More than 1,595 individuals have already applied. June 22, 2009, is the last day individuals can register for assistance through FEMA. Loan applications to the U.S. Small Business Administration (SBA) for disaster-related losses for homeowners, renters and businesses of all sizes also must be postmarked by June 22. For those who have already applied, their cases will continue to be processed. Applicants who have already registered with FEMA but still have questions about the disaster assistance programs or questions about the status of their previously filed applications can use FEMA's toll -free Helpline at 1-800-621- 3362. Many types of damage or losses qualify for help, so anyone who has not yet registered is urged to do so. The See Disaster, page 2 A 65-year old Brantley County man whose body was pulled from a pond at the back of his property last week apparently died of natural causes, according to Brantley County coroner Richard Fox. Fox said Walter Allen Shellhorn, 65, just happened to be near the edge of the pond when he died. The body was discovered lying face down in the water, according to Brantley County Sheriff’s Department reports. Deputy James Mercier reported that the body was found by Timothy Landon Davis, 47, on the victim’s property on Knox Road near its intersec- tion with Hightower Road. Fox also dispelled rumors that the victim’s body was burned or decomposed beyond recognition. “He was in a normal state with very little decomposition,” he said. Jazz in the Park features Swingin’ All Stars The city of Nahunta has lost a leader. Although he was born in Ware County, Joel Chambless was as much a native Brantley Countian as anyone, injecting himself into the fabric of the county — and the city of Nahunta — in countless ways over his 49 years, most recent- ly as the owner of Joel Chambless Funeral Home and a member of the Nahunta City Council. Joel was the son of Guy Chambless, who along with his wife Ruth established the Guy Chamb- less Funeral Home in Nahunta in 1957 and, like other members of the family, grew into the family busi- ness, graduating from the Cincin- nati College of Mortuary Science in 1981. He was the youngest coroner ever elected in the county — a record that still stands — and held that post for three terms. He was a member and former chief of the Nahunta Volunteer Fire Department and a member of the Camden Masonic Lodge #391 See Chambless, page 2

Only two weeks remain until the June 22 deadline for Georgians to apply for disaster assistance for damages from the March 26 through April 13 storms and floods, according to officials with the Georgia Emergency Management Agency and the Federal Emergency Management Agency (FEMA).

F&AM.After the death of Guy Chambless his wife ran the family

business for a time then turned it over to daughter Allison Chambless, who became the sole owner in 1994, renaming the business Chambless Funeral Home. She operated the funeral home until she was diagnosed with terminal cancer in July 2000.

She died three months later, and long-time employee Ernest Frye and his wife Virginia took over the business, changing the name Chabless-Frye Funeral Home and later Frye Funeral Home.

Joel, unable to stay away from the funeral home business for very long, opened his own business in Nahunta in 2000 and operated Joel Chambless Funeral Home until 2006, when his health began to fail.

During the same time, Joel was elected to the Nahunta City Council, which began a stormy relationship with other members of the council, whom he described as unable to even follow their own rules just before he resigned his post in pro-

