor: no skills in the preparation of the Journal for printing are needed.

All material for publication is sent by email to the compositor.

At theNorthern Beaches 2007 Expo heldover the weekend of September 8-9 2007at Brookvale, NSW the Society for PolarPhilatelistswasadjudgedthewinnerinanineteamInter-SocietyOne-Framecompetition.

FortheseventhsuccessiveyearthecombinedmembershipoftheManlyWarringahPhilatelicSocietyandtheManlyWarringahLeaguesClubStampClub stageda one-frame competitiveexhibition.

TheguestChairmanoftheJury,DingleSmith,declaredthatthePolarGrouphadoutscoredthe teams of Newcastle Philatelic SocietyandthePhilatelicSocietyofNSWbygaining388 points against their best efforts of 381each.Whatwonthedaywasagoodscorebyall the participatingmembers of the team.Competition Secretary EdWolf presentedthe teamprize, a framed set of the currentLifesaversstampsdonatedbyAustraliaPost,tothePresidentofthePolarSocietyGrahamEnglefield. Eachmember of the teamalsoreceivedaboxedsetof6glassesandabottleofvintagewine.

DinglecommentedonthevariationinstandardsthatwasexperiencedbytheJuryoverthe45frames entered and the innovation of someof the first time entrants. Therewere twoDiamond,twelveRuby,twentytwoEmerald,four Sapphire and five Topaz awarded,indicatingthespreadwiththedrift towardstheupperendofthescale.

Therewere a total of 31 brandnew entriesoutof45startersandinadditiontherewere8teammemberswhohadenteredone-framersforthefirsttime.Thoseeightbravesoulsare

tobecongratulatedon“breakingtheice”.Wehopetoseethemreturnwithrenewedideasand energy in thenear future. Clearly theconcept of one-frame exhibitions - to drawfreshbloodintothehobby-hasbeenachievedinthisExpo.

On the question of prizes itwas the jury’sdecisiontoawardonlyoneprizetoeachentrantandsotheavailableprizesspreadfurtherthanmightotherwisehavebeenthecase.Theonlyexception to this rulewas in relation to thePeople’sChoiceprize,whichwaslefttostandnomatterwhomactuallywon.

The prize for the best individual entrywasdonated by the Philatelic Society of NSWandwas awarded toWarrenOliver for hisentryofNSW Sydney Views.Theotherthreeindividual awards (Traditional, Open andSocial)allreceivedaboxedsetof6champagneflutestogetherwithabottleofvintagewine,the Judges’Choicewinners received a 2006year book courtesy of Australia Post andtherewas one Judges’Choice prize – a oneyearsubscriptiontoNAPEdonatedbyNAPE.The People’s Choice was also a boxed setof champagneflutes and a bottle of vintagewineandthiswaswonbyLaurentVilloing’sentryGarden Island Naval Basevisitingshipswhich also received a felicitation from theChairmanoftheJuryattheawardceremonyonSaturday. AllthewinewasdonatedbyRodSellthePresidentoftheMWLCSC.

The longestsectiondealswithBeverage Tax Stamps,thisextendsto120pages,isdescribed`asaworkinprogress’andisanadditiontotheearlierpublishedlistingsofThairevenuestamps.

Eachpartprovidesanumberedcheck listofall known stamps and on occasion includesmaterialnotseenbytheauthorsbutlistedinearlierpublications.Thechecklistsindicatedenomination,colour,perforationsetcandareliberallyillustratedwithreproductionsofeachstyle of stampwith additional illustrationsshowing varieties and surcharges. A roughestimateisthatwellinexcessof4,000itemsaredescribed.

Onoccasionthetextalsocontainedillustrationsof use, such asThaimatch boxes and snufftobacco bottles. Part 13 describes andillustratesDocumentary Charity Stamps & other Cinderella Items.AlthoughsuchitemsdonotfittheFIPdefinitionsofrevenues,fewwillargueagainsttheirinclusion.TheearliestarefromtheSiameseKingdomExhibition2648(1925 on thewestern calendar) and othersfrom the long-running series of TBCharitystamps.

The text throughout is inEnglish and thisis much appreciated by collectors whoseknowledgeofThaiisminimal.

ThefirstrevenuestampsweretheMonogramEssaysthatformedabasisforthefirstissueofAgriculturalTaxadhesives.Theprecisedateof issue of the latter isunknownbut itwascertainlylaterthan1877andbefore1892!

Relatively few Thai revenue stampswereissued in the nineteenth century but therewas amarked expansion of taxes forwhichadhesivestampsandlabelsbecameavailablein the twentieth century. It is amatter ofregret to collectorsworldwide that the usebymanynational, provincial (state) or localgovernmentsofadhesiverevenuestampshasdeclinedasamethodtoindicatethepaymentoftaxes.ThisisclearlynotthecaseforThailandandtheexpansionandvarietyoftaxstampssinceabout1950onbeveragesisanexampleofthis.

IwouldsurmisethattherearerelativelyfewcollectorsofThairevenuesbutthenewchecklistformsexcellenttestimonytothevarietyofthematerialthatisavailable.Thebookisclearlyinvaluable tocollectorsofThaimaterialandto thosewhomay be required to evaluatesuchexhibitsasmembersofaphilatelicjury.Howeveritalsoformsafascinatingaccountforallthoseinterestedintheusesanddesignofrevenues.WhereelsecanonefindexamplesofAir Conditioner Stamps?Fromtheearly1990stheseareobligatoryinThailandthereceiptforthetaxisdesignednottoberemovedfromtheunitstowhichareattached!

