DEPARTMENT/FUNCTION: Public Works/Water Operations CHAIR: Deputy Mayor S. Kramp DATE: October 8th, 2014 REPORT NO: PW2014-035

Monthly Report on Waterworks September 2014 A Water Quality During the month of September we performed an average of 13 treated and raw

bacteriological water samples each week for a total of 66 samples. For each sample taken we performed in-house pH, Turbidity and Temperature testing. For the month of September we performed 26 Distribution Samples. Ontario Regulation 170/03 states a minimum of 24 Distribution Samples are to be taken monthly. All samples taken met the Safe Drinking Water Act Regulation showing an absence of e-coli and total coliform. These results are published on our web site. The supply of quality water and stringent monitoring continue to be provided by water section personnel. In addition to the regular sampling we also took samples from areas under reconstruction as required.

There were no adverse water incidents to report. B Distribution Maintenance There were four Water Service Repairs during the month of September; all of which

were associated with winter freeze up: o 702 Algonquin Drive o 476 Johnson Street o 453 Hannah Street o 233 Frank Street

Approximately one hundred meters of new water main were added to the end of the existing King Street water main together with the installation of a new sample station.

International Water Supply performed a performance check on Wells 11 and 14. Curb Box Maintenance (performed as a result of non-payment shut downs, and

upon customer request).

C Drinking Water Quality Management Standard (DWQMS) As a way to satisfy the requirements of our DWQMS, selected elements will be

communicated monthly to Council through this report. Element 17 and 18 (Measurement and Recording Equipment, and Emergency Management) have been added to this report as evidence of communication to Top Management and Council.

D Training

Hach Training (hand held equipment used by Water and Wastewater operators) was

held in house at the WWTC on Tuesday, September 23rd and was attended by all operators.

Georgian Bay Waterworks workshop and conference was held in Collingwood on September 16th and 17th. It was attended by five Water Operators.

E Special Events Water Operations set up a temporary water station at Ste Marie Park for the

Georgian Bay Native Friendship Centre Annual Pow Wow held on September 5th, 6th and 7th.

Arrangements were made by TRW to have a flow test completed at their Highway 12 factory on the morning of September 18th ( to facilitate ideal conditions).

G Sustainability This recommendation is consistent with the following sustainability plan goals: Design efficient public facilities in harmony with natural systems: water quantity and

within the watershed o Reduce water consumption through water conservation measures

GAMES

RECOMMENDATION: That Council approve a by-law to authorize the signing of the Host City Agreement for the 2016 Ontario 55+ Summer Games. BACKGROUND: Sport Alliance Ontario has officially awarded the 2016 Ontario 55+ Summer Games to Midland as the host municipality. We are partnering with Penetanguishene and Tay Township to present these games. The attached host city agreement outlines the various aspects of our responsibilities and provincial support. ANALYSIS: The approval of this agreement is a required part of the process to host the 2016 Games. Staff have reviewed the agreement in detail and are currently putting together a Games Organizing Committee and finalizing various arrangements related to facilities, accommodations, meals, etc. CONCLUSION: Council approval to enter into this agreement is a requirement to host these games. It details the various aspects required by all parties. RECOMMENDATION: That Council approve the use of air rifles as part of the 724 Midland Lions RC Air Cadet Squadron Biathlon for Saturday, January 31, 2015, in Little Lake Park provided all safety measures are followed as outlined in the letter dated September 22, 2014, and that a certificate of insurance naming the Town of Midland as an additional named insured for two million dollars liability insurance be provided. BACKGROUND: As outlined in the attached letter, the local Air Cadet Squadron is requesting Council approval for a Biathlon event as part of the 2015 Midland Winterfest. The organization details various training and safety measures for the safe implementation of this event. Also attached is a letter of support from the Midland Police Services. ANALYSIS: The local Air Cadet Squadron is a highly respected organization that has the training and safety program in place for this type of event. They also have the support of the Midland Police Services for the proposed event. Winterfest is always looking to expand events that will bring both participants and spectators to increase the success of this special event. CONCLUSION: Based on the proposal and letter of support, staff support and recommended Council approval for this new Winterfest activity. DEPARTMENT/FUNCTION: Parks and Recreation Department CHAIR: Glen Canning DATE: October 2, 2014 REPORT NO. PR-2014-59 – LAND TRANSFER FROM PORTAGE PARK ESTATES

