Dear Golden Knights,

Although this has been a challenging time for all of us, I’ve never been more encouraged and inspired by our Golden Knights! Witnessing firsthand how our student-athletes, coaches, administrators and staff have responded to the adversity we’re facing, has assured me that we are going to come back to Saint Rose stronger, more determined, and with greater purpose than ever before!

However, even though we are all anxious to get back to the way things were before COVID-19,

we cannot pick up where we left off. It is important to recognize that the safety and well-being

of everyone in the Saint Rose community is our top priority. Because of this, we have spent

several months preparing for your return.

The Return to Athletics working group, chaired by Assistant Athletic Director for Sports

Medicine, Lisa Geiger, have very carefully and meticulously put together the following guide to

ensure that our return to athletics is done so safely and appropriately. This group is made up of

The College of Saint Rose community members representing all divisions and departments

across campus working to create an environment that will allow us to safely and effectively

train, practice, and compete this academic year. The focus will always be to create a safe

environment that will lead us to athletic success.

The purpose of this plan is to ensure a safe return to campus and to intercollegiate athletic activity for our student-athletes and staff. More importantly, we need to reduce the risk of community transmission of COVID-19 within The College of Saint Rose Community. The decisions each of us are making every single day will now impact our teammates, our season and the campus community. Every day, we are playing for Saint Rose Athletics. We are playing for something much bigger than each of us. We are asking you to approach your return to campus, and every day after that, with purpose and a mission to live the Golden Knight Way!

Consistently following the information laid out in this plan will keep us responsible leaders

within our team and on campus. We are students, we are athletes, we are teammates and we

play for the love of our sport…we play to compete, and we play to WIN! We are Golden

Knights!

PURPOSE

This plan has been developed to ensure a safe return to campus and to intercollegiate athletic activity for our student-athletes and staff. More importantly, to reduce the risk of community transmission of COVID-19 within The College of Saint Rose Community.

This document is not a stand-alone document. It is part of a larger Campus response and mitigation plan to the COVID-19 pandemic. The College of Saint Rose COVID-19 Task Force is made up of The College of Saint Rose community members representing all divisions and departments across campus that are working to ensure the health and safety of our entire Athletics community and surrounding communities. To that end, this plan will be in compliance with, and will not supersede, Albany County, New York State, or federal public health mandates; nor will it supersede guidelines set forth in The College of Saint Rose Reopening Plan This plan will be written in conjunction with other members of the COVID-19 Task Force and will be subject to review by The College of Saint Rose officials.

All recommendations, mandates, and protocols in this plan will be based off of the most up-to-date evidence based public health research and will be subject to change as this pandemic evolves.

The College of Saint Rose Department of Intercollegiate Athletics and the Sports Medicine staff will work in close conjunction with The College of Saint Rose Student Health Services and Counseling, the Albany County Health Department, the National Collegiate Athletic Association Sports Science Institute and the National Athletic Trainer’s Association to ensure that our students participating in intercollegiate athletics can do so safely.

Participation in intercollegiate athletics will not take precedence over the health and safety of our students, staff, their families, or larger Campus community.

THE COVID 19 RETURN TO ATHLETICS TASK FORCE Over the last four months, we received input from the following task force members. Implementation of the final plan will be discussed. The purpose of the team is to establish our Return to Athletics Procedures based on the recommendations from the CDC, New York Department of Health, NCAA, and The College of Saint Rose. Each area will be prepared to implement the plan following approval.

ATHLETIC PRE-PARTICIPATION REQUIREMENTS The following is a list of requirements for all of our student-athletes prior to any participation in intercollegiate athletics for the 2020-2021 academic year. Failure to complete these requirements will lead to temporary disqualification from any and all intercollegiate activity.

ALL RETURNING STUDENT-ATHLETES

1. Documentation of a negative COVID-19 PCR. Date(s) and result(s) must be included.

Dated less than 10 days before returning to campus or team activities.

2. Completion of the COVID-19 Pre-Participation Screening Tool prior to arrival on campus

and prior to use of any facilities within intercollegiate athletics. See Appendix A.

3. Completion of a COVID-19 Awareness and Education program. This will include

education about the disease, disease prevention, Campus protocol review, and the testingand screening protocols.

4. Completion of COVID-19 EXPECTATIONS AND COMMITMENT PLEDGE See Appendix B.5. Completion of all required documentations on SportsWare.6. All other applicable medical clearance procedures as required by the NCAA and The

College of Saint Rose Sports Medicine.

7. Students who will be returning to campus from states identified on the New York State

Travel Advisory List of States, and International students returning from abroad will be

quarantined for 14 days upon their arrival to campus.

ALL INCOMING STUDENT-ATHLETES (first-year, transfers)

1. An updated physical examination performed by their primary care physician that was

performed within 6 months of their initial date of eligibility. This exam may not be a

virtual appointment. These records must be on file in your SportsWare account and

approved by the Sports Medicine Department.

2. Updated immunization records that are in compliance with NYS law and College

requirements (2 MMR’s, meningitis response form, tetanus). These records must be on

file in your SportsWare account and approved by the Sports Medicine Department.

3. Documentation of a negative COVID-19 PCR. Date(s) and result(s) must be included less

than 10 days before returning to campus or team activities.4. Completion of the COVID-19 Pre-Participation Screening Tool prior to arrival on campus

and prior to use of any facilities within intercollegiate athletics. See Appendix A.