The title of a `check list’ doesnotdo justiceto the contentwhich extends far beyond amerelistingoftheissuedstampseachsectionpresents succinctbut invaluablebackgroundinformation.ThemonographwasenteredintheLiteratureSection ofBangkok2007andattainedaLargeVermeilaward.Theauthorsaretobecongratulated.

Bangkok2007was anFIAP exhibitionheldin Bangkok from 3-12 August 2007. TheexhibitionincludedallFIPclassesinadditiontoaOne-FrameClass.

The exhibition ran for10days, to cover twoweekends.ThedecisiontocovertwoweekendswasclearlyjustifiedforThailandPostandthelocaldealerswithverylargecrowdsattending

onbothweekends.HRHPrincessMahaChakriSirindhornopenedtheExhibition.

TheExhibitionwasveryheavilysupportedand promoted by Thailand Post whichhad a number of stands selling stamps,personalised stamps, special issues andother products including a ‘post shop’.Allstandswerewellattendedbyvisitorseagerlybuyingrecentandnewissuesandcompletingtheirexhibitionpassports. Anumber of issues were released for theexhibition including sets of stamps andminiaturesheetsdepictingThaiartinlinewiththeExhibition’stheme‘theArtoftheKingdom’. An issue commemorating the20thanniversaryofASEANwasreleasedduring the exhibition, with the designerofthestampsbeingpresenttoautographcovers.

Pictorial postmarkers were providedfor each day of the Exhibition with thecancellers available for visitors to use.Postserviceswerealsoprovided.

YASExhibition2007wasanASEANproject,oneofaseriesofeventshostedbySingaporeand other countries to celebrate the 40th Anniversary ofASEAN, coordinated by theSingaporePostalMuseum supported by theAssociation of SingaporePhilatelists, undertheauspicesoftheFederationofInter-AsianPhilately.

Thepurposewastofostercloserinter-ASEANrelationships and understanding amongstyouth through philatelic activities and topromote stamp collecting as an educationalandlearningtool.

Apreliminarycompetitioninthreeagegroupsbetween teamsof fouryouthswas judged ineachcountrywiththewinningteamsexhibitsjudgedinSingapore,accompaniedbytheleaderofeachteamplusajuror/commissioner.Thetheme of the exhibitswas to be based anyaspectofASEANandtheASEANcountries:development andhistory, culture, economy,education, technology and people, using aminimumof60%philatelicmaterialoneachpagewithnonphilatelicmaterialofnotmorethan40%.Allexhibitswererequiredtohavea title/content pagewritten inEnglish, theremainingpagescouldbewrittenintheofficiallanguageoftheparticipatingcountry.

An invitation toparticipatewasextended toAustralia,butowingtothelackofbothtimeto run preliminary competitions and youthinvolvedinstampcollectinginthe12to18yearagegroup,threeofourtopyouthexhibitswereacceptedasguestdisplays.

Thedissolution of theprinters archive – anopportunityforphilatelistsallovertheworld

Whenever a postal administration, a postmuseum or a stamp printers companydissolvesitsarchives,theworldofphilatelycelebrates.Suchbreak-upshaveoccurredseveraltimesinthelastdecades,aboveallin the private printing sector in Englandand the USA and subsequently evenwith some postal administrations. Thephilatelicmaterialwhich came and comesinto collectors’ hands by these meansdocuments thestampdevelopmentprocessstartingwithsketchesanddraftsrightuptothefinalproofsoftheprintingplate.Duetotheir scarcity, theirphilatelic significanceandlastbutnotleasttheiraestheticappeal,these items enrich most top exhibits oftraditionalandthematicphilately.(Thesearethetwoexhibitionclassesthatprimarilybuilduponthestampandarethereforethe“targetgroups”forusingproofmaterial.)

The early part of the 21st century offersno less than five large archives to whichphilatelistsfromallovertheworldnowhaveaccess. Two postal administrations, theUnitedNationsandthatofTonga,puttheirarchivesatdisposal.ThroughtheVersaillesCollection the largest accumulation ofmaterial from the French governmentprinters came onto themarket and withCourvoisierandFOURNIERtheyear2007opens the complete archives of worldwidecontractedstampprinterstocollectors.

TheU.Narchives(theissuesforNewYork,Geneva and Vienna) was sold as one lotthroughauctioninSwitzerland forseveralmilliondollars.Theoriginalartworkaswellasasmallpartoftheproofsweresoldthroughauctionassinglelotsin2003byanAmericanauction house in a special sale whereasthelargestpartoftheproofsareprobablyslumberinginbanksafessomewhereintheworld.Asthedrawingsareusuallyoversize(so,notparticularlysuitableforexhibitionpages)sofarlittleofthismaterialhasbeenseenatthelargeexhibitions.

In contrast, the archive of Tonga and thepolitically annexed island of Niuafo’ouincludingallartworkandproofsispracticallyallinprivatecollectionsandinmanyhighclass thematic exhibits. In addition topersonalcontacts,thesaletookplacemainlythroughtheinternetgivingcollectorsdirectaccesstothematerial.Thelotsweremainlymade up of single items splitting largerprintsandplatesbycuttingthemdowntoindividualstamps.Thisradicalseparationwasusefulaboveallforthethematiccollectoryetthereconstructionofthewholeprintingprocesscanonlybedoneasamosaic.

