Thought for the Day
One of the most important responsibilities of Council is to set the budget and at the August Council meeting
Council adopted the 2018/19 Budget. I would like to acknowledge our Finance team, Jo, Sally Melissa and
Marian, for their efforts in presenting detailed information to enable Council decision-making. We are now
offering two community sessions so the community can find out more about the budget; what works are
planned for the coming year and to learn more about the Shire‘s financial position. Dates for these two
sessions have not yet been set so if you are interested, please contact the Shire‘s Community Projects Officer,
Luluk Sloan (Ph: 089162 6793 / Email: [email protected] ) to register your interest and preferred date and
time so we can schedule the briefings at the most suitable times. The presentation will be available on the
Shire‘s website or can be emailed to those not able to attend a briefing.
Some of the community projects for 2018/19 include rebuilding the rip deck on Direction Island, installing the
de-watering pits on Home Island, installing new gas BBQs on Home Island and West Island and funds to work
with the community to develop/update masterplans for both Home Island and West Island. To find out more
about the budget, please register for the briefing.
Also at the August Council meeting, Council granted retrospective approval for the light installed by Hash
House Harriers on West Island at the South end boat ramp; and in recognition of the importance of a safe
working environment, Council approved a Drug and Alcohol Policy.
Public submissions on the eco resort proposal closed on Monday 3 September. Questions raised from the
public and from Council will be collated and provided to the proponent, Hender Property Group, for their
responses with the intention of taking a report to the Council meeting in September. Should Council chose to
proceed to the next stage of the project, the concepts will be developed with more detail available with further
opportunities for public input which we hope our community will utilise to ensure they have a say.
The crew on Home Island have been working hard to ensure the HI Cyclone Shelter is fully functional and up
to standard for the season. They have replaced the decking, steps and the ramp, installed a hot water system
and exhaust fans. We have also allowed funding in this budget for a commercial dishwasher to make this
important community facility more user-friendly.
It is likely that a new round of Building Better Regions Funding will open in the next few weeks. In accordance
with a previous Council resolution we are investigating the possibility of applying for funding to replace some of
the shops in the Home Island retail precinct which are now in a very poor condition. We are commencing the
investigation with a great deal of community and stakeholder engagement and are scheduling meetings with
stakeholders over the coming weeks. We will also provide an opportunity for broader public submissions. If
you would like to know more about this potential project and funding, please don‘t hesitate to contact me at the
Shire Office.
I am also very pleased to advise that we have entered into a formal agreement with the Shire of Dandaragan
to provide Planning, Building and Environmental Health services to our community. We selected the Shire of
Dandaragan as they have individuals on their team with dual and triple qualifications and are therefore able to
provide a more holistic service. They are also used to dealing with coastal issues and in small communities.
The process will commence with a site visit to get a strong sense of where we are now, where we need to be
and putting in place a plan to take us in that direction.
A reminder that I am on Home Island on Mondays, Wednesdays, Thursdays and Fridays and West Island on
Tuesdays each week so please don‘t hesitate to contact me if you would like to discuss any Shire issues.

Satu tanggungjawab penting Council ialah ialah untuk menetapkan keuwangan dan pada mitingan Council dibulan August, Council telah
meluluskan Keuwangan 2018/19. Saya ingin mengakui kumpulan Finance kita, Jo, Mak Siti, Mak Yusri dan Mak Azlan, atas usaha mereka
dalam mempersembahkan keterangan terperinci untuk keputusan Council. Kita menawarkan dua majlis masyarakat supada masyarakat
boleh mengambil tahu tentang keuwangan; kerjaan-kerjaan apa yang dicadangkan dalam tahun hadapan ini dan mempelajari lebih lagi dalam
kedudukkan keuwangan Shire. Hari bulan untuk majlis ini belom ditetapkan jadi kalau ada yang berminat, silah hubungi Community Projects
Officer Shire, Mak Zamani (Talipun: 089162 6793 / Email: [email protected] ) untuk rejista keminatan kamu dan haribulan dan masa
yang sesuai supaya kami boleh mengadakan majlis ini dimasa yang terbaik untuk semua. Persembahan ini akan disediakan di website Shire

boleh Hash House Harriers di Pulu Panjang di ramp sekoci Ujung Puhi; dan dalam mengakui kepentingan suasana kerjaan yang selamat,
Council meluluskan Undang-undang Drug dan Alkohol.
