This research discussed the Speech Act President Donald Trump in
White House, USA, which aimed to find out the kinds of communication
functions in the illocutionary act and to identify the effects contained in the
speech. This research focused on John Searle’s theory about pragmatic,
especially in the speech act. The data were analyzed using the descriptive
qualitative method by applying note-taking as the instrument to find out the
valid data. This research was conducted to find out the kinds of communication
functions in the illocutionary act and perlocutionary act. The finding showed
that the kinds of communication functions in the illocutionary act and
perlocutionary act, there were 7 or 36.84% assertives (stating),3 or 15.78 %
directives ( requesting and recommending), 3 or 15.78 % expressives
(thanking), and 6 or 31.57 % commisives (promising and offering), and
declarations 0% (declaration not found in this research). Then in the
perlocutionary act, it is also found 3 sector effect and responses from the
audience, among the sectors: in terms of agenda oil production market and the
development of new treatment for healing to patient corona and subsidy. It is
concluded that assertive of stating and commisive of promising were usually
used by President Donald Trump. Meanwhile, in the perlocutionary act in his
speech, effective and got responses from the audience after listening to the
speech of President Donald Trump in the White House, USA.

CHAPTER I
INTRODUCTION
A. Background of the Study
Language holds an important role in human communication. It is used to
communicate with others in their daily life. As human beings, people always need
to relate to other human beings. It takes significant elements because they can
provide what they want to say and they can show what they are expressed. They
also use to express their feeling, idea, and thought through convey the language
with others. Language plays a necessary part in the lives all of us and is our most
characteristic of human possession. Based on Ronald Wardhaugh (1972:3),
language is a system of vocal symbols used for human communication.
Communication is very essential in our life because humans can make
communication to form a relationship with a person and other groups, and people
can learn many things through these communications. Language is something
occurring from the inside of the speaking subject manifest in the meaningful
intentional purpose of the individual speaker. Human communication can likewise
send information that consists of the message itself that is helpful for others.
There are some ways to convey information such as newspapers, televisions,
magazines, news, etc. People will deliver their information through speech. It
indicates that to build a relationship with others it is not just face to face, but there
are some media that can help someone to convey the message to people.

Speech is the ability to speak in front of the public to express their
opinion or give an idea about something important. When expressing our speech
does not only provide information but also at the same, time to take action. Action
inherent when we are revealing something that is called a speech act. The
audience can evaluate the message of someone’s speech whether it is just a
message of information or the speaker needs audience's action.
The speech act is a type of verbal communication. The words speech acts
are derived from two words they are; speech and act. Speech is the utterance that
occurs and act means action. The advantage of speech act for human
communication is it take apart the language dimension of communication. People
need to have the knowledge to use the language they obtained to communicate.
The relevant use of the speech act acquired through the experiences inside the
culture is really important in the embodiment of the special relationship. Austin
isolates three basic senses in which saying something equals doing something.
These sum to three kinds of acts that are simultaneously performed in Austin 1962
in Kaburise’s book (2011:70).These three kinds of speech acts that row can be
described as follows:
1. Locutionary act
2. Illocutionary act
3. Perlocutionary act

According to Searle in Rahardi (2005:35-36): classifies the illocutionary
speech acts in five kinds of utterances each have a communicative function. The
fifth forms of speech that showed the from functions that can be summarized as
follows: (1) Assertives, (2) Directives (3) Expressives (4) Commissives (5)
Declarations.
The students of the English Education Department should be able to
understand the speech act used and how to practice it when they make
conversation with others. If they conversed without practicing the speech act,
there would be a misunderstanding between the speaker and the hearer. Applied
the speech act was very crucial particularly in communication because it was an
act of communication, a speech act progress if the audience identifies by the
speaker's purpose, and the emotion being expressed. Usually, speech acts could be
found in a conversation. The conversation in someone's speech could be an
extraordinary example of speech acts because it represented the complicated case
of speech of specific people did by saying something. One important that mostly
occurred in someone's speech was the message of information of someone
speaking. The researcher could define the message of the information.
This research was chosen to be analyzed speech act theory presented by
Searle in Rahardi (2005:35-36). Based on the explanation above in this research,
the researcher would analyze the kinds of communication function in illocutionary
act and the effect of the perlocutionary act in the speech done by President Donald
Trump in his speech about “Coronavirus Task Force Briefing”.

The reason took President Donald Trump as an object of the research
because he is famous and his information is very important nowadays, he
discussed information relate to the coronavirus. Coronavirus is the viral virus that
everyone curious to know the country developments and policies taken in dealing
with this virus.
B. Identification Problem
Based on the background above, the researcher formulated research
questions, they were:
1. The kinds of the illocutionary act in President Donald Trump’s speech about
“Coronavirus Task Force Briefing”,
2. The effect of perlocutionary act in President Donald Trump’s speech about
“Coronavirus Task Force Briefing”.
C. Scope and Limitation
The scope of this study was the speech act and the limitation of this study was
analyzing the kinds of illocutionary act and perlocutionary act used by President
Donald Trump in his speech. To avoid a broader discussion and made this
research manageable, this research was only limited to the analysis of President
Donald Trump's speech about Corona Task Force Briefing.

E. Objective of the Research
Based on the research questions above, the objectives of the research
were:

2. To describe the used each kinds of illocutionary act by Searle’s theory in
President Donald Trump’s Speech about Coronavirus Task Force Briefing
3. To investigate perlocutionary act as the effect contained in

F. Significances of the Research
1. Theoretical
This research contributes both theoretical and practical in the
development of analysis studies, especially on how to analyze illocutionary and
perlocutionary acts in President Donald Trump’s speech about the Coronavirus
Task Force Briefing.

2. Practically
a. Can be applied in some of major of study especially for people who want
to improve their speaking skill.
b. By using speech acts, someone’s speech would be more interesting to
hear and other people would more understanding the meaning of the
speaker said.
c. To make someone able to coordinate with expressions and movements
that were easier during speaking then they must speech act.

