CCIL invites technically complete and commercially competitive proposal from reputed vendors for supply and installation of Windows Servers, VMware Infrastructure, SAN Storage and Backup Solution Address for Proposal Submission & Correspondence: The Chief Technology Officer The Clearing Corporation of India Ltd 6th Floor, Trade World “C” Wing, Kamala City, S.B. 2: Prequalification Eligibility Criteria for vendors
The vendors must possess the requisite experience and capabilities in terms of technology understanding / knowledge and related support services necessary to meet the requirements, as described in the RFP. The vendor should have a proven track record in Hardware Installation, VMware Implementation / Migration, Backup Solution Implementation. The proposal must be complete in all respects and should cover the entire scope of work as stipulated in the RFP document. The invitation is open to all vendors who qualify the eligibility criteria as given below.

1. The vendor should be a firm or company in the same line of business duly registered with relevant authorities and in the same line of business for at least Three years as on 31st March 2010
Supporting documents for registration and year of incorporation should be enclosed
2. The Vendor should have executed at least three similar projects, each of value not less than Rupees Fifty Lakhs during the last two years.
Completion certificate in the format as detailed in section 6.9.3 duly signed by customer
3. The vendor should be an independent OEM and he should have a Global Partner Alliance with VMware
A certificate/agreement copy should be enclosed.
4. The Vendor should have consistent annual turnover not less than Rupees 100 crores and consistent annual profit not less than Rupees 10 crores during past three consecutive years.
Relevant part of Audited Annual Report showing turnover and profitability.
5. The vendor should have facility to provide 24*7 support with Inventory available in Mumbai. The Vendor should provide immediate telephonic support & onsite support if required.
A declaration by the vendor in this regard.

3: General Terms & Conditions
3.1 Proposal details Detailed technical literature on the items offered should be furnished. Important features of the same should be explained.
3.2 Proposal Rejection - CCIL reserves the rights to reject the Proposals received after the due date.
- CCIL shall not be responsible for non-receipt of proposals by the specified date and time for any reason, including postal holidays or delays
- CCIL reserve the rights to reject the incomplete proposal
3.3 Price The proposed prices should be inclusive of levies like customs duty and central excise duty, standard packing, freight, cost of expenses for transportation, clearing & forwarding, loading and unloading charges, etc. VAT & Service Tax will be payable extra as applicable. Octroi will be payable extra upon production of original receipts in the name of CCIL
3.4 Delivery Delivery of the entire hardware, software should be done within 6 weeks. Prior to shipment of equipments, vendor is required to intimate CCIL to ascertain readiness of the site.
3.5 Warranty Three year comprehensive support for Hardware and Software
3.6 Payment Terms - 50% on delivery and successful POST of equipments.
- 40 % on installation and acceptance of the entire infrastructure/solution.
- 10% against Performance Bank Guarantee for 3 years.
3.7 Admission and working at the site All the personnel deputed by vendor shall comply with the instructions and follow the required security norms in respect of the personnel, vehicles, materials etc.
3.8 Liquidated damages If the vendor fails to complete the work in all respects within the time specified or within the extended time that may be allowed by CCIL the Vendor shall pay to CCIL liquidated damages as prescribed elsewhere which can also be deducted from any moneys due to the Vendor. The payment of such damages does not relieve the Vendor of his obligations to complete the works or from any other obligations or liabilities under the contract.

3.9 Indemnity: The Vendor shall fully indemnify CCIL against the action, claim or demand, costs and expenses arising from or incurred by reasons of any infringement or alleged infringement of any letters patent, registered design, trademark or name, copy right or any other protected rights in respect of any item supplied and implemented.
3.10 Compliance with rules and regulations: The Vendor shall at all times during the currency of contract conform to and comply with all the regulations and by the laws of the State or Central Government or of CCIL and of all other local authorities

I) Backup Solution
The objective of having Backup Solution is to backup critical server data on Tape. The Servers to be backed up will be Physical as well as Virtual Machines (VMware Environment).
Vendor should meet the following key features / functionalities for the Backup Solution:
- It should be able to backup the data from the VM environment & should be backed up at the file level
- It should have ability to perform LAN-free backup of Virtual Machines (VMs) - It should provide the granularity for File Level and Full data set level restoration of
data - The proposed backup software should support migration of data from previous
Tape technology to a newer technology. - It should have capability to configure automated backups with customized
frequency based scheduling based on the backup policy. - It must have an integrated RDBMS as the catalogue that can store the information
about the Archived data. - The solution should have a capability to define Backup Policies centrally.
(Note: To meet the above listed features/functionalities, if the vendor has any specific configuration requirements in terms of the back backup server hardware or the backup device, the vendor may include the same in their proposal.)

