PARISH COUNCIL NO. 2

MEMORIES OF HUNGERFORD & THE KENNET VALLEY

Following my opening article on town councils in Hungerford let me record the most momentous

happenings since 1894.1895: Parish Council takes over street

lighting.1896-1900 Elections held every year

and well known town names appear for the first time such as Cottrell and Beard.

1900 Croft Hall built; a gift of Sir William Pearce of Chilton Lodge.

1901 Public sewage scheme with an outflow on Hungerford Common (its present site), public meeting called: 83 for 0 against,

1904 Gas Board quote for town lighting rejected on cost.1905 Gas Board revised quote passed by one vote. No lighting for 2

days before and 2 days after full moon.1906 Annual meeting challenged trustees of town and manor

to create a scheme for the best benefit of all people in the parish to include use of common and fishery. For 30, against 61.

1907 State of roads Church Street and Smitham Bridge very poor. The need for a new public burial site discussed.

1908 Resolved that proposals for a new council school for 350 children would not be big enough. The Wesleyan school in Charnham Street with 200 pupils was not included.

1909 The need for allotments expressed. County Council gave revised plans for a new school for 600 pupils. Fairview Road impassable in wet weather. Waterworks want more land for increasing water supply for expanding town. Excavations for main sewer under way.

1910 New council school opens. Censure of parish clerk concerning irregular accounts. Clerk asked to resign. New parish clerk required. 20 applicants. Salary £80 p.a. Wallace King appointed.

Each year 47,000 women are diagnosed with breast cancer. That is more than five women every hour and sadly the disease claims the lives of around 12,000 women each year. The number of women being diagnosed with breast cancer is rising but, the good news is that with your help, more women are surviving the disease than ever before.

Newbury Building Society are proud to be donating £5 to the Pink Ribbon Foundation for each open Pink Ribbon Saver Account at 15 November 2012. The account is available in our Hungerford Branch from the 24th of September 2012. Terms & Conditions apply.

For further details www.newbury.co.uk/savings or call 01635 555777.

This October sees the return of national Cancer Awareness Month which is a collaboration of national public service organizations, professional medical associations and government agencies

working together to promote breast cancer awareness, share information on the disease, and provide greater access to services. At the forefront of this campaign is the Pink Ribbon Foundation Charity Number 1080839.

The Pink Ribbon Foundation is a grant making trust with a mission to fund projects and provide financial support to UK charities which relieve the needs of people who are suffering from, or who have been affected by breast cancer or who work to advance the understanding of breast cancer, its early detection and treatment. There are a large number of such charities in the UK, each as deserving as the next. Many of the charities supported are the smaller ones, which operate on a shoestring.

The Pink Ribbon Foundation has very little infrastructure. It relies on the hard work freely given by Trustees (who don’t even claim expenses), interested parties and its Patrons. This is done in order to maximize the amount going to the charities that benefit from the funds raised.

Almost two-thirds of women diagnosed with breast cancer today now survive their disease beyond 20 years and your help contributes to this incredible progress.

Newbury Building Society are proud to be donating £5 to the Pink Ribbon Foundation for each open Pink Ribbon Saver Account at 15 November 2012. The account is available in our Hungerford Branch from the 24th of September 2012. Terms & Conditions apply. For further details visit www.newbury.co.uk/savings or call 01635 555777.

OCTOBER WILL BE NATIONAL CANCER AWARENESS MONTH

August in Hungerford has been a busy month with 41 jobs recorded at the time of this report. When I did a check for the same time last year we had 51. You would have expected us

to be busy as it is the summer holidays; however it is not the children being off school that has been the problem. We have not had any reported Anti Social Behaviour. The skate park has been busy during the holidays, rubbish being left on the floor is still a problem and I am aware of older youths smoking cannabis there. On the 24th August a male was cautioned for being in possession of cannabis in the skate park. The skate park will remain on my patrol plan, which I do visit several times a shift. If anyone wishes to pass on information about the taking of drugs or dealing please give me a call on 07970 145703. Your information will be dealt with in complete confidence.

Overnight on the 17th August a vehicle was stolen from Atherton Crescent the vehicle has since been found in Reading. If anybody has information about this ring the 101 non Emergency number or give me a call.

In the early hours of Saturday 19th August several cars were damaged in both Hungerford and Kintbury. Our suspicions are that the offenders left Kintbury and travelled the back road into Hungerford. The incidents occurred around 5:30hrs so if you know someone who was having a party that went into the early hours, saw a vehicle acting suspiciously or anything else that may help us, please contact the Police Enquiry Centre on 101 or [email protected].