CHAPTER II
REVIEW OF LITERATURE
A. Theoritical Framework
1. Definition of Pragmatic
Pragmatics is the study of how language is used in communication.
Therefore, in pragmatics, we study about speaker’s meaning that is how meaning
is communicated based on its context. Pragmatics is concerned with the study of
meanings as communicated by a speaker (or researcher) and interpreted by a
listener (or reader). It means that more to do with the analysis of what people
mean by their utterances whether the words or phrases it those utterances might
mean by themselves.
Pragmatics is the study of speaker meaning stated by Yule (1996).
Pragmatic encompasses speech act theory, conversational implicature, talk in
interaction, and other approaches to language behavior in philosophy. Pragmatics
has something to do with the fact that users use language in context and that
language is restricted to culture. He also added that culture and context play roles
in communication. It is because without contexts, a hearer does not understand
what a speaker intends to say by his or her words. Pragmatics is viewed as the
study of language use in particular communicative contexts or situations of
necessity; it would take knowledge of the message being communicated or the

speech act being performed; the participants involved; their intention, knowledge
of the world and the impact of these on their interaction.
Every word but also the way they perform the utterance. Pragmatics is a
branch of linguistics that is a study about how context contributes to the meaning.
Pragmatics consists of speech act, deixis, conversational implicature, cooperative
principles, and politeness principles. Pragmatics itself explains how using
language in context, and the way people produce and understanding the meanings
through language. In other words, pragmatics tells about people's intended
meanings, their assumptions, their purposes or goals, and the kinds of actions.
Poultridge (2006:53), pragmatics is the study of meaning in relation to
the context in which a person is speaking or writing. This includes social,
situational, and textual context. It also includes background knowledge context;
that is, what people know about each other and about the world. Pragmatics
assumes that when people communicate with each other, they normally follow
some kind of cooperative principle; that is, they have a shared understanding of
how they should cooperate in their communications. The pragmatic component
was later extended to include several heterogeneous phenomena that exhibit a
direct effect of speech act use on the form and interpretation of sentences.
2. Speech Act Theory
Mc Crthy (1991) stated that the Speech act deals with the utterance to
perform a speech act. Based on Grundy (2008), he stated that there are three
categories or dimensions of speech acts. Therefore, when people say something,

they can involve in the three dimensions that are locutionary acts, illocutionary
acts, and perlocutionary acts. The speech act theory is a reputable pragmatic
concept that has inspired research since its first appearance in 1962 until now. The
historical tracers of this theory state that it has first engendered by Wittgenstein,
the German philosopher, but has given some linguistic tint by Austin and Searle,
later on.

Although there are subtle differences in perception in the various
categories, what all the outlines have attempted to do was to come up with ways
of describing uses of language or constructing some kind of conceptual
framework to interpret the various ways that language functions in people’s lives.
This was the same task that Austin (1962) and Searle (1969) engaged in when
Austin wrote his book How to Do Things with Words, mentioned earlier, which
Searle (1969) expanded in his book, Speech Acts.
2.1 Speech Act Theory by Austin
Speech act in the philosophy of language and linguistic is something
expressed by an individual that not only presents information but performs an
action well. From the history of the positivist philosophy of language, the

language was viewed primarily as a way of making a factual assertion. The work
of J.L.Austin, particularly His How to Do Things with Words, led philosophers to
pay more attention to the non-declarative uses of language. The terminology he
introduced, especially the notions “locutionary act”, “illocutionary act”, and
“perlocutionary act” occupied an important role in what was then to become the
“study of a speech act”. All of these three acts, but especially the “illocutionary
act” are nowadays commonly classified as “speech act”.
Austin (1962) realizes that viewing sentences as an act, is a novel way, as
sentences have always been seen as describing world facts. More clarity,
therefore, was needed in what ways a sentence or discourse might be said to be
performing actions. Austin isolates three basic senses in which saying something
equals doing something. This amount to three kinds of acts that are
simultaneously performed Austin 1962 in Kaburise’s book (2011:70).
1) Locutionary act: a complex act comprising several types of actions:
phonological, syntactic and semantic, hence it is the uttering of a sentence with
determinate sense and reference (the actual words uttered).
2) Illocutionary act: what is usually meant when we make an utterance is that

act, for example, the making of a statement, an offer, or a promise, by virtue of the
conventional force associated with it.
3) Perlocutionary act: the bringing about of effects on the audience by means
of uttering the sentence, such effect being special to the circumstance of utterance
(the effect of the illocution on the hearer).

Besides, Austin also classifies an illocutionary force into the following
types: Austin’s classification is best seen as an attempt to give a general picture of
illocutionary acts: what types of illocutionary act one can generally perform in
uttering a sentence. Austin in Kaburise’s book (2011:73-74) distinguishes five
general functions of language: (Verdictive), exert influence or exercise power
(Exercitive), assume obligation or declare intention (Commissive), adopt the
attitude, or express feeling (Behabitive), and clarify reasons, argument, or
communication (Expositive).
1) Verdictive are typified by the giving of verdicts, as the name implies, by a jury,
arbitrator or umpire. But they do not have to be final as they may be an estimate,
reckoning, or appraisal.
2) Exercitives are the exercising of powers, rights or influences. Examples are
appointing, voting, ordering,advising, and so on.
3) Commissives are typified by promising or giving an undertaking; they commit
one to do a certain action, but also include declarations, intention, and so on.
4) Behabitives are miscellaneous groups that have to do with attitudes and social
behaviors. Examples are apologizing, congratulating, commending, cursing, and
so on.
5) Expositives make clear how one’s utterances fit into a general argument or
discussion. They include phrases like, ‘I reply’, ‘I assume’, and ‘I postulate’.