Pandangan umum mengenai cadangan eco resort tetutup pada hari Senin 3hb September. Pertanyaan yang dikemukakan dari umum dan
dari Council akan disatukan dan diberikan kepada pihak yang melamar, Hender Property Group, untuk balasan mereka dengan tujuan untuk
membawa laporan kemitingan Council pada bulan September. Kalau Council memutuskan untuk melanjutkan keperingkat seterusnya dalam
projek ini, konsepnya akan dibuat dengan lebih terperinci dengan peluang lagi diberikan unuk umum untuk memberi pendapatan dimana kami
berharap masyarakat akan menggunakan untuk memastikan mereka dapat memberi suara.
Pekerja-pekerja di Home Island telah bekerja keras untuk memastikan Rumah Seklon HI telah lengkap menurut taraf untuk digunakan pada
musim ini. Mereka telah mengganti deking, tangga dan ramp, memasang system ayer panas dan kipas exhaust. Kami juga telah menepikan
keuwangan dalam budget untuk cuci-an piring untuk membuat fasiliti masyarakat ini lebih sesuai untuk digunakan oleh masyarakat.
Ada kemungkinan yang peluang Building Better Regions Funding akan terbuka dalam berberapa minggu kedepan ini. Sesuai dengan kepu-
tusan Council dahulu, kami sedang menyelidiki kemungkinan untuk memohon duit bantuan untuk menggantikan berberapa kedai di Home
Island yang sekarang ini dalam keadaan yang tua. Kami telah memulakan penyelidikkan ini dengan mengambil berat dalam perhubungan
dengan masyarakat dan stakeholder dan akan mencadangkan mitingan dengan stakeholder dalam berberapa minggu hadapan ini. Kami juga

People like knowledge, but sometimes this means learning as you go along. A lecture about composting will be torture when there are places to explore outside. Seeing, experiencing and part ic ipat ing in the composting process step-by-step, however, over days and weeks and months, will foster excitement about the results and
leave a lasting impression.
Experiment! Have fun!
Learning is more fun when one‘s own progress is obvious. Keep a diary together of ‗scientific observations‘ around the home and garden. Get excited about recording watering, writing down a k i d - f r i e n d l y d i a r y o f observat i ons (wi th the i r perspectives, drawings, notes
and discoveries).
Engage each of the five senses wherever possible – let them feel, taste, see, smell and listen. Above all, keep it light and laugh
about small things.
Fascinating and Fascinated
Lastly, fascination is catchy. A parent fascinated with books will grow readers. The same applies to nature-lovers. Be animated in the way you talk about green issues, even the small things like upcycling, fertilization and water conservation. The world is beautiful. We just need to take the time to notice and share the

Marriage, separation and divorce I
These are short articles about legal issues that may interest you. They are not legal advice. You should always get individual legal advice for
your situation.
This article will talk about marriage and separation in Australia. The next article will talk about divorce.
Legal marriages in Australia are those entered into, or recognised, under the Marriage Act 1961 (Cth). The Marriage Act now allows people of the same sex to marry. The definition of marriage under the Marriage Act is ―the union of 2 people to the exclusion of all others, voluntarily
entered into for life.‖
Marrying in Australia
To get legally married in Australia under the Marriage Act you must:
Not be legally married to anyone else
Not be trying to marry a parent, grandparent, child, grandchild, brother or sister (this includes adoptive relationships)
Understand what marriage means and be freely consenting to marry
Be 18 years old, unless the Family Court has approved one party to the marriage who is between 16 and 18 years marrying a person who
is 18 years or older
Use certain words during the ceremony
Give a notice of intention to marry to your marriage celebrant within a specified time frame.
Other formal requirements to marry
There are certain requirements under the Marriage Act to make a marriage valid. Marriages in Australia must be solemnised by ―celebrants‖ who must be authorised celebrants. They can be ministers of religion, state and territory officers (sometimes the marriages they perform are
called ―registry marriages‖) and civil celebrants.
Where a celebrant is a minister, the form and ceremony which is recognised by his or her religion is sufficient solemnisation. Where the celebrant is not a minister, a certain form of words must be used during the ceremony. Each person must say words to the effect of ―I call upon the persons here present to witness that I, (and the person says their name), take thee, (and the person says the other person‘s name) as my
lawful wedded husband/wife/spouse‖ must be used.
