9-1-1 PLANNING COMMITTEE The 9-1-1 Planning Committee has been working consistently over the past year to support Cuyahoga County’s commitment to public safety and regionalism. The County of Cuyahoga 9-1-1 Planning Committee was established on July 1, 1985 by the Cuyahoga County Board of County Commissioners (Resolution No. 523321) pursuant to Section 128.07 of the Ohio Revised Code (ORC). The resolution was subsequently amended by the Cuyahoga County Board of County Commissioners (Resolution No. 526327). The 9-1-1 Planning Committee is made up of five (5) voting members and is responsible for maintaining and updating the countywide 9-1-1 Plan. The countywide 9-1-1 Plan addresses the countywide 9-1-1 system that is in use in Cuyahoga County. On May 10, 2006, the 9-1-1 Planning Committee convened to approve a revised Cuyahoga County 9-1-1 Plan as required by ORC 128.01 – 128.34 in order to approve configuration for processing 9-1-1 cellular/wireless calls in Cuyahoga County. In January 2011, significant changes were made to the former Cuyahoga County government structure. Specifically, under the new governmental structure, the charter established an Executive / Council form of government (eliminating the Board of County Commissioners and all elected offices, except the County Executive and the County Prosecutor). In August 2011, as a result of the changes in government, the 9-1-1 Planning Committee reconvened to assess the current 9-1-1 Plan under the new governmental structure. The purpose was to ensure the current plan was meeting the needs of Cuyahoga County and to update the plan where necessary (ORC 128.01). This plan incorporates all of the necessary objectives and standards necessary to meet the requirements set forth by ORC 128. As such, the 9-1-1 Planning Committee is adopting this revised version as a replacement for all other versions of a “The Countywide 9-1-1 Plan: Cuyahoga County, Ohio.”

PURPOSE AND SCOPE

This amended document has been prepared pursuant to the requirements specified in Sections 128.01 – 128.99 of the Ohio Revised Code. Its purpose is to provide the Cuyahoga County Executive and Council, municipal corporations, and board of townships trustees with the required written description of the County 9-1-1 Plan as prepared by the 9-1-1 Planning Committee.

9-1-1 AMENDED PLAN APPROVAL REQUIREMENTS The Plan will be modified and amended as needed with respect to new information, emerging technologies, and accumulated experiences. The Plan is an evolving document that will be continuously revised to reflect updates to the Wireless E9-1-1 systems. Cuyahoga County is committed to working with the local jurisdictions in support of the development of the most effective and efficient implementation and funding of E9-1-1 services within the County and updating the 9-1-1 service infrastructure to improve public emergency communications services in a wireless mobile society. In accordance with Senate Bill 9 and Section 128.12 of the Ohio Revised Code, this 9-1-1 Amended Plan was placed in effect upon receiving approval by the 9-1-1 Planning Committee. The composition of this Committee is as follows: 1. Cuyahoga County Executive or Designee 2. Mayor of the City of Cleveland or Designee 3. Mayor of the City of Parma or Designee 4. Mayor appointed by the Mayors and City Managers Association 5. Township Trustee appointed by the Mayors and City Managers Association In addition, the 9-1-1 Planning Committee convened the 9-1-1 Technical Advisory Committee, which is responsible for assisting in planning the Countywide 9-1-1 system, approving the plan, and approving major changes and updates to the plan. The Planning Committee may convene, amend, or dissolve the Technical Advisory Committee as necessary. Pursuant to Section 128.12 of the Ohio Revised Code, this Final Plan shall be amended if approval is received from the Cuyahoga County 9-1-1 Planning Committee. An amended final plan is required for any of the following purposes: Expanding the territory included in the county-wide 9-1-1 system; Upgrading any part or all of a system from basic to enhanced wireline 9-1-1;

Adjusting the territory served by a Public Safety Answering Point; Permitting a regional council of governments to operate a public safety answering point; Re-prescribing the funding of Public Safety Answering Points as between the

alternatives set forth in division (B)(5) of Section 128.07 of the Revised Code; Providing for wireless enhanced 9-1-1; Adding a telephone company as a participant in a county-wide 9-1-1 system after the

implementation of wireline 9-1-1 or wireless enhanced 9-1-1; Providing that the state highway patrol or one or more Public Safety Answering Points

(PSAP) of another 9-1-1 system function as a Public Safety Answering Point (PSAP) or points for the provision of wireline or wireless 9-1-1 for all or part of the territory of the system established under the final plan, as contemplated under division (J) of section 128.03 of the Revised Code;

Making any other necessary adjustments to the plan. If this approval is obtained, the Public Safety Answering Point (PSAP) Territories and the Primary Public Safety Answering Point (PSAP) shall be implemented as specified in the Final Plan. In addition, as consolidation efforts are beginning in Cuyahoga County, it is a requirement of the plan that communities considering consolidation / adjusting the territory served by a PSAP, must inform the 9-1-1 Planning Committee of such efforts. As required by Ohio Revised Code, the 9-1-1 Planning Committee must approve all adjustments in territories served by a PSAP.