5. Completion of a COVID-19 Awareness and Education program. This will includeeducation about the disease, disease prevention, Campus protocol review, and thetesting and screening protocols.

6. Completion of COVID-19 EXPECTATIONS AND COMMITMENT PLEDGE See Appendix B.

9. Students who will be returning to campus from states identified on the New York StateTravel Advisory List of States, and International students returning from abroad will bequarantined for 14 days upon their arrival to campus.

Mandatory Quarantine: If a residential student-athlete has questions regarding their 14 day quarantine, please email [email protected] for more information. The College of Saint Rose Restart Plan has all pertinent information.

DISEASE SCREENING PROCEDURES All student-athletes will be required to perform a pre-arrival COVID-19 disease screening fourteen days prior to the first day back on campus. Daily symptoms screenings will also be mandatory for all members of The College of Saint Rose community prior coming to campus or leaving the residence hall. Visitors to the Athletic Department are also expected to be screened prior to entry into our building. Screening will include symptom checklists and temperature checks. See Appendix C. Additional screening procedures will be in place for all members of the Department of Intercollegiate Athletics:

● Prior to entering the building, coming in contact with student-athletes or performing anyteam related activities, all staff members of the Department of Intercollegiate Athleticsand Recreation will be screened for signs and symptoms of COVID-19.

● All student-athletes will be screened for signs and symptoms of COVID-19 on a daily basisbefore entering the building or prior to participating in any intercollegiate activity.Temperature checks will be included.

● Symptom check hours will be from 9-12pm Monday-Friday and weekends will be donearound practice times. This symptom check will occur at the start of the Pool hallway ofthe EAC. Temperatures will be checked using a non-touch thermometer. Uponcompletion of the symptom check, the athlete will be given a colored band to wear forthe day to show completion of the symptom check. If the athlete has a band, all sportsmedicine staff, coaches and strength and conditioning coaches know that that athletehas been successfully screened for the day.

● Screenings will be performed by a member of the Sports Medicine or administration staffand housed in their SportsWare account.

● All student-athlete information collected during the screening process will be recordedand maintained consistent with HIPAA guidelines.

● Employee screening data will not be stored by the Sports Medicine Staff.

COVID-19 TESTING PROCEDURES Testing for disease involves a diagnostic test designed to establish the presence or absence of disease. COVID-19 testing may involve viral testing or antibody testing. Viral testing is used to determine if one is currently infected. Antibody testing checks for previous infection. It is also recommended that student-athletes get tested prior to beginning any intercollegiate athletic

activity. The Campus policy involves residential students only. The students will be required to provide a negative COVID-19 test prior to moving into their residential housing.

ALL STUDENT-ATHLETES ARE REQUIRED TO HAVE A NEGATIVE COVID-19 TEST. COVID-19 Testing Requirements:

1. Residential student-athletes:

a. All residential student-athletes please read the College's policy (link below)

regarding COVID-19 testing requirements and mandatory 14-days quarantine

procedures. Athletics is requesting you upload your negative COVID-19 test

results to your SportsWare account along with emailing them to

[email protected] as per the College's policy.

b. The Campus Policy for Residential students

2. Commuter/off-campus student-athletes

a. Athletes from Travel Advisory State: (Travel advisory list of state who are required

to quarantine for 14 days prior to school starting)

i. If you can get a COVID-19 test done in your state or country prior to

coming back to the Albany area, we request that the COVID-19 test be

taken within 10 days of returning to start your 14 day quarantine in New

York. Please upload your negative COVID-19 test results to your

SportsWare account.

ii. If you can't get a COVID-19 test done in your state or country prior to

coming back to the Albany area to start your 14 day quarantine in New

York, we will require a negative test within 10 days of starting team

activities. We will work with you to find a location in the Albany area to

get the test done. Any cost of the testing will be the responsibility of the

athlete. Please upload your negative COVID-19 test results to your

SportsWare account.

b. Athletes from New York or from a state NOT on the Travel Advisory list: i. You are required to submit a negative COVID-19 test within 10 days of

school starting, August 24th OR within 10 days of starting team activities.

Please upload your negative COVID-19 test results to your SportsWare

account.

PROCEDURES FOR POSITIVE COVID-19 TEST OR DIAGNOSED WITH COVID-19 Student-athletes will be required to have a daily symptom/temperature check before being allowed to enter the Athletic Training Room or participate in or join any athletically related activity on or off campus.

If a student-athlete has any COVID-19 symptoms: ● Student-athletes will not be allowed to participate in intercollegiate athletics. ● Student-athletes will be referred to Student Health Services to be further evaluated and

directed to isolation until a test has been done and results are in. ● If the test is positive, Per Albany County Health Department Commissioner’s Standing

Orders for self-isolation, New guidance: An infected person must isolate for at least 10 days after onset of symptoms, and may be released from isolation if their symptoms have improved AND they have had no fever, without the use of medicines for at least 24 hours.

PROCEDURES FOR CONTACT TRACING A tracing plan was created and implemented by the New York State Department of Health. Any member of The College of Saint Rose athletics community who tests positive for COVID-19 will be subject to contact tracing procedures to determine who, if any, of your day to day contacts may have been significantly exposed and may now be at risk for contracting the disease.