2.2 Speech Act Theory by Kreidler
Speech acts differ in their purposes, whether they deal with real or
potential facts, prospective or retrospective, in the role of speaker or addressee in
these facts, and of course infelicity conditions. According to Kreidler, there are
seven kinds of speech act in Kreidler’s book (1998:183).
1) Assertive utterances. In the assertive function speakers and researchers use
language to tell what they know or believe; assertive language is concerned with
facts. The purpose is to inform.
For example
I voted for Aaronson in the last election.
Most plastics are made from soy beans.
Cape Ann Lighthouse is amile from the beach.
This is language concerned with knowledge, with cognition. It deals with
data, what exists or existed, what is happening or has happened— or not. So
assertive utterances are either true or false, and generally, they can be verified or
falsified—not necessarily at the time of the utterance or by those who hear them,
but in a general sense, they are subject to empirical investigation. The above
sentences are indirect assertives. Direct assertive utterances start with I or we and
an assertive verb.
2) The performative utterance is speech acts that bring about the state of affairs
they name are called performative: bids, blessings, firings, baptisms, arrests,
marrying, declaring a mistrial. Performative utterances are valid if spoken by

someone right to make them is accepted and in circumstances that are accepted as
appropriate. The verbs include bet, declare, baptize, name, nominate, pronounce.
For example:
I bid three no-trump.
We accept your offer.
I declare this meeting adjourned.
3) Verdictive utterances are speech acts in which the speaker makes an assessment
or judgment about the acts of another, usually the addressee. These include
ranking, assessing, appraising, condoning. Verdictive verbs include accuse,
charge, excuse, thank in the explicit frame I ____ you of/for _____-ing.
For example :
I accuse you of putting on airs.
I congratulate you for performing so well.
4) Expressive utterance springs from the previous actions—or failure to act—of
the speaker, or perhaps the present result of those actions or failures. Expressive
utterances are thus retrospective and speaker-involved.
For example :
I acknowledge that I didn’t do what I should have done.
We admit that we were mistaken.
I apologize for having disturbed you
5) Directive utterances are those in which the speaker tries to get the addressee to
perform some act or refrain from performing an act. Thus a directive utterance has
the pronoun you as an actor, whether that word is present in the utterance or not.

6) Comissive utterance is speech acts that commit a speaker to a course of action.
Commissive verbs are illustrated by agreeing, ask, offer, refuse, swear, all with
the following infinitive.
For example :
I promise to be on time.
We volunteer to put up the decorations for the dance.
7) Phatic utterances is to establish rapport between members of the same society.
For example :
“How’re you doing?”
“I’m glad to meet you”
“So nice to see you again”
2.3 Speech Act Theory by Searle
Searle is Austin’s student, was unimpressed with the proposed
classification on some points, among which were critical of Austin for operating
with overlapping criteria (for example, the speech act of ‘describing’ belongs at
the same time to the category of ‘verdictives’ and in that of ‘expositives’) and for
having incompatible elements within the categories. Searle (1969) stated objects
to the inclusion of elements in Austin’s categories that do not satisfy the

definitions of the category. Searle (1975: 28) also had misgivings about Austin’s
practice of making speech acts dependent on verbs claiming that ‘differences in
illocutionary verbs are a good guide but by no means a sure guide to differences in
illocutionary acts’.
According to Searle (1969:17-18), the speech act or acts in the utterances
of a sentence are in general a function of the meaning of the sentence. The
meaning of a sentence does not in all cases uniquely determine what speech act is
performed in a given utterance of that sentence, for a speaker may mean more
than what he says, but it is always in principle possible for him to say exactly
what he means.
Searle in Rahardi (2005:35-36), classifies the communication function in
the illocutionary act divided into five kinds. The fifth forms of speech that show
the functions that can be summarized as follows:
1) Assertives, the form said that binds speakers at the truth of a proposition
disclosed. Such as: Stating is something that someone says or writes
officially, or an action done to express an opinion, for example: “it aims to
develop students skill in the art”. Suggesting is to mention an idea, possible
plan, or action for other people to consider, for example: “Why don‟t you sit
down and relax for a while? It must be 15 tiring days for you”. Boasting is to
speak too proudly or happily about what you have done or what you own, for
example: “And I don't know if I'm going to be boasting now, but in 2006
alone, we won three international awards”. Complaining is to say that
something is wrong or not satisfactory, for example: “Tom is complaining to

the manager”. Claiming is to say that something is true or is a fact, although
you cannot prove it and other people might not believe it, for example: “They
claim that they are battling a dastardly conspiracy”.
2) Directives, namely the form of speech intended speakers to create the effect
that the hearer takes action. Ordering is a request to make, supply, or deliver
food or goods, for example: “I order you to report to the commanding
officer”. Commanding is having the authority to give orders, for example,
“Be sure you have already shopped around for the best price before you make
your purchase”. Requesting is the act of politely or officially asking for
something, for example: “Please lend me your book”. Advising is to give
someone advice, for example: “Meanwhile he had been appointed physician
advising on the establishment of a silk factory”. Recommending is to suggest

purpose, or to suggest that a particular action should be done, for
example:“We recommend that all application letters be submitted before

3) Expressives, a form of speech that serves to express or show the
psychological attitudes of speakers towards a situation. Such as Thanking is
to express to someone that you are pleased about or are grateful for something
that they have done, for example: “After thanking his benefactor and
dropping off his bike for repairs, he stopped for a quick bite to eat”.
Congratulating is to praise someone and say that you approve of or are
pleased about a special or unusual achievement, for example:

“Congratulations on the birth of your lovely baby son”. Pardoning is to
forgive someone for something that have said or done. This word is often
used in polite expressions, for example: “Pardon sir, Could you explain
again?” Blaming is to say or think that someone or something did something
wrong or is responsible for something bad happening, for example: “I think
you are to blame”. Praising is to express admiration or approval of the
achievements or characteristics of a person or thing, for example, “Your dress
is beautiful”. Condoling is to express sympathy with a person who is
suffering sorrow, misfortune, or grief, for example: “I was heartbroken by this
sad news”.
4) Commissives, namely, the nature of speech serves to express promise or
offer. Such Promising is something that is promising shows signs that it is
going to be successful or enjoyable, for example: “I'm not promising any
miracles. We got a lot to do to prepare the world for Hazel”. Vowing is to
make a determined decision or promise to do something, for example, “Tom
vowed to do everything within his power to protect the local wildlife”.
Offering is something that you give or offer to someone, for example: “To be
fair, his father hadn't made things any better by offering money to Alex and
not his sister”.
5) Declaration is the form of speech utterances linking content with the fact.
The classification of declaration are followed. Resigning is to give up a job
or position by telling your employer that you are leaving, for example: “I
would be grateful if you confirm the acceptance of my resignation”.