1.0 HISTORY The concept of a three-digit uniform emergency telephone number has existed for decades in the United States and for even longer in Great Britain and other European countries. In 1967, a Presidential Advisory Commission recommended establishment of a common nationwide telephone number for public use in an emergency. In 1968 the digits 9-1-1 were reserved for this purpose. Later that same year, the first 9-1-1 call was placed from the Haleyville City Hall in Alabama to the city’s police station. In the late 1970’s technological advances in communications led to the development of Enhanced 9-1-1 or E9-1-1. The ability to automatically identify the location of a caller made E9-1-1 an even more attractive system for urban, multi-jurisdictional areas. The first Phase I system (wireless calls display caller’s phone number and address of receiving antenna tower) in the United States was introduced in Allen County, Indiana on March 31, 1998. On October 20, 2001, the first Phase II wireless E9-1-1 service (wireless calls display the caller’s phone number and the location of the caller by latitude and longitude within a few hundred feet) was put into place at a communications center in Lake County, Indiana. Next Generation 9-1-1 or NG9-1-1 refers to an initiative aimed at updating the 9-1-1 service infrastructure in the United States and Canada to improve public emergency communications services in a wireless mobile society. In addition to calling 9-1-1 from a phone, it intends to enable the public to transmit text, images, video and data to the 9-1-1 center (PSAP).

1.1 THE 9-1-1 SYSTEM

Under the Enhanced 9-1-1 system in Cuyahoga County, persons in need of police, fire and/or emergency medical services will only have to dial 9-1-1 in order to obtain these services. Under the Enhanced 9-1-1 system, all 9-1-1 calls originating in a defined geographic area or Public Safety Answering Point (PSAP) Territory will automatically be routed to the appropriate PSAP. Cuyahoga County has been divided into 42 such PSAP Territories. In addition, the Enhanced 9-1-1 System will display at the Primary PSAP, if appropriately equipped, the Automatic Number Identification (ANI) and Automatic Location Identification (ALI) from which the 9-1-1 call is originating.

1.2 COSTS The costs of the 9-1-1 system relate to the installation and ongoing maintenance of the 9-1-1 Network, its Data Base Management System (DBMS) and to the PSAP Equipment. When this plan was initially approved, the estimated cost of installing the 9-1-1 Network and establishing its Data Management System (DBMS) was $3,650,218.00. The annual cost of maintaining the 9-1-1 Network and establishing its Data Base Management System (DBMS) was estimated to be $938,856.00 in 1986. The State of Ohio gave the then Ohio Bell Telephone Company a tax credit for the installation cost of the 9-1-1 Network and its Data Base Management System (DBMS). The PSAP equipment cost is directly dependent on what equipment is installed at the PSAPs. The manner in which the PSAPs are equipped will determine which Enhanced 9-1-1 features will be available at the PSAPs. The municipal corporations and the townships are responsible for all costs associated with PSAP equipment and will be sole authority as to how each PSAP is equipped.

2.0 ENHANCED 9-1-1 DESCRIPTION

In all North American jurisdictions, special privacy legislation permits emergency operators to obtain a 9-1-1 caller’s telephone number and location information. This information is gathered by mapping the calling phone number to an address in a database. This database function is known as Automatic Location Identification (ALI). The PSAP may also receive Automatic Number Identification (ANI) information. The database is generally maintained by the local telephone company, under contract with the PSAP. Each telephone company has its own standards for the formatting of the database. Most ALI databases have a companion database known as the Master Street Address Guide (MSAG). The MSAG describes address elements including the exact spellings of street names, and street number ranges and

establishes ESN’s (Emergency Service Number) and ESZ’s (Emergency Service Zone) for selective routing. In Cuyahoga County, this database is owned by AT&T and maintained by Intrado through agreement with AT&T. The County 9-1-1 Coordinator assists in maintaining this database and updating changes within each jurisdiction through Intrado. All Territories in the County of Cuyahoga receive Enhanced 9-1-1 Services.

2.1 LIABILITY The issue of civil liability for damages which may result from the establishment and operation of Enhanced 9-1-1 service is addressed in the Ohio Revised Code Section 128.32. This section provides that the State of Ohio, the Ohio State Patrol, any subdivision participating in an E9-1-1 system and any officer, agent or employee or independent contractor of the state or participating subdivision or regional council of governments, is not liable for damages in a civil action for injuries, death or loss to persons or property arising from any act or omission, except willful or wanton misconduct, in connection with developing, adopting or approving a Final Plan or otherwise bringing into operation an E9-1-1 system.

2.2 PUBLIC SAFETY ANSWERING POINT Public Safety Answering Point or “PSAP” is the location to which a 9-1-1 call is routed for answering. The following paragraphs identify and define the various types of PSAP’s and define the term “PSAP Territory”.

The Primary PSAP is the PSAP to which the 9-1-1 call is initially routed for answering. A primary PSAP

must be staffed 24 hours per day and 7 days per week. There is a “Night Service” option under which all calls will automatically be transferred to the PSAP’s Alternate. There can only be one

Primary PSAP per PSAP Territory. Refer to Appendix B for a list of the Primary PSAP’s in Cuyahoga County.

The PSAP to which 911 calls are transferred from a primary PSAP for dispatching of resources. A Secondary PSAP may be a Primary PSAP in a different PSAP Territory, and may serve as a Secondary PSAP for a number of Primary PSAP’s. Appendix B identifies the Secondary PSAPs within Cuyahoga County.

The PSAP to which 9-1-1 calls are routed when the lines are busy or there is an equipment failure at the Primary PSAP. Every Primary PSAP must have an Alternate PSAP which must be staffed 24 hours per day and 7 days per week. An Alternate PSAP may be a Secondary PSAP in the same PSAP Territory or a Primary or Secondary PSAP in a different PSAP Territory. Refer to Appendix A for a listing of Alternate PSAPs. Refer to Subsection 2.4 for additional information on the Alternate Routing feature.

