    I. Introduction

    Catholic Church - declared Reproductive Health Bill 5043 seeks passage from the House of Congress:Anti-lifeBill.

    Contents (RH bill) tell us the true and real purpose, to limit or alienate our population. Church view, issue ofover-population - primary reason why this bill was made is nothing else but a LIE.

    Poverty (millions of Filipinos) not caused by over-population, caused by corruption. Corruption in our country found all levels of our government. Trillion of pesos lost; corruption sink deep into our society.

    Only few (crooked individuals) affected, millions our poor brothers and sisters suffering great sin (stealing).

    Only we unite and stop corruption in our country, sure no poverty in this countryof ours. Concept of free sex forced into our society. Contraceptives to young ones: part of the global marketing

    strategy of giant foreign corporations to unload their products in the third world countries in exchange for profit.

    Reasons and the stands of the Catholic faithful.

    II. Objectives

    Introduce Filipinos and distribute to them family planning devices. Promote, without bias Aims for health care centers all over the country to circulate information on how to properly use them. Intends to alleviate the problem of overpopulation in the Philippines.

    III. Related Literature

    1967 - USAID started shouldering 80% of the total family planning commodities (contraceptives) of the country,which amounted to US$ 3 Million annually.

Policy gives "paramount importance". Recommendsthe US leadership "influence national leaders" and "improved world-wide support for population-related efforts soughtthrough increased: mass media, other population education and motivation programs: U.N., USIA, and USAID

    1989 - Philippine Legislators Committee on Population and Development (PLCPD) established, "dedicated to theformulation of viable public policies requiring legislation on population management and socio-economicdevelopment.

    2000 - Philippines signed Millennium Declaration and committed to attain the MDG goals by 2015, promoting genderequality and health.

    2003 - USAID started phase out of 33-year-old program, free contraceptives given to country. Aid recipients facedchallenge to fund own contraception program.

    2004 - Department of Health introduced the Philippines Contraceptive Self-Reliance Strategy, arranging forreplacement of donations with domestically provided contraceptives.

    August 2010 - government announced a collaborative work USAID in implementing comprehensive marketing andcommunications strategy favor of family planning called "May Plano Ako"

Churchs ViewHead of the Roman Catholic Church (Philippines) - Archbishop Luis Antonio Tagle opposes RH bill (w/abortion and contraception). 81% of Filipinos: Catholics, Catholic Church exerts strong influence in public and moral life.Staunch opposition to bill: drawn controversy among non-Catholics and Catholics alike, support bill whereby many invokeprinciple of separation of church and state.

    Fr. Joaquin Bernas, S.J, - drafters (Philippine Constitution), prominent lawyer and writer, explained concept of separationof church and state directed towards state, rather than the church, political concept. Technically it means non-establishment of religion, as the Constitution stated No law shall be passed respecting an establishment of religion ...Means, state should be guided by principle, should support no specific religion. Means government funding not beallocated: building churches or mosques, and not favor any particular religion. Does not prevent church, parents,supervisors, teachers and other moral educators from expressing views and educating wards on the morality of their

    personal and social actions. Proponents, on the other hand, state that the church not meddle in matters of state, andfocus on religious matters, not political matters.

    Why does the Catholic Church interfere in the affairs of the Government? When in fact there is a separation of theChurch and the State.

    This question usually comes from the person who does not know the nature of the Church, because if theyknow their question should be, why does the State interfere in the affairs of the Church?

    That is the very reason why we are defending ourselves. The Church is not a Church without the people. TheChurch is the people of God. We are the Church. And before we became a member of our family, and beforewe became a member of our society, before we became a citizen of our country and before we became acitizen of the world, we fi rst and foremost belong to Gods family.

    Are we going to allow one of our children to be poison, of course not? Contraceptives poison! Are we going to allow if one of the family members is being fooled or deceive? No! Do we agree to allow one member of our family to be killed? No! Finally, nobody can take away God from His Church!

    LET US NOT ALLOW THIS BILL TO PASS!SAY NO TO RH BILL

    Anti RH Bill

    RH bill cause much higher prices of commodities and health care products in the Philippines because of the factthat businesses and hospitals would be compelled to offset the RH care expenses that they are going to pay fortheir workers. Not good for everybody, as it would create a wave of economic regulations and controls. Mightalso cause the government to issue price controls and other regulatory edicts so to prevent companies andeven hospitals from raising the prices of their products and services!

    Overpopulation in PH is a MYTH! No correlation between economic growth and poverty reduction, or between overpopulation and poverty. Such

    an alleged correlation is a fallacy. But there exists a correlation between poverty and repressive economicpolicies, as shown by the ranking of Doing Business and Economic Freedom Index. For instance, top tencountries with the highest fertility rate are Niger, Uganda, Mali, Somalia, Burkina Faso, Democratic Republic ofCongo, Angola, Ethiopia, and Republic of Congo. What do these countries have in common? Theyre all poor.But why are they so poor? Theyre poor because of their failed, repressive economic policies

    Reproductive Health Bill: Its Evil, Not Just Wrong I oppose RH Bill not on the grounds of religious argument (that it is anti-Life), but because it is not part of the

    function of a government to institutionalize slavery, by sacrificing one group to another group. I do not share thesentiments of the religionists and the Catholics that this bill is pro-abortion or against the sanctity of life. Ibelieve this proposition is anti-Life, but I do not agree with the religious position and definition of the term. Tome it is anti-Life in the sense that it kills mans motivation to achieve and the value of mans achievement.

    Pro RH Bill

    Bill wants to uplift the quality of life of the people, increase the share of each Filipino in the nations resources,

    and eliminate poverty. Solution to poverty: development and not population control. RH Bill does not actuallysolve the problem; may actually cause more predicaments. Contraceptive mentality (I cant have or I dont wantthis child) already there, contraceptives fail; people may consider having abortion.

    RH is not abortion.

    Using condom no more produces: unborn child than, sleeping produces: unborn masterpiece. Unborn child

    does not exist. No more real than an unborn thought, romance, and heroism. You want to light a candle on the

    grave of the child that died from contraception, feel free to do so. But dont include others in your lunacy. Will enlighten Filipinos, not factories of babies. Percentage of unexpected pregnancies are higher than planned

    ones. Government: right to create this for welfare of everyone. Everyone: right to do what he or she prefers togive to their unborn children. Government not asks you to kill. Still be up to every human being. After all, Hegave us the privilege of choice.

    People try to make it appear, not criminal (reality), proposing is criminal. Clothe their advocacy with pro-

    development purposes like decreasing poverty: reduction of population, no correlation between the two. RH Billpromotes informed choice among women even if we already have the Magna Carta for Women safeguardingthe right of choice of Filipino women, etc.