Joel ChamblessMr. Joel Miller Chambless, 49, died Sunday (June 7, 2009) at his residence in Nahunta after an extended illness. He was a native of Waycross, but he has been a lifelong resident of Nahunta. He retired as the owner/operator of Joel Chambless Funeral Home from 2000-2006. In 1977, he graduated from Brantley County High School and graduated from Cincinnati College of Mortuary Science in 1981. He served the Nahunta community as volunteer and former chief of the Nahunta Volunteer Fire Department, and he served three terms as Brantley County Coroner being the youngest coroner ever elected to office in Brantley County history. He was also a member of Camden Masonic Lodge #391 F&AM and was affiliated with the Baptist faith. He is the son of the late Guy Chambless, Jr. and Myrtle Ruth McCurdy Chambless. He is also preceded in death by his sister, Allison; and brother, Guy Chambless III. Survivors include his wife, Teresa Rhoden Chambless of Nahunta; three daughters, Megan Boyett (husband Brent) of Waycross, Miranda LaRoche (husband Jamie Kicklighter) of Waynesville, and Jennifer Balze (husband James) of Nahunta; four sons, Derek Chambless (wife Brittany) of Brunswick, Steven Chambless of Nahunta, Tyler Chambless of Nahunta, Matthew Chambless (wife Shannon) of Ft. Hood, TX; nine grandchildren, Zack, Hailey, Kaylie, Carrie, Peyton, Emma, Brady, Emily and Brooklyn; three sisters, Susan Hickox of Nahunta, Kay Hickox of Nahunta, and Marilyn Guerry (husband Lee) of Cordele; and several nieces, nephews and other relatives. A funeral service was held at11 a.m. Tuesday (June 9, 2009) at First Baptist Church Nahunta. Burial followed in New Hope Cemetery. Memorial contributions can be made to Nahunta Volunteer Fire Department, Neighbors helping Neighbors or Southeast Cancer Unit. Music Funeral Home, Waycross, is in charge of arrangements. Walter ShellhouseWalter Allen Shellhouse, 65, of Nahunta died suddenly at his residence Wednesday (June 3, 2009). Born in Randolph Co, his parents were Luther and Mamie Lee Carswell Shellhouse. He is also preceded in death by his brother, Richard Shellhouse. He worked in Pulpwood as a logger. He loved fishing, horseback riding, taking care of the birds and was a outdoors sportsman. He was of the Baptist Faith. He is survived by 2 sisters and a brother-in-law, Jean Woodham of Alabama and Betty and Sam McGarrity of Nahunta; a brother and sister-in-law, Tony and Donna Shellhouse of Blakely; several nieces, nephews and other relatives. Memorialization will be by cremation.

The event provided the opportunity for those in attendance to learn more about the bachelor's degree in criminal justice being offered through ASU on the Waycross College campus.

instructor for the ASU Criminal Justice program, said she was pleased with the overall event and excited about the support for the program from government and law enforcement officials.

"This was a good day," said Archie-Williams. "A partnership like this needs a lot of community support and that was evidenced by those who came to Partnership Day. A lot of good information about the program was presented and many in attendance told me they were planning to share the information with their employees."

The future groom is the grandson of the late Alvin and Agnes Arnette and the late Tessie and Alifare Boone. Mr. Boone is a 1999 graduate of Brantley County High School. He is also a graduate of Georgia Southern University with a Bachelor of Science Major, Biology, Minor, Chemistry, 2003, University of Georgia College of Veterinary Medicine, D.V.M., 2008.

He is currently employed with Lindsey & Wills Animal Hospital as a Veterinarian.

Area development authorities and Okefenokee Technical College hosted a luncheon at the Railway Express Depot in downtown Waycross May 7, to honor and recognize local manufacturers for their contributions to the community and the economy. Members of the development authorities, community leaders, and elected officials from six counties ≠ Bacon, Brantley, Charlton, Clinch, Pierce, and Ware ≠ were on hand to express their appreciation.

OTC President Gail Thaxton welcomed everyone to the 2009 Annual Local Manufacturing Appreciation Week (MAW) Luncheon, and Charlie Gibson, OTC Director of Career Services, gave the invocation.

Following lunch, catered by K. D.'s Cafe, Andy Brannen, OTC vice president for economic development, recognized and congratulated the six manufacturers who were nominated for state recognition. Representatives of each nominated manufacturing company were given a plaque. The 2009 nominees were D. L. Lee & Sons, Industrial Forge, Milliken & Company, Richmond Baking of Georgia, Simmons Manufacturing Company, and Voith Paper Fabrics Waycross.

Businesses must meet the following criteria for nomination: 1) minimum of three years in operation in Georgia, 2) demonstrate corporate responsibility, 3) demonstrate economic growth, and 4) demonstrate a commitment to workforce excellence.

Brannen explained that each year OTC nominates at least one manufacturer from each of the six counties in its service delivery area as a candidate for the Georgia Manufacturer of the Year award. In order to be considered for the award, nominated manufacturers must complete and submit an application to the state office.

GSP reports seven accidents

State Troopers from the Waycross Post of the Georgia State Patrol investigated seven traffic crashes during the month of May in Brantley County. Sergeant First Class Jackson said the traffic crashes resulted in four injuries and no traffic deaths.