ALTERNATE PSAP

The PSAP which the 9-1-1 calls are routed when the Enhanced 9-1-1 System cannot determine the PSAP Territory which the 9-1-1 calls are originating from and thus, the Primary PSAP to which the 9-1-1 calls should be routed. THE CECOMS CENTER PSAP SHALL SERVE AS THE DEFAULT PSAP FOR THE ENTIRE COUNTY.

DEFAULT PSAP

The geographic area from which all 9-1-1 calls are routed to, and the Primary PSAP they are routed to. The geographic area is defined in the Master Street Address Guide (MSAG). The MSAG is a tabular map of the streets and roads within the county and shows the Emergency Service Number (ESN) and Emergency Service Zone (ESZ) that has been assigned by the County 9-1-1 Coordinator. The ESN and ESZ are codes that determine which PSAP the 911 call will be routed to. Refer to Section Five for a list of the PSAP Territories and the communities included in each.

PSAP TERRITORY

2.3: PSAP EQUIPMENT The equipment installed at the PSAP determines the Enhanced 9-1-1 features (see Subsection 2.3) that will be available to the individual answering the 9-1-1 calls. At a minimum, no equipment other than a regular telephone is needed. To take advantage of all the Enhanced 9-1-1 features, the PSAP will need both ANI and ALI Equipment. In addition, a printer may be installed at a PSAP to provide a hard-copy record of the 9-1-1 call activity. The following paragraphs describe the Enhanced 9-1-1 equipment.

The Automated Number Identification (ANI) equipment is needed for the 9-1-1 System to display at the PSAP the telephone number from which the 9-1-1 call is being made, and for the alternate Routing Call Transfer, Forced Disconnect, Call Hold, Call Return and Hard Copy Record features (see Subsection 2.4).

The minimum ANI equipment for a PSAP is the ANI controller, the ANI Transfer/Display unit and a regular telephone instrument on which the call is actually answered. In addition, an ANI auxiliary controller and ANI additional trunk equipment may be required depending on the number of incoming trunk lines and the number of ANI Transfer/Display units at the PSAP.

The Automated Location Identification (ALI) Equipment is needed in order for the 9-1-1 System to display at the PSAP the address from which the 9-1-1 calls are originating.

ALI EQUIPMENT

The ANI equipment is a prerequisite for the ALI equipment which, at a minimum, would consist of an ALI controller and the ALI display unit. In addition, ALI miscellaneous wiring is needed for each ALI display unit. Also, an ALI auxiliary controller may be needed depending on the number of ALI display units at the PSAP. For those communities considering a Computer Assisted Dispatch (CAD) system, the ALI display unit and the ALI miscellaneous wiring is displaced by the CAD System’s visual display terminal.

It is possible to connect a computer printer to the ANI controller to provide a hard copy record of the 9-1-1 call activity (see Subsection 2.4). The level and volume of 9-1-1 call activity at the PSAP will determine the print speed required on the hard copy printer.

PRINTER

With just the ANI equipment, the printer will print the number from which the 9-1-1 call is made, the date of the 9-1-1 call, and the times of the call ring, call answer, call transfer and/or call termination. With the ANI and ALI equipment, the printer will print on demand the address from which the call is being made. Upon receiving new Cuyahoga County NG911 equipment, the MIS (Management Information System) will electronically track the data the printer would previously be able to provide.

A community may reduce the number of present trunk lines they have for incoming emergency calls. However, a community must maintain at least one seven digit telephone number and the related trunk lines.

2.4: PSAP FEATURES The enhanced 9-1-1 features route the 9-1-1 call to the Primary PSAP for the PSAP Territory in which the 9-1-1 calls are originated. This feature will be provided to all communities independent of how their Primary PSAP is equipped.

This feature automatically routes the 9-1-1 call to the Primary PSAP for the PSAP Territory in which the 9-1-1 calls are originated. This feature will be provided to all communities independent of how their Primary PSAP is equipped.

SELECTIVE ROUTING

NOTE: The Enhanced 9-1-1 System will supplement and not supersede the capabilities of a community’s present telephone system.

This feature displays the telephone number from which the 9-1-1 calls are being made on the ANI Transfer/Display unit at the PSAP.

AUTOMATIC NUMBER IDENTIFICATION (ANI)

This feature displays the telephone number, address, type of telephone (residential, business, pay phones) from which the 9-1-1 call is being made, and the police, fire and emergency medical service providers for this address on the ALI display unit at a PSAP.

AUTOMATIC LOCATION IDENTIFICATION (ALI)

If the 9-1-1 lines are busy at the Primary PSAP, this feature will automatically route the 9-1-1 call to a pre-determined PSAP. In some cases the overflow may be to the overflow 7 digit administrative number at that PSAP.

ALTERNATE ROUTING

If there is an equipment or line failure at the Primary PSAP, this feature can route the 9-1-1 call to the Alternate PSAP defined for the Primary PSAP.

When the 9-1-1 System cannot determine the PSAP Territory from which a 9-1-1 call is originating and thus, the Primary PSAP to which the 9-1-1 calls are to be routed (this can be caused by the loss of ANI or a selective router failure), this feature will automatically route the 9-1-1 call to the Default PSAP for answering. The Default PSAP will answer the 9-1-1 call, determine the nature and location of the emergency and will contact via telephone or radio the appropriate dispatch center for the dispatching of the appropriate emergency unit. THE CECOMS CENTER PSAP SHALL SERVE AS THE COUNTY-WIDE DEFAULT PSAP.