RECOMMENDATION: That Council approve the By-law to accept the transfer of PIN 58451-0030, being part water lot in front of lots 111 & 112, Concession 2, and Block B, Plan 1437, Town of Midland and that payment be made from the Parkland Reserves account. BACKGROUND: Portage Park Estates Company Limited owns property that we had previously believed was owned by the Town of Midland as part of Gawley Park. Subsequent investigation of ownership has confirmed that ownership does rest with the company, not the Town. This property fronts onto Portage Park Lane and has part of our trail and the culvert (former bridge) that was constructed last year. The company has generously offered to donate the property to the Town provided the Town covers the related legal costs ($1,786.64.) (See attached map, property #584510030.) ANALYSIS: The legal agreement for the transfer of ownership has been reviewed by HGR on the Town’s behalf and our Clerk. The transfer of ownership will resolve the existing situation for both parties. CONCLUSION: Staff support the transfer of ownership in order to resolve the existing conditions. This is a critical link in that area for trail purposes. Recommended payment is from the Parkland Reserve account. RECOMMENDATION: That the Severn Sound Environmental Association report be received as information and that Council direction be given for the request to hold a Watercross event Saturday, July 25, 2015, in Little Lake. BACKGROUND: As per Council direction, please find attached the Report on Water Quality Monitoring before and after the Watercross event held on July 26, 2014, in Little Lake. As the report indicates, there was no discernible effect on water quality. The report lists three recommendations for future Watercross events. On a related note, the Watercross organizers have expressed interest in holding a Watercross event on Saturday, July 25, 2015, in Little Lake Park. ANALYSIS: The 2014 Watercross event was well organized and staff noted the high level of cooperation from the organizers. There were a number of complaints received regarding the noise level generated during this event. The Severn Sound Environmental Association recommendations are straight forward and relatively easy to implement. CONCLUSION: The report from Severn Sound Environmental Association complies with Council direction as 2014 was the first time a Watercross event was held in Little Lake. Council direction is required regarding the Watercross organizers request for a Watercross event on Saturday, July 25, 2015, in Little Lake. RECOMMENDATION: That Council approve the Silver Goose Cyclocross Race event for Little Lake Park on Sunday, October 26, 2014, and approve the closure of Little Lake Park Road on October 26, 2014, from 9:00 am to 3:00 pm. BACKGROUND: The proposed Silver Goose Cyclocross is a bicycle race throughout Little Lake Park utilizing natural barriers including steps, sand and hills. The race will be run on trails, grass and pavement and is sanctioned by the Ontario Cycling Association. Racers must be licensed and insured. Organizers hope to make this an annual event. The organization is the Mountainview Cycling Club and the organizations contact is Aaron Coulter. Parks and Recreation staff have reviewed the special events policies with the organizers. Signs will comply with the municipal by-law and staff have reviewed the parking and set up requirements. There will be no alcohol at this event. Organizers will provide a certificate of insurance as per municipal policy. ANALYSIS: The organization is a recognized not for profit and are affiliated with the Ontario Cycling Association. Staff have reviewed and discussed the various aspects of their planned event and they have satisfied all municipal requirements. (Map of course is attached) CONCLUSION: Staff support the Council approval for this event. The local organization is well prepared and hope to make this an annual special event in Little Lake Park. 1. L.I.F.T. Program

The L.I.F.T. Program has been leasing office space at the North Simcoe Sports and Recreation Centre since 2004. We have been informed the L.I.F.T. Program is being discontinued. Since the space is located in the Boys and Girls Club area, we have arranged to rent this space to them as their growing programs continue to require more space.

2. Bell Tower Public Consultation

Bell Mobility will be holding a Public Open House in the Council Chambers on Tuesday, November 4, 2014, from 5:00 pm to 7:00 pm as part of their public consultation process for the proposed tower to be located at the Parks Depot property.

3. Tourism Action Plan Committee (TAP)

The TAP area committee is currently working through the Economic Development Corporation of North Simcoe to develop a branding exercise and to finalize a Business Plan for the 2015-2017. Funding strategies are being considered from a variety of sources that will be required to implement the various priorities in the business plan that were originally developed through the Huronia Area Tourism study.