SFC Jackson said troopers from Post 22 also issued 138 traffic citations in the county during the month. The total includes five arrests for driving under the influence, 52 citations for speeding, 14 seat belt violations, and three child restraint violations. Troopers also issued 102 warnings.

O’Quinn blasts ExpressBy Greg O’Quinn

This is in response to an opinion column in this week’s Brantley County Express titled

“Commissioners To Advertise for County Manager.” I would like to express my frustra-tion with editor & publisher Mittie Vaughn’s decision-making.

Please understand that I do not see local county government as a professional sport consisting of “fans” and “rivals.” Twice in her article, Ms. Vaughn stated that I am “no fan” of County Manager Chuck Madray. She is correct. I am a professional colleague of Mr. Madray and one of his superiors in our county’s chain of command.

Vaughn’s personal displeasure with my pronunciation of Madray’s name is a distraction to the taxpayers of this county. Our citizens purchase her paper as their legal organ in pursuit of material that can be used to make informed decisions. County Manager Chuck Madray has never cor-rected my pronunciation of his name and, if I am mispronouncing it, I am not doing so intentionally. In my opinion, this topic is petty and hardly worthy of the attention it has received in her newspaper.

My goal upon election was to bring professionalism and efficiency to our local county government. At our most recent meet-ing Commissioner Linton Herrin asked that applications be accepted for the County Man-ager’s position and I simply agreed. With the item’s placement on the Consent Agenda for the upcoming meeting it would appear as though the entire Board agrees with the proposal made by Commissioner Herrin.

The time to praise Mr. Madray’s service to the U.S. State Department has passed. Those qualifications are no longer relevant to his current position. I based my decision to accept applications for his posi-tion solely on his performance as a County Manager during my time as an elected of-ficial.

Brantley County deserves a competent, honest, experienced and responsive County Manager. I will work diligently to find them one. Until that happens I will conduct myself in a professional manner in regards to my relationship with Mr. Madray and I will not compromise my expectations of his job per-formance. The Board has stated that he will have the opportunity to re-submit his applica-tion and I will give it my full consideration. I will base my decision on his job performance along with his qualifications.

But, keep in mind, the job description ap-proved by the previous Board of Commission-ers clearly requires the County Manager to hold a four-year college degree or the equiva-lent in county management experience. Mr. Madray has not offered any proof that he had either at the time of his original hire date.

I thank you for taking the time to read my perspective and understand that I wrote this because I want to see the citizens of our community receive objective, unbiased reports on what is really happening in their local government.

“Street talk” is a dangerous source of in-formation just like an opinionated newspaper.

I totally disagree with the way our coun-ty was forced to move to the County Manager form of government by the previous Board. I have not tried to hide my opinion on this subject.

But that is the past and I support the Management/ Administrator form of Government. I think that this type of gov-ernment makes sense based on the fact that most counties in the state are moving in that direction. With the right person in the posi-tion of County Manager it would eliminate the politics involved with running a govern-ment in a small town. It would also improve efficiency and effectiveness within our Board and in our meetings. While I may not agree with the way this system was put into place, I have no interest in returning to the previous form of government.

Our current County Attorney was hired by the majority of our Board and I will con-tinue to support him. I have not disguised the fact that I believe he is costing the taxpayers of this county a lot more money than was necessary. I am not spending my time on the BOC planning ways to “get rid of ” anyone.

Charlie, you are an elected official that answers to all of the taxpayers of Brantley County. If your “street talk” says that you are next as stated in your email, then it is not me that you should be worried about. I only have one vote.

UGA researcher says state has the edge in biofuels

Editor’s note: K.C. Das is an associate professor of engineering with the Uni-versity of Georgia College of Agricultural and Environ-mental Sciences, the director of the Biorefining and Carbon Cycling Program and manager of CAES biofuel research. The following is an abridged version of a Q&A on the status of bioenergy research in Georgia and its future. It originally appeared in the 2009 CAES Environ-mental Report magazine.

Does Georgia have an advantage in bioenergy production?