A notice of intention to marry should be given to the celebrant not more than 18 months before and not less than 1 month before the marriage.
The parties must prove their date and place of birth in one of several ways.
There should be 2 witnesses to the solemnisation of the marriage.
Breaches of, or defects in, some requirements will not invalidate the marriage, but breaches of other requirements will do so.
Marriages in other countries are usually recognised in Australia
Foreign marriages are most often recognised in Australia if they were valid in the country in which they were entered into and would otherwise
be valid in Australia.
For example, a legal marriage between two adults in a particular country, if valid in that country, would be recognised in Australia. But a marriage between 15 year old children in that same country, even if it was a valid marriage there, would not be valid in Australia because the
parties to the marriage were below the Australian marriageable age.
What makes a marriage void?
A marriage is void in these circumstances:
Either party was married to someone else
The parties were in a prohibited familial relationship with each other (see above)
Either party was not of marriageable age and did not have the approval of the Court to marry the other person who must be of
marriageable age
The marriage was not properly solemnised (for eg the celebrant was not an authorised celebrant to conduct marriages and both parties
knew this)
A foreign marriage is not valid in Australia either because it was not valid in its own country or it does not satisfy the validity requirements
of Australian marriages
The marriage was entered into due to duress or fraud
The marriage was entered into with one or both parties mistaking the identity of the other party or the nature of the ceremony
One or both parties was mentally incapable of understanding the nature and effect of the marriage ceremony.
What are the requirements to separate (decide the marriage is over)?
There are no formal requirements to separate (decide that your marriage is over). Separating is not the same as getting divorced, which is the
official and legal end of a marriage.
Any person can decide to separate. So either or both parties can decide to separate. Nor can either party stop the other person from
separating from them.
However, if you have decided that your marriage is over you should communicate this to your spouse. This is because you cannot apply for a divorce (the official ending of the marriage) until you have been separated for 12 months. This is called ―living separately and apart‖. It can
help show the Family Court that you have separated if you communicate to the other party that you are ending the marriage.

seorang yang berumur 18 tahun atau lebih
Gunakan kata-kata tertentu dimasa upacara
Memberi notis keniatan untuk berkahwin dengan „marriage celebrant‟ (iaitu kadir) kamu dalam tempoh masa yang ditetapkan.
Syarat resmi lain untuk berkahwin
Ada syarat-syarat tertentu yang lain dibawah Marriage Act untuk membuat perkahwinan itu sah. Perkahwinan di Australia mesti di langsungkan oleh “celebrants” (kadir) yang mesti diberi kuasa yang sah. Mereka boleh seorang imam dalam satu agama, opis state atau
territory (kadang-kadang perkahwinan mereka jalankan dipanggil “pendaftaran perkahwinan” dan kadir awam.
Dimana kadir itu juga seorang minister, cara dan upacara yang dikenali oleh agama kemantinnya dalam perlangsungan yang sah. Dimana kadir itu bukan minister, ada cara perkataan yang mesti digunakan dalam upacara itu. Setiap orang yang mesti mengucapkan perkataan yang berkesan dengan maksud “Saya memanggil orang-orang yang hadir disini untuk menyaksikan yang Saya, (orang itu mengucapkan namanya), mengambil kamu, (dan orang itu mengucapkan nama orang yang dikahwini) sebagai suami/isteri/pasangan saya yang sah menurut hukum”
mesti digunakan.
Notis keniatan untuk kahwin mesti diberikan kepada kadir tidak melebihi dari 18 bulan sebelomnya dan tidak kurang dari 1 bulan sebelom
perkahwinan itu. Pihak-pihak berkenaan mesti buktikan haribulan lahir dan tempat lahir mereka dalam satu daripada berbagai cara.
Mesti ada dua saksi dalam upacara perkahwinan itu.
Pelanggaran, atau kekurangan, dalam berberapa keperluan tidak akan membatalkan perkahwinan, tetapi ada pelanggaran terhadap
berberapa keperluan boleh membatalkannya.
