GWYNNETH BULLOCK REMEMBERED
Members of Hungerford Town Council’s highways and transport committee held a brief silence in memory of Gwynneth Bullock, long serving councillor and
community worker. Chairman Cr Roger Thompson said Gwynneth spent a lifetime in public service. Her funeral will be in St Lawrence’s Church Hungerford at 2pm on Monday.
October 24th is World Polio Day and the Rotary Club of Hungerford will be involved in a sponsored Rotary Drivathon to raise awareness and funds for Polio.
The Rotary Club of Hungerford will donate £1,000 towards the new Rotary International Challenge over the next three years of raising £75m towards the total Polio eradication costs. Polio is still in Nigeria, Pakistan and Afghanistan.
Over the past 5 years the Hungerford club has donated £6000 towards the cause.

Originally trained as a research scientist with the duty to report anything new that I might fi nd - publicly in the requisite scientifi c journal - so that others could pursue it, I have disapproved of
unnecessary secrecy in any fi eld of endeavor for as long as I can remember. Disapproval turned to deep dislike one stormy night in 1943, when I was the duty offi cer of my small Army unit and a dispatch rider, dripping rain-water, was shown into my offi ce with a message marked ‘Secret’. When I opened the envelope the message read ‘Tinned sausages are now available’. In those days ‘sausages’ was redolent of Germany. (The KGB code-name for Germans was ‘sausage-makers’).
My unit was based in the heartland of Bomber Command which had been alerted to possible attacks by German parachutists. So, I imagined that the message might be a code, alerting my unit of some German activity requiring action by us but my telephone inquiries quickly showed that it meant no more than it said – if we applied to the right quarter we would be supplied with our ration of tinned sausages.
Three years later, when I began operating in Fleet Street as a defence reporter, I encountered the full force of the Whitehall attitude to ‘offi cial secrecy’. The Civil Service ‘mandarins’ there defi ned an offi cial secret as ’any offi cial information which has not been offi cially released’. Publishing any such information was punishable, severely, under the Offi cial Secrets Acts and I was astonished to fi nd how afraid Editors were about transgressing them. When submitting some new fi nding which had been leaked to me, I was often confronted with ‘Are you sure this is safe to print? We don’t want to end up in the Tower!’
The more ’mandarins’ I met the more it became apparent that they enjoyed keeping matters secret for secrecy’s sake and delayed releasing them for as long as possible because they derived pleasure out of being exclusively in the know. (Several who I re-encountered after they had retired confessed that what they missed most was ‘being in the know’.) Secret papers were also withheld to cover up blunders and rows between Whitehall departments.
So, I became determined to do all I could to defeat unnecessary secrecy,
not just by printing any secrets I could discover but by agitating for more open government. In that, I was greatly assisted by an American Senator, called Malcolm Wallop, who was on the US Senate Committee which kept tabs on the CIA, FBI and other secret services and could not understand why the British Parliament had no such ‘oversight’ over MI5 and MI6. I met him, regularly, because he was the brother of Jeanie, now the Dowager Countess of Carnarvon, and we both used to shoot at Highclere.
He suggested that I should prepare a book stressing the urgent need for independent Parliamentary oversight, i.e. supervision, of the British secret services. I took his advice and ended each relevant chapter of the book, called Too Secret Too Long, with ‘The Potential Value of Oversight’ – a note showing how the existence of Parliamentary oversight could have prevented the security disasters described or, at least, have lessened their impact. It was published in 1984 and was an immediate best-seller success, being serialised in The Sunday Times, re-published in the US and then marketed as an up-dated paperback. My cuttings-book for that year shows it was well and widely reviewed over several months in both the UK and the US, being described as ‘The most powerful and astonishing volume ever published about spies.‘
I feel confi dent that Too Secret Too Long made some contribution to the now-regular release of formerly secret fi les into the National Archives, at Kew, where anyone can consult them, and to the creation of the Parliamentary Intelligence and Security Committee set up 1994 with powers to oversee the activities of the secret services. The fi les tend to be 30 years old but they regularly reveal how they were withheld to cover up blunders and even the discovery of Russian spies in MI5 and other secret departments..
This has given me some satisfaction but there is more to do, as the hushed-up revelations about the Hillsborough football disaster have just demonstrated. At 98, I am still on my anti-secrecy prowl.