Yes, because we can grow great quantities of biomass through our agricul-ture and forestry industries. Universities like University of Georgia, Georgia Tech and others provide the tech-nology. The UGA Complex Carbohydrate Research Center is strong in the bio-logical sciences. In addition, the Agricultural Innovation Center and the Georgia Environmental Facilities Authority assist companies interested in getting into the business through their “One Stop Shop.”

How much petroleum-based energy can be replaced with bioenergy in Georgia?

About 30 percent of our energy needs can be met with bioenergy today. By patching together multiple strategies, we can achieve this amount. This would include burning chicken litter to heat farms in north Georgia, fermenting out-dated cola products for etha-nol, generating biogas from cow manure on dairy farms, harvesting landfill gas for electricity and producing cellulosic ethanol from pine waste in south Georgia. All of these projects exist today in Georgia and many more are coming on line.

Cellulosic ethanol is be-ing promoted as part of the next generation of bioenergy. Is it economically viable?

Yes, at the current price of oil, it is economically viable. But we must mass produce it. It should be in large scale production in five years.

In your opinion, is any one feedstock more viable than another? Algae shows great promise because it grows rapidly in warm climates like what we have in Georgia. It can produce 2,000 gallons of oil per acre. Soybeans generate approxi-mately 50 gallons for each

acre. Extracting the oils from the algae is difficult, and we are working to resolve this problem.

What kind of biofuel research does your team at UGA conduct?

Essentially, we try different processes on a variety of agricultural and forestry wastes and fuel crops to create bioenergy. The wastes include peanut shells, poultry litter and forestry residues and promis-ing fuel crops include algae, bamboo and kenaf. We’re not opposed to trying any feedstocks as long as there are great quantities available. Through a thermochemical process called pyrolosis, we heat biomass in the absence of oxygen to produce oil, gas and charcoal. UGA engineers and soil scientists collabo-rate to characterize the char and determine its value as a fertilizer or soil amendment.

We examine the entire

carbon cycling process. Gasification is another thermochemical process we can use to make liquid fuels. This is done by heating the feedstock with a little oxygen. UGA CAES scientists work with researchers in the UGA Warnell School of Forest Resources to convert wood waste from sustainably man-aged forests into cellulosic ethanol. We look at the full life cycle of making biofuels and part of that involves pre-processing the waste. Biomass is heated at low temperatures to increase its energy density and remove less desirable properties. This works well for wood waste and makes it easier to transport and more efficient in co-firing with existing power plants.

Do you think we will achieve the goal set by the

national 25 by ‘25 Alliance to produce 25 percent of our en-ergy from the nation’s farms and forests?

With the current high

price of oil, there is a strong incentive to meet it. However, we need more investment in research, development and production. The Europeans

are advanced in bioenergy production because they have a high tax on gasoline that is used to fund it.

3. microwave uncovered on High 2 minutes, stirring after 1 minute. sprinkle half of the sugar mixture evenly over cereal mixture; stir. sprinkle with remaining sugar mixture; stir. microwave 1 minute longer. spread on waxed paper or paper towels to cool. storein airtight container.

Honey Nut-Raisin Chex MixStart to finish: 15 minutes 16 servings (1/2 cup each)

6 cups Honey Nut Chex cereal 1 cup cinnamon-raisin bagel chips,

broken into bite-size pieces 3 tablespoons butter or margarine 3 tablespoons packed brown sugar 1 package (3 oz) cream cheese

1/2 teaspoon ground cinnamon 1 teaspoon vanilla

1/2 cup raisins 1. in large microwavable bowl, mix cereal and

bagel chips; set aside. 2. in 2-cup microwavable measuring cup,

microwave butter uncovered on High 30 seconds or until melted. add brown sugar, cream cheese and cinnamon. microwaveuncovered on High 1 minute 30 seconds, stirring every 30 seconds, until mixture can be stirred smooth. stir in vanilla. Pour over cereal mixture, stirring until evenly coated.

3. microwave uncovered on High 5 minutes, stirring every minute. stir in raisins. micro-wave 1 minute longer. spread on waxed paper or foil to cool. store in tightly covered container.
