MEMORANDUM OFAGREEMENT - AMONG TIlE BUREAU OF RECLAMATION AND TftE NEVADA STATE HISTORIC PRESERVATION (WHCER FOR THE INSTALLATION OF A SHADE CANOPY ON TUE SOUTH WALL OF TUE EXFIIIIIT BUILDING’ AT.HOOVERDAM, CLAffiCCOuNTY, NEVADA WHEREAS, the Bureau of eq1amation,. Lower Colorado Dams Office (Reclamation) is proposing to install a triangular-shaped, high densit’ polyethylene mesh shade canopy measuring appioximatel) 25 teet by 25 teet by 38 feet 1 that vull be a solid tan color, on the southem:eievation ofthe Hoover Darn.Exhibit.Building.(the tindertaking”), which will oecut %ithin the Undertaking s aiea ofpotential effect (APE) as depicted in Figures A I A 2, and A 3, and WHEREAS, the mounting system.fortheshade canopy consistsof stainless eyebolts and supporting hardwaie that will be sereed into foui anchors to be installed in holes dulled into the southern elevation ofthe Exhibit Building approximately 12 inches below the patapet, and in three anchors drilled installedinto the natural roekwallthat is perpendicular to the bWlding’s. southern e1evatin; and WHEREAS, the shade canopy would be installed on a seasonal basis primarily torn Apiil i to September 30 th in consideration of public health and safety to piovide shade and shelter to the Visiting public at Hoth’er Darn during•the periodic. seasonof excessively hot weather;.and WHJtREAS Reclamation, jn consultation withthe Nevada StateHistorie Preservation Officer ($HPO) have previously determined that the Flóover DamExhibit.Building (26CK7 1 13? HAER No; NVZZ7Z) ii.eligibl for listing in theNational Register of.Historie Places:under Critedon 4 A” foi its association with tourism at Hoover Dam and Critei ion C for its iepresentation of Art Deco or Style Modern;architecture ofthe 1920s and l930s, and thatthe Exhibit Building is also a contributing element to the Hooer Dam National 1—listonc Landmark and the future Hoover Ditm National Histode. A. Reclamation will develop an educational information dispjay (display) that will conveyinformation to the visiting public about the construction history and architectuial designofthe. Exhibit Buildiflg; Reclamation will. submit the draft fonnatofthc: display to the:JJpJ for review and comment. The SHPO will have 1 5calendar days from their receiptto review the. infQmiatiop.and respond to Reclamation about.itsadequacy. lfthe .SHPQ.does not iespond within 15 calendar days, the Reclamation shall assume approval anddevclop the. display; If SHPOrcquesêchanges, Reclamation will:niake the,rêcommendëd revisions.

13 Reclamation will fabricate and assemble the displa) br installation at the ExhibitBuilding within twelve (1 2) months after.theinstallation ofthe shade ëänbpy.Reclamation will ensure that the display vi1l not be attached in any manner to theExhibit Building oi an other historic architectural element associated with HooverDam. Reclamation shall. electronically notify the SHPO when:the shade canopy isiflstalled.

2.. Post Implementation Photo Documentation

Replanution shall electronically submit a series of photographs to the SHPO of the installedshadecanoiy within twelve (i2) months çfits installation;.

This MOA will.expireifits.stipulations are: not carried out within five (5) years from the dateof its execution At such time, and pnor to work continuing on the UndertakingReclamation shall either (a) execute a MOApursuant.to 3 CFR § 800.6, orb) request, takeinto account and respond to the comments ofthe ACFIP undei 36 CFR § 800 7 Prior tosuch time, Reclamation may consult with the SHP.O to reconsider the terms of the MOA andamend it in accordance with Stipulation 5 below Reclamation shall flout> the SHPO as tothe courseofaction itwill putsite.

Reclamation will then proceed according to its final decision.