When the Primary PSAP is not responsible for dispatching the appropriate emergency units, this feature of the ANI Transfer/Display unit is used to transfer via “one-button-transfer” the 9-1-1 calls to the PSAP or the telephone at the appropriate dispatch location. The ANI Transfer/Display unit has the capacity of eight pre-programmed “one-button-transfers”. When the 9-1-1 call is transferred, the primary PSAP operator can stay on the line or hang up.

CALL TRANSFER

If the Primary PSAP does not have an ANI Transfer/Display unit, it will be necessary for the PSAP Operator to transfer the 9-1-1 call via the regular telephone system or radio, or to take the information from the 9-1-1 caller if possible, and transmit it in some manner to the appropriate dispatch center.

If a Primary PSAP with an ANI Transfer/Display unit routes a 9-1-1 call to an incorrect Secondary PSAP which is also equipped with an ANI Transfer/Display unit, the operator at the Secondary PSAP can return the call to the Primary PSAP or to another programmed PSAP via “one-button-transfer”.

CALL RETURN

If the PSAP incorrectly receiving a 9-1-1 call does not have an ANI Transfer/Display unit, then the operator must transfer the call to the appropriate PSAP via the regular telephone equipment.

The operator at a PSAP can place a 9-1-1 caller on “hold”. The telephone number and address that displays will reappear on the display units at the PSAP when the 9-1-1 caller is taken off “hold,” provided the 9-1-1 caller has not hung up the telephone.

CALL HOLD

This feature of the ANI Transfer/Display unit permits the PSAP operator to clear a 9-1-1 line into the PSAP whenever necessary to prevent an individual(s) from tying up the 9-1-1 lines. It should be noted that the misuse of the 9-1-1 system is a felony.

FORCED DISCONNECT

This feature permits the production of a hard-copy record of the 9-1-1 call activity, if the PSAP has at least the ANI equipment. Refer to subsection 2.3 for additional information on this feature’s capabilities.

3.0 COSTS The cost of implementing and operating the 9-1-1 system relates to the 9-1-1 Network and its Data Base Management System (DBMS), and to the equipment installed at the Public Safety Answering Points (PSAPs). This section defines these costs and indicates the entity responsible for them. It should be noted that Am. Sub. H.B. No. 491 specifies who is responsible for the various cost elements.

3.1 NETWORK The initial 9-1-1 System required the installation of a separate trunk line network in the county and the installation of additional trunk lines at the PSAP. Some larger telephone sets were installed to provide additional line capacity at some PSAPs. The Data Base Management System (DBMS) is AT&T’s computer system. It determines the telephone number from which the 9-1-1 calls are being made and the Primary PSAP to which the 9-1-1 calls are to be routed and then links the telephone number or the address and the emergency service providers for that address. The database is updated daily to assure the 9-1-1 System’s Selective Routing (SR), automatic Number Identification (ANI) and Automatic Location Identification (ALI) features provide accurate information. The one-time cost of installing the 9-1-1 Network and establishing the Data Base Management System’s (DBMS) database in 1986 was estimated to be $3,650,218.00. The State of Ohio paid this cost via a tax credit to the then Ohio Bell Telephone Company. The estimated annual cost of maintaining the 9-1-1 Network and the Data Base Management System’s (DBMS) database was $938,856.00. In 1985, House Bill 491 was signed into law by Governor Celeste. It established a means for wireline telephone companies to recover the recurring costs of the 9-1-1 network and maintenance through a tariff charged to each customer’s monthly bill. Today, all landline telephone subscribers in the County of Cuyahoga equally contribute to this ongoing cost at the rate of $.12 per line per month. This tariff is collected by AT&T and is used for ongoing maintenance of their systems and databases.

3.2 PUBLIC SAFETY ANSWERING POINT The Public Safety Answering Point (PSAP) costs are primarily related to the equipment installed and maintained at the Primary, Secondary and Default PSAP. Subsection 2.3 describes the various PSAP equipment and Section Four is based on the data obtained from the questionnaires completed by the communities, comments received on the “9-1-1

Implementation Proposal” in 1986 and is based on the PSAP having all of the Enhanced 9-1-1 features. The installation and monthly lease costs provided in Section Four of the 1986 plan were for the lease of the ANI and ALI equipment from the then Ohio Bell Telephone Company pursuant to the P.U.C.O. tariff for this equipment. Included in these lease costs was the maintenance of the equipment. The ANI and ALI equipment may be purchased, but not from the Ohio Bell Telephone Company. At that time, the estimated purchase price of a minimum ANI/ALI equipment configuration was $200,000-$250,000 plus approximately $600 per month for maintenance. The lease of this same minimum configuration was $18,526 in a one-time installation charge and $895 per month. A printer and installation was also required.

4.0 WIRELESS ENHANCED 9-1-1 PSAP The U.S. Federal Communications Commission (FCC) has several requirements applicable to wireless or mobile telephones. All 9-1-1 calls were to be relayed to a call center, regardless of whether the mobile phone user was a customer of the network being used. Wireless network operators were to identify the phone number and cell phone tower used by callers within six minutes of a request by a PSAP. Network operator’s in-service phones were required to be E9-1-1 compliant by December 31, 2005. Additionally, wireless network operators were required to provide the latitude and longitude of callers within 300 meters, within six minutes of a request by a PSAP, by September 11, 2012.

