PREFACETHE HEAD OF THE CULTURE OFFICE OF BALI PROVINCE

Om Swastyastu,

Praise to the Alimighty God for His grace to give ussafety and strength to be able to carry out the 41stBali Arts Festival - PKB 2019. As the implementa-tion of the Vision of Bali Province : “Nangun Sat KerthiLoka Bali “, namely through a Planned DevelopmentPattern, ahead to a New Bali Era, PKB 2019 is heldas an arena of developing the Balinese culture, es-pecially the effort of protecting classical arts as wellas sebunan tradition in each regency and citythroughout Bali.

The Bali Arts Festival – PKB 2019 lifts a theme : “Bayu Pramana:Memuliakan Sumber Daya Angin” means : Bayu Pramana, to glorify theWind Energy as Natural Resource. The theme becomes the spirit of allactivities and events along the Festival, namely from Arts Procession,Parade, Contests, Exhibition, Seminars and Workshops. Bayu Pramanaas a theme should be used as the consiousness to glorify the resource,energy and the strength of world elements such as air, wind, breath orother terms. This universe energy should be the foundation of the Ba-linese civilization from time to time which is highlighting all aspects ofthe worldly and heavenly life, from the the civilization by using themind, the way of life, believing systems up to transcendental things.This great glorious concept is hopely to become the lighter of the cre-ativity based on Balinese traditional, which later could inspire the presentgeneration to always love their ancestors culture to develop character,identity and common welfare.

The present Bali Provincial Administration under the Bali GovernorWayan Koster and Vice Governor Tjokorda Oka Artha Ardhana Sukawatihas a commitment to preserve the greatness of the Festival as an iconof a colossal arts festival, close to the people and all once has aninternational reputation. Therefore, the working process executed byhuman resources involved in the festival such as the team of curators,the coaches team and the Organizing Committee would be monitoredevery time to guarantee that the implementation of this year festivalwould be more developed compared to the previous ones.

This big hope extended by the Governor and the Vice Governor wouldbe happen only just under the cooperation and the energy of all sidessuch as the artists, experts in culture, contingent from other regionsand foreign countries, media and press, the Curator Team, Coaches,Judges, the Organizing Committee, the team of the Family Welfare -PKK, the Regencies and City Administrations and all of the people ofBali. Therefore, on behalf of the Organizing Committee, may I extend agreat thank and appreciation for the cooperation held till these days.Let’s make the Festival as a vehicle of the Balinese Culture Develop-ment in great joys and with full dedication.

THE 41ST BALI ARTS FESTIVAL 2019

Om Swastyastu,

The Bali Arts Festival becomes an art and cultural event whichhas high historical value. This year, this great event has beenheld for 41 years and becomes a part of a collective memory,not only for the people of Bali, but all at once for the national andinternational community. After the reformation era, almost ev-ery year this Festival is opened by the President of the Republicof Indonesia.

The Planned Development Pattern of Bali 2018-2023 has avision : Nangun Sat Kerthi Loka Bali which means to conservethe holiness and the harmony of the Bali nature and its content,in order to create a welfare and happy condition for the peopleof Bali, in worldly and heavenly life. The final goal is to reach thelife of the local people and the land of Bali which is in accor-dance to the 3 basic principles called Trisakti of Bung Karnonamely : has sovereignity in politics, self sufficiency in economyand has identity in culture, through systematic, wholly done,planned, directed and integrated way in the frame of the UnitaryState of the Republic of Indonesia based on the Pancasila – theFive State Principles – June 1, 1945. This means that the devel-opment in Bali is aimed at developing the people welfare byalways guarding the integrity and the identity of the people ofBali. Fundamental thing being implemented is developing theBalinese culture – the worldly and heavenly ones which are tightlyconnected to the glory, the holiness and the beauty values ofBali.

As we all know, this Bali Arts Festival becomes the space for allof the glorious and beauty values of the arts and culture ofBali. Therefore, as Bali Governor, I ask the Culture Service andthe concerned provincial administrative organs to have a firmcommitment to conserve the Yearly Festival, by implementingprofessional management. This means to manage the eventby consequently strengthening and all at once developing theBalinese Arts and Culture in the dimension of having protectionand coaching. To conserve the arts of sebunan and the basicpattern of the classical and traditional arts is a must.

This year, the Festival lifts a theme : “Bayu Pramana: MemuliakanSumber Daya Angin” means : Bayu Pramana, to glorify the WindEnergy as Natural Resource. Each parts of the festival : namelyArts Procession, Performances, Exhibition, Seminars and Work-shops and Contests should translate the central theme in a fo-cus and integrated way. Beginning this year, the theme and thecontent of the festival should be syncronized and conformed toeach other. The theme should not become sweetener only, whilethe contents are monotonous from year to year.

Then, active role of the Creative Team and the Curator Team isbadly needed to have synergy with the artists. culture expertsand the people in Bali. The yearly theme should be transformedinto the idea of composition, artistic design as well as thecriteria of selecting the kind of arts that should be performed.Beginning this year, arts exhibition and culinary stalls would befreed from any cost. Hopely, the arts and culinary productswould have high quality, unique and beautiful.

The participants should be well selected, and they should bereally coming from creative industry community througout Bali.Therefore, the Bali Arts Festival as the Festival for the Peopleis becoming a reality . The people would be happy to see, toobserve and to present their best arts and craft works.

Finally, I invite the people in Bali as a whole to celebrate theBali Arts Festival 2019 in full of joy with abundle of creativity forthe sake of conserving the Glory of the beloved Balinese Artsand Culture .

The Branding of the 41st Bali Arts Festival 2019.

In line with the theme of the 41st Bali Arts Festival - 2019, namely“Bayu Pramana – To Glorify the Wind Resource“, the branding isvisually created by symbolically performing the story of artworks and performing arts.

1. Observing from philosophical point of view, windresouces as the theme of the festival is illustrated byshowing kober - banner as representation of wind inthe Hindus philosophy. The colour of the banner isdominated by red as the symbol of creation ( GodBrahma – the Creator - red ) and this is illustrated in asimple ornament with strong Bali character.

2. Observing from Hindus story and performing arts, windas a resource is illustrated by the wayang figure ofAnoman ( from Ramayana ) as the son of God Bayuaccording to traditional literatures. Anoman is shown indynamic gesture , as if he is flying, illustrating the winditself as always moving every time.