TheVersaillescollectionwasnotanarchiveassuchbutmoreofahugeaccumulationofdrawings, proofs, and presentation issuesfromtheFrenchgovernmentprinters.Overa period of fifty years a private collector,as is said with personal contacts to themajorityofengravers,builtupthisgiganticcollection.ThecollectionwasputonsaleintheUSAintwospecialsales.Whereasonlyasmallpartwasofferedinsmaller“collectorsuitable” lots, the greater majority wasofferedaslargelotsfortheretailtrade.

AlsothearchiveoftheprivateSwissprintingcompanyCourvoisier,whichwasputupforauctioninspring2007,wasmainlydividedup into large lots. Although Courvoisierhad printedmany thousand stamps overthelastfiftyyearsforamultitudeofpostaladministrations, surprisingly the archivewasnotveryextensive:Theprinterhadonlykeptonesetof colourplateproofsofeachissue(nicelymountedontoexhibitionsheetsasonewouldexpectfromaSwisscompany).Thesesheets showthe colourplateproofs(in all colour phases) for each stamp andincludeproofsoffourtofivestampsperpage.Asnearlyallauctionlotsincludedeitherallphase trialsofa largedefinitives issueorevenallthestampsprintedforonecountry,only a very small percentage would havebeensoldtocollectors.Thegreaterpartwastakenoverbydealerswhohadcomefromallovertheworldorbythosewhobidoverthephone.Theseitemsshouldnowcomeontothemarketpiecebypiece.

The archive of the Spanish companyFOURNIER ismuchmore extensive thanthat of Courvoisier. Whilst on thewholeCourvoisierprobablyprintedslightlymorestamps thanFournier, they only kept oneset of phase trials of the finishedprintingplate. Fournierhowever,whononethelessprinted many thousands of stamps forabout 40 postal administrations, took allstagesofthestampproductionprocessintoits archives, from the artwork up to thefinishedprintingplates. Notonlycan thewholeproductionprocessbecomprehendedbut also documented inprivate collectionsdue to the dissolving of the archive. Thecompany Gärtner, who has dissolved thearchive,kindlygavemetheopportunityforarandomviewingofthisextensivestocksothatIwasabletogetanexcellentoverviewoftheFOURNIERproductionprocess.Itismypleasure to presentmy conclusions inthefollowingreport.

Thechosenimagesshouldhelptocorrectlyclassifytheenormousvarietyofproofsfromthemultiplestageproductionprocess.Itisimportanttogenerallydifferentiatebetweenthree stages: the stage of artwork, thestageofproofsfortheindividualvignettes(sometimecalled“dieproofs”)andthestageoftheplateproofs.

the artworK: From the sKetch to the Final drawing

Beforeaprintercanactuallyprintstampsa longwayhas to be covered. This startsoff with an agreement between the postaladministrationandtheprintersregardingthe subject matter to be used. Postaladministrations (or contracted agencies)mightalreadyhaveaverypreciseideaofthemotivedesignortheymightonlycomewitha general idea. In all cases, an artist (orseveralartists)willbecommissionedeitherbythepostaladministration,anagencyorthroughtheprinterstopresentadesignforastampinformofanenlargedartwork.Theartworkphase is thus the first importantstageintheproductionofastamp.

Thisprocesshasa typicalprocedure. Theartistcomesupwiththefirstideas,makessketches and designs parts of the stamp.Such sketches can also be found withinphilately.Themajorityoriginatedfromtheestatesofdeceasedstampdesignerswhichatonepointorotherwassoldandreachedcollectorshands.Likewise,onefindssketches

ofcompletedesigns,usuallyfromthesamesource, which had not been developed toastagethattheartistwouldhavehandedthem in to the postal administration orprinters. These sketches of the completestampareknownaspreliminarydrawings.To a certainpoint thesekinds of sketchesalreadybelongtotheevolutionaryhistoryofastamp,butonlyinanexceptionalcasewillsketchesandpreliminarydrawingsbetakenintoanexhibit.Theyarejusttoofarofffromthefinishedstampandthusoflittlephilatelicimportance.

It starts to get interesting as soon asthe artwork is submitted to the postaladministration or printers. The artistcontendsfortheprojectwithsuchadrawing(“submitted artwork”). The submittedartworkcanbeacceptedorrejected(acceptedartwork vs. rejected artwork). Rejectedartwork usually goes back to the artist.Inanumberof casestheyarestillboughtand stay in the archives of the postaladministrationortheprinters.

print card. Someof thesenine illustrationswereaccepted,otherssubstitutedbydifferentmotives. The overlay (in this case opened)containsasuggestionforthedistributionoffacevalues.

The accepted artwork usually requiresa slight revision so that the illustrationcan display the desired visual effect on asmall stamp. Sometimes typographicalmodifications have to bemade. All thisoccursinaccordwiththeartist.Attheendofthisprocesstheartistpresentsareviewedversion, the so-called final artwork. Thisfinal artwork is the basis fromwhich thefirstproofsoriginate.

The final artwork of the illustration is without the black parts. These were produced in a separate printing stage. Such print technological requirements are to be taken into account by the artist so that the final drawing can differ considerably from the submitted artwork.