4.1 ESTABLISHMENT OF SERVICE In accordance with Sections 128.01 through 128.99 of the Ohio Revised Code, Cuyahoga County has implemented wireless enhanced 9-1-1 (E9-1-1) utilizing current FCC, PUCO and/or the Ohio 9-1-1 Council requirements as soon as was reasonably possible after receipt of the first disbursement from the Wireless 9-1-1 Government Assistance fund. Enhanced wireless 9-1-1 service was being implemented in 2 phases. The Cuyahoga County 9-1-1 Planning Committee and the Cuyahoga County 9-1-1 Technical Advisory Committee is assisting in the coordination and implementation of Phase I and Phase II. Phase I – Each wireless service provider was notified to the desired activation date that Cuyahoga County was requesting Phase I service. Each wireless service provider that operates in Cuyahoga County has been identified, the service provider towers and coverage area located, and call routing assignments have been determined based on tower location and sector.

CECOMS and PSAP’s have the capability to receive the wireless caller’s callback number and tower location information under Phase I. Phase II – Each wireless service provider was notified to the desired activation date that Cuyahoga County was requesting Phase II service. With Phase II E9-1-1 service, the PSAP’s have the capability to receive the wireless caller’s callback number, the tower address and the caller’s longitude and latitude coordinates based on the most current accuracy level required by FCC regulations. As of May 15, 2014, the wireless carriers operating in Cuyahoga County are: AT&T Mobility, Sprint/Nextel, T-Mobile, Verizon Wireless, Alltel, Metro PCS, Nexus Communications, Tracfone, Straight Talk, Simple Mobile, Safelink and Net 10 (See Appendix D). Wireless service providers that establish new wireless telephone service within Cuyahoga County must make written notification to the Cuyahoga County 9-1-1 Coordinator and the Cuyahoga County 9-1-1 Planning Committee. Existing providers must notify the Cuyahoga County 9-1-1 Coordinator and the Cuyahoga County 9-1-1 Planning Committee of additions or changes to their network, including re-sectoring and additions/changes to/of the tower site.

4.2 WIRELESS ENHANCED 9-1-1 NETWORK The CECOMS Center receives wireless enhanced 9-1-1 calls for Cuyahoga County. The CECOMS Center responds to the wireless calls by directly transferring and/or relaying the call or information to the appropriate jurisdictional emergency provider. CECOMS has obtained separate trunking for the routing of wireless calls from the host local exchange company. All other connections to the telephone network will be in accordance with the Final 9-1-1 Plan. Emergency 9-1-1 calls originating from cellular telephones within Cuyahoga County will be routed to CECOMS. CECOMS will then transfer the call, or otherwise relay the caller information to the appropriate primary PSAP. CECOMS systems provide the ability to transfer ANI/ALI information to the Primary PSAP when the call transfers. As provided for in the Cuyahoga County Final 9-1-1 Plan, the Primary PSAP will respond to wireless calls by directly dispatching an emergency responder, by relaying a message to the appropriate jurisdictional emergency provider, or by transferring the call to the appropriate jurisdictional emergency provider.

All misdirected wireless calls will be administered in the manner identified in the Cuyahoga County Final 9-1-1 Plan for wireline calls.

4.3 WIRELESS 9-1-1 COSTS CECOMS obtained additional trunking for the routing of wireless calls from the host local exchange company - AT&T. All other connections to the telephone network were made in accordance with the Cuyahoga County 9-1-1 Plan. Additional costs were associated with moving to Phase II wireless enhanced 9-1-1. These costs included both non-recurring and recurring fees to the 9-1-1 host telephone company – AT&T. The County, with the funding provided, absorbed (and will continue to absorb) these costs for CECOMS. Each PSAP should have the capability of mapping a call location by latitude and longitude. However, a uniform system is not currently in place due to costs associated with mapping and the technical capabilities of each PSAP. Currently, CECOMS uses Intergraph’s Commander Solution as mapping software. Using the Intergraph software, CECOMS can provide the County access to data through mapping software. Cuyahoga County is also working on a Location Based Response System (LBRS) project and county Geographic Information System (GIS), centerline data and base maps of Cuyahoga County are being developed to be used at all PSAPs countywide. Pursuant to Ohio Revised Code Section 128.42, each wireless telephone number of a wireless service subscriber who has a billing address in this state will be assessed a charge of twenty-five cents per month to be expressly designated “State/Local Wireless-E9-1-1 costs.” The CECOMS Center currently functions as the central 9-1-1 wireless answering point and is responsible for associated costs and funding in serving as the central 9-1-1 wireless answering point.

However, as PSAPs consolidate countywide, it is anticipated that they will answer their own wireless 9-1-1 calls.

In June, 2014, the City of Cleveland officially requested approval from the County 9-1-1 Planning Committee to take their 9-1-1 calls directly. They also requested a portion of the 9-1-1 Wireless Government Assistance funding for subsequent operating costs.

4.4 WIRELESS 9-1-1 GOVERNMENT ASSISTANCE FUND The passage of House Bill 361 on February 1, 2005, by the 125th

Ohio General Assembly and signed by Governor Taft, created a funding mechanism for the establishment of enhanced wireless 9-1-1, or E9-1-1 service in Ohio. This legislation set forth a thirty-two cent charge to be assessed to each wireless phone number belonging to an Ohio subscriber. The charge began appearing on subscriber’s monthly bills on August 1, 2005 and was collected by wireless service providers and resellers through a specific line item, entitled “State/Local Wireless E9-1-1 Costs.”

