The chemical database
• Any person at UiT who works with, or in another manner may be exposed to, hazardous chemicals, including flammable and explosive substances, ionizing radiation and toxic or hazardous material (hereafter referred to as hazardous substances), shall have access to information in order to attend to their own health and safety.
• The chemical database is a collection of material safety data sheets, information sheets and other information about all hazardous substances that are used at the institution.
The chemical database
• The faculties/units that produce, pack, use or store hazardous substances shall have a printed and electronic version of the chemical database.
• The chemical database must always be kept updated so it contains information about the hazardous substances that are actually at the user site
Sanctioned by law
• Stoffkartotekforskriften (Regulations relating to chemical databases)
• Kjemikalieforskriften (Regulations relating to chemicals)
• Regulations relating to registration, evaluation, authorisation and restriction of chemical substances (REACH)
• All working places that store or use chemical substances and biological products injurious to health are subjected to these regulations.
Substance library - Main goal
• The system is an important driving force in the work to prevent damage/injury
• Access to health and safety sheets of high standard • Adjust use and storage of all substances injurious to
health as safe as possible • Survey of all substances injurious to health in use or
stored at the various departments at UiT
Substance library - Main goal
• Forms the basis for lists of substances, reports and printouts for each location, for instance, substances that form the R-phrase(s) are:
• toxic
• carcinogenic
• mutagenic
• cause sensitization
• flammable/explosive
• Replacement of the most dangerous substances stored and used at UiT (duty of substitutions)
Requirements for safety datasheets FOR 2008-05-30 nr 516: Forskrift om registrering, vurdering, godkjenning og begrensning av kjemikalier (REACH)
The safety data sheet shall be dated and shall contain the following16 headings:
1. identification of the substance/preparation and of the company/undertaking 2. hazards identification 3. composition/information on ingredients (CAS-number) 4. first-aid measures 5. fire-fighting measures 6. accidental release measures 7. handling and storage 8. exposure controls/personal protection 9. physical and chemical properties 10. stability and reactivity 11. toxicological information 12. ecological information 13. disposal considerations 14. transport information 15. regulatory information (R- and S-/ H- and P-sentence) 16. other information
Requirements for suppliers
Suppliers shall update this information without delay on the following occasions: 1. As soon as new information which may affect the risk
management measures, or new information on hazards becomes available
2. Once an authorisation has been granted or refused
3. Once a restriction has been imposed.
Preventative measures
• A risk assessment shall be carried out before substances are purchased and necessary preventative measures shall be implemented before work starts up.
• The substance shall be registered in the chemical database before it is produced, packed, used or stored at the institution.
• Substances which following a risk assessment are not deemed to represent a health or environmental hazard do not need to be included in the chemical database.
Preventative measures
• Substances shall not be used if they can be replaced with chemicals or processes that are not hazardous or which are less hazardous for the employees (duty to replace).
• The person purchasing the substance is obliged to ensure that updated information about the substance is available in the chemical database.
• The management shall map and assess the risk of all substances that are handled at the university and, based on the risk assessments, implement the necessary preventative measures to safeguard that the substances are used, stored and disposed of in a totally responsible manner, hereby avoiding injuries, burns, explosions and other accidents.
Operation and maintenance
Operation and maintenance of the chemical database is handled by the following personnel:
• The chemical database contact (electronic and printed chemical database)
• Superuser (electronic database)
• System administrator (electronic chemical database)
The tasks for the various personnel are outlined in the guidelines
The chemical database contact
Each location shall have one substance library contact appointed by the head of administration at the location
The tasks for the chemical database contacts are as follows:
day-to-day maintenance of the chemical database at the user site training of users and safety representatives at the user site inform the users and safety representatives of changes to routines,
regulations and software act as contact person between the user site and the superuser the chemical database contact reports to the superuser and the
head of the faculty/unit
Superuser
The tasks for the chemical database superuser (electronic database) are as follows:
• training of chemical database contacts at the user site
• inform chemical database contacts about changes to routines, regulations and software
• organise maintenance of the user site’s registrations in the administration module
• the superuser reports to the head of the faculty/unit
System administrator
The tasks for the systems administrator (electronic database) are as follows:
• contact with the system supplier
• training of the units’ superusers
• inform the line management and chemical database superusers of changes
• maintenance of the electronic chemical database
• the systems administrator reports to the University Director
The electronic database - Chess The Chemical, Health, Environmental, Safety System
• The electronic chemical database is structured various modules, with each module providing access to various functions.
• The system at UiT comprises of the following modules: – Base module – Management module – Historical module – Risk assessment module – Report module – Web module
• You will find instructions under the “Help” tab in the various modules in Chess.
Base module
• The nucleus of the chemical database.
• In this module, the user sites can import, store and distribute safety sheets for substances
• Provides access to other parts of the electronic chemical database, e.g. standard phrases and the report generator.
Management module
• In this module, the chemical register is structured in the form of a hierarchical organisational chart where each unit may choose the number of levels and the number of divisions at each level.
• Contact people linked to each user site.
• The individual user site registers the substances it uses and stores, and in which quantities the various substances are stored.

• Makes it possible to store data, and show the condition in the database in relation to the changes that are made owing to substitution or other changes for chemicals that are part of the chemical database.
• Access require authorisation
Web module
• the internet/intranet module that is used for distribution of material safety data sheets and information sheets to users who need to read or print out this information.
• The user sites overview of their own substances.
• The users shall as a minimum have read access at their own unit.
Risk assessment module
• Supply the data components required to carry out the preliminary phases of risk assessment.
• The module is accessible as the tab “Risk matrix” in the web module.

The individual user
The individual user (employee, student or guest researcher) are responsible for the following: follow the prevailing guidelines and work routines complete mandatory local and central training report any accidents or non-conformance connected with the

database contact If YOU buy / bring a new substance to your workplace If YOU have a newer updated material safety data sheet /
information data sheet than the one in the chemical database If YOU find shortcomings in the information in the chemical
database

How to use Chess
Risk assessment in Chess
The risk assessments comprise the hazard class and the exposure class The hazard potential of a substance is determined based on the
inherent properties of a product, represented through R phrases (H phrases) in the data sheet.
The hazard class is determined by the system based on the R phrase (H phrase) with the highest weighting.
The exposure class may vary from user site to user site and thus must be registered at all user sites.