The five phases of drawings which havejust been mentioned a lso def ine thephilatelic importance of the proofs: Thefinal artwork ranks the highest as it isthe direct draft for theproofs. Followedby that is theacceptedartworkwhich inturnismoreimportantinthecreationofthestampthanrejectedartwork.Intermsofphilatelicimportancethereisagapingbreach to non submitted preliminarydraftswhereassketchesareusuallyofnoimportance.

drawings (To distinguish one from theother it is necessary to compare them tothe issued stamp).In few cases rejectedartwork was archived as well whereaspreliminary designs and sketches seemtobe completelymissing. PracticallyalltheartworkfromtheFournierArchiveisthereforeofhighergrading.

Theartworkphasestillhassomeinterestingdetailstomention.Thefirstthingwouldbe that the final artwork of the actualillustration is nearly always separatedfrom the part with inscriptions. Thereason is simple. As soon as the firstessays of a final artwork are made, thedesign is defined. Subsequent changesare mainly possible with the colouringwhereas shape canonlybe changedwithgreat effort (if need be back to a newfinal drawing). This is the reason whyprinters like to work with an overlay, aseparate printing layer inwhich all textcomponents are located. This overlay isseparatelyproduced(mainlymonochromeasacoveringcolour)anditisnotuntiltheproductionprintthatitisincludedintheactualillustrationofthestamp.Inordertoseewhatthestampwilllooklikewiththefinal artwork sometimes a transparencywith the overlay orwith a design is laidonto the archived final drawing. Onemust alsomention those stamp setswhose single stamps make up a basicoutlayonwhichanadditionalillustrationcanbeprojected. Generally there is onlyone final artwork for the basic outlaywhereasadditionalillustrationsaretreatedtechnicallylikeanoverlay.Aseparatefinaldrawing would then be necessary. TheRwandaissuefortheOlympicGames1976isafineexampleforthisprocedure.

Colourdefinitionswerealreadydecideduponinthedraftphase. Theillustrationsshowacardwith designs for the plannedOlympiaseries of Burundi. The series includes 10valueswhereas inpart somehave the sameillustration. Six drafts are carried out ascomplete submitted artworks the other fourhave just been foreshadowed.Thebottomofthecardsuggestshowthe10coloursaretobedistributedonthe10nominalvalues.

the individual die proofs: Defining the colour composition

Thefirstcolourtrialsaretakenfromthefinaldrawing. The colour rates are divided intoyellow,blueandmagenta.(Nowadaysthisisdonebycomputers,atthebeginningithadtobedonebyaskilledandexperiencedhand).Black,gold and silver areused as covering colour.Additionalprintingcolourscanbemixedandadded in individualcases ifnecessary. Thiscolouringmustbeproperly controlled. Doesthecompositionofthecolourratecorrespondtotheillustration?Andisthecolourintensitycorrect?

These two questions have to be answeredseparately bymeans of proof printing. Todo this, prints of single designs aremadebya specialmachine calledaproof printingmachine.Thesearedonealternativelyforallcolourstogether(completecolouringtest),forsingle colours (colour intensity) and for twoormore colour combinations (e.g. combiningblue and yellow to obtain the correct greentone).Thesesingleprintsarealsoknownasdieproofs,singledieproofsorsingledies(andstrictly to be distinguished from the plateproofswhicharedoneinalaterstage).

Afewspecialcharacteristicshavetobekeptinmindwiththesesingleprints.Coveringcolours(black, gold, silver) for example, have to beprintedinawaythattheyareshiftedinordertoenablecontrolof theunderlyingcolouring(yellow,blueandmagenta).Asaseconddetail,acolourbarisprintedforthecoloursusedforthesingleprints(inordertohavebettercontrolofthecolourintensityandifnecessarymakeadjustments).Finally,ifthestampedgecannotberecognisedcorrectlybythetestingcolours,thenaperforationsimulationisofhelp.Theselectionofexamplesshowshowflexibly theproof printingmachine could be adjusted tothedifferentrequirements.

The proof printing machine was adjusted very flexibly. If, for example, the same colour adjustment was used for several stamps then single prints could be made for all the stamps of a set on the same plate. Here is such a composite die proof, also called collective die proof, for a stamp issue from Aitutaki which portrays the birth of Jesus from the annunciation scene up to the flight into Egypt.

The amount of existing copies: Scarcityis always a major factor with collecting(andnotonly in theeyesofphilatelists).Thisiswhytheamountofavailablecopiesalsosignificantlyinfluencesthephilatelicimportance.Ifthereisonlyonecopy(forexample final artwork or certain corepositions from a sheet printed only inone copy) these are alwaysmuch soughtafter. After all, every collector is proudtoclaimoneor theotheruniquepiece inhiscollection.

Howeverplateproofsasaruleareavailableingreaternumberswhicharisesfromthefact that they were printed in completesheets.Ifthepaneisdividedup,thiswillcreate a certain amount of copies. Theyare still much scarcer than the issuedstampshoweverdonotmatchthescarcityof singleprintsoreven theartwork. (In

terms of scarcity it is quite differenthaving a complete sheet of plate proofsbecauseusuallyveryfewsuchfullsheetsareavailable).