HB 361 stipulated that the E9-1-1 charge, exempt from state or local taxation, was to be remitted to the Ohio 9-1-1 Coordinator, located at PUCO. The funds are deposited into the Wireless 9-1-1 government assistance fund, next generation 9-1-1 fund, managed by the Treasurer of State, and distributed according to the allocation formula described in ORC 128.42 to each county that has adopted a final wireless E9-1-1 plan. Upon receipt of a disbursement, the county must allocate funds in accordance with its final 9-1-1 plan, to any subdivisions in the county that pay the costs of a PSAP providing wireless enhanced 9-1-1 service. The disbursement must be used to cover costs associated with the wireless enhanced 9-1-1 equipment or for training staff covering wireless 9-1-1 calls, and to cover any personnel costs of a PSAP providing wireless enhanced 9-1-1. The thirty-two cent charge was due to expire in December, 2008, but was renewed until the end of 2012. Sub HB360 and its companion provisions in HB 472, passed by the 129th

General Assembly in December, 2012, reduced the monthly surcharge from twenty-eight cents to twenty-five cents with no sunset provision.

Cuyahoga County was approved for disbursement of these funds on June 14, 2006. Since that date, the County has received a total of $26,985,784.54 in monthly increments totaling approximately $3,373,223.00 per year.

4.5 CUYAHOGA COUNTY 9-1-1 FUND DISBURSEMENTS Funds received from the State of Ohio Wireless 9-1-1 Government Assistance Fund shall be placed in a separate fund at the Cuyahoga County Treasurer’s Office. Funds shall be dispersed to Cuyahoga County to reimburse costs associated with implementing and maintaining a countywide wireless E9-1-1. Cuyahoga County has certified to the Ohio 9-1-1 Coordinator that costs described in divisions (A)(1) and (2) of ORC 128.57 have been paid, and that Cuyahoga County is providing countywide wireless E9-1-1 services. Disbursements received can be used

to pay any of Cuyahoga County’s CECOMS personnel costs. Below is an estimated budget of reimbursement for the portion of CECOMS supported by 9-1-1 fund disbursements.

It is the intent that projects funded out of the 9-1-1 Fund will support countywide initiatives related to wireless E9-1-1, NG91-1, and any consolidated efforts supporting those initiatives. It is anticipated that 9-1-1 fund disbursements will be used for the following purposes: Costs of designing, upgrading, purchasing, leasing, programming, installing, testing, or

maintaining the necessary data, hardware, software, and trunking required for public safety answering point or points of the 9-1-1 system to provide wireless E9-1-1

Any costs of training staff at the public safety answering point or points to provide

wireless E9-1-1

2014 budget reflects disbursement to City of Cleveland for personnel costs (PSAP providing countywide wireless enhanced 9-1-1, as allowable by ORC).

Upon approval of the Cuyahoga County 9-1-1 Revised Plan at the conclusion of one year from the date legislation takes effect and after all technical and training costs have been paid, funds from the Wireless Government Assistance Fund may be used for personnel costs for the CECOMS Center. This funding is permissible provided it is necessary for wireless 9-1-1 call processing, coordination and administration and after completing a certification process administered by the state 9-1-1 Coordinator.

At such time if the Wireless 9-1-1 government Assistance Fund ceases to exist or no longer provides funding, the Cuyahoga County wireless 9-1-1 fund is no longer capable of financially supporting wireless 9-1-1 in Cuyahoga County, the 9-1-1 Planning Committee will make a recommendation to the Cuyahoga County Executive.

5.0 PUBLIC SAFETY ANSWERING POINT (PSAP) TERRITORIES AND COMMUNICATIONS DESCRIPTION As indicated in the 1986 Cuyahoga County 9-1-1 Plan, it was proposed that the County of Cuyahoga’s territories be divided into 47 Public Safety Answering Point (PSAP) Territories with the boundaries of these PSAP Territories following established municipal corporation and township boundaries and a single county-wide Default PSAP. Cuyahoga County is comprised of 38 cities, 19 villages and 2 townships. The following pages describe each Public Safety Answering Point (PSAP), a description of the territory it encompasses and a summary of their communications operations and services. The “PSAP Territory” sheets are in alphabetical sequence by PSAP Territory name. It should be noted that there is a “Cuyahoga County” PSAP Territory. This PSAP Territory is for only “Default Routing” to the CECOMS Center which serves as the County-wide Default PSAP for all wireless 9-1-1 calls. Cuyahoga County recognizes the benefits of consolidating PSAP’s and regionalizing emergency dispatch to provide more efficient and cost effective emergency services for citizens. Some consolidations are already taking place and are reflected in these pages. A complete listing of each PSAP and their Alternate PSAP can be found in Appendix A of this document. Each PSAP is assigned identifying numbers. The PSAP number is an identifying number assigned to each PSAP by AT&T and is identified electronically. It is used to identify the equipment number and location of each 9-1-1 call. Each PSAP is also assigned a three digit number that represents a unique combination of emergency service agencies designated to serve a specific range of addresses within a particular geographical area or Emergency Service Zone (ESZ). The ESN facilitates selective routing and selective transfer, if required, to the appropriate PSAP and the dispatching of the proper service agency(ies). This number is assigned by the telephone company.