4. Midland Cultural Advisory Committee (MCAC)

The newly formed Midland Cultural Advisory Committee (MCAC) will soon have a full compliment of members representing diverse cultural organizations. MCAC has submitted a budget request to Council for 2015 and a deputation to the new Council will be scheduled for either December or January. The MCAC minutes will be part of the Council Information Package. The committee was assigned the task to implement the recommendations contained in the Midland Cultural Plan study.

5. 2015 Pan Am Games Torch Relay

Midland has been selected as a “Celebration Community,” which will see the torch relay visit Midland on June 10, 2015. Plans are being formulated for a celebration in Little Lake Park that will involve local entertainment, schools, sports organizations and the general public. More details to follow.

6. IPM Display

A very successful cooperative tourism display was coordinated by our four area municipalities September 16 – 20. Representatives from the four municipal staff along with Severn Sound Environmental Association and the Champlain Commemorations showcased summer, winter, historic and cultural themes related to tourism.

7. 2015 Terry Fox Run

Staff are working with the organizers of the 2015 Terry Fox Run to relocate this event to Little Lake Park and immediate area. The Terry Fox Run will be held Sunday, September 20, 2015.

8. Parks and Harbour

The Harbour operations will wind up on October 31st, while Parks operations will see the washrooms closed for the season within the next week or so along with the tennis courts, ball diamonds and soccer fields being shut down for the winter. Fall fertilizers, overseeding and other turf management practices are nearing completion. Irrigation systems are being winterized and leaf pick up in Parks has begun.

CHAIR: Glen Canning DATE: October 3, 2014 REPORT NO.: FD-2014-02 New Hose Testing Standard RECOMMENDATION: That Staff Report FD-2014-02 be received for information. BACKGROUND: The Standard for Hose Testing, NFPA 1962, 2013 Edition has changed to require that fire hose that is 25 years old or greater be removed from service. It more specifically states that hose manufactured prior to 1987 shall be removed from service and that all Storz couplings have locks. ANALYSIS: Upon review of our hose inventory, it was found that most of our attack firefighting hose met this standard and was pressure tested accordingly. Of the 60 lengths of 4 inch high volume supply hose, 50 were manufactured in and around 1985 and/or do not have locks on the Storz couplings. Replacement hose options have been investigated and a hose is 40% lighter and is expected to last 40% longer is recommended. This means increased safety for the Firefighters due to less strain on the firefighters handling the hose and more hose can be loaded in the hose bed. It’s bright colouring makes it more visible at an emergency scene and should last longer SUSTAINABILITY: This recommendation is consistent with the following sustainability plan goal: Health and health services

CHAIR: Glen Canning DATE: October 6, 2014 REPORT NO.: FD-2014-04 Aerial Testing Results RECOMMENDATION: That Staff Report FD-2014-04 be received for information. BACKGROUND: The aerial truck must undergo a number of different annual testing and inspections, including motor vehicle (chassis) safety inspection, pump testing, ladder testing and aerial device. The aerial device must also have a more extensive inspection and non-destructive test every 5 years. As of this past month the required testing and inspections have been completed. Although in general terms the truck has passed most tests and inspections, some significant repairs are required. Over the years there have been several repairs required, such as outrigger stability system, generator, operating controls, switches, relays, elevated waterway nozzle operation, fire water system leaks, ladder hydraulic arms, low voltage to boom controls, rescue basket (numerous cracks annually require welding/re-welding to achieve certification). There are some issues and concerns that have been identified during the testing this time that will require more focused and regular monitoring;

• Truck chassis frame deflection • Hydraulic cylinders weeping with slight leaks

In addition to some minor repairs there are some significant repairs that will be required to achieve re-certification;

• Waterway Swivel Replacement – estimated cost $4,000 • Ladder Cables Replaced – estimated cost $10,000

The truck is beyond the recommended service life (20 years) of Fire Underwriters Survey Group (FUS), National Fire Protection Association and the Office of the Fire Marshal. The aerial is now 25 years of age therefore an annual Non-Destructive Test and inspection has also been recommended. The estimated annual cost of such test is approximately $900. ANALYSIS: The aerial requires costly repairs and enhanced monitoring and testing. The unit will be out of service for several weeks to conduct the necessary repairs. SUSTAINABILITY: This recommendation is consistent with the following sustainability plan goals: Health and health services

