Backgroundand ObjectivesBackgroundand Objectives

In the development process of everycountry, water security has always beenrecognized as a core factor for socio-economic stability and environmentalsustainability. In a speech by His MajestyKing Bhumibol Adulyadej, King of Thailandhe stated that “water is life”, indicating thesignificance of water resource managementto the global population. During his reign ofover sixty years, many royal projects havebeen initiated with the support of theGovernment of Thailand to ensure the soundmanagement of water resources, and whichhave led to a better quality of life for manyThais. His dedication to sustainable waterresources development and management hasbeen widely recognized. To mark theauspicious occasion and celebration of HisMajesty the King’s 7th cycle and 84th

birthday anniversary in December 2011,Thailand would like to share these valuableexperiences and practices from the royalprojects with the international community atthe 2nd Asia-Pacific Water Summit (2nd

APWS), which is to be held in Bangkok onthe 5th and 6th of February 2012.

In the face of the region’s pressing waterproblems, in March 2006 at the 4th WorldWater Forum in Mexico, the Asia-PacificWater Forum (APWF) was created to helpaddress the challenges of the Asia PacificRegion. The APWF is an independent, not-for-profit, non-partisan, non-politicalnetwork dedicated to solving waterproblems in the Asia-Pacific region. TheAPWF organized the 1st Asia-Pacific WaterSummit which was held in Beppu, Japanand focused on the theme “Water Security:Leadership and Commitment”. The Summitendorsed the Message from Beppu andlaunched a series of concrete initiatives forregional water solutions. More than threeyears have passed and Thailand has theprivilege of hosting the 2nd Asia-PacificWater Summit (2nd APWS) in collaborationwith the APWF and supporting regional andinternational organizations. The 2nd APWSwill continue under the guiding theme of“Water Security: Leadership andCommitment” with an emphasis on threepolicy priorities for water security:Development; Shocks and Resilience; and,Well-being.

The 2nd APWS is an important opportunityto present the royal initiatives as examples/best practices for water resourcesmanagement, promote active dialogue amongregional leaders, and bring about moreeffective regional cooperation andcoordination in water security in the Asia-Pacific. It will provide Asia-Pacific leadersand stakeholders, as well as internationalorganizations the chance to jointly seeksolutions on water resource developmentand management for regional water securitywith participation from public and privatesectors, technical experts, academics andcivil society. Awareness raising andknowledge sharing activities will beorganized in parallel with the 2nd APWS.These activities include technical sessions,exhibitions, and a short documentary filmabout His Majesty the King of Thailand andhis dedicated work on water resources andother water-related activities. In addition,Focus Area Sessions will be held prior tothe Summit on the morning of 5th February,2012.

1. The 2nd Asia-PacificWater Summit

The 2nd APWS will take place on the 5th

and 6th of February 2012. The principleparticipants of the Summit will be Heads ofGovernment from the Asia-Pacific region.Ministers from ministries such as finance andplanning, representatives from localgovernments, leaders from the private sectorand civil society in the region, as well as themedia will also be invited.

2. Focus Area SessionsFocus Area Sessions will be run in parallelsessions prior to the Summit on the morningof the 5th February 2012. The principleparticipants of the Focus Area Sessions willbe Ministers from ministries such as financeand planning, representatives from localgovernments, leaders from the private sectorand civil society in the region, as well as themedia.

3. Awareness Raising andKnowledge SharingActivities on WaterResources

From 2nd to 6th February 2012 there will bea number of awareness raising andknowledge sharing activities on waterresource management and water security.These are open access events andparticipants include water resourcesstakeholders and the general public.

SteeringCommitteeThe Steering Committee chaired by theMinister of Natural Resources andEnvironment of Thailand will set the policyand direction of the 2nd APWS and invitethe APWF to jointly work on preparing theagenda and invitation list. The Departmentof Water Resources of the Ministry ofNatural Resources and Environment is thesecretariat of the Steering Committee.
