CHAIRMAN’S CHATTER

Six months of the Regimental Association’s year have now passed, and I can assure you all that the Western Cape committee has not been idle.

Two functions have, to date, been concluded. The Ladies’ Lunch was held at Barristers Grill and the an-nual Regimental Dinner was held, for the first time, as a luncheon event at Timour Hall.

Both functions were successful and it is pleasing that we have been able to resurrect the Ladies’ Lunch which had not ben held for some time due to lack of support. Barristers Grill proved to be the ideal lo-cation and venue with a great, cost effective, menu. We can certainly improve our numbers for the Ladies’ Lunch in 2020.

Time is marching on for us all, a statement which is not intended to be depressing in anyway! We can sit back and be old or we can go out having fun. In terms of our inaugural Annual Luncheon we opted for the fun component and that was what we had in the familiar sur-roundings of Timour Hall. The flag-decorated hall was packed, wives and partners, at long last having the opportunity to attend this flag-ship annual event of ours. With everyone at ease, chatting, sharing memories, making new acquaintances, joining in the odd sing-song or two and catching up was the order of the day.

There is no doubt that the silvery words of Dave Blacker were en-joyed by all. Doug Grierson’s knowledge of the Force’s history had the audience spell-bound. Dave and Doug’s contributions laid the per-fect platform for guest speaker, Don Peters’, fascinating address. We ae extremely fortunate to have such knowledgeable and esteemed individuals in our midst. Their contributions add so much value to our functions and activities.

I feel totally confident in saying that we achieved what we set out to do, and I can unashamedly report that it was a fantastic occasion.

The committee members all stood up and played their part, and it would be remiss of me not to mention the fantastic raffle prizes Gra-ham and Ed sourced for the event. Personally, I can’t wait for the end-of-year function, the Christmas braai, at Timour Hall on Satur-day, 7 December, 2019. Hopefully we’ll see you all there!

INAUGURAL ANNUAL REGIMENTAL LUNCHEON

HELD ON 7 SEPTEMBER 2019 AT TIMOUR HALL

Having taken the weighty, and regrettable, action of cancelling, for

a variety of reasons, last year’s Annual Regimental Dinner for the

first time in the Branch’s history, it was decided to hold this year’s

event as a luncheon at Timour Hall. In another “first”, wives and

spouses were invited to attend. These changes proved to be highly

popular and this year’s inaugural luncheon was fully subscribed.

The Committee would like to thank all those who attended, as well

as those who assisted in the planning and preparations for this

most successful event. Peppadill Caterers were used for the first

time and came up trumps. A more successful event could not have

been hoped for in celebrating this, the Branch’s 50th Anniversary.

leased a new CD marking the Force’s 130th Anniversary.

BRITISH SOUTH AFRICA POLICE REGIMENTAL ASSOCIATION

CONSTITUTIONAL COLLEGE

With Alan Toms having recently stood down at the end of his term

as International President of the B.S.A.P. Association, Will Keys

(7432) accepted nomination to the position.

Will’s Australian grandfather was a Rhodesian pioneer (civilian) in

the famous Cecil John Rhodes Pioneer Column. Will, like his fa-

ther, was born in Rhodesia and started adult life by joining the

B.S.A.P. and rose to the rank of Inspector.

After leaving the Force he pursued a career in the commercial

world and relocated to Australia some 38 years ago. Obtaining

professional qualifications en route, Will gained a Bachelor of Laws

degree and a Post Graduate Diploma in Legal Practice. He was ad-

mitted as an Officer of the Queensland Supreme Court and quali-

fied to be a Principal Solicitor, running his own law firm in Brisbane.

Will is married to Jacki and has four children and four granddaugh-

ters.

MESSAGE TO MEMBERSHIP FROM THE PRESIDENT OF THE BRITISH

SOUTH AFRICA POLICE REGIMENTAL ASSOCIATION

We acknowledge the role the British South Africa Police played in

our development. In my case, as a young man, and later on as a

corporate executive, then as a legal practitioner.

