Section 1. Executive Summary
Synopsis of Investigation What began as a drug trafficking investigation on 21 July 2007 with a confidential
informant’s statement at the US Embassy in San Ramon, followed by a hot-line report on
22 July 2007, quickly turned into a potential terrorist plot investigation. Mary Caldwell
was identified as a transporter of cocaine from the Green Parrot Club to Michael Smith,
her boyfriend. She cooperated with the police and on 25 July 2007 gave her account of
drug trafficking activities, providing additional names, addresses, history of transactions,
etc. Mary Caldwell was able to John Luna and J. Carlos Reynoso as the point of sale
transporters, and identified the false ids as “new friends” of Smith. The “new friends”
turned out to be Kwasuan. Juan Kodjo, John Luna and J. Carlos Reynoso were all
identified as having connections to each other. With open-source methods such as
newsprint about Kodjo linking him with the Kwasuan Cultural Center and details about
his familial history information was gathered, determining his San Ramon and Kwasu
connections. 28 July 2007 Michael Smith was identified as the purchaser of the airline
tickets for the Kwasuan tenants under their false names. Surveillance began on Michael
Smith on 30 July 2007. He was in the company of the three Kwasuans. The police
retrieved a trash bag thrown away by Boadu, which provided information revealing the
likelihood of a terrorist plot with information specifically linking Stephan Boadu, one of
the Kwasuan tenants to Michael Smith, the Pacific Blue Club, and J. Carlos Reynoso. On
4 August 2007, Michael Smith was interviewed, admitted to the drug trafficking
accusations, but denied knowledge of Boadu and other tenants, and requested an attorney.
Michael Smith was taken into custody.
Tasking We are part of a team investigating the narcotic trafficking activities of the North Shore
Drug Cartel. This cartel is believed to be trafficking kilo amounts of cocaine throughout
the Edgewater, Florida area. We are to: analyze the information and include your
analytical findings; produce a report that describes the organization’s methods of
operations using the Business of Crime/Drugs Model as a reporting format; identify
significant relationships between people, businesses and organizations; analyze the
information and identify the entities and the relations between the entities; and create a
link chart utilizing i2 Analyst Notebook of significant relationships.
Key Findings It is likely that the shipment of 50 kilos of cocaine was aboard an American boat
Most drugs-for-money exchanges occur via high-end vehicles’ trunks.
The majority of profits from drug trafficking is in asset purchases and
reinvestment for more product. Reynoso and Luna are making approximately
$135,000 per month from sales to Smith.
There is a highly likely monetary link between Jose Carlos Reynoso of San
Ramon and Juan Kodjo of Edgewater. They both own casinos and nightclubs in
San Ramon and Kodjo is married to Reynoso’s daughter.

Michael Smith is likely making between $100,000 and $134,810 per month
selling cocaine and is linked to three immigrants from Kwasu for whom he likely
purchased fake identifications.
The types of products purchased by Boadu indicate he may be building a bomb or
other explosive device. The inclusion of electrical switches may indicate it will be
able to be remotely detonated.
The potential terrorist action may be associated with the Kwasu Cultural Center or
the Free Asante Okofo movement.
Evidence suggests that some monetary support may come from the Kwasu
Cultural Center for the Tetsu Ansahi, a radical political party.
Kodjo’s family may have been part of the Tetsu Ansahi; as such he may be
interested in the release of Okofo from prison.
Juan Kodjo has both a connection to San Ramon having grown up there and to
Kwasu where his family had been exiled.
Juan Kodjo is married to Maria Reynoso-Kodjo who has the same birthdate as J.
Carlos Reynoso (President/CEO of Green Parrot Club).
Key nodes of activity are the Green Parrot Club and Pacific Blue Club
Recommendations With little time remaining between the arrest of Michael Smith and the date of the airline
tickets, our recommendation would be to focus on surveillance and apprehension of the
Kwasuan residents of the apartment complex. It is likely there is an imminent threat of a
bombing based on the items purchased by Stephan Boadu.
Although the drug trafficking is a secondary investigatory necessity, the immediacy of
the terrorist plot being planned in the very near future makes that a top priority. Alerting
the airports and placing Stephan Boadu (alias Manual Alberto), Emmanuel Abiku (alias
Damon Gilberto) and Daniel Giasi (alias Steven Brazos) on a no-fly list would be
essential. Increasing police presence and an alert to any Kwasu-related businesses and
organizations would provide additional preparedness to prevent the bombing of potential
targets.
Upon disruption of the terrorist plot, we recommend re-focusing on the drug trafficking
aspect of the case. Specifically, we recommend further investigation into both Juan Kodjo
and J. Carlos Reynoso. It is likely Kodjo is the key figure coordinating the North Shore
Drug Cartel. In addition, it is probable he is financing the terrorist activity against the
Kwasuan government. His centrality and betweeness of all of the activities indicates he is
a high-level person in the organization.
J. Carlos Reynoso is likely a key person in the drug side of the business. His father, with
his experience as Finance Minister in San Ramon, may be helping launder money.
Investigating his family’s involvement is likely to uncover some of the financial methods
used by the cartel.