Significant exposures include:

● Being within 6 feet of someone who has COVID-19 for at least 15 minutes

● Providing care at home to someone who is sick with COVID-19

● Having direct physical contact with the person (hugged or kissed them)

● Sharing eating or drinking utensils

● Exposure to respiratory droplets from a sneeze, cough, or exhalation

● A shared living environment ● Any team based intercollegiate activity where social distancing guidelines cannot be

maintained will be considered a significant exposure.

All activities, times, and dates from 48 hours prior to the onset of symptoms through time of initiation of contact tracing procedures will need to be documented. All individuals exposed to the COVID-19 positive individual will be contacted and sent for testing and advised to quarantine.

QUARANTINE REQUIREMENTS: Quarantine is used to keep someone who might have been exposed to COVID-19 away from others. Quarantine helps prevent spread of disease that can occur before a person knows they are sick or if they are infected with the virus without feeling symptoms. Saint Rose will follow the guideline requirements from the CDC: When to Quarantine when a student-athlete is exposed to COVID-19.

Stay home and monitor your health:

● Stay home for 14 days after your last contact with a person who has COVID-19. ● Watch for fever (100.4◦F), cough, shortness of breath, or other symptoms of COVID-19.

● If possible, stay away from others, especially people who are at higher risk for gettingvery sick from COVID-19.

● Negative COVID-19 testing does not release you from quarantine.● Follow directions from their state or local health department.● See APPENDIX D for discontinuing Isolation/Quarantine.

RETURN TO SPORTS FOLLOWING A DIAGNOSIS OF COVID-19 Following a diagnosis of COVID-19, the health and safety of the individual student-athlete is the priority, followed by the health and safety of the surrounding community. The student-athlete must be given adequate time to recover so they may safely begin exercise and sport participation. They must also no longer pose a risk to the surrounding Campus community. Prior to returning to sports following illness, the student-athlete’s symptoms must be completely resolved and they must have a return to normal energy level. Student-athlete must b e cleared by a physician and when medically necessary, a cardiologist-(Appendix E. COVID-19 R eturn-to-Play Algorithm for College Student Athletes) . A gradual resumption of exercise will begin under the direction of the Sports Medicine staff. The National Strength and Conditioning Association (NSCA) has published COVID-19 Return To Training - Guidance on Safe Return to Training For Athletes. This document, as well as other best practice guidelines developed by the NSCA will serve as guidance for the safe return to strength training and conditioning for our student-athletes.

COVID 19 Cluster or Second Wave We will follow the mandates of The College of Saint Rose, and the NYS Department of Health regarding team activities and athletic competitions should there be a cluster on campus, in the Capital Region, or a second wave impacts the state.

PERSONAL PROTECTIVE EQUIPMENT (PPE) Correct use of personal protective equipment can prevent some exposure to infectious disease; however, PPE should not be used as the sole means of prevention. All personnel from Sports Medicine and the Equipment Room will be required to use PPE consistent with the Occupational Safety and Health Administration’s recommendations in Guidance on Preparing Workplaces for COVID-19.

Members of the Sports Medicine Staff are considered to have a medium occupational exposure risk to SARS CoV-2. Medium exposure risk jobs are defined by OSHA as those “that require frequent and/or close contact with (i.e., within 6 feet of) people who may be infected with SARS-CoV-2, but who are not known or suspected COVID-19 patients. In areas without ongoing community transmission, workers in this risk group may have frequent contact with travelers who may return from international locations with widespread COVID-19 transmission. In areas where there is ongoing community transmission, workers in this category may have contact with

the general public (e.g., schools, high-population-density work environments, some high-volume 2

retail settings).”

PPE for Sports Medicine will include:

● Non-sterile examination gloves

● Surgical masks

● Face shields

● Gowns

Members of the Equipment Room staff, while handling laundry, are considered to have a low occupational exposure risk to SARS CoV-2. Low exposure risk jobs are defined by OSHA as those “that do not require contact with people known to be, or suspected of being, infected with SARS-CoV-2 nor frequent close contact with (i.e., within 6 feet of) the general public.”11

Additional PPE above what is normally used while handling soiled laundry is not recommended by OSHA. However, additional PPE will still be provided.

PPE for the Equipment Room will include:

● Non-sterile examination gloves

● Surgical masks

Proper donning and doffing of PPE is critical in preventing the spread of infection. The PPE must also be worn correctly and fit appropriately. Members of the Sports Medicine staff and personnel handling laundry will receive instruction in the proper donning and doffing of PPE. The CDC has produced the following instructional video for donning and doffing PPE. Donning and Doffing - CDC sequence

The Sports Medicine Staff will be responsible for the maintenance, inspection, cleaning, storing, disposal and replacement of PPE as necessary. Regular reusable masks will be used for athletes and athletic staff. Some athletes may be coming from areas where it is no longer required to wear masks, so they may not have masks. To be safe, The Athletic Department will provide a mask to every athlete. We will not provide masks for spectators.

SPORTS MEDICINE SERVICES Sports medicine services will be provided during the fall semester. In order to reduce the potential for transmission of COVID-19 in the Athletic Training Room (ATR) the following procedures will be in place and enforced,

● Staff coverage will be staggered throughout the day to avoid over coverage and the

potential prolonged exposure of the sports medicine staff to asymptomatic carriers of

COVID-19

● All staff members will wear a face mask for the duration of their shift and will be familiar

with the proper use, donning, and doffing of all PPE.