It is my belief that the discipline, responsibility and accountability,

instilled in BSAP membership was invaluable. I was determined to

hold myself to a higher standard than was generally required. The

genesis of this mentality was founded in the BSAP ethos.

The international winds of change blew strong and hard in Central

Africa. The Force “In the Great Tradition” found itself disbanded

and members dispersed to the wind. The range of success that fol-

lowed varied, based upon luck, circumstance and grit. And yet,

thankfully, the memory was not forgotten. A “band of brothers” in

Mashonaland, kept the BSAP Regimental Association candle burn-

ing. We owe these men a debt of gratitude.

The Association has achieved international status, under-pinned by

a Constitution, drafted in Mashonaland and installed within an insti-

tution called a Constitutional College (“College”). The President and

delegates are elected from ten BSAP RA branches, worldwide. This

is an achievement that should never be belittled.

We thank the immediate past President, Alan Toms, the two Honor-

ary Secretaries, Steven Acornley and Anthony Murphy (Notary Pub-

lic/Solicitor Isle-of-Man) and the College as a whole, for an excellent

term office.

It is my expectation that the College will meet via Skype, or other

equally stable internet communications platform, on a regular basis.

We are an ageing demography, however, the Dylan Thomas poem

befits our spirit.

“Do not go gentle into the good night,

Old age should burn and rave at close of day;

Rage, rage against the dying light.

Though wise men at their end know dark is right,

Because their words had forked no lightning,

They do not go gentle into that good night.”

Ladies and Gentlemen, we still have much to offer and achieve.

INTRODUCTION TO JOAN FLETCHER, INCOMING BSAPRA COLLEGE

SECRETARY

John is a wife of member who married Patrol Officer John Fletcher

(7512) in April, 1969. They were stationed throughout the Masho-

naland Region during John’s ten years of service.

After leaving the BSAP, John joined the Wattle Company in Umtali

for a short time, the family relocating to South Africa when Inde-

pendence arrived in Zimbabwe. Tragically, John died suddenly in

1993 leaving Joan a widow. After spending a brief spell in England,

Joan joined her two daughters in Australia. She now lives in Bris-

bane, close to her daughters and grand-daughters.

THE BRITISH SOUTH AFRICA COMPANY’S POLICE—Part 5

(An extract from Frontier Patrols—A History of the British South Afri-ca Police and other Rhodesian Forces by Colin Harding, published in 1937).

ORDER AND CONTROL

The conquest of Matabeleland having been completed, and with Mashonaland an integral part of the British Empire, Rhodes left Bula-wayo for Cape Town and it was on this occasion that he addressed the disbanded volunteers and congratulated them on the accom-plishment of their tasks, for the satisfactory fulfilment of which, mili-tary authorities had predicted that an army of 10,000 men would be required. We are told that the tribute of Rhodes was less generous to the Bechuanaland Police. This was, I think, to be explained by the desire of Rhodes that the conquest of the Matabele should be ac-credited solely to the Company’s volunteer forces without the aid of any Imperial element, and this opinion is supported by the following copy of a telegram received by the Colonel Commandant from His Excellency the High Commissioner, dated April 4th, 1894:

The High Commissioner before proceeding to England on a few months leave of absence, desires to convey to Colonel Goold-Adams and the Officers and men under his command, his appreciation of the discipline and good behaviour of the Regiment both in the field and garrison, and the High Commissioner congratulates the Regi-ment upon their successful advance on Bulawayo from the South, which diverted one half of the military force of the Matabele nation and which culminating in the flight at Impendine, secured to the B.S.A. Co., the fruits of victory won by so much daring by the Column under Dr. Jameson advancing from the East. And the High Commis-sioner recognises their subsequent good service in assisting the B.S.A. Co., in maintaining order in the country during the early days of its occupation. The High Commissioner wishes the Regiment...

The question of the disposal and the duration of service of the volun-

teers may also have influenced his appreciation of this force, for

whilst their services could be terminated on the slightest pretext, for

to the forces under his command as the ’Army of the Queen’.

