Chantilly Highlands Homes Association Board of Directors Meeting

Thursday, August 6, 2005 Submitted by: Wendy Osborn

Minutes are tentative and will be reviewed and approved at the upcoming Board of Directors meeting.

Board Attendees: Debbie Bowen, Jim Ceh, Mark Hassinger, Wendy Osborn, and Darin Welt. Board Absentees: Jeff Boehlert, Mary Kerr, Karen McGreevy, and Chris Tacinelli. Home Owner Attendees: One resident. The meeting was called to order at 7:59 pm by Jim Ceh. The minutes were approved as submitted. Treasurer’s Report: The income has been good but we are still short $10K for the year. The resale packages are steadily coming in. We have insured a total of $200K in 2 separate banks, the Millenium and Chevy Chase banks. The capital dollars are separate from the operating budget as requested by the auditors. The swim team has provided their season’s budget to the board and received approval at the July BOD meet-ing to use our tax ID number for the season. COMFAC: In Jeff Boehlert’s absence, Jim Ceh re-ported that Splash has asked for board support of the lifeguard’s enforcement of the rules. The board is be-hind them. Land Management: Bids for the land management contract are being finalized. The trees around the ten-nis courts and community center need to be trimmed back. A resident has requested through the ACC plant-ing trees outside their property lines in the common area and will be requested to make an application to the board at the next meeting. A resident questions the feasibility of mowing of the gas lines in the community. The gas lines would cost an additional $12-15K in expenses resulting in higher HOA fees if implemented, and there has not been full support amongst residents who border the common grounds. Community Events: The teen pool party went well and was attended by approximately 45 teens. Community Day will be on Saturday, September 17th, from 4-7pm. ACC: A draft of the ACC walk through was presented. It will be published in the Highlander before the walk through in October.

The BOD has taken no action concerning the basketball hoops within the community. They are a VDOT issue and are being addressed by VDOT. Newsletter: Nothing to report. Neighborhood Watch: Nothing to report. Long Range Planning: Nothing to report. Old Business: Nothing to report. New Business: The board will be endorsing a traffic study for Kinross Circle and Cobra Drive by VDOT. Meeting Adjourned at 8:55 pm.

Chantilly Highlands Garden Club News By Virginia Hodge

Why won’t my plants bloom? Can I maintain my yard and garden in harmony with the environment and protect the Chesapeake Bay? I want to improve my garden, but where do I begin?

The Chantilly Highlands Garden Club is a group of men and women from the Chantilly Highlands and Franklin Farm com-munities. Our participants are of all ages (new mothers to re-tirees and everything in between) and diverse gardening ex-perience (from beginners to Master Gardeners) and interests. We meet monthly from September through June to share infor-mation on gardening-related topics and to share gardening experiences (both the successful and the not so successful) in a social environment. We also host plant swaps throughout the year – a great way to add proven performers to your garden! As land development continues, our air and water are becom-ing more polluted and wildlife habitats are being lost. Eco-Savvy gardening practices work with nature and the environ-ment to create healthy and beautiful gardens. In September, we will learn about EcoSavvy gardening practices and how we can apply them in our communities, which are part of the

Chesapeake Bay watershed. October reminds us of wet, wind-swept, orange/yellow/brown leaves, not-so-green lawns, untidy grass, and leftover roses in the garden. If the summer heat has not burned the buds and the fall rain does not soak the produce, October is a great time to wrap-up the yard work and prepare our annual harvest fare. We will celebrate this season with a harvest meal, Myanmar style (menu still in development). In November, we will host a seasonal craft. In December, we will conduct our annual garland-making – this is an opportu-nity to learn how to construct a garland or wreath using live greens. This is also a great community service project for teens and scouts. Please join us at one of our meetings. There is no membership fee or requirement. Our full schedule for the year is provided below. Meetings start at 7:30pm at the Chantilly Highlands Community Center on Kinross Circle, unless otherwise specified. GIRL SCOUT NEWS CALLING ALL GIRLS, CALLING ALL PARENTS!