● Student-athletes/staff will not be permitted in the ATR without a face mask.

● Student-athletes/staff may be screened prior to entering the ATR.

● Student-athletes will be seen by appointment only for chronic injury/illness evaluation or

rehabilitation. Acute injuries will be evaluated as they occur.

● All rehabilitation and injury evaluations will occur in the ATR with no more than 4

student-athletes and 2 staff members in the ATR at one time. Treatment tables will be

rearranged to ensure appropriate social distancing guidelines can be followed.

● All postoperative patients will be referred to an outside clinic for rehabilitation.

● Some evaluations, rehabilitation sessions, or follow up appointments may be held

virtually if considered reasonable and prudent.

● All taping can possibly occur on a portable taping table either outside (weather

permitting), at Plumeri ATR, in the Nolan Gym or EAC ATR.

● Athletic Trainers will not travel to away games for the 2021 Spring season except MLAX.

● Disinfection procedures of tables/equipment after every treatment/evaluation and

general disinfection procedures will occur at regular intervals throughout the day.

● Shared water bottles and bench towels will not be provided.

ADMINISTRATIVE AND ENGINEERING CONTROLS Administrative and engineering controls are the procedural and behavioral changes that all members of the Athletic Department will need to adopt in order to reduce exposure to COVID-19 and reduce the likelihood of disease transmission. The Athletic Department will follow all guidelines set forth by the CDC, NYSDOH, OCHD, and The College of Saint Rose.

The following general administrative and engineering controls will be in effect upon re-opening of the Events and Recreation Center:

HAND HYGIENE

● Practice proper and consistent hand hygiene throughout the workday. Members of the

Athletic Department should consider having hand sanitizer (greater than 60% ethanol or

70% isopropanol) at their desk for frequent personal use

● Hands should be washed with soap and water for at least 20 seconds when visibly soiled,

before eating, and after using the restroom

● All visitors to Campus will be required to wash their hands immediately upon entering

any Campus owned building. Hand sanitizing stations will be located in the lobby of the

Events Center, outside of Sports Medicine, and outside of the Administrative suite

RESPIRATORY ETIQUETTE

● All members of the Department of Athletics will be required to cover their mouth and

nose at all times with an appropriate cloth face mask while in the buildings, especially if

social distancing protocols (6ft. apart) cannot be maintained.

● Cover your mouth and nose with a tissue when you cough or sneeze

● Throw used tissues in the trash.

● If you don’t have a tissue, cough or sneeze into your elbow, not your hands.

GENERAL PROCEDURES

● Make every effort to stay outdoors for training, conditioning, socializing, etc.● Don't spend time indoors with people you don’t live with.● Wash your hands before you leave home and immediately upon your return to home.● Avoid big training or social groups and keep activities limited to the same group

GUIDELINES FOR THE RESOCIALIZATION OF INTERCOLLEGIATE ATHLETICS Current recommendations and guidelines encourage athletic departments to begin the resocialization of athletics in a phased process. Re-socialization of intercollegiate athletics at The College of Saint Rose may begin with the following assumptions: Assumption 1: The fall semester is in person and greater than 50% of our community is on campus. Assumption 2: The College of Saint Rose, the NYSDOH, the OCHD, and the NCAA, NE-10, are permitting intercollegiate athletics to resume operations. Assumption 3: Social distancing and density reduction orders are still in effect. Assumption 4: A surge in new cases of COVID-19 within athletics, our general campus community, or Albany County may lead to an immediate stop of all intercollegiate athletic activity. Assumption 5: Guidelines may become more or less restrictive as disease dynamics change within our community over time.

MENTAL HEALTH CONSIDERATIONS The NCAA Student-Athlete COVID-19 Well-being Study was conducted between April 10, 2020 and May 1, 2020. The purpose of this study was “to examine the impact of the COVID-19

pandemic on student-athletes’ current physical and mental well-being.” The Department of Intercollegiate Athletics will work with members of the Student Athlete Advisory Committee and the Counseling Center throughout the academic year to address the mental health needs or our student-athletes.

If a student-athlete chooses not to return to competitive athletics due to health and safety concerns arising from the COVID-19 pandemic, that student-athlete will remain in good standing with the team, consistent with College and NCAA policies. Stigmatization of student-athletes diagnosed with COVID-19, undue pressure to perform while symptomatic, or pressure to hide symptoms of COVID-19 from Saint Rose Department of Athletics staff will not be tolerated.

ALLOWABLE ACTIVITY PRIOR TO PHASES

Prior to Phase I-What activity is allowable?

● Coaches may generate team workout programs for athletes to complete on their ownwhile maintaining social distancing.

● CARA hours begin on September 7th so individual workouts can be scheduled after thatdate.

● Individual workouts will be a 1:1 coach to athlete ratio at a location, and sessions are nomore than 30 minutes.

● A coach must be present at all individuals, to maintain correct ratios, maintain socialdistancing and no sharing of equipment.

● Coaches would need to submit practice plans one week prior to starting individuals.● All individual sessions are completely volunteer and at no time are they required.● Sports Medicine COVID-19 screenings will not be needed for these individual workouts.

Prior to Phase I-What activity is NOT allowable?