Section 3. Summary and Conclusions
Detailed Synopsis of Investigation What began as a drug trafficking investigation on 21 July 2007 with a confidential
informant’s statement at the US Embassy in San Ramon, followed by a hot-line report on
22 July 2007, quickly turned into a potential terrorist plot investigation.
Based on information provided by the confidential informant, most notably the origin of
the drug transport to the United States being San Ramon, the name of the American
skipper captaining the ship, Moseley, and the location of the two points of sale in
Edgewater, Florida helped set the background for the beginning of the investigation. The
hotline call provided more information that included the name J. Carlos Reynoso and
specific information on the dealing of cocaine at the Green Parrot Club. Through open
source information the Florida Joint Narcotic and Terrorist Task Force were able to find
reports on ownership of both the Green Parrot Club and the Pacific Blue Club, including
J. Carlos Reynoso’s employment record.
A stake out/surveillance based on the aforementioned information began on the Green
Parrot Club 24 July 2007. The surveillance team was able to observe a point of sale
transaction taking place and take license plates numbers. When the unknown female (UF)
observed left the bar intoxicated it provided the task for an opportunity to arrest with just
cause the UF identified at the time of the arrest as Mary Caldwell. Mary Caldwell gave
the officer’s permission to conduct an inventory of her vehicle. The seized property
provided additional addresses and names, and provided the first evidence of more illegal
activity other than drug trafficking. Caldwell cooperated with the police and on 25 July
2007 gave her account of drug trafficking activities, providing additional names,
addresses, history of transactions, etc. Mary Caldwell was able to identify her boyfriend,
Michael Smith as the dealer along with his address, John Luna and J. Carlos Reynoso as
the point of sale transporters, and identified the false ids as “new friends” of Smith.
On 27 July 2007, using the seized identification cards from Caldwell’s trunk, officer’s
went to the address noted on all three identification cards and interviewed the manager of
the apartment complex, adding to existing data collected with real names of the false ids
and pertinent information. During this interview, it is likely that another flag was raised
as to the potential of criminal activity involving more than drug trafficking. The
questionable method of rental payment, employment, and the need for falsification on the
identification cards signaled further need for investigation. The fact the tenants were
Kwasuan and that Luna was involved, plus Kodjo, a wealthy businessman being
identified provided more leads.
With open-source methods such as newsprint about Kodjo linking him with the Kwasuan
Cultural Center and details about his familial history information was gathered,
determining his San Ramon and Kwasu connections.

28 July 2007 Michael Smith was identified as the purchaser of the airline tickets for the
Kwasuan tenants under their false names.
Surveillance began on Michael Smith on 30 July 2007. He was in the company of the
three Kwasuans. Trash was disposed of and retrieved by police. The police followed
them to a shooting range where video and photograph surveillance was done. Various
weapons were observed and noted. The trash was retrieved by the police and provided
information revealing the likelihood of a terrorist plot with information specifically
linking Stephan Boadu, one of the Kwasuan tenants to Michael Smith.
On 4 August 2007, Michael Smith was interviewed, admitted to the drug trafficking
accusations, but denied knowledge of Boadu and other tenants, and requested an attorney.
Michael Smith was taken into custody.
Conclusions The high-level actors in the distribution of the cocaine for the North Shore Drug Cartel in
Edgewater are likely J. Carlos Reynoso and John Luna. Both are associated with the
Green Parrot and Blue Pacific clubs. Cocaine is distributed through the Green Parrot Club
via transporters. Some of the cocaine is being bought by Michael Smith, who also likely
sells weapons and fake identifications.
The three fake identifications found in Mary Caldwell’s car, along with observation of
the four practice shooting, link Michael Smith to three Kwasuan immigrants. The
immigrants are likely led by Stephan Boadu since he is responsible for paying the rent
and he is known to be receiving $2,000 payments to his bank account. Since it has been
documented that Boadu purchased items to make an incendiary device, it is likely the
three immigrants are planning a terrorist attack on the Kwasu Consulate, or another
Kwasuan-related business.
The links of Juan Kodjo to NSDC and his exile from Kwasu likely links him to both
projects.
The most immediate recommended course of action is to investigate the Kwasuan
immigrants in order to disrupt any terrorist act they are planning. Because they are
scheduled to depart Edgewater 10 August, it is likely the action they are planning will
occur on, or shortly before, that date.
