He also understood the benefit of appreciating the culture and tactics of other highly successful companies, working at DeRoyal Industries and later Prudential Bache on Wall Street. He graduated James Madison University and later received an MBA from the University of Tennessee. During his career with Clayton Homes, Kevin has worked in and led each of the five business groups before transitioning into the role of CEO in 1999. Clayton Homes was publicly traded for 20 years prior to Berkshire Hathaway, Inc. ownership in 2003. As the nation’s largest homebuilder, Clayton Homes’ purpose is “Opening doors to a better life.” Kevin enjoys working on education initiatives, founding a STEM school, and serving as a board member for SCORE (Tennessee Education). The Dave Blank Memorial Scholarship is an educational scholarship created by the Manufactured Housing Industry of Arizona (MHIA) in the fall of 2016 to honor the

memory of Dave Blank who worked for an industry manufacturer for 27 years. Dave Blank firmly adhered to a very high code of ethics and led by example. Dave was dedicated to his family and understood the value of a good education and what a difference it can make in a person’s life.

The Dave Blank Memorial Scholarship establishes educational programs and opportunities for students who

are directly related to a member of the Manufactured Housing Industry of Arizona Association, including spouse, children and grandchildren. The Scholarship is currently limited to $1,000.00 per calendar year. The Scholarship Committee will make selection awards to outstanding scholars or students with compelling needs.

What types of scholarships and grants are available? The Dave Blank Memorial Scholarship will make financial aid available to students accepted to enroll or currently enrolled at any accredited university or college. The amount of the current award is limited to $1,000.00 per year and may vary based on individual needs and/or qualifications.

How does a student qualify? MHIA Member related students must forward a copy of the application to the Scholarship Committee at the MHIA office. The application’s presentation and thoroughness weigh heavily. The Scholarship Committee will base its decisions on need and/or merit.

When are the applications due? Applications are due at the Scholarship Committee office no later than March 28th, for the fall semester of the coming school year. All information must be completed for consideration.

When are the awards announced? The Scholarship Committee reviews applications and makes award decisions in early June. Recipients will be notified by mail immediately following the meeting.

From time to time, AHA honors an individual with the “Ruth C. Kaseman Award,” which is the highest honor the Manufactured Housing Industry of Arizona bestows to an industry member. Mrs. Kaseman

was the first woman to serve on the Phoenix City Council. She was the first executive secretary of the Arizona Mobile Home Association. She helped write the original national MH building code, and was the first person from Arizona inducted into the National RV/MH Heritage Foundation Hall of Fame.

An individual’s life is characterized by their beliefs, values, and actions; the integrity they show in their daily life; the way they care for those around them; the time they dedicate to leading by example.

These characteristics represent the spirit and inspiration of Jacob E. Hannon.

In 1970, Jake founded AAA Home Sales, Inc., and grew the company to number one in the US. Jake served as Past Chairman of the Arizona Image Committee and in 1990, was the recipient of the Ruth C. Kaseman Award. Jake was also awarded the Distinguished Leadership Award in 2000. In 2003, the first Jake Hannon Inspiration Award was presented in memory of Jacob E. Hannon, and accepted by his surviving wife, Marlene Hannon.

Jake was admired by those who worked for him and who worked with him. He cared deeply about his family, friends, employees, customers, association, and his industry. He was always there to help and was always reliable. Jake made everyone who came into contact with him feel special, and his word was golden.

MHI Chairman, Joe Stegmayer, (President & Chief Executive Officer of Cavco Industries, Inc.); Jayar Daily, MHI Manufacturers Division Chairman (Chief Operating Officer of American Homestar Corporation);

Richard Jennison, MHI President and CEO; and Dr. Lesli Gooch, MHI Senior Vice President for Government Affairs & Chief Lobbyist, met with HUD Secretary Ben Carson recently yo work on 3 specific issues.

1. Elevate manufactured housing from its current location within the Department so that the important role of manufactured housing is on par with multifamily and single-family site-built homes.

