    Te Civil Administration is commit-ted to rendering water accessible to all West Bank communities. In 2010 a record number o projectswere approved and permitted by the Civil Ad-ministration. Tese positive results were achievedthanks to a dedicated efort rom our team to keepup with increasing applications as well as improvedcoordination with both the international commu-nity and the Palestinian Water Authority.

    Implementation o these projects will substantially enhance the capacity o the Palestinian Water Au-thority to supply the growing needs o the Pales-tinian population in the West Bank, thus ul llingour common goal o making water accessible toall.

    Progress in 2010.Te Civil Administration Water Department ap-proved six major water trunk lines and network systems (serving more than 11 Palestinian townsand villages), the drilling o ve new well sites withimmediate efect (as well as 15 other sites in theEastern Aqui er), the construction o ve new ll-ing points, and the rehabilitation o seven watercisterns used or water harvesting.

    Eleven new water projects have been submitted

    to the Water Department or permitting in theourth quarter o 2010 including the upgrade o our wells, our water reservoirs and three water

    trunk lines systems. Te statutory process o per-mitting the Dir Samit reservoir (which is a part o a USAID unded project) in the Hebron Districthas progressed and a public notice was publishedin the Palestinian press in October 2010. A permit

    or this important project is scheduled to be issuedin the rst quarter o 2011.

    Looking forward , the Civil Administra-tion believes that water sector developmentis one o the most crucial challenges acingthe region. Te severe seven-year drought inconjunction with growing water needs in theWest Bank present a call to action. Te situa-tion demands closer cooperation and coordi-nation between all parties.

    Te Civil Administration has expanded itscapability to efciently promote Palestinianwater projects proposals by hiring additional

    sta . Our endeavour in 2011 is to expeditesta work on building permits and permitorder requests. Te Civil Administration en-courages the Palestinian Water Authority tosubmit all Joint Water Committee approvedprojects or permitting.