Improve overall health of residents CONCLUSIONS: Annually the aerial truck requires costly repairs and maintenance due to age. TOWN OF MIDLAND FIRE DEPARTMENT

ACTIVITY REPORT

FOR THE MONTH OF: August 2014

Fire Prevention and Public Education This month the fire department inspected 8 occupancies to assess fire code compliance with a total of 7 Ontario Fire Code violations being noted. Of those violations 4 were corrected and verified during a follow-up inspection. Mandatory annual witnessed fire drills were conducted at 2 of our retirement residences this month as part of the new regulatory requirements and fire safety improvements for care occupancies, care and treatment occupancies and licenced retirement homes. These occupancies are now required to conduct witnessed fire drills annually according to a plan approved by the fire department. In both cases the residents and staff performed extremely well with evacuation scenarios being completed well within permitted times calculated utilizing the template provided by the Office of the Fire Marshal. The fire department was asked to assist with and witness fire drills at 551 Hugel Ave, 854 Hartman Drive, and 860 Hartman Drive, properties managed by Bayshore Property Management Inc. After the fire drills the Fire Prevention officer attended a post fire drill feedback/debriefing session with management and residents of each of these occupancies to discuss the fire drill observations, fire safety, and to answer questions. The fire prevention division accepted and reviewed 5 applications from food vendors who participated in Southern Bay Bike Week which was held at Little Lake Park. Inspections were conducted the morning of set up to ensure all vendors had the required safety equipment in place. The event site was inspected to ensure the fire department had access to the entire site as well as the areas that had been approved for camp fires. Training Training hours for the month of July 2014 totaled 102.25 hours. 20 hours were devoted to theory and 82.25 hours were devoted to practical. The first topic covered this month was Hoses and Appliances. This practical lesson reviewed the basics of loading hose on the apparatus, hose deployment options and the use of different appliances (attachments) utilized while fighting fires. The hose was deployed from the apparatus hose bed, operated, inspected and returned to the hose bed in the proper way. The second subject delivered this month was fire streams. The fire stream is the main tool used by the firefighter during fire suppression operations therefore it is only logical that the firefighter be familiar with the different types of fire streams and there applications. Firefighters were asked to operate two different master stream devices, a foam stream application, a solid-bore nozzle and fog stream nozzle. Because the fire apparatus was used

to do the practical evolution of fire streams this was a great time for individuals with the OFM pump ops course to operate the fire apparatus and use this time to re-familiarize themselves with the apparatus and pumping procedures. Health and safety regulations require that fire departments use an Incident Command System. To increase knowledge and improve command skills the career fire suppression staff reviewed principles of Incident Command and the application at residential structure fires. Suppression The fire department responded to 102 alarms in July. 79% of the alarms were managed by the on-duty staff with the remaining requiring a full department response. General alarms were initiated for activated alarms, power line arcing, logs smouldering, motor vehicle collisions, and a mutual aid assistance to Tiny Township. Higher volume alarms for the month were: medical assists, and public service calls.

TOWN OF MIDLAND FIRE DEPARTMENT

FOR THE MONTH OF: September 2014

Fire Prevention and Public Education This month the fire department inspected 13 occupancies to assess fire code compliance with a total of 8 Ontario Fire Code violations being noted. The Fire Prevention division conducted 1 licensing inspection for a liquor license, as well as a follow-up inspection to confirm compliance with 4 previously noted fire code violations. Mandatory annual witnessed fire drills and inspections were conducted at 7 group home residences this month as part of the new regulatory requirements and fire safety improvements for care occupancies, care and treatment occupancies and licenced retirement homes. These occupancies are now required to conduct witnessed fire drills annually according to a plan approved by the fire department. In all cases the residents and staff performed well with evacuation scenarios being completed within permitted times calculated utilizing the template provided by the Office of the Fire Marshal and Emergency Management (OFMEM). These seven occupancies are now registered in the OFMEM database as required. The Fire Department completed the 1st review of a newly submitted fire safety plan by one of our local retailers. Minor revisions were requested and we are awaiting the 2nd submission. 3 sets of plans were reviewed by the fire department to assess fire safety features as part of the building code application process and comments have been returned to the Chief Building Official. 13 municipal record searches were conducted as well as 2 public enquires for fire code assistance and 3 professional enquires were fielded by the Fire Prevention Officer. 2 written warnings were issued to residents for violations to the towns “open-air” burning By-Law. The 5 neighbouring fire departments that make up the Partners in Prevention met at Midland Fire Department Headquarters to discuss and plan this year’s Fire Prevention Week activities and schedule. The theme for Fire Prevention Week this year which runs from October 5th – 11th is “Working Smoke Alarms Save Lives, Test Yours Every Month”. Suppression The fire department responded to 102 alarms in September. 87% of the alarms were managed by the on-duty staff with the remaining requiring a full department response.