● Captain's practices● Team pick up games● Athletes getting together to workout in groups● Participation on outside teams

PHASE I– INTERCOLLEGIATE ATHLETIC PARTICIPATION

● Phase I will start on or about [September 7, 2020] and will end on [September 20, 2020].Non-Championship segment teams-group 1 (men’s and women’s golf, men’s lacrosse,women’s lacrosse, softball, baseball, men’s and women’s cross country) will beincluded in resocialization Phase I.

● Phase I will start on or about [September 17, 2020] and will end on [September 30,2020]. Non-Championship segment teams-group 2 (men’s soccer, women’s soccer,men’s and women’s swimming, men’s and women’s track, and cheerleading) will beincluded in resocialization Phase I.

● Phase I will start on or about [October 15, 2020] and will end on [October 28, 2020]. Championship segment teams-group 3 (men’s basketball, women’s basketball and volleyball) will be included in resocialization Phase I.

When coaches are creating pods within teams during Phase 1, consider: 1. Housing location i.e. roommates 2. Shared transportation i.e. vans or personal vehicles

Winter Individuals permitted activities include: 1. Maximum of 2 athletes per group 2. Low Volume 3. Equals no more than 30 minutes 4. 1:4 Work to Rest Ratios or greater 5. Progressive Intensities

Phase I permitted activities include: 1. Maximum of 10 athletes per group 2. Limited to 8 hours per week 3. Equals no more than 90 minutes 4. Low Volume 5. 1:4 Work to Rest Ratios or greater 6. Progressive Intensities 7. Modified group lifting and conditioning sessions 8. Fitness with a ball, while maintaining social distancing AND no shared equipment.

NOTE: INCREASING PREVALENCE OF COVID-19 ON CAMPUS OR WITHIN THE ATHLETIC DEPARTMENT MAY DELAY PROGRESSION TO THE NEXT PHASE OR CANCEL YOUR SEASON.

Each team will be required to submit a plan that includes strategies to reduce density and maintain social distancing guidelines, as much as possible, for all conditioning sessions. Plans are to be submitted in SharePoint for approval one week prior to your Phase I starting for discussion and review.

The following administrative controls will be in effect during Phase I:

Social Distancing

● Individual player or team meetings will be held virtually, or if not able to do so virtually,

then chose a location that will satisfy the social distancing requirements

● Fitness center is closed during this phase.

● Access to the locker room will be for equipment storage/retrieval purposes only.

● There will be limited access to the campus buildings, the EAC and buildings at Plumeri.Teams practicing may enter the building for use of the restroom, sports medicineservices, administrative services, or as a shelter from severe weather.

● For teams allowed to use a ball with fitness drills, all athletes must have their own ball.

Hygiene and Respiratory Etiquette ● Symptomatic student-athletes are prohibited from participating in any intercollegiate

activity.● Hand washing will occur before beginning any intercollegiate activity and immediately

after intercollegiate activity.● Avoidance of handshakes, high fives, hugs, or otherwise unnecessary physical contact

includes “walk-through” activities that do not allow for social distancing. Therefore, all

student-athletes should plan on having a face mask readily available at practices.

PHASE III – INTERCOLLEGIATE ATHLETIC PARTICIPATION

● Phase III will start on or about [October 5, 2020] and will end on [November 4, 2020].Non-Championship segment teams-group 1 (men’s and women’s golf, men’s lacrosse,women’s lacrosse, softball, baseball, men’s and women’s cross country) will beincluded in resocialization Phase III.

● Consider having some reduced density practices and conditioning sessions as outlined in Phase I and II.

● Stretching and warm up drills are to be performed socially distanced. ● NO PARTNER STRETCHES. ● Rolling out on foam rollers or using massage sticks are only allowed while using their own

equipment and no sharing.

Sport Specific Recommendations

There is an increased risk of musculoskeletal injury following a prolonged period of physical inactivity. Given lower extremities injuries make up about 66% of all sports injuries, preventative training programs may reduce the likelihood of these injuries during sport. Preventative training programs that require more than one type of exercise (e.g. strength, balance, agility, flexibility,

plyometrics) are more effective at reducing injuries. “Return to Sports and Exercise during COVID-19 Pandemic: Guidance for High School and Collegiate Athletic Programs” was created to serve as a resource for sports organizations, high schools, and college sports programs to return to sports safely during COVID-19 pandemic.

Baseball Consider using both the baseball field and the grass field as time and availability permit to break the team into smaller groups. Do not allow the congregation of team members during the time preceding, or immediately following, practice.

USA Baseball has published recommended best practices for safe return to baseball activities.

Basketball Indoor sports pose a considerably higher risk of respiratory disease transmission. Social distancing during practices should be maintained to the extent possible. FIBA has published recommended best practices for safe return to basketball on returning to basketball.

Cross Country/Track and Field Cross country is considered an individual sport, therefore social distancing guidelines are much easier to comply with. Consider running in small groups of 2-3 student-athletes with staggered start times to the runs. At-risk student athletes should consider running alone if it can be done safely, or at least in close proximity to another small running group. Consideration should be given to those runners who may not have been able to run during the summer and will need time to acclimate to increased running activity. USA Track and Field has published recommended best practices for safe return to track and field

activities.

Golf All guidelines implemented by the host practice/match facility will need to be followed. These should be reviewed by the head coach and sports medicine staff prior to utilizing these facilities. Travel to and from the facility should be evaluated. Student-athletes carpooling to the facility are to follow current guidelines on travelling in a group.