Dismissing is to decide that something or someone is not important and not
worth considering, for example: “We'll dismiss class early today”.
Christening is a Christian ceremony at which a baby is given a name and
made a member of the Christian Church, for example: “Six weeks after her
christening the princess was vaccinated, this being the first occasion on
which”. Naming is the activity of saying publicly that a person, company, etc.
has behaved in a bad or illegal way, for example: “He readily backed the
naming of underperforming schools”. Appointing is to choose someone
officially for a job or responsibility, for example: “They appointed Mr. White
as manager”. Excommunicating is when the Christian Church, especially the
Roman Catholic Church, excommunicates someone; it refuses to give that
person communion and does not allow them to be involved in the Church, for
example: “He was excommunicated”. Sentencing is a group of words,
usually containing a verb that expresses a thought in the form of a statement,
question, instruction, or exclamation and starts with a capital letter when
written, for example: “I sentence you to ten years in prison”.
Searle in Kaburise’s book (2011:80), also classifyy Speech act categories
as follow. Representatives: this is assertions that represent the state of affairs, or
as Mey in Kaburise (2011) claims that they present reality. Speakers‟ purpose in
performing representatives is to commit them to the belief that the propositional
content of the utterance is true. In an attempt to describe the world the speaker
says how something is, or tries to make „the words match the world‟ to use
Searle‟s expression (1969: 3). They seen, for example, in assertions, statements,

claims and suggestions, they can be either true or false. They seen, for example, in

The simple present tense is used more often than present perfect tense.

If it is a fine day tomorrow, we will go to the beach.
Would you like to come to the film with me?
I will pass that examination, if it is the last thing I do.
Directives: These speech acts are intended to get the listener to act. These
include commands, requests, invitations, dares, challenges, and so on, as in:
For examples:
Please join us for dinner on Friday.
Do not barge into my room.
May I borrow your trailer to transport the tiles I bought from CTM?
I dare you to go into the field where the bull is.

Expressives: These are Speech acts, which indicate the speaker‟s
psychological state of mind or attitude to some prior action or state of affairs.
They are seen in greetings, apologies, congratulations, condolences, and
expressions of giving thanks. The following sentences are some examples:
Wow! That was a brilliant speech.
Oh dear, I am sorry about the incident.
I am so glad to meet you. John has talked a lot about you.
I really appreciate the offer you made, thanks.
Declaratives or Performatives: These utterances are those which bring
about the state of affairs that they name. They take the form of blessings,
christenings, weddings, firing, and so on. Declaratives are typically broadcast
within society within a social group and rely on their success on a speaker being
sanctioned by the community, institution, committee, or even a single person in
the group to perform such acts under stipulated specialized conditions. Provide the
stipulated conditions are met the act is deemed to have been successful.

3. President Donald Trump’s Speech
President Donald Trump intervened in giving speeches about the
coronavirus which has become a pandemic for many countries. The coronavirus
certainly weakens the country's economy which is feared that in the future it will
have a devastating effect on people's lives, therefore President Donald Trump
discusses the policies to be carried out in the industrial sector to maintain the
country's economy.
In his speech this time, he said over the weekend they would even be
possible to discuss with a few airlines or all airlines. He thought it would be a
very acceptable package. A very large packages and packages that are very
acceptable and will be good for their country. The airline is good for many people.
He spoke to President Russia, Vladimir Putin; the king of Russia Saudi Arabia,
King Salman. They have a big talk about oil production and OPEC and make it so
that their industry does it better and the oil industry is better than doing this now
the numbers are so low that there will be Layoffs all over the world of course
layoffs in their country don't want that to happen they build extraordinary energy
business in the United States of America.
B. Relevance of Study
Some previous researcher inspires this research. ZulfaTutuarima, dkk
(2018), conducted the first research. The title of this study is An Analysis of
Speech Act Used in London Has Fallen Movie. The study aimed to find out the
kinds of speech acts used in London Has Fallen Movie and to find out the way of

speech act and the classifications of the illocutionary act used in London Has
Fallen Movie. The researcher uses the theory Searle (1975) argued that the speech
act defined as an action changing the universe of discourse when a speaker utters
it, and a recipient grasps. Searle divides five categories for Illocutionary Act that
is Assertive (Representative), directive, expressive, commisive, declaration. The
researcher finds there are 76 utterances of speech act used in London Has Fallen
Movie, which is the most dominant, is the illocutionary act consist of 37
utterances. There are 99 utterances of the classifications of the illocutionary act,
and the most dominant categories are directive with 32 utterances and expressive
with 23 utterances.
Try Fahmi Umar (2016) conducted the second research. The title of this
study is The Analysis of Speech Act of President Joko Widodo at APEC Forum.
This study aimed to find the kinds of communication functions in the illocutionary
act and perlocutionary act and to identify the effect contained in the speech. The
researcher use theory Searle in Rahardi (2005:35-36), classifies the
communication function in the illocutionary act divided into five kinds. They are
assertive, directive, expressive, commisive, declaration. The data were analyzed
using descriptive qualitative research by using the note-taking method. The
researcher found the result of communication function in the illocutionary act and
perlocutionary act. There were 9 assertive (stating), 0 directive, 2 expressive
(thanking), and commisive (offering and promise), and 0 declaration (declaration
not found in the research). Meanwhile in the perlocutionary act in the speech is