Perkahwinan dalam negeri lain biasanya dikenali di Australia
Perkahwinan diluar negeri biasanya dikenali di Australia kalau ianya sah di negeri yang mereka memasuki dan selain itu juga sah di Australia. Contohnya, perkahwinan yang sah diantara dua orang dewasa di negeri tertentu, kalau sah di negeri itu, ia juga dikenali sedemikian di Australia. Tetapi perkahwinan antara seorang anak yang berumur 15 tahun di negeri yang sama, walaupun ia perkahwinan yang sah disana,
tidak akan sah di Australia bersebabkan pihak-pihak dalam perkahwinan itu dibawa umur yang boleh berkahwin di Australia.
Apa yang membuat perkahwinan itu tidak sah?
Sebuah perkahwinan tidak sah kalau dalam keadaan berikutnya:
Kalau diantara dua pihak itu sedang berkahwin dengan orang lain
Pihak-pihak berada dalam hubungan keluarga yang dilarang antara satu sama lain (lihat diatas)
Diantara dua pihak tidak berumur yang dibenarkan untuk berkahwin dan tidak ada kelulusan oleh Mahkamah untuk mengawini orang lain
yang mesti berumur yang diizinkan untuk berkahwin
Perkahwinan itu tidak dilangsungkan dengan betol (contohnya kadir itu bukan kadir yang di sahkan untuk menjalankan perkahwinan dan
kedua-dua pihak mengetahui perkara ini)
Perkahwinan yang diluar negeri tidak sah di Australia sama ada kerana ia tidak sah di negarinya sendiri atau ia tidak memenuhi syarat sah
perkahwinan Australia
Perkahwinan itu jalankan dalam sebab paksaan atau penipuan
Perkahwinan itu dijalankan dengan satu atau dua-dua pihak salah mengenali pihak sebelah atau cara upacara itu.
Satu atau kedua-dua pihak yang secara mental tidak mampu memahami sifat dan kesan majlis perkahwinan.
Apa syarat-syarat untuk berpisah (membuat keputusan perkahwinan itu telah berakhir)?
Tidak ada syarat-syarat yang resmi untuk perpisah (kalau kamu membuat keputusan yang perkahwinan kamu berakhir). Perpisahan tidak sama dengan bercerai, iaitu berakhir perkahwinan secara resmi dan legal. Sesiapa saja boleh berpisah. Jadi salah satu atau kedua-dua pihak
dapat memutuskan untuk berpisah. Juga tidak ada pihak yang bisa hentikan orang lain untuk memisahkan diri dari mereka.
Tetapi, kalau kamu berkeputusan yang perkahwinan kamu telah berakhir, kamu mesti sampaikan ini kepada pasangan kamu. Ini bersebabkan kamu tidak boleh memohon untuk peceraian (pengakhiran perkahwinan yang sah) sehingga kamu telah berpisah untuk 12 bulan. Ini dipanggil “tinggal berpisah dan terpisah”. Ia akan memantu menunjukkan Family Court yang kamu telah berpisah kalau kamu menyampaikan kepada
pihak sebelah yang kamu mengakhiri perkahwinan itu.

Exercising Tips
1. Exercise in the morning, because you know you won‘t feel like it at the end of a long
work day!
2. Don‘‘t let technology make you less active – get up to change the channel, walk up the escalator instead of standing still or, at work, try walking over to talk to a colleague instead of sending
them an email.
3. On holidays, walk as much as you can. You‘ll see more and it counteracts the sitting one has to do on planes and
trains.
4. To help your muscles recover after a workout, opt for a meal containing both protein and carbs – ideally within two hours of your
session.
5. Many people spend hours doing sit-ups, crunches, and other ab exercises in the hope of reducing that spare tyre. Sit-ups strengthen your abs and lower back, but they have no impact on the fat stored there. Aerobic or cardio exercise is the only way your body breaks down fat, including the fat around your internal organs. If you want to lose weight from your waist, you need to lose it all
over.
6. Start a walking group at work. Meet either before work or at lunch to get active, get away from the computer
and be social, too!
7. Get the family involved in exercise. Choose a time that everyone will go for a walk, bike ride or swim each weekend or choose a new sport to learn together. Not only will you all feel healthier, you‘ll get to spend quality
time together, too.
8. Invest in some light hand weights (or fill two drink bottles with water) and lift them up and down while
you‘re on your daily walk.
9. Park your car 10 minutes away from work – that‘s 20 minutes of exercise there and back! Increase your
incidental exercise!
