Sub-$3/gal list grows, analyst pessimisticGasoline prices have continued to crumble around the country bringing the number of major cities seeing average prices under $3/gal to nineteen.Average gasoline prices have dropped under $3/gallon in the following cities: Tulsa, Spartanburg, St. Louis, Tuscon, Greenville, Lubbock, Oklahoma City, Ft. Worth, Little Rock, Knoxville, Dallas, Santa Fe, Myrtle Beach, Evansville, Memphis, Waco, Columbia, Kansas City, and Chattanooga. Two states now feature average prices under $3/gal: Missouri and Oklahoma, with South Carolina on the verge of becoming the third state.While the drop certainly has been well noted by major media outlets who in some cases have been calling this a "gas price crash". The national average still is higher than it was a year ago.

EV Update, Part 2: Public Car Charging Grows 25%Research follows the tracks and trips of electric vehicle drivers SAN FRANCISCO -- As the electric-vehicle (EV) market is poised for greater expansion, new research is helping illuminate the “fueling” behaviors of the EV driver.San Francisco-based ECOtality Inc. oversees the Blink Network of residential, private and public

smart-charging stations. The latter range from a Level 2 wall mount for parking garages to a Level 3 DC Fast Charger for sites such as gas stations. ECOtality’s retailer partners include BP, Best Buy, Ikea and Cracker Barrel.In the third quarter of 2012, ECOtality has nearly 7,800 charging units installed as part of the EV Project in 17 markets, including Phoenix and Tucson, Ariz.; Los Angeles, San Diego and San Francisco; Washington, D.C.; Oregon; Chattanooga, Knoxville, Memphis and Nashville, Tenn.; Dallas/Ft. Worth and Houston; Washington state; and most recently, Chicago, Atlanta and Philadelphia.Some interesting findings from latest quarter studied by The EV Project include:The average mileage per quarter has grown to 2,275 miles, with drivers of the electric-gas hybrid Chevrolet Volt typically driving farther each day than 100% electric Nissan Leaf drivers. Interestingly, the average number of charge events was also slightly higher for Volt drivers, or 1.4 per day.At c-stores, Level 3 DC Fast Charge stations are the common setup.“At standard fueling stations, their average customer stay is between 5 to 10 minutes depending on what they’re doing,” said Koontz, who noted that most of these sites have a restaurant on site or nearby. “Those are high-turnover places, usually areas close off of highways where it’s good to have a DC Fast Charge station, which can fuel up a vehicle 80% in 20 minutes.” The exec noted, however, that retailers who offer public charging stations need to accept a couple fundamental truths about EV drivers.The vast majority of EV charging stations charge a fee, said Koontz. “The fee for use is generally for access to use the charging station. It doesn’t have anything tied to the electricity use for it,” he said, adding that $1.50 per hour for access seems to be the average. ECOtality offers EV drivers tiered levels of membership to its Blink Network of public charging sites, ranging from $1 to $2 per hour.

Wayne Installs First CNG Dispenser with Integrated Payment CapabilitiesOffers same look, feel, payment options as petroleum dispensers AUSTIN, Texas -- Wayne, A GE Business and global innovator of fuel dispensers and technologies, has announced the first installation of its compressed natural gas (CNG) dispenser with in-dispenser payment capabilities, including pay-at-the-pump. The dispenser is installed at a McShan florist site in Dallas, which is a CNG Texas-brand fueling station.

The Wayne Vista CNG dispenser allows CNG station owners to have the same look and feel and payment options that petroleum dispensers offer their customers, creating a familiar fueling experience."With CNG savings of up to $2 per gallon over gasoline and diesel, plus government incentives for CNG vehicles and infrastructure, fleets should be investigating converting to CNG," said Lynn Laughlin, president, CNG Station Contractors LLC and operator of the McShan Florist site. "After spending several months researching less satisfactory dispenser options, we found the new Wayne design and jumped at the opportunity to deploy it. Wayne solutions and innovations address the growing dispenser needs of the increasing CNG market which is taking advantage of these fleet fuel savings."The Vista CNG dispenser provides the same payment terminal, dispenser interfaces and PCI-compliant (payment card industry) in-dispenser terminal options as Wayne petroleum dispensers in order to facilitate point-of-sale (POS) integration.