affected got responses from the audience after listening to the speech of President
JokoWidodo in APEC, Beijing.
Based on the previous findings above, this research had similarities and
differences. The similarities were all of the researches, including this research,
study about speech act. The difference between the previous findings with this
research was the focus analysis and object of research. In the first previous
finding, Zulfa focused to find out the kinds of speech act used in London Has
Fallen Movie and to find out the way of speech act and the classifications of
illocutionary act used in London Has Fallen Movie. And the second previous
finding Try Fahmi focused on analyzing the kinds of communication function in
the illocutionary act and perlocutionary act, and to identify the effect of contained
in the speech of President JokoWidodo in APEC, Beijing. While this research
focused on analyzing the kinds of communication function in the illocutionary act,
the object of this research was President Donald Trump’s Speech about Corona
Task Force Briefing.
C. Conceptual of Framework
Speech acts are the study of the intended meaning of the utterances spoken
and written. The importance of understanding the various aspects of speech acts is
necessary so that communication can well establish. The existence of
understanding between the speaker and the listener is a very important thing that
will indicate that the communication is running smoothly. Moreover, the most
significant things in a speech act are the message of the speaker's intention, so the

hearer understands a message from the speaker. It is a kind of verbal
communication. In the use of language, there are at least three kinds of speech
acts. These three kinds of speech acts are Locutionary act, Illocutionary acts, and
perlocutionary acts. This study is intended to find out the communication
function in illocutionary used by President Donald Trump in his speech about
“Coronavirus Task Force Briefing”
Illocutionary act is an act performed in saying something, making a
statement or promise, thanking, asking a question, etc. Alternatively, an
illocutionary act is performed via the communicative force of an utterance such as
making a statement, offer, explanation, or for some other communicative purpose.
Based on Searle's theory, there are classifies the communication function in the
illocutionary act divided into five kinds. They are assertives, directives,
expressives, commisives, and declaration. There is a specific function part of the
five classifications in the illocutionary act. In the assertive such as (stating,
suggesting, boasting, complaining, and claiming), in the directive such as
(ordering, commanding, advising, and recommending), in the expressive such as
(thanking, congratulating, pardoning, blaming), in the comissive such as
(promising, vowing, and offering), in the declaration such as (resigning,
dismissing, christening, naming, appointing, excommunicating, sentencing).
The aims of the study comprise the following: a) finding out the
communication in illocutionary on the speech, b) specify every functioning part in
each classification in the communication function in the illocutionary act.

CHAPTER III
METHODOLOGY OF RESEARCH
A. Method of The Research
This research used a descriptive qualitative research method. The
qualitative approach to research was focused with the subjective assessment of
attitudes, opinions, and behavior. Research in such a situation was a function of
the researcher’s insights and impressions. Such an approach to research that
generates results either in non-quantitative form or in the form that was not
subjected to rigorous quantitative analysis.
Qualitative research was a research that procedures descriptive data in
the form of the written word or oral from a subject and its behavior could be
observed, there for the goal, the research was an individual understanding and its
background completely. This research focused to find kinds of illocutionary act
that contained in President Donald Trump’s speech and used qualitative research
by Searle theory.
B. Data Sources
The data sources of the research used the transcript of the speech by President
Donald Trump at the News Now Live submitted on 09 April 2020, in White House,
United State America (USA) as the primary data and the used the article to find the

effect of contained in President’s speech as the secondary data. This video was
downloaded from youtube on Friday, April 10- 2020 .The video length from
President Donald Trump was 22.16 minutes.
C. Instrument of The Research
This research used note-taking as an instrument of research. According to
Nguyen (2006), Note-taking recognized as a critical activity enhances learning in
a learning context. Notes are essential for recalling what has been heard or seen
and can promote reflection afterward.
D.Procedure of Collecting Data
The steps in collecting data are:
(1) Browsing videos selected from Youtube,
(2) Transcribing of word,
(3) Printing the data,
(4) Watching the video and read the script of the speech by the President
Donald Trump’s speech about corona task force briefing,
(5) Writing a note to identify the kinds of communication function in
illocutionary and perlocutionary act, which used by President Donald
Trump in his speech about Corona Task Force Briefing.
(6) Classifying data choose which included in kinds of communication function
illocutionary and perlocutionary act in Donald Trump’s Speech.
(7) Analyzing the speech used speech act theory

E. Technique of Analyzing Data
The data were analyzed by using the speech act theory from Searle. It
could use to identify the kinds of illocutionary acts produced by President Donald
Trump’s Speech about the coronavirus task force briefing and to identify the
effects contained in the speech. According to Miles and Huberman (1994:10), the
analysis could be defined as consisting of three current flows of activity that was
data reduction, data display, and conclusion drawing or verification. This research
used Miles and Huberman’s theory in analyzing the data, so there were three steps
to do, they were: were:
1. Data Reduction
Data reduction became the first step to do in analyzing the data in this
research. Data reduction refers to the process of selecting, focusing, simplifying,
abstracting, and transforming the data in written up field notes or transcripts. In
this step, the data was in the form of video and transcription of Presidents Donald
Trump’s speech about “Corona Task Force Briefing”. Based on Miles’ theory, the
first step of analyzing the data was done by watching the video, listening
carefully, and checking the data by reading the transcription to see the context.
Next, selecting the sentences or utterances of President Donald Trump, this
contained the speech act to be analyzed. After that, categorizing the data based on
the illocutionary and perlocutionary act. Took some notes related to the theory and
found in the transcription of Presidents Donald Trump’s speech about “Corona
Task Force Briefing” and also made summaries to make it easy in analyzing the
data and continuing the next steps.

2. Data Display
The second step data display. In this step, the researcher showed or
displays the data that was contained the illocutionary and perlocutionary act, not
only as generally but specifically and clearly. This research showed which
sentences or utterances contains speech act, what categories of the speech act in
those sentence, it was the illocutionary and perlocutionary act and then extract the
meaning of the of illocutionary and perlocutionary in Presidents Donald Trump’s
speech about “Corona Task Force Briefing” in 2020
3. Conclusion Drawing
After finished doing data reduction and data display, the last step was
concluding. This step concludes the result of the research based on the research
problems and speech act theory that were used.

