The annual Gawad KALASAG which stands for KAlamidad at Sakuna LAbanan, SAriling Galing ang Kaligtasan, is the country’s primary recognition system in the fi eld of disaster risk reduction and management (DRRM) and humanitarian assistance. Over the years, the Gawad KALASAG was awarded to various local governments, institutions, groups and individuals for their exemplary programs, projects and actions.

While being recognized brings great honor, the public also benefi ts as Gawad KALASAG encourages the local government units and other stakeholders to elevate the level of their engagement in DRRM. The various programs and projects are evaluated based on their impact in reducing risks, addressing vulnerabilities, building capacities, and protecting communities during emergencies and disasters. The best practices showcased by the programs and projects awarded with Gawad KALASAG also serves as templates other local governments and institutions can embrace and adopt for the benefi t of their contituents and clients.

The Gawad KALASAG is a fl agship program of the NDRRMC implemented through OCD, it is a testimony of the government’s resolve in building safer, adaptive and resilient Filipino communities which enable people to share the fruits of a stronger economy.

Heroic Soldier Leads Winners of 18th Gawad KALASAG National Awards

For saving military personnel and relief assistance workers during an ambush, PFC Roel S. Dalaota PA received the Heroic Act Award and led the roster of awardees of the 18th Gawad KALASAG National Awards for Excellence in Disaster Risk Reduction and Management and Humanitarian Assistance during its Awarding Ceremony at the Reception Hall, Philippine International Convention Center, Pasay City.

Dalaota, served as driver of a military truck in the relief convoy transporting goods and personnel to the Typhoon Nona-aff ected communities in Samar Province. The said convoy was ambushed by communist rebels. Dalaota sustained gunshot wounds in the encounter but persevered to bring his passengers to safety, away from the fi refi ght.

the National Selection Committee (NSC) Chairperson and DILG Offi cer-in-Charge Usec Catalino S Cuy and NDRRMC Executive Director and OCD Administrator USec Ricardo B Jalad.

The Local DRRM Councils, institutions, groups and individuals were recognized for their outstanding contributions in DRRM and humanitarian assistance during the ceremonies. Representatives of NDRRMC Member Agencies, Gawad Kalasag National Selection Committee members and International Non-Government Organizations (INGOs) witnessed the awarding ceremonies.

DILG-OIC Usec Catalino Cuy, in his message, emphasized that Gawad Kalasag is “our defense against hazards and our way of increasing our capabilities to address the ‘weak points’ that we have, thereby allowing us to handle disasters better.”

NDRRMC Executive Director and Civil Defense Administrator, Usec Ricardo B Jalad said that the Annual Gawad Kalasag Awards is a celebration of the unwavering spirit of compassion, wisdom, and service exhibited by our compatriots in the DRRM advocacy, a celebration of our living and enduring commitment to make the Philippines safe. “Gawad Kalasag awakens our resolution and vigor in leadership to prepare ahead so that when the danger is upon us, there shall be no fear, only courage. Our Gawad Kalasag awardees today are the proof that if there is a will there is a way. Their achievements merit emulation and further development,” said Usec Del Rosario.

Gawad KALASAG is the country’s premier annual awards recognizing the outstanding contribution of various disaster managers, local government units, private organizations, government agencies, and individuals in the fi elds of DRRM and humanitarian assistance. It also aims to honor individuals, groups and institutions that have shown extraordinary courage, heroism and sacrifi ce in times of emergencies, be it natural or human-induced.

Through these awards, the NDRRMC advances awareness of the best practices of DRRM and humanitarian response and action.

Since its inception in 1998, the Gawad KALASAG award has been bestowed to 199 Local DRRM Councils, 66 National Government Organizations, 31 individuals and 211 groups/institutions. Thirty winners have been conferred with the Hall of Fame Awards.

to the strong earthquake in its study on the impacts of a Magnitude 7.2 Earthquake.

The National Contingency Plan for Magnitude 7.2 earthquake shall outline the response actions of assisting regions that will respond to earthquake aff ected areas, particularly in Metro Manila and portions of Central Luzon and CALABARZON.

The workshop aims to set a national strategic direction towards eff ective, timely, and well-coordinated response mechanisms of the NDRRMC, Metro Manila DRRMC, and the assisting Regional DRRM Councils in the event of a strong earthquake. A pool of contingency planning experts from OCD-CBTS, I and III were mobilized to facilitate the workshop sessions.

One of the key assumptions during the workshop is that local, regional, and national responders within Metro Manila, Central Luzon and CALABARZON, were overwhelmed by the emergency situation. During the workshop, the participants were

On 24-25 April 2017, OCD through the Capacity-Building and Training Service (CBTS) facilitated a workshop at El Cielito Hotel, Makati City. Around 90 participants from NDRRMC Member Agencies, Metro Manila DRRM Council and Regional DRRM Councils of Ilocos, Cagayan, Central Luzon, CALABARZON, MIMAROPA and Bicol participated in the workshop. The formulation of a National Contingency Plan was a result of several consultation meetings conducted to address the eff ects of a magnitude 7.2 earthquake foreseen to be generated by the West Valley Fault.