Wayne is the first manufacturer in North America to offer CNG dispensers with its own integrated pay-at-the-pump options. "Wayne is a familiar and established supplier of complete fuel dispensing solutions, allowing customers the comfort of a recognizable interface for making their purchase with an easy-to-use payment terminal" said Tom Glahn, director of fleet sales for Austin, Texas-based Wayne.To allow the use of a payment terminal in a CNG dispenser, other designs use an air purge system to continuously change the air in the CNG electronics area to a nonhazardous zone; however, this system can create an air space that can be humid, dirty and cold, all of which are enemies of electronics. Wayne's solution uses a special isolated electronics design and venting to eliminate the need for a purge system and its potential problems, including extra cost for fan and piping and maintaining pressurization.In addition to fueling the 25 McShan CNG delivery vans that travel throughout seven Metroplex counties, the McShan Florist site also fuels the general public.

West coast senators call for investigation of California's price spikes Six U.S. senators have called for the U.S. Justice Department to investigate whether market manipulation by West Coast oil refiners contributed to a price spike in May and October that sent gasoline prices to record highs above $5 per gallon.Reuters reported that the senators want the Justice Department to conduct a "refinery-by-refinery

probe" and subpoena records from California refineries to see whether public reports of maintenance shutdowns were accurate. Two of the state's largest refiners are Valero Energy Corp and Tesoro Corp. "We are requesting a Department of Justice investigation of possible market manipulation and false reporting by oil refineries, which may have created a perception of a supply shortage when in fact refineries were still producing," the senators said in a letter to U.S. Attorney General Eric Holder. California is the most populous U.S. state and also the biggest gasoline market. It is largely cut off from U.S. national pipeline and refinery networks and thus more subject to supply and price disruptions. We've reported on more than one occasion, too, that the state's own gasoline requirements, which exceed national standards, often put it in a precarious position when supplies tighten. The senators cited a report from independent energy consultant Robert McCullough that said two West Coast refineries continued to operate throughout May despite reports they were shut for maintenance.A report issued on November 15 by McCullough Research found that during gasoline price spikes in May and October in California, when drops in production were being blamed for the increases, gasoline inventories actually rose across the state, home to the nation's largest gasoline market. "An exhaustive review of California refinery emissions data reveals inconsistencies between when refineries were producing petroleum products and publicly reported maintenance shutdowns," the report said.As you might have expected, Valero, the nation's largest refiner, said past investigations into alleged gasoline price manipulation have consistently come up empty, and that unique factors make the California gasoline market vulnerable to price spikes. Those include boutique blending requirements that make it nearly impossible to import supply from outside the state, said Valero spokesman Bill Day said. "The self-inflicted factors that contributed to the temporary price increase in California remain in place," Day said. "You don't need a federal investigation to figure that out."It's always intriguing when you have two valid points of view at odds with each other. We're keeping a close eye on this to see what, if anything, develops. Just because a request was made is no guarantee that a serious investigation will be conducted. Oil Companies Pool Data on Skimming The new database could help predict trends in pay-at-the-pump skimming.ALEXANDRIA, Va. – Most major oil companies are joining forces to help stem skimming incidents at the pump, BankInfoSecurity reports. The companies are sharing data about skimming incidents to create a new database that will assist the industry in following fraud trends. The Petroleum Convenience Alliance for Technology Standards (PCATS) is managing the database, which also receives information from credit card companies. As the database grows, the information will be used to forecast potential skimming risks.“We know there are certain markets that are more prone to skimming than others,” said Gray Taylor, executive director of PCATS. “We know [fraudsters] work the interstate corridors and high-volume sites, and so our hope is that if we can track a trend, we can alert the oil companies so that they can notify their district representatives who will get the word out to stations along those corridors before they get hit.”Pay-at-the-pump skimming has been difficult to track because many convenience stores and gasoline stations don’t want to report incidents. Many also don’t fully know how much damage a skimming incident can do until after the fact. But oil companies have a better understanding of how the fraud cases can be connected, and they are strongly urging retailers to alert authorities about incidents and apply enclosure tampering tape on pumps.“That's why we ask the retailers to report back by checking the tape serial numbers for tampering on a daily basis,” said Taylor. “The banks’ biggest beef is when they have repeated skims in a town and they don't see the merchants doing anything to stop it.”

