The Rensselaer Plateau Alliance (RPA) will host a free openhouse on Tuesday, April 26th, from 3pm – 7pm at the CrookedLake House in Sand Lake. “We have received a number ofinquiries from land owners interested in what the Forest LegacyArea designation means to them. We are holding this openhouse to help answer some of those questions. This is unrelatedto our Conservation Plan project,” says RPA President JimBonesteel. There will be a number of tables with experts whocan answer questions about Forest Legacy funding or the saleof development rights, 480a forest tax incentive program,Master Forest Owner program, conservation easements andother land conservation tools. We will also have an attorney/land use planner to answer legal questions. There will berepresentatives from DEC, RPA, Rensselaer Land Trust andthe New York Forest Owners Association. This workshop is forpeople who: are considering selling or donating developmentrights on their forestlands in the newly designated Forest LegacyArea or are interested in the other programs listed above. A REGIONAL VISION FOR MAINTAINING
THE REGION’S FORESTS
The Friends of the Dyken Pond Center, Ltd. has receivedfunding for a Rensselaer Plateau Conservation Plan through agrant from the New York State DEC Hudson River EstuaryProgram and the NYS Environmental Protection Fund. TheFriends of the Dyken Pond Center, Ltd. will work with theRensselaer Plateau Alliance, Inc. to facilitate the conservationplan. The $60,000 will be matched by a minimum of $20,000 indonated services and volunteer time. More than a dozenvolunteers will continue to work hard to make every dollar goas far as possible.“This is a grassroots effort that respects private propertyrights and home rule.”, says Bob Stegemann, the RPA boardmember who is facilitating outreach with Plateau towns, “Wewill involve and engage stakeholders with all points of viewand interests.” “We are not an advocacy group,” he pointedout, “we are facilitating a conversation about the Plateau inthe hopes that our great-great grandchildren will be able toexperience the same wonder we do.”The funds will pay for a geographic analysis of natural resourceand community value information that will highlight the areasof the plateau that provide the greatest public value, as wellas gathering input and feedback from municipal officials,landowners, and plateau user groups. The Rensselaer PlateauAlliance is seeking additional funding to integrate an economiccomponent to the plan.The Rensselaer Plateau Alliance has already started to engagetowns in the planning process. Kathleen Jimino, RensselaerCounty Executive said, “This grant is great news as it willundoubtedly help further their (RPA) very important efforts in
partnership with the landowners to protect the unique andsensitive ecology that qualifies this area as a true localtreasure.”Hudson River Estuary Grants are awarded each year to helplocal municipalities and non-profits achieve the goals of theHudson River Estuary Action Agenda, the state’s blueprint forprotecting and revitalizing the Hudson River and its valley. “TheHudson River Estuary Program supports local partnerships tohelp people enjoy, protect and revitalize the Hudson River andits Valley. By working together, we can conserve this uniquenatural area—a source of clean water and vital habitat —toachieve a cleaner, greener region and support local economies.”,says Frances Dunwell, Hudson River Estuary Coordinator. Legislators were presented with the annual State of the Countyreport by County Executive Kathleen Jimino. County ExecutiveJimino detailed the fiscal problems created by state and federalmandates. The county has joined efforts by county leadersfrom across New York State to reduce the huge costs ofmandates.At the March 8 meeting, we approved a resolution calling forthe state to allow counties to opt-out of Medicaid programs.The opt-out proposal would allow counties to decide whetherto offer Medicaid programs not mandated by the federalgovernment.The Legislature has been working to reduce costs during thesetough economic times. Thanks to an aggressive re-bid of thecounty insurance contract, the county will save $900,000 overthe next three years. During 2010, legislative spending wasreduced by $130,000, following a $160,000 reduction in 2009.The Legislature also agreed to form a bi-partisan task force forthe review of the 2012 budget. The task force will include fourmembers, with two each appointed by the majority and minority.The task force will begin meetings this spring and review fiscalissues and economic conditions.There have been recent media accounts regarding federal plansto require dairy farms to treat spilled milk as an oil spill. Such arequirement would mean significant costs for farms, as thefederal rules would force farms to establish plans to deal withthe spills, creating new burdens and difficulties for farms. Wesponsored a resolution calling for a waiver to these regulationsand acknowledge the work by Congressman Chris Gibson onthis issue.We also recognized National Agriculture Week and also calledfor adequate state support of the Farmland Protection Program,which has saved about 3,000 acres of farmland in the county.We sponsored a resolution mourning the passing of SamuelDiNova, a veteran of World War II who earned a Bronze Starfor bravery and who recently passed away.The next meeting of the Rensselaer County Legislature isTuesday, April 12, 2011. RISING TAXES/RISING PAY/SAVING JOBSLetter to the Editor: The Averill Park School District is consideringa 6%, 8%, or 10% tax increase (well beyond inflation), andwill decide at its April 12 meeting. Although tax increases forthe past 3 years have been low, we taxpayers are exhaustedfrom paying huge increases over many, many years before.We’ve had increases of 7%, 8%, 9%, 10%, 11% and more.A few years of relatively low increases does not begin to“balance the ledger.” If you think the proposed increases aretoo high, contact the Board right away.While your taxes keep going up, teachers received this schoolyear yet another pay increase, averaging about 4% perteacher. They have gotten an increase for each of the last 4years, totaling about 20% over this 4-year period. Manyteachers feel they are paid less than what they deserve. Ifthey do suffer a pay inequity, then you taxpayers have helpedto finance a 4-year effort to correct it by increasing their payby 20%! That’s a breathtaking pace by any standard! Inthese dire economic times, we cannot continue right now tocorrect any remaining pay inequities, if, in fact, such inequitiesstill exist. We don’t have the cash! Meanwhile, those of us inthe private sector are experiencing 0% increases or give-backs. Telling teachers we cannot continue to give pay raisesduring these times does not reflect a lack of respect or a lackor appreciation. This is about a lack of cash. We probably alldeserve raises; the money is not there.If teachers agree to a 0% pay raise this fall, we will saveabout $750,000, equal to about 12 teaching jobs. If teachersagree to pay 20% of their health insurance premiums (theypay only 13% for very good plans, far less than the privatesector), we could save about 3 more jobs for a total of about15 jobs. ASSOC. OFFEROn Tuesday, March 29, the Averill Park Teachers Associationmet with the Averill Park Board of Education with a proposalfor a temporary freeze on salaries. In exchange, the unionhas asked for restoration of teaching positions that had beenpreviously identified as potential layoffs.