Whenitcomestothenumberofavailableitems,dieproofsusuallyrangesomewherebetween artwork and plate proofs. Onlyafewcopiesweremadeaccordingtoneedand are thus substantially scarcer thanplateproofs.Itcanalsohappenthatonlyone copy was archived; thus making itunique. Onlyinveryfewcasesareplateproofsscarcerthandieproofs.Thisiswhyin terms of scarcity one can confidentlyassume that the descending order ofrarity is artwork, die proof, plate proof,presentationissue.

Onemustnotignorethatplateproofscanbeveryscarceduetospecificcircumstances.Aspreviouslymentionedintheintroduction,

theCourvoisierarchivehadonlyonesetofphaseprints(inotherwordsplateproofs)foreachstamp. Aslongasnoadditionalpiecesarereleasedbyapostarchivethesewill be theonlyavailableproofs of thesestamps.Theauctionsaleofthisarchiveinspringof2007showedthatthephilatelicworldreactedeuphoricallytothescarcityofthesepiecesalthoughfromatechnicalprinting point of view they were “only”plateproofs.

Demand by collectors : In addit ion tosupply,demandisalsoasignificantfactorin order to classifyphilatelic importanceofdrawingsandproofs.Ifthestampwasproducedforapostaladministrationwhosestamps are collected by many collectorsby country, demand for these proofs isproportionallymuchhigher than for lesscollected countries. Demand is equallydependantonthetotalamountofdrawingsandproofsbeinggenerallyavailablefromthiscountry.Whenstateprintersbasicallyhandoveralltheirartworkandproofstopostmuseums,thenanyavailableproofisa gem for the collector. When, however,a large archive is put up for auction,collectorsof thiscountrycanaccordinglychoose their degree of special isationamongsttheavailablepieces.

Asecondfactorwhichhasfrequentlybeenunderestimated is the classification of astampwithin a specific topic. Formanypostaladministrationsthematiccollectorshave in the meantime become far moreimportant than country collectors thusthe thematic attractiveness of a designdefines thedemand for theproofsof thisstamp.Thisistrueforthemesasawhole(ships and roses are much more soughtafter than carriages and strawberries)butalso for specificdetails: If thestampdesign is carried out in an exceptionalway or if a thematic subject is depictedwhich is normally difficult to find, thenmany collectors will want the proofs ofthisstamp.Also,ifthereisanespeciallyattractivesmalldetailinthestampdesign,demand for the original artwork (whichshows every detail of a stamp design onlargescale)isextremelyhigh.

General philatelic importance: Thisfourthand most general facet o f phi late l i cclassificationissometimesseenasidenticalwith the previously mentioned demandby collectors: What everyone wants isimportant, what is hardly collected isof no importance. Even if this is a goodgeneral rule it is not enough in order tofullyunderstandthephilatelicimportanceof a piece. In fact one has to considerhowphilatelydeveloped:Fromtheclassicstamp. This is the reasonwhy theearlyperiodsaregenerallymoreimportantthanmodern periods. And anything directlyrelatedtostampsismoreimportantthanpostal documents without stamps. Thefirstappearanceofatechnicalvarietyoranewaspectinpostalhistoryisofparticularimportance,e.g. theBaselDovewasthefirstmulticoloured stamp (new technicalvariety)ormanyofthefirstflightcoversofanewpostalroute(newaspectinpostalhistory). Modern philately plays a lessimportant role even though there arefar more collectors for stamps issued inthe last decades than for the very smallEnglish and French colonies of the 19th century. Nonetheless the latter gainhighergeneralphilatelicimportancethanmodernstamps.

Allthishasaneffectontheproofs:Proofsof classic stamps are, as a rule, moreimportant than those of modern stampsaswellas theoldandelaborateprintingprocesses (above a l l l ine engraving)are, in comparison to modern printingtechniques,moreprestigious.Thisisalsoreflected in pricing: Classic proofs havemuch higher estimates at auction thanmodern day proofs even in cases wheretheyaremorecommonandlesscollected.Thispricestructurehoweverconsiderablyreduces the circle of collectorswilling toventure into collecting a classical area.Modernproofshowever,areaffordableforthe committed collector with an averagebudgetandthereareasmanyraritiesandtechnicallyinterestingpiecesasinclassicphilately. It is for this reason,aseithera thematic collector or country collectorthatitisworthengaginginmodernproofs.TheFOURNIERarchiveoffersintermsofabundanceauniqueoverview.

THE WORLd’S OLdEST CHROMOLITHO MAXIMUM CARddaryl kibble

One of my favourite maximum cardshappens to be theworld’s oldestmade bythe chromolithography printing process.Themaximumcard is fromSanMarino, theoldest constitutional republic in theworld.EvenSanMarino’sconstitutionistheworld’soldestwrittenconstitutionstill ineffect. Soperhapsitseemsfittingthattheworld’soldestchromolithomaximumcardshouldalsobelongtoSanMarino.

The year is 1894, and the limited editionpostcardusedwaspublishedtocelebratethenewPalazzoPubblico (GovernmentPalace)thatwas built between 1884 and 1894 bythearchitectFrancescoAzzurri. Thepalacewas opened on 30th September 1894. Thegovernmentofficesarelocatedinsidethepalaceasare theParliamentwhichhas sixty seatsandadoublethronereservedfortheCapitani

Reggenti (CaptainsRegent). The statue ofLibertystandsoutsidethepalace.