Taylor said that bringing together banks and retailers is the start to develop a more accurate picture of skimming. Gas Tax Increases Could Be InevitableJERSEY CITY, N.J. -- Motorists already unhappy with the price of gasoline could soon have something else to add "fuel to the fire." Congress, as well as three states, are considering gas tax increases.As for Congress, the new chairman of the House Transportation Committee, Rep. Bill Shuster said last week the government needs to explore all funding options to reduce the national deficit, including a higher gas tax, reported the Philadelphia Inquirer.Last increased in 1993, the federal gas tax currently stands at 18.4 cents per gallon. Gas tax revenue has declined in recent years as consumers have driven fewer miles and switched to more gas efficient vehicles.In three states, motorists could see a second gas tax go up. New Jersey, Pennsylvania and Iowa are all considering raising state gasoline taxes.In New Jersey, Gov. Chris Christie has long promised he would not raise the state tax. However, state officials have stated that the state needs to collect additional gas taxes in order to repair infrastructure damaged by Superstorm Sandy.The current New Jersey gasoline tax is the third-lowest in the country at 14.5 cents per gallon, and hasn't been raised since 1988.If a new gas tax were approved in the Garden State, transit advocates recommended a 10-cent-per gallon increase.Across the border in Pennsylvania, Gov. Tom Corbett said last week he is considering an increase in one component of the state's gas tax. Pennsylvania's current gas tax is 32.3 cents per gallon when factoring in an underground storage tank fee.If the gas tax were increased in Pennsylvania, it would go up by 22 cents. According to the Inquirer, the higher gas tax would be phased in during a five-year period.Heading west to Iowa, a coalition of farm and business groups have pushed Iowa legislators to hike the state gas tax by 10 cents.According to the Des Moines Register, advocates of the gas tax increase say it is necessary to fund a $215-million annual shortfall for critical maintenance and improvements needed by Iowa's road system.A spokesman for Iowa Gov. Terry Branstad told the newspaper the governor would look favorably upon raising tax revenue only if the proposal were contained "within a board, overall tax reform package that reduces taxes on all Iowans."Currently, Iowa's state gas tax is 22 cents per gallon.

BP Gets 28 N.Y., N.J. Getty LocationsWill convert sites; operate them through commission marketer channel NEW YORK -- Intending to operate the sites through its commission marketer channel of trade, BP said that it has reached a long-term lease agreement with Getty Properties Corp., a subsidiary of Getty Realty Corp., to convert a portfolio of up to 28 Getty-branded retail sites in New York and New Jersey to the BP

