THE MUNICIPAL ORGANIZATION

The City of Scottsdale operates under a Council/Manager form of

government with an elected Mayor and six Council Members serving

as the governing body, all elected at-large on a non-partisan basis

and serving staggered four-year terms. The City holds elections in

November of even-numbered years, to coincide with national

elections. The City Charter limits Council Members to three, four-

year terms. The City’s Charter Officers: the City Attorney, the City

Auditor, the City Clerk, the City Manager, the City Treasurer, and the

Presiding Judge of the City Court, all report to the City Council.

For Fiscal Year 2019-2020, the City of Scottsdale has an annual

budget of $1,480,745,389; the majority of the City’s General Fund

revenues derive from sales tax. According to the 2019-2020 budget,

the City of Scottsdale has 2,530 employees. The City Attorney

oversees a $17,562,174 budget and 63.50 FTE’s.

ISSUES AND RESPONSIBILITIES

The following is a partial list for the City’s new City Attorney: The City Council expects the new City Attorney to provide a

thoughtful analysis of the City Attorney’s office to include a review of the utilization of outside legal firms to ensure a productive, efficient, responsive and cost-effective balance between in-house and outside legal services;

The new City Attorney will review the staff of the office, to include support and paralegal staff, to ensure the proper skills and training are in place to meet the City’s current and projected needs;

The City Council expects the City Attorney to advocate for and represent the City of Scottsdale, its agencies, officials, and employees on matters of public business and interest;

While recognizing and maintaining the reporting relationship directly to the Mayor and City Council, the City Attorney will pursue cooperative channels of communication and collaboration, supporting the City Manager and staff;

The City Attorney will maintain productive working relationships with fellow Charter Officers, operating in a collegial and respectful manner;

The City Attorney will partner with City officials to enhance legal service delivery in the City, following best practices in municipal legal service delivery and according to the law.

THE POSITION

Reporting directly to the Mayor and City Council, the City Attorney is responsible for the executive leadership, direction and management for the City Attorney's Office (Civil, Prosecution and Victim Services). This position serves as the chief legal advisor to the City and performs professional legal work involving civil litigation and/or criminal cases. This position supports the operating programs by assuring that administrative and operational services are responsive to the needs of the City.

REPRESENTATIVE KEY RESPONSIBILITIES

Advises the Mayor, City Council, Executive Team, Boards and Commissions relative to legal matters affecting the City and acts as a sounding board for the City Council, City Manager and other Charter Officers.

Supervises employees and coordinates personnel-related activities to include, but not limited to: training, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals, and writing performance evaluations.

Works closely with the City Manager, other Charter Officers and the executive team to define, accomplish and establish strategic goals and objectives.

Develops support systems that encourage cross-functional cooperation and support taking initiative.

Assists in creation of a learning organization that encourages mentoring and professional development.

Prepares or directs and reviews the preparation of legal opinions, drafts ordinances, resolutions, contracts, deeds, leases and other legal documents.

Institutes, prepares and tries civil cases before County, State and Federal courts; directs the prosecution of criminal cases before the municipal court and appeals from municipal to superior court.

Works with legal specialists engaged by the City for the preparation and trial of unusually complex and important cases.

Enforces City policies regarding land use jurisdiction, airport and other City interests.

Attends all City Council and related meetings. Makes presentations to a wide variety of audiences

to include the City Council. Communicates orally and in writing, with customers,

clients, the public and various City officials to ensure accurate and complete information.

QUALIFICATIONS AND EXPERIENCE

According to Article 4, Section 4 of the Charter of the City of Scottsdale, the City Attorney is the chief legal advisor for all offices, departments and agencies and for all officers and employees of the City, in matters relating to their official powers and duties. The City Attorney reports to, and serves at the pleasure of, the City Council. The City Attorney’s office supports legal and advocacy services that assist the City enhance the quality of life within Scottsdale, and to build trust in the integrity of municipal government.

MINIMUM QUALIFICATIONS

A Juris Doctorate degree from an American Bar Association accredited college or university;

A minimum of eight (8) years recent professional experience in the practice of law, to include managing other attorneys;

The City of Scottsdale requires that the selected individual be a resident of the City of Scottsdale, or be able to become a resident within six (6) months of appointment;

Current membership, in good standing, with the Arizona State Bar Association required;

The City may require other pertinent or related licenses and/or certifications;

The City of Scottsdale reserves the right to adjust or combine published requirement of education and/or experience, to meet the needs of the City.

PREFERRED QUALIFICATIONS

Eight (8) years of experience as a Full-Time in-house City Attorney, First Assistant City Attorney or Assistant City Attorney in an organization of similar size and service delivery as the City of Scottsdale, with experience supervising other attorneys;

Exceptional communications and presentation skills;

A record of participation and professional networking in legal associations as they benefit the City.

COMPENSATION AND BENEFITS

The City of Scottsdale offers a comprehensive benefit package, which includes a base salary range of $177,694.40 -

$258,356.80 (DOE), vacation, holiday and medical leave, medical, dental, vision, life, short and long term disability

insurance. Eligible employees are members of the Arizona State Retirement System. Additionally, the City of

Scottsdale offers tuition reimbursement and additional benefits such as 457 deferred compensation, optional Health