Lacrosse Consider using both the turf field and the grass field as time and availability permit to break the team into smaller groups. Do not allow the congregation of team members during the time preceding, or immediately following, practice. US Lacrosse has published recommended best practices for the safe return to competitive

Club Cheerleading

The Department of Athletics has oversight of the Cheerleading Club, and is providing guidelines

for cheerleading. These guidelines are based out of the main COVID-19 Return to Athletics Plan,

to ensure the safety of all students and members of the campus community. The Department of

Athletics COVID-19 Return to Athletics Plan shall remain the primary document used by the

Department of Athletics in any decision-making regarding the use of our facilities.

● There is no in-person, group/team athletic activity to occur prior to September 7, 2020.

● All students are required to follow the policies and procedures set forth by the College

regarding COVID-19, which includes but is not limited to quarantine, residential

COVID-19 testing, daily screenings, wearing a mask, social distancing, etc.

● Going forward, every effort should be made to schedule activities at an outdoor location,

where social distancing is prioritized in a safe, open-air setting.

● Cheerleading tryouts/practices will be subject to a phased return plan (14 days per

phase,) similar to athletics, as follows:

● Phase I for Cheerleading will begin on September 17, 2020.

○ Maximum of 10 participants per session.

○ Social distancing must be maintained

○ Shared equipment is NOT permitted

○ Sessions may not exceed 90 minutes in duration.

● Phase II may begin on October 1, 2020.

○ Maximum of 20 participants per session.

○ Shared equipment must be sanitized frequently.

○ Small group activity only.

● Phase III may begin on October 15.

○ Full team activities are permitted with strict public health measures.

● Coaches will be required to submit practice plans and facility requests in advance for

approval.

● Use of indoor facilities (i.e. Nolan Gym or Room 110) will have the following guidelines:

○ Students should have completed the College’s daily monitoring prior to practice.

○ Hand sanitizer should be used before entering.

○ Face masks should be worn when entering any buildings or rooms.

○ Coaches and players should wear a face mask while conversing or social

distancing is not possible.

○ All coaches and participants are responsible for the daily care and cleaning of

their own personal equipment and apparel that is used at any Saint Rose Athletics

facility or during any team activity.

○ Coaches should develop and implement a cleaning routine for any surfaces and

doors involved in the area of practice, meetings, or any team activities. These

areas should be cleaned before the start of a team activity, and again at the

conclusion of that activity.

*All requested rooms, including Nolan Gym, are subject to occupancy restrictions.

FITNESS CENTER OPERATIONS

● On August 17, 2020, The Governor of New York State announced that gyms and fitness

centers can reopen. Facilities that reopen will be subject to rigorous health and safety standards.

● In consultation with the Head Strength and Conditioning Coach, head coaches should consider conducting workouts on the turf field, grass field, or in Nolan Gymnasium. Body weight workouts, plyometric workouts, or non-traditional workout routines should be considered.

● Consideration will be given to relocating some of the fitness center equipment to an area that allows for adequate social distancing and density reduction.

● The National Strength and Conditioning Association (NSCA) has published COVID-19 Return To Training - Guidance on Safe Return to Training For Athletes. This document, as well as other best practice guidelines developed by the NSCA will serve as guidance for the safe return to strength training and conditioning for our student-athletes.

See Appendix F for specific fitness center protocols for Varsity Teams.

EAC Fitness Center - Guidelines for Re-Opening

Mandatory Fitness Center Membership

● Completing Fitness Center Waiver and Release ○ Log onto (https://bannerweb.strose.edu) then ○ Login to Secure Area which will bring you to the ○ User Login Page (login to secure site with your user ID and Pin) ○ Click on the “Personal Information” tab, then ○ Click on the “Training Certification, Health Certification and Waiver and Release”

link. ○ This will display the terms of the Release and a button at the end of the

document that reads “I accept”. When you “accept”, it will store the date and validate your usage of the Fitness Center.

● It is important to note that until these steps are completed, your I.D. card (although valid in other areas of the campus) will be rendered “INVALID” when swiped at the Fitness Center.

● The I.D. card swipe system will keep a record of all users. (minimum 28 days)

Scheduling and Check-In

● The fitness center will operate under a set schedule to allow for adequate staffing

/supervision, ensure that occupancy requirements are met, and allow for adequate cleaning to occur between scheduled users.

● SignUpGenius will be used to reserve scheduled workout times of 45-minute sessions for one of the 10 zones.

● Check-in is required using the card scanning system and monitored by a desk attendant. ● Daily symptom checks must be completed on Navigate before entering and verbally

communicated to desk attendant.

Fitness Center Zones (10 total)

● Occupancy of the fitness center will be 11. One desk attendant and 10 users assigned to a zone.

● Users must adhere to their reserved workout time (45-minute session) and stay within their scheduled zones, as follows:

Cleaning Requirements ● There can be no sharing of equipment, without cleaning and disinfecting between use.● Any equipment that is handled must be sprayed and wiped down by the user after use.● There will be a 15-minute session between each scheduled segment of use for the staff

to provide additional cleaning of equipment and facility.● A log will be kept that includes the date, time, and scope of cleaning for all fitness center

employees.● There will be spray bottles, hand sanitizer, and paper towels available in the fitness

center.● The fitness center will be thoroughly cleaned by the College’s maintenance staff on a

daily basis.