According to Philippine Institute of Volcanology and Seismology (Phivolcs), around 50,000 fatalities, 526,000 injuries and Php 2.3 trillion worth of losses will be incurred due

able to identify the following major services of the assisting Regional DRRM Councils when the situation happens namely: (1) restoration of emergency operations centers in strategic areas, (2) mobilization of incident management teams to re-establish command and control; and (3) augmentation of resources using the Response Clusters.

NDRRMC Executive Director and OCD Administrator, Undersecretary Ricardo B Jalad, during the opening ceremony of the workshop said that the national contingency plan is “our answer to the need to provide an assurance to our people that the government will always be on top of the situation and the welfare of the people will be attended to especially in times of crisis”.

OCD is set to organize subsequent workshops involving the Regional DRRMCs from Visayas and Mindanao identifi ed to assist Metro Manila in the event of a strong earthquake. Moreover, supporting plans developed by the response clusters shall also be endorsed for further enhancement.

NDRRMC Executive Director and Civil Defense Administrator Usec Ricardo B Jalad, DOST-DRR and CCA Usec Renato U Solidum Jr, DOTr Asec Eymard D Eje, and Davao City Administrator Atty Zuleika T Lopez led the ceremonial pressing of the button at exactly 2:00 PM, signifying the start of the Second Quarter Nationwide Simultaneous Earthquake Drill on 27 June 2017.

Garnering 133 million impressions in social media, the quarterly drill was conducted by the National Disaster Risk Reduction and Management Council (NDRRMC) through the Offi ce of Civil Defense (OCD) with the ceremonial pilot venue at Davao City, beats the 13 million social media impressions count garnered by the 1st Quarter NSED.

practitioners and, private individuals performed the duck, cover and hold in support of the government’s nationwide campaign for disaster preparedness. In Davao City, the drill scenario portrayed a magnitude 7.0 earthquake incident generated by the West Davao Fault Zone which caused massive damage to structures in the city such as schools, hospitals, government offi ces and, business establishments.

During the drill, various activities including medical airlift, explosions, high angle rescue, fi re incident, collapsed structure search and rescue, and looting incidents were demonstrated. Several regional responders joined the drill, showcasing their response capabilities and resources. “Preparedness to large scale disasters such as strong earthquakes need a whole of society eff ort. drill is necessary so that the public’s awareness and preparedness is improved, and response plans of local government and organizations are tested and refi ned,” says Usec Renato U Solidum.

“Ang hamon sa atin ngayon ay mas pag-ibayuhin ang ating pagpupursige upang mas mapalawak ang ating paghahanda sa kalamidad. Lagi nating isa-isip na ang kaligtasan ng ating mga pamayanan ay hindi lamang nakasalalay sa iisang tao o ahensya ng pamahalaan kundi sa ating pagkakaisa at sama-samang paghahanda at pagtutulungan,” says Usec Ricardo B Jalad.

Local drills were also conducted in various areas nationwide through the OCD Regional Offi ces and their respective Regional DRRM Councils. Schools, hospitals, malls and business offi ces participated in the drills wherein local preparedness plans and response actions were also tested.

LUZON

The Regional Disaster Risk Reduction and Management Council led the conduct of the 2nd Quarter Nationwide Simultaneous Earthquake Drill in the Municipality of Caoayan, Ilocos Sur.

The coastal municipality was identifi ed as the pilot area of the region for the conduct of NSED due to its risks and vulnerabilities to earthquake hazards including tsunami.

The sound of the siren signalled the start of the drill at 2:00 PM. More than 400 residents and students in Barangay Fuerte executed the Drop Cover and Hold position. After a minute of ground shaking, the aff ected community evacuated in Baluarte which is considered as one of the safe areas in the town if an earthquake and tsunami occurred.

Municipal and Barangay DRRM Councils, and responders were activated to manage the eff ects of the disaster. Representatives from the RDRRMC1 member-agencies served as evaluators of the drill.

Further, other Local Government Units, government agencies, schools and private organizations in the region participated in the NSED.

VISAYAS

In collaboration with the Province of Capiz, OCD VI led the conduct of the drill at Capiz National High School in Roxas City, Capiz as the pilot area for the 2nd Quarter Nationwide Simultaneous Earthquake Drill. It was participated in by a total of 5,987 students, faculty and staff .

In total there were 6,680 who participated in the 2nd Quarter NSED 2017 in the pilot areas identifi ed in the region.

Dir. Cabrera in her remarks during the critique session that followed in the Province of Capiz emphasized the need and importance of the conduct of the quarterly earthquake drill. She stressed that disasters such as earthquakes come unannounced and it is of high importance to be prepared at all times. “Let us not be complacent rather, let us be vigilant and constantly prepare for any eventualities. Let us work together and with each other to achieve disaster resiliency” she said. (With reports from OCD I and VI)

The Offi ce of Civil Defense held a one-day workshop on the implementation of the revised National Disaster Risk Reduction and Management (NDRRM) Fund Guidelines at Novotel Hotel, Quezon City on 05 May 2017. The activity was spearheaded by OCD in collaboration with the Coalitions for Change, a centerpiece program of the partnership between the Australian Embassy and The Asia Foundation in the Philippines.