RESEARCH FINDING
A. The Description of Data
The data were collected and selected from the video of Donald Trump’s
Speech in the white house. The video duration was 22 minutes and it was about
Coronavirus Task Force Briefing. The data of this study were types of speech act
elements included locutionary, illocutionary, and perlocutionary, but it just
focused to analyze the illocutionary and perlocutionary acts. The illocutionary
included assertives, directives, expressives, commissives, and declaration.

The communication function in illocutionary were devided into five
kinds, they were:

2. Perlocutionary Act
The speech delivered by President Donald Trump not only declared the

pandemic outbreak in December last year in China. On May 18, American
biotechnology company Modern Inc announced that preliminary results from a
phase 1 trial of their mRNA-based COVID-19 vaccine looked promising.
c. Subsiding
It could be seen in minutes (07.56) and the effect of the speech, the
researcher found the article of Republika.co.id, Printed on 10 April 2020, it
explained that USA declared that the central bank of United States (US) or the

C. Research Finding
After analyzing the data found in the speech delivered by President
Donald Trump’s, there were some findings found. The first finding showed that
kinds of illocutionary act according to John Searle's theory. They were assertives,
directives, expressive, commisives, and declaration.
The second finding showed that the speech in the video covered all of the
iilocutionary acts, they are assertives, directives, expressive, commisives, and
declaration but the proportion was unbalanced because the assertive and
commisives are dominant while the researcher could not find the declaration
utterance in the video. The highest level percentage belong to, the assertives
utterance gets 7 out of 19 test or 36.84 %. The directives utterance gets 3 out of 19
or 15.78 %, The expressive utterance gets 3 out of 19 or 15.78 %, the
commissives utterance gets 6 out of 19 or 31.57 and the declaration utterance
gets 0 out of 19 or 0%. Therefore, this research found that dominant and not
dominant speech utterances of illocutionary act and the researcher find three
responses from the audience as the perlocutionary act, the effect of Donald
trump’s speech.

D.Discussion
In this research, the speech delivered by President Donald Trump who
had an appropriate context was analyzed. According to Paltridge (2006:53),
pragmatics is the study of meaning about the context in which a person is
speaking or writing. Pragmatics assumes that when people communicate with
each other, they normally follow some kind of cooperative principle; that is, they
have a shared understanding of how they should co-operate in their
communications.
In this discussion, the researcher identified the data which was taken
from the speech by President Donald Trump in the White House, USA by using
Searle‟s theory as a technique data analysis. In Searle‟s theory in Rahardi
(2005:35-36). There are three kinds of speech act, they are; locutionary acts,
illocutionary acts, and perlocutionary acts. Locutionary acts is a speech act with
words, phrases, and sentences, the illocutionary act was an act of doing something
with a purpose and a specific function anyway, and perlocutionary act was a
follow-growing influence (effect) to the hearer. In this study the researcher only
examined the 5 functions of communication in the existing act illocutionary, they
were assertive, directive, commissive, expressive, and declarative. The researcher
also examined the effects of an utterance that is a perlocutionary act.
This study only focused on the note-taking test. There are 22.16 minutes
in this video and include public speaking. It showed an unbalanced number of the
illocutionary act because the illocutionary act that consisted of the assertives
utterance gets 7 out of 19 tests or 36. 84 %. The directives utterance gets 3 out of

19 or 15.78 %, The expressive utterance gets 3 out of 19 or 15.78 %, the
commissives utterance gets 6 out of 19 or 31.57 and the declaration utterance gets
0 out of 19 or 0%.
Finally, it showed the unbalance number of the illocutionary act because
the most dominant utterances are assertives and commisives. The most dominant
of note-taking a test in illocutionary act, directives and expressive were balance
utterance, while the researcher could not find the declaration utterances in the
speech and not all of the illocutionary act in the speech got responses from the
audience there was only three number of perlocutionary act.

CONCUSIONS AND SUGGESTIONS
A.Conclusion
The kinds of speech were three, they were locutionary act, illocutionary
act, and perlocutionary act, but the researcher just focused analyze the
illocutionary act and perlocutionary act that conclude in the video. The
illocutionary act of John Searle’s theory in note-taking to the President Donald
Trump’s speech. They were assertives, directives, expressive, commisives,
declaration, and perlocutionary acts in the speech act.
Based on finding and discussion, this study just focused on analyzing
speech act in speech act in kinds of communication function in illocutionary act
and perlocutionary act contained in the speech of President Donald Trump’s
speech. The first result of this research were the assertives utterance gets 7 out of
19 tests or 36. 84 %. The directives utterance gets 3 out of 19 or 15.78 %, The
expressive utterance gets 3 out of 19 or 15.78 %, the commissives utterance gets 6
out of 19 or 31.57 and the declaration utterance gets 0 out of 19 or 0% in
illocutionary act. There were also 19 kinds of communication function in
illocutionary acts and 3 (three) perlocutionary acts in Donald Trump’s speech. In
conclusion, the assertive and commisives utterance was dominated by the five
kinds of illocutionary, the directives, directives and expressive were balance
utterance,and the researcher could not find the declaration utterances in the
speech.

The second result of this research was the effect that contained in the
speech by President Donald Trump. Then, the effect of perlocutionary act, the
writer found 3 sectors effect or response from the audience, They were in term of
agenda oil production market, the development of new treatment for healing to
patient corona and subsiding. Based on the explanation above, the researcher
concluded that the perlocutionary act in this speech has the effect or response
from the audience after hearing a speech by President Donald Trump in the White
House, USA.
B.Suggestions
Based on the finding of the research, some suggestions are given to the
students and other researchers.
1. For the students' English, it is better to know and understand the
illocutionary and perlocutionary act in the speech video. It is Donald
Trump’s speech regarding the Coronavirus Task for briefing. Not only
read it but also must understand the meaning and the purpose to master the
illocutionary act an understanding of the effect from the audience or hearer
as the perlocutionary act in the speech. How kinds each in the illocutionary
act. Moreover, it would be better if the illocutionary and perlocutionary act
that must remember not only one.

