About the County
Stanislaus County is located in Central California within 90 minutes of the San Francisco Bay Area, the Sili-
con Valley, Sacramento, the Sierra Nevada Mountains and California’s Central Coast. With an estimated
538,388 people calling this area home, the community reflects a region rich in diversity with a strong sense of
community. Two of California’s major north-south transportation routes (Interstate 5 and Highway 99) inter-
sect the area and the County has quickly become one of the dominant logistics center locations on the west
coast.
The County is home to a vibrant arts community with the world-class Gallo Center for the Arts, a symphony
orchestra, and abundant visual and performing arts. Stanislaus County is a global center for agribusiness, po-
sitioned by its mild Mediterranean climate, rich soils and progressive farming practices.
The area is recognized internationally for agricultural innovation with wine, almonds, poultry, milk, cattle, and
walnuts being some of the featured industries. The County is also home to Stanislaus State University, Mod-
esto Junior College and benefits from satellite locations of other high-quality educational institutions. The
County was established in 1854 and has a total land area of 1,515 square miles. Temperatures range from an
average low of 38 degrees Fahrenheit in the winter to an average high of 85 degrees in the summer. Temper-
atures move up into the 90s during the summer months with low humidity and cool evening breezes from the
San Joaquin Delta.
About the Department
The Treasurer- Tax Collector Department is comprised of three divisions: Taxes, Treasury, and Revenue Re-
covery. The Taxes Division collects secured and unsecured property taxes along with other revenues, includ-
ing cannabis tax, to help a variety of public agencies meet their financial goals. The Department also issues
licenses for various types of businesses. The Treasury Division accepts deposits for all County departments,
school districts and special districts, processes deposits for county-wide over the counter credit card pay-
ments and receives absent heir funds to be held in trust before distribution to the State of California. The Rev-
enue Recovery Division provides a centralized collection, billing and debt resolution service to all County de-
partments and interagency participants. The division utilizes well-qualified, knowledgeable staff to collect on
outstanding debts using professional collection and billing services for the resolution of debts owed to the
County and other partnering agencies. The Revenue Recovery clients consist of over 20 county departments,
several city agencies and the Superior Court of Stanislaus County.

Assistant Treasurer-Tax Collector (Manager IV)
About the Position Under direction of the elected Treasurer-Tax Collector, the incumbent will oversee, direct, and organize the day-to-day operation of the Treasurer-Tax Collector Office. This position will have primary responsibility for the Department budget, program development, and extensive community contact; and will act on behalf of the Treasurer-Tax Collector in the absence of and, when called upon. Typical Tasks
• Provide leadership in developing and maintaining commitment to accomplishing the goals and objec-tives that support the mission of the Department and Board of Supervisors;
• Evaluate office operations, and make recommendations to enhance efficiency and effectiveness as ap-propriate;
• Hire, discipline, transfer, promote, demote, supervise and evaluate assigned personnel within the Treasurer-Tax Collector Office;
• Assist in staff training and development;
• Supervise and participate in the collection of County taxes, including transient occupancy tax and can-nabis tax;
• Interpret and implement the Revenue and Taxation Code, State Government Code, Bankruptcy Code, IRS and other related rules and regulations required to operate the department;
• Manage delinquent tax collections;
• Prepare and assist in conducting the public sale of tax-defaulted properties; prepare related advertise-ments and reports;
• Oversee tracking of open bankruptcies with tax accounts; submit claims for the collection of taxes; ac-cept payments and maintain accurate accounting of balances due for each case until disbursed or dis-missed;
• Oversee the collection of debts owed to County departments and outside agencies;
• Establish and maintain internal accounting and record-keeping controls;
• Review and verify calculations, deposits, worksheets, entries, and various records and reports for com-pleteness and accuracy;
• Supervise and participate in the maintenance of the County treasury, including receiving, receipting, recording and depositing funds into bank accounts; calculating daily cash flow requirements and availa-ble monies; transferring funds; balancing bank statements and preparing month end reports, etc.;
• Prepare, submit and monitor Department budget;
• Monitor Department contracts;
• Monitor and ensure Department compliance with all applicable laws, regulations, codes, ordinances and standards;
• Prepare and review agenda items for action required by the Board of Supervisors;
• Receive and respond to inquiries, requests for assistance and complaints from the public;
• Represent the Department at meetings and other functions as directed; and
• Prepare correspondence and reports on behalf of the Department.

Knowledge
• Pertinent Federal, State and county laws, codes, reg-
ulations and standards;
• State and County budget policies;
• Management practices including organizing, staffing,
planning and generally accepted personnel manage-
ment practices and policies; and
• Investment standards, practices and analysis.
Education/Experience
• Bachelor’s degree with major work in Public or Busi-
ness Administration, Accounting, Finance, or Eco-
nomics; AND
• Four (4) years of progressively responsible experi-
ence in a related financial area, including two (2)
years at the management or supervisory level.
Desirable Experience
• Four (4) years experience in tax collections;
OR
• Four (4) years experience in investments and/or
cash management.

Compensation and Benefits - Annual Salary $78,187.20—$117,291.20
The current salary range for this position is open with hiring dependent upon experience and qualifications.

Incumbents are also subject to overtime, standby, callback, weekend, holiday and shift assignments. The in-