The revised guidelines on the administration of the NDRRM Fund were approved on 14 March 2017 during the NDRRM Full Council Meeting presided by Vice Chair for Response and Department of Social Welfare and Development Secretary Judy M Taguiwalo having the following declarations:

1. Streamlined procedures and

templates to fast-track access to the Fund;

2. Alignment of Fund utilization with the proactive intent of RA 10121, the Philippine DRRM Law, by allowing more disaster mitigation, prevention, and preparedness programs and projects;

3. More mechanisms for LGU participation and Regional DRRM Councils’ involvement;

4. Strengthened transparency and accountability provisions; and

5. Integration of consultation, monitoring, and evaluation in review and approval process of requests.

Director Josefi na Timoteo graced the opening of the workshop in behalf of Civil Defense Deputy Administrator for Administration Assistant Secretary Kristoff er James E Purisima.

In his message, the critical role of OCD as disaster managers in the changing landscape of Disaster Risk Reduction (DRR) was emphasized. The participants were enjoined to engage in improving the systems and plans.

Australian Embassy Counsellor Mr Nigel Bruce, through Mr Francisco Morito conveyed Australian Government’s support and congratulations to OCD for passing the guidelines. He further mentioned the need to capacitate the Local Government Units in DRR and project management to come up with sound proposals for funding and ensure risk reduction measures.

The background of the National DRRM Fund reform including the Development Entrepreneurship (DE) approach was presented by Mr Jaime Faustino of the Coalitions for Change program. The DE approach uses coalition building and adaptive learning to defi ne and implement policy reforms in a volatile and changing world. Implementation issues and action areas for the smooth implementation of the Guidelines were also discussed.

Civil Defense Deputy Administrator for Operations Assistant Secretary Rodolfo Demosthenes C Santillan in his message during the closing ceremony, commended and challenged the Regional Directors to cascade information, capacitate their people on the ground, and maximize these mechanisms.

NDRRMC Develops Cell Broadcast Message Templates for Emergencies

In partnership with SMART Communications Inc., the Offi ce of Civil Defense (OCD) conducted the “Workshop on the Operationalization of Cellular Broadcast System (CBS)” on 21 April 2017 at the NDRRMC Building, Quezon City.

Identifi ed Warning Agencies – PAGASA, PHIVOLCS, PNRI, MGB, DOH, BPF, AFP, PNP, PIA, and PCOO – were invited to draft the Emergency Alert and Warning Messages (EAWM) templates which will be utilized to expedite the dissemination of information and warning messages to the public during emergencies or disasters.

CBS is a mobile technology which allows a text or binary message to be distributed to all mobile terminals which are connected to a set of cells. Messages sent through CBS are sent point to an area while those sent through Short Messaging System (SMS) are sent from point to point. This feature of CBS makes

disseminating messages faster and is the primary consideration of SMART in adopting this technology to comply for the provisions of RA 10639.

The Republic Act 10639 or “The Free Mobile Disaster Alerts Act” and the private companies’ Corporate Social Responsibility allows the government to use Telecommunications Companies’ (TELCOs) resources to ensure the widest dissemination of information and warnings by sending out

Disaster Information for Nationwide Awareness

Awareness and Preparedness on Tropical Cyclones

Tropical cyclone is an extreme weather condition characterized by large scale circulation of strong winds, low atmospheric pressure and heavy rains. It can cause fl ooding, storm surge, landslides and fl ash fl oods.

The following safety tips can guide individuals and families on what to do before, during and after a tropical cyclone.

BEFORE

Monitor the news for weather updates, warnings and advisories.

Know the early warning and evacuation plan of the community.

Check the integrity of your house and repair weak parts.

Prepare your family’s GO BAG containing items needed for survival.

Put livestock and pets in a safe area or designated evacuation site for animals.

When notifi ed, immediately go to the designated evacuation center.

DURING

Stay alert and stay tuned.

Stay calm. Stay indoors and tune

in for latest news and weather updates.

Turn off main electrical switch and water valve.

Use fl ashlight or emergency lamp. Be cautious in using candles and gas lamps.

Stay away from glass windows.

AFTER

Remain alert and be cautious.

Wait for authorities to declare that it is safe to return home.

Stay away from fallen trees, damaged structures and power lines.

Do not go sightseeing as you may hinder the work of the emergency services.

Be cautious in checking and repairing the damaged parts of your house.

Check for wet or submerged electrical outlets and appliances before turning on electricity.

19 October 2016: Super Typhoon Lawin made its landfall in Cagayan Valley, packing winds of up to 225 kilometers per hour and gustiness of up to 315. Fourteen people were confi rmed dead and almost 20,000 houses were toally damaged.