2. For the other researchers who are interested in discourse, to develop for
analyzing the pragmatics in the movie and other video analysis of the linguistic
study, not only speech but also the other media as an object such as
conversations, movie, a newspaper can also be the object of the other discourse
analysis of the linguistic study.
3. Based on this research, the researcher hopes this research will be usefull for the
readers and other researchers for future improvement of discourse analysis,
especially the kinds of illocutionary act and the perloctuionary act as the
responses from the hearer that used in the speech.

reminding us that the United States is blessed with the most advanced health care
and the most skilled health care workers anywhere in the planet other countries
are looking to what we're doing and our testing operation has now become far and
away the most sophisticated and the best anywhere and we want to thank all of the
heroes or the frontlines as they fight to save American lives we're at the top of the
hill pretty sure we're at the top of the hill and now we're going downward in some
cases we've already started that process earlier today I spoke with hundreds of
mental health leaders and advocates from around the country to discuss the vital
work and the vital work they're doing we had the top doctors in the country some
international doctors mental health a big factor not only as the virus inflicted
immense physical suffering on many people but also mental and emotional
suffering as well even though we're staying physically apart no American is alone
and we're all in this together but the mental health doctors and experts the very
great call it was a very interesting call they're working very hard we're also seeing
encouraging signs in our race to develop breakthrough treatments and therapies
Pfizer revealed today that it has found a promising new treatment that might
prevent the virus from replicating and that hopes it hopes to begin testing in
clinical trials very soon it's going to be very very soon they have great great
feelings for this particular therapy and they think that a lot of good things are
happening through the FDA's coronavirus treatment acceleration program 19
therapies and treatments are now being tested and 26 more are in the active
planning or clinical trials so we have 19 therapies being tested currently and 26
more are in the active planning for clinical trials that's a big statement that's a lot
trials for Gilead anti rival drug remedy severe continued and the company has also
expanded emergency use for new patients getting good early results by the way
the companies that manufacture hydroxychloroquine are massively ramping up
production as you know many people are recommending strongly z-pak beheaded
the z-pak and also zinc and the federal government continues to build our
stockpiles and distribute millions of doses for doctors to use as they see fit and I'm
pleased to inform you we're just having a lot of good things are happening but
we'll have to see how that all works out but we have we've purchased and we have
stockpiled millions and millions of doses and we're distributing it some states
wanted very badly Michigan we just sent a lot to Michigan and other areas
reporting today that we passed 2 million tests completed in the United States first
time most anywhere in the country it's a milestone for our country it's a milestone
anywhere nobody's done anywhere close are some tests are highly sophisticated
and highly accurate at the same time we're making important progress on the
economic front of this war and a few moments Secretary of Labor Eugene Scalia
will explain new steps that we're taking to it your American workers swiftly
receive unemployment andpaid leave benefits and that employers protect the
health and safety of all workers including essential workers on the job working
very very closely with workers and with employers to provide for the economic
relief the Federal Reserve announced this morning that it will provide up to 2.3
trillion dollars in support to businesses states and local governments six hundred
billion dollars in loans will be available for mid-sized businesses with up to ten
thousand employees and five hundredbillion dollars will be available for states
counties with over two million residents and cities with a population of over 1
million my administration is also working with Congress to replenish the very
successful incredibly successful the way it's going paycheck protection program
which is allowing hundreds of thousands of small businesses to keep their workers
on the payroll meaning it'll keep those businesses open we need both Democrats
and Republicans to come together to get this legislation complete and it looks like
it's on its way but we need both and it should be for people that are working for
the workers and if you look and you see we have a lot of people that are affected
by that and it's a very positive development so we have to get a bipartisan
approval of that and hopefully that'll happen today the Department of Education is
also announcing the availability of more than six billion dollars in emergency
grant funding to assist college students impacted by the cancellation of classes and
the suspension of housing a lot of people had a lot of things suspended housing is
one of them previously we waive student loan payments for six months so student
loan payments have been waived for six months and we'll discuss it after that may
go further our citizens for a period of time it's also United our entire nation I think
I can say like almost never before Americans are moving forward with common
purpose and shared resolve determined to vanquish the virus and lift our nationwe
are supremely confident in the magnificent future that awaits theAmerican people
and with that before I invite our vice president and our great vice president and
Jeanne Scalia to speak we'll take a few questions and then I'm going back into
negotiations on oil and on Airlines yeah please compensation with President Putin
in the key you had a very good conversation did you organize that fall and do they
understand the problems we causing yeah yeah you know there's a lot of there's a
lot of there's so much production nobody even knows what to do with it that's how
it's working and Saudi Arabia and as you know Russia it's well known that were
producing a lot and they were perhaps fighting with each other over the
production and the amount of oil being produced and frankly there's not enough
room to even store it our storage is now full gonna be very soon our strategic
national storage is I said there's a great time to fill it up load it up with oil that
frankly is at pricing thatnobody's ever seen before I don't think we've seen this
probably since the 1950s that was with big dollars so we'll see what happens the
conversation was very good they're getting close to a deal that's OPEC and many
other countries outside of OPEC and we'll see what happens very good we had a
very good call I think it was a very good call we're gonna see what happens but it
was a very good go they'll probably announce something either today or tomorrow
one way or the other could be good could be not so good but I think one way the
other go ahead to administration discuss the possibility of reopening the country
when the administration does not have an adequate nationwide testing system for
this virus don't you need a nationwide system for the virus before you real we
have a great testing system we have the best right now the best testing system in
the world but there are certain sections right now there are certain sections in the
country that are in phenomenal shape already other sections are coming online
other sections are going down and we in addition to that are giving out millions of
tests and every day we're doing it exponentially we're picking up and what we'll
be doing in the very near future is going to certain areas of our country and do
massive testing it's not necessary but it would be a good thing to have to make
sure people are safe going back to work you don't want to send people back to the
workplace want to have it and we're going to see if we have it did you need it no
is it a nice thing to do yes we're talking about 325 million people and that's not