brand.As reported in a Raymond James/CSP Daily News Flash, BP said that it intends to convert the 13 New York and 15 New Jersey sites to the BP brand. The sites will be operated by commission marketers and direct supplied from BP's Carteret, N.J., and Brooklyn, N.Y., terminals."This agreement is a further indication of our plans to invest in and grow the BP retail network and the value of the BP brand east of the Rockies in partnership with both branded jobbers and dealers, including commission marketers," said Corey Correnti, BP vice president of marketing, sales and supply.BP did not respond by press time to inquiries for additional details.East Meadow, N.Y.-based Getty Petroleum Marketing Inc. (GPMI) filed for Chapter 11 bankruptcy protection in December 2011 and withheld rent on its properties. Jericho, N.Y.-based real-estate investment trust (REIT) Getty Realty then terminated GPMI's master lease of the sites and repossessed its portfolio of nearly 800 properties. The situation created supply issues in the Northeast in the spring.As of June 1, 2011, Getty Realty owned 1,003 of its 1,170 properties and leased the remaining 167 properties from third-party landlords under long-term leases. Getty Realty's properties are located in 20 states with concentrations in the Northeast and the Mid-Atlantic regions. What's That?Likelihood of consumer confusion, voided warranties, vehicle damage with EPA approval ORLANDO, Fla. -- A recent survey by AAA finds a strong likelihood of consumer confusion and the potential for voided warranties and vehicle damage as a result of the Environmental Protection Agency's (EPA) recent approval of E15 gasoline. An overwhelming 95% of consumers surveyed have not heard of E15, a newly approved gasoline blend that contains up to 15% ethanol. With little consumer knowledge about E15 and fewer than 5% of cars on the road approved by automakers to use the fuel, AAA is urging regulators and the industry to stop the sale of E15 until motorists are better protected.Only about 12 million out of the more than 240 million light-duty vehicles on the roads today are approved by manufacturers to use E15 gasoline, based on a survey conducted by AAA of auto manufacturers. AAA automotive engineering experts also have reviewed the available research and believe that sustained use of E15 in both newer and older vehicles could result in significant problems such as accelerated engine wear and failure, fuel-system damage and false check engine lights for any vehicle not approved by its manufacturer to use E15."It is clear that millions of Americans are unfamiliar with E15, which means there is a strong possibility that many motorists may improperly fill up using this gasoline and damage their vehicle," said AAA president and CEO Robert Darbelnet. "Bringing E15 to the market without adequate safeguards does not responsibly meet the needs of consumers."Unsuspecting consumers using E15 could end up with engine problems that might not be covered by their vehicles' warranties. Five manufacturers (BMW, Chrysler, Nissan, Toyota and Volkswagen) are on record saying their warranties will not cover fuel-related claims caused by the use of E15. Eight additional automakers (GM, Ford, Honda, Hyundai, Kia, Mazda, Mercedes-Benz and Volvo) have stated that the use of E15 does not comply with the fuel requirements specified in their owner's manuals and may void warranty coverage.The only vehicles currently approved by automakers to use E15 are flex-fuel models, 2001 model-year and newer Porsches, 2012 model-year and newer GM vehicles and 2013 model-year Ford vehicles. These approvals extend only to cars, light-duty trucks and medium-duty passenger vehicles (SUVs). The use of E15 is expressly prohibited in heavy-duty vehicles, boats, motorcycles, power equipment, lawn mowers and off-road vehicles."The sale and use of E15 should be suspended until additional gas pump labeling and consumer education efforts are implemented to mitigate problems for motorists and their vehicles," said Darbelnet. "Consumers should carefully read pump labels and know their auto manufacturer's recommendations to help prevent any problems from E15."Exxon in production deal with Russian oil co.Exxon signs production deal with Russian oil company Rosneft ahead of losing 'largest' crownNEW YORK (AP) -- Exxon Mobil Corp. has signed a deal with Russia's state-owned oil company Rosneft to explore oil production in Western Siberia. It is part of a long-term strategic agreement between the two companies signed in August of last year. The timing is key for Exxon, which is set to be overtaken as the world's largest publicly traded oil company in terms of production when Rosneft closes on its deal to buy TNK-BP, Russia's third-largest oil producer later this month. The work will span 10,000 square kilometers, or nearly 4,000 miles. Rosneft will provide staff and access to existing infrastructure. Exxon, which is based in Irving, Texas, will provide financing of up to $300 million for the pilot program, as well as necessary technology, specialists and management services for drilling complex horizontal wells. Drilling will begin in 2013. The companies expect commercial development in 2015. Florida City Tentatively Approves C-Store Design Standards The proposal would restrict new convenience stores from being within half a mile of existing ones, among other changes.HOLLYWOOD, Fla. – A rash of robberies and other crimes at convenience stores have Hollywood, Fla., commissioners up in arms, the Sun Sentinel reports. The commissioners tentatively approved new design standards for convenience stores, which currently number 84 in the city. Another hearing on the matter will be held January 2.

