PrefaceThe Aquarius Doctrine is the collective financial knowledge of

Andromeda. This is not a guide of equations, not a boring lecture on why you do certain things with your nation – it was the decision of the Founders that such explanation is, in fact, really boring. We wrote this guide to teach you what to do, and to try to teach it in an easier fashion. Do you really need to know the exact change in your income that comes from choosing the right government, or do you just need to know what government to pick? Do you really need to know why to use 28% taxes, or do you just need to know to use them?

This guide teaches you what to do to make your nation the best it can be. It’s that simple.

Of course, we’d never inhibit the education of people who wish to learn the exact numbers, the people who want to learn the reasoning behind the instructions, and we are of course happy to personally instruct such people who wish to learn more.

Citizens & Tax Rate

Your nation makes money in one way – by taxing your citizens. The more citizens you have, the more people you have to tax.

Your tax rate should always be at 28%. This will give you the highest income – the game may warn you that this makes your citizens unhappy. Ignore it.

To change your tax rate, go to your nation menu, on the left side of your screen, and click “Edit My Nation”. The tax setting should be about halfway down your screen.

Now, lets talk about how you can get more citizens.

InfrastructureInfrastructure is the most important part of your nation, because

infrastructure brings more citizens to your nation. You start the game off with 1 infrastructure, and there is no limit to the amount of infrastructure you can purchase.

The downside to infrastructure is that it increases your bills – you pay an infrastructure upkeep cost for every level of infrastructure you own.

When buying infrastructure, you should always buy infrastructure in groups of 10.

You may have noticed some other nations who have 999.99 infrastructure, or 1999.99 infrastructure – this is done because of something called “Infra Jumps”. Infra jumps are levels of infrastructure at which your infra upkeep and infra purchasing cost increase drastically. These Infra Jumps normally happen on thousand infrastructure intervals.

To get by an Infra Jump and be able to make more money than before, you must save up a good portion of money, and then spending it all in one day to get far past the Infra Jump. This allows you to buy more improvements, and not loose money because of the higher upkeep costs. On the next page is a list of Infra Jumps.

essential of your nation – for every 1,000 citizens you have, you get one improvement slot, and you can purchase another improvement.

If you loose enough infrastructure to loose an improvement slot, don’t worry, your improvement won’t be destroyed.

LandLand is not very important – if you get a warning message on your

nation page that you need more land, buy 20 miles, but otherwise, it has little use in the game. Don’t worry much about it.

GovernmentYour government is quite important – each nation has a “preferred”

government, which you can see next to your current government on your nation page – usually, it doesn’t say exactly what your preferred government is, but gives a description of it instead.

Anarchy is the government which your nation is automatically placed into during a war if you loose a battle on the defense – never set your national government to anarchy

You can change governments every 3 days. To change your government, go to the “Edit my Nation” link in the Nation Menu on the left of your screen.

On the next page is a chart to help you figure out what your preferred government is, and to help you choose which government to use.

These are mostly harmless, and have no effect on your nation, but three of them do, and the next few slides will show you how to pick the right answers so you won’t hurt your economy. The other positions do not matter whatsoever.

Events occur on random days after you collect taxes. This means if you are not collecting taxes for the next 10 days because you are saving up, you do not have any chance of receiving an event. After collecting taxes, you have a 10% chance of getting an event.

All events last for 1 month, giving the event enough time to have an effect on your nation, good or bad.

When you get an event, check the chart in the appendix of this guide.

ReligionReligion is like government – you have a preferred religion, and you

can tell what it is by looking at the hint next to your current religion.

You should always pick your preferred religion, as this improves your economy. Religion has no other effect on the game.

You can change religions every 3 days. To change your religion, go to the “Edit my Nation” link in the Nation Menu on the left of your screen.

On the next page is a chart to help you figure out what your preferred religion is, and to help you choose which religion to use.

Foreign AidForeign Aid is a way of transferring money and technology in game –

each nation starts off with 4 Foreign Aid slots (A foreign ministry adds a 5th, and a wonder adds a 6th). Each slot can be used to send 3 million dollars, 50 technology levels, and/or 2000 soldiers. In Andromeda, you should never send aid packages without asking a superior officer.

Each Foreign Aid Slot expires 10 days after you’ve used it – you can only send one aid package every 10 days to the same nation – Statesman28 couldn’t send 2 aid packages to me on the same day, for example.

Aid slots are normally used for tech deals in Andromeda.

TradesTrades have possibly the largest impact on your economy. You absolutely

must have trades – even a bad trade set is worse than no trades. You start off with two resources in the game, and these are your “Natural” resources. With a harbor, you’re allowed to trade with 5 other people – you can view your trades by clicking “Trade Agreements” in the Nation Menu.

Certain combinations of resources will result in bonus resources – for example, iron and coal will give you steel. Sometimes, 6 people come together to form a trade ring, where they only trade with each other, to get a good set of bonus resources. You may have a chance to participate in such a ring.

It is important that all of your trades are on the same color sphere – this offers a significant bonus to your nation. It is also important that you do not trade for the same resource twice.

When trading for resources, there are four resources which are absolutely essential to have:

Appendix B: Improvement Swapping

Improvement swapping is an economic trick which larger nations use to boost their income. You should only do improvement swapping after you get a hospital.

Here’s how it works:

Save up enough money for 5 days worth of bills, plus 1,500,000 dollars on top of that. The equation is:

Daily Bills * 5 + 1,500,000 Destroy 5 improvements (do not destroy hospitals or clinics), and

replace them with 5 labor camps. Pay bills for 5 days, but do not collect your taxes. On the 5th day, after you’ve paid your taxes, destroy all your labor

camps, and rebuy the improvements your destroyed. Then collect taxes

Labor camps have a negative happiness modifier, so by doing this, you pay bills with the reduced bills that labor camps give you, but you collect taxes without the negatives. This can be done for longer cycles than 5 days (up to 18 days), as long as you have the money for bills. Never perform improvement swapping without the proper amount of cash.

This guide will walk you through how to obtain a decent set of trades quickly. You should only use this guide if you have one or more non-essential resources. Resources fall into three categories, as shown below.

First, you need to pick your “target” trade partners - it’s important to never try this method with someone who has two essential resources. Now, remember, you have 5 trade slots – so you should try and get one essential resource on each trade slot, leaving your last trade slot for two good or mediocre resources. You should always try and pair a good or essential resource with a mediocre resource. For example: Good Example

Next, you need to search for your targets – go to your trade screen, and scroll down to the search box – enter the first set of target resources, and your team color, then hit enter:

After you do this, copy and paste all the names of all the nation rulers who have the trades you're targeting, and put them into a list in Microsoft Word or notepad - only copy the names of rulers who have empty trade slots.

Appendix C: Quick Trades

Once you've compiled your list, break it down into groups of ten, and start sending personal messages. To get to the personal message screen, just click on any random nation, press the little mail icon next to the rulers name, and erase the rulers name from the send box.

Copy one of the names from your list into the “To” box, and put nine other names in the Carbon Copy Rulers box.

Write up a message saying "Will pay for a trade!“ or “Interested in a trade?”. Compose a short message, stating your resource, that you’ll be a reliable partner, and offer a reasonable amount of money if you are a larger nation. Don't offer money if you're under 2,000 infrastructure.

Repeat this process for about 100-150 nation rulers, and then wait a few days for responses. Start accepting trades and paying bribes.

You'll have some empty slots left over, so repeat this process with a more specific list.

Never, ever, have the same resource twice trades.

If the first number is higher, choose option one. If the second number is higher, choose option 2. Note that option 2 is most likely the correct option unless you are a very young nation.