Maintenance PersonFroxfield c £18,200paBrendoncare Froxfield is a modern purpose-built care centre between Marlborough and Hungerford which cares for 44 physically and mentally frail older people.
You will be responsible for the maintenance, repairs and general upkeep of the building, grounds and equipment, providing assistance to staff and residents, supervising contractors and suppliers and complying with Health and Safety standards. You should have a basic understanding of electrics, plumbing and H&S legislation, and at least one trade skill.
You must have good communication skills and an affinity for older people, and be able to work in a busy environment and keep accurate records. This is a full-time post (35 hours) plus on-call, so a flexible approach would be welcome. An enhanced CRB disclosure is required, and a full driving license.

COMMENT RE LINE SITUATIONThe next Friends of the Railway Path workday is on Sunday, 14th October.Workdays are an important way of helping to keep this much-loved local greenway looking good. This one will concentrate on the section south from Ogbourne St George, around and immediately south of the car park off Bytham Road (grid ref SU 1990 7407). The work is a mixture of ecological improvements, renovation and tidying. There is a patch of grassland which, with a little en-couragement, we think can become more fl ower rich. We will clear this and remove the cuttings (so that they don’t release their nutrients back into the grassland).There is a hedge with gaps: we will remove scrub from the gaps and start planting up the gaps. We plan later to start laying sections of the hedge where the shrubs are large enough: this improves habitat for a variety of small animals.We will also clear round the car park and the woodland area to the east of the Path, and remove litter.If you would like to come, we will meet at 10.00 at the car park off Bytham Road (see the map attached below: grid ref SU 2037 7400). Please wear suitable outdoor clothing and stout footwear, and bring:· Lunch and a drink· Gardening gloves if you have some· Any hand tools which you think you would like to use. EAST SHEFFORD SEWAGE WORKS UPGRADED TO PROTECT GLOBALLY RARE CHALK STREAM
East Shefford sewage works has been upgraded to help improve the quality of water in the River Lambourn.Thames Water’s £2.14m of improvements have increased the capacity of the works and added another treatment process, further improving the water discharged into this treasured chalk waterway. Chalk streams are globally rare and the Lambourn, home to protected native species such as bullheads and brook lampreys, is a designated special area of conservation (SAC). During winter months the river can dry up completely and starting to run again in spring. This means that treated wastewater makes up an important amount of the fl ow and the upgrades will ensure that the outfall remains of an exceptionally high quality. Fly fi shermen have been drawn to the stream’s exceptional clarity and the thriving shoals of wild brown trout and grayling. The river had been a well-kept fi shing secret, but came to prominence after featuring in Howard Marshall’s 1967 book Refl ections on a River. “Simple things - so many of them - make up the angler’s true delight. And all of them may be found on the banks of the little river Lambourn,” Marshall wrote. The East Shefford work supports Defra’s national ‘Love Your River’ campaign, which urges people and organisations everywhere to value their local rivers and look after them. Richard Aylard, Thames Water’s director of sustainability, said: “The works operate well at the moment, but what we’re doing is increasing the capacity to make sure it can continue to do so in the future.“Treated wastewater makes up part of the fl ow of the River Lambourn, so keeping the quality high, means a healthy river downstream..“You can see this ‘knock-on’ effect, with all the bugs, birds and other wildlife that are thriving in this globally rare natural habitat. ” Environment minister, Richard Benyon, said: “We all love our rivers. They are the lifeblood of our country. They’ve shaped our landscape, and our towns and cities have been designed around them. They are vitally important for our everyday lives and our environment, and we’ve all got a role to play in making sure our rivers are as healthy as they can be. The project at East Shefford, sewage works, due to fi nish in December, involves installing a new storm tank. This will increase the amount of sewage the works can handle during heavy downpours, reducing the risk of the system becoming overwhelmed and discharging untreated sewage into the river. The project, which started in March, includes an additional tertiary treatment process. The new nitrifying sand fi lter will reduce the amount of ammonia and suspended solid material in the fi nal effl uent, making the fi nal outfl ow into the river even cleaner.-Craig Rance, Thames Water.
Hungerford Town Council’s highways and transport committee will consider letting a future contract for Hungerford’s Christmas lights. The last committee
meeting briefl y discussed the contract suggestion. The council will run a special prize raffl e and sell Christmas cards to help with the cost of around £27,000 this year. Sir John Madejski will switch the lights on at 6pm on Sunday, December 2.