Jeffery DATE: October 7, 2014 REPORT: CL-2014-25 Indoor Farmers’ Market Request RECOMMENDATION: THAT Council authorize the execution of a Farmers’ Market Management Agreement with Joanne Charlebois for the operation of an Indoor Farmers’ Market at the North Simcoe Sports and Recreation Centre (NSSRC) on Saturdays from November 1, 2014 to April 25, 2015. BACKGROUND: Attached is an application, received October 6, 2014, from Joanne Charlebois for a Farmers’ Market Licence for the operation of a farmers’ market in the NSSRC on Saturdays, 9 a.m. to 3 p.m. from November 1, 2014 to April 25, 2015. The MLEO has the delegated authority under By-law 2010-28, the Town’s licencing by-law, to issue Farmers’ Market Licences; however, a management agreement is required if the market is located on municipal property. SUSTAINABILITY: This report does not impact the Sustainability Plan. CONCLUSIONS: The Farmers’ Market Licence Application received requires Council’s permission for operation on municipal property. Staff are currently working on a report that would include options for the operation of farmers’ markets in the future; however, in the interim, staff propose that a management agreement with Ms. Charlebois contain the same terms as the most recent market agreements.

LIBRARIAN’S REPORT OCTOBER 2014 Bill Molesworth

Summer programming wrapped up with a flourish. There was a party for the members of the Summer Reading Club – a wrap up to another busy summer of reading, crafts and activities. It may seem like it’s just another activity but repeated studies have shown that young people who participate in programs like this go back to school better equipped to keep up than those who don’t. It’s called the Summer Slump and it’s been well established that kids lose at least some of what they learned over a prolonged break and, without some sort of reinforcement, they enter their new grade behind already. The Reading Clubs run by Libraries across the country and sponsored by TD help maintain educational levels and help get the kids back to school ready to pick up where they left off. Our summer movies were all well attended. The young adult movies had their audiences but the ones for children were overwhelmingly popular and the spirit and sense of fun at these was rewarding for us to see. The big finish was a visit from Geronimo Stilton, the author of over 100 books of mysteries that involve him and his family and are geared to young people from 5 – 12 roughly. Scott played a few tunes and introduced him and Mr. Stilton talked to the over 80 fans and their drivers about writing and answered questions and signed autographs. The Birds of Prey made a return visit due to popular demand at the end of Sept. and again a sold out crowd enjoyed the majesty of these creatures. There will be another IFOA partnership event on Oct. 29, the Library is working on a couple of ways to mark the centenary of the start of WW I and there will be an author presenting at both High Schools again this year along with another presentation. A local photographer has taken several dramatic shots of buildings in Midland at night – the one of the Library being the best. We have it on display and have purchased several large format postcards of the same shot for sale. This one and the colourized version of a shot from the late 1800’s are both selling well at the counter and from the book store. The artist is away for a few weeks but we have been discussing a show of some of these pictures to hang in the Library when he returns in the fall. We don’t have a lot of wall space but these are so site specific they should be of local interest. The Mirror carried a photo of the prime movers behind the Shop Local movie at the private screening that was held – at the Library – in mid September. We’re happy to be part of this initiative that will highlight Midland beyond its boundaries. Registrations by residents of the Township of Tiny have dropped a bit from the high we reported after our opening. Interest then would have been driven, in part, by the construction and all the publicity associated with that so might have expected that would not last. This year to date we are down a bit from last year but that may have something to do with the weather – seasonal residents not coming up as much. Better weather certainly has an effect on our numbers.
