Goulburn Mulwaree Social Plan Goulburn Mulwaree Council is developing a Social Sustainability Strategy and Action Plan. We want to hear your ideas and aspirations for the kind of place and community you would like to see in the future.Social sustainability is about building and supporting a resilient community and putting people at the heart of decision making.It’s about creating a community that together can bounce back from challenges and a place that’s inclusive for all ages, abilities, incomes and backgrounds.To get involved we are asking community members to take an online survey via https://yoursay.goulburn.nsw.gov.au. 2019/20 Operational PlanThe exhibition period for our 2019/20 Operational Plan & Budget is now complete, and I thank residents who took time to put in a submission for us to consider. Councillors have worked through this document with staff over the past two months during workshops, and we are pleased that we are able to deliver a balanced budget which will continue with a number of major projects including the ones set out below in the Capital Works update. It is important to note that IPART has set the rate pegging limit for 2019/20 at 2.7%; this amount continues to be short of the real cost increases we as a Council are facing.We will be increasing the domestic waste charge for the year by around $25 and the rural waste fee by $15 as we continue to deal with increased costs for recycling and waste disposal. Fees and charges at the gates of our Waste Management Centres will also see some rises to ensure that the Waste Business unit is self-funding. Although Council never likes to raise charges, it is necessary within this area to ensure we remain sustainable – waste disposal is a costly business.I am pleased to inform residents that sewer and water charges will rise by only 0.25% for 2019/20, and council does not intend to charge a stormwater levy for the next financial year.Projects for Marulan in 2019/20 budget include:• Environmental improvement works at the Waste Management Centre,• George Street landscaping to beautify this space• Membrane replacement at the Marulan Water Treatment Plant to improve water quality• $500,000 for the feasibility study and concept design for the Marulan Wastewater Treatment PlantCouncillors will now consider the final budget and submissions at our meeting on the 4th June. As always, community members are welcome to attend.

NEW ROOF PREPARES ENDEAVOUR INDUSTRIES FOR MORE BUSINESS

Local disability employer, Endeavour Industries, is looking forward to expanding its Small Business Division following completion of repairs to its roof at its 67 Oxley St site.The 51-year old enterprise has three major business operations at Oxley St that comprise Small Business, Secure Shredding and a Commercial Laundry. The Small Business operation employs about 14 supported employees involved in packaging and assembly, labelling and relabelling, mail outs and inserts. “And we are always looking for new business and new ideas,” says General Manager, Sonya White.One new idea that emerged from an insight provided by Small Business Manager Mischelle Lees was to repackage the many fold back clips and bull clips that accompany documents about to be shredded. Normally thrown away, these clips that are in good condition are now being repackaged for sale at low prices.“Working under a new roof that provides improved lighting, allows better use of space and provides more comfortable surroundings, is fantastic for our supported employees,” Ms White told the State Government MP for Goulburn, Wendy Tuckerman, who visited Endeavour on Monday.Ms White thanked the State Government and acknowledged the significant support of former State MP Pru Goward for making the repairs possible. Ms Goward supported Endeavour Industries’ application for a $30,000 grant from the NSW Government’s Community Building Partnerships program. That grant complimented a grant of $35,000 awarded from the NSW Minister for Disabilities, Ray Williams that was announced earlier in 2018.“We also greatly appreciated the work and the support of local businesses that undertook the repairs. They included Rob Naismith Constructions and Goulburn Electrical Wholesalers,” Ms White said.Endeavour Industries has been supporting the employment of people with disability in Goulburn since it was established in 1968 and currently employs more than 70 people, 55 of whom have disability. As we head into the colder months, and flu season, it’s especially important for those at risk (such as the more senior members of our community and the very young) to take precautions. The extensive guide, titled “Discover Marulan – The Secret Unveiled”, highlights the many attractions our region offers including the outdoor attractions and activities, our many historic sites, our retail and dining options, art, accommodation and events. I encourage you to pick up a copy and to distribute it to friends and family who live outside the region. You can pick up a copy at our town’s registered Visitors Information Centre at The Marulan Café (formerly The Marulan General Store) – next to the pub.The Chamber of Commerce met with Ms Wendy Tuckerman soon after her election to remind her about the significance of smaller towns and villages like Marulan. The Chamber was comforted that Ms Tuckerman appreciates the difficulties and challenges faced by the likes of Marulan who often get overlooked by their larger cohorts. Among the topics we discussed were the notion of a southern exit, water and sewerage, our plans for Meridien Park and ongoing advocacy for our region.I thank my fellow Chamber of Commerce executives, along with the Chamber’s sub committees such as the Kite Festival Committee, who continue to dedicate their time and effort to undertake projects that benefit our region and sense of community. One such initiative is an upcoming Horologists’ Weekend where some of the country’s most esteemed timepiece experts will hold their conference in Marulan. Lions Club of Marulan & District

