THE CHLORINATION OF PLUTONIUM DIOXIDE

ABSTRACT

We investigated the conversion of PU02 to PuCl~ with a number of chlo-rinating agents, sources of PU02, and reaction conditions, including temper-ature. We examined C12,HC1, CC14,C12-CC14,and HC1-CC14as potentialchlorinating agents. Our study showed that C12-CC14was the superior chlo-rinating agent. Using this agent, low-fired Pu02—formed by calcining plu-tonium (111)oxalate at temperatures below 500°C—is more reactive towardchlorination than high-fired PU02, which is formed by calcining plutonium(III) oxalate at 8500C. Both the low- and high-fired PU02 feed materials aremore reactive than when PU02 is produced by burning plutonium metal at400-5000C (foundry oxide). The conversion efficiency of PU02 to PuCl~ isrelatively constant over a batch-size range of 10-300 g.

L INTRODUCTION

In recent years, researchers have noted a resurgence of interest in synthesizing PuC13for usein pyrochemical processes. Reasons for this renewed interest are broad, encompassing a range ofprocessing activities. A primary driving force has been the desire to substitute PuC13for PuF4 inthe traditional bomb-reduction (pressure vessel) process for the large-scale production of plutoniummetal. For three decades, concerns have arisen over the {a, n} reaction from the PuF4 moleculeand the subsequent high neutron exposure rates for chemical operators.l In addition, the CaC12-Ca12slag—formed during the bomb-reduction process in which PuC13is reduced by calcium metal inthe presence of an iodine booster—has a lower melting point than the analogous slag (CaF2-Ca12),which is formed by the reduction of PuF4. The CaC12-Ca12slag is also more readily dissolved inaqueous plutonium recovery schemes.

Other significant molten salt processes for purifying and producing plutonium metal that couldincorporate PuC13are the molten salt extraction (MSE) of americium from plutonium metal, elec-trorefining (ER) of plutonium metal, and the ambient pressure reduction (APR) of PuC13to plu-tonium metal, with calcium metal or other reducing agents in a molten salt diluent matrix. Theavailability of PuC13is also vital to fundamental electrochemical studies of trivalent plutonium inmolten chloride salt systems.2

Los Alamos researchers believe it is worthwhile to replace MgC12with PuC13as an oxidantin the MSE and ER processes from the standpoint of eliminating magnesium as a system impu-rity. Magnesium metal volatilizes during foundry casting of plutonium metal, causing plutoniumlosses through splattering and damage to the casting equipment and the associated vacuum system.

Magnesium also participates in an {cY,n} reaction with plutonium and americium, leading to apotentially serious neutron exposure problem. Another reason for using PuC13in the MSE and ERprocesses is the large distribution coefficient for the partitioning of americium between the metaland salt phases in the presence of PuC13.3

The eutectic point for the CaClz-PuC13phase diagram occurs at 40 mole % PuC13and 610”C.4Compound formation is not observed for this system. Thus, it may be possible to solubilize0.4 moles PuC13(138 g) in 0.6 moles CaC12(66.6 g) at temperatures above 610° C and reducethe PuC13to plutonium metal with calcium metal reductant at temperatures much lower than thoseemployed in the conventional direct oxide reduction (DOR) process (>8000C).5 This procedureis the APR process. Calcium chloride will also be an effective solvent for CaO produced by thereduction of unconverted PU02 present in PuC13. In theory, the CaC12salt phase is recycled tosubsequent reductions as a result of the small CaO content and the increased purity resulting fromthe calcium reduction step. For plutonium metal, we are also considering performing the ER processin the vessel used for the APR process.

The development of synthetic routes for PuC13production dates to the Manhattan Project effortsat Los Alamos and the Metallurgical Laboratory of the University of Chicago, which is nowArgonne National Laboratory.1317In the soviet union, Budayev and Volskyused CC14to chlorinatePU02, which was produced by calcining plutonium oxalate.8 Rasmussen and Hopkinsl chlorinatedlow-fired PU02 with COC12at temperatures up to 500”C. A screw calciner operated at 250-350”Cproduced the PU02 that subsequently flowedcountercurrent to COC12in a vibrating tube chlorinator.These workers also investigated HCI-H2 and CO-C12as potential chlorinating agents but foundthem less reactive toward PU02 than COC12. Another potential source of PuC13relies upon thesubstoichiometnc oxidation of plutonium metal by ZnC12 in a KCI salt diluent. The oxidationprocess is a modification to the three-step pyroredox process for upgrading impure plutonium metalto a feed suitable for electrorefining.9 It remains to be seen whether trace quantities of zinc metalare deleterious to the use of K3PuC16in other processes. Reavis developed a two-step synthesis forpreparing PuC13that involved forming PuH2,7at 25–250”C from the reaction between plutoniummetal and H2. This reaction was then followed by a subsequent reaction with HCI at 450”C forproducing PuC13.10The reversible reaction between H2 and plutonium metal k vital to forming alarge surface area for the subsequent reaction with HC1.