In the last chapter I referred to a force of 150 police which on the

disbandment of the column was raised in Bulawayo under the com-

mand of Lieutenant Bodle. About the time that this police force was

inaugurated, another force, to be known as the Matabeleland Native

Police, also came into being, and as they play an important part in

subsequent events, a few comments on their composition and their

duties will not be out of place.

This force was organized in the beginning of May 1894 and was

composed solely of Matabele. A great many of the Imbesu and In-

sukumini Regiments, the late Lobengula’s two crack regiments,

were included in the force which a numerical strength of 150 non-

commissioned officers and men.

Each member of the force was armed with a Martini-Henry rifle, a

bayonet and 40 rounds of ammunition. They were well fed and

clothed in a suitable uniform, and their annual cost of maintenance

was stated to be about 30 pounds a head. When it is realised that

the annual maintenance of a white policeman amounted to about

205 pounds, one of the great advantages of this force will be ap-

parent. This new force was placed under the charge of the Native

Commissioner in various districts, each district being supplied with

three non-commissioned officers and seventeen men.

OTheir duties were to assist Native Commissioners in arresting de-

serters and investigating native cases, and police and detective

work generally in connection with the natives. Of this force Colo-

nel F.W. Rhodes writes as follows in the British South Africa Com-

pany’s Report for 1894-5:

The reports from the different Native Commissioners in connec-

tion with this force are most satisfactory. Native labour is much

more plentiful and the police have been very useful in branding

cattle, tracing hidden cattle, and also in assisting the Indunas and

natives generally in procuring evidence and settling native dis-

putes. I personally visited the Belingwe and Maveni districts and

both the Native Commissioners in those districts were full of

praise at the success of the Native Police (M.N.P.). The credit of

the organisation is due in great measure to Mr. H.J. Taylor, the

Chief Native Commissioner for Matabeleland, who has worked in-

defatigably in making them the smart body of men they are.

Fifty of these men were eventually sent to Mashonaland. Alt-

hough the early history of this force was far from satisfactory, it

must be admitted that in no respect was there any legitimate rea-

son for their subsequent dissatisfaction or disloyalty.

In the Native Department the provinces of Mashonaland and Mat-

abeleland were kept distinct and were supervised by the two Chief

Native Commissioners with offices at Salisbury and Bulawayo re-

spectively.

Under the Chief Native Commissioner for Mashonaland were 14 Native

Commissioners and six Assistant Native Commissioners. Under the Chief

Native Commissioner for Matabeleland were 16 Native Commissioners

and seven Assistant Native Commissioners. The Native Commissioners and

their assistants resided in their own districts, which corresponded in Masho-

naland with those of the paramount chiefs and in Matabeleland with those

of the principal indunas.

The duties of the Commissioners were many, and included the collection of

hut tax, keeping a census of natives in their districts, and reporting on the

general demeanour of those under their charge.

Of the Mashonaland Horse which still existed we find that the province of

Mashonaland, whilst there were 356 volunteers of all ranks there were only

241 horses available.

Early in 1894 under the administration of the Chartered Company the re-

construction of Matabeleland affairs commenced. At their own request the

majority of the Mashonaland Volunteers were dismissed and returned to

their various avocations. Those who remained joined the new mounted

police and with the assistance of the Bechuanaland Police, assumed the mil-

itary protection of this newly acquired territory.

Referring to the town of Bulawayo and the ordinary everyday life of its citi-

zens, we find that the responsible Government has supplanted deeds of

atrocity and a sense of security is evident. Prospectors, traders and miners,

all bent on lucrative advancement and sanguine of the future prosperity of

the country, have made their homes.