Several insecure vehicles have had valuable items taken from them; this has been a problem for us in the past and will continue to be so if you leave items on view - this is easy pickings for criminals. Please remove SAT NAVS, i-pods etc as you will most likely find they are not covered by your insurance when you try to claim

We continue to have shed and garage break-ins, work tools, golf clubs and pedal cycles being the preferred choice of items stolen.

Come and Have Your say : You will find me on the steps of the Town Hall on Friday 21st September at 11:00am until Midday and then again on Wednesday the 26th September at Tesco’s 18.00 till 19.00. -PC Deborah Randall 26/8/12.

So it’s the last of the Summer holidays – beat the rush and book your chimney sweep. It’s a great time for your sweep to complete any roof based work – the

weather later in the year means it’s not much fun to be on the roof then.

We encourage you to take care – a sweep who practices year round will have the skill and ability to sweep chimneys – someone just doing it for a few months of the year as a hobby may not.

Using a committed, trained professional may just help reduce your risk of a chimney fi re and carbon monoxide poisoning. -Peter Harris, Wilkins Chimney Sweep. See advert on Page 9.

Sir:The new footbridge has improved pedestrian safety in

Hungerford enormously. However, it is very hard to reach from the other side of the High Street if you are coming into town from the north. The Town Council agree to the proposal of a pedestrian crossing, but we need to put some pressure on West Berks Council. A petition calling for a footbridge is available to sign at The Town Clerk’s office at the library or online at http://snipr.com/24n121i. If we keep the pressure up West Berks will have to raise the priority of this important road safety project.

Yours etc...Humphrey Barber - by email

CHAMBER TO HELP WITH CARNIVALHungerford chamber of Commerce is expected to take over running Hungerford’s annual carnival.Hungerford Round Tble told a recent chamber meeting that Round Table no longer had the man-power or resources to organise and run the carni-val.Chamber chairman Nigel Perrin told the meeting that Neale Marney had agreed to chair a carnival committee comprising members of Round Table and the chamber.Concern has been expressed that the carnival dates may clash with the Marlborough Jazz Festival which drws many people from Hungerford.

PRESSURE FOR CROSSINGHungerford Town Council’s highways and transport committee will recommend that the council still press for a pedestrian crossing in Bridge Street near the war memorial.A recent traffi c and pedestrian survey found there was no basis for a crossing.

3/8/12Call for new artists Open Studios is calling for committed artists who are passionate about their work to apply for inclu-sion in the scheme in West Berkshire and North Hampshire for May 2013. When the Hon. Ed Vaizey, Minister for Cul-ture, Communication and the Creative Industries opened INSIGHT, the fl agship exhibition of Open Studios in May of this year he commented on the high standard of the exhibits and the dedication of the artists. Over 1,000 people visited the show and many went on to meet artists in their studios. All the artists featured in a glossy illustrated Di-rectory of Artists, 10,000 of which were distrib-uted widely.Throughout the year there are exhibitions and ac-tivities the latest being Olympic Spirit a collabora-tive mixed media panel by 75 artists hanging in the Corn Exchange Newbury to celebrate the Cultural Olympiad. Open Studios includes artists from West Berk-shire, North Hampshire, Reading and the borders of Oxfordshire and Wiltshire. Practicing artists who pursue work in traditional or contemporary art forms are invited to register their interest at www.open-studios.org.uk using the button ‘For Artists’. Submissions are required by 31st August and selection takes place early September in readi-ness for the Open Studios 2013 Launch event in October which will mark the start of the scheme’s 25th year.

CEMETERY BOOKINGS DISCUSSIONHungerford Town Council’s recreation, amenities an war memorials committee will seek full discussion on bookings for plots in St Saviour’s cemetery.

25th April 2012: Mr William Shand M.D –“A Man that looks on Glass” Hungerford Historical Association was given an ex-cellent talk on the history of stained glass by William Shand, a retired Consultant Surgeon from St Barts Hos-pital, took the title of his talk from a George Herbert poem “The Elixir”. Mr Shand suggested that the only way to view stained glass properly is by looking through binoculars so that all the details of the windows can be appreciated. In addition to the magnifi cent windows in Canterbury and York Cathedrals he highlighted several churches that should be visited:- Fairford, Gloucestershire which is the only church in England with it’s original glass; All Saints Church, Tudeley, Kent which is the only church in the world to have all it’s twelve windows by Marc Chagall; The Chapel of St Anthony at Oundle School, built as a memorial to the fallen of WW1 with the win-dows designed by John Piper and made by Patrick Reyntiens; St Andrew’s Church in Kimbolton, Cam-bridgeshire which has the only window in England de-signed by Tiffany.