ThepostcardalsodepictstheCaptainsRegentatthetimeoftheopeningofthepalace(PietroTonnini and Francesco Marcucci). TheCaptainsRegent of SanMarino are electedeverysixmonthsbythesmallcountry’sGreatandGeneralCouncil.Thepairserveasheadsofstateandgovernment.

The cancellation is of theRepublic of SanMarino(Capital:SanMarino). ThepostcardwassentregisteredtoStuttgart,Germany,on12thOctober1894(15thOctober1894receivingcancelonreverse).Thisisararepieceofpostalhistory.The25cpostagestampupratingwouldonlybeusedfortheregistereditemgoingtoaforeigncountry,as the postcard already has a 10c value to it.

Unlike the recent past, the FIP rules nowspecificallyallowmaximumcards(whetheroldornewcreations)tobemadeonolderpostcards

r e g a r d l e s sof the size ofthe picture onthe postcard.The old “75%i l l u s t r a t i o nr u l e ” w a sabolished duetotheconfusionit createdwithmany judgeswhoattemptedtojudgeaclassthattheyneveru n d e r s t o o d(thisisbecausethe 75% rulewas only evermeanttoapplyto non-vintagepostcards–theproblem was

therulesneverspeltthatout).

The relevant rule is: “The picture [on the postcard] must emphasise the subject of the postage stamp.… Postcards on the market are accepted as they are.… With the exception of… old postcards, the larger the picture is, the better the quality of the maximum card is…” (FIP Maximaphily Special Regulations 3.2).Assuch,thequalityofamaximumcardisnotdiminishedbyusingapostcardthathasasmallpicturearea,provideditisavintagepostcard.

Asoneofmyexhibitsdealswiththehistoryandevolutionofmaximaphily,Iamhappytohavethisimportantpieceofpostalhistoryinmymaximaphilyexhibit.

SydneyStampExpo2007wasagreatsuccess.It was held at the Shannon Room at theRandwickRacecoursefromFriday15JunetoSunday17June2007.

BacKground

In recent yearsSydneyhasnothada greatreputation for organising philatelic events.Thiswastheviewofmanypeopleinorganisedphilately from the other states, and itwasshared bymany others even inSydney andNSW.ThepreviousNationalshowinSydneywas held back in1995. Two internationalexhibitions,Olymphilex in 2000 andPacificExplorerin2005,wereheldinSydney,butinbothcasesmostoftheorganisationwasdonebypeopleoutsideSydney.

OntheotherhandSydneydoeshaveagoodcollectorbase.Attheelitelevel,approximatelyhalfoftheAustralianexhibitsthathavewonLargeGold orGoldmedals in Internationalexhibitions belong to collectors residentin Sydney. Furthermore, there are lots ofphilatelic clubsandsocieties inNSW. Theyhave beenworking together inharmony forthelastfewyears.Theassociationofphilatelicsocieties,PHILAS iswell-organised, and itspremiseshaveexcellentphilatelicfacilities.

Collectors in Sydney have been aware thattherewas a growing capacity and desire toorganisephilateliceventswithinSydney.

The Northern Beaches Stamp Exhibition(NBSE)hasbeenrunformanyyears,andhasbeenactivelysupportedbyalltheclubsintheSydneytoNewcastlecorridor.IthasprovidedagreatopportunityforencouragingmanyofthegoodcollectorsinSydneytojudgeattheStateLevel.MuchofthecreditgoestoEdWolfaschieforganiserofNBSE,andtoDavidCollyerfor organisingand implementing the judges’trainingstrategy.

Sydney Stamp Expo 2005 (SSE05) wasoriginally scheduled to be a full nationalshow,untilPacificExplorerwasmovedfromMelbourne to Sydney. We still decided tocontinuewithSSE05asaStateShow.Itwasheld inOctober 2005 in a school campus atBlackwattleBay.Thisgaveussomeexperienceatorganisingashow.TherewereinnovationssuchastheJudgesTournament,anddouble-judging.

Everymemberofthecommitteewasfiercelydetermined tomake SSE07 a success. Weall knew thatSydney’s philatelic reputationdependedonmakingthisexhibitionasuccess.Therewas strong support andno oppositionfromtheotherpeopleintheSydneyphilatelicworld.

Thecommitteewasawareofitscollectivelackofexperience.Wewerealwayswillingtoaskfor advice andhelp fromexperiencedpeopleelsewhereinAustralia.Everyrequestforhelporinformationwasgivenenthusiastically.

In somewaysour lackof experiencewasanadvantage. As a groupwewould approacheach new facet of organisingwith a freshmindcollectively,andtrytoworkouteffectivesolutions. I think we have all been oncommittees,wheresomebodywillknockdownevery ideawitha statement like - “don’t trythat,we tried it28yearsagoand itdidnotworkthen”.

Weliveinanageofemail.Fortunatelyeverymemberofthecommitteewasonemail.Thisletusdoalotofworkyetlimitthenumberofface-to-facemeetings.Lotsofactivitieswerehandledbysub-groupsoftypicallythreetofivepeople.

AsPresident, Iwas greatly assisted by thesecretary, Linda Lee, who was extremelyefficient, hard-working and capable indistributinginformationandwritingexcellentminutes.Infact,mytaskwasmadeeasybyeverymemberofthecommittee-everypersonwasveryenthusiasticandveryable-foranydifferenttasktherewasalwaysawillingandcapablevolunteer.