2. Realign regulatory enforcement with the goals of the President. MHI cited a litany of specific examples of overreach by HUD and discussed how manufacturers are held back considerably by regulatory obstacles that hinder innovation.

3. Facilitate financing for manufactured housing in federal housing loan programs.

Shortly after the session, HUD announced a review of rules and requested the industry provide comments on regulations added by HUD officials. After the review process, MHI anticipates some rollback of damaging rules that would ultimately add substantial cost to the consumer.

Harold burtZloff reCeiveS tHe wrigHt brotHerS MaSter pilot award

The Wright Brothers Master Pilot Award was presented to Harold D. Burtzloff of Tucson, Arizona. The Wright Brothers Master

Pilot Award is the most prestigious award the Federal Aviation Administration (FAA) issues to pilots certified under Title 14 of the Code of Federal Regulations (14 FR) part 61. This award is named after the Wright Brothers, America’s first pilots, to recognize individuals who have exhibited professionalism, skill, and aviation expertise for at least 50 years while piloting aircraft as “Master Pilots”.

Mrs. Ellen Burtzloff, Sue and Matt Gibbs (Harold and Ellen’s Daughter and Son-In Law), friends, and fellow pilots were in attendance to honor Harold. Harold and Ellen are proud parents of daughter Sue Gibbs and two sons, Dennis and Danny Burtzloff.

For over 51 years, and over 3,900 logged flight hours, Harold has, and continues to fly safely by working to maintain his proficiency, and advocating for aviation safety in his community. We recognize, thank, and congratulate Mr. Harold Burtzloff for his exemplary safety record, the fine example he sets, and his dedication to aviation safety.

As Harold has written “In the fall of 1965, I took my first airplane ride with a friend in a rented Cessna. That trip was about a 200 mile cross country, and I was hooked. In my business I knew that I had a lot of 400 miles trips to make, and with a plane I could do them in a day.”

Career Highlights: Starting in Liberal, Kansas in 1962, Harold owned and operated manufactured housing businesses in Arizona, Colorado, Kansas and Texas. Harold has since sold his companies, most recently selling Adobe Homes in Arizona, in 2013.

Awards: Harold received the Ruth C. Kaseman Award for excellence in the manufactured housing industry, the highest award given to an individual by the Manufactured Housing Industry of Arizona. Harold is also a member of the Kansas Manufactured Housing Hall of Fame.

Community Service: May 2018 will mark Harold’s 50th year of service as a Rotarian in Kansas and Arizona.

The award was presented December 16, 2017, at La Cholla Airpark, Oro Valley, Arizona on behalf of Tina Buskirk, Acting Front Line Manager, Operations, FAASTeam (Federal Aviation Administration Safety Team) Program Manager (Operations) and Ernest R. Copeland, FAA Safety Team Program Manager (Airworthiness) of the Scottsdale Flight Standards District Office (FSDO). The presentation was made by Scottsdale FSDO FAASTeam Lead Representatives Barbara L. Harper, DM, and Mr. Howard Deevers with the help of FAASTeam Representatives Brian Stamper, Ph.D, and V. Lee Unger.

The federal budget recently passed by Congress and signed by the President contained at least one pleasant surprise—the $1000 per home tax credit for

manufacturers that build ENERGY STAR homes was extended retroactively through 2017. Once again, if you had faith that the tax credit would be extended, you were rewarded. It’s a familiar story that keeps repeating itself: Congress waits until the end of the year to extend the tax credit retroactively, making it impossible for manufacturers to count on the credit before they decide to qualify homes for the ENERGY STAR label. However, keep this in mind: the credit, first passed over a decade ago, has never lapsed.

The bill also included an extension of the federal flood insurance program, the deductibility of mortgage insurance premiums, and the tax credit for residential energy improvements. The 45L credit expired in December 2016, but today’s action makes the credit retroactive for 2017.