Boreham et al. reported forming PuC13from plutonium (111)and (IV) oxalates by the reactionwith HC1or COC12.11Temperatures near 500”C were optimal for hydrochlorinating the plutonium(111)and (IV) oxalates. Nance at Los Alamos also successfully hydrochlorinated plutonium (111)ox~ate.lz Becker ~d Soke studied the influence of various molten SaltSyStemSon the dissolutionof PU02 by C12or HC1 gas sparge.13Maximum dissolution was observed for 0.3 LiC1-O.3KCl-0.4 CSC1(mole fractions precede each salt component). The amount of PU02 dissolved and theconcentration of tetravalent plutonium formed in the salt phase relative to the trivalent speciesdepended directly upon the mole fraction of CSC1.

RESULTS

Recent Los Alamos research focused on evaluating prospective chlorinating agents for synthe-sizing PuC13from PU02.

A. Small-Scale Chlorination Experiments

The first chlorinating agents investigated for PU02 were C12and HC1. Neither gas proved capableof chlorinating PU02 at temperatures up to 545°C (HC1)or 790”C (C12).The thermodynamic dataof Glassner suggest that chlorinating PU02 with HCI is not feasible.14

where AGIOOOK= 29 kcal/mole. Both low-fired and high-fired PU02 were studied in the case ofC12and low-fired PuOZ only with HC1. The inertness of PUOZtoward HCI contrasts with Am02,which reacts with this reagent at 600”C to form AmC13.15

The first successful chlorinating agent for PU02 examined was CCL, which decomposes at el-evated temperatures to a VUkQ’ of compounds including ~CIG, C2C14, c2clLj, C02, CO, CIZ,COC12,and C.s Argon was saturated with CC14by bubbling the argon stream through CCIAcon-tained in a gas-washing bottle (Fig. 1). The Ar-CC14stream passed over PU02, which was containedin a quartz vessel heated by a Lindberg 55031 resistance furnace. The temperature of the reactorwas monitored continuously using a type-K thermocouple protected by a quartz tube sealed at oneend. Gases exiting the quartz reactor through a side arm were scrubbed by 5-6 ~ KOH.

The reaction proposed by Fullam and Soine*Gfor the reaction of CCIAwith PuOZ is

However, Fig. 2 shows that the PuC13product formed by this reaction was a dark solid, suggestingcarbon contamination from CC14pyrolysis.

Therefore, the use of C12gas saturated with CCla was explored as a means of synthesizingPuC13unadulterated by carbon. The C12was saturated with CC14by the technique described for argon.Figure 3 shows that the PuC13resulting from chlorinating PUOZappeared relatively free of carboncontamination from CC14pyrolysis.

During subsequent experiments with C12-CC14,we investigated the influence of both chlorina-tion temperatures and calcination temperatures for plutonium (III) oxalate on the extent of PuC13formation from PU02 at the 10-g scale. Plutonium (III) oxalate is typically calcined at temperatures<500”C to produce what is commonly referred to as low-firedPU02. Figure 4 shows that the synthe-sis of PuC13is more complete as the chlorination reaction temperature approaches 500”C. Throughx-ray powder diffraction analyses we demonstrated that unreacted PU02 is present in PuC13.Low-fired PU02 is more reactive towards C12-CC14at all temperatures than high-fired PU02. High-firedPU02 is prepared by calcining the low-fired product at 800-900”C. This process prepares PU02for use in the Los Alamos DOR operation during which plutonium metal is prepared by reducing

the oxide with calcium metal in molten CaClz. By decreasing the chlorination reactivity of PUOZas it is calcined at increasingly higher temperatures (80tY900°C), we substantiate the work ofBjorkland and Staritsky.17They found that as the calcination temperature increases, the reactivityof PuOZ toward aqueous HC1-KIdecreases. Correspondingly, the x-ray diffraction pattern of theoxide intensifies, indicating a more stable crystalline state.

Figure 5 shows that a similar series of experiments was performed using HC1-CCIAwith nearlyidentical results. However, the conversion of low-fired PUOZto PuC13is not as complete withHC1-CC14as with C12-CC14.In addition, carbonaceous deposits are present after chlorination withHC1-CCIA.

Foundry oxide was also chlorinated with C12-CC14but not until the reactor temperature ap-proached 700”C. Foundry oxide is unreactive toward concentrated HN03-dilute HF solutions.Bjorkland and Staritsky reported a 2.40 refractive index for oxide prepared from the metal at170°C.17An identical value for the refractive index was obtained for oxide prepared from pluto-nium (IV) oxalate at 1000”C. The lack of reactivity is related to a stable PUOZcrystal structureformed upon burning plutonium metal in air.