Service Unit 56-4 of the Girl Scout Council of the Nation’s Capitol is now having "Registration" for the 2005-2006 school year! Girl Scouts is a very re-warding and positive experience for all. It's not just about selling cookies! The

girls go on outings, camp outs, field trips, museums, and travel to different states and even countries. They learn about many different facets of life, which in turn molds their futures. Dulles Metrorail is on track and underway. Beginning construction in 2006, the Metrorail extension will connect Northern Virginia to the rest of the region, permanently linking our business and residential centers. As part of an integrated system of trains, buses, pedestrian walkways and parking facilities, the region will benefit from a host of new options for where we live, work and play. The Dulles Metrorail extension is about more than just getting from point A to point B; it is about creating more options on where we live, work and play without having to sit in traffic.

The Dulles Metrorail is a new 23-mile Metrorail line, extending service from the existing Orange Line at the East Falls Church station in Fairfax County, Virginia, to Route 772/Ryan Road in Loudoun County, Virginia. The corridor encompasses several activity centers, including Tysons Corner, Reston, Herndon and Washington Dulles International Airport, as well as the emerging activity cen-ter in eastern Loudoun County.

Dulles Metrorail Timeline Because of federal funding limitations and the timing of

local funding availability, DRPT intends to construct the project in two major construction phases.

Phase 1 of the Project, officially known as the Dulles Corridor Metrorail Project - Extension to Wiehle Avenue, will complete the first 11.6 miles of the planned extension from the Metrorail Orange Line to Wiehle Avenue in Reston. It will include five new stations (Tysons East,

Tysons Central 123, Tysons Central 7, Tysons West and Wiehle Avenue), improvements to the existing rail yard at the West Falls Church Station. Metrorail service to Wiehle Avenue is scheduled to begin in 2011.

Phase 2 of the Project, from Wiehle Avenue to Route 772/Ryan Road in Loudoun County, will include six addi-tional stations (Reston Parkway, Herndon-Monroe, Route 28, Dulles Airport, Route 606 and Route 772) and a new rail yard on Dulles Airport property. This phase is cur-rently scheduled for completion in 2015.

September Tips for Lawns and Landscaping Following are a few suggestions from the Virginia Cooperative Extension for September lawn care. More very useful information can be found at their website at www.ext.vt.edu. • It is time to apply herbicides for winter annual or perennial weeds that germinate during the fall. Check herbicide

labels before using, and select an appropriate chemical for the weed types and lawn type in your yard. • Early autumn is the best time to sow grass seed. Spread a very thin mulch of clean straw over newly seeded areas to

provide shade for the new grass and preserve moisture, yet allows light through for germination. • Fall is usually cool and moist and a good time to plant trees and shrubs. • Lawns should be fertilized in late September or early October. • One hour of yard work (cultivating, pruning, weeding) can burn about 300 calories! • Autumn is a good time to improve your garden soil by adding manure, compost, and leaves to increase the organic

matter content. • Don’t allow leaves to accumulate on the lawn, as they may kill the grass. Rake, store in a pile, and use as mulch

next summer in your garden.

You are invited to attend San Vito’s special dinner for the Leukemia and Lymphoma So-ciety’s annual Light The Night Walk campaign on September 13th.

San Vito will donate 15% of all dinner revenues that night, just tell them you’re with LTN when you arrive. All funds raised will be used to further research into these blood cancers and to support families affected by these dis-eases.

COMMITTEE INFO Board of Directors meets on the first Thursday of every month at

7:30 PM at the Community Center. Meetings are open, and all resi-dents are welcome and encouraged to participate. To include a spe-cific item on the agenda, please contact the Board President.

Architectural Control Committee (ACC) meets monthly at the Community Center. Contact any ACC member or appropriate Board member if you have ACC questions or concerns.

Chantilly Highlander newsletter team welcomes your articles and community photos of specific events, or just whatever is going on in your neighborhood! We would also love your suggestions and ideas for new features as well as feedback on current content. Community Activities Committee identifies and schedules events for the participation of Chantilly Highlands families. The committee meets as events are scheduled, and chairpersons vary throughout the year. If you are interested in leading an event or have ideas for a community activity, please contact a Board member.

Community Facilities Committee (ComFac) meets the first Wednes-day of every month at 7:30 PM at the Community Center. Issues pertaining to our swimming pool, tennis courts, playground, Com-munity Center and its grounds are managed by the Community Fa-cilities Committee. If you would like to become involved in this committee, contact Jeff Boehlert at 703-435-2836.

Land Management Committee handles all issues that involve the common areas of our community: primarily lawn care and snow removal. Meetings are held as needed. You may contact Wendy Osborn at 703-834-7978 with questions and if you are able to help on the Land Management Committee.
