Valuations overall are down ten percent or so reflecting the current market. We expect the Grand List, the total valuation of properties, to be down a little from previous years which means the tax rate will be a little higher; it doesn’t neces- sarily mean your tax bill will be larger. We should receive soon from the State our Education Tax information and, following Grievance, the Listers will file the Grand List af- ter which Selectmen will set the 2013 (FY14) municipal tax rate and the bills will be in the mail. First payment due date is 30 days after mailing of the tax bills and will be indicated clearly on the bill. Following last month’s somewhat panicky description of the Town’s financial condition, the FEMA reimbursement floodgates opened and by the end of the fiscal year we were paid everything owed us, nearly $800,000!! Needless to say, we’re breathing a little easier and I’m sleeping a little better. The Irene recovery loan is paid off and the indepen- dent auditors soon will begin looking at our FY13 books to see, among other things, if we can still find any trace of that $200,000+ FY12 surplus. As of today, our Irene recovery revenue slightly exceeds our expenses! We still have some “work to be completed” on a couple paid out project work- sheets and a major bridge project on Old Route 12 as well as a separate audit of our expenditure of federal dollars so we aren’t done but the picture is, if not rosy, not bleak. Our May, June and half of July of more than 20 inches of rain and hardly a day without some left farmers, log- gers and gardeners vexed, to put if politely, and little to no road grading has left us and surrounding towns with world class pot holes. With the arrival of more stable if not cooler weather this week, the grader is out and will eventually get around Town. If all we have are pot holes we should count our blessings; we’re one of few towns in the region left without significant, reportable infrastructure damage from the unending if randomly dispersed deluges. In other high- way news, you can ask Delmar about the wheelie I did in the Town’s dump truck, if he’s stopped laughing. With all the years I’ve spent in a truck, I would have thought the learning curve pretty flat by now; apparently not neces- sarily so. Quite an astonishing experience! Luckily, save a little diminished sense of dignity, I, the dog and the Town’s truck are none the worse for wear. BARNARD COMMUNITY TRUST NEWS The annual meeting of Barnard Community Trust will be held on Monday, July 22nd at 7PM at the Barnard Town Hall. We hope that many of you will attend. President Rick Carbin and Treasurer Boyd Bishop will report on this year’s progress, our future plans and an- swer questions. We will be electing board members for the 2013-2014 fiscal year. If any of you have an interest in being on the board, please email Rick at rcarbin@ sover.net. You need not be a member of the Trust to at- tend this meeting, though only members will elect the new board members. Membership renewal letters have been sent out to all of last year’s members. If you did not receive a letter and would like to join, the membership forms are avail- able in the store next to our donation jar, which is near the cash register. Donations can also be made through PayPal on our website. We appreciate your membership donations and continued support, which will help us pay off the last $100,000 of our mortgage, the insurance and property taxes and continue to make the necessary re- pairs on the BGS building. The Barnard General Store still has space for boat stor- age on the Stage Road side of the store. There is a rental / storage fee of $30 per season, per boat stored on the premises. Payment should be made to the Barnard Gen- eral Store where forms are available. All details for the boat storage can be found in these forms. Enjoy the summer. Enjoy the lake. Support the store. ECFIBER NEWS The East Central Vermont Community Fiber-Optic Net- work is continuing to expand it’s operational area. The Town of Braintree will soon be joining ECFiber, bringing the total number of participating towns up to 24. Although ECFiber has been involved with the Orange County Fiber Connector, which is being paid for by the State, the Pri- mary funding for this expansion has been private inves- tors. It is important that Barnard residents continue to support the expansion of the network, and those that can invest should partake in the next fund raising effort which will close on October 1, 2013. Fun Day happened after all! Community members pitched in to help the short-handed Broad Brook Fire Association with planning and food prep so that the annual tradition could continue uninterrupted. Fun Day on July 14 began with a parade of tractors, fire engines, old cars, and vil-lage folk - continued through the delicious barbecued chicken picnic lunch on the green - and ended messily with splats from the egg toss and smeared faces from the pie eating contest. The Community Hall grounds were festive with tents and banners, colorful balloon critters, musicians on the porch, and people of all ages enjoying the sunny day. Representing the Fire Association, Jerry Fredrickson summed it up: “The East Barnard Fun Day as always was a great success and to all who helped, we thank you. The usual comments about how great the chicken tasted were much appreciated.”