G’day again from the Marulan Lions’Well another month has just about passed and we’re heading towards winter. Bring on the ‘City to Surf’ race for me. To me that’s the start of the warmer months. Anyhow a lot prefer the cooler weather so I’ll just have to wait. What have the Lions’ been up to? Apart from our usual short but enjoyable meeting and or occasional visit to ‘Bunnings’ for their BBQ. Questionably Lions are some of the best BBQ cookers ever. They are renowned for their expertise with a pair of tongs and a hot plate.After lasts month talk at our Lions Club meeting from the organisation ‘Can Assist’ it was decided, by our President, Marlene, that we should invite the general public to our next special guess speaker. That took place at ‘the Church Hall’ on Sunday 26 May. We invited anyone who wished to attend a lecture by Jane Bushell from the ‘Dementor Australia - Goulburn. In all there were 38 in attendance with a nice afternoon tea supplied by the Lions’ Club. A good afternoon was had by all, I hope. I recon after the success of this afternoon we’ll do more of these days.Next months we have our ‘Change over meeting’. A meeting where we change our committee, a new president, secretary, treasury (although our treasury will be the same as last year, Marj) plus other positions. A new broom? Thanks to the old committee, good luck the new.We are still looking for new members. We are just a group of locals that want to put something back into our community. Country Women's Association Report.

It has been an extremely busy month for our branch with members working extremely hard at Anzac Day, Apple Day and attending the State Conference in Albury. On Anzac Day a free morning tea was provided by Marulan CWA for those attending the 11.00 am service.Apple Day was very successful with our team completely selling out of scones and apple slices. This means that we are able to better support our community.Our guest speaker for May was Vanessa Montgomery, the manager of the Wingecarribee Animal Shelter. Vanessa gave us an insight into the behaviour of dogs and the signs to look for to be safe when approaching a dog.Fridays are busy running canteen for the school and we thank the parents for their continued support. Monies raised go towards the Education Grants that our branch provides at the end of each year.Our next Handicraft Day will be held at the CWA rooms, 28 George Street, Marulan, on Monday 3rd June at 1.30 pm. Boral’s Marulan South Operations is pleased to present our valued neighbours and community with this regular update.

Tallong Apple Day Congratulations to the Tallong Apple Day committee for another successful Tallong Apple Day. Boral Marulan South Operations had the pleasure of supporting this event in a number of ways from sponsorship, provision of prizes and printing. We are proud to be associated with such a great community event.

This year we placed ourselves in the park and had a great time running apple based activities like the Apple Splat and Apple Throw for various age groups. We will certainly be back next year with the same fun games.

Boral Reflect Reconciliation Action Plan During May, Boral launched the Reflect Reconciliation Action Plan (RAP).

The Plan outlines our Vision “for all our people to respect and embrace the proud heritage of Aboriginal and Torres Strait Islander peoples, and to actively promote opportunities and Aboriginal and Torres Strait Islander peoples, places and relationships in our operations and local communities across Australia.”

Marulan South Operations continue to work closely with our local Aboriginal groups and look forward to implementing the Reflect RAP. The RAP is available at https://www.boral.com/reflect-reconciliation-action-plan

Marulan Village support May has seen Boral support a number of projects associated with the Marulan Village Plan and the Marulan Public School.

In partnership with Council, Boral assisted in the installation of the pathway at the northern end of Marulan finalising a walkway along the eastern side of George Street.

Tony Onions Park has seen recent building activity with the construction of new amenities. To follow this, with the assistance of Boral and Gunlake will be the construction of a gazebo over the BBQ.

Finally, Boral Marulan South operations, partnered with a number of locals to assist in the construction of a storage shed at Marulan Public School. Concrete was batched at the local Marulan Plant and delivered for the foundation slab.