GLOSSARY 911 A three-digit telephone number to facilitate the reporting of an emergency requiring response by a public safety agency. 911 Service Area The geographic area that has been granted authority by a state or local governmental body to provide 9-1-1 service. Abandoned Call A call placed to 9-1-1 in which the caller disconnects before the call can be answered by the Public Safety Answering Point (PSAP) attendant. Alternate PSAP A PSAP designated to receive calls when the primary PSAP is unable to do so. Alternate Routing Alternate routing provides for a predetermined routing for 911 calls when the tandem office is unable to route the calls over the 911 trunks for a particular PSAP due to troubles or all trunks busy. American Standard Code for Information Interchange (ASCII) This standard defines the code for a character set to be used for information interchange between equipment of different manufacturers and is a standard for data communications over telephone lines. In the context of TDD/TTY this refers to both a binary code and modulation method used for 110/300 baud TDD/TTY communications. Automatic Location Identification (ALI) Automatic Location Identification provides for an address display of the subscriber calling 911. With ALI, the PSAP receives the ANI display and an ALI display on a screen. The ALI display includes the subscriber's address, community, state, type of service and if a business, the name of the business. The PSAP will also get a display of the associated ESN information (police, fire, rescue). Automatic Number Identification (ANI) Automatic Number Identification corresponds to the subscriber's seven digit telephone number. The ANI displays at the PSAP on the digital ANI display console. ANI Failure Failure of the end office to identify the call and provide the ANI (telephone number) to the tandem office; or, an ANI failure between the tandem office and the PSAP. Anonymous Call If a subscriber misdials and dials the seven digit number associated with the PSAP position, they will come in direct and ANI display as 911-0000 which will ALI as an anonymous call. The seven digit numbers associated with the PSAP positions are not published even to the PSAPs.

Call Detail Record When the 911 call is terminated by the PSAP operator, the ANI will automatically print-out on the teletypewriter located at the PSAP. The printout will contain the time the call came into the PSAP, the time it was picked up by an operator, the operator number, the time the call was transferred, if applicable, the time the call was terminated and the trunk group number associated with the call. Printouts of the ALI display are now also available, if the PSAP has purchased the required equipment. Cell The wireless telecommunications (Cellular or PCS) antenna serving a specific geographic area. Cell Sector One face of a cell antenna (typically 3-sided) that operates independently of the other sectors. Cell Site The location of a cell and related equipment. Computer Aided Dispatch (CAD) A computer based system, which aids PSAP telecommunicators by automating selected dispatching and record keeping activities. Data Base An organized collection of information, typically stored in computer systems, comprised of fields, records (data) and indexes. In 9-1-1, such data bases include MSAG, telephone number/ESN, and telephone customer records. Data Base Management System (DBMS) A system of manual procedures and computer programs used to create, store and update the data required to provide Selective Routing and/or Automatic Location Identification for E9-1-1 systems. Dedicated Trunk A telephone circuit used for a single purpose; such as transmission of 9-1-1 calls. Default Routing Provides for routing of 911 calls when there is an ANI failure. The call will be routed to the "default" ESN associated with the he NNX the caller is calling from. Default ESNs are pre-assigned in translations and are usually the predominant ESN for a given wire center. Digital Subscriber Line (DSL) A subscriber loop supporting one of the digital transmission techniques. Direct Dispatch The performance of 9-1-1 call answering and dispatching by personnel at the primary PSAP. E9-1-1 Enhanced 911: Features available include selective routing, selective transfer, fixed transfer, alternate routing, default routing, Automatic Number Display, Automatic Location Identification, night service, default routing, call detail record.

Emergency Location Identification Number (ELIN) A valid North American Number Plan format telephone number assigned to the MLTS Operator by the appropriate authority that is used to route the call to a PSAP and is used to retrieve the ALI for the PSAP. The ELIN may be the same number as the ANI. The North American Numbering Plan number may in some cases not be a dialable number. Emergency Service Number (ESN)/Emergency Service Zone (ESZ) An ESN is a three to five digit number representing a unique combination of emergency service agencies (Law Enforcement, Fire, and Emergency Medical Service) designated to serve a specific range of addresses within a particular geographical area, or Emergency Service Zone (ESZ). The ESN facilitates selective routing and selective transfer, if required, to the appropriate PSAP and the dispatching of the proper service agency(ies). Emergency Services Routing Digit (ESRD)/Emergency Services Routing Key (ESRK) A 10-digit number used for the purpose of routing an E9-1-1 call to the appropriate Public Service Answering Point (PSAP) when that call is originating from wireless equipment. The Emergency Services Routing Digit (ESRD) identifies the cell site and sector of the call origination in a wireless call scenario. The Emergency Services Routing Key (ESRK) uniquely identifies the call in a given cell site/sector and correlates data that is provided to a PSAP by different paths, such as the voice path and the Automatic Location Identification (ALI) data path. Both the ESRD and ESRK define a route to the proper PSAP. The ESRK alone, or the ESRD and/or Mobile Identification Number (MIN), is signaled to the PSAP where it can be used to retrieve from the ALI database, the mobile caller’s call-back number, position and the emergency service agencies (e.g., police, fire, medical, etc.) associated with the caller’s location. If a NANP TN is used as an ESRD or ESRK, this number cannot be assigned to a customer. Enhanced 9-1-1 (E9-1-1_ A location technology advanced by the FCC that will enable mobile, or cellular phones to process 911 emergency calls and enable emergency services to locate the geographic position of the caller. Forced Disconnect The capability of a PSAP attendant to disconnect a 9-1-1 call even if the calling party remains off-hook. This feature is used to prevent overloading of 9-1-1 trunks. Geographic Information System (GIS) A computer software system that enables one to visualize geographic aspects of a body of data. It contains the ability to translate implicit geographic data (such as a street address) into an explicit map location, query and analyze date in order to receive the results in the form of a map. It can also be used to graphically display coordinates on a map, i.e. Latitude/Longitude from a wireless 9-1-1 call. Global Positioning System (GPS) A satellite based Location Determination Technology (LDT). Internet Protocol (IP) The method by which data is sent from one computer to another on the internet or other networks. Manual Transfer The capability of a PSAP attendant to transfer a 9-1-1 call to another location by manually dialing the destination number or speed dialing code.