Scope of Work The Statement of Work (“SOW”) describes the following Services / Work to be delivered to Clearing Corporation Of India Ltd (“CCIL”) at Dadar site: Hardware Installation / Configuration VMware Infrastructure Implementation & Migration Backup Solution Implementation
In addition to the above services, Vendor should also provide Backup Software operation Training The following shall constitute parameters for acceptance of the Hardware Installation / Configuration, VMware Infrastructure implementation and Backup solution implementation at Dadar site. Hardware Installation / Configuration:
Vendor shall perform the following activities as part of the Physical Hardware Installation Configuration:
- Unpacking the hardware equipment and inspecting it for any physical damage prior to installation.
- Rack installation: o Mounting related hardware (such as rails, brackets and tray) onto the rack o Verifying Power Socket o Verifying Fan Cooling mechanism
- Server/Storage Installation: o Rack mounting the Server/Storage hardware Equipment o Attaching required cables, adapters (such as power cable, network,
keyboard, mouse, and video). o Powering up the server/storage and ensure that it boots up and operates
with no visible fault indicators. o Verifying that the server/storage has all the proper firmware revisions, and

5: Procedure / Instructions for submitting Proposal
5.1 Envelope Format:
- Pre-qualification Eligibility Criteria along with the supporting documents (1 copy) in one sealed cover.
- Technical Proposal (1 copy) in one sealed cover.
- Commercial Proposal (1 copy) in one sealed cover.
Each hard copy set viz. “Pre-qualification Eligibility Criteria”, “Technical Proposal” and Commercial Proposal of the RFP should be enclosed in separate sealed covers super-scribing “Pre-qualification”, "Technical Proposal" and Commercial Proposal” respectively.
The covers containing Pre-qualification, Technical Proposal and the Commercial Proposal should be put in another single sealed envelope super-scribed “Implementation of Windows Servers & VMware Infrastructure at CCIL premises in Mumbai- Dadar (West)”.
(Note: Prices should not be indicated in the Pre-qualification and Technical Proposal.)
Each copy of the RFP should be a complete document and should be bound as a volume. The document should be page numbered and appropriately flagged and must contain the list of contents with page numbers. Different copies must be bound separately. Any deficiency in the documentation may result in the rejection of the Proposal.
The Vendor is expected to examine all instructions, forms, terms & conditions, and scope of work in the RFP Document and furnish all requisite information as stipulated herein.
5.2 Eligibility criteria Vendors should be meeting all the requisite prequalification criteria as detailed in section 3
5.3 Technical Proposal The Technical Proposal, besides the other requirements of the RFP, shall comprise the following:
- Hardware configuration / specifications should be meeting the minimum requirement as detailed in section 5-Annexure- I.
- Scope of Work as detailed in section 5 Annexure- II.
- Specifications of the Hardware required as detailed in section 5-Annexure- III.

- Manpower Details as in section 6.9.6
- Deviations from the RFP Terms & Conditions as in section 6.9.7
5.4 Commercial Proposal The Commercial Proposal, besides the other requirements of the RFP, shall comprise of the following:
Commercial Proposal as detailed in section 5 Annexure IV
The vendor shall indicate in the template prescribed, the unit rates and total Proposal Prices of the equipment / services, it proposes to provide under the Contract. Prices should be shown separately for each item as detailed in RFP Document. In absence of said information, a proposal may be considered incomplete and be summarily rejected.
It must be clearly understood that the Scope of Work is intended to give the Vendor an idea about the order and magnitude of the work. It shall be the responsibility of the Vendor to fully meet all the requirements of the Scope of Work. If during the course of execution of the project any revisions are required to meet the goals of Scope of Work; changes shall be carried out within the current price without any impact to the CCIL.
The Invoicing should be made in accordance with applicable tax norms. The prices should be excluding taxes and other charges as may be applicable in relation to the activities proposed to be carried out.
Prices quoted in the proposal must be firm and final and shall not be subject to any upward revisions. CCIL reserves the right to negotiate the prices quoted in the proposal to effect downward modification. The Proposal Prices shall be indicated in Indian Rupees (INR) only.
Prices in any form or by any reason should not be revealed before opening the Commercial Proposal, failing which the offer shall be liable to be rejected.
5.5 Proposal Validity Proposals shall remain valid for 90 days from the last date of submission. A proposal valid for a shorter period may be rejected as non-responsive. CCIL reserves the right to request the Vendor to extend the validity of the proposal through official correspondences.
5.6 Local Site Conditions It will be incumbent upon each Vendor to fully acquaint himself with the local conditions and other relevant factors at the proposed site which would have any effect on the performance of the contract and/ or the cost. The Vendors are advised to visit the proposed Site at their own cost.
The Vendor is expected to make a site visit to the proposed Site facility to obtain for himself on his own responsibility all information that may be necessary for preparing the proposal and entering into contract. Obtaining such information shall be at Vendor’s own cost.
5.7 Proposal Evaluation Pursuant to the pre-qualification criteria, Vendors will be short-listed for technical proposal. Technical proposals will be considered only for the Vendors who succeed

the prequalification criteria.
CCIL will review the technical proposal of the short-listed Vendors to determine whether the technical proposals are substantially responsive. Proposals that are not substantially responsive are liable to be disqualified at the discretion of CCIL
CCIL will first evaluate the technical proposal followed by commercial proposals.
5.8 Liability of the CCIL: CCIL will not be liable to pay expenses or losses which may be incurred by any Vendor direct or indirect in preparing and or submitting this RFP. No responsibility will be attached to any officer of CCIL for premature opening or the failure to open a RFP not properly addressed and identified.
The Vendors are required to submit the Prequalification, Technical and Commercial Proposal as per the prescribed formats. This section provides the outline, content and the formats that the Vendors are required to submit in their Technical and Commercial Proposals.