Boral Outward Bound Youth Leadership Program Over the first week in May, 13 local Year 9 high school students experienced the Boral Outward Bound Youth Leadership Program at Tharwa near Queanbeyan.

Students were provided an opportunity for personal development and to gain leadership and team building skills. As part of the program, students are encouraged to develop a community project.

We are looking forward to assisting the students use their new skills to implement projects which will address waste at their schools, fund raise and educate farmers on safety and assist in further development of gym facilities.

The Creative Vegetarian Cook

Easy Vegetarian LasagneMmmmmm. Lasagne. What could be more comforting on a cold winter’s night than delicious, hearty lasagne? This recipe is packed full of tender vegetables, a light tomato sauce, and plenty of cheese. You can use gluten free lasagne sheets if you prefer. You can also substitute your preferred veggies in place of the ones we’ve suggested in the recipe. You may prefer mushrooms, carrots, spinach, pumpkin or anything else. This recipe is very flexible.

Ingredients:• 14 lasagne sheets• 2 tablespoons olive oil• 1 cup chopped onion• 1 tablespoon minced garlic• 2 medium zucchini, chopped• 1 small eggplant, chopped• 1 cup roasted capsicum (jarred is fine), drained and

chopped• 800 gram can crushed tomatoes• 1 handful fresh basil leaves, chopped• 420 gram tub ricotta or cottage cheese• 2 large eggs• 1 cup parmesan cheese, grated• 230 grams mozzarella cheese, shredded• Salt and pepper, to taste

Directions:1. Lasagne Sheets: Bring a large pot of salted water to

the boil and cook the lasagne sheets according to package directions. Tip: Add a couple teaspoons of oil to the water so the sheets don’t stick. Drain then lay flat.

2. Veggie Sauce: Heat the oven to 180 degrees C. Lightly oil a 35cm x 25cm baking dish or spray with non-stick cooking spray.

3. Panfry the onion in a bit of oil, stirring occasionally until translucent, for about 5 minutes. Add the garlic, zucchini, eggplant, and a pinch of salt then cook, stirring occasionally until softened but still with some crunch, for about 5 to 8 minutes.

4. Stir in the roasted red capsicum and crushed tomatoes. Bring to a low simmer and cook until the liquid has thickened and reduced by half, for about 5 minutes. Add the basil and season to taste with additional salt and pepper.

Turn waste into compost. Make a compost heap from wire mesh and a few stakes. Locate the bin near to your garden for ease of transfer to and from the garden. Combine materials that decompose at different rates by adding approximately 2/3 of slow rotting material and alternating with a 1/3 fast rotting material. Give a new compost pile a quick start by adding a few shovels full of mature compost. Chop up compost material small so they decay quicker. Shred garden debris with a lawn mower or place them in a bin then use a line trimmer. Fast rotting material includes grass clippings, fresh leaves and animal manure. Fruit and vegetable waste, tea bags, coffee grounds and hedge clippings take a little longer to decay. Slow rotting materials include old straw, dried leaves, cardboard, egg cartons, newspaper and woody plant clippings. Never put in oil, meat or dairy products as they will smell and attract rats and mice.Another way to recycle kitchen waste is to dig a trench in the garden. Add one layer at a time of waste then cover each with soil. When the trench is full, leave for a couple of months for the scraps to decompose then plant along the trench line. Composting is easy and very inexpensive. Happy gardening.

5. Cheese Sauce: While the sauce cooks, stir the ricotta cheese, eggs, and a 1/2 teaspoon of salt in a medium bowl until well combined.

6. Assembly: spoon just enough vegetable mixture into the baking dish to lightly cover the bottom (about 1 cup). Arrange four lasagne sheets lengthwise and side by side to cover the bottom.

7. Spread about half of the ricotta cheese mixture over the lasagne sheets. Sprinkle with a third of the parmesan cheese and a third of the mozzarella cheese. Top with a third of the vegetable mixture.

8. Add another layer of four lasagne sheets then repeat with remaining cheese and vegetables. Finish with a final layer of lasagne sheets, vegetables, parmesan cheese and mozzarella cheese.

9. Cover loosely with foil and bake for 20 minutes. Carefully uncover then bake for a further 15 minutes until the cheese is crusty around the edges. To make the cheese golden brown on top, slide the baking dish under the grill for a couple of minutes. Let the meal rest for 10 to 15 minutes before serving.