The Hall and the surrounding green are central to the village. A week earlier the Community Club sponsored an informal potluck picnic where neighbors gathered for food, conversation, and croquet. The Club continues fund raising for the Hall Siding Project, with sales of tee shirts and quilt raffle tickets adding to the larger personal donations. On July 14 the Siding Project thermometer read $14,000. The quilt will be raffled on September 7 at the Largely Local Supper - mark this date on your calen-dars and join us for a tasty meal!

While the Hall awaits new siding and other repairs, the Broad Brook Firehouse is getting a new addition on the back. This enlargement will “square off” the building and provide much-needed room for meetings and fire training. The project, made possible by an improvement account funded by local taxes, was put out to bid; Paul Derksen and Fred Schlabach are the contractors.

The East Barnard Church services will continue through August. Former summer minister Jane Huber will lead the August 4 service, followed on August 11 by a com-munity-led service; August 18 - Sara Thomsen, singer-songwriter; and August 25 - Claire Bamberg, UCC min-ister and pastoral counselor. The final Body and Soul Potluck is scheduled for Tuesday, August 20, at the Community Hall:

LISTERS NOTESAs noted in the Selectman’s News the Listers office has completed the 2013 reappraisal. On July 17th the Grand List was lodged with the Town Clerk and sent to Prop-erty Valuation and Review. Now that the Grand List has been lodged, the State and the Selectman can set the tax rates. Tax Bills will soon follow.

Although the Grand List went down about 11.36%, many taxpayers are likely to pay the same, and possibly more tax than they did last year. This is due to the increase in both the local and state budgets, something that the Listers have no control over. However we are respon-sible for keeping your property valuation equitable with respect to the other property owners in town.

To this end the Listers sent every taxpayer a letter that stated the change in value of that taxpayer’s property and gave instructions on how to grieve the current val-uation. When asked, we supplied various reports and

documentation that showed how we got to that valuation and where that valuation was with respect to the entire Grand List. Forty-three landowners took advantage of the Listers Grievance period to come to, or write to, the listers office and express their concerns about their new valuation. Forty of those taxpayers filed a formal griev-ance with the Listers.

Listers made changes to thirty-three appraisals, which contributed to a final Grand List of $2,879,410.26, down 11.36% from last year. Five grievances were denied and two were current use issues that could not be handled by the Listers office.

Any taxpayer that did not file a grievance this year, that feels that the current valuation of their property is still unfair, will have to wait until next year to file a griev-ance. It would be advisable to call or write the Listers office in April or May of 2014 with your concerns. In this way the Listers can advise you on how to file your grievance.

NEWS FROM HELPING HANDSAh, summer. All winter we wait for its arrival, wanting perfect clear, warm, but not too hot or humid days. These past hot and rainy weeks may not have been what we had in mind, but chilly weather will return all too soon. We are lucky to have a lake we can easily jump into.

Our Food Shelf collection box is back at the BGS on the counter near the cash register. We are grateful that Joe and Jillian have given us valuable counter space. We will try to alternate weekly deliveries between Woodstock and Bethel, but we like the box to be full before we make a trip to the food shelves. There are still many families in our area, who depend on the food shelf to stretch their food budget, so please help us keep it filled to overflow-ing.

We continue to be busy this summer with requests for driving, visiting and financial assistance. Please don’t hesitate to contact us if you or someone you know could

use a helping hand. We have people ready and willing to help. If the job is too big for us to handle, we can refer you to other available resources.