Plutonium trichloride, formed by chlorinating PU02, was transported from the main body ofPU02 toward the monel heat reflectors shown in Fig. 1 and was deposited as a mass of greenneedles (Fig. 6). The chlorination rate appeared to depend on the transport of PuC13from thereaction site. Plutonium trichlonde has a negligible vapor pressure at 700”C (0.00029 mm),ls butPuC14has a substantial vapor pressure at the same temperature (3.7 mrn).19Researchers believe thePuC13is thus formed as in Eq. (2) and transported as in Eqs. (3) and (4).

The vapor-phase absorption spectrum of PuCIAat 925°C reported by Gruen and DeKock providesadditional evidence for its existence in the vapor phase.20

B. Large-ScaleChlorinationExperiments with C12-CC14

The initial work to scale up the batch chlorinationexperiments used a 3-in. (outer diameter) quartzvessel with a coarse porosity frit (Fig. 7), on which rest the PU02 feed; a 3-in. (inner diameter)Lindberg furnace (MK-3012) heated the reaction vessel. A gas inlet tube and thermocouple well,constructed from quartz, penetrated a silicone rubber stopper placed in a standard taper 24/40 groundjoint at the vessel’s top. Later, the rubber stopper was replaced with a Pyrex male ground joint witha thermocouple well and gas inlet tube, whereas a ball joint and elbow fitted with Tygon formed theexit line. Chlorine saturated with CCIAflowed into the top of the vessel through the inlet tube andexited through Tygon tubing at the vessel’s bottom. Once the reaction neared completion, excessCCIAcondensed in the off gas line. Fullam and Seine observed this phenomenon for the stirred-bedbatch c~ofinator.lG Figure8 shows that volatile chlorides, such as FeC& ~d PYrolYsisProductsof CC14, collect below the frit in the cool region of the furnace. The preliminary experimentsused a 50-g batch size of PU02. The reactivity of the low-fired PU02 partially determined the timerequired for complete chlorination. We needed to double the Clz flow rate through CC14to achievecomplete chlorination of 100-g batches of PU02 within a normal working day (one 8-hour shift).Figure 9 shows a 175-g batch size of PuC13resting on the fnt.

Table I illustrates the considerable variation in reactivity toward chlorination even among low-fired PU02 blends. The data in Table I also illustrate comparable reactivity for high-fired and somelow-fired Pu02 samples. Plutonium dioxide was originally derived by calcining plutonium (III) and(IV) oxalates.

The MSTPPB PU02 blends, which are low-fired oxides, are normally suitable for fluorinationto PuF4 with HF for the synthesis of plutonium metal by the bomb-reduction process becausefluorinationalso requires active or low-fired PU02.

Fifty-gram batches from blended, low-fired PU02 were chlorinated for periods between 1 and 6hours at 500”C and 600”C. Chlorination appeared more rapid at the higher temperature, requiringapproximately 3 hours, but work at 600”C requires using quartz, which is considerably moreexpensive, harder to fabricate, and more difficultto shape than Pyrex. For these reasons, chlorinationat 500”C was chosen with approximately 4 hours required for a complete reaction (Fig. 10).

To achieve more rapid chlorination of PU02 and, concurrently, to increase the batch size, weconstructed a Pyrex vessel from a 600-mL Buchner-type, fntted disc fumel. A standard taper 55/50ground joint sealed the top of the reactor with an 18/7 ball joint and elbow forming an exit line.With this reactor vessel and a standard 6-in. (inner diameter) Lindberg furnace (MK-6015-S-V), upto 300-g batches of PU02 have been successfully chlorinated at 500”C in less than 7 hours. TableU summarizes the extent of chlorination for batch sizes ranging from 10 to 300 g.

The conversion efficiency is essentially constant at 95% as the batch size increases by an order ofmagnitude. The Appendix summarizes all chlorination experiments up to and including the 300-gbatch size.

III. FUTURE WORK

We must continue our experimental work to evaluate other potential chlorinatingagents includingCO-CIZ, photosensitized CO-CIZmixtures, and COC12. (Phosgene was the optimum chlorinatingagent for PU02 reported by the Hanford Atomic Products Operation.)1

Once researchers select an optimum reagent for production of PuC13,we must evaluate con-struction materials under reactor-like conditions to ensure they are corrosion-resistant.21.The mostcorrosion-resistant materials will be used for constructing large-scale chlorination vessels compa-rable to those used on the metal preparation line. Large-scale production of PuC13will enableresearchers to more rapidly evaluate potential uses of PuC13.We continue our efforts to incorporateand evaluate PuC13in the processes of MSE, APR, ER, and bomb reduction.