In July 2017, MHI submitted a letter to the Senate Finance Committee as a part of its public call for proposals to improve the tax system and provide relief to middle class individuals and families. In its letter, MHI argued that the 45L credit is an important, market-driven incentive that has promoted and improved energy efficiency for manufactured homes and provided significant monthly energy savings for millions of Americans residing in them.

ManufaCtured HouSing ruleS

On March 7, 2018, Members of Congress sent a letter to U.S. Department of Housing and Urban Development (HUD) Secretary Ben Carson in

response to the Department’s recent announcement of a “top-to-bottom” review of its manufactured housing rules. The letter urged the Secretary to “work with the industry to ensure regulations are streamlined, cost-effective, and applied fairly and transparently – while also working to keep manufactured housing as an affordable housing alternative for American families.”

This letter is an important result of MHI’s aggressive and ongoing outreach with the White House, HUD, and Congress to address the negative impact that the Department is having on manufactured housing. MHI previously presented Secretary Carson and his senior leadership with a series of recommendations to improve the regulatory climate for manufactured housing at HUD. In addition, MHI has sent letters to the U.S. Department of Commerce, the Office of Management and Budget, U.S. House leaders and the Senate Banking Committee expressing these concerns.

In the letter, members of the U.S. House of Representatives expressed concern “that the Department has imposed excessive and contradictory regulations on the manufactured housing industry that are limiting consumers’ choices and making this important form of affordable housing more expensive.” This letter is a continuation of MHI’s efforts with Congress to improve the regulatory climate for manufactured housing at HUD and the latest in a series of actions by the House of Representatives to address HUD’s overreach of manufactured housing.

“I am pleased to see that HUD is doing a much-needed full scale review of their manufactured housing regulations,” said Representative Andy Barr (R-KY), who led the letter. “With more than 22 million Americans already living in manufactured housing, it is my hope that HUD will react quickly to the particular problems I, along with MHI, have brought to their attention so that even more families can achieve the American dream of homeownership through the purchase of a quality, affordable manufactured home.”

Joining Representative Barr on the letter were Representatives Kyrsten Sinema (D-AZ), Bruce Poliquin (R-ME), Terri Sewell (D-AL), David Kustoff (R-TN), and Kathleen Rice (D-NY), all who have been strong champions of manufactured housing.

In September 2017, the U.S. House of Representatives unanimously passed an amendment offered by Representative Barr to stop HUD’s expansion of the regulation of manufactured housing beyond, and often contradictory to, the statute on the following actions: the regulation of garages and carports; frost free foundation requirements; and new requirements for the on-site completion of construction. When Secretary Carson testified at a House Financial Services Committee hearing the next month, Representative Barr requested that HUD undertake a comprehensive review of “all these regulations impacting manufactured housing and direct his team to utilize this information so any new regulations do not have unintended cost consequences.” The Secretary agreed that such a review was necessary and this call for public comments is a part of that effort. Today’s letter referenced the amendment and urged the Secretary to “reassess the Department’s regulatory outreach on these issues.”

These actions by Congress reinforce MHI’s ongoing aggressive efforts to create a more cooperative regulatory environment at HUD for manufactured housing. In its own letter to HUD, MHI argued that while the federal building code that HUD administers is critical, HUD’s approach to manufactured housing must change and certain HUD actions have no benefit to consumers and come at the expense of fostering innovation and supporting affordable housing. In its detailed letter, MHI enumerated ways that HUD has overstepped its authority in rules, directives, interpretations, actions and policies governing the design, construction, and installation of manufactured homes. MHI expressed continued concerns that recent actions by the Department are “without evidence of necessity, with no clear benefit to consumers, inconsistent with the law, and with no consideration of the additional cost they add to the home price.” MHI will continue to work with the Administration’s key housing leaders and Congress to ensure that a more cooperative regulatory environment is achieved so that regulatory initiatives do not increase costs or limit consumer choice for manufactured housing.