The standards would apply only to new convenience stores. New convenience stores would have to be located at least half a mile from current stores. New stores would have to have street-facing entrances and clear windows. No merchandise would be allowed on the sidewalks or outside the building. However, the rule wouldn’t apply to retailers with gasoline pumps.“I think this is a classic case of early intervention before this spins out of control,” said Mayor Peter Bober. “We should be using our authority up here to try to create neighborhoods that are not going to cater to these types of businesses.”The commissioners want the city to enforce the codes already on the books to “clean up” current convenience stores, said Commissioner Patricia Asseff. However, Commissioner Traci Callari sees the value in convenience stores and urged a more moderate approach. “A lot of these stores have been around for a very long time,” she said. “Some of the communities do need these stores. We don't want to run them out of the city.”Shell Considered Buying BPTHE HAGUE, Netherlands -- Royal Dutch Shell plc considered buying rival BP plc, according to a German newspaper report."I can't imagine that there is anybody in our industry who did not look into that scenario," Peter Voser, CEO of Shell, told the Frankfurter Allgemeine Zeitung. "At the end of the day, we are all business people."When the Frankfurt-based newspaper asked Voser if Shell were still interested in BP, he said he had no comment.A Shell spokesman backed up Voser's comments. BP declined to comment on the report, according to Reuters.BP's shares have lost more than 50 percent of their value since the 2010 Deepwater Horizon disaster. Last month, the oil giant agreed to pay $4.5 billion in fines for the worst offshore oil spill in U.S. history, which took place in the Gulf of Mexico.Since BP's shares have declined so much, many Wall Street analysts hypothesized it had become a possible takeover target because its intrinsic value is well above its share price.However, BP is so large that only a handful of companies could purchase the business. They're looking to close the funding gaps caused by a rise in fuel efficiency and a decline in gas tax revenue.So, they're testing, for now, a new system that replaces the state's gasoline tax with a tax per mile driven. About 40 volunteers from around the state began testing the next generation of a “road usage charge” system last month. Instead of paying the gas tax (automatically added at the pump), pilot participants will pay a “per mile” charge based on the number of miles they drive. The charge is roughly equal to the amount of gas tax they would have paid for a vehicle that gets 20 miles to the gallon; most participants will be refunded gas taxes paid during the pilot. Participants have a choice of five different plans involving a range of technologies and methods for reporting and paying. Drivers choose the way miles are reported with in-vehicle technology – some without GPS capability and others able to use it-- or could opt out of in-vehicle technology altogether by paying a flat annual charge in lieu of a per-miles-traveled basis. For the pilot, ODOT contracted with a private company, Sanef, to process payments as an alternative to ODOT and provide mileage reporting devices.For pilot participants paying by the mile, a mileage reporting device plugged into a diagnostic port, located under the dashboard, reports the distance traveled. The reporting device only reports the number of miles driven, not where they are driven. The device wirelessly reports the miles driven to ODOT or Sanef, depending on the plan; ODOT or Sanef provides a monthly bill to participants based on their reported road use. The pilot includes three mileage reporting device choices:The Basic mileage reporting device reports the total number of miles driven only. This device does not include GPS and does not report the location of miles driven.A Smartphone application and basic mileage reporting device uses the basic device to report the total miles driven and a participant can activate an app on an Android Smartphone to determine which miles are driven outside of Oregon, for which drivers are not charged. If the app is not turned on, only the total miles driven are reported.The Advanced mileage reporting device reports the total number of miles driven and uses GPS to determine which miles are driven outside of Oregon, for which drivers are not charged.ODOT's Randall Thomas, senior project manager for the road usage charge, reports that the DOT is expected to announce results of the pilot program after several months. He noted that following review, the legislature will make determinations identifying vehicles that will be subject to the charge; and, the rate they will be required to pay.

EPA says Hyundai & Kia overstated gas mileageThe AP is reporting that Hyundai and Kia overstated the gas mileage on most of their models from the past three years in an embarrassing blunder that could bring sanctions from the U.S. government and millions of dollars in payments to car owners. Because of the inflated mileage, discovered during an audit by the Environmental Protection Agency, the Korean automakers must retrofit the window stickers on the cars, reducing their fuel economy figures by one-to-six miles per gallon depending on the model, the agency said. The EPA said its inquiry into the errors is continuing, and the agency would not comment when asked if the companies

will be fined or if a criminal investigation is under way. But the EPA said it's the first case in which erroneous test results were uncovered in a large number of vehicles from the same manufacturer. According to the Associated Press, Hyundai and Kia executives apologized for the errors said they were unintentional, and promised to pay the owners of 900,000 cars and SUVs for the difference in mileage. The payments, which will be made annually for as long as people own their cars, are likely to cost the companies hundreds of millions of dollars. After receiving complaints from consumers about mileage discrepancies, The EPA's audit turned up discrepancies between agency test results and data turned in by Hyundai and Kia, the EPA said. As a result, the automakers will have to knock one or two miles per gallon off the mileage posted on most of the models' window stickers. Some models will lose three or four miles per gallon, and the Kia Soul, a funky-looking boxy small SUV, will lose six mpg from the highway mileage on its stickers.The companies will find out how many miles the cars have been driven, find the mileage difference and calculate how much more fuel the customer used based on average regional fuel prices and combined city-highway mileage. Customers also would get a 15% premium for the inconvenience, and the payments would be made with debit cards, Sprague said. The owner of a car in Florida with a one mpg difference who drove 15,000 miles would get would get a debit card for $88.03 that can be refreshed every year as long as the person owns the car, Sprague said. If all 900,000 owners get cards for $88.03, it would cost the automakers more than $79 million a year.

Computer Trouble

I was having Trouble with my computer. So I called John, the 11 year old next door whose room looks like Mission Control, and asked him to come over.

John clicked a couple buttons and solved the problem.

As he was walking away, I called after him, “So what was wrong?”

He replied, “It was an ID ten T error.”

I didn’t want to appear stupid, but none-the less inquired “An, ID ten T error? What’s that? In case I need to fix it again.”

John grinned. “Haven’t you ever heard of an ID ten T error before? “No” I replied.

“Write it down, “he said” and I think you’ll figure it out.”
