Contract Increases Approved Pursuant to Treasury Board Directive 02/2005

Contract: Calgary Remand Centre (CRC) - Divide Living Units Contractor: Everest Construction Management Ltd. Reason for Increase: The contract increase during 2019/20 Quarter 1 is attributable to the additional work requested by the client to meet their Occupational, Health and Safety requirements. The additional work included the installation of additional CCTV cameras to minimize blind spots, new digital clocks, updates to paging system, and other minor changes. Contract Amount: $4,529,983.00 % Increase: 16% Amount of Increase: $732,776.22

Contract: Canmore - Provincial Court - Courthouse Renewal Contractor: BAJA Construction Canada Inc. Reason for Increase: The contract increase during 2019/20 Quarter 1 is attributable to Site Security during construction work, additional work for the construction of the Sallyport, and other minor changes (revise some door hardware and the relocation of the Witness stand). Contract Amount: $1,364,000.00 % Increase: 18% Amount of Increase: $248,534.41

Contract: Edmonton - Bonaventure Gate - Provincial Marking Centre Relocation Contractor: RPC Group Inc. Reason for Increase: Additional change orders up to $5,282 are anticipated for additional security and client requirements not identified in the initial design. Contract Amount: $2,096,000.00 % Increase: 10% Amount of Increase: $212,341.44

Contract: Peace River - Provincial Building - Building Restack Contractor: Fillmore Construction Management Inc. Reason for Increase: Additional work to revise sprinkler systems on second and third floors, mechanical and electrical modifications to meet code requirements and installation of acoustic panels for increased privacy. Contract Amount: $3,209,000.00 % Increase: 13.8% Amount of Increase: $443,072.07

Contract: Red Deer Courthouse - Phase 2 (Part B) Facility Upgrades Contractor: IMC Construction Reason for Increase: Renovations in existing and operational courthouse with several existing conditions unknown at time of tender resulted in previous reported changes 1-42. The single increase in 2019/20 Quarter 1 was a result of exceeding the $15,000 cash allowance for signage. The quote came in $62.02 higher than the cash allowance, and thus change order 43 was needed to cover the balance.

Contract Amount: $4,986,000.00 % Increase: 27% Amount of Increase: $1,352,324.07

Metis Settlements General Council

2019-20 Financial Allocation Policy

Policy GC-P1907

1.1 Purpose

The purpose of this Policy is to specify certain monies in Consolidated Fund Part II for the purposes of allocation to the Metis Settlements General Council for the 2019-20 Financial Year.

1.2 Definitions

In this Policy, (a) “Financial Year” means financial year as that term is used in section 139 of

the Metis Settlements Act (“MSA”); (b) “Consolidated Fund Part II” means the Metis Settlements Consolidated

Fund established by s. 134 of the MSA.

And all other terms defined in the MSA or its Schedules have the same meaning when used in this Policy.

1.3 Monies Available for Allocation

This Policy specifies that the following funds are available:

Revenue Source 2019-20 Consolidated Fund Part II (CFP II) – Future Fund $ 5,000,000.00

1. A parcel of land offered for sale may be redeemed by payment of all arrears, penalties and costs by guaranteed funds at any time until the property is declared sold.

2. Each parcel of land offered for sale will be subject to a reserve bid and to the reservations and conditions contained in the existing certificate of title.

3. The lands are being offered for sale on an “as is, where is” basis, and the municipality makes no representation and gives no warranty whatsoever as to the state of the parcel nor its suitability for any intended use by the successful bidder.

4. The auctioneer, councillors, the chief administrative officer and the designated officers and employees of the municipality must not bid or buy any parcel of land offered for sale, unless directed by the municipality to do so on behalf of the municipality.

5. The purchaser of the property will be responsible for property taxes for the current year.

6. The purchaser will be required to execute a sale agreement in form and substance provided by the municipality.

7. The successful purchaser must, at the time of sale, make payment in cash, certified cheque or bank draft payable to the municipality as follows:

a. The full purchase price if it is $10,000 or less; OR b. If the purchase price is greater than $10,000, the purchaser must

provide a non-refundable deposit in the amount of $10,000 and the balance of the purchase price must be paid within 20 days of the sale.

8. GST will be collected on all properties subject to GST.

9. The risk of the property lies with the purchaser immediately following the auction.

10. The purchaser is responsible for obtaining vacant possession.

11. The purchaser will be responsible for registration of the transfer including registration fees.

12. If no offer is received on a property or if the reserve bid is not met, the property cannot be sold at the public auction.

13. The municipality may, after the public auction, become the owner of any parcel of land that is not sold at the public auction.