Wedecidedtohaveawebsite,andtouseitasourprincipalmeansofconveyinginformation.WeweregratefulfortheeffortsofLizNakhla,who did a sterling effort in producing andmaintaining a very effectivewebsite. John

Sadlerwaspivotalinorganisingtheinformationto be placed on thewebsite. Thewebsitewasan ideal place to distribute informationabout matters such as transport to thevenue, accommodation choices, and souvenirproducts. Consequentlynoprintedbulletinswereproduced.Notonlyarebulletinscostlytoprintandmail,butmoreimportantlysomeinformationbecomesout-of-dateassoonastheinkhasdried.

the Venue

IthasbeendifficulttofindasuitablevenueforaNationalphilatelicexhibitioninSydney.TheExhibitionCentreatDarlingHarbour,thesiteofPacificExplorer,isphysicallysuitable,butisprobablytooexpensiveforaNationalexhibition.Noothervenuehastheidealsizeof1600to2000squaremetres.

TorstenWellerofAPTA(AustralianPhilatelicTraders Association) approached me toconsidertheShannonRoom.TorstenproposedthatAPTAwouldpaytherent,andkeeptherevenuefromsellingthedealerstands,aswellasadmissioncharges.Wereadilyagreedonformulasforsplittingthevariousexpenditureand income responsibilities. This systemworkedwell, and I found it was always apleasuretodealwithTorsten.

TheShannonRoomwith1200squaremetreswassmaller thanour ideal. I couldreadilyseethefollowingadvantages:anexcellentjuryroom;goodparking facilities; good security;andcarpet.Lightingisaperennialproblemfor philatelic exhibitions around theworld,butIcouldseebigpotentialintheShannonRoombyshiningspotlightsontotheslopingceiling.Thedisadvantagewasthattherewerenosmallroomsformeetingsorabinroom.

Filling the Frames

For theexhibition tobeaphilatelicsuccessitwasnecessarytoattractalargenumberofphilatelicexhibits.Becauseofthelimitedsizeofthevenue,wehadsetamaximumnumberof approximately 600 frame sides thatwecouldaccept.

Afterwehad started ourpublicity, theFIPannounceditwouldbeholdinganinternationalexhibition in St Petersburg at dates thateffectivelyclashedwithourexhibition.AlsoSSE07 was the first Australian nationalexhibitionforquiteafewyearsthatwasnotruninconjunctionwithanyChallenge.

DavidCollyer,asCommissioner-General,wasinchargeofoureffort.DavidworkedwellwiththeotherCommissioners,andmadeabigeffortto encourage entries from the InternationalJudge/Commissioners. VisitorstotheShowappreciatedthischancetoseeinterestingandvariedcollectionsfromourfellowcollectorsinHongKong,SouthAfricaandNewZealand.We were particularly pleased with thesupportfromNewZealand,wheretherewasa very effective and capableCommissioner,TonyThackery. David also provided a lotof assistance and encouragement toBernieManning,whowasCommissionerforVictoriaforthefirsttime.

A week before the closing date, we hadentriesforonly150frames.Aftertheclosingdatethisnumberhadclimbedtoabout450,whichwastheminimumnumberforaviableexhibition.TheCommitteedecidedtoextendthedeadlinetothreeweeksaftertheoriginalclosingdate.Inthattime,wetargetedthoseCommissionerswhowefeltcouldobtainmoreentries,plussome individual collectorswhohadnotenteredtheirgoodcollections.Thisstrategywas successful andwe eventuallyhad623framesofexhibits.Wewereabletofit thisnumber into thehallbyeliminatinganywideraisles.

Financial

Eventhoughthemaximumnumberofframeshad been allocated, the total revenue fromframefeeswasonlyjustenoughtocoveralltheexpensesofrunninganexhibition.Hereisalistofthemajortypesofcost,togivethereaderanideaofthecosts.• Travelandaccommodationexpensesfor

jury.• Lighting.• Rent of the jury room.• Hire of computer equipment for the

jury.• Labour hire to erect the frames.• Food for volunteers and jury.• Catalogues.• The cost of running the Palmares

dinner, where about 50 guests arecomplimentary.

• Security guards.• Parking attendants.• Engraving ofmedals.

Weweregratefulthatotherorganisationspaidforsomeof thecosts. TheAPF(AustralianPhilatelicFederation)paidforthetransportoftheframesfromAdelaide.APTApaidfortherentoftheShannonRoomandhalfthecostoftheJuryRoom,andreceivedtherevenuefromdealerstands,andtheadmissioncharges.

Prizesforexhibitorsweredonatedbyvariousphilatelic organisations such as interstateand national philately bodies. We wereparticularlyimpressedbythegenerosityandsupport of philatelic societies inSydney fordonatingprizes.

Apartfromframefees,thereareothersourcesofrevenuetohelprunaphilatelicexhibition.Themostimportantisthesaleofexhibitionsouvenirs (Product Sales), which I discussbelowatlength.• Sponsorship. Millennium Philatelic

Auctions provided excellent support to SSE07 by sponsoring the exhibition catalogue. Millennium also sponsored the awards tags. Unfortunately we were unable to find sponsors for other aspects of the show, notably the Palmares Dinner.

• Supporters’ Club.• Auction sale held during the Palmares

dinner. Items auctioned included Numbers 1 and 75 of the numbered souvenir items. We appreciated Paul Fletcher’s involvement as Auctioneer.

