TheGeneralAssemblyofNorthCarolinaenacts:
SECTION1.AlltaxesrequiredtobecollectedpursuanttoPart3ofArticle36CofChapter105oftheGeneralStatutesaresuspendedfora90-dayperiod.Attheendofthe90-daysuspension,alltaxesrequiredtobecollectedpursuanttoPart3ofArticle36CofChapter105oftheGeneralStatutesshallbereinstatedattheratetobeestablishedbytheMotorFuelsSectionoftheDepartmentofRevenueconsistentwithanyapplicablelawsregardingtheestablishmentofthemotorfuelstaxes.

ThisArticleimposesataxonmotorfueltoproviderevenuefortheState'stransportationneedsandfortheotherpurposeslistedinPart7ofthisArticle.Thetaxiscollectedfromthesupplierorimporterofthefuelbecausethismethodisthemostefficientwaytocollectthetax.Thetaxisdesigned,however,tobepaidultimatelybythepersonwhoconsumesthefuel.Thetaxbecomesapartofthecostofthefuelandisconsequentlypaidbythosewhosubsequentlypurchaseandconsumethefuel.(1997-60,s.1.)