going to happen as you can imagine and nope it would never happen with anyone
else either other countries do it but they do it in a limited form will probably be
the leader of the pack please what do you say to the 16 million Americans more
than 60 million Americans who have lost their jobs in the last three weeks well I
think the economy is going to do very well now that's just my feeling it's a strong
feeling I've hadgood proper feelings about a lot ofthings over the years and I think
we'regoing to do well we're doing very we're at the lower end of the curb in terms
of death which is a terrible word aterrible dark word that we've experienced like
nobody has ever seen before in this country I mean we're we're have numbers that
are terrible butwhen you look at the lower levels of a hundred lower prediction
levels of a hundred hundred and twenty thousand to two hundred and twenty
thousand or if we did nothing up to 2.2 million people we're looking at a much
lower level than the level of I hope than the level of a hundred thousand so we're
gonna see we're going to have to you can never look you can never do anything
about the people that lost their loved ones and loved the loss their friends and I
mean the great friendships and I'm not sure a lot of people will ever be the same
but I think our country from an economic standpoint will end up being stronger
than ever we have tremendous stimulus we have tremendous stimulus plans we
have things in the works that are going to really I think far the country I think that
what's going to happen is we're going to have a Big Bounce rather than a small
bounce but we will be back and I think honestly I think our country is going to be
back from an economic standpoint again you can never replace the people that
were lost and to their families certainly you can never do a thing like that butwe
will have succeeded in many ways hopefully keeping the number way below our
minimum numbers and also from an economic standpoint you know we met with
the mental health people today and that takes it from this is taking a tremendous
toll mentally on a lot of people and I think we're going to open up strong I think
we're going to open up very successfully and I'd like to say even more
successfully than before please would you want to see surprised if you wanted it
30 40 50 dollars a beer well I I want to see it where there's a certain market but I
also don't want I don't want to see it where people have no idea you know we're
opening up we'll be opening up areas for storage of oil massive areas for storage
of oil because oil today is not selling and what happened is the virus knocked out
40% of the market immediately you know that you know the number forty percent
now there was a lot of oil but it was very 40 percent you look at the road you look
at the car you look at what's going on there's nobody driving there's no reason for
it right now that'll start coming back but we are storing millions of barrels of oil
that nobody thought would even be possible frankly ships turned out to be a good
business for somepeople because they're filling up tankers sending them out to sea
and not saying where to go they're just sitting out there loaded up with oil so we
want to save our energy in this country we want to make sure that our energy
companies businesses and employees workers remain strong so that's how I'm
involved and I think that's gonna happen so right now if you look you're probably
talking 23 25 if they announced a deal we can get it up we need a minimum
number so the companies don't go out of business so they're not gonna lay off all
of these energy workers who are important to our country and you know we're
now energy independent we could do something well we only used our oil but I
think the long-term benefit is to be able to just go with the market and it's gonna
work out it's all gonna work out if you looked at three weeks ago as you know as
we talked about it three weeks ago and two weeks ago this was catastrophic I
think it's really hitting bottom and I think that I mean we've had a bottom but now
at twenty three dollars and twenty five dollars and probably heading up at the
same time we save our energy and we also produce great cheap energy and we
save our jobs we're telling us their banks don't know how to access this money
they're trying to apply they can't figure it out so where does the fault line is a lot of
the banks I don't think there's a fault which they're doing record numbers of
dollars they're dealing with many community banks they're dealing with Bank of
America Citibank a lot of Wells Fargo as you know is very much involved and
they're dealing with the bankers can't go that quickly but I'm hearingit's a very
very successful rollout they didn't want changes in applications they want changes
in loan requirements etc billions of dollars worth of loans and in the very near
future the banks will be relieving the money they'll be paying out the money kept
pleasing the USMC the auto industry is hurting these days are you ready to
postpone the yeah the deal is with Canada with Gillis is Mexico we different from
the standpoint that production will be lower but we have a deal it's a signed deal
it's a deal that say one of the worst deals that we've ever had was NAFTA one of
the worst trade deals ever made by any country anywhere and we'll be terminating
that and the New Deal is a great deal for our country so that's something now
again we get hit by the virus and we'll see where that all goes but certainly car
production is going to be down for a little while but ultimately good for our
farmers great for our farmers we'll be helping our farmers by the way we have
money going out to our farmers in the pretty near future having to do with you see
what's happened farmers got hurt very badly by all of this people are eating less
from the standpoint that there's no restaurants are open no businesses are open no
hotels are open they'll start to come back but we're gonna be helping out our
farmers yep Philip Wagner real Flair politics earlier you mentioned project sky
bridge and we're hearing that through that project a lot of the PPE that was sent
out to other countries is coming back to this country do you do you know when
we'll be able to bring a majority of that back and then are you frustrated that US
aid allowed a lot of that aid to go out the door in the first place I'm not because
we're we're in very good shape you'll be speaking with Mike Pence about this and
a little while you look at the hospitals you look at what's going on I spoke to
yesterday I spoke with the governor of Louisiana I'm saying do you think we need
that extra of building and we are really in good shape you're not hearing people in
needing ventilators much in fact we're going to start helping other countries with
ventilators we're going to end up having a lot of ventilators for future should
something happen for hospitals ideally to keep and have but no I think we're in
very very good shape we have calls with governor's all the time and the governor's
in very good shape now we have helped we have sent billions and billions and
billions of dollars between ventilators equipment protective equipment masks we
have 500 million masks coming 500 million from one group five hundred it'll be
three hundred million and two hundred million over a short period of time no I
think we're in very good shape please president speaking of testing some experts
including Scott got we have talked about 750,000 tests per week being needed
before the economy is open can you address that do you agree with those numbers
if not how many per week do you think we should have because I don't think it's
needed but I think we're going to try and hit a number like that that's a very high
number but we're going to be trying to hit it and we probably might be able to do
that please go ahead Thank You mr. president today the Democrats pushed for
more rescue money for states and hospitals which are complaining that they
needed to fight the corona virus pandemic do you think hospitals and states need
this money will you so I do and I do support something but I support it for the
next phase it's much simpler in the next phase whether that phase is infrastructure
or whatever so I'm going to leave you now with Mike Pence and with Eugene