Product sales

Iwanttodiscusssomegeneralpointsfirst.

There aremany enthusiastic collectors ofsouvenir items forphilatelicexhibitions. ItwasapleasureformetobeholdthejoyofthesecollectorsastheyadornedvariouscoverswithcombinationsofstampsandaskedAustraliaPostforappropriatecancellations.

Howeveritisalsotruethattherearemanyphilatelistswhodonotcollectsouvenirs,andsome can tend to treatwith disdain thosethatdo.IfeverybodyonafutureexhibitionOrganisingCommitteehad that attitude, itwouldbevitalthatsomesouvenirenthusiastswereco-optedtotheCommittee.

Sales of these products can be a valuablesupplementtotheexhibition’sfinances.

The SSE07 Committee realised that anyproducts not sold by the end of the show,willnotsell.Itwouldbetotallyunfairtothebuyers,ifunsoldstockwassoldoffatdiscountprices.

Thevalueofunsoldstockisthe“scrapvalue”.For booklets of 50-cent stamps this is justunderthe facevalue. Forminiaturesheetswith unusual values, the scrap valuemaybe considerably less than the face value.For First Day Covers, the scrap value iszero. Consequentlyouraimwastoproducequantitieswheretherewouldbevirtuallynounsoldstock.

The obvious theme for the exhibitionwasthe75thanniversaryoftheSydneyHarbourBridge. This was very popular with allAustralian stamp collectors because of theresonancewiththe1932five-shillingstamp.Wetalkedwithorganisersofotherexhibitions,andwithdealersandcollectorsofsouvenirs.ThankstoMauriceWilliamsweworkedcloselywithAustraliaPost,sotheycouldproducearangeofphilatelicproductstobecompatiblewiththistheme.

AlloursouveniritemswouldbeAustraliaPostproductsoverprintedwiththeSSE07logo,andnumbered.JohnSadlerliaisedwithAustraliaPostonthedetails-thisjobwasmoreonerousthanhadbeenexpected,becauseofthemanychangesAPmadetotheissueprogram.

Weusedthewebsiteinvariousways:wewereabletopromoteanddescribetheproducts;wewereabletotakeorders;andwewereabletoinformthepublicastothequantityremainingofeachitem.Werecommendthisapproachto organisers of other exhibitions. We alsorecommendthatsouvenircollectorschecktheexhibitionwebsite,toavoidmissingout.JohnBatsondidasterlingjobincollatingtheorders-everyindividuallynumberedsouvenirwasassignedtoanindividualorder.

Whenwewerewellonthewaytofinalisingthesouvenirs,AustraliaPostannouncedtheissueofaPNC(Stamp-and-CoinCover)withthe$1.95Bridgestamp.Theretailvaluewasabout$15.Itwasdifficulttodecidewhetherto produce an overprinted version, becausethescrapvalueofanyunsolditemswouldbetheone-dollarcoin.Howeverwehadnoticedstrong demand from coin-collectors for therecently issuedAshesPNC. Wedecided tohave a limited quantity of 250 overprinted,andselltheseat$75each,withalimitoftenpercustomer.Afteraslowstarttheseproved

tobeverypopular,andweresoldoutbeforetheShowstarted.Wereceivedsomecomplaintsthatwedidnotproduceenough,yetnonethatthepricewastoohigh.Thisitemguaranteedthe financial success of the Exhibition. InoticethattheCanberra2008exhibitionwilloverprinttheScoutingPNCandsellthesamequantityatthesameprice.

MostofoursouveniritemsweresoldoutbeforetheShowstarted.Theremainingitemshadsoldoutearlyonthesecondday. AlthoughthiswasgreatforthefinancialviabilityoftheShow,itwasinevitablethatsomecollectorswhomissedoutwouldbedisappointed.Thisisatoughsituation.Ifwehadproducedlargerquantities,anddemandwasnotasstrong,wecouldhavebeenleftwithlargequantitiesofunsoldstock.Maybethesolutionistohaveone item, suchasanoverprintedminiaturesheet, only available for sale at the Show.Also, collectors who are afraid ofmissingout, shouldaccess thewebsite and order inadvance.

the actual show

Theexhibitionwasbustlingandbusy.Therewas a large attendance despite really badweather-approximately400payingcustomerseveryday.

The dealerswere happy,whichmeans thatsalesweregood.Thismeansthatcollectorsmusthavefoundlotsofstampsandcoverstoaddtotheircollections.

Almosteverythingwentverywell.Therewereno significant hitches. TheShannonRoomwasaveryeffectivevenue.Thefreeparkingwasappreciated.

Onedisappointmentwasthesizeof“ourtable”usedforSSE07andPhilas.Wehadsetupalargertablerightatthefrontdoor.Lateonthesetting-updayitwasrealisedthatthislocationwasinbreachofregulationsforfiresafety,asit could obstruct the exit in an emergency.Consequentlywehadtore-locatetoapositionthatwassmallerandlessprominent.

WiththesuccessofSSE07,weinSydneyhavegained enormous confidence in our abilityto organiseaNationalphilatelic exhibition.Thisconfidencehasbeensharedthroughoutthe philatelic community in Sydney andNSW.ItwasverygratifyingthatoursuccesswasrecognisedbyourcolleaguesthroughoutAustraliaandalsobyouroverseasvisitors.