No Spotting ● Exercises that require spotting are prohibited.● Desk attendants are available for emergency weight assistance only.

Hand Washing Policy ● Before entering the weight room, you must thoroughly wash your hands with soap and

water in the 1st floor public restroom of the EAC.● Hand sanitizer will be available in the fitness center.

Personal Item Policy ● Users may bring a personal water bottle, towel, ID card, and any needed personal

medical device.● Other personal belongings will not be allowed in or outside of the fitness center.

Fitness Center Air Handling System ● MERV-14 air filters will be utilized in the fitness center.

LOCKER ROOM OPERATIONS

The locker room is another area within intercollegiate athletics that is a high-risk area for COVID-19 transmission due to inability to adequately socially distance and reduce density. Locker rooms will be closed until further notice. Student-athletes should plan on changing into practice apparel in their residence, and plan to shower post athletic activity in their residence. Consideration for locker room usage will be taken into consideration if local/state/federal guidelines on social distancing and density reduction become less restrictive.

In the event that guidelines become less restrictive and locker room use is permitted, the following will occur:

● Access may be granted for a small number of athletes at one time.

● Athletes MUST wear face mask when in locker room (no need in shower) and the

toilet/sink area.

● Student-athletes must proper respiratory etiquette and avoid touching face.

● Hand hygiene practices must be maintained. All student-athletes MUST wash/disinfect

hands prior to entering the locker room.

● Towel or soap sharing is prohibited.

● Athletes should handle their own laundry and towel.

POOL OPERATIONS

The College of Saint Rose will be following the New York State Department of Health (NYSDOH)

interim guidance for college campus pools. In addition to the guidance below, all locker rooms

in the EAC will remain closed until further notice. Swimmers using the pool, will be asked to

come to the premises with their bathing suit on, under their clothes. Public restrooms will be

available in the EAC.

All indoor swimming pools that are subject to the operating conditions defined in New York

State Sanitary Code are permitted to operate for members of the Saint Rose campus community

during the COVID-19 public health emergency so long as the College adheres to any applicable

Executive Orders.

The College of Saint Rose policy for pool usage:

● All individuals must maintain a distance of at least six feet from other individuals at all times.

○ Any time individuals are within six feet of other individuals they must wear an acceptable face mask that covers both the nose and mouth. Individuals must be prepared to wear a face mask if another person unexpectedly comes within six feet.

● For health and safety concerns, face masks cannot be worn by individuals while they are in the water;

● The maximum number for swimmers during open swim is four; ● For all non-open swim activity, the maximum number of any single group of people on

the premise or in the water is 10 or fewer individuals; ○ Occupancy of the premise and pool should be limited to the number of

individuals and groups who can be safely and appropriately spaced such that each individual and group is at least six feet away from others.

● Efforts must be made to ensure different groups of people are separated by at least six feet on the premise or in the water, to the extent possible;

○ However, if physical barriers are used to separate groups of individuals, they must not present a health or safety risk by obstructing supervision or impairing air flow, heating, cooling, or ventilation.

● Users must sanitize hands prior to entry into the pool facility. Hand sanitizer and disposable towels will be provided;

● Cleaning and disinfection procedures will be followed, particularly the cleaning and disinfection of high touch areas, including railings and chairs, while maintaining logs on site that document date, time, and scope of cleaning and disinfection;

● 6 feet spacing areas will be marked off with blue tape. ○ These eight designated spaces will each include a plastic storage crate for

personal belongings; ○ After use, the swimmer will submerge the storage crate into the chlorinated

water for a minimum of ten seconds to sanitize, and return to 6-foot spacing area

OPEN SWIM: ● Maximum of 4 swimmers (1 swimmer per lane)

● Swimmers will be stationed at opposite ends of the pool deck (two on each end, every

other lane)

● Each swimmer will have 30 minutes of open swim

● Time in between each session will be utilized to sanitize high touch areas

● To reserve a swim time, swimmers must utilize Signup Genius.

EQUIPMENT ROOM

Laundry procedures will be consistent with CDC Guidelines for cleaning and disinfecting in the workplace. General laundry service guidelines for clothing, towels, linens and other items, are as follows:

● Launder items according to the manufacturer’s instructions. Use the warmestappropriate water setting and dry items completely.

● Wear disposable gloves when handling dirty laundry from a person who is sick.● Dirty laundry from a person who is sick can be washed with other people’s items.● Do not shake dirty laundry.● Clean and disinfect clothes hampers according to guidance above for surfaces.● Remove gloves, and wash hands right away.● Laundry personnel will be required to follow PPE guidelines.● Specific equipment room services will be added to this document as the information

becomes available.

Guidelines for Laundered Items

● All uniforms provided by the EM must be laundered in the Equipment Room. Anyone

who chooses not to use the EM for team laundry will be held responsible for any

resulting damages.

● Only game-day and practice gear issued by the college will be laundered. Personal items,

such as traditional underwear (cotton underwear, briefs, thongs, boxers, etc.), will not be

handled or washed and will be returned as such.

● Personal gear, such as sports bras, jock straps, compression shorts, or other

sport-specific items, may be approved and cleared for laundering by the Equipment

Manager if they are deemed necessary and will not compromise other laundered items.