MSAG Master Street Address Guide A data base of street names and house number ranges within their associated communities defining Emergency Service Zones (ESZ) and their associated Emergency Service Numbers (ESN) to enable proper routing of 9-1-1 calls. Misroute Any condition that results in the 911 call going to the wrong PSAP. A call can be misrouted if the ESN and associated routing information are incorrect in the E9-1-1 data base and/or tandem data base. A call can also be misrouted if the call is an ANI failure, which automatically default routes. Multi-line Telephone System (MLTS) A system comprised of common control unit(s), telephone sets, and control hardware and software. Multi-line Telephone System (MLTS) Operator The entity that either owns, or leases/rents from a third party, and operates a MLTS through which a caller/person may place a 9-1-1 call through the public switched network. N911 Assignments The FCC has assigned several three-digit numbers for emergency and non-emergency access, and has posted a complete explanation on their Web site. Next Generation 9-1-1 (NG9-1-1) Refers to an initiative aimed at updating the 9-1-1 service infrastructure in the United States and Canada to improve public emergency communications services in a wireless mobile society. In addition to calling 9-1-1 from a phone, it intends to enable the public to transmit text, images, video and data to the PSAP. Night Service Night service works the same as alternate routing in that the calls coming into a given PSAP will automatically be routed to another preset PSAP when all trunks are made busy due to the PSAP closing down for the night. No ANI This condition means the PSAP received a call, but no telephone number displayed on the ANI console. The PSAP should report this condition immediately to the SSC/MAC. No Displays A condition where the PSAP ALI display screen is blank. This type of trouble should be reported immediately to the SSC/MAC. If all screens at the PSAP are blank, it is an indication that the problem is in the circuits from the PSAP to the E9-1-1 computer. If more than one PSAP is experiencing no display, it may be a problem with the Node computer or the E9-1-1 computer. The SSC/MAC should contact the MMOC to determine the health of the HOST computer. No Record Found (NRF) A condition where no ALI information is available for display at the PSAP. North American Numbering Plan (NANP) Use of 10 digit dialing in the format of a 3 digit NPA followed by 3 digit NXX and 4 digit line number.

One-button-transfer The capability of a PSAP attendant to transfer a 9-1-1 call to a pre-determined location by activating a single button. PSAP Public Safety Answering Point, usually the police, fire and/or rescue groups as determined by the local municipalities. A "ringing" will not have ANI or ALI capabilities, but just receives calls or transferred calls from another PSAP. PSAP Not Receiving Calls If a PSAP cannot receive calls or request retrievals from the E9-1-1 host computer, i.e., cable cut, the calls into that PSAP must be rerouted to another PSAP. The Switching Control Center must be notified to reroute the calls in the tandem office E9-1-1 translations. Record Not Found If the host computer is unable to do a look up on a given ANI request from the PSAP, it will forward a Record Not Found message to the PSA ALI screen. This is caused by service order activity for a given subscriber not being processed into the E9-1-1 data base, or HOST computer system problems whereby the record cannot be accessed at that point in time Selective Routing The capability to route a call to the particular PSAP serving the address associated with the TN making the 911 call. Selective routing is achieved by building TN/ESN translations in the tandem central office. These translations are driven by the E9-1-1 data base which assigns the ESN to each telephone number based on the customer's address. Service order activity keeps the E9-1-1 data base updated. The E9-1-1 data base, in turn, generates recent change to the tandem office (through the SCC or RCMAC) to update the TN/ESN translations in the tandem data base. Selective Transfer Provides the PSAP with the ability to transfer the incoming 911 call to a fire or rescue service for the particular number calling 911 by pushing one button for fire or rescue. For example, if an incoming 911 call was reporting a fire, the PSAP operator would push the fire button on the ANI console; the call would go back to the tandem office, do a lookup for the seven digit number associated with fire department, for the ESN assigned to the calling TN, and automatically route the call to that fire department. This differs from "fixed" transfer which routes every call to the same fire or rescue number whenever the fire or rescue button is pushed. The PSAP equipment is optioned to provide either fixed or selective transfer capabilities. Spurious 911 Call Occasionally, the PSAP will get a call that is not associated with a subscriber dialing 911 for an emergency. It could be a subscriber who has not dialed 911, but is dialing another number, or has just picked up their phone and was connected with the PSAP. These problems are equipment related, particularly when the calls originate from electromechanical or step by step offices, and are reported by the E9-1-1 Center to Network Operations upon receipt of the PSAP inquiry reporting the trouble. The PSAP may get a call and no one is there; if they call the number back, the number may be disconnected or no one home. Again these are network troubles and must be investigated. Cordless telephones can also generate "spurious" calls in to the PSAPs. Generally, the PSAP will hear conversation on the line, but

the subscribers are not calling 911. The PSAP may report spurious calls to repair if they become bothersome, for example, the same number ringing in continually. Telecommunications Device for the Deaf (TDD/TTY) A device capable of information interchange between compatible units using a dial up or private line telephone network connection as the transmission medium and automatically detects TDD/TTY tones. Voice over Internet Protocol, Voice over IP (VoIP) Provides distinct packetized voice information in digital format using the Internet Protocol The IP address assigned to the user’s telephone number may be static or dynamic. Wireless Phase I Required by FCC Report and Order 96-264 pursuant to notice of Proposed Rulemaking (NPRM) 94-102. The delivery of a wireless 9-1-1 call with callback number and identification of the cell-tower from which the call originated. Call routing is usually determined by call-sector.