Hedgehog Hazards Some of the worst cases Wiltshire Wildlife Hospi-tal have been treating are those involving slug pel-let poisoning. They explained to the Adviser “The hedgehogs suffer terrible pain. People need to be aware that if they have hedgehogs in the garden there is no need to use slug pellets, even the ani-mal friendly ones, supposedly harmless, can effect hedgehogs in this way”.The Hospital tell us that this is a dangerous time for the offspring, as they may not gain enough weight to survive the winter months. Members of the pub-lic should be aware of the plight of the autumn juvenile. Hedgehogs already being cared for that are not up to weight, are the ones needing over-wintering and by the end of October the hedgehogs should weigh 650g to survive the winter. Advice can be misleading about weight, with 1lb (454g) sometimes being stated as suffi cient, but Wiltshire Wildlife Hospital believe this is nowhere near enough for any hedgehog to survive. Last year they over-wintered 130 hedgehogs and annually they deal with between 600 and 700 hedgehogs.Hedgehogs are now being seen regularly in Coo-pers Meadow in Marlborough. The meadow is a mixture of mown, managed and wild habitat and it is thought that leaving some of the wild patches has encouraged them to breed there. HUNGERFORD COACH PARK DISCUSSIONHungerford Town Council’s highways and transport committee’s last meeting discussed a coach park in Charnham Street. The park would be at the current bus stop opposite The Sun Inn and would involve several extra parking spaces, the mayor, Cr Martin Crane said. The meeting also heard of a proposal for a coach park at Cobbs Farm and feeling was that if Cobbs wished to develop a coach park, they could consider it.
SIR JOHN MADEJSKI TO SWITCH ON LIGHTS?Sir John Madejski will be invited by Hungerford Town Council to switch on Hungerford’s Christmas lights on Sunday, December 2.“Mr Christmas Lights” Rod. Desmeules told the last Hungerford Town Council highways and transport com-mittee meeting he was ready to press ahead with the lights programme and would need volunteers to help.The meeting was told it was planned to offset costs with sales of Christmas cards, calendars and a prize draw.Hungerford’s Christmas lughts have been the envy of many centres in recent years, largely due to Mr Des-meules’ efforts.
STATION PRECINCTS PROGRESSDELAYEDTwo over-riding factors appear to be delaying progress of Hungerford’s railway station precincts development.These factors were again aired at the last meeting of Hungerford Town Council’s highways and transport committee.Firstly, the council needs a decision from Network Rail on the station boundaries and “ransom strip” alleged to be hindering progress.Secondly the council needs assurance that the rail ser-vice will be maintained when tenders for the service are sought next March.The meeting was told there was no guarantee that rail traffi c would continue to expand if the service was re-duced to a “shuttle service” from Newbury when elec-trifi cation of the line between Paddington and Newbury was implemented.A special council committee was to meet on Wednesday to discuss the rail service. Delegates from Hungerford, Kintbury and Bedwyn were mentioned but there was no mention of Marlborough from where there is under-stood to be concern from people who use Bedwyn and Hungerford railway stations in preference to Swindon.
“MORE POSITIVE HOUSING APPROACH”Hungerford Town Council was looking to a more positive approach to housing development within the town, the mayor Cr Martin Crane told the last council highways and transport committee meet-ing. He said there were areas within the town that could contain housing and moves were under way to appoint a professional consultant. He said over-all involvement in a local development plan would be too costly for the council.

POLICE HELP WITH DOG FOULINGPolice have agreed to accompany the dog warden on patrol in Hungerford where instances of dog fouling are rife. District Councillor David Holtby told councllors before their last meeting that fouling was particularly bad in the canal area and Croft .

MARLBOROUGH FUNDRAISING EVENING TO SUPPORT LOCAL LIFE SAVERS A charity dance at Marlborough Town Hall next month will raise funds for the local life saving work of St John Ambulance. The dance on 20 October, featuring the band Cel-ebration, is being organised by volunteers from the charity’s Pewsey Division and Marlborough Com-munity First Responders - volunteers who provide emergency medical aid in the Marlborough area ahead of the arrival of an ambulance. Organiser Kev Dickens says: ‘At last year’s dance everyone had a fantastic time while knowing they were helping us to provide a service which is so of-ten the difference between life and death.’ The money raised from this year’s event will go towards equipping the local community with basic fi rst aid skills as well as supporting the Community First Responders and local St John Ambulance vol-unteers. The event will also provide an opportunity for people to fi nd out more about learning fi rst aid and volunteering. Kev says: ‘Our research shows up to 140,000* peo-ple a year die needlessly in situations where fi rst aid could have saved them. We’re determined to change that appalling statistic by getting as many people as possible to learn fi rst aid.’ The evening starts at 8.30pm.