The Equipment Room is not responsible for lost, damaged, or stolen items.

TRANSPORTATION

When using any type of transportation, follow these general principles: (Accommodations for any high-risk passengers.) Saint Rose vans or personal vehicles for off campus team activities and/or practice

● Athletes and coaches should be Cleaning and disinfecting frequently touched surfacesregularly (for example, the steering wheel, gear shift, door frame/handles, windows,radio/temperature dials, seats, and seatbelt buckles). As well as seats if they arevinyl/leather BEFORE entering the vehicle.

● This procedure should be completed BEFORE using a van and the same process should berepeated upon RETURNING and everyone is out of the van.

● Four Supply disinfecting kits (located at Lima) will contain wiping towels, disinfectingspray in bottles, hand sanitizer, and extra disposable masks.

● An electrostatic disinfectant sprayer will be used daily to disinfect the vans.● Transportation will be provided for student-athletes from campus to The Christian

Plumeri Sports Complex for practice and competition. A student-athlete must confirm

with their coach if they choose to drive their own vehicle.

Practice hand hygiene and respiratory etiquette. ● Before you leave, wash your hands with soap and water for at least 20 seconds or use

hand sanitizer with at least 60% alcohol.● Once you reach your destination, wash your hands again with soap and water for at least

20 seconds or use hand sanitizer with at least 60% alcohol as soon as possible uponarrival.

● Avoid touching your eyes, nose, and mouth with unwashed hands.● Cover your coughs and sneezes with a tissue or use the inside of your elbow. Throw used

tissues in the trash and wash your hands immediately with soap and water for at least 20seconds or use hand sanitizer with at least 60% alcohol.

Wear face masks. ● Wear a face mask because physical distancing may not be possible.

Improve ventilation. ● Improve the ventilation in the vehicle if possible (for example, open the windows or set

the air ventilation/air conditioning on non-recirculation mode).

EDUCATION

All athletes and staff will be educated regarding the latest COVID 19 status in New York State, including symptoms, prevention methods, and our required procedures. A zoom meeting with

each team with a PowerPoint presentation will occur prior to returning to campus. Throughout the campus, signage will be developed to guide and educate the Saint Rose community. Any important updates will be relayed through email from coaches, administrators or campus officials.

COACH RESPONSIBILITIES

● Ensure the health and safety of all players by implementing athletic department guidelines as it relates to stage requirements.

● Stay home if you are sick, recently sick, or anyone in your household or close contact is experiencing COVID-19 symptoms.

● Fill out the daily symptom form as required by Saint Rose plus in person temperature

check. ● Do not allow a player to participate in CARA without a bracelet from recording daily

symptom form and plus in person temperature check. ● Coaches will practice and educate players on physical distancing and masking during

CARA activities. ● Always wear a face mask. ● No huddles, handshakes, high fives etc., allowed anytime

● Players should wear face masks during all CARA outside of strenuous activity where physical distancing measures will be implemented.

● Coach is the only person to handle all shared practice equipment. (Cones, disk, tackle dummies, etc.).

● Coach/Student-Athlete/Staff to sanitize/clean all equipment after use(e.g. water coolers,

weight room equipment, balls, etc.). ● The use of scrimmage vests or pinnies should be minimized and after it is worn by one

individual it cannot be used again for the remainder of the day.

HOME GAME AND SCRIMMAGE PROTOCOLS

The Council of Presidents of the Northeast-10 Conference voted unanimously on Thursday, July 16, to suspend all NE10-sponsored competition and championships through December 31, 2020 in response to the COVID-19 pandemic. All home and away scrimmages and games have been cancelled.

TEAM TRAVEL CONSIDERATIONS

The priority is always on the health and safety of our student-athletes, staff, the campus community, and the surrounding off-campus community. Team travel will follow all guidelines as set forth by The College of Saint Rose, the Albany County Health Department, and the NYS Health Department. Destination state and county guidelines will also have a significant effect on travel plans.

Appendix F. Fitness Center Protocol for Intercollegiate Sports

1. The fitness center must locate or relocate equipment for better ventilation or to outdoor

areas of the facility; encouraging conditioning or non-traditional strength workouts

activities to occur outside. The fitness center will be closed until further notice.

2. All equipment must be disinfected each day before the first workout and after each

participant’s workout using hospital-grade EPA disinfectants.

3. All student-athletes will be required to wash their hands before and after every workout.

4. To the extent that equipment must be shared amongst players, the Athletic Department

will provide individual disinfecting wipes, or disposable individuals use paper towels and

disinfectant, near such equipment so that players may clean the equipment before and after

each use.

5. Hand sanitizing stations and wipes will be placed in close proximity to the equipment for

players to use during workouts.

6. The Athletic Department will remove equipment that cannot be sanitized or disinfected

after each use unless it is provided solely for individual use for the full season.

7. Strength and Conditioning coach must wear a mask while supervising workouts. The

Athletic Department will also provide masks for players for use during workouts

(although use must be strongly encouraged, it is not mandatory).

8. At the conclusion of all workouts, the Strength and Conditioning coach must thoroughly

clean all training equipment.

9. The Head Strength and Conditioning Coach will develop and maintain a daily cleaning

log.

10. The College will devise a policy in accordance with health and safety of the Saint Rose

community that will include the opportunity to sign up for appointments.