Reserves for natives have been assigned, in some cases not happily. Mata-

beleland and Mashonaland have been united and in the near future are to

be known as Southern Rhodesia. By a Matabeleland Order in Council dated

July 18th, 1894, which had the approval of the Imperial Government, provi-

sion was made for the appointment of a Judge and the formation of a Coun-

cil to assist the Administrator. Right and left buildings of various descrip-

tions sprang up in the newly acquired township, where the various building

plots had recently been sold at exorbitant prices. Naturally one of the most

imposing structures was a house built by Rhodes on the site of Lobengula’s

old kraal. Mining companies spent on the erection of offices large sums

which with more advantage could have been expended on the development

of their claims.

A permanent volunteer force styled the ’Rhodesia Horse’ came into being,

including in its ranks the author of this story, who with many others never

attended a parade, was never allotted a horse, never given a rifle and never

donned a uniform. Although there were in those early days little or no

efforts to provide the necessary equipment for a mounted regiment, it was,

however, after a good deal of delay, at last requisitioned, and a considera-

ble portion of it got as far as Cape Town, where we ae told it was greatly

appreciated by the Reform Committee at Johannesburg. Although it was

not at the time known, the Rhodesia Horse were said to have been inaugu-

rated more with the idea of assisting in an expedition into the Transvaal

than for the purpose of defence in Southern Rhodesia.

For the same problematical reasons the majority of the Mashonaland

Mounted Police were removed from their original headquarters at Salis-

bury, leaving the totally inadequate force of about 40 of the Police, together

with the Rhodesia Horse, to represent the armed forces of Matabeleland

and Rhodesia.

During the past month Depot has been a comparatively quiet

place to live in. The main reason for this has been the absence of

the Mounted Troop visiting the Shows with their Display, and as

these notes go to press they are preparing to leave on their last

trip to Bulawayo. During the brief spells that the Troop have spent

in Depot, one of their members was to be seen perpetually hang-

ing around the sick lines like an expectant father, the reason for

this being that the Police have acquired a mare, which shook eve-

ryone by turning out to be in foal.

Yet another reason for the peace and quiet in this domain is the

temporary absence of the cheery voice of Sergeant Ted Cutfield,

as this worthy gentleman has departed for distant lands on long

leave. Just to keep Depot numbers up to strength, Sergeant Reese

has returned from leave, looking fitter than ever. Joining Assistant

Inspector Robertson of the N.R.P. on an equitation course we

have one of our own number, Constable Gillett, from that far-

away place of Que Que.

We extend our heartiest congratulations to Sub-Inspector and

Mrs. Stephens on the birth of their third child, a son. Whilst on

family affairs, may we also congratulate Sergeant Jim McEvoy on

his recent engagement to Rosemary Shelley, late of Depot Office

fame. In a completely different sphere we say well done to Ser-

geants Lawton, Franklin and Stone on their recent promotions.

A few changes have taken place in the administrative offices of

P.G.H.Q. Lt.-Colonel C. W.H. Thatcher is now the Chief Staff Officer,

Police, as well as C.S.O., Police Reserve, with Captain K. Flower, re-

cently back from a motor trip, with his wife, from Salisbury to Abys-

sinia, as Staff Officer, Police Reserve. During the course of his trip

Capt. Flower visited many places he served in during the

last war. Major H. Blowers, who has been Acting Chief Staff Officer

for the past nine months, is at the time of writing still at P.G.H.Q.,

although his future movements are not known. At the end of July

Inspector Mitchell, who was on the Police Reserve staff at P.G.H.Q.,

went to Bulawayo on transfer, where he is performing similar du-

ties.

Inspector Wright is on long leave, and we are glad to report that

Sub-Inspector Harcourt is now fit and back on duty. 1/Sergeant Lar-

ry Lowther, back from long leave in the U.K., looked in at Depot for

a short time early in September before going to Gwelo. where he

takes over the District Clerk's office for a month or two.

Show Week was as interesting as ever, and the Display Team, Re-

cruits and African Police all played their respective parts. The night

shows are now a popular feature of the Salisbury Show, and the fi-

nal one on the Saturday night was without doubt the best. In the

ring events the Police did quite well considering the very high

standard of horseflesh and horsemanship now seen in this part of

the country. I understand a full account of the Police successes in

the various Shows will be published after the Bulawayo Show.
